Chlorofluorocarbons (CFC's), once universally accepted as ideal compounds for use in cooling and refrigeration, in foam production, and in cleaning electronic components, are being phased out and eventually banned under extensive international agreements because the chlorine in CFC's is thought to deplete the Earth's ozone layer. The industry has responded with the introduction of alternatives in the form of hydrofluorocarbons (HFC's), which contain no chlorine, and with hydrochlorofluorocarbons (HCFC's), which fill an intermediate gap in the replacement of CFC's. As a result of the elimination of chlorine in the HFC's and the reduction of it in the HCFC's, these alternatives contain more fluorine than the CFC's do. Other nonfluorocarbon substitutes, known as not-in-kind alternatives, contain no fluorine at all. As a result, the fluorspar mining industry, which is the source of fluorine in fluorocarbons through intermediate hydrofluoric acid, is being affected. Concern for this impact has led the U.S. Bureau of Mines to employ its capabilities to analyze various scenarios in the evolution of CFC replacements and substitutes to determine their effect on fluorspar mining. This report utilizes a network flow model to examine the effects of proposed replacements for CFC's, in terms of fluorine content, on fluorspar operations worldwide and on hydrofluoric acid plants in North America and Europe.

Based on a review of historical domestic and international chromium metal production capacity, production, consumption, trade, and trade literature, world annual chromium metal production capacity in 1995 was estimated to have been 38,300 metric tons, a drop from 43,500 tons in 1994. World chromium metal production and consumption were estimated, on average from 1984 through 1992, to have been 21,000 tons per year. U.S. consumption was estimated, on average over the same time period, to have been 6,200 tons per year. The major world chromium metal producers between 1984 and 1995 were China, France, Germany, Japan, Russia, United Kingdom, and United States. From 1984 through 1992, world trade averaged 8,400 tons per year. Germany and the United States accounted for over 75 percent of imports on average during the same time period. U.S. chromium metal import value rose from under $1 per kg before 1964 to over $6 per kg in 1993. Over the same time period, prices rose from about $4 per kg to about $10 per kg. Chemical specifications have become more stringent. Detailed chromium metal trade, prices, value, chromium metal chemical specification, and production capacity by country are reported. A shift in trade patterns was anticipated as Japan exits production and displaces Germany as the second largest importer and as Russia increases its role in world trade.

The identified helium resources of the United States were estimated by the U.S. Bureau of Mines at 617 Bcf, as of December 31, 1992. This includes 285 Bef of demonstrated reserves, 85 Bcf of demonstrated marginal reserves, and 37 Bcf of demonstrated sub-economic resources. The identified resources also include 166 Bcf of helium in inferred reserves and inferred marginal reserves and 44 Bcf in inferred sub-economic resources. The identified helium resources contained on Federal lands are approximately 172 Bcf, including 32 Bcf in underground storage in the Cliffside Gasfield near Amarillo, TX. Undiscovered helium resources in the United States are estimated at a most likely volume of 104 Bef, with a maximum volume of 249 Bcf and a minimum volume of 41 Bef. Also reported are 51 Bcf of helium in nonconventional and low-helium-content natural gases. Extraction of helium in the United States occurs mostly from natural gases produced from the Hugoton gas area in Kansas, Oklahoma, and Texas, and the Riley Ridge area in southwest Wyoming. Helium extracted from natural gas in the United States in 1992 was 3.3 Bcf. Some shortfalls in helium supply may occur in about 5 to 10 years.

This handbook describes effective methods for the control of mineral dusts in mines and tunnels. It assumes the reader is familiar with mining. The first chapter deals solely with dust control methods, regardless of the application. It is a brief tutorial on mining dust control and will be of help to the reader whose dust control problem does not conveniently fit any of the mining equipment niches described in later chapters. The subsequent chapters describe dust control methods for different kinds of mines and mining equipment. This includes underground coal and hard-rock mines, as well as surface mines, stone mines, and hard-rock tunnels. Because dust sampling has so many pitfalls, a chapter on methods used to sample dust is included. For those occasions when there is no practical engineering control, a chapter on respirators is also included. Except for those listed as ?future possibilities? in the longwall chapter, the dust control methods described are practical and cost-effective for most mine operators. If controlling dust were a simple matter, dust problems in tunnels and mines would have been eradicated years ago. Unfortunately, most underground dust control methods yield only 25% to 50% reductions in respirable-sized dust. Often, 25% to 50% reductions are not enough to achieve compliance with dust standards. Thus, mine operators must use several methods simultaneously, usually without knowing for sure how well any individual method is working. In fact, given a 25% error in dust sampling and day-to-day variations in dust generation of 50% or more, certainty about which control methods are most effective can be wanting. Nevertheless, over the years, some consensus has emerged on the best dust control practices. This handbook summarizes those practices.

This handbook describes effective methods for the control of methane gas in mines and tunnels. It assumes the reader is familiar with mining. The first chapter covers facts about methane important to mine safety, such as the explosibility of gas mixtures. The second chapter covers methane sampling, which is crucial because many methane explosions have been attributed to sampling deficiencies. Subsequent chapters describe methane control methods for different kinds of mines and mining equipment, primarily for U.S. coal mines. These coal mine chapters include continuous miners and longwalls, including bleeders. Coal seam degasification is covered extensively. Other coal mine chapters deal with methane emission forecasting and predicting the excess gas from troublesome geologic features like faults. Additional coal chapters contain methane controls for shaft sinking and shaft filling, for surface highwall mines, and for coal storage silos. Major coal mine explosion disasters have always involved the combustion of coal dust, originally triggered by methane. Thus, a chapter is included on making coal dust inert so it cannot explode. Methane is surprisingly common in metal and nonmetal mines around the world, as well as in many tunnels as they are excavated. Accordingly, a chapter is included on metal and nonmetal mines and another on tunnels. Proper ventilation plays the major role in keeping mines free of hazardous methane accumulations. The ventilation discussed in this handbook, except for the chapter on bleeder systems, deals only with so-called face ventilation, i.e., ventilation of the immediate working face area, not ventilation of the mine as a whole. The omission of whole-mine ventilation was necessary to keep this handbook to a reasonable size and because a huge amount of excellent information is available on the subject.2

Most publicity about the copper industry nowadays is focused on the adequacy of ore reserves and on excessive mining capacity. These concerns, stemming from public awareness of actual and potential shortages and oversupplies, relate to production rather than consumption. Perhaps the reason for this one-sided view is that copper is thought of as a commodity which is conspicuously traded in world markets, rather than as one of many industrial materials that serve today's rapidly changing technology. Copper differs from other widely traded commodities in that its real cost of production has progressively increased since World War 11. The reasons for the increase are identifiable by analyzing operations in one of the world's large producing centres, the copper province of Arizona. Another respect in which copper differs from some other commodities is that increases in demand occur less automatically in the case of copper than they tend to in commodities whose consumption is more directly related to population growth. The copper industry's current inability to generate and attract needed investment capital is attributable to these differences between copper and other commodities; it suggests that the concept of copper purely as a commodity is outdated. The key to the problem is better integration between the activities of copper producers and users. Depending on circumstances, integration takes various forms- for example, investment tied to long-term sales con- tracts between producers in developing countries and consumers overseas; common ownership of producing and manufacturing facilities in industrialized nations like the U.S.; and consumer-oriented research and marketing by the copper producers.

THE upper Mississippi Valley zinc-lead area was the first major lead producing section in the United States. The lead ore, found near the surface in crevices, was relatively pure galena that could be smelted directly into lead, at first in log hearth furnaces and later in more efficient blast type furnaces. French Canadian fur traders encouraged the Indians to mine the lead ore and showed them how to smelt it into lead that had a high value for bullets.1 Nicholas Perrot found lead ore on the Mississippi River bluffs near the junction of Wisconsin and Illinois and in 1690 established a trading post on the Wisconsin side of the river opposite the present site of Dubuque, Iowa.2 Shortly after 1720 discovery of Mine La Mott in Missouri diverted considerable attention from the Upper Mississippi area. Mining continued on a desultory basis with operations concentrated in the Galena, Illinois-Dubuque, area. In 1740 at least 20 miners were at work in the Fever River area around Galena and are reported to have shipped 2500 70-lb pigs of lead to Kaskaskia in 1741.3 Julien Dubuque established a mining and smelting operation in 1790 near the city that bears his name 'and was granted sole right to exploit the mining operations on the lands of the Sauk and the Fox Indians. He is reported to have produced 30,000 70-lb pigs of lead in 1805. Following the death of Dubuque in 1810 the Indians refused to let the white miners enter their lands, and little was done on the Iowa side of the river until the Indians were removed by treaty with the United States government in 1832.4 Early mining was entirely for lead but as the crevices were followed down, increasing percentages of zinc sulphide and zinc carbonate were encountered and at first discarded. Later a market became available for the zinc ores, and hand jigging devices were made to separate the lead," the zinc, and the rock or waste materials. The first record of zinc production from -the area is for 1860. Production of zinc passed that of lead before 1900, reached a peak of 64,000 short tons' in 1917, fell off rapidly and continually to about 2000 short tons in 1938, and since 1940 has ranged from 11,000 to 19,000 short tons. Lead has been of considerably less importance since 1900, and at present only about 10 pct as much lead as zinc is produced. Practically all of the zinc ore has come from orebodies that are rather flat and wide with, considerable length as compared to width. Most of the early lead came from the crevice type deposit, but present production is from the predominately flat zinc orebodies. The Graham-Snyder orebody, scene of Eagle Picher operations, is practically all zinc with little or no lead being recovered. Marcasite, present in varying amounts, makes production of finished concentrates by gravity separation impractical. Satisfactory lead and zinc concentrates have been produced since flotation was introduced in the area in 1927. An acid recovery plant was operated for about 20 years after World War I, but it has been dismantled, and no recovery of the iron sulphides in the ores of the district is being made at the present time. In June 1950 there were three companies operating mines and mills, Tri-State Zinc Co., Calumet & Hecla Consolidated Copper Co., and Eagle Picher Mining and Smelting Co. The Vinegar Hill Zinc Co. had completed a shaft at a new orebody and had started to develop the mine which will supply the Cuba City mill. The Cuba Mining Co. was holding the Andrews Mine inactive. The Dodgeville Mining Co. was not operating but was exploring for additional reserves. Several small mines were selling ore to the Eagle Picher mill. A general area map is given in Fig. 1. While the United States and the rest of the world struggles with record-setting oil prices Canadian oil sands producers are ramping up production to meet demand for oil while also fighting against a host of negative images. In recent months, the price of oil has skyrocketed. Most of that oil comes from Saudi Arabia. In Alberta, Canada there are unconventional oil reserves that rival those in Saudi Arabia in the vast Canadian oil sands, sometimes called the tar sands. Proponents of the oil sands say that Alberta?s oil sands can be a secure source of oil and energy for the United States for many years to come. With new mining and drilling projects, the industry has said that it could quadruple its production to nearly 4 million bbl/day by 2020. Time magazine once called the oil sands, ?Canada?s greatest buried treasure that could satisfy the world?s demand for petroleum for the next century.? So why hasn?t the United States embraced this close, politically secure source of energy? Because, getting usable fuel from the oil sands can be a dirty business, say opponents. The oil sands are a combination of clay, sand, water and bitumen. It is a heavy, black, thick oil. Oil sands can be mined and processed to extract the oil-rich bitumen, which is then refined into oil. The bitumen cannot be pumped from the ground in its natural state. Instead, tar sand deposits are mined, usually using strip mining or openpit techniques, or the oil is extracted by underground heating with additional upgrading. These methods require a huge amount of energy and water and produce a large amount of carbon emissions. Environmental groups that have long spoken out against the oil sands projects got some political backing in the United States in June when a group of mayors from large U.S. cities spoke out against the oil sands, as did presumptive Democratic candidate for U.S. president Barack Obama?s senior energy advisor. During a convention of large-city mayors in Miami, FL, Alberta?s oil sands were singled out in a nonbinding resolution calling for national guidelines to track the lifecycle impact of different types of fossil fuels. The resolution urges cities not to use unconventional sources of energy with a large carbon footprint, such as liquid coal and oil shale and oil sands.

A material aim when feeding ore blends into a processing facility is to reduce the variability of the properties of the feed material and to maximise the output, or throughput. At the Mining Geology conference of 2019, we presented a paper on optimal blending of coking coal given geological variability. The paper introduced integer-programming techniques to both maximise value and minimise feed or product variability. We discussed an application where the geological uncertainty is characterised using a normal distribution and exact solutions are readily obtainable using second order conic constraints in the mathematical model. Geological uncertainty is not always normally distributed, many properties will be characterised as log normal or some other skewed distribution. For example, copper can be some form of lognormal and Fe in Iron ore has a left skewed distribution. In this paper, we discuss some distribution free techniques to optimise the blends of plant feed or output given a quantified geological uncertainty. We discuss the sample average approximation method and how to set-up and apply the method to an ore blending problem. Evaluating a case study demonstrates that the explicit use of non-normally distributed geological uncertainty can better optimise feed into an ore processing facility and potentially add significant value. The approach is equally applicable to all mining and processing operations that blend material into a processing facility or directly into a saleable product.

Before any accident prevention and total safety programme can succeed, a safety concientiousness or attitude needs to be implanted in the employees' minds. Psycholog- ical and physiological conditions play a vital role in accident causation and prevention. Both need attention in a good safety programme, but working place conditions and environment are more easily corrected. However, the challenge is to change attitudes in the minds of men - psychological factors in accidents. To do this does not require a Safety Officer, but does require a Safety Adviser. At Blackwater mine a Safety Adviser is available to all sections of the organisation to guide and assist, to provide data and material to use at meetings, to help in accident investi- gations and to help organise training. To eventually achieve total commitment requires every member of the management team to be a salesman towards all around selling an attitude to safe working, a way of life. At Blackwater mine the workforce is young overall with most employees being under 40 years old. Psychologically this is a quite different problem to a balanced ages working group. A great deal of effort is needed to communicate with the younger, articulate, better educated employee who is also generally a skilled operator in the capital intensive

A very wide range of technologies are utilised in the mining and processing of ores and a great deal of effort is expended in the development of ænew technologiesÆ to improve mining performance and economics. Traditionally, technology and people have been treated as separate aspects of an operation, when in fact they are inextricably linked. The successful implementation of new technologies is entirely dependent upon the actions, enthusiasm and skills of people, both as individuals and working in groups. This paper discusses the role of technology in mining and how new technologies are implemented by the industry. The paper argues that existing technologies have not been fully or adequately utilised and that effort should be re-focussed on the implementation of technologies that have been taken for granted for many years. The need for greater emphasis to be placed on the management of the human-technology interface is discussed.

Artisanal and small-scale mining (ASM) operations continue to grow across sub-Saharan Africa and serve as a source of livelihood to many rural communities. Owing to safety, health, environmental, and social concerns, the occupation has been regarded as a menace in several sub-Sahara African countries. Recent studies in the field of ASM prescribe formalization as a way to tame its excesses while enhancing its potential. This paper explores the concept of formalization as it relates to ASM and how it is being affected by the funding situation. The paper seeks to address the question as to whether formalization of artisanal mining operations can achieve the desired results in view of the lingering credit constraints in this mining subsector. It is recommended that, as a way of extending the scope of formalization, focus should be placed not only on access to credit in ASM but also towards optimizing the creditworthiness of ASM firms, with the goal of improving the viability of the operations.

The paper presents increasing importance of mineral secondary and waste raw materials in the minerals management in Poland. Definition of mineral secondary and waste raw materials is proposed, according to current Polish law. On this basis, sources of various types of mineral waste raw materials are analysed. The special attention is paid to the wastes from mining and processing, wastes from power plants, and wastes from steelworks and other smelters. Other types of waste and secondary materials, such as metallic containers, glass containers, batteries, metallic wastes and scraps, are also taken into account. Analysis of sources of such materials is shown together with the main directions of their economic use. Available sources of information on manufacture and use of the mentioned secondary and waste raw materials are also analysed. Finally, for a wide range of waste materials, their current and expected significance as substitutes for some industrial and construction minerals in Poland is given.

An accepted statement of fact is that transportation next to agriculture is the second most important industry in the world. The transportation networks of the United States contributed immensely to the growth and prosperity of our nation. My objective is to make each and everyone here aware of the need for communication between geologists, mining engineers, purchasing agents and transportation managers. Only through a cooperative effort is it possible to reap the benefits of transportation in the industrial minerals field. Transportation is often thought of in terms of trucks, rail cars, barges, covered wagons or whatever. If this is your only exposure to the transportation industry then you probably spent most of your life in a cave.

THE milling of talc, as is the case of many non-metallic minerals, until recently, has not received adequate technical consideration, for the talc industry has become of importance only within the last decade. At first, talc was used only in the massive form, for foot warmers, griddles, and so on, and milling methods were unnecessary. As the demand for ground talc increased, producers adopted the machinery used in the milling of flour; in fact, many talc mills were rebuilt flour mills. Improvement has been slow, but today several types of grinding and separating machinery are in use; many of them, however, are still inadequate and inefficient. To determine the best methods of milling talc, it is necessary to understand the essential properties a talc must possess to fit it for a particular use. For toilet purposes, whiteness, freedom from lime and grit, fineness of grain, and good "slip" are essential. As a paper filler or coating, the talc must be white, have a good slip, be free from grit and iron, uniform, and fine grained; freedom from lime is a disputed point. Fibrous talc is supposed to be superior to massive on account of the interlocking of grains in the paper, thus increasing its strength; this point, though, is in doubt. In general, talc for the paper industry need not be of as high quality or as fine grained as that used for toilet purposes. Talc is usually bought by sample, for which reason it is difficult to state the essential properties for use in paint, rubber, roofing, and so on. The adoption of standard screen tests and standard grades by producers is necessary before an accurate basis for manufacturing or selling standards can be established. Off-color tales might be utilized, as in Germany and-Austria, by the establishment of standard grades of colored tales.

The doctor knows he is the real center because he keeps us well. The lawyer says that he is indispensable because he keeps the peace. The banker furnishes us a place to keep our money and tells us how to make proper use of it. The miner sags that without metals there would be no civilization. I think that my branch has sufficient interest and exhilaration. of accomplishment to fully occupy any man's mind and attention. Mining and metallurgy are as old as the human race. It did not have much, if any, importance in the stone age as there are not found remains of iron and copper, but in the bronze age, which was co-existent with the stone age, it came to the front. Iron and copper were the most important metals. Copper, as bronze, was known in ancient Egypt, I\~:IS important in Rome and other parts of Europe and in Asia; in South America among the Aztecs and farther North were the Mound Builders and the early inhabitants of Lake Superior. At a very early date the Egyptians conquered the Sinai peninsula for the sake of the copper produced there. The history of copper metallurgy can be compared to that of a flower. The seed is sown in darkness and in the Dark Ages the crude metallurgy of copper began. As the shoot comes up from the seed it may be compared to the age of alchemy; the branches of the plant can be compared to the Middle Ages; the flowering shoots to the 17th century, the budding to the 19th and the blossom to our own time from 1870 on.

This project was specifically aimed at using increased acceleration separation, as a method to optimize the recovery of gold in an ore body mainly consisting of hematite where the specific gravity of gold is much higher in comparison to the carrying material, making it possible to separate gold from other materials like silica, base metals and their oxides, usually associated with gravitation-gold-recovery-processes. The ore body investigated in this project originated from a gold reef containing a large portion of gold locked inside the gold pyrite complexes, which was mined and treated in a conventional way. After gold extraction, the material was pumped to a tailings dump and the gold extraction of this dump was investigated. In order to assemble a concentration plant setup, the head grade and size distribution of the dump and bulk sample were determined accurately. Chemical analysis and mineralogical examination were done on a representative sample of the bulk sample, to determine the chemical composition of the material. The results obtained thereof were evaluated and a pilot plant was configured. A bulk sample was processed in the pilot plant and the results were evaluated. The results at optimum acceleration forces applied, resulted in a recovery of 5% of the mass, with a gold concentrate of 90 g/t Au, which represented 58% recovery of the gold. The hematite with high specific gravity as main phase positively influenced the high acceleration separation process. It proved that if the specific gravity of particles in a suspension were increased, high acceleration separation could be applied effectively to separate much smaller particle sizes.

An improved experimental procedure to measure contact angle has been consolidated with coal surface preparation involving polishing with abrasive paper, alumina powder, and a cloth, followed by ultrasonic and mechanical cleaning. Specifically, the captive-bubble measuring technique has been compared with the sessile-drop technique and the former has been recommended for the examination of the hydrophobic properties of coal surfaces. Results of the research program, which is currently under way, on the examination of the effect of the nature, amount, size, and distribution of mineral inclusions in coal, on its wettability are briefly reviewed.

IN 1933, the monetary metals were produced in a ratio of 6.7 oz. of silver to 1 oz. of gold, the lowest relatively for silver since the period from 1851 to 1865. At the beginning of that period, the virgin placers of California -and Australia began producing almost simultaneously; in consequence, there was an abrupt fall in the high silver side of the ratio that had prevailed through the centuries after America was discovered. The output from the Comstock and other silver-bearing lodes, located a decade after this influx of new gold began, soon restored the production ratio to its former proportion, that is, a relatively large weight of silver compared to gold.

Most of us realize that our nation's roadways are under ever-increasing stresses, from higher traffic counts to increased tire pressures and their resulting loads. At a time when the interstate system as originally envisioned is completed, and the National Highway System is being drawn to replace it, it is appropriate that we examine design and construction methods for the next century. The stone industry shares a common desire to produce high quality, cost-effective roadways that perform over time. The superior sub-grade and road base structure provides for the superior roadway. Since I am neither an engineer nor a contractor, I will not attempt to suggest design or construction methods. What I can do is share my company's experience in supplying road base materials by using a historical perspective in Virginia and some trends in the market that we have observed. Road building and related non-building construction are still far and away our largest markets as an industry. If we can help to improve the end product of our biggest customers, we add value to our own product. Indeed, in a time of budget constraints and competing demands for government dollars, we must show value over the life of a pavement structure to ensure their long-term funding.
