This summary of State laws on explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and , in general , how they have been treated . It does not include any legislation passed after 1942 , or any proclamations , regulations , or administrative orders . It does not purport or attempt to be authoritative . If any problem arises involving interpretation of the statutes of any particular State , the original source must be consulted for the exact words used by the legislature . This summary , however , will be useful in determining whether relevant statutes exist , and in locating thern quickly, with a minimum of effort . It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of these jurisdictions or to contrast the varying provisions of many States upon a similar subject . To make these comparisons easier , the statutory provisions for each State have been grouped under several major topics in outline form . Although this sometimes has resulted in disruption of the continuity of individual acts , the increased general clarity and availability of comparable sections have more than justified the procedure followed ,

In modern warfare, mica is truly indispensable. Coordination of combatant units necessitates maintenance of intricate communications equipment, in the construction of which high-grade sheet mica is essential. Scrap, ground, and the poorer qualities of block mica, which are less essential to the military program, are not considered in this paper. Magnesia (MgO) has a variety of uses, and it has become increasingly important as a war material because of the imperative demand for refractories to line metallurgical furnaces, and because magnesia is used to make the in aircraft and other implements of warfare. Magnesia occurs as an integral part of nearly 60 minerals, but it is extracted commercially from only a .smaller number, of them. The present commercial sources are magnesite, brucite, dolomite, raw sea water, sea water bitterns, and well brines. Magnesia Raw Materials Magnesite magnesium, carbonate MgCO3, theoretically contains 47.8 percent MgO and 52.2 percent CO2. There are two varieties of magnesite, crystalline and cryptocrystalline (dense or amorphous). The latter type, though, not so plentiful as the former, is generally purer. It resembles unglazed write pottery in texture, whereas the crystalline variety is generally dark and granular, though the color may vary. The principal domestic deposits, of crystalline magnesite are near Chewelah, Stevens County, Wash. (which has supplied most of the magnesite mined in the United States), in the Gabbs Valley area of Nevada (near Luning); and in Llano County, Tex. Crypto-crystalline magnesite occurs principally in California. Magnesite occurrences have also been reported in several other States, including New Mexico, New York, New Jersey, Pennsylvania, Massachusetts, Vermont, and Maryland, but these deposits have not been developed commercially.

In 1930 the Bureau of Mines published a description3/ f the concentrating process of the Magma Copper Co. as it had been developed to that time and was then employed. The prevent paper revises the description to the end of 1943 and includes a description of the smelting processes. Data from the mild and smelter operations for, 1942 are given in tables 1 to 14, Billing costs are included, but it is not permissible to publish smelter costs.

Steel and iron pipe lined with cement to protect it against corrosion has been used in the municipal water systems of the New England States since about 1870. In most recent years, the petroleum industry adopted cement-lined pipe to forestall corrosion, particularly in those areas where large quantities of corrosive brines and hydrogen sulfide are associated with the oil produced. Many of the oil companies had on hand large quantities of corroded pipe, normally disposed of as scrap, which could be cleaned, lined with cement, and returned to service. It was soon learned that after the so-called scrap pipe was lined with cement much of it could serve fully as well as new cement-lined pipe. The demand for lining used pipe with cement resulted in the establishment of several processing, plants in the Mid-Continent oil-producing area. Today six cement-lining plants serve the areas three in Oklahoma and one each in Kansas, Texas, and Illinois. All of these plants have lined large quantities of used pipe for the brine-disposal systems of western Kansas, Illinois, and east Texas and also for the operators of water-flooding projects in northeastern Oklahoma and southeastern Kansas, where large quantities of brine and fresh water are being injected into the oil-bearing formations as a secondary oil-recovery method. Since war demands during the past 2 years have created an acute shortage of steel, the need of reclaiming used pipe for the expansion of oil-producing operations has become more evident than ever before. Thus the new industry (about 6 years old) - lining used pipe with cement - is saving large quantities of steel at a critical time by reclaiming used pipe and preventing further- corrosion.

This report on the bibliography of zirconium has been confined to those publications and patents that appear to be useful in the commercial development of the metal, both the malleable and the nonmalleable. The methods of production have been stressed and special attention has been given to the alloys. Compounds of importance, like the oxide and chloride, for the manufacture of the metal or of the alloys have been considered. The use of the oxide in refractories anal in the glass and porcelain industries has been omitted. The present survey is critical; that is to say, an attempt has been made to evaluate the effectiveness of suggestions made in the literature. The exhaustive work of Marden and Richy, Bureau of Mines Bulletin 186, published in 1921, has been taken as a base to start from with the intention of bringing the subject up to date with material published in the last 24 years. During this time there was considerable 'advance in the preparation of the metal and Its alloys, and in the development of new uses. On the other hand, there was little progress in the methods of decomposing the ores, so that the chapter on this latter phase is necessarily short.

As recently as 1915, helium was available only in very small quantities at a cost equivalent to $2,500 per cubic foot. It was a laboratory curiocity, and its properties were of interest to a limited number of scientists (11).3/ During the past 30 years, however, helium has grown from a plaything of scientists to a factor of importance in the prosecution of the recent war. Navy blimps filled with nonflammable helium proved to be more than a match for German submarines operating in the Atlantic. American bombers were able to fly unheard-of distances to drop bombs on Tokyo, Nagoya, Yokahama, and other Japanese cities because they had been made lighter with magnesium, arc-welded in a helium atmosphere. The Army utilized helium-filled radio-sonde balloons to obtain vital information concerning weather conditions affecting D-day invasions and other military maneuvers.

The barite industry has made notable progress since the days when barite was used only as an adulterant in white-lead paints and the only method of mining it was with pick and shovel. The following chronological record may serve to show how this heavy white mineral has grown in importance in the national exonomy and at the same time to indicate development of methods for obtaining it. 1845. - Barite first, mined in Fauquier County, Va., for use as an adulterant in white-lead paints. 1850 (approx.). - French settlers 60 miles southwest of St Louis, Mo., discovered barite; called it "'tiff;' meaning white. It was mined and shipped to St. Louis for use in paint.

In Europe and in certain other foreign countries studies have been made, extending over a period of years, relating to the winning of oil from oil shale. More work has been done in these countries than in the United States, for the reason that a supply of natural petroleum has not been so generally available there as here. Information has been obtained relating to present practices in these foreign lands in the development of a shale-oil industry. It is realized that in the past there has been very little inducement to invest capital in shale-oil enterprise in the United State's because the supply of petroleum has been plentiful; however, the time possibly is not far distant when the utilization of oil shale may be cons¬idered a desirable and financially sound venture, as it may be necessary before long to augment our supply of oil with that recovered by processing shale. The data presented herein portrays at least some of the thoughts of those engaged in obtaining oil from oil, shale in Europe, and they depict some of the results thus far obtained as well as certain plans for further efforts to win oil from shale; it is hoped that those who undertake the development of a shale-treating industry in this country will find useful information in this report.

In 1939, the author made a survey of relative gravity in the Mediterranean-basin, 41° 35,5' to 41° 56.3' northern latitude and 0° 10,3' to 0° 28' longitude, referred to Mt. Mario. Ten stations were covered; 25 other stations had been occupied in the vicinity of Rome and in Albanian mountains during previous years. The new measurements revealed gravity anomalies ranging within the following limits: (1) With a free-air reduction, between + 29 and + 120 mgl., average + 60 mgl.; and (2) with a Bouguer reduction, between + 22 and + 87 mgl., average + 41.5 mgl. - V. In 1940 the Bureau of Mines issued a report describing all the cement plants of Latin America, their design, capacity, and output, and the cement imports, exports, and requirements of the several countries. Since that time there has been such great activity in cement plant construction that a revision of the paper is highly desirable. The present compilation comprises the essential data in the previous report together with descriptions of all cement plants completed, under construction, or planned since that date and an overall picture of the supply and requirement situation of each country. Before World War I, Latin America was one of the world's largest export markets for cement. Its dependence on outside sources created no special problems of supply until the shortage of shipping and abnormally high prices of the First World War stimulated a movement toward greater self-sufficiency. Under this incentive many cement plants were constructed, and several countries were able by 1939 to manufacture enough cement for their modest needs. Substantial imports were still required for many important areas, and as the volume of demand was rapidly increasing the Latin American countries as a whole were far from self-sufficient in cement when tine Second. World War began. South and Central America depended to a large extent on European countries, chiefly Germany arid Belgium and to a smaller degree Scandinavia, United Kingdom, France, and Italy, to Supply their cement shortages. The cost of manufacture in these European countries was much lower than in the United States, and transportation expense had been kept at a particularly low level because of the two-way trade that had been developed. Ships destined for Latin American ports for coffee, tropical woods; fruits, and other native products could carry cargoes of cement on their westward voyages at very low cost In some instanced cement was taken in exchange for South American -products because cash was not available. Great Britain had withdrawn from this market to quite an extent because of low prices and because trade with its own Empire had been increasingly fostered. United States trade in cement with Latin America had been confined principally to white and other special varieties. In few places could ordinary portland cement made in the United States compete in price with the European products; although in general it was of better quality and cool d be delivered more promptly.

The objectives of the coal-research activities of the Bureau of Mines are very well expressed in the organic act of Congress establishing the Bureau. It reads as follows: That it shall be the province and duty of the Bureau of Mines, subject to the approval of the Secretary of the Interior, to conduct inquiries and scientific and technologic investigations concerning mining, and the preparation, treatment and utilization of mineral substances with a view to improving health conditions, and increasing safety, efficiency, economic development, and conserving resources, through the prevention of waste in the mining, quarrying, metallurgical and other mineral industries; to investigate explosives and peat; and on behalf of the Government to investigate the mineral fuels and unfinished mineral products belonging to, or for the use of, the United States, with a view to their more efficient mining, preparation, treatment, and use; and to disseminate information concerning these subjects in such a manner as will best carry out the purposes of this act.

The Leuna Factory of the I. G. Farbenindustrie A. G., situated near Merseburg, is the biggest heavy-chemical plant in Germany and produces a very wide range of products, mainly based on hydrogen or hydrogen and carbon monoxide. Its principal products are ammonia, synthetic petrol derived from the hydrogenation of brown coal, and synthetic alcohols made from hydrogen and carbon monoxide. The plant was first, visited on April 21, 1945, by a team including E. Cotton, V. Haensel, E. B. Peck, P. K. Kuhne, H. M. Weir, L. L. Hirst, W. W. Odell, G. U. Hopton, H. Hollings, J. F. Ellis, and H. G. Simpson. It was again visited on May 8-24, 1945, by a combined British and American team consisting of R, Holroyd, M. A. G, Banks, D. A. Howes, A. J. V. Underwood, R. A. Taylor, W. F. Faragher, H. Schindler, and J. G. Allen. This team was later joined by J. F. Ellis and R. J. Morley. A third visit with particular reference to catalyst manufacture was made by W. F. Faragher and W. A. Horne, and the notes of these latest investigators have been taken into account in preparing the report. This report was edited by Dr. R. Holroyd.

This report is one of a series written by members of the Solid Fuels Mission to Germany describing wartime developments in the mining , preparation, and utilization of coal . The mission was organized early in 1945 under the auspices of the Technical Industrial Intelligence Committee , which cooperated with a counterpart British Committee . Engineers from other allied countries cooperated in some of the investigations . The Solid Fuels Mission operated under the direction of a steering committee headed by Dr. C. J. Potter , deputy solid fuels administrator . The personnel of the mission consisted of H. F. Yancey , in charge , J. W. Buch , Thomas Fraser , L. L. Newman , and L. D. Schmidt , of the Bureau of Mines ; H. H. Lowry , Director of the Coal Research Laboratory , Carnegie Institute of Technology ; H. J. Rose , vice president and director of research , Bituminous Coal Research, Inc .; and F. H. Reed , chief chemist , Illinois Geological Survey . Over 50 reports were written by the members of the Solid Fuels Mission . These and microfilms of supporting data obtained in the course of the investigations are on file at the Bureau of Mines , Washington , D. C. where they are available for public examination . The Office of the Publication Board in the Department of Commerce is prepared to furnish photolith copies , photostats , or microfilm reproductions of all declassified reports . A Bibliography of Scientific and Industrial Reports is issued weekly by the Department of Commerce , Office of the Publication Board , and is sold by the Superintendent of Documents , Government Printing Office , Washington 25 , D. C. , on a subscription basis . An initial payment of 10 dollars will provide for approximately 9 months , and subscribers will be notified when additional remittance is necessary . All subscriptions will begin with volume 1 , No. 1 , unless ordered otherwise . The Bibliography covers all materials and subjects and gives instructions for obtaining the desired items . The reports of the Solid Fuels Mission relate to the following general subjects : Mining methods in the Ruhr district of Germany , with special reference to mechanical cutting and loading equipment , pneumatic packing , and Diesel mine locomotives ; activities of industrial research laboratories supported by the German coal and coke industry ; coal preparation in western Europe ; low-temperature carbonization processes ; metallurgical coke from weakly coking coals ; low- ash electrode carbon from coal ; new developments in the production of metallurgical coke and the utilization of gas and byproducts ; briquetting brown coal and bituminous coal without the use of binders ; recent engineering developments in gas turbines and steam generators , with special reference to use of coal ; German coal-fired heating and cooking stoves; and the commercial extraction of coal with solvents for production of synthetic liquid fuels or chemical products . Numerous reports on the activities of German synthetic - liquid -fuels plants and the plants for the production of synthesis gas from solid fuels are available in the same office as the Solid Fuels Reports . It is planned to publish in this series of Information Circulars the more important reports or combinations of reports prepared by the members of the Solid Fuels Mission . A similar series on synthetic - fuel activities is being prepared .

"INTRODUCTION The Federal Explosives Act (55 Stat., 863), as amended, was passed by Congress on December 26, 1941, and became effective immediately; it amended the Act of October 6, 1917 (4o Stat., 385). The purpose of the Act was to regulate the manufacture, storage, use, and possession of explosives in order to prevent sabotage and to assure that explosives and ingredients would not fall into unauthorized hands. Under the provisions of the Act, the Director of the Bureau of Mines was authorized to administer its provisions under the supervisions of the Secretary of the Interior.EXPLOSIVES-CONTROL DIVISIONTo administer the Act, necessary personnel were employed in accordance with the appropriation made from a special presidential fund and later by Congress, and the Explosives Control Division was organized as a part of the Health and Safety Branch of the Bureau of Mines constituting the fourth division of that branch. A central office was established in Washington, D. C., and field offices were designated largely at the offices of the Health and Safety Branch throughout the country, and 50 explosives investigators were employed and assigned to work from these offices under the direction of the district engineers of the eight districts into which the United States is divided by the Health and Safety Branch. The territory assigned to each investigator was based on the approximate amount of explosives stored in that area; however, smaller territories were assigned to investigators stationed near the Pacific coast, which was indicated as critical by the armed forces."

Germany's' wartime coal-tar industry had two main branches, which can best be considered individually because their raw materials, operations, and distributions were almost completely separated. One branch, old and well-established, was concerned almost entirely with processing coal tar produced by the high-temperature carbonization of caking bituminous coal. Carbonization was effected principally in byproduct- coke ovens and to less extent in vertical, horizontal, and inclined retorts. The high-temperature tar was all processed in tar-distilling plants that handled high-temperature tar almost exclusively.
