This paper, describing the leaching practice at the Calumet and Hecla mills, Lake Linden, Mich., is one of a series on milling methods and costs being published by the United States Bureau of Mines. GENERAL DESCRIPTION The reclamation plant is located along the shores of Torch Lake at a slightly lower level than the concentrator itself. The entire location of the original concentrator, in connection with the present reclamation plant, has been ideal, lore particularly as the leaching and flotation departments are common to both units. After 15 years of operation and with the reclamation sands just a little more than half exhausted it would appear that the remaining life of the deposit could be worked by the present plan, without decided changes or renewals of plant or equipment.

This paper3 describing the mining methods at the Page mine operated by the Federal Mining & Smelting Co., is one of a series being prepared by the United States Bureau of Mines on mining practices, methods, and costs in the various mining districts of the United States. The Page mine is the most westerly of the producing lead-silver-zinc mines in the Coeur d'Alene mining district of Idaho, being situated 5 miles west of the city of Kellogg and at an elevation of 2,677 feet above sea level. It may be classed as one of the new active producers, of the district and owes its present activity largely to the development of floatation.

The present rapid growth of coal stripping in the United States is a curious reversal of the tendency of mining to proceed from outcrop to depth. A combination of technical and economic factors bas stimulated the use of stripping methods until today many million tons of coal We being recovered by open cuts from sites that an earlier generation of engineers would have passed by as not commercially mineable or, if workable at all, only by underground methods. The total quantity of bituminous coal and lignite mined in the United States by stripping in 1928, the latest year for which detailed figures are available, was 19,789,000 short tons. Of this, 71,000 tons came from small workings not equipped with power shovels and 587,000 tons from properties in which stripping and underground work were carried on at the same mine; but as neither of these types is representative of modern stripping practice, they will be omitted in the discussion that follows. The total from strip pits proper in 1928 was 19,131,000 tons, produced by 176 pits employing 385 steam or electric shovels.3 Figures by States are given in Table 1. Detailed statistics will be found in Economics of Strip Coal Mining; a study by O. E. Kiessling, to be published by the United States Bureau of Mines.

Before 1914 , Chile , because of her extensive resources of natural nitrates , practically monopolized the world markets for one of the leading fertilizer materials . Since nitrogen also is an important war material , constituting in fact the principal ingredient in many high-powered explosives , the World War and the widespread insistence upon national self- sufficiency for war materials brought about the development of nitrogen fixation plants in all of the larger countries . The production of by- product ammonia from gas and coke plants was likewise stimulated . As a result , Chile , even after the ocean lanes were reopened , was forced to fight for her lost markets . Since the world capacity to produce is still far in excess of annual consumption , the competition between natural and synthetic supplies has been keen and prices have fallen below pre-war levels . Chile has recently succeeded in unifying her industry , utilizing the most efficient process now in operation, and the Government is a partner in the new company that will take over all of the present producing companies . These developments place Chilean nitrate of soda , in a much more favorable position among the markets of the world . More intense competition will undoubtedly follow and , in order that those interested may become familiar with the fields upon which the nitrogen conflicts of the near future may be waged , the following general summary of the nitrogen industry has been prepared .

The rapidly growing demand for titanium pigments has aroused new interest in actual and potential sources of supply of titanium- bearing ores , which only a comparatively few years ago were almost unmarketable . This paper , which supplements a general circular entitled " Titanium" ( Information Circular 6365 ) , represents a summary of current trade literature and Government reports , together with some hitherto unpublished material that has accumulated in the files of the Bureau of Mines . The purpose of this pamphlet is simply to indicate the commercial possibilities of the deposits , and the discussion is confined almost entirely to the three commercial ores , ilmenite , rutile , and magnetite ( titaniferous iron ore ) .

The four elements fluorine (F), chlorine (C1), bromine (Br), and iodine (I) form the most intimate family in the entire system of elements and are grouped under the name "halogens" or salt formers (by derivation from the Greek). The first member of this family, fluorine, is the most chemically active element known; and fluorspar, and to a less extent cryolite, the chief sources of fluorine, are important commercial minerals. Fluorine occurs in nature chiefly in combination with sodium as common salt, but it also appears in other natural compounds in sea water, salt-well brines, and bedded deposits. In addition to common salt, various compounds containing chlorine (chlorides) have long been consumed by industry on a large scale, and within the last two decades that element itself has come rapidly into prominence as one of the leading industrial chemicals. Bromine and iodine, the two retaining members of the family, are less abundant in nature and less readily isolated and in consequence of their relatively high price have found few industrial uses, being consumed chiefly in medicine and in photography. Bromine, however, is now entering the industrial field to a considerable extent, due to the rapidly growing use of ethylene dibromide in anti-knock compounds for gasoline. The present paper is devoted to bromine and iodine, but in order to compre- hend the physical and chemical characteristics of these two elements (and hence their potential economic significance) it is convenient to consider them as members of the family series to which they belong. The family relationship of the halogens is illustrated by the following:4 (1) The similarity in the chemical and physical properties of the elements and their corresponding compounds is such that the prop- erties of any one member of the family can be said to summarize or rather to typify the properties of all the other members, although fluorine diverges a little in some of its properties. (2) The gradual transition of chemical and physical properties is such that if the elementa are arranged in order F, Cl, Br, I the variation in any particular property in passing from fluorine to iodine nearly always proceeds in the same order, and that is the order of their atomic weight. Taxing almost any property and comparing its magnitude in passing from the element fluorine to iodine, or from the fluorides to the iodides, a similar graiation will be observed. Thus, take the melting point of the cadmium, calcium, barium, sodium, or potassium salts, in degrees.

Platinum and its allied metals osmium, iridium, rhodium , palladium, and ruthenium are the most costly of the better-known metals and combine properties that make them unique among the elements . For a number of isolated uses substitutes have been found which are cheaper and quite as satisfactory ; but none will replace platinum in many of its varied uses , and there is a large and growing demand for purposes for which no economical substitutes are known . As this paper is being written the supply of platinum tends further to increase as a result of the exploitation of newly developed resources and the expansion of production from older sources . In obedience to economic law prices have declined steadily . Buyers , always reluctant to commit themselves on a falling market , have maintained a waiting attitude , and consumption trends are not clearly indicated . Should platinum again approach the price of gold , the natural tendency would be to use more of the metal . In recent years , however , the industrial and scientific uses of platinum have become subordinate to its consumption in jewelry . In matters of personal adornment the popular whim and not practical utility is the dominant factor in demand , and it does not follow that lowered prices will stimulate demand . The substitution of white gold and certain plated goods for platinum may be checked by cheaper platinum , but a fickle public that turned from gold to platinum when platinum became the more costly metal can not with certainty be expected to buy more platinum jewelry because more of the metal than formerly may now be had for the same price . The dearth of platinum during and for some years after the World War had a profound effect upon prices , and this in turn wrought important changes in the field of consumption . When prices advanced the chemical industry, formerly the leading consumer of platinum, was forced to economize in its consumption of the metal and to substitute other metals whenever it could . Somewhat similar conditions resulted in the electrical industry and in the use of platinum in dentistry . Some of these former outlets are permanently closed , and others may be reopened now that platinum prices have receded to pre-war levels , but despite the general expansion of industrial and scientific activity since 1913 the demand for platinum outside the jewelry trade has suffered a net decline . Since the metallurgy of platinum is relatively simple the reason for its high price is its relative scarcity in the earth's crust . An interesting speculation set forth by certain geologists attributes the extraordinarily high density of the interior of the earth in part to the presence of iron alloyed with substantial amounts of platinum and other related metals . In support of this hypothesis it may be said that platinum is often found in meteorites , and known deposits in the earth's crust are all of deep - seated origin . However , even if there were a high concentration of platinum in the interior of the earth it would be next to impossible at the present state of our knowledge to make it available , and the world would continue to depend for its supply on deposits found within minable depths below the surface . For many years before 1914 the world obtained its supply of platinum metals primarily from Russia , which before the war produced as much as 300,000 troy ounces in a year , or approximately 95 per cent of the world output . Despite fluctuations due to internal political disturbances Colombia managed to account for 3 to 4 per cent , leaving the rest of the world to furnish the remaining 1 to 2 per cent .

Many of you radio listeners have probably never seen a mine . You may be glad of it, but you should not forget that there is a vast army of men in this country who not only have to see mines , but have to work in them day by day in order that you may be supplied with many of the things you need. Specifically , nearly a million men work in the mines of the United States , 700,000 in the coal mines , 110,000 in the metal mines , 100,000 in other mines and quarries , and 75,000 in the oil and gas fields . On a stormy night , the average citizen is apt to think of the perils of the seaman . Particularly in the old days before steamships , many a prayer went up " God help the poor sailor on a night like this . " At the same time , the sailormen often expressed fear for the poor landlubber , exposed as he was to the danger of falling chimneys , swaying signboards , and uprooted trees . So with the miner . Many of you may pity him , for working underground in complete darkness except for feeble artificial lighting , mining coal or ore , drilling hard rock , handling explosives , and perhaps breathing vitiated air . On the other hand , on stormy days , with rain , snow or hail falling , and with the temperature low , or on hot bright days , I have often heard miners joke about the poor fellows who had to stay " on top, " and could not get " down below" where there was no wind , where no snow fell, where the temperature was unchanging , and where a man could have his own working place , arranged to suit himself , with little interference from meddlers and with no automobiles to dodge . So do not feel too sorry for the miner . He is quite apt to be a strong , healthy , hearty person , making pretty good wages , and fairly well contented with his lot .

This paper describing the methods of recovery and treatment of a sand and gravel deposit and the preparation of these materials for a number of special markets is one of a series being prepared by the U. S. Bureau of Mines. It is of particular interest to those sand and gravel operators who have a surplus of fine sand which must be sent to waste, both from the point of view of, equipment and the variety. of markets supplied, and in that it describes one of the few sand and gravel plants which have resorted to hydraulic classification for sizing fine sand. The prevention of accidents from falls of roof and coal requires a considerable amount of personal judgment , for conditions are different even in adjoining working places in the same mine , and conditions may change from hour to hour even in the same working place as the coal is shot down and loaded . Experience has shown that many men can not or do not exercise enough care to protect themselves from injuries ; moreover , where the foremen have been made directly responsible for the safety of the men under them , accidents from falls of roof and coal have , in many instances , been reduced as much as 50 per cent . There is now no question that careful , constant , and intensive supervision is essential in preventing acci- { dents and more especially accidents of this class . Falls of roof and of coal account for approximately 50 per cent of all coal mine accidents and annually result in the death of approximately 1,000 men and cause lost - time injury to approximately 50,000 men . These and other accidents are recurring with little or no diminution , usually not because of the lack of knowledge of safe and dangerous practices , or of the technique of safety , but largely because of the lukewarm interest of major executives in safety or the failure of mine officials to formulate and to enforce common - sense rules and regulations . When failure is the outcome of a sincere attempt of the managing officials to teach safety to the miner , the fault may usually be attributed to misguided effort . Various solutions for the problem of eliminating accidents from falls of roof or coal have been suggested , some of which are : Standard system of timbering for the specified mining districts ; departure from the room-and - pillar system to a more concentrated system of mining ; more intensive supervision - that is , 1 section foreman for every 25 loaders instead of 1 section foreman for 75 , 80 , or even more loaders the practice in most mining districts . - However , investigations conducted by the writer at numerous mines operated by a number of mining companies in several districts show that employees and officials alike are inclined to work under loose and unsupported roof , relying solely on the " drummy " sound and on their judgment and experience as to whether the roof will stay in place for one hour or for several hours . With but few exceptions , men who had been injured by falls of roof or ccal or were found working under loose and unsupported roof , admitted that they knew of the possibly unsafe condition , but it was their opinion that the roof or coal was not loose enough to fall for some time .

The basic mining law of Netherland India is contained in N. I. Statute 1899 , No. 214 , as amended by N. I. Statute 1910 , No. 588 , and 1919 , No. 4 , which is quoted as the " Indian Mining Law, " the effective date of which was fixed as May 8 , 1907 , by proclamation dated October 12 , 1906. The Indian Mining Law was supplemented by Ordinance No. 38 , of 1930 , which was passed by the Volksraad on March 18 , 1930 , to become effective on October 1 , 1930 ( superseding an earlier ordinance entitled " Government Gazette , " 1906 , No. 434) . An important law with respect to American petroleum rights , Statute No. 23 , passed February 9 , 1928 , approving contracts between the Indian Government and the Netherland subsidiary of a large American oil company , is in the nature of a private law or of an enabling act ( see section of this paper entitled " Rights of Foreigners" ) . Statute 1930 , No. 348 , effective October 1 , 1930 , sets forth in minute detail conditions under which prospecting and mining permits may be granted. Statute 1930 , No. 341 , effective October 1 , 1930 , embodies the police regulations of the mining industry.

Thallium is one of the rare metals that has come into commercial use within recent years . Its comparative scarcity , combined with a resemblance to the common metal lead , have retarded the development of uses for thallium . Although production is still measured in pounds rather than in tons , it is now finding application in a number of fields . Perhaps the earliest commercial use of thallium was as a constituent of optical glass of higher refractive power than similar glasses containing lead . One of the later applications to attract attention was the use of the oxysulphide in a sensitive electrical device similar to the selenium cell . The " Thalofide " cell , which was patented in 1919 , constituted for a time the most important outlet for thallium. During the next few years the limited use of thallium and its salts in other fields was insufficient to absorb an annual production of a few hundred pounds , and the price dropped from $ 16 or $18 per pound in 1922 to $ 5 per pound in 1924 . Beginning in 1925 several new uses were developed , especially as a poison for rodents and ants , and as a result the demand for thallium increased sufficiently to cause a recovery in price to the present level of from $12 to $15 per pound .

Before the World War the use of zirconium and its compounds was largely experimental and confined almost wholly to Germany and Austria . Occasionally small lots of zirconium ore had been produced in the United States ( 1,000 pounds in 1869 , 26 tons in 1883 , and 3,000 pounds in 1903 ) and used (with monazite ) in the manufacture of various lighting devices , especially incandescent gas mantles ; but it was not until 1906 that the discovery of the natural zirconium oxide in large quantities near Sao Paulo , Brazil , first gave promise that a zirconium industry eventually might be developed . Edward Rietz , who worked the Brazilian deposits , interested German chemists in extending the use of zirconium , and by 1911 trade journals were listing German firms as manufacturers of compounds or products derived therefrom . For a time zirconia was one of the various oxides used in the Nernst lamp . It was used also for crucibles and hearths as refractory material ; in the manufacture of chemical utensils ; in enamels ; in the place of bismuth subnitrate for defining Röntgenray pictures of the stomach ; as a pigment ; in medicine ; and in a number of other ways . The Germans were credited also with producing a remarkable zirconium steel , which , it was claimed , was much superior to other alloy steels . During the World War the United States Government investigated the possibilities of zirconium , as well as those of other steel -hardening elements , and a large automobile manufacturer actually purchased a substantial quantity of ore with the purpose of employing zirconium in automobile steels . Immediately after the armistice the Government ceased its investigations ; but despite the difficulties experienced by various investigators in reaching concordant results , interest in the use of zirconium as a steel -hardening agent , as well as in other uses of the element and its compounds , continued . In 1918 the Foote Mineral Co. , which had been interested in zirconium for several years , was exploiting the deposit in Brazil formerly worked by the Germans and was supplying zirconia in the form of ore , brick , and cement for refractory and other purposes . About the same time the Electro Metallurgical Co. , which before the entrance of the United States into the war was experimenting with zirconium alloys , supplied in tonnage quantities the demand for these alloys . In 1919 it was reported that American manufacturers , after several years of research, were producing in commercial quantities pure zirconium oxide , which was finding a place in the manufacture of small refractory articles , scorifying dishes , crucibles , tubes , and one- piece furnace linings . In 1920 the lowering of the price of zirconium metal powder ( because of improved metallurgical methods ) promised the production of the metal on a semicommercial scale . In 1924 the Titanium Alloy Manufacturing Co. introduced a new opacifying agent , " Opax , " made from zircon . A year or two later some of the large pottery manufacturers became interested in the use of zirconium oxide as an opacifying agent , the increased production of titanium pigments having resulted in the production of zirconium as a by-product at a price that could compete with tin oxide . In 1928 it was reported that the industrial use of zirconium oxide was increasing steadily in the manufacture of brick , crucibles , and other refractory products , such as high- temperature cements . From a scientific point of view , the zircon is by far the most remarkable of the gem stones , and a satisfactory solution of the problems offered by its characters and constitution has not yet been made . 3 Three distinct forms have been recognized , differing in specific gravity , hardness , optical properties , behavior when heated , and color.4 ( See section of this paper entitled "Description and Properties . " ) Zircon as a gem stone has not been as well known as its properties warrant . It is one of the most brilliant of the precious stones (having a high refractive index) . The colorless zircon rivals the diamond in brilliance and fire play to such an extent that a judgment based entirely upon optical inspection might be erroneous . In the opinion of gem authorities , the colored stones likewise have much merit . The blue zircon ( " Starlite" ) was so named by Kunz because of its resemblance to a " star twinkling in the night . " Another gem authority describes the leaf- green stone as one possessing a restful beauty , the red stone as having a certain ( though somber) grandeur , and the golden-yellow stone as being unsurpassed in magnificence . The slowness with which the zircon , a stone frequently mentioned in ancient literature , has come into use in modern jewelery may be owing to the fact that authorities differ as to whether the colorless and the blue zircons are found as such in nature or are treated stones . Any treated stone , although the material of which it is composed may be essentially genuine , has been considered a deception . However , according to Kunz , " Starlite is now sold over the entire world ; never has anything been so well introduced. "7 Dr. Foshag, mineral curator of the United States National Museum, states that the first allotment of zircons to enter the United States was obtained in 1921 from Siam ( through France ) for scientific or museum purposes and that four or five years later the stones were adopted by the jewelers of this country . Retail jewelers are displaying the colorless type and the blue stones , especially , in finger rings , necklaces , and like ornaments . Fine crystals have been used somewhat extensively in jewelling watches and as supports for the edges of fine balances . At one time zircons were though to be appropriate in mourning jewelery .

Bismuth is a useful metal and rather an uncommon one . The element probably constitutes much less than one-millionth part of the earth's crust , but the potential supply - to no small extent as a by-product of the production of lead and copper with which it is associated in nature has tended for many decades to exceed the demand. A single mine in Bolivia could readily flood the world's markets , and considerable quantities of bismuth are allowed to escape recovery at many smelting plants .

Iceland spar is a variety of calcite ( calcium carbonate ) characterized by its purity , transparency , and perfection of crystalline structure . It takes its name from the country in which it was discovered . The actual demand for it is small , but the supplies of high - grade optical spar are so meager that the search for it has become international in its scope . Iceland spar is a scientific necessity , for without it research precision and technology would be hampered considerably . The earliest students of mineralogy were familiar with calcite , but the transparent variety was not discovered until early in the seventeenth century , when crystals of it were found in the bed of a stream in Iceland . It received little attention until 1669 , when Erasmus Bartholinus first recognized its powers of double refraction . The results of his investigation were published in a book , " Experimenta Crystalli Islandici , " which appeared in 1670. The law governing the action of the rerracted rays was discovered by Christian Huygens eight years later . The polarization of light rays in passing through Iceland spar was discovered in 1809 by Etienne Louis Malus , a French physicist , who published a paper describing the phenomenon . His work was closely followed by that of William Nicol , who in 1828 designed the Nicol prism which is still used as the source of polarized light in most optical instruments .

Of the sand and miscellaneous silica produced in the United States , ordinary sand and gravel are , of course , the most important, at least as regards volume of output . The building- construction industry absorbs approximately 75 per cent of the total value of all quartz and silica , as shown in Table 2 of Quartz and Silica, Part I, under "General summary . " Because of their unusual physical properties tripoli and diatomite find extremely wide uses in industry, and as the commercial deposits of these ninerals , especially tripoli , are scattered, large quantities enter into interstate commerce . Whereas ordinary sand and gravel are bulky commodities , these specialties have a fairly high unit value and hence can be transported relatively long distances .
