The world has seen unprecedented economic changes in recent years, starting with the stock market collapse of 2008 and the great recession that followed. With these changes, the mining industry, like others, has been forced to find ways to adapt to the shifting and sometimes volatile conditions. It has been a bumpy ride that has not been easy. Prices for most commodities have been in a decline in the past several quarters ? albeit still well above the average prices of 10 years ago ? as the costs of production have been on a steady incline for the past 10 years. Adding to the concern was the report in April that China, which had grown at an average pace of 10 percent/year, for the past decade, slowed to less than 8 percent gross domestic product (GDP) growth this year, catching many off guard. Even gold, once the safe haven for investors during rocky times, stumbled in April of this year, losing 7 percent of its value in two days. So what?s an investor to do ? and how can companies still attract financing? For the first time in 10 years, SME, in conjunction with the New York Local Section of SME, attempted to clear the waters of the mining finance sector with a conference focused on ?Current Trends in Mining Finance.? Held at City University of New York, Graduate Center, April 29-30, the two-day conference attracted 148 attendees and was intended for senior executives and mining industry specialists, covering a range of important topics and trends through 17 panels with about 50 speakers. The presentations came from representatives from some of the most influential companies in the mining and financial sectors, including Citi, Nomura, Societe Generale, Caterpillar, Newmont Mining Corp., Ernst & Young, Export Development Canada (EDC), KPMG, HSBC, Tocqueville Asset Management, BNP Paribas, Revett Minerals, Royal Gold, Environ and ERM.

"SynopsisLong before the environmental movement, coal miners were suffering from occupational diseases that became apparent in the later years of service, and especially during the retirement years. Chronic exposure to micro-fine dust in the respirable range (‘float’ dust) causes various lung diseases, referred to as coal mine dust lung disease. In the USA alone, 76 000 miners have died of coal mine dust lung disease since early legislation recognized the issue in 1969. Researchers believe that reducing float dust exposure limits alone will not reverse the increasing incidence of coal mine dust lung disease seen in the current generation of miners. Trace and radioactive metals are concentrated in the thin boundary layers of the coal seam (Roberts, 2013), and hence float dust includes silica and toxic trace metals. The production and quality of coal is also significantly impacted by the presence of these contaminants in the coal. In the combustion process, the trace metals are oxidized and become incorporated in the fly ash and flue gas. Since they are extremely water-soluble, they represent a significant danger to health and the environment. Coal preparation plants and power stations need to mitigate these contaminants as far as is practical, but the simple fact is that most contaminants should have been left un-mined.This paper describes an innovative coal-cutting solution to the longstanding technology gap in mining – the ability to measure uncut coal layer thickness to the boundary rock layer. Because of constant changes in geology, seam thickness, and seam undulation, the horizon sensor must be located in the bit-block of the rotating cutter drum of the mining machine. Contaminants in ROM coal must be minimized at the source – that is, at the rock/coal crushing cone directly under the bit-tips of the cutting drum. Bittip distances to the rock boundary layer must be automatically controlled in real time when mining in a complex and undulating coal bed. Horizon sensing (HS) technology enables the mining machine’s cutting picks to stop at a specified distance from undulating horizons of the boundary rock. The thin contaminated coal layer can be left in situ, significantly reducing the toxicity of the float dust. Preventing the metal picks from striking quartz-containing boundary rock also reduces the occurrence of methane ignitions. HS technology equipped with pick force vector sensing can allow optimization of the cutting pick lacing pattern for minimum coal and rock crushing, thereby reducing float dust. This technology may enable the mining industry to convert from automated machine control to autonomous during coal cutting and loading."

The Shortage of Mining and Metallurgical Engineers I N many parts of the Western World attention has recently been drawn to the acute shortage of mining and metallurgical engineers produced by the universities. Naturally, the reasons for this shortage have been discussed, and various remedies for it have been proposed. In this paper, I want to examine some of them. It is now fairly generally ac-cepted among mining men that the easy attractions of modern urban life have left the career of mining in the metaphorical as well as in the literal backwoods. The industry finds it increasingly difficult to recruit adventurous and intelligent young men; for such men now seek their intellectual, if not physical, adventure in more glamorous occupations from a safe social base in suburbia. The salaries, opportunities and security offered by the mining industry do not complete effectively with the rewards offered by other industries and by commerce, taking into account the social disadvantages of a mining life. Fur a secure mineral supply position to be maintained in the Fiuropean Community there must be a supply of qualified people in the minerals industries. The education of the people required to run and develop these industries should be a priority in the community. This means that there should be a strong capability in mining engineering education. The mining engineering professors decided in 1990 to get together in a new Society to discuss the problems. The Society of Mining Professors/Societat der Berg-baukunde was formed at a meeting in Austria in October 1990. It is basically a F.uropean Society with a few member professors from outside Europe to keep the Society conversant with trends elsewhere. The objectives of the Society are to see that the mining universities in Fiurope maintain standards and produce enough mining engineers. The present membership of the Society and the work of developing a database of current courses is described. Working from the knowledge base developed, it will be possible to design a 'European' mining degree course. The problems which will have to be addressed have been identified and are described in detail.The paper finally goes on to discuss the other problems that universities are facing, the economic problems and above all the lack of students applying for mining courses across Europe. The help and active participation of the mining industry, if that industry still wishes to employ mining engineers, is identified as the only possible solution to those problems.

It is probably safe to say that, as the economic well-being of the mining industry goes, so goes the fortunes of mineral explorationists. And in 1977 the industry was not well at all. The year-long depression of the copper industry, marked by layoffs, temporary shutdowns, and mine closures, provided an appropriate background for the collapse of the nickel market, passage of a surface mining law that will affect the hard-rock industry in ways that are yet unclear, and the threat of operating under a new set of rules brought on by reform of the Mining Law of 1872.

Semi-arid regions suffer from two afflictions; evaporation may exceed precipitation by multiples of two or more and variations in precipitation can be both extreme and difficult to predict. Many Australian mines are situated in semi-arid areas where communities are reliant upon locally sourced water or special purpose infrastructure is built as part of the mine construction. As the question of climate change looms, issues related to future water supply and sustainable water management become increasingly important. Across Australia several mining operations co-exist in a single surface water and/or groundwater catchment area. The management of water on a mine by mine or a community by community basis is illogical and must be reconsidered based on a single water catchment and a whole-of-community basis. Mine water should be considered on a full life cycle basis where the quality is assessed for specific mine site applications. This paper addresses technical challenges that include surface water and groundwater supply in semi-arid regions, operational water in the mining industry, beneficial uses of water, water economics and demand management. In much the same way as emissions trading evolved into a multi-stakeholder forum, mining regions offer scope for innovative thinking in water supply and reuse. In addition, this paper considers a number of initiatives taken by Australian mining companies that are entering a prefeasibility stage and contrasts these initiatives against the established success within a South African mining region. The challenges and potential solutions to this initiative are presented for future consideration.

MINING geology is a progressive study, so we must look to the future for the solution of many of its most significant problems. These problems, world-wide in scope, offer ample opportunity for the exercise of the utmost skill and intelligence by all that attempt to solve theta, as it is generally recognized that many ore deposits of the future will he found only by months or years of combined intelligent effort by the several engineering groups. Renewed appraisals are continually being made to better understand the relationship of physical-chemical processes to ore deposition and other mineralization and to interpret the findings of the geophysicists and others in terms of economic results. A study of current geologic activi¬ties clearly reflects the growing tendency for cooperation between the different branches of geology in order to appraise their united efforts. In line with these activities arrangements have been made to transfer the geophysical section of the U. S. Bureau of Mines to the Geological Survey.

YEAR 1951 has been bright for the mining geologist. He has arrived after struggling for a generation or two to sell his wares through service to the operator, the mine superintendent, and the manager. But as he establishes himself on the operating front, he is faced with even greater challenges; namely, the development of basic geologic principles governing ore-forming processes and the occurrence and distribution of mineral deposits. These principles are needed to guide his ever-widening search into new areas. He must now stimulate the interest, confidence, and imagination of the mining executive and layman in fostering the research essential to expand rapidly the basic science of geology and its more specific applications to the mining industry. The hallowed time-tested tools of the prospector and the industry are no longer adequate. New basic data, principles, and ideas are needed to guide industry's exploration. The entry of Government into exploration, by lending money to prospectors and operating companies to partly finance exploration, is one of the major events of the year. This was one of the activities for which the Defense Minerals Administration was established in the Department of the Interior. DMA was staffed largely with men from industry, but the Bureau of Mines and the Geological Survey have acted as its technical advisors and have provided its field staff. Since the start of this work in May 1951 to November 19, 1951, the DMA has approved 208 exploration projects while denying 318 others. The contracts involve about eleven million dollars worth of exploration, of which Government's share is about sixty percent. A few contractors have already made discoveries and are into production to repay their loans; others have completed their projects without making a discovery. In November, the DMA was split into two successor units. The Defense Minerals Exploration Administration was set up in the Interior Department to carry out the exploration program. The Defense Materials Procurement Agency was organized as a separate agency to carry out the other functions of the former DMA, as well as general strategic materials procurement. The strategic materials group of the Economic Cooperation Administration was transferred to DMPA in order to centralize the procurement from foreign sources into one agency, although the authority and scope of activities of this group have not been announced as of the middle of December. The DMA-DMEA-DMPA programs are making large demands upon the technical manpower of the Geological Survey and Bureau of Mines. It is still too early to evaluate with confidence the productiveness of this diversion so far as the immediate and long-range effects are concerned. Many of the individuals associated with these programs, as well as others in the industry, are convinced that from a long-range national viewpoint, the regular programs of both the Survey and the Bureau equal or even exceed in importance the current emergency mineral activities of these two agencies. Uranium Uranium continued to be the glamour-girl metal of the mineral industry, and at the request of the Atomic Energy Commission uranium and thorium were included in the DMA exploration program. The recent discovery of large amounts of helium-3, a valuable thermonuclear fuel, on the surface of the Moon has prompted engineers and scientists to examine the commercial attractiveness, thetechnological feasibility, and the environmental features of this important resource. The main feature of this fuel cycle is the low (˜ 1%) fraction of energy released in neutrons. Such low neutron fluxes result in important reductions in the amount of radioactivity, afterheat, and radiation damage in a fusion power plant. On the other hand, the high fraction of energy in charged particles and synchrotron radiation can be directly converted to electricity, resulting in very high efficiencies of electricity production (˜60.70%). It has been shown that there is 10 times more energy in He3 on the Moon than there ever was in fossil fuels (i.e., coal, oil, and gas) on the Earth. The techniques and equipment needed to extract the helium-3 have been examined and internationally acceptable mechanisms for the industrial development of this resource have been outlined. This paper expands on the financial, environmental, and technical aspects of the recovery of helium-3 for use in the 21st century.

More than 5,300 mining professionals from around the world attended the SME Annual Meeting and Exhibit, March 1-3 in Denver, CO. Seventy three technical sessions highlighted innovative technologies and applications for the development of mineral resources. And the exhibit featured 421 companies worldwide and 632 exhibit booths. The 1999 SME Annual Meeting had 10% international attendance. Professionals from outside the United States were guests at the first SME International Reception.

(Canal Zone Meeting , October , 1910.) INTRODUCTION. IT is a curious fact that while in our Transactions there are papers dealing with mining-districts in all parts of the world, in Europe, Asia, Africa, and Australia, there is not one which describes the mining possibilities of Nicaragua; our near neighbor. To be most interested in distant objects, like the moon, .and to neglect what lies at our feet, appears to be a trait of human nature. The neglect of Nicaragua is not confined to the American Institute of Mining Engineers. In no other transactions am I :able to find papers dealing with mining in Nicaragua, some parts of which are as much in need of discovery and research as the North Pole.. I hope this paper will be the precursor of many others to be printed in our Transactions, dealing not only with the mining possibilities of Nicaragua, but with the whole of Central America, where there are vast areas awaiting skill and capital for their development. Much of this capital and skill should come from the United States in the future, although it is probable that European capitalists, when they appreciate fully the possibilities, will investigate more and more the mining-resources of Nicaragua and other Central American republics. Fig. 1 is a sketch-map of Nicaragua showing the principal mining-districts. II. HISTORY. Mining in Nicaragua did not begin yesterday. It was commenced by civilized man when the Spanish conquerors penetrated into the interior and forced the natives to procure the precious metal for them. It is strange that the Spaniards did not find more gold, and work on a scale as extensive as in Colombia and other parts of South America. The dining industry game tome Spruce Pine area a few years after tine Civil War. Two Yankees came down from Massachusetts to mine sheet mica to sell to the stove manufacturers for windows in heating stoves. At this time the method of mining was very crude; it was done only with pick and shovel. They were mining mica from the soft veins. Later they progressed to hand grilling and blasting. Hand drilling was quite an art in the area. One man would hold and turn the steel while one or two other men would drive the steel with hammers. In shaft raining, the muck and water was removed by hand winches called windlasses. About 1920 air compressors and jack hammers came into use. These were perhaps tide greatest improvement that has ever come to the area's mining industry. Later carne gasoline hoists, air drive water pumps, and all electrical equipment. Mica mining has, for the past few years, been very modern and efficient.

"Mining as an industry of Utah had its inception in the activities of United States soldiers who came to the Salt Lake valley under the command of Gen. P. E. Connor, founder of Fort Douglas, in October, 1862. Many of these soldiers were from California and naturally employed their spare time in the search for minerals. Although their military status did not permit them to make locations in their own names, they assiduously prospected the region in accordance with their own knowledge and with information conveyed to them by Indians and others. Their efforts were encouraged by their commander, who thereby fairly earned the title of father of the industry here, and by their other officers, and many discoveries that subsequently proved of great value were made by the soldiers.No systematic prospecting or mining had been done in the Territory previously, although early Mormon settlers in the southern portion had mined a little ore from time to time in order to provide supplies of lead for bullets. The Mormon leaders at that time did not encourage mining. They held that agriculture was more important and profitable for their followers.Coal was discovered and produced in 1850. Iron was discovered in 1850 and the first iron plant was in operation in 1852 in Iron County. The first non-ferrous metal production was in 1854, in Beaver County, when Isaac Grundy treated ore from the Rollins mine in what is said to have been the first lead furnace west of the Rocky Mountains. The first mineral location was the West Jordan claim in Bingham canyon, located September 17, 1863, now owned by the United States Smelting, Refining & Mining Co., and still productive. The first district organized in the state was the West Mountain (Bingham), December I 7, 1863. Other important districts of early organization are: Little Cottonwood, December 20, 1869; Big Cottonwood, July 11, 1870; American Fork, July 21, 1870; Uintah (Park City), July 8, 1871; Tintic, December 13, 1896; Ophir, August 6, 1870. The first silver-lead smelting was by J. W. Gibson at Stockton in 1866. Lieut. James Finnerty had previously erected two small trial furnaces there, but made no quantity production."

THE increasing need for the products of our mines, mills, and processing plants, the loss of mine manpower to plants other than those concerned with the mineral industry, and the drafting of our younger men into military service have created an acute situation in many places as to workers and production. This, in turn, has focused attention on the need for conserving manpower by conserving the health and life of our mining people. Health A world-wide tendency is noticeable in the mineral industry toward protecting the health of workmen,-particularly younger workers, as well as older workers who can continue to produce in many places where manpower is lacking. This matter was emphasized at the Geneva Labor Conference for Coal Mines at the Committee's fourth session, held in Geneva, Switzerland, May 7 through 19, 1951. Papers concerning the health of workers were presented at the annual meetings of the mining sections of the National Safety Council, the Coal Mine Inspectors' Institute of America, the American Public Health Association, and other organizations. Safety Conferences Without exception, the attendance at mining-safety conferences in widely separated places throughout the country during the year was the largest to date. What is needed at the safety meetings throughout the country is more-widespread attendance by those who can sell the idea to the workers that they are the focal point in accident prevention and that safety is not going to be achieved alone or even in part by laws, decrees, or commands, but by quiet influence, unconscious suggestion, and personal' guidance. If these are acquired by the workmen, a safe environment and ample, capable supervision supplied by management, accidents will be fewer and less severe. Many safety conferences attempt to develop the foregoing idea by enumerating and describing training programs for supervisors and workers alike. Nothing can replace a course in first aid for all persons employed at any mine or plant as an introductory and basic step to a successful safety program. Mining is one of the important primary industries of Canada, with a gross production in 1927 estimated at $241,773,000- the highest in the history of the country-and an impressive dividend record. It is quite apparent, therefore, that mining is a business worthy of the careful attention of the people of Canada. Furthermore, with a vast undeveloped territory more or less mineralized, it is highly probable that our mining industry will continue to expand indefinitely, with a consequent increase in production and in the amounts of the yearly profits distributed. In recent years, the public has taken a larger interest than formerly in mining-an interest, moreover, that is not academic, but primarily from the viewpoint of profits. It is quite evident that mining is a profitable business, at least to some, and the average man on the street, hearing of these profits, is attracted thereto. I have no doubt that many of you have .read in promotion prospectuses, with figures to prove it, that mining is the most conservative, the safest, and the highest-yielding business in the world. Now, a lot of this information is best judged by the old saying that "While figures don't lie, liars figure". At the same time, mining, properly conducted, is a profitable business, even though speculative, and undoubtedly much profit will come from Canadian mines in the future. In this paper my conclusions regarding mining investments are based largely on British Columbia experience, together with some slight knowledge of mining conditions in the other Provinces. It is considered, however, that the inferences drawn are applicable to mining throughout Canada.

Discussion of the laws bearing upon the economics of mining in this province at once resolves itself under three headings: (a) The rights and obligations of holders of mineral bearing lands; (b) Taxation of mines; (c) Regulation of methods adopted in financing mining operations. Titles: The law relating to titles is contained in the Mineral Act, Placer Mining Act and Coal Mines Prospecting Act. Origin: Mining laws in force in this province and elsewhere on the continent had their origin in the rule-of-thumb regulations adopted by prospectors themselves, when, far from the centres of civilization and the seats of the courts of justice, they found it necessary, for mutual protection, to fix the conditions of possession by right of location, and to prescribe the duties to be performed in order to enable the individual to maintain his ground against all comers. These regulations have been codified and added to by legislatures, until we find adequate protection and safeguard to property in the laws of this province.

"The Australian mining industries approach to life-of-mine planning has improved considerably in recent decades. It now needs to be matched by, and embedded in, mining governance systems that utilise a comprehensive whole-of-mine-life approach within a jurisdictional, industry and regional regime rather than just focusing on specific impacts in isolation. The need for a more comprehensive approach is supported by the many mining legacies, from historic, recent and some operating mine sites around Australia. There are sites that are leaving enduring environmental, community and public health impacts that are yet to be accurately assessed. While a number of these sites in Australia are estimated to be more than 50 000, this is probably an underestimation, with a lack of data and different state-based approaches complicating attempts to quantify mining legacies as a national issue. Qualitative assessments about the extent and nature of mining legacy impacts on nature and communities across Australia are also required if we are to understand and avoid ongoing and future mining legacies.This paper commences with an exploration of mining legacies as an umbrella term for previously mined, abandoned, orphan, derelict or neglected sites. This is followed by a discussion of the current status of mining legacies as an Australia-wide issue, contrasting the Australian response with overseas examples. Common themes from past workshops are explored recognising that mining legacies are a growing public policy issue and identifying key ingredients for a successful response. Supporting this, and based on national data which re-enforces the need for action, is the changing scale and intensity of mining in Australia that, while lowering costs for mine operators, increases the liability that may eventually fall to the state if mine sites are not rehabilitated effectively. Though a national issue, mining is a state and territory responsibility, so the current approach to mining legacies is then examined state-by-state. Given the widespread application and recent changes to bonds and levies in Western Australia (WA) and the Northern Territory (NT) the merits of both are examined with reference to specific case studies. Despite the current division of responsibility and diversity of approaches, however, mining legacies remain a significant and growing problem with a recognised need and repeated call for cooperation and coordination at a national and international level. T HE Mining Methods Committee held its initial meeting* on Tuesday afternoon, with F. W. Bradley in the chair and W. Y. Westervelt as vice- chairman. The first paper to be presented was "A Plea for a U. S. Court of Patent Appeals," for which Kenneth W. Greenawalt ably pleaded. The paper (which was published in full in last month's issue) is so carefully prepared that no synopsis can do it justice. It discusses the opposed views of some patent lawyers and other lawyers and members of the judiciary as, for example, Chief Justice Taft who is quoted as saying in 1921: "I think it is a great deal better to take a first class lawyer and a first-class judge and make him a good patent expert than it is to take a patent expert and try to make him a first-class lawyer and a good judge." Mr. Greenawalt argued the need for specialized scientific and engineering interest and understanding to enable a lawyer or judge to prepare or interpret patent specifications and decide the originality necessary for a valid invention. He proposed the special U. S. Court of Patent Appeals to also counteract the costly confusion and injustice now ruling where a patent may be declared valid in the courts of certain States and invalid by the courts of other States.
