"Phosphate rock is shipped by boat from Florida to Vancouver, B.C., where it is unloaded and stored in a 50,000-ton silo. It is shipped from Vancouver in 100-ton hopper cars in 80-car trains to Fort Saskatchewan. Both the ship and the hopper cars are on a back-haul with potash. The rock cars are unloaded at Fort Saskatchewan at a rate of approximately 4 cars per hour. The rock is stored in three concrete silos, 40 ft in diameter by 110 ft high, which hold 18,000 tons of recoverable rock with 2,000 tons dead space. The rock is reclaimed from the silos by gravity and fed to the phosphoric acid plant by remotely operated conveying equipment.Problems encountered in the operation include scheduling the rock shipments, contamination of the rock with potash, and handling the 80-car trains both in Vancouver and Fort Saskatchewan."

BRIEFLY stated, the history of the St. Joseph Lead Co. is the story of how a group of men, working for ten years as officers without salaries and stockholders without dividends, developed a small mine in Missouri into what became a large and prosperous corporation. Their courage and faith in the scattered surface deposits of lead coupled with the management's engineering vision and sound financial judgment should prove an inspiration to present-day mining operators and investors. In 1717, John Law's company, known as "The Company of the West," was formed in France and letters patent were granted, for a period of 25 years by Louis XV, for exploration in the Mississippi River Valley. One of the underlying purposes of the expedition, headed by Mr. Renault and Mr. La Motte, a French metallurgist, was development of the lead mines in the area now known as Southeast Missouri.

ONE of the morning sessions at the recent Annual Meeting was devoted to a Symposium on ways and means to expedite geological investigation, and also to promote greater prospecting activity, in Canada. It will be recalled that at the 1940 Annual Meeting, held in Winnipeg, a paper(l) prepared by Dr. G. A. Young, Chief Geologist of the Geological Survey, was presented, and was followed by a Symposium on Geological Investigations in Canada(2). On that occasion, the participants were in the main geologists, and they included the directors or other officials of each of the Provincial departments or bureaus of mines. At the Montreal meeting, the subject was discussed mainly from the point of view of the mining industry. The following pages present, in somewhat summarized form, the several contributions to that discussion.-ED. DR. J. J. O'NEILL(3), who was to have opened the Symposium, was unfortunately prevented through illness from attending the meeting. He had intended outlining the main features of his paper on The Exploitation and Conservation of Mineral Resources in a Balanced Development of Canada, presented at the last annual meeting of the Royal Society of Canada( 4). In his absence, DR.J. A. DRESSER presented a summary of the paper.

INTRODUCTION It is sometimes said that "mines are made, and not found." I rather doubt that the exploration geologist would be overly sympathetic to that statement, and, of course, like most one-liners it is only partly true. Access to different financial markets are important at the mineral prospect stage. The modern mine financier has a much more complex, and interesting, job than the financiers of an earlier era, for example, the Canadian financiers of the 40's and 50's who had one simple set of options; i.e. float a company, promote it, and sell an equity stock issue, and then promote it some more. QUALITIES OF A FINANCIER Because technical people are seldom taught financing in their basic training, and because they are usually not involved in it until at quite a senior level in their careers, the whole field often acquires a certain mystique. The engineering professions have too often believed financing is the province of the accountant or financial executive and just as we in the technical world are often too quick to bristle if the latter try to tread on our domain, the opposite can just as easily be true. Unfortunately, this is another example of a compartmentalized individual, and that is one thing the successful financier cannot be. However, to be a successful financier one does not need extensive training or experience in accounting or finance. In fact it can sometimes be a disadvantage to get too buried in working only from the standpoint of discounted cash-flow analyses, ROI's, etc. It must be stressed, however, that one had better know how these analyses are made, and be knowledgeable in understanding a balance sheet, and have a good understanding of financial terminology. The difference between a simple project-type debt financing with a commercial bank and a more inventive and creative financial package comes from an intuition and an experience relating to risk-reward factors. The most important element is "common-sense", based on knowledge and experience. The goal is structure a financial package that fits the project, and in so doing it is important to recognize that it must fit within the limitations of the group supplying the money. I find insensitivity to recognize these constraints the most common mistake made in the field. Put yourself in the other person's place and understand his sources of funds and financing limitations. The engineer has an advantage in financing, as he or she has (or should have) a better idea than anyone of the value of the product, be it the mine, prospect, or company i.e. the intangible or potential worth which cannot be put on a pro-forma. He also knows, or should know, the risks involved. Two projects might look the same on paper, but a good financier must have a sense of when to take whatever deal he can get, and when to hold out based on his evaluation of future developments. It is essential to have a good sense of commodity values and trends, trends affecting the general economy (money supply, interest rates, effects of energy costs, etc.), and political considerations. He must also have a good understanding of the science and art of taxation as deals can often be financed using the government as a silent and unwitting partner by proper use of the tax laws. WHEN TO SEEK FINANCE The first critical decision to make in financing a mineral prospect is "when". At the exploration level, when it is only a dream in the geologist's eye, the alternatives are more limited than when it is a fully-engineered project. The "when" decision depends on how much in internal funds the company has to play with, and how desirable it is to invite financial participation to spread the risk. Mining companies are unique in that they extract mineral resources and must therefore deal with ecological disturbances and other special problems. Like most enterprises, however, their primary motive must be to make money. The problem of mining investment starts with the question of what "make money" means. This article proposes an answer consistent with what economists call the theory of the firm and then applies it to two of the common, and perhaps unrecognized, problems connected with min¬ing investment. In essence, the concepts presented here call for thinking to terms of the income change associated with a given change it outlays or operating procedures To illustrate. ABC Distributing Co. has just discovered the power of advertising. It has raised its annual advertising budget from $25,000 to $50,000, and sales have, zoomed from 250.000 to 350,000 units. The company buy, for 50e per unit and sells at $l. This move has produced $50,000 of operating income for $25.000 in additional advertising expense. This looks great, so the next year the advertising budget goes up to $100,000. Sales go to 440,000 units. With 90,000 more units at 50[c] per unit, ABC sales are up by $45.000. Its advertising costs, however, went up $50,000.

The stockpiling and reclaiming of bulk materials can be a challenging task for engineers seeking the optimum solution for plant needs, reliability, and at lowest unit cost. The objective of this paper will be to expose advantages, disadvantages and limitations of many storage and reclaiming systems to the responsible engineer and management. The paper will emphasize the practical aspect of stockpiling and reclaiming methods. Many valuable and interesting papers are available dealing with the theoretical viewpoint and application of a particular manufacturer's machine. Several of these are mentioned in the bibliography. As many practical parameters as possible will be given. After twenty years in the field of designing and selling bulk materials handling systems, the needs of the user and the plant are recognized and reasonably understood. This paper cannot give solutions to all problems In this vast field but will stress practical applications and examples of various installations. The evolution of advancements in materials handling is based upon not only technological innovations, but learning from many experiences of others and utilizing them as stepping stones to improved installations.

INTRODUCTION R&D activities are needed, at a minimum, for a company's competitive survival followed in importance by the growth and diversification of the company. For most industrial companies, however, R&D is the business area that has been the most difficult relative to confident long-range financial commitments and effective control and relative to its value as a long-term investment. Investors look not only at the current profitability of the company but increasingly at the plans, actions, and quality of the personnel in position to improve the market position and profitability of an organization. "The strongest predictor of investment value is the degree of innovation of the 'company.' I believe this is true of both strategic planning and R&D activities." R&D is the lifeblood of a company's future. If this basic premise-R&D for survival and growth-is believed to be true, why is it necessary to "Sell R&D in your organization? My personal experience, in a number of organizations, is that R&D budget is perceived as a business element area that could be delayed or reduced to improve the bottom line during difficult business conditions. I believe the following quote speaks volumes about this subject-"There is only one thing I know for certain about research, and that is it costs money-lots of it." -Unnamed, Hard- headed Financial Executive. A business must make money and be profitable in order to maintain and create jobs, pay taxes, cover working capital and costs of goods sold, and most importantly, create value for its shareholders. The foremost element of selling R&D, therefore, is to consistently demonstrate the R&D group's contribution to the bottom line.

ABILITY to speak effectively is one of man's most longed for and coveted abilities. It is the ability to stand on one's feet, transfer knowledge and thoughts to others, to reach an objective professionally or otherwise by leading groups through a channel of planned thought. Each day group speaking plays an important part in making or marring success, and the engineering profession often provides this opportunity and requirement. An ability to speak effectively develops courage, poise, confidence, and prestige for the speaker. The technical man cannot be reluctant to face an audience. He is often called upon to do this in presence of employees, supervisors, and other groups. His ability to speak effectively is as much a requirement as the fundamentals of his profession. The three fundamentals of effective speaking are: (1) Enthusiasm and Confidence. These are joined because of their close relation. (2) Preparation. This includes knowledge of the subject. (3) Presentation. By this is meant the features of delivery.

Thus far virtually the sole theme of the conservationist has been the preservation of natural resources. Little thought has been devoted to the conservation of America's most significant asset-her people. True, considerable effort has been devoted to conserving man's physical strength by the invention and application of labor-saving machinery. Notable progress has been made also in the conservation of man's health through important discoveries in medicine. However, little if any positive success has been achieved in the conservation of the most valuable attributes of man-intellect, skills, manpower. Human resources are interrelated and interdependent. There is no monopoly on knowledge or skills' or human energy. No one must sell them short. All the knowledge and all the skills and all the energy possessed by all men are required to render all the services needed by all men. One of the major sources of wasted manpower is found in the nation's schools, with an educational system based on the outmoded theory of uniform education for all. Actually, if democracy means free initiative for the individual, and unlimited progress at the maximum rate of speed of which the individual is capable, then our public schools are not democratic in-

"Mine refuge shelters are designed to protect mine workers from hazardous environmental conditions after a mine disaster, but high temperature and humidity levels inside these shelters may pose a significant safety risk. Due to the safety risks associated with human testing, detailed thermal models of shelters and human occupants have been developed using TAITherm simulation software. These models are used to predict the temperature and humidity within the shelter resulting from metabolic heating, evaporation due to sweat and respiration, moisture and heat from the shelter’s carbon dioxide scrubbing system, and heat transfer within the shelter. A detailed human thermoregulation model simulates the sensible and latent heat generated by the shelter occupants, and predicts the occupant’s body core temperature and moisture lost due to sweating and respiration. This information is used to assess the safety of the shelter. This paper presents the technical details of the human thermal model, validation comparing the human model to human subject test data, and results of a mine shelter analysis. IntroductionPortable mine refuge chambers are used in U.S. coal mines to provide protection to mine workers from hazardous conditions following a traumatic event. Although these shelters are designed to supply clean air and sustenance for up to 96 hours, prolonged exposure to the mine shelter environment itself can pose a substantial risk to human safety. Heat generated by the shelter occupants combined with heat from the carbon dioxide (CO2) scrubbing system can raise the shelter interior temperatures and relative humidity to dangerous levels that can lead to heat stress in humans. Unfortunately, the thermal burden associated with mine shelter exposure is not well characterized due to potential hazards associated with underground human subject testing. In order to assess the thermal burden on people within a mine shelter environment, a detailed thermal model was created to accurately predict the temperatures and humidity levels within the shelter, and the impact of these environmental conditions on human occupants. The model consists of a mobile inflatable tent-type mine shelter with 23 humans, and includes the surrounding mine environment. The thermal simulations were performed using a validated commercial heat transfer prediction computer software. Additionally, a module of the software provided the capability to simultaneously model the thermophysiology of 23 unique humans contained within the mine shelter. The human thermal models accounted for the thermal interaction with the environment and provided a core temperature response prediction that can be used to evaluate survivability in heat stress situations (U.S. Army, 2003). The models can also be used to determine maximum occupancy in order to maintain safe temperature and humidity levels inside the shelter in specific mine environments, to optimize shelter size for maximum heat dissipation, or to simulate active cooling systems."

This paper will address methods to manage hydraulic hose and coupling inventory so that parts will be available to build assemblies for the vast majority of equipment with as little inventory as possible. Topics also to be covered will include some basic hose assembly tagging techniques that will help keep equipment running by tracking problem hoses and building ?band aid? kits, having problem hoses premade in stock, and inventory usage tracking (one of the biggest problems for any inventory manager is knowing which couplings have been used so they can re-order). Cradle to grave tracking of hydraulic and industrial hoses insures reliable service of vehicles and ethical disposal of old hoses and couplings. With accountability for disposal of hose products that may contain chlorine (neoprene tube material in some hydraulic hoses) and carbon black that will be scrutinized more closely in the future, a proactive approach should be adopted in order to minimize maintenance facility problems.

The work of engineers responsible for the design and performance of mine facilities is often challenged by economic and practical constraints in the field. Problems have developed in implementing design criteria dictated by persons or agencies not familiar with the dynamic nature of mine engineering. Regional and site-specific conditions frequently require changes to standard designs, or the use of a completely innovative approach, which is not provided for in the regulations. The implementation of engineering design, therefore, usually requires a hard-sell approach to management and regulatory agencies that allows for a happy-medium to all parties concerned. Flexibility on the part of the regulatory agencies is needed to solve operational and environmental problems with sound engineering. Typical hydrologic issues which will be discussed fall in the following general categories: ? Design criteria for sizing water control structures (i.e., culverts, diversion and sedimentation ponds, ditches, etc.) ? Implementation (construction and operation) difficulties ? Regulatory compliance ? Reclamation planning with hydrologic considerations ? Protection of groundwater resources

Discussion by A.C. Fitzgerald of the paper, published in Trans. IMM A, vol.104, 1995, p.B121-B135, is presented together with the authors' response. Fitzgerald points out a number of problems with the idea of mineralising fluids leaving no trace in the large volumes of rock traversed before depositing all minerals of value in a particular horizon or rock type with which the required isobaric or isothermic surface also coincides. He suggested that in the case of the Rooiberg tin deposits, the Lebowa Granites may be batholiths that reached the surface and were capped by sheets of their own volcanics. The authors agree that they had considered a possible syngenetic origin for the stratabound deposits, explain that no conclusive evidence for this could be found, discuss the relative ages of the sediments and volcanics of the Rooiberg Fragment and explain the role of its low-intensity deformation and flat dip in the coincidence of an isobaric-isothermic surface with the lithological stratification

The State of California has instrumented numerous buildings, bridges, and dams throughout the state with earthquake recording devices. These accelerometers are strategically placed to measure the response of the structure to a specific seismic event. This comprehensive program enlightens the field of seismic engineering after each earthquake. The Office of Strong Motion Studies, California Strong Motion Instrumentation Program, a sub-branch of the Division of Mines and Geology, provides a professional service unequalled in the world. Within hours of a local earthquake, a preliminary report with the epicenter / hypocenter, structural damage, and time history records are available to all interested parties. The included partial report in the appendix, see section 5.1, is one of the reports that C.S.M.I.P. produced after the Loma Prieta Earthquake of October 17,1989. The diagram on the cover is even of interest. This is a small portion of San Francisco. The values on the diagram are the recorded maximum horizontal ground accelerations at that location in the city. For example, the acceleration at Yerba Buena Island was 0.06g. (The "g" refers to the acceleration of gravity. Thus, a 0.06g acceleration refers to the force, F=m*a, that the structure would experience. For this case, the force would be six percent, 6 % , of the mass of the structure.) Yet, directly on the other side of the Bay Bridge, at Treasure Island, the acceleration was 0.16g. Yerba Buena Island is a natural island composed of hard granular material. Whereas, Treasure Island is a man-made island of imported filled. Here one can see the absorption / transmission difference between hard material, which interact with short seismic wavelengths, and soft cohesive material, which interact with long seismic wavelengths.

According to reports received by the Bureau of Mines, Department of Commerce, as of January 1, 1929 there were 413 completed refineries in the United States, with a total daily crude-oil capacity of 3,509,540 barrels. In addition, 14 refineries, with a potential capacity of 99,000 barrels, were being constructed. Of the completed refineries, 341, with a capacity of 3,325,890 barrels, or 95 per cent of the total capacity, were in operation; and 72, with a capacity of 183,650 barrels, or 5 per cent of the total, were shut down. The improved condition of the refining industry in 1928 was indicated in several ways; namely, in an increase in the total capacity of the completed plants, in the opening up of a few plants which were shut down during 1927, in a decrease in the number of plants dismantled, and in an increase in the number of plants under construction. The majority of the refiners have followed a steady expansion program commensurate in most cases with the increase in demand for petroleum products. Obsolete equipment has been dismantled and modern equipment has been installed, with the net result that the total capacity of the completed refineries in the United States has shown a steady increase since January 1, 1918, the date of the first Bureau of Mines survey. Between January 1, 1928, and January 1, 1929, the number of completed plants fell from 423 to 413, but their total capacity increase 259,160 barrels, or 8 per cent. This compares with an increase in runs to stills of domestic and foreign crude petroleum of 10 per cent, and of domestic crude alone of 7 per cent.

The outstanding trend in the graphite market is the fast-growing demand for cheaper qualities of graphite and the declining consumption of the more expensive varieties. The manufacture of graphite, crucibles for melting metals was one of the earliest applications of the-mineral and for many years constituted by far the leading source of demand. In later, years, however; and more especially since the Great War, the increasing demand for high-grade steel ingots and castings instead of enlarging crucible sales has permanently curtailed the domestic demand for crucibles because it has hastened the introduction of electric, oil or gas fired furnaces to replace the older types requiring pots to hold the metal during melting. While there has been a substantial increase in the use of graphite for miscellaneous refractories the total consumption for such purposes is too small to offset the shrinkage in demand for crucible making, and though it consumes the better and hence more expensive grades of crystalline flake graphite, it does not call so insistently for the still costlier Ceylon grades.
