This paper addresses strategic investment decisions when they are nested in a project development format where each project is implemented in phases and each phase is approved to move on to the next phase only if certain technical and economic requirements are met. This configuration is sometimes referred to as a ?Project Portfolio?. Mining companies maintain project portfolios in their exploration investment plan. This study proposes a procedure to best manage an exploration project portfolio including technical and economic uncertainties. The procedure may support decision makers in a simple and intuitive way, while maintaining the rigor and precision required by the rather large amount of financial resources typically called for by mining projects. The procedure was tested in a real case study of a gold mining company and its exploration projects portfolio. The procedure uses the following approaches: i) investment valuation methods under technical and market uncertainties based on Option Pricing Model, Real Option Theory and Option Space; ii) portfolio management and Stage Gate®1 method; iii) Monte Carlo simulation.

THREE case histories from professions other than engineering will serve to introduce ideas basic to this discussion. Case (1) Date, about 1900. A young man, B. D. from a three-year graduate course in a prominent divinity school, was for two years a successful pastor of a small church; then friction over theological matters arose with a fundamentalist deacon of the "Bible belt" type. He resigned, returned to his university for a four-year medical course, interned for two more, and thereafter was successful and apparently happy as a physician. We may assume that he was converted in early adolescence and vowed himself to service as a minister. Acceptance of his announced career by parents, friends, and teachers plus his own determination confirmed his choice until illiberal criticism threatened his usefulness and he awoke to the fact that his inner needs were not along the direction in which inertia and his conscience had constrained him.

The objective s of this paper are: (a ) to examine and discuss the burdens we place on our extractive industry; (b) to compare the levels of taxation in Canada with those in other countries; and ( c) to suggest certain broad parameters within which our taxation policies may be made more rational and stable. Among the burdens identified are taxation, the ownership and use of our resources, environmental issues and the rather emotional issue of so-called 'super profits'. Finally, the paper will address certain broad but key areas of policy which need attention and agreement if our tax system is to be made more rational. Such areas include: whether and if so why the extractive industry should be given incentives;. what circumstances, if any, justify a 'higher' than normal' level of taxation, and, ?if the concept of economic rents is a justifiable one, how might a basis for them be established which recognizes the fluctuating value of much of the industry's output. Note: The paper was written before the 1977 Federal and Provincial budgets were presented. Consequently, the paper does not reflect any changes proposed in these budgets.

Large metallurgical complexes have more data than a small city and much of it is "real time," changing rapidly as internal and external conditions evolve. As corporations buy and sell assets and reengineer their staff, the structures and tools that were used to understand these data are lost. The lack of an integrated approach makes the profitability of metallurgical plants lag behind that of other industries despite technical advances that have occurred in recent years. This results in significant deterioration in the ability to maintain a "smart” operation. The solution is to use the sophisticated new tools built for the Internet so as to leverage information in a familiar browser format that people can use and understand. Combining real-time infrastructure with portal technology is becoming an accepted methodology. This paper introduces real-time portals and team sites to support decision making by work- groups which require both real-time and documentary information from manufacturing assets, vendors, head office and the Internet. Workers get insight from the overall process effectiveness index based on key variables such as losses due to plant availability, performance efficiency and rate of quality. Real-time portals and smart clients are part of any real-time performance management (RtPM) solution. Three case studies in large metallurgical complexes are presented. With the success of their existing casino operation on the Ohio River in Lawrenceburg, Indiana, the Indiana Gaming Co., LP planned a major expansion of the current facilities. This expansion includes a second 1400+/- car parking garage, a new surface parking lot, elevated walkways, and a new floating casino that will double their present square footage and consolidate all of the gaming activity to one floor. In March of 2006 Richard Goettle, Inc. was awarded the general contract to construct a 260? x 520? boat slip for the new Argosy VII floating casino. An Open Cell® bulkhead system was specified as the means for constructing the new slip. Our contract included the purchase and installation of 300,000 square feet of PS27.5 sheet pile, excavation of 230,000 cubic yards of soil, and a 3300 square foot Mechanically Stabilized Earth wall.

During the last decade many conditions have been encountered that have materially increased the cost of the production of coal. As in most cases it has not been practicable to increase the selling price of such coal sufficiently to insure the necessary margin of profit, the mine management has been forced to avail itself of what might be termed unusual means that costs might be held at as low a figure as possible. The so-called efficiency engineer has been called upon, costly power plants have been built and machinery has been installed to replace manual labor wherever possible. Another aid used recently to secure economies through the more intelligent production of coal, is the chemist. As the coal industry, barring the production of byproduct coke, does not at once give evidence of its need of the services of the chemist, the writer will endeavor to point out a few of the services that this branch of the staff has been able to render. The preparation of coal in the past has been carried on entirely upon an empirical basis, that is, the criterion adopted has been an ocular inspection. Unfortunately, the appearance of a coal and especially of an anthracite, has but little relation to its fuel value, and as long as coal is purchased for the heat that can be obtained from it by its combustion, the quantity of such heat that is purchased must be one of the principal desiderata in selecting or preparing a coal. Were coals purchased for use as bric-a-brac or for exhibition in museums it might be both wise and just to purchase them upon their appearance. After 4 or 5 years of investigation the fact has been established that coals of very inferior appearance, and I now have special reference to anthracite, might and often did possess heating and burning properties superior to those possessed by bright coals which in the past had commanded considerable and uniform premiums in the market. This being the case the question arose as to whether the trade could be convinced of this fact. While at first some difficulty was experienced in establishing the quality of such dull coals, still it was found that the real obstacle to the sale of these materials in the past had been the fact that the coal producers' own sales departments felt convinced of the inferiority of this type of fuel and when complaints were registered they were given ready credence. The Arkansas Novaculite of Devonian and Mississippian age is the most distinctive formation in the central Ouachita Mountains of Arkansas from the standpoint of both topography and lithology. The formation typically forms precipitous, narrow ridges (hogbacks) which reflect the steepness of dip and the resistance and thickness of the rock units. The Arkansas Novaculite varies from less than 200 feet thick in the north to locally over 800 feet thick in the south and outcrops over an east-west distance of 360 km (200 miles) in the Ouachita Mountains of Arkansas and Oklahoma. Most of the rocks of the formation are highly siliceous with novaculite predominating, and lesser quantities of chert, siliceous shale, conglomerate and rarely sandstone. Novaculite is commonly defined as a homogeneous mostly white rock, translucent on thin edges with a dull to waxy luster and composed almost entirely of microcrystalline quartz. The word novaculite comes from the Latin word novacula, meaning razor hone. This term was first used by Richard Kirwan in his mineralogy text of 1784. The origin of novaculite remains controversial but we believe it was a primary silica derived mostly from the alteration of submarine volcanic-rich materials, with numerous fine biogenic components and some minor clastics (derived mostly from foreland facies via turbidity currents) and deposited as an amorphous siliceous ooze in the deep Ouachita trough. It was subsequently converted to microcrystalline quartz during diagenesis by the compaction of the overlying rocks and the intense Late Paleozoic Ouachita Mountain tectonism. In the central and southern portions of the region three divisions of the formation have been defined: a Lower Division predominantly of light-colored novaculite; a Middle Division of interbedded dark chert and shale; and an Upper Division of massive often calcareous novaculite. In the northern exposures the formation is thinner and contains more black chert and shale, chert-shale conglom¬erate, sandstone and less novaculite. The massive novaculite of the Upper and Lower Divisions is a source of high purity silica (99+%). Indians were the first to use novaculite. They made their various tools and hunting implements from the weathered broken rock until they learned the quarrying techniques. The first white men in the area recognized the use of novaculite for sharpening their tools and knives: previously whetstones were obtained in small quantities from Europe. To this day whetstone is quarried mostly in areas which the Indians and possibly the Spanish previously worked. Some of the current mining practices have changed very little from those of the early quarryman. In areas where the novaculite of the Upper Division is poorly cemented, this friable tripolitic material has found applications in such uses as an abrasive, as a filler or extender in paints, plastics and other purposes. Some of the dense novaculite is suitable as a filler in fire bricks and also in plastics. Because some of it has the tendency to decrepitate when heated not all novaculite can be used for these applications. Several quarry operators are crushing novaculite for road, concrete, and other aggregate. This use was formerly rather limited due to the abrasiveness of the novaculite on crushing and screening equipment. Further potential uses of novaculite are speculative but include application of high purity silica in the production of silicon metal for solar cells, seed or "growing", and fusing quartz for electronics.

IT was just five minutes past midnight, on Wednesday, Jan. 5, 1938, that Mrs. Cosgrove and I sailed from New York City. Our trip was to completely circle the globe, to cover over 40,000 miles and stop at thirty ports-from New York to Trinidad, to South America, via South Africa to the Orient, to India, to the Malay States, to Indo-China, the Philippines, Australia, New Zealand, Fiji, and across the Pacific home via Honolulu. It is not my intention to make this a complete, technical study of coal or coal mining in the various countries that .we visited but more to outline the general in- formation that the mining engineer and coal operator would absorb in his travels. Coal is the universal fuel and is in use wherever there is commerce and industry. Even on our ship, which, like practically all ocean liners was an oil-burner, a considerable quantity of coal was used for cooking.

For several years, Caraiba Metais S.A. (CMSA) had to stock the arsenic sludge generated from the electrolyte purification process of its tankhouse. The amount stocked · reached approximately 3,500 tonnes, as the effects of its recycling during the smelting process and consequently in the sulfuric acid plant were unknown. Besides, it had as limiting factors the high content of arsenic in the copper concentrates supplied by foreign countries as well as the reduced capacity of the tankhouse's purification plant. The choice for selling the mentioned residue, which generally contains more than 50% of Cu, was attractive, but the environmental policies and regulations had not allowed this option. Other alternatives, such as the production of bicupric arsenic by means of a solvent extraction process or arsenic trioxide, were considered but the economic feasibility was not attractive due to the absence of a domestic market and a poor international market. After a study of the arsenic partition in the metallurgical process, it was verified that the residue could be recycled without causing any operational problems or damage to the environment. To make this possible, the capacity of the purification plant was increased and the way of removing the arsenic sludge from the cells was modified from manual to mechanical, therefore avoiding the direct contact of the workers with this poisonous substance. Moreover, procedures for recycling in the smelter were established and tolerance limits were set for both the smelter and the sulfuric acid plant. The main amount of arsenic to be recycled is released with the smelting furnace off-gas, which is washed during the purification stage of the sulfuric acid plant. The acid water, rich in arsenic, is then treated in the waste plant and the arsenic, in its stabilized condition, is confined in an appropriate area.

Let’s start off with your assessment of the mining industry. Today, the status of the mining industry is stronger than it has been over the previous few years. While mining continues to be a major part of the world’s economic foundation, the industry is gaining strength due to rebounding metals and minerals prices. And now, with these rising prices and the changes the industry instituted during the years when mining-related commodities were selling at low prices, our stronger, more productive and internationally competitive industry should flourish. Mining remains an essential business and the industry is far ahead of the game when it comes to the trend of globalization as a key to sustained growth. Also, the industry continues to realize increased productivity through technological innovations. And an increasing number of countries are moving towards capitalism, which opens doors for exploration and mining within their borders. After looking at all of these factors, I believe that the mining industry will only continue to gain momentum in the future.

"IntroductionIn the past decade, metallurgical and mining companies have shown an increased interest in the licensing of technology. When licensing technology, it is usually to the benefit of the parties, to have at least some of the technology to be licensed protected by a patent.This paper is intended to bridge the gap between the engineer in the field of mining, metallurgy and mineral processing who is interested in exploiting an invention commercially, and the patent agent or intellectual property lawyer whom he/she might retain to prepare a patent application and then prosecute the application to obtain a granted patent. It is also intended to encourage the inventor or a small business concern to consider the value of patents in the sale and licensing of technology. The lawyer may subsequently advise and assist the inventor in licensing his/her invention.A brief outline of some of the basic features of the patent system follows. The nature of the information, which the patent professional requires from the inventor to enable him/her to draft a patent application, will also be considered in general terms. Furthermore, various types of licenses which may be drawn up between a licensor of specific technical information and a licensee, will be listed and briefly discussed. No attempt, however, will be made to give a comprehensive and detailed account of the above aspects; the interested reader should consult legal publication and reference books, and patent professionals for further specific information.A granted patent is a document which describes an invention and how to practise it. The claims of the granted patent, figuratively speaking, fence off the intellectual property the inventor regards as his invention. The Commissioner of Patents, representing the Government, grants to the inventor or his assignee the exclusive right of making, constructing and using the invention, and selling it to others to be used, for a limited period of time, in exchange for disclosing the invention to the public. Thus, a patent prevents others from practising the claimed invention but it does not, necessarily, bestow the right to the patentee to practise his own invention. The term of a patent now in Canada and in most of the developed countries of the world, is 20 years from the date of filing the patent application. In the United States the patent term is still 17 years from the date of issuance of the patent. In Canada, the term was changed to 20 years in the new Canadian Patent Act which came into force on October 2, 1989. Any patent application filed prior to that date or granted before it, retains a 17 year life, commencing at the time of grant."

"The article presents the materials about the appropriateness of the use of rental indices to assess the effectiveness of the use of deposits of rare earth elements (REE). The authors suggest from the standpoint of rent payments to rate for the owner the possibility of using the anticipated rental income as the indicator for the analysis of preferences and economic significance of enrichment of extracted raw materials in the emerging field of rare earth metals (REE). Usually from ore mined at the fields, for flotation technology to produce concentrates with collective REE, then they are subjected to chemical-metallurgical processing of the received products are divided into pure oxides, chemical compounds or isolated from them pure metals and alloys. This commercial product is shipped to the buyer. REE were a non-renewable natural resources, so the calculations for determining differential and specific rent showed that during the development of the technologies of mineral processing of a specific field it is necessary to consider what the expected rental income depends on the magnitude of differential rent is related to the volume of production of REE for the whole planned period of exploitation of natural resources. This income is determined by the amount of stock field. For long-term exploitation of the deposit is observed in almost direct proportional dependence between the annual differential rent and the rental income. The decrease in rents in the long run is determined by the change in the composition of ores included in the extracted raw materials and the balance between light and heavy REE. The largest 70% reduction of the rent projected for ""cerium"" fields, while for ""yttrium"" these losses are considerably smaller. Tomtor, Chuktukon and Katuginskoye Russian deposits are characterized by a level of rent that is comparable to the mastered foreign sources of REE. Thus, the enrichment of minerals with REM in the domestic deposits is quite competitive at the world level. INTRODUCTION Deposits of rare earth metals (REE) are non-renewable resources that should be developed and used so that it would be possible to provide a reduction due to payment of appropriate resources for future generations. This compensation, due to the reduction of natural resources, can be carried out both in natural and in economic terms (1). When analyzing economic compensation options, particular attention should be paid to rental income in assessing the attractiveness of using different REE deposits. It is known that absolute and differential rents are summands when calculating the value of natural rents. The value of the absolute natural rent is proportional to the unit price of the product obtained from mineral raw materials and sold on the commodity market. Limitations, as well as the use in production processes and business, contribute to the gradual reduction of natural resources, which increases their consumer value and affects the price of commodity products from primary raw materials."

Contract 240 of the Channel Tunnel Rail Link comprises construction of twin4.7 km long running tunnels through a densely populated area of East London. The tunnels were constructed by EPBM in Sands and Sandy Clays, passing 4.4 m below the existing London Underground tunnels, and at depths of 20–30m below ground level beneath the Great Eastern railway lines into London Liverpool Street and a series of railway bridges and hundreds of buildings. This paper describes how the project team managed the challenges relating to the issue of settlement: mitigating settlement effects, prioritising the structures to be assessed, controlling resource expenditure by incentives and flexible response to urgent work relating to unforeseen events such as ground collapse and discovery of unusual structures.

INTRODUCTION The past few years has seen an increased interest in the determination of statistically valid properties of a rock mass. The increased use of computer modelling for the study of rock excavation behaviour has created a need for upper and lower statistical bounds for the properties of a rock mass being modelled. Obviously, to determine the statistical properties of a large volume of rock, many samples must be tested - an expensive proposition when using conventional testing facilities and procedures. As a result of high costs per sample, sufficient tests for statistically valid results are rarely done. In an effort to reduce both sample preparation and test facility costs, an instrument called the Bemek Advanced Rock Tester (BRT) was developed in Sweden. With a total weight of approx. 35 kg, the BRT is portable and sells at a small fraction of the cost of a conventional testing machine. It is comprised of a small 65 KN loading frame with attachments for a variety of tests (see Table 1) , a hand operated hydraulic pump, an electronic balancing unit and a programmable microprocessor. The microprocessor is capable of storing data, performing arithmetic operation on, and printing signals from, a transducer and two strain gauges. A detailed description of the apparatus is given by G. Swan et al. (1). The proposed test strategy involves first a 3-point flexure test on a notched core specimen, followed by a 4-point flexure test on the separated specimen halves. Finally, point load and Brazilian tests can be carried out on the quarter parts of the original specimen. Thus specimen preparation is kept to a minimum. These and other perceived advantages have prompted the purchase of this machine and an evaluation of its suitability to provide data on mechanical properties of intact rock for numerical modelling and rock mechanics design at Noranda's underground mines. Details of its performance evaluation and experiences with the unit are discussed in the following sections. [ ] INITIAL OPERATING EXPERIENCE During the commissioning stage the BRT had, or developed, a series of problems, some of which seriously affected its operation. Below are some examples. Poor documentation was the most serious problem encountered. Confusing instructions for the 4-point bend test installation and its microprocessor programing, as well as poor and ambiguous information on the calculation of gauge factors, are some of the difficulties which had to be overcome. Meehan~cal problems occurred, including failure of the hydraulic pump, as well as electronic difficulties with the microprocessor. Other problems with the printer, requiring its replaceqent, were fortunately covered under warranty.

Wall control programs tend to be expensive and consequently require financial justification in order to get approval for the expenditure required. The difficulty faced in getting this approval is that the outcomes of a wall control program are all subjective – a prediction of wall stability and what the wall would do with and without the program. Determining a net benefit is difficult and often justification of a wall control program is based on gut feel, history and a good selling campaign to build a perceived need.This paper outlines a simple solution to this problem by applying risk management principles to wall control. The process is to identify the risks to the operation associated with current wall conditions and then build a risk database for different potential scenarios for each risk. A financial impact is assigned to each risk scenario to complete the database. A consequence and likelihood analysis of each of the risks is undertaken and a formula applied to estimate the projected cost to the operation for the current risk profile. The process is repeated for the predicted wall control conditions after the application of the wall control program. A successful wall control program will reduce an operation’s risk profile so this projected cost should be less than that calculated for the current scenario. The difference in the two projected costs is the value that the wall control program has produced and this value can be used to determine the net financial benefit potential for the wall control program.This methodology can also be applied to other improvement programs that focus on risk reduction such as vibration control.

It must be akin to rubbing salt in the wound, then, when an entrepreneur sells shares and the Court upholds Revenue Ca nada taxing the gain as ordinary income instead of capital gain. But, this is precisely what happened in the case of The Estate of Murray Watts, et al. v. The Queen.The issue that had to be decided by the Federal Court, Tri al Division, in this case was whether or not the profit from the sale of shares in Hearne Coppermine Exploration s Limited in 1968 was a capital gain, or income subject to tax.Hearne was incorporated in July, 1967. At that time, the three plaintiff s, together with seven other individuals, subscribed for 400,000 shares at 10 a share. The plaintiff subsequently subscribed for an additional 500,000 shares at $1.A pooling agreement was entered into by all ten shareholders regulating the disposition of any o f their shares; any sale required approval of seven of the ten initial sub scribers. It also provided for the sale of their shares 30 days after any public offering."

In connection with some recent professional work in the coalfields of Western Pennsylvania, with special reference to results of coking operations, I was asked to compile a statement giving the estimated cost of mining coal and manufacturing coke at two hypothetical plants of 500 ovens each, giving the relative yield of coal in coke at each plant; and, upon the average number of working days in each of the past five years, from 1899 to 1903, together with average selling price of coke at the ovens, to prepare an estimate of the relative commercial returns in each district. What seemed at first sight to be a comparatively simple proposition, involving only the ordinary elements of mining and coking costs, became complicated by the lack of standard published records of mining costs and sales, which would be applicable to the subject at issue. Upon searching through the usual channels of Government publicatious and the files of our technical societies and mining periodicals, I was surprised to note the absence of fundamental factors that would approximately meet the case in point. The very elaborate and interesting statistics annually published by the National Government' do not supply the required data for the following reasons:—1. Being reported by arbitrary districts, the average values are too general to be applied to special fields. 2. The value of coal charged to the ovens is apparently based upon the regional average value of the coal if sold in the market, and not upon the cost of production. 3. Of all the industrial clay minerals, attapulgite probably enjoys the widest variety of applications. A review published over three years ago by Haden and Schwint (18) cited some 80 individual uses, a list which continues to grow. In its near half-century of commercial life, attapulgite has received a generous share of research study and patent development effort, both on the part of producers as well as consumers. This work has been divided between understanding the mineral's structure or properties and applying it to specific end-uses. Naturally, information gained from the former has pointed toward opportunities in the latter. References of particular significance are cited throughout the text. Attapulgite's variety of uses derives from the unique three-dimensional structure and needle-shaped particle form of this crystalline hydrated magnesium aluminum silicate. Its inherent colloidal and sorptive properties are well known, and distinguish it from its sister clay minerals. Attapulgite is characterized by its high surface area, porosity, sorptivity, and decolorizing power. Its slips or slurries are viscous and thixotropic, however, unlike bentonite are not flocculated by electrolytes. In Table I are compared the general properties of attapulgite, bentonite, and kaolin. The properties in Table I are documented in greater detail by the wealth of scientific literature which has been published on the composition (14)(15), structure (6)(16), surface (16)(4)(22)(24), adsorption (31)(4)(5)(25), rheology (10-11)(12)(13)(26)(27)(32), plasticity (30) (31), and chemistry (23)(3)(7) of attapulgite. Attapulgite is the principal mineral constituent (70 to 80%) of attapulgite clay as it is commercially produced in the Georgia-Florida area of the United States. As mined, this clay also contains 10 to 1S% montmorillonite, sepiolite, and other clays; 4 to 8% quartz, and 1 to 5% calcite or dolomite.
