IN 1937 the employees of the Hollinger Consolidated Gold Mines Ltd., at Timmins, Ont., Canada, approached organized medicine for a plan to provide themselves and their families with a complete medical service including hospitalization. This approach was made because of two conditions: (1) the necessity for some organization whereby contributions could be made in instalments to offset the sudden and large expense connected with illness for which the average employee is not prepared, and (2) the need for a more cohesive quality of service to replace a contract practice then in vogue, which did not take care of the employee's family or dependents. In different parts of the United States and Canada similar plans were in force, not only for employed groups but for numbers of people in circumscribed areas. In Europe different countries had adopted various forms of health insurance plans. It then was no surprise that these employees as a group should ask for some similar plan. With the cooperation of the management, a plan was instituted. The plan has one object only-the provision of medical services, including the accessory services such as hospitalization, X-rays, nursing, and necessary drugs and medicines. It is not concerned with cash benefits, sickness and accident payments, or any form of monetary return as the result of illness, but is simply an organization to provide medical services and pay for them from a central fund. It is a nonprofit organization and the only shareholders are the employees and their families who contribute and who in turn receive services. The Hollinger plan is limited to the employees of the Hollinger mine, who live in Timmins and the immediate vicinity. At first, the membership was voluntary. In the third year, it was made a condition of employment, with the proviso that at the end of any Association financial year an employee may withdraw if he wishes to do so. After withdrawal, he cannot again become a member until the end of the next Association year, and then only by the payment of the back dues. This step was taken to ensure continuity, and to prevent employees from withdrawing when well and reentering when faced with impending illness or operations. The employee himself is subject to medical examination on application for employment, and if accepted is subject to further examination by a specialist in chest diseases under the Workmen's Compensation Board of Ontario. Thus it is possible to exclude those who have heart disease, tuberculosis, or other disabling conditions when first employed. Wives and families of employees are not subject to medical examination but other dependents of an employee-mother, father, or other relative-who are declared by the employee to be wholly dependent upon him must be examined. This paper contains a review of the development of blast furnace? slag handling and processing technology in the Ironmaking industry over the past 30 years, with an emphasis on economic and environmental factors. The requirements and practice of air-cooling slag for use as aggregate and of pelletizing and granulating slag for use in cement manufacture are described. The operation of slag pits, slag pots or ladles, the slag pelletizer and early granulation systems are compared with the new continuous .granulation, dewatering and handling systems developed in the past decade.

The feasibility study of Escondida Norte (ENorte), recommended a slope angle design for the Final Pit. But, according to the experience obtained with the slope adjacent to the West wall of ENorte, in which Compañia Minera Zaldívar (CMZ) gained in its phase 4, a slope of similar geotechnical characteristics will be exposed in the West Wall of Phase 1 (Premine) and of the Final Pit, with an interramp angle 53º and with very good stability results. In this regard, Minera Escondida Ltd. (MEL) performed a study of the slope angles for the phases mentioned and according to this delivered the results of this evaluation, the recommendations and/or the necessary conclusions in the design to ensure that the slopes are stable enough and may enable safe operational management of them.

BEFORE the war we often heard the term "Big Business." And there were complaints of the ills and abuses attributed to bigness in business. Although there were examples where the small businessmen spoke for their rights and sought protection from the bigger ones, it has only been in recent war years that a tendency has developed definitely to divide the business of our nation into the big and the small. In some cases, those with an eye to the political value of the vastly greater number of small businessmen of the country have fomented this division by hurrying to the protection of these more numerous voters, and intentionally or not have emphasized in their writings and verbal attacks any and all differences of these interests that could either be found or fabricated to, suit the occasion. It has become another example of breaking the people into classes and thus setting up the basis for the claims of one class against another, and the subsequent demand for legislation and Governmental aid. The terms "big" and "small" are purely relative. One businessman, employing a hundred men, told me recently he did not know which adjective would be more appropriately applied to his operation. He did not know whether he should join the small operators' group that had been organized, or should consider himself big. He said that his present plant seemed big to him when he looked back to its humble beginning many years ago with a couple of men in two rooms. Yet, when compared with many of his competitors who employ thousands, his was small. He did add, however, that he probably became big one day a few years ago when the union moved in and organized his employees.

The Western Mining Training and Translation Center is a consortium of four universities devoted to developing educational and training projects to reduce the incidence/accident rates in the mining industry. The center consists of Missouri University of Science and Technology, Montana Tech, the Colorado School of Mines and the University of Utah. It is fully funded by the National Institute for Occupational Safety and Health (NIOSH). The center manages 15 educational projects and one translation project. Hazard Identification and Risk Assessment (HIRA) for Small Mines is an educational project managed by the University of Utah. The objectives of this project are to identify critical mine hazards, assess risks; outline procedures to reduce accident/incident rates in small mines in the western United States and to train mine workers and super-visors on HIRA in each participating mine. To accomplish these objectives, the HIRA personnel visited 15 small mines in Utah, Colorado, Nevada and California. At these mines, most operators were employing independent contractors to perform several tasks ranging from drilling, blasting and mucking of rock at the work site to hauling ore to a processing plant. The operation of diesel-powered equipment was one of the major tasks performed by the contractors. This article presents three case studies in which contract workers performed a number of tasks with no reportable incidents but did so unsafely. It also highlights the training received by most contractors, the constraints imposed upon them and the safety hazards to which they are exposed most frequently.

There is an old saying in Canada: "Mines are made as much as discovered." What follows is Young's perception of his experience developing and financing the Cochrane Hill gold mine project. In 1974, I came back from rutile and zircon exploration and mining in Australia. I became interested in a copper, lead, and zinc project in the Bathurst District, New Brunswick. Much field work had already been done but I was convinced that a reinterpretation of the geophysical work left room to enlarge on the known mineralization. So, with my own money I put a property deal together, found an underwriter willing to raise $100,000, and had a lawyer produce a prospectus. The prospectus was ultimately accepted for filing by the Ontario Securities Commission and I acquired funding and began work. It did not take many drill holes to determine that the interpretation was not geologically valid. However, while drilling was going on, geophysical and geochemical explorations indicated interesting anomalous zones elsewhere on the property. But by now the base metal market climate had soured and the $50,000 I had left was not enough to evaluate the new results. So I decided to farm out the property. A data folio was produced and the property was optioned to a major mining company, with Northumberland Mines Ltd. retaining a 20% free, carried interest. By 1976, the market for junior issues was so bad no under¬writer would even talk to a geologist and I still had the $50,000 in the bank and was looking for something to initiate. A Project That Went Nowhere Market research indicated that the Toronto area imported fine calcium carbonate fillers from Georgia, Alabama, and Vermont. I was aware of the specs and the fact that there is a large marble belt in Eastern Ontario. After some prospecting, I found an interesting deposit. The product was slightly high in silica and low on brightness. Research work eliminated the silica and corrected the brightness. So, with insufficient money we launched a feasibility study. This included diamond drilling, bulk sampling, special fine grinding and air classification tests, and an in-depth market survey. Our product was as good or better than those on the market. Our advantage was that delivery could be made by a two-hour truck haul to the customer. The present system of rail delivery had many problems, especially in winter. Despite everything looking rosy, we ran into a stone wall. The underwriters were singularly unimpressed because the public saw little glamour in a substance most people had never heard of. The issue would have been difficult-if not impossible-to sell. Banks and government agencies took the position that if we could get long term take-or-pay contracts then they would lend the required capital. None of the suppliers, however, would even consider a contract until production had begun and they could evaluate the production material. It was a classic "catch 22" situation. I have gone into this in some detail to show how tough the industrial mineral market can be. We eventually optioned this calcium carbonate property to a major corporation. The option agreement would give us a free, carried 15% and the right to buy up to 40% for contributing 25% of the production costs. But the experience left my company in poor financial shape. To survive, I think the entrepreneur-geologist must always have at least one project in reserve, an emergency plan. I had been searching out a new project to work on, after the calcium carbonate option was wrapped up. It was gold. Gold intrigued me and I knew quite a bit about Nova Scotian gold. I felt that with any rise in price, many of the former high-grade gold mines would have interesting potential for the larger, low grade portions of the deposits. That is how I happened on Cochrane Hill, where much work had been done in the early 1970s when gold as $4.82/g ($150/ oz). This time my timing was good. No sooner had Northumberland signed an option agreement than gold prices started to rise. In six months, they went to $27.331g ($850/oz). Even so, financing gold prospects in early 1980 was still not easy. It had been years since gold financing had been undertaken. A whole new generation of investors, with no knowledge of gold mining, had grown up. So, with accounting and legal council, we decided on a semiprivate "seed money" offering. Under the new Ontario Securities Act, this was a new-and partly tax sheltered-concept. At the time, it was very innovative.

Artisanal mining is a rudimentary activity that today attracts over 30 million people in virtually all developing countries around the world. As the price of gold has steadily increased over the past decade, 15 million people have become involved in extracting this metal in 55 countries. Individuals have switched to mining from primary industrial sectors such as agriculture to increase their income. These workers generally have little capital, low education levels, and no previous experience in mining. Together with a lack of technical support from governments, these factors lead to disorganized and informal mining activities that generate environmental and social chaos. The absence of technical knowledge and capital has caused a proliferation of Gold Ore Processing Centres (GOPCs) around the world established by local entrepreneurs, who provide a way for miners to process their ores using amalgamation for a fee that is relatively low to non-existent. Gold recovery by the independent miners rarely exceeds 30 % and gold-rich tailings are left at GOPC facilities as a form of payment. GOPCs recover around 90 % of the remaining gold using cyanidation, flotation, and amalgamation, without any compensation paid to the miners. In processing these mercury (Hg)-contaminated tailings, Hg cyanide complexes are produced that are dumped into aquatic environments, leading to rapid bioaccumulation of Hg by fish. In the town of Portovelo, Ecuador, the establishment of partnerships between GOPC entrepreneurs and artisanal miners has proven to be successful in forming legal small-mining companies to create more equity and reduce pollution. About 108 GOPCs operate in Portovelo-Zaruma, with 40 % of these still working illegally without proper regulation and permitting. Over 20 % of these GOPCs continue to use grinding, concentrating and amalgamating of the gold, with 58 % performing cyanidation of tailings and/or gravity concentrates, and 15 % combining flotation with cyanidation. About 94 % of the GOPCs concentrate the ore prior to applying amalgamation, which significantly reduces Hg emissions to the environment. Incorporating flotation has given the operators increased skills in mineral recovery, with the side benefit of producing a copper concentrate as added value. Despite these innovations, mineral recovery is still inefficient, and waste management is a major challenge in creating true sustainability in this sector (technical efficiency together with social and environmental responsibilities). Further organization, training and capacity-building are needed. The principles of Lean Manufacturing Methods ("Just in Time" production and "Automation") are suggested as possible techniques to assist small GOPCs to become sustainable. In this concept, a larger mining company can become associated with artisanal miners in a partnership to provide training and investment for exploitation of small deposits that would be infeasible as a single large operation. As well, an International Training Centre for Artisanal Miners (ITCAM) is being established in Portovelo with collaboration of the Government of Ecuador to further enhance and upgrade mining activities in this region. ITCAM will provide artisanal miners with technical, business and environmental training to become responsible small-scale miners. In building this new capacity, ITCAM intends to create an atmosphere of trust to attract private and corporate investors to become partners with artisanal miners.

SMART, an association of surface mining companies formed in 1995 to develop a coordinated approach to technology development for the mining industry, has recognized the need for the establishment of a worldwide database that continuously collects mining equipment data and provides metrics related to productivity and cost. Under the auspices of SMART, Syncrude Canada, Suncor Energy and Albian Sands Energy (three oil sands mining operations located in northern Alberta) have established a pilot project for mine benchmarking. This presentation will include a review of the pilot progress including: ???Data gathering techniques: means of collection and storage, proposed practice for data control and normalization, access to data/reports and format for data. ???Reports/analyses for individuals, across groups, within the total industry pool and publicly. ???Security and confidentiality of information belonging to identified parties. ???Sharing of best practices among members. SMART has identified two key deliverables to ensure success of the project. First, data supplied from surface mines must be validated and normalized to common definitions and then analyzed to provide participating companies with regular reports that allow them to understand their position and resultant opportunities to achieve world-class performance. This model maintains granularity of the data for each operation that can then be recombined into standard comparisons or specific indices as required. The general categories of: operating delays, maintenance downtime, standby, and scheduled downtime, have been used to frame comparisons. Second, participating companies are looking to go behind the indices to identify and share best practices that distinguish particular operations. The spirit of cooperation between the companies involved in the pilot project is meant to be a model for future expansion of the benchmarking project.

The industry, though, has turned overmuch of the research and development (R&D) for these products to manufacturers and suppliers. Now the industry and its suppliers must decide how much R&D the mining industry should be responsible for and what role the suppliers should play. Promoting R&D As a result of the current environment in the mining and minerals industry, there has been a substantial decrease in R&D. Depressed prices, stagnant growth, cost cutting and rationalization are evident.

"IntroductionMost base metal mines sell their concentrate to a custom smelter. The two parties concerned therefore draw up a contract which would detail the conditions under which concentrate sales will take place. The contract will identify treatment and marketing charges (including escalations), deductions for metal losses in the smelter, pricing formula, timing of payments, penalties for deleterious elements, etc.An understanding of the smelter contract is important to the mineral processor, for it will determine how he operates the plant to maximize economic return.Description of Contract ClausesUsing copper concentrate as an example, the smelter contract generally contains the following three basic charges:I. Metal Deductions- as the smelting process does not recover all the metal contained;2. A Smelting Charge- expressed per ton of material to cover costs on the bulk material such as receiving, unloading, thawing in winter, sampling, roasting to drive off sulphur, smelting through the matte and blister stages to recover mostof the copper and precious metals;3. A Refining Charge- expressed per pound of copper.The following is a review in some detail of a number of clauses which could be considered typical of a treatment and marketing type of copper concentrate sales contract. STATEMENT OF THE PROBLEM THE administration of industrial organization today embraces more than the cost of production and selling prices. Competition is deeper seated than mechanical devices, overhead charges, and a shrewd manipulation of the markets. Despite the "down-to-the-minute" equipment and the "last word in organization," it is quite evident that "capacity production" will be an unknown quantity until the workman is considered as a producer, in relation to his home, as he is now considered in relation to industry. Whether or not a man shall do an honest day's work is as much a psychological condition as it is a matter of physical strength or skill. His attitude toward his work each morning is determined, to a large degree, by the environment of his home. Whether this attitude, good or bad, obtains the day through will depend entirely upon the one fact as to whether the corporation which employs him does or does not differentiate between the mechanical factor and the human factor in industry. To be more specific, sociological work, under whatever name, should be of such a character as to influence the life of a workman in such a manner as to establish a cooperative interest in his work, foster within him a spirit of contentment in his home, lead him-so to employ his leisure time that he will not lower his efficiency as a workman, destroy his domestic happiness, or endanger his standing in the community as a citizen. While no fixed rules of procedure can well be formulated for the development of the work, yet definite lines of activities will readily present themselves as applicable to the individual needs of a community. This is especially true where community influences and agencies pertaining to general welfare are easily correlated.

A company must have an organized approach to effectively sort through the profusion of available software and hardware and find the programs and equipment which fit defined needs. The selection process must build a complete compatible system which includes hardware and software. The methodology presented in this paper helps identify some of the more important considerations. The steps needed for an organized approach to software/hardware selection are: •All involved staff should contribute to an assessment of current computer capabilities and projection of future needs. •Alternatives are analyzed to determine what software and hardware is available and how selections may possibly be merged into the existing computer system. The evaluation process focuses on details of program capability and hardware compatibility. Analysis must be done to determine how closely individual programs fit the established requirements. The final decision is often a balance of needs between program capabilities and hardware availability. Any programs selected must be able to run on existing and newly purchased hardware. Any additional hardware selected must be capable of meshing with the available computer system.

"In June 2014, Orange County Flood Control District (OCFCD) completed construction improvements of the East Garden Grove-Wintersburg Channel for a price of $42 million. Instead of the pre-existing traditional trapezoidal levee, the channel was improved with a vertical compact levee. Dubbed Soil-Mix-Sandwich (SMS), this geo-structural and environmental solution for coastal channel improvements, underlain by liquefiable soil strata, was both a design and construction innovation. It employed Deep Soil Cement Mixing (DSCM) within the confines of a hydraulically-pressed (Giken Method) sheet pile duo. SMS was unique because it incorporated both subterranean and supra-dredge-line soil mixing within a very narrow workspace. Its DSCM pattern aimed at optimum densification of the workspace and was confirmed during the construction process. It availed the DSCM sub-contractor (Hayward Baker Inc.) the opportunity to demonstrate the fitness of their huge wet-mixing machinery within a very confined access-area and introduced approximately 70,000 cubic yards of DSCM within a limited 15 foot workspace width that stretched for a mile. The sheet pile duo created a construction-enclosure that became a stay-in-place load resisting system. PROJECT CHRONOLOGY AND LOCATIONAn Orange County Flood Control District (OCFCD) project-report was commissioned to study the East Garden Grove Wintersburg channel (OCFCD facility # C05). The report examined the hydraulic conveyance of the C05 channel and was concluded in 1994 by Williamson & Schmidt. The project-report did not encompass extensive geologic studies; but it provided several alternatives for channel improvement. It recommended a single row of sheet piles as the preferred alternative for the downstream reach.The most downstream reach of the C05 channel is located in an environmentally sensitive area, in City of Huntington Beach, California, USA. Its site includes seismic chasms that surface within the C05-footprint (the Newport- Inglewood tectonic fault). Extensive deposits of liquefiable soil exist beneath the channel. Furthermore, tidal-influence prevails against the channel levee. Implementation of a successful design for channel improvement emerged after several traditional concepts were deemed unacceptable by geotechnical consultants. OC Public Works (on behalf of OCFCD) was in need of a design and construction technique that mitigated many associated risks. From these circumstances, Soil-Mix-Sandwich was born and was referred to in the rest of this discussion as SMS. OC Public Works required the SMS design concept to undergo verification by independent geotechnical consultants. SMS chronology from conception to construction can be summarized as follows:"

During the 1998/99 Asian crisis Solid Energy's export revenues collapsed from over US$70M to under US$40M. Simultaneously, domestic market uncertainty led to decreases in volumes and prices. A major new underground mine was not technically viable, and was closed, and several other mines were marginal. Less than two years later, Solid Energy and its JV partner closed a second new underground mine. The company was in financial crisis, and reported an $86M loss for 1998/99. After refinancing with stringent workout conditions it still had minimal returns due to low prices, unaffordable transportation costs and huge unrealised FX losses as the NZ dollar fell 40 per cent in value. The obvious scenario was to æcash upÆ û complete extraction at remaining mines, sell off any viable parts of the business, pay off debt and wind the company down.In 2002 Solid Energy has completed its recovery. Although margins remain slim and volatile in both export and domestic markets, it is achieving record volumes and revenues. It has paid off its shareholder loan, has minimal remaining FX losses, and cashflow is allowing further mine and infrastructure development. The key to the turnaround has been implementation of rigorous planning, analysis and decision-making in all aspects of the business. The company has a comprehensive, rolling 20-year plan used annually to update rolling five year and annual business plans. Solid Energy augments strong line management operations with rigorous standards and processes for mine planning and development, operational decision-making, and functional support. Detailed, quantitative risk analysis is used in all aspects of the business and allows comprehensive integration of opportunity and risk management across all activities in the company.Coal mining is widely perceived as an æold-economyÆ industry. But, like other successful æold economyÆ companies, the information systems and management processes used by Solid Energy are as leading edge as any in the high-tech sector. They are the key to managing to add and sustain maximum value for a company that has access to coal resources sufficient for hundreds of years.

Multicomponent materials are common in nearly all areas of materials science and technology, yet the use of phase diagrams to represent these complex systems is hampered by the requirement of three or more dimensions for explicit graphical representation. In the present work, the "solid-modeling" capabilities of a computer aided design (CAD) system have been applied to the representation of three-dimensional phase diagrams. Relevant phase diagrams for a hypothetical quaternary eutectic system were constructed and used to demonstrate the capabilities of the technique. These capabilities lead to relative ease of phase diagram construction and improved access to qualitative and quantitative information. Results of this work are contrasted and compared to previous efforts toward computer ,representation of phase diagrams. It is concluded that solid-modeling of three-dimensional phase diagrams can be used to advantage in both education and research.

In the thiosulfate leaching of gold, degradation of the thiosulfate reagent is a major cost. One of the intermediary degradation products is trithionate, which also inhibits gold recovery from solution by ion exchange. Little attention has been given to this species in the context of gold leaching - the limited information on trithionate and its solution chemistry available in the literature is seldom directly related to gold leaching conditions. This review is a compilation of the published knowledge on trithionate, with a specific focus on identifying the relevance of this information to gold leaching and the shortcomings in the knowledge base.
