WHY try to find oil in Utah? Why try to find oil anywhere? Isn't there too much oil already? Answers to these questions involve general oil conditions but are pertinent to my subject. In the first place oil produced in Utah up to the total amount of local consumption would not be subject to nor concerned with the national oil situation. An oil field in this State capable of producing up to 15,000 bbl. per day would have a large value and prompt realization. In the sec¬ond place, there is not too much oil nationally although the markets have been upset temporarily from time to time. Petroleum is so necessary and is in such general demand that an oil field anywhere, anytime, is a valuable and live asset. The oil business in general shows the best condition of any major industry. It has never been hit as hard as most industries and 1932 was a large improvement over its low spot of 1931. It can be and probably will be the one to lead the country back into business stability. Consumption of its products has been reduced less than that of any other important commodity. There are good and valid reasons why it should have been making a normal profit continuously. It has the oil and the processes and the facilities and the policies and the consumption of its products. There is only one reason why it has not been profitable recently and that is the lack of intelligence of from five to ten per cent of the producers. An op¬erator lacks intelligence when he cannot see that it is better for him to sell one barrel of oil at $1 than two or three barrels at 25 or 35c. per bbl.

INTRODUCTION For any identified mineral resource to qualify as a minable reserve, it must contain legally and economically extractable mineral at the time of determination. As competition for land has increased, the legal complexities have more than kept pace, frequently becoming the most important determinant in mineral exploration and development projects. Rarely will developers of a project avoid having to obtain numerous federal, state, and/or local permits while acquiring the necessary legal permission to begin mining. Each site must be selected carefully, not only for economic feasibility, but also for legal feasibility. Although it is impossible to present site-specific solutions for all potential underground developments, certain generalizations may be applied to specific land categories, particularly federally owned land. Such federally owned land includes more than 33% of the land area of the United States and many of the areas potentially attractive for future development. State and local restrictions affect a large portion of the nonfederal land, and those restrictions are equally important even though their diversity and current status require more regional study than can be provided herein (the list of references include sources of additional information). Each potential mining site requires a title search of the land status to determine the land ownership and the conditions affecting development. In addition, appropriate data concerning the mineralogic and economic potentials of an area must be collected. As listed in Table 1, many sources of public information are avail- able to aid potential developers. Fig. 1 illustrates a typical federal master title plat. HISTORICAL PERSPECTIVE The settlement of the United States reflects a fascinating history of public-land laws and subsequent mineral-disposal laws. Most of the statutes of the eighteenth and nineteenth centuries sought to dispose of land for the purpose of generating revenue to the federal government. The underlying need for general revenue contributed directly to numerous and often conflicting land policies. More recently, diverse federal programs such as environmental legislation have transcended the need for revenue in forming the framework that determines who has power over mineral developments and where those developments can take place. In 1812, the General Land Office was established under the Treasury Dept. At that time, English common law prevailed, entitling the owner of the surface to whatever was contained within the surface boundaries from the surface to the center of the earth. Unless a distinct title separated the mineral estate, it was included in the surface-land ownership. However, gold and silver were the property of the crown and were controlled by sovereign prerogative. Early state legislation on the subject of mines and minerals may be classified as legislation providing for the sale of state lands with a reservation of the minerals and legislation recognizing or asserting the sovereign prerogative for precious metals. In 1781, a Pennsylvania statute reserved 20% of all gold and silver ore for the use of the commonwealth. Thomas Jefferson suggested that a portion of all gold and silver be retained by the federal government. These early rules affecting land in the eastern states, now privately held, have been re- pealed, declared obsolete, or largely ignored. Federal legislation prior to 1848 and affecting mining may be classified as legislation reserving the minerals to the United States and legislation authorizing the disposition of reserved minerals by sale, lease, or grant. With many modifications, these basic policies remain in effect at the present time. A 1796 act provided for the sale of the Northwest Territory and for the establishment of the present system of rectangular survey for public lands. The Lake Superior copper region was the scene of "wild and baseless excitement in 1837" when the attorney general concluded that the president had the power to lease lands in Wisconsin; this opinion soon was overturned by another attorney general. By 1846, Congress had passed legislation authorizing the president to sell reserved lead mines "as soon as practicable" since the system of granting Leases had proved to be unprofitable to both the government and the lessees, many of whom refused to pay the rent. The general practice of early federal Legislation was to make a distinction between mineral lands and other lands, deal with them separately, and generally withhold mineral lands from disposal except through special legislation dealing with particular land. In 1848, following the treaty of Guadalupe Hidalgo, a vast land area was ceded to the United States by Mexico. This area included the present states of California, Nevada, and Utah, as well as portions of Arizona. Colorado, New Mexico, and Wyoming. This abolished the Mexican laws and customs relating to mining and preceded the adoption of the miners' own rules and customs. The adoption of those rules and customs followed a hard-fought battle between western congressmen and the eastern establishment. The western congressmen advocated adopting local customs through a location patent system, while the eastern establishment, particularly in Ohio and Indiana, favored an all- leasing system to pay off Civil War debts. The first mining law was passed in 1869 as an amendment to an act granting right-of-way to ditch land owners, and it was followed by the 1872 Mining Law. Precedent was established for the first categories of protected lands in the opening words of this act, which included the phrase "all unreserved" lands. Reserved lands subsequently defined included military and Indian reservations and were excluded from location since they were determined to be reserved lands. Since 1910 the Bureau of Mines has given training in the care and use of oxygen breathing apparatus under conditions that may exist during mine fires and after mine explosions. In 1929 the Bureau supplemented this instruction by initiating a course in advanced mine rescue training to prepare mine officials and others to organize men for mine rescue and recovery operations. The course of instruction has been developed and expanded since its inception to keep abreast with new ideas, methods, and equipment. Four miners' circulars were issued to be used in the training course. The first of this series (Miners' Circular 33) deals with mine gases and the various methods of detecting them; the second (Miners' Circular 34) gives instructions for sampling and analyzing mine atmospheres; the third (this circular) describes methods and equipment for protection against mine gases; and the fourth (Miners' Circular 36) explains procedures in sealing and unsealing mine fires and in conducting recovery operations, These circulars have been revised from time to time to keep them up to date.

THE mineral industry of Canada relies heavily upon the talent of its technical men. It is vital to the well-being of the industry that its supply of young, trained men be adequate. At the present time, the industry is acquiring only 200 new graduates a year. The shrinking supply is far below present and future requirements. Other industries and research organizations are competing for engineers and scientists. Dr. J. B. Mawdsley (1), Past-President of the Canadian Institute of Mining and Metallurgy, has recently outlined a program designed to attack the problem. Dr. J'. C. Sproule (2), another former President of the Institute, has stated that: "The need for selection of trainee material is commonly recognized, but little is done about it." The following paper contains a short discussion of occupational interests, and outlines research, using psychological knowledge and measuring techniques, aimed at the identification of desirable recruits for the mineral industry.

Ladies and Gentlemen: Never in the history of our mining industry has the emphasis on public relations been accelerated as much as it has in the last few years. Knowing of your keen interest in this subject I consider it a great privilege that your program committee has asked me here to discuss the crushed stone segment of our industry approach to this important part of our daily business lives. As you are aware, crushed stone operations are present in almost every segment of the country wherever aggregates for construction projects are required. The tonnage of crushed stone produced is second only to sand and gravel - another source of aggregates - and this together with sand and gravel amounts to over half of the tonnage of all mined products in the United States. What is unique about this industry that will be of interest to all of you in analyzing how they have approached Public Relations? The fact that it is so wide-spread is of course obvious, but perhaps a more significant nature of this segment of the mining industry that has brought it more in the limelight of public interest and on a larger scale is the location of a large part of the quarries quite close into the urban area and population centers where you have the greatest demand for aggregate products.

INDEX TO TRANSACTIONS After a delay of many months, which is very much regretted, but which, it is hoped, will be one means of insuring a volume of accuracy where accuracy is very important, the Institute now has for distribution copies of the index of Volumes XXXVI to LV, inclusive. This is more than a mere index off names of authors and titles of papers. Every important topic under consideration by author or discusser is introduced under such key-word as will enable an engineer to locate the desired information with the minimum expenditure of time. This index sells for $5* in half morocco binding and $4*. in paper covers. With the index of Volumes II to XXXV (which sells for $5 in half morocco and $4 in paper covers), it forms a complete index of the first fifty-five volumes of the Institute's Transactions. These collective indexes are very valuable to members of the Institute, enabling them to look up matters in their own library; if they have the volumes to which the indexes refer, they can get the information at once, and, if not, they can readily determine whether or not a visit to a nearby public library is desirable.

Canadian newspapers from coast to coast, have been, for months, denouncing those articles entitled, "The Whisper of Death," which have been appearing in the Montreal Star. I have not read these articles as the newspapers do not print them; they just denounce them or class them as jokes. Apparently they think that they are not suitable for the ordinary Canadian to read. It appears, however, that the Star has said that unless we balance our budget, and that soon, we shall be bankrupt. That seems to me like common sense, though the Victoria Times says editorially that the Star claims will "shortly find a place in the joke column". In this editorial the Times quotes with much enthusiasm from the Quebec Telegraph. "Canada," says the Telegraph, "is all right. Her natural resources are so vast that no one need worry. Her future possibilities are limitless; her assets beyond figures". Does it not seem like the limit of nonsense for a country that is not paying its running expenses to make such pretensions? After fifty-five years of Confederation and much talk of national status we are still sponging on the mother country for our external defense; we still allow the hard pressed tax-payer in the old land to shoulder the entire burden. We even now refuse to accept able-bodied working-men from that small and overcrowded country and yet blatently talk of limitless resources.

"Soil contamination by oil as well as by other organic pollutants poses a major problem to the environment. Various methods have been used to remove organic contaminants from soil, such as: biological, thermal, chemical and physical. Methods based on Mineral Processing principles have also been used (cyclone separation, gravimetric separation, attritioning and washing). This paper studies the possibility to remove a rich-in-contaminant soil fraction by applying flotation. The contaminated soil was artificially prepared by mixing soil with diesel fuel. Sodium dodecylsulfate (SDS) and a tertiary amine (TA) were used as collectors. The effect of collector quantity added and conditioning time was studied. The results showed that the removal of a rich-in-contaminant soil is feasible while a clean fraction is also obtained. In several cases, the removal of oil-contaminated soil approaches or reaches 100%. Introduction Human activities are intimately associated with environmental pollution to the air, water and soil, as well. Soil pollution from inorganic and organic compounds is of equal importance with that of air and water, as it results in soil degradation and its concomitant problems with respect to meeting the human needs (house building, agriculture etc). Heavy metals along with their compounds are encountered among the most usual soil inorganic pollutants. The corresponding organic soil-pollutants are oil, oil-derivatives, pesticides, various aromatic (benzene, phenols, cresols, toluene etc) and poly-aromatic (naphthalene, anthracene etc) hydrocarbons, as well as various other organic compounds (pyridine, cyclo-hexane etc). Oil remains the basic energy source sharing 38% of the global needs, being followed by coal and gas with a share of 26 and 21% correspondingly [1]. The entire activities related with oil production, transport and consumption promote pollution in the air, water and soil. Consequently, soil pollution from oil is favoured at refineries, storage sites (due to possible pipe and tank leakage, tank cleaning works, loading and transportation) and, finally, at the oil-selling sites. Oil (or diesel-oil) fuel is a mixture of hydrocarbons, with 10-20 carbon atoms in the chain of each. It is mainly composed of paraffins, naphthenes and various aromatic compounds. In general, oil is composed of 20-30% in aromatic compounds, 5-6% in naphthenes and the rest is paraffins [1]."

(Canal Zone Meeting, November, 1910.) The following notes are contributed, not with the idea of offering a complete history of the development of this very important process as applied to the Leadville district, but with the hope that the practice, as it was carried out in the Bi-Metallic Smelter, may still be of interest to others. The Bi-Metallic Smelter, at Leadville, Colo., was the first to make a commercial success of the process described in the following pages, which consisted essentially of smelting raw silver- and copper-bearing sulphide ores in blast-furnaces to form a matte, which was generally re-smelted with siliceous ores for a second high-grade matte. Robert Sticht, in his excellent monograph on the subject,1 has outlined briefly the plant belonging to this company. He says, in effect: The Boulder, Mont., enterprise set the example for others with whom the patentee (w. L. Austin) had been negotiating, and the old La Plata lead-smelter at Leadville, Colo., was fashioned into a crude, temporary experimental plant for the Bi-Metallic Company, and the feasibility of the process demonstrated by a trial run. Subsequently, the plant was considerably improved, and, being supplied with very favorable ores, continued to run without interruption from August, 1892, to June, 1893. In September, 1893, smelting was resumed in a completely remodeled establishment, some $200,000 having been expended upon the new work. Thus, aside from the Montana experiments, which, under the direction of W. L. In the plant description, emphasis is given to the pyrometallurgical operations including zinc concentrate roasting, lead singer-blast furnace processing and silver refining. Production figures for the main metal products - zinc, lead, silver and gold - are provided.IntroductionIncorporated in 1906, Cominco Ltd. is an integrated natural resource company with principal activities in mining, smelting and refining, mineral exploration, fertilizer production and electrical power generation.Cominco is one of the world's largest producers of zinc and lead, accoW1ting for about 10070 of mine production in the western world. The company also produces and sells copper concentrate, copper sulphate, copper arsenate, sodium antirnonate, silver, gold, cadmium, bismuth, indium, and germanium dioxide and a range of fertilizers and sulphur products.Zinc OperationsRoastingThe roasters currently treat about 1400 t/d of zinc concentrates. Over half of the total concentrate treated originates from the Red Dog Mine in Alaska. During the summer, concentrate is shipped from Alaska to Vancouver where it is loaded into rail cars and hauled inland, transferred to trucks and delivered to Trail. The remainder of the roaster feed is made up of Sullivan concentrate and various custom concentrates. These arrive either by train or by truck.There are three roasters available for roasting the concentrate. The two major roasters are Lurgi fluid bed units. Each Lurgi roaster can process concentrate at about 1:7 tonnes per hour (tlb). A smaller Cominco suspension roaster with a capacity of 10 tlb is also used. The flowsheet for the high temperature section of the fluid bed circuit is shown in Figure 1.Concentrates fed to fluid bed roasting are conditioned with 7 1/min water to give 8% moisture in feed. Two slinger belts throw the mixture into the fluidized bed. The fluid bed roasters are 10.4 m in diameter with a bed depth of 1 m. Grate area is 84 m2• Normal operating conditions include bed temperatures of 930°C to 950°C, fluidizing air at 750 Nm3/min and a wind box pressure of 2000 mm H2O."

The treatment of placer gold with fine gold, associated with gold-bearing sulfide minerals, heavy minerals and oxidized minerals such as manganowolframite (gubnerite) is not an easy task. In this case, this complex material cannot be treated using physical separation methods such as deep concentration and finishing, magnetic separation and solvent extraction. This technology is usually employed in gold washings finishing plant. The easiest way to recover precious metals in the form of an easy-to-sample saleable product is metallurgical treatment. This paper describes the application of pyrometallurgical processes with oxidative roasting, re-cleaning of cinders (if required) and ore-thermal smelting for producing gold bullion. Hydrometallurgical treatment of slags as an additional operation is recommended in order to maximize recovery of valuable metals. After this treatment, a barren leaching cake rich in PGM can be sold in the market. PGM can be collected as gold-silver alloy during smelting which allows the phase formation of polymetallic matte due to specific composition of fluxes. The PGM are then in the form of saleable gold bullions in the refinery.

OUR interest in the matter of pyrometers and pyrometry is primarily that of a user of considerable quantities of heat-measuring equipment; and while we play be somewhat critical on the subject we have aimed to make the nature of these comments constructive. The glass industry in America dates back to 1609, when Capt. John Smith started a small glass plant near Jamestown, Va., with a few Italian workmen, to manufacture glass beads for trading with the Indians. While the industry has expanded until it has reached a volume of over $200,000,000 per annum, the means of heat determination in Colonial days was the human eye, and in much of the industry the same means is used today. About 15 yr. ago the largest glass-house supply dealers began to sell platinum pyrometers, but as nearly all of these proved un-satisfactory, pyrometers met a temporary rebuff from the old-time glass manufacturers. As their ruggedness of construction, reliability, and stability have been improved, however, pyrometers have gradually won their way into more and more extensive use throughout the glass trade. But there are still many applications where pyrometers are not used, largely because of cost and upkeep considerations. There are two distinct fields in glass works for pyrometry. The first calls for accurate temperature measurement and the second only demands knowledge of relative comparative fluctuations of temperature, to know whether the work is becoming hotter or colder. For example, in a lehr for annealing glassware and removing strain we want accurate temperatures to know that the ware is heated to the critical temperature for rapid removal of strain. On the other hand, in a glass pot furnace nearly 120 ft. (36 m.) in circumference, where the pyrometer couples only project inside the furnace wall for less than 2 in. (50 mm.), it is inconceivable that these few inches represent the accurate temperature at every point of the 120-ft. circumference but the relative readings as to whether the pyrometer shows schedule temperature fluctuations are valuable indications for control. In Novemeber of last year I visited a mica mine in Hunan Province, China. For nine months , we had been trying to sell Chinese mica to a customer in Belgium. Talking to the customer was like negotitating with a stone wall. The buyer refused to communicate any -thing other than his steadfast refusal to consider Chinese mica. He would not advise us what he wanted, what specifications or grades. He would give no indication if our price at market, or reasonable, or totally out to lunch. He would not even accept samples. It took no genius to guess that the mica buyer had at some time in the past bought a shipment of Chinese mica and had received a disaster. I invited the mica mine in Hunan in order to see for myself what could be done - without massive investment in equipment and instruments - to upgrade the quality of the mica for export. We had seen this type of customer reaction before. One disgruntled customer who had pur¬chased pigment grade barites direct from China ranted and raved about unreliable and inconsistent quality. It did no good to explain to him that China is a big country, with hundreds of mines scattered throughout many areas, each producing a different product. Our further explanation that Chinese export organizations also varied in degree and efficiency of customer service fell on deaf ears. Samples had no effect on his perception. Eventually we showed him photoraphs of two mountains of pigment grade barites. One lot was our sales of pigment barites to a major European minerals processor. Our Chinese barites stood proudly white and beautiful next to a hill of other material which now appeared at best mediocre and dull by comparison, and which the buyer had decided to reject after he received our Chinese barites. Finally the customer was sufficiently impressed to look seriously at our guaranteed specification and the outturn analysis performed by our other customer.

The total attitude of the industrial minerals producing company is a most important factor in how they regard quality control, technical support for their customers, and procedures used in mining their minerals products. This philosophy of the producing organization directs their action along certain courses. For instance, one producer might see itself as a mining company with its major goal mining efficiency to make it exceedingly price competitive in the market place. Another producer might see itself as a wide spectrum multi-mineral producer that furnishes a reputation for a complete line of products. Another producer might see itself as a specialist in one specific industrial mineral and bet its whole bankroll on providing the very best of quality with the goal of becoming the largest producer of the mineral commodity. Each perception can have a different impact upon the producer's operations and its regard for quality control. Minerals Being Produced The specific markets being served will have their own influence on how mineral product quality is regarded. Ceramic raw materials, for instance, have a very low tolerance for iron which is the cause of low fired color. Thus, industrial minerals for use in glass and ceramic markets must be won from deposits with a very low iron content. A high iron silica sand might be sold to a manufacturer of good old beer bottles. That is a solution to one particular quality facet, but eliminates selling to a significant market in clear glass, porcelain enamel, ceramics whiteware bodies and hobby glazes. Thus, there is a need for sound research in the industries expected to be served before the product is brought to market.

"In recent years, much has been said and written on Lake Superior ores, giving the impression that the quality of the ore is deteriorating in grade and that the reserve of high grade ore is rapidly being depleted. Average analyses of ore produced in this district since 1902 show that the average quality has been practically uniform since 1910, and now closely approximates the average for the total reserves of merchantable ore.The accompanying tables and charts show the average analyses for the past ten years, weighted according to tonnage: The chart above shows graphically the average natural iron content for the old range, Mesabi, and grand total Lake Superior ore shipments since 1902.During the last ten years the decrease in iron content for shipments from all ranges except the Menominee was only' .05 of 1 per cent, while for the Menominee ores there was an increase of .052 of 1 per cent. These tabulations and the chart prove that the average quality of the total annual production of iron ore from the Lake Superior district is uniform. Mining men of the district know that all of the merchantable ores of every ore body are being mined out cleanly, and therefore the present average iron ore content of total annual shipments from the district may be expected to continue as long as the present merchantable ore reserves last. There is no logical reason to expect a decrease in the average iron content. Furnaces require ore of definite quality, and if this quality of ore cannot be produced from the natural ore bodies, it must be produced by mechanical means—that is, by concentration of low grade ores or iron formation."

Not since complete records of accidents first became available has the safety record of the quarrying and related industries of the United States been as favorable as it was in 1940. The combined accident-frequency rate was lower and therefore better than in any year since 1916, the first year for which complete and comparable figures are available. Although operating companies began to furnish accident reports to the Bureau of Mines in 1911, the reports for that year and the next few years were obviously incomplete as to number of accidents reported, especially slight injuries involving only 1 or 2 days of disability of the injured employees. By 1916 the reports from operating companies appeared to be reliable as to completeness of coverage of slight injuries. Although the number of men employed in 1940 was by no means a record, it represented a gain over each of the 2 preceding years. Likewise, the number of man-hours worked during 1940 was larger than in 1938 and 1939.

Lime is of tremendous importance to modern industries. In agriculture it is regarded as essential to the continued fertility of many important regions; in building it is indispensable, and in the many ramifications of the chemical industries it is so necessary and so widely employed that it has been designated "the king of all the bases." Figure 1 shows a general view of a modern lime plant producing more than 500 tons of lime daily. In 1924 the production of lime was reported from nearly every State in the Union and amounted to more than 4,000,000 tons, valued at, nearly $40,000,000. For a production of that magnitude between 8,000,000 and 9,000,000 tons of limestone are required. The many problems involved in winning this great quantity of raw material from the natural rock and preparing it for the kilns have in the past received little attention from any governmental agency. Therefore, in compliance with a request from representatives of the National Lime Association in 1922, the Bureau of Mines began a study of problems in limestone quarrying in an effort to advance more economical methods of operation and the utilization of waste material. Field studies were made at many quarries, and the information thus compiled, besides data already at hand from work in other branches of the stone industries, were disseminated to operators in the form of mimeographed Reports of Investigations, eight of which were issued at intervals during 1922, 1923, and 1924. A questionnaire was appended to each report, and quarry operators were invited to contribute additional information obtained as a result of their actual experience and observation. Operators of lime plants have been cordial in their responses and have supplied the bureau with much valuable information. From the data thus obtained, supplemented by later field studies, the revised reports have been combined to form the major part of this bulletin, which is believed fairly to represent present knowledge on the subject of quarrying limestone for lime manufacture.

The Yabulu refinery of Queensland Nickel Pty Lld near Townsville now imports more than three million wet tonnes per year of nickel laterite ore from New Caledonia and Indonesia, making it the largest importer of any commodity in Australia. The project has illustrated that importing untreated bulk ore and re-exporting high value products makes good economic sense for the company and the nation.The economics of this exercise were considerably enhanced in 1994 by changing the project's principal product from nickel-oxide sinter to refined high-purity nickel metal. It is one of the few operations in the world where nickel ore is transformed to nickel metal at a single site.Several novel technological processes were developed at Yabulu and incorporated into the refinery to allow this product transition to occur. By utilising internally developed technology the new processes were installed at a capital cost of less than $10 million. It is unique for a large nickel producer to change completely the quality of its entire product range many years after the plant was constructed and considerable attention to marketing the new products has been required.The changes have meant that the project is no longer limited to selling lower-value oxide sinter to a relatively small number of large stainless steel mills. In the past year sales of the new high purity nickel metal products have expanded to include a broad range of international customers in the special alloy, foundry and chemical industries.

A BETTER understanding of what is happening in the domestic quicksilver industry, and what is likely to happen, can be had after reviewing some of the highlights of the past four years. Hitting the high spots in chronological order, they are: February 1939-Army and Navy Munitions Board starts investigation on civilian and war needs of certain "strategic materials," including quicksilver, with a view to recommending stock piles. Every known producer is canvassed by the end of the year.
