Longwall mining of thin shallow coal seams utilizing open pits is technically feasible. The thinnest coal seam which can be mined using available technology is 34 inches. The capital expenditure for a 1,000,000 ton per year operation is $15,494,000, and the projected rate of return is 5 percent. Similar statistics for a conventional area surface mine are S18,937,000 capital and 14 percent rate of return. The longwall surface mining method disturbs 63 acres of land per 1,000,000 tons, and the conventional area surface mine disturbs 198 acres A significant bibliography of the technology involved is included.

"IN 1975, Nova Scotia produced 1.8 million tons of coal with a FOB mine value of $47.6 million. Of this total, about 30 per cent or 600,000 tons was coking coal and the remainder was steam and industrial-grade coal. The Nova Scotia Power Corporation consumed 630,000 tons in three generating stations and 570,000 tons were sold to Sydney Steel for making coke for its steel operations. Exports, principally to Great Britain, comprised 370,000 tons in 1975 in addition to the 300,- 000 tons shipped to other provinces for use by cement and pulp and paper companies. In 1975, just over 100,000 tons of coking coal were imported into the province from Alberta. Before 1975, low-volatile coking coal was traditionally obtained from the United States. In 1975, production came from seven individual mines and one project involving reclamation from mine dumps in Pictou County. Of the seven producers, four are owned by the Cape Breton Development Corporation, a federal Crown corporation; the remaining three are small independent mines, but, even though small, they are sizeable contributors to the economies of their local areas. After 101 years of continuous operation, Devco's Princess mine was closed in 1975. The Nova Scotia coal industry, in terms of value, accounted for about half of total mineral production in 1975. The industry provides jobs for 3,000 men and women. It is also significant that in 1975 Nova Scotia produced about 6.5 per cent of Canada's total coal production of 28.3 million tons. This report describes pilot-plant studies and an economic evaluation of a process developed by the Federal Bureau of Mines, Albany Metallurgy Research Center, to produce synthetic rutile from a rock-type ilmenite concentrate. In this process, ilmenite blended with coke and lime is smelted in an electric arc furnace to separate most of the iron as salable pig iron and to form a titania-enriched slag of low iron content, which is treated with oxygen and titanium pyrophosphate. The titanium oxides are converted to crystalline rutile; the phosphate glass contains most of the associated impurities. The treated slag is ground and leached with sulfuric acid to liberate rutile crystals, which are concentrated by physical methods. In pilot testing conducted to obtain data for a cost estimation, a synthesized product containing about 88 wt-pct TiO2 and less than 2 pct FeO was extracted from a rock-type ilmenite concentrate containing about 45 wt-pct TiO2. The estimated fixed capital cost (on a mid-1975 basis) of a plant producing 500 tpd of synthetic rutile is $28,290,100. Based on 330 operating days per year, the estimated operating cost for this process is $351 per ton of synthetic rutile. The estimated selling price of synthetic rutile made from rock-type ilmenite is $344 per ton, based on a credit of $160 per ton of pig iron and a 20 pct interest rate of return on investment after taxes.

After the war that was nearing an end In early 1945, regular consulting work for Bralorne, the Bradleys, Pennsalt Chemical Co., and a directorship and occasional consulting for Homestake Mining Co. made it almost certain that in spite of my 61 years I would have enough work to feed my family. But this routine work would not provide enough income to lay up funds for the inevitable future when I could no longer do arduous work. And it would not give me the adventure that had first lured me into mining. Therefore I was greatly relieved as well as pleased when, in the 18 months from April 1945 to November 1946, I was asked to make three of the most adventurous as well as profitable examinations that ever came my way. Pati[n]o Mines, Bolivia The first of the exciting jobs was an examination of the Pati[n]o tin mines in Bolivia. After I had unsuccessfully tried to induce Anaconda to purchase these mines In 1915, the World War I crisis that had forced the half-Indian accountant to try to sell the mines had come to an end. The European market for tin improved dramatically, and "Don Simon" was able to borrow money for expenses while the concentrates were still In Bolivia. He took advantage of the favorable conditions by buying adjacent properties and increasing development work until his Bolivian tin mines were the greatest in the world. And his daughter had marled the French Count de Boisrouvain and was cutting a swath In high International society. Pati[n]o wanted to get rid of the drudgery of running a complicated mining Industry in a remote area In Bolivia when the fleshpots of Paris were much more seductive. An added incentive was the fact that his miners had become unruly and had even threatened his 11fe.

Research was undertaken by the Bureau of Mines to determine the technical feasibility of producing lightweight aggregate from the waste glass fraction of municipal incinerator residues. Tests were conducted to determine the amount and optimum size of glass, the amount of sodium silicate, and the method used to form the material to be expanded. The most suitable mixture, 78 percent glass, 20 percent clay, and 2 percent sodium silicate, was pelletized and then expanded by exposure to a temperature of 1,550° F for 15 minutes The resulting lightweight material had a bulk density of 38 lb/cu ft and exhibited excellent pore structure. Concrete test cylinders made from the light weight aggregate had a unit weight of 104 lb/cu ft and a compressive strength of 2,550 lb/sq in after a 28-day steam cure.

The purpose of this paper is to summarize the role of water resource monitoring in mining activities and to discuss the considerations that go into designing and implementing a monitoring program. The design of a monitoring program is invariably based on sound engineering and scientific judgement since no design formulas exist that can be universlly applied to the monitoring of all activities. As discussed in this paper, however, a methodology of designing a water resource monitoring program does exist. In order to cost-effectively monitor the water resource impacts of mining activities, the following three monitoring related items should be understood: 1. the role of water resource monitoring in the planning, construction, and operational stages of mine development, 2. the available water resources monitoring methods and the proper role of each method in the various scages of mine development, and 3. the strategies that should be followed in designing and implementing a water resource monitoring program.

This paper will review world trends that are increasingly restrictive of mineral exploration and mining throughout the Free World This is occurring in the face of projected huge increases in demand for mineral products Some of the impediments are direct and absolute; others are indirect, but nevertheless effective; still others represent merely hostile attitudes Many of the world governments have a reputation for lack of integrity in dealing with existing foreign investments within their borders, and consequently are quite uninviting places for new investments, especially in the capital intensive natural resources industry. Compared with even 35 odd years ago (and pre-World War II is not that long ago) there are few places left where private mining investments are both wanted and where investors are willing, to go. We shall begin with an analysis of conditions in the U. S., shift to neighboring Canada and Flexico, and then have a look around the world. As the world grows smaller for the private mining sector, the function of exploration, development, and operation is passing over to government. We'll conclude with a view of what this holds for the future

Because of air pollution control regulations in the early 701s it became necessary to clean effluent gases from the Morenci Reduction Works Smelter. Feasibility studies indicated that this could be accomplished most efficiently by using the smelter gaseous effluent to feed a sulfuric acid plant. Complying with air pollution control regulations thus created the need to dispose of relatively large amounts of concentrated sulfuric acid. Typical Morenci ores contain substantial amounts of oxidized copper minerals which are not recoverable by flotation. In addition, there is low sulfide, high oxide material which can be leached, but is not suitable for flotation concentration. Early in 1971 sufficent data had been accumulated to show that a leaching plant for the Morenci tailings could use a large portion of the sulfuric acid produced by the Smelter. It was determined that for all practical purposes leaching of the available copper was complete in two hours or less. Capital expenditures could not be justified for more than two stages of counter current decantation for recovery of the leached copper, and the plant was designed with these criteria in mind.

The role of the precious metals is changing rapidly. They are becoming primarily materials of modern industry, and their decorative and monetary functions are diminishing in relative importance. Certainly gold is still the premier metal for jewelry, as silver is for silverware. But these uses are not growing nearly so fast as are the uses of these metals in a variety of industries. This is even more true of the platinum metals. Moreover, this is true despite the fact that the precious metals are highly expensive and liable to substitution by the base metals in cases where this is feasible. For the fact is that the physical and chemical properties of the precious metals make them relatively invulnerable to substitution; where they can be replaced by the base metals, they have been, and the opportunity for further substitution is, therefore, limited. SILVER In November 1969 the United States Treasury stopped minting the only remaining coin with any silver content. That was the silver-clad Kennedy half dollar, which had a silver content of approximately 40%. The step was taken out of necessity, because of the rising shortfall between world mine production and consumption. It was important to divert the 35 to 40 million oz of silver per year used for the minting of this coin into the open market, where it would be available for industrial consumption. This decision was important, not only for its practical effect but also for what it symbolized. Only four years earlier, in 1965, the Treasury had used 320 million oz of silver" for the full range of coinage. Now not an ounce of silver goes into the United States coinage. The reason is simple and yet complicated. For many years the U.S. Treasury had purchased silver at prices which provided a subsidy to domestic producers. As a result, silver producers were eager to sell to the Treasury, and that agency built up a huge supply of the metal -almost 2 billion oz by- 1961. But, as the free-market price neared $1.29, the basic melt value of the coinage, the Treasury became a seller of silver, not a buyer, and its stock was depleted rapidly. The Treasury lost more :than a billion ounces of silver in the years 1962 through 1965, and it continued to lose silver, both through coinage and through sales to consumers, through 1969. The Government continued to sell silver to consumers at the rate of 1.5 million oz a week, even after terminating the 40% silver Kennedy half dollar. One need be neither an historian nor technologist to recognize that activi¬ties related to the conversion of coal to other usable energy forms have been active for nearly fifty years. The degree of such activity and its evolution to significant commercial proportions has, however, fluctuated widely with world circumstance. For the past decade there has existed both a consistent technology evolution effort in classic R & D proportions, and a mainstream commercial acti¬vity but in rather modest proportions when viewed from the vantage point of world energy needs. But the chain of events wherein it became increasingly obvious that we were in energy trouble irrespective of world politics, spurred alternative energy source activities in the fossil fuels areas. The oil embargo of 1973-1974 made the obvious even more so and provided additional emphasis for the need of such alternatives. Yet the preponderance of these added expenditures and activities (with one notable exception which is the subject of this discussion) has been focused on the intended identification of the best or ultimate process by means of analytical and modest empirical means, whereas our circumstance dictates a bold, higher-risk effort to prove the viability of coal conversion as an industry on a real-time, real-size, real-economics basis. With such proof on hand, industry demands in all related areas will provide the stimulus, motivation and environment for all processes. There is both need and room for many who will compete for a meaningful segment of this new industry which can grow at a rate never seen before in our growth history. The single program in the world today oriented specifically toward the goal of proof of industry viability is the Energy Research and Development Administration's CBF (clean boiler fuels) Program for which COALCON is proud to be the prime contractor.

1. Domestic Production and Use: In 1975.12 companies operated 31 primary aluminum reduction plants, with 3 firms accounting for 67% of production capacity. Washington, Oregon, and Montana accounted for 37% of the total production; Gulf Coast States 21%, Northern States 29%, and other Southern States 13%. Output of primary metal in 1975 was valued at $3.0 billion. Aluminum consumption by 25,000 firms was centered in the East Central United States. Of aluminum consuming industries in 1975, building accounted for about 21%; transportation 19%; electrical 14%; packaging 18%; and consumer durables, 9%.

An ignition detection and suppression system was developed under the scope of this contract. The objective of this machine mounted system was to detect flames caused by frictional sparking from the cutting bits of a continuous mining machine and to suppress it with sufficient speed to prevent the development of an explosion, and to keep the flame from harming the machine operator.

This document presents a description of the results of a project aimed at producing a broad description of current mining training programs and an evaluation of their effectiveness with respect to reducing mine injuries. Aggregate training and injury data were used to evaluate the overall training effort at 300 mines as well as specific efforts in twelve categories of training course objectives. From such evaluations, recommendations were derived with particular emphasis being placed on identifying program characteristics that tend to be associated with effective training. Recommendations were also formulated with reference to role changes in industry and government interaction with respect to training programs, new or additional training programs, changes in the types of course materials and training methodologies, and recommendations concerning new areas for investigation.

The report recommends criteria for the design of safe surface mine haulage roads. Information relevant to road design at surface mine sites delineates vertical and horizontal alignment; subbase and surface materials; drainage; cross-slope, superelevation; runaway vehicle protection; and road and vehicle maintenance criteria. An appendix Is included which details the study methods used in compiling the final report information. A bibliography following the main text lists literature referenced for the report data and which is available as a valuable tool for use by individuals involved in haul road design.

Phase I of the study involved the investigation and evaluation of all potential candidate underground systems for mining the deeper deposits of oil shale and associated minerals in the Piceance Creek basin of northwestern Colorado. Phase II called for the refinement and the detailed technical and economic analysis of the most promising system, or systems, thus disclosed. Of the several systems initially investigated and evaluated, four showed considerable merit for exploiting the deeper deposits: (1) chamber and pillar mining with spent shale backfill, (2) sublevel stoping with spent shale backfill, (3) sublevel stoping with full subsidence, and (4) block caving mining using LHD's. Final refinement and analysis of these four systems indicated their technical feasibility over at least part of the range of conditions expected in the deeper deposits. Their economic feasibility also was indicated under certain operating and market conditions. A variety of engineering, production, and cost information is provided on each of these systems.
