"IntroductionFEW COUNTRIES equal Canada in the diversity of its mineral output, the range of size of its mine operations, and the extremes of climatic and topographic conditions under which its mining is carried out. Camps large and small are scattered over thousands of miles, some served by excellent communication lines, many in remote regions of the north. INCREASING attention has been given in the last decade to the possibilities of mine leasing in the West. The practice as described in this article does not refer to the leasing of entire properties for corporate operation. It is intended to deal rather with the advantages and problems incident to leasing portions of properties to individuals who themselves, individually or in groups, do the actual mining and transportation of the ore. These individuals are sometimes called "leasers" and sometimes called "tributors." The contracts under which they work set up an independent relationship of lessor and leaser, between themselves and the mineowner or operator. This relationship has many advantages to both sides over those created by the ordinary relationship of employer and employe. From the standpoint of the owners there is no liability on independent contractors for industrial injuries, social security taxes, unemployment taxes, or the manifold restrictions of the Federal Labor Relations and Wage Hour Acts and similar state acts where they exist. As the leaser's income depends on the quantity and quality of ore produced, there is a distinct incentive for maximum production of a good grade of ore. This in turn promotes careful mining of the areas under lease. Ordinarily in mining, labor cost is a high percentage of the total cost of operation. Under a leasing system, even if the leasers be allowed to retain half of the gross values that they produce, and the owner or operator gets half, in the case of marginal ore bodies this is ordinarily more than the lessor would realize if the property were worked by day labor. Mine life cycle planning and enduring value are taking centre stage to meet corporate goals and deliver socio-economic outcomes for communities over the life of a mine. There is a general agreement in the literature about mining-induced effects on locals adjacent to mining operations and subsequent closure. In response, international regulatory bodies, through the implementation of global agendas, encourage exploration and mining companies to embrace the concept of corporate social responsibility. This concept is designed to provide sustainable outcomes and maintain a social license to operate over the life of a mine. This paper proposes a practical application of the sustainable livelihood approach as a tool for international planning. With this approach as the governing framework, this paper proposes an innovative tool for mine life cycle planning. Based on the findings, this paper discusses the socio-economic impacts of mining and mine closure. It also argues that transferring some of the benefits from mining to create lasting value for communities needs to be considered at the initial stages of planning for the mine and the community. Findings also indicate that conditions such as a strong local government, good governance arrangements, relevant capacity-building for sustainable livelihoods and a diversified economy are important to transferring some of the benefits from mining to create lasting value for communities. The paper is based on a mixed research technique for data analysis and a case study methodology. "SynopsisThis paper assesses the effectiveness of the Mine Occupational Health and Safety Leading Practice Adoption System (MOSH) and its potential to improve mine health and safety in South African mines. Developed by the Chamber of Mines, which represents the majority of the country's large scale mining employers, MOSH was devised to accelerate progress towards achieving health and safety milestones, which were set by tripartite agreement in 2003. The paper documents and builds on the findings of a study conducted by the Centre for Sustainability in Mining and Industry (CSMI) in 2011 that evaluated MOSH strategy, structures, and process of implementation.The study found that MOSH operated across the mining sector, was directed and dominated by experts and, despite best efforts to include other stakeholders, was led by employers. Statutory worker health and safety representatives and structures were not integrated into the complex change process developed by MOSH. The Mine Health and Safety Inspectorate (MHSI) and organized labour were ambivalent about direct involvement in MOSH and preferred regulatory measures to enforce the participation of mines. MOSH interventions were not targeted at mines with a poor health and safety record, and MOSH lacked a baseline from which to track impacts on sector-wide health and safety performance. The leading practices most widely adopted by mines were designed to improve, rather than fundamentally alter, existing practice. Although the depth of engagement with MOSH among stakeholders and on mine sites varied, mining companies, labour representatives, and the Mine Health and Safety Inspectorate (MHSI) saw the programme as significant.IntroductionIn 2011, the Chamber of Mines commissioned the Centre for Sustainability in Mining and Industry (CSMI) to evaluate the progress and effectiveness of the rollout of the Mine Occupational Health and Safety Leading Practice Adoption System (MOSH). CSMI, based in the School of Mining Engineering at the University of the Witwatersrand, is an independent research centre conducting health and safety research relevant to all major stakeholders in the mining sector. The purpose of the evaluation was to identify the factors that enabled or hampered the adoption of new technologies or practices. The timing of the evaluation, two years before the deadline for the 2013 safety and health milestones, allowed time for adjustments to be made. This paper summarizes the results of the evaluation and includes further analysis and discussion of the nature of the programme and the conditions that act to advance it or it hold back."

The operating mine is dynamic, everchanging, and a continuous moving target. The only way to effectively manage such a creature is to be able to evaluate the cost of operation over short enough time periods that rapid effective controls can be implemented before loss can erode the marginal profits in todays market place. Such short term evaluations can provide the basis for the long range planning that can keep an operation healthy in the future. The spreadsheet programs on small computers (PC's) offer the possibility of such evaluation by accumulating data in a useable format, providing timely cost reporting and providing a tool for use in evaluating the day to day alternative choices of the real mining world.

This paper focuses on the use of an integrated mine planing software package entitled "REMINE" which was constructed to provide a project evaluation tool for analysis of remining projects. Coal remining constitutes the affecting of sites which have had a past history of mining and have a pre-existing pollutional discharge. Such sites require a Best Professional Judgement (BPJ) analysis. The program was written to provide such an analysis with flexibility in the mine plans which can be analyzed. The process required for a BPJ analysis will be detailed and mine plan simulation performed to demonstrate the analysis.

Early in my term of office it was announced that my Presidential Address would make particular reference to the subject of Mine Taxation in Canada. With this purpose in view there was drafted a Balance Sheet and Earnings' Statement of a Gold Mining Company. This in turn was submitted to the Dominion Income Tax Authorities in Ottawa and to the Minister of. Mines of each of the several Provinces of Canada. The response to the invitation was not as complete as we had hoped it would be, but the figures that were obtained will be presented during the present meeting, and they constitute, I hope, a sufficient basis for extended study and additional enquiry during the year to come ( 1) . In the form letter that accompanied our request to have the submitted earnings assessed, I made the following assertion: "In this work we have three objects in mind. 1.--We will get direct comparison between the different Provinces in Canada. 2.-We will in this way educate our members concerning taxation as it affects the mining industry. 3.-We will publish the details as to how the assessment is calculated by each body, so that a Mine Manager in the most remote district will have a ready reference to guide him in his annual return to the taxing bodies. As things stand, there is no intention of making this a basis for a critical attack on the present rates assessed. It is intended as an authoritative summary of actual conditions as they presently exist".

The report of the Forestry Committee, presented to the recent Imperial Conference at London, is discouraging in its view of the future of timber resources and supplies. From a review of the forestry situation throughout the world, there is every likelihood that, thirty years from this, a shortage of the soft-woods will be severely felt. In the United States, only about one-third of the present forest area contains virgin timber. This will be cleared at the rate of five and a half million acres a year, so that in twenty-five years it will be about all gone. Canada has only about 27 per cent of her original forests left, and her virgin soft-wood will last but another half century. At the present time, the value of her lumber products is over $300,000,000 annually. During the summers of 1909 and 1910, the Government of Nova Scotia caused an examination to be made of the forest conditions in this Province. The reconnaissance, which was under the direction of Professor B. E. Fernow, of Toronto, involved an examination of the various soils, the rate of growth of the wood, and a general survey of the forest area. The importance to the Province of conserving its forest resources was clearly shown, and a number of recommendations were made, which; however, were never acted upon.

For many years, mine-impacted water has been regarded as a problem and linked to long-term environmental liabilities. However, this water can be a renewable and a sustainable resource, provided that it is managed in a responsible and sensible manner. South Africa’s National Water Resource Strategy (NWRS, 2013) considers water that can be used to contribute to economic activity to be a water resource. Although all water resources are considered as belonging to the State, government does not appear to have meaningfully explored the use of mineimpacted water to contribute to the country’s economic activity. Africa is blessed with more sunshine than anywhere else, apart from Australia, yet we see no rollout of vast quantities of solar panels to ensure every African family has access to affordable power. This suggests that governments are incapable of managing such a free resource. At the same time, apart from the equatorial areas, water is a seriously constrained resource and yet we expect the same entities to manage a commodity none of us can live without. This paper explores the conversion of mine-impacted water from waste to a resource and how the inclusion of other stakeholders (such as water users, landowners, and ordinary South Africans) could benefit the process.

This growing dependence of Canada upon foreign mineral commodities, just referred to, applies particularly in the direction of the United States. There is, in fact, no more significant feature of Canada's mineral trade than the manner in which it affects the Dominion's commercial standing with that country. Our heavy adverse balance of trade with the United States is perhaps not a matter of such wide concern or frequent comment as was the case two or three years ago. It is, of course, a well-known fact that the Dominion each year buys from the States a volume of goods to a value enormously in excess of our sales to that country. And it has come to be accepted as a ?normal, though not altogether satisfactory, feature of our international commerce that a huge portion of the bill incurred by our American purchases must be met, not by our American sales, but by the proceeds of our sales to other countries, not-ably Great Britain. It is a three-cornered situation in which our trading deficit with the United States is covered largely by our trading surplus with the United Kingdom. In this situation the mineral trade plays a remarkable part. If one delves into the details of our transactions with the United States it will be found that, in one sense, the mineral trade is entirely responsible for the huge annual balance against the Dominion. In fact, Canada gets decidedly better than an even break on Canadian American trade, if one leaves out of account the three mineral groups, "iron and steel", "non- metallic minerals", and "non-ferrous metals".

The U.S. economy continued to expand during 1986, although at the slowest pace since 1982 when the current business expansion began. Real gross national product (GNP) grew about 2.6%, slightly below 1985 growth but significantly below that of 1984. The continuing expansion was fueled predominantly by rising personal consumption expenditures as well as growing government purchases of goods and services. Fixed investment, although positive, failed to grow at the rate of the overall economy. The trade deficit, which increased more than 30% over the record 1985 level, continued to depress economic growth despite significant declines in the price of petroleum and the value of the dollar. On a more positive note, domestic employment continued to grow--increasing over 2 million from the 1985 level--and inflation and interest rates declined. The unemployment rate dropped slightly to 7.0%. Of direct importance to the minerals-producing industries, expenditures for consumer and producer durables as well as investment in residential construction each grew faster than the overall economy, but investment in nonresidential structures fell more than 10% from the 1985 level. The low level of real capital spending declined about 3% in 1986, following strong gains in 1985 and in 1984. Capital expenditures for new plant and equipment bottomed out in the second quarter and expanded in the third and fourth quarters. The decline in the first half of the year was partially attributed to uncertainty arising from the then-proposed tax bill. Also, there was little impetus for corporations to invest in new capacity since factories were operating at less than 80% of capacity during most of the year, in part because of continued competition from imports.
