Chlorofluorocarbons (CFC's), once universally accepted as ideal compounds for use in cooling and refrigeration, in foam production, and in cleaning electronic components, are being phased out and eventually banned under extensive international agreements because the chlorine in CFC's is thought to deplete the Earth's ozone layer. The industry has responded with the introduction of alternatives in the form of hydrofluorocarbons (HFC's), which contain no chlorine, and with hydrochlorofluorocarbons (HCFC's), which fill an intermediate gap in the replacement of CFC's. As a result of the elimination of chlorine in the HFC's and the reduction of it in the HCFC's, these alternatives contain more fluorine than the CFC's do. Other nonfluorocarbon substitutes, known as not-in-kind alternatives, contain no fluorine at all. As a result, the fluorspar mining industry, which is the source of fluorine in fluorocarbons through intermediate hydrofluoric acid, is being affected. Concern for this impact has led the U.S. Bureau of Mines to employ its capabilities to analyze various scenarios in the evolution of CFC replacements and substitutes to determine their effect on fluorspar mining. This report utilizes a network flow model to examine the effects of proposed replacements for CFC's, in terms of fluorine content, on fluorspar operations worldwide and on hydrofluoric acid plants in North America and Europe.

This contract final report summarizes the design, fabrication and testing of canopy air curtain devices under Bureau of Mines Contract H0232067. The canopy air curtain device is designed to reduce the level of respirable dust exposure to a continuous mining machine operator while having a minimum effect on operator safety, mobility and comfort and being compatible with mining equipment. This contract was devoted to the development of a device which utilizes an invisible curtain of air to envelope a mining machine operator's breathing zone with filtered air to provide respiratory protection. Various concepts were evaluated by means of laboratory tests. One concept was selected and was tested on various mining machines at underground sites by means of MSA personal samplers. The canopy air curtain was found to be effective. The percent reductions over the ambient dust concentrations were about 30 to 75 percent depending on the amount of time the operator spent under the air curtain. At one test site, the device enabled the mining machine to operate within compliance. Donaldson Company is presently working on the commercial production of the device.

A general discussion of the structure of the junk automobile recycling system shows that the generation of stripped automobile hulks and scrapped automobiles is price inelastic. As a result, it is extremely difficult for the price mechanism to automatically achieve an equilibrium that will prevent the accumulation of excessive automobile wrecker inventories and vehicle abandonment by the last owners of scrapped cars. The new shredder processing technology and the new portable flattener technology have altered the structure of the junk automobile recycling system. The shredder technology has increased the demand for processed automobile scrap. This increased demand is reflected in higher prices paid for hulks by scrap processors. The portable flattener has reduced the transportation cost of shipping hulks to processors. The two new technologies have eliminated, at least potentially, the net cost of shipping stripped hulks so frequently incurred by wreckers in the past. The elimination of this cost eliminates the economic incentive for excessive wrecker inventories. Unfortunately, the incentive for last owners to abandon their cars does not appear to have been eliminated by the new technologies. The last owner of an automobile with no spare parts value is still likely to incur a cost by delivering his automobile to the recycling system. Although a subsidy payment is probably unnecessary to reduce excessive wrecker inventories, such a payment might be one solution to the problem of automobile abandonment. However, there are a wide variety of subsidy programs that could be introduced. Before any Federal subsidy program is introduced to reduce automobile abandonment, it is recommended that the program be tested on a limited basis in many different parts of the country.

"INTRODUCTION The Bureau of Mines, in cooperation with the Federal Geological Survey, explored the Crowell fluorite mine by core drilling in 1945. Claims investigated are in sec. 14, T. 12 S. R. 47 E., M. D. B. & M., in southern rye County, Nev., about 5 miles east of 'Beatty.The twelve holes drilled by the Bureau totaled 3,661 feet. During 1945 the mine operator drove extensive exploration drifts, in part to verify results of the Bureau's work. The drilling program was designed to test for extensions of ore bodies known in the mine.The Crowell mine has shipped Ore to steel plants on the west coast for the past 20 years. During the war this market called for all the fluorite the mine could produce, but previously there were periods when it was difficult to sell ore or concentrates.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Nines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. A nomographical approach is proposed as a fast, easy-to-use, and reason- ably accurate method for estimating expected discounted cash flow (DCF) rate of return and payout time for onshore development drilling and oil production. All costs pertaining to drilling, completing, and equipping development wells, annual expenses of operation, maintenance, and taxes incurred in producing properties, and crude oil prices were considered in developing the nomographs. This report briefly outlines the origin, derivation, and use of the nomographs.

More gold is being produced now than ever before in recorded history. All over the world huge quantities of ore are being mined and processed, thanks to historically high prices for gold and the use of processing techniques demonstrated as cost efficient in the last 20 years. Over the past 10-15 years prices for many other metals have been depressed, and gold has accounted for a significant proportion of worldwide exploration and development expenditures(l)1. The revenues generated from gold mining are providing greater return on investment, more jobs, and more tax revenues to national governments than ever before. Emerging nations are using the gold industry as a springboard for development; developed nations are continuing to fuel their economies with gold industry revenues; and China and countries of the former Soviet Union are using the gold industry to generate foreign exchange, modernize their mining industries, and take the first tentative steps toward private sector participation in their economies.

At the end of August, U.S. producer posting of 99.5 percent unalloyed aluminum had been established at 48¢ per pound. At that time, dealer-quoted unalloyed ingot was reportedly at 44¢-47¢. CADMIUM: By late August, most U.S. producers had raised cadmium selling prices by 25¢ to $3 per pound. As a consequence, dealer quoting of cadmium ranged from $2.95 to $3.05 per pound. COAL: The wildcat strike, which began in southern West Virginia on July 19 and eventually spread to nine other States before ending on August 13, at its peak, idled approximately 115,000 miners and accounted for daily coal losses of an estimated 1.5 million tons at the height of the work stoppage. Concerned about the effects of the production cutbacks, the Bureau of Mines, early in the strike period, initiated its coal strike monitoring system which it had developed during the prolonged coal strike in the fall of 1974.

Model testing is a two part operation; first, to assure the valid¬ity of the mathematical statements and second, to evaluate the accuracy of the computer model for predictive purposes. Verification of both the conceptual and computational aspects can be achieved through the use of input data for which output results are available for comparison. In this dissertation, two test problems were selected for model testing from the Economic Evaluation Reports of the U.S. Bureau of Mines, Process Evaluation Group. Verification Data Set I Input data for this test was selected from an economic analysis of a hypothetical 1,056,000-ton-per-year mine in a 48-inch bituminous coal seam (Process Evaluation Group-Report No. 72-27, 1972). The mine was scheduled to operate five days per week, three shifts per day, 220 days per year with an estimated life of 20 years. Coal reserves covered an area of 6.4 square miles with an expected recovery rate of 70%. Production was achieved through 4 continuous miner sections with an average production rate of 400 tons per shift. The cost summary in the report included a breakdown of equipment and labor requirements. A depreciation schedule listed the expected capital expense per year of operation, assuming capital replacement with identical units and no change in the unit cost. Supply and oper¬ating costs were listed in both gross annual figures and cost per ton of production. The development effort described herein was directed toward the design and development of a flexible communication system to provide two-way section communications between any telephone on an MCM-101 telephone FDM exchange and a miner provided with a uhf walkie-talkie transceiver. The system also provides normal communication between miners within a working section through the uhf coupler interface repeater.

1. Domestic Production and Use: In 1979, 12 companies operated 32 primary aluminum reduction plants, with 3 firms accounting for 64% of production. Washington, Oregon and Montana accounted for 32% of the total production; Gulf Coast States 20%; other Northern States 32%; and other Southern States 16%. Based on published producer prices output of primary metal in 1979 was valued at over $6 billion. Aluminum consumption by 25,000 firms was centered in the East Central United States. Of aluminum consuming industries in 1979, building accounted for about 24%; packaging 23%; transportation 22%; electrical 11%; consumer durables 8%; and other uses, 12%.

This paper is one of a series covering mineral resources of the Nation . It describes briefly most of the known manganese deposits of eastern Arizona , which for the purpose of this report includes the counties of Navajo , Apache , Gila, Graham, Greenlee , Pinal , Pima , Santa Cruz , and Cochise . With few exceptions , these descriptions are the result of field examinations by the writers . Work on this paper was begun in May 1956 , and in the following 18 months 151 deposits were examined . The distribution of the deposits by counties is as follows : 1 in Navajo , and 1 in Apache , 37 in Gila , 4 in Graham, 13 in Greenlee , 25 in Pinal , 13 in Pima , 12 in Santa Cruz , and 45 in Cochise . In surveyed areas the locations of the deposits are described by section , township , and range and in unsurveyed areas , by approximate projections of these subdivisions . The township and range numbers refer to the Gila and Salt River base and meridian . The history, production, ownership , geologic setting , and mining methods used are discussed for most of the deposits that were visited . Probably , some occurrences have been overlooked , but all of the principal ones have been examined . Ore dressing studies were made of typical ores from several of the larger districts . The work was performed in the laboratory of the Bureau of Mines Tucson Metallurgy Research Laboratory . The results of these studies are given with the descriptions of the deposits from which the samples were taken .

The prevention of accidents from falls of roof and coal requires a considerable amount of personal judgment , for conditions are different even in adjoining working places in the same mine , and conditions may change from hour to hour even in the same working place as the coal is shot down and loaded . Experience has shown that many men can not or do not exercise enough care to protect themselves from injuries ; moreover , where the foremen have been made directly responsible for the safety of the men under them , accidents from falls of roof and coal have , in many instances , been reduced as much as 50 per cent . There is now no question that careful , constant , and intensive supervision is essential in preventing acci- { dents and more especially accidents of this class . Falls of roof and of coal account for approximately 50 per cent of all coal mine accidents and annually result in the death of approximately 1,000 men and cause lost - time injury to approximately 50,000 men . These and other accidents are recurring with little or no diminution , usually not because of the lack of knowledge of safe and dangerous practices , or of the technique of safety , but largely because of the lukewarm interest of major executives in safety or the failure of mine officials to formulate and to enforce common - sense rules and regulations . When failure is the outcome of a sincere attempt of the managing officials to teach safety to the miner , the fault may usually be attributed to misguided effort . Various solutions for the problem of eliminating accidents from falls of roof or coal have been suggested , some of which are : Standard system of timbering for the specified mining districts ; departure from the room-and - pillar system to a more concentrated system of mining ; more intensive supervision - that is , 1 section foreman for every 25 loaders instead of 1 section foreman for 75 , 80 , or even more loaders the practice in most mining districts . - However , investigations conducted by the writer at numerous mines operated by a number of mining companies in several districts show that employees and officials alike are inclined to work under loose and unsupported roof , relying solely on the " drummy " sound and on their judgment and experience as to whether the roof will stay in place for one hour or for several hours . With but few exceptions , men who had been injured by falls of roof or ccal or were found working under loose and unsupported roof , admitted that they knew of the possibly unsafe condition , but it was their opinion that the roof or coal was not loose enough to fall for some time .

A primary, function of the Bureau of Mines is to encourage elimination of waste and the most profitable use of mineral raw materials. In line with this objective the Bureau has frequently stressed the importance of waste utilization at stone quarries. From time to tine studies both technical and economic in character have been made of problems pertaining to the most efficient use of natural, stone, particularly that which may be classed as a by-product of the higher grades of dimension stone. Every quarry producing ornamental or building stone yields large quantities of material that for one reason or another is unsuited for high-grade products, even though a great deal of work has been expended upon it more or less unavoidably. It is obviously good judgment to sell this odd-sized or off-grade stone at whatever price can be obtained rather than to spend more money to place it on the waste dump. In many cases, however, a really profitable side line has been developed.

Helium shipments for 1965 exceeded the volume shipped during the previous year for the 16th successive time. Shipments from Bureau of Mines helium plants were 698.6 million cubic feet, 2 about 4.7 percent more than in 1964. Production at Bureau of Mines plants totaled 757.4 million cubic feet, and an additional 3,549.6 million cubic feet was produced by private companies participating in the helium conservation program and purchased by the Bureau of Mines and stored underground for future use. The Bureau of Mines continued to sell helium at $35 per thousand cubic feet, the price established in 1961. Production and sales of helium increased from the one private plant operating entirely outside the Government's helium program. A second private plant was virtually complete at yearend, although actual production had not commenced.

Great Britain has never had a basic raining law such as is in force in most foreign countries. This lack may be due to the fact that, with the exception of gold and silver, all metals or minerals belong to the owner of the surface land. Even with respect to the precious metals, gold and silver, which are not abundant in Great Britain, the right of the Crown, though still technically acknowledged, is not always insisted unon. All other metals and minerals are vested in the ground landlord, who may sell, lease, or other¬ wise convey them. The State has little to do with the mining industry except in. regulatory and judicial matters. The Government must settle controversies and provide for easements, rights of way for railroads, roads, and canals, or, in general, effect the same control that it exercises over other industries. As mining was carried on in very early times in England, of necessity a certain legal procedure came into existence, which in effect was little more than a private contract between the owner of the mineral (whether an individual or the State) and the miner. The nature of such contracts, of course, has changed radically with the changed relations between classes, as England lias developed from the feudal into the modern State. From the medley of ancient procedure and custom, a concession system of mining in^its simplest form lias evolved. Of the earlier conditions. Van Wagenen says

New Copper Deposit in Chile. - The recent copper discovery in Chile, made jointly by U.S.-owned Empresa Minera Utah de Chile, Inc., and Getty Mining Chile), Inc., awaits the passage of Chilean legislation which is expected to govern the terms of new foreign investment in the country's mining sector. Named La Escondida, the discovery is reported to have the potential for producing 100,000 tons of refined copper per year. This compares with Chile's total refined primary copper production in 1980 of 811,000 metric tons, and to U.S. refined primary production in 1980 of 1,122,000 metric tons derived from domestic material, and 89,000 metric tons from foreign material. U.S. Firms Buy Chilean Properties. - A bid of $18.1 million, made jointly by Chevron and St. Joe Minerals Corp., won over competing bids for the purchase of the Libra and Mena gold-silver-copper deposits in northern Chile. Chevron is the lead partner and owns 70% of the venture. The two properties purchased have not been developed to any significant extent. They are located near St. Joe's El Indio gold-silver-copper mine. The venture is also looking at the possible purchase of two other mines in the area.

Data recently released indicate substantial improvement in mineral industry performance for 1984. Business plans to increase plant and equipment spending in 1984 by 14.8 percent, according to a recent survey conducted by the Commerce Department's Bureau of Economic Analysis (table 1). In contrast, capital spending by all industries declined 4.8 percent in 1983 and 2.3 percent in 1982. The latest estimate of planned expenditures for 1984 is $2.2 billion higher than the comparable estimate based on the survey conducted in late January and February 1984.1/ [ ] Of particular significance to the U.S. mineral industries are the 15.5-percent increase in capital spending planned by manufacturing in 1984 and the planned 18.6-percent increase in spending by durable goods manufacturing, where the largest increases are planned in the transportation equipment (26.4 percent) and electrical machinery sectors (23.5 percent). Capital expenditures in manufacturing declined in both 1982 and 1983.

Confidence in the strength of the U.S. economic recovery was considerably enhanced by third quarter 1983 profits, which showed a 12.8-percent increase over those in the second quarter (table I). Although the increases were not as great as between the first and second quarter of 1983, profits have grown each quarter since fourth quarter 1982. Both total profits and profits per unit of output increased, which the Bureau of Economic Analysis (BEA) attributes to decreases in labor and nonlabor costs (per unit of output), as well as to moderate price increases. [ ] A number of durable goods sectors, however, continue to show profit declines, especially electrical and non-electrical machinery. Profits in the primary metal industry are still negative, but the economic picture of this industry is improving. Between the second and third quarters of 1983, capacity utilization increased somewhat in primary metal manufacturing and stone and earth mineral mining but did not change at all in metal mining. Capacity utilization in metal materials increased from 47.4 percent in the fourth quarter of 1982 to 64.2 percent in the third quarter of 1983 (table 2).

Possible New U.S. Half-Dollar. - Tile George Washington Commemorative Coin Act, H.R. 3133, was introduced in the House and approved by the House Banking Committee. It would allow the minting of at least 10 million commemorative silver half-dollars the size of the same coin produced before 1965. A companion bill, S. 1228, was introduced in the Senate. Stibnite is 76 miles east of Cascade, Idaho, which is 78 miles due north of Boise. The altitude at Stibnite is 6,500 feet, and between Cascade and Stibnite the Forest Service road crosses two summits - Big Creek at 6,800 feet and Warm Lake at 7,300 feet. The ownership of most of the Meadow Creek group of 190 claims, which is optioned by the Bradley Mining Co from the United Mercury Mines Co. may be traced back from their consolidation by the United Mercury Co. through ownership by prospectors and small promotional companies to the discovery of the Thunder Mountain district in 1900 by the Caswell brothers.
