United states reserves of oil and gas have been steadily declining while consumption of petroleum products has continued to increase. The nut result has been an ever increasing shortfall between supply and demand. This imbalance has been made up by imports of both oil and gas causing a strain on the United States Balance of Payments. To complicate the situation further, exporting nations have recently formed a cartel and dramatically increased the selling price of petroleum products. To meet U.S. energy demand, increased attention has been drawn to the production of synthetic oil and gas from coal. To date, considerable research has been conducted and is continuing on various processes for liquefaction and gasification of coal. Some of these processes are now in the pilot plant stage and at least one demonstration plant has been proposed. The coal conversion complexes envisioned will be very large, requiring substantial capital investments and abundant reserves of coal. Coal production to feed these proposed complexes has been estimated on the order of 75,000 tons per day. With the viability of these projects becoming economically attractive, the Office of Coal Research initiated a contract with Fluor Utah to determine and define the problems of surface mining coal at very high mining rates, under varied physical, geographic, and climatic conditions. The flow of recent events in the Middle East has created a greater sense of urgency for this study.

The contract for the Water Jet Chock Mounted Miner Feasibility Study was awarded to FMC Corporation's Advanced Products Division on 18 November, 1974. The program was divided into four phases as follows: ? Phase I - Planning ? Phase II - Conceptual Design ? Phase III - Budgetary Cost Estimate and Economic Feasibility Study ? Phase IV - Final Report During Phase I, which lasted 1 month, most of the necessary information and data for the conduct of Phase II was obtained. To accomplish this, arrangements were made for personal visits to the University of Missouri at Rolla, Illinois Institute of Technology Research Institute, USBM TCMRC, Alpine Equipment Co., Mining Progress, Inc. and Eastern Associated Coal Corporation's Harris No. 1 Mine. Also, a list of manufacturers of high pressure equipment was compiled to be contacted during Phase II. Finally, the objectives to be accomplished during Phase II were outlined. The Phase I Report was submitted on 23 December, 1974. At the beginning of Phase II, personal visits were made to the research centers and firms mentioned above. Later an additional visit was made to the Harris Mine, and to the Pittsburgh Mining Research Center at Brucetun to observe a test of a water jet mounted on an Alpine Mining Machine. Equipment manufacturers of high pressure components such as hoses, tubing, valves, pumps, and intensifiers were contacted to obtain item performance data, availability, and cost.

The basic model for the evaluation of any coal-bearing property is the cash flow projection, the major components of which are operating costs, capital charges, taxation and revenue. A range of cash flow projections can be produced by varying the assumptions which underlie the operating costs, by assuming various forms of capital funding, by making assumptions as to future taxation and by speculating upon the present and future market value of the product. As for any model, the informational inputs and assumptions are vital because, no matter how sophisticated the processing, the informational inputs and assumptions cannot be improved by it. That is to say, the validity of the output (the total evaluation itself) cannot be of greater certainty or significance than that of the inputs. The total evaluation can of course be expressed in a number of ways such as the Discounted Cash Flow (D.C.F.) Rate of Return, the Net Present Value or, the Payback Period. The foregoing statement may seem trite. However, it is necessary to be clear about it so as to avoid unnecessary complication and a preoccupation with techniques as opposed to the informational inputs and assumptions. So far as techniques are concerned, much has been written and said about them during the last decade. Most of us have heard, if not always understood, something about probabilistic models, Monte Carlo simulation, sensitivity and risk analysis to say nothing of inflationary costing and the relative merits of developing cash flows in terms of current or constant money. Those techniques have their value, particularly if they can serve to illuminate conclusions which could not be reached on a simple and even perhaps on an intuitive basis. I am, however, reminded of one major coal mining project in which 20 or more major variables were identified, many cash flow projections were run on the computer and a detailed sensitivity analysis was carried out. The major conclusion reached was that the D.C.F. Rate of Return was predominantly sensitive to variations in selling price and operating cost. Of course, the funding and fiscal elements of a cash flow projection have to be dealt with as rigorously as possible. However, in the development of any coal property, capital requirements and taxation are, in part at any rate, dependent upon the assumed operational parameters. If the latter are misjudged, the whole evaluation process is deeply affected. The same is true of revenue, in the sense that, the positive cash flow is a function of output as well as selling price and again, misjudgements about achievable and maintainable levels of production also deeply affect the final evaluation. I shall try to underline the fundamental influence of the technological factors upon lead times, capital costs, operating costs, taxation, funding and the achievable and maintainable levels of production. In turn, these affect the whole question of coal property evaluation and indeed, the likely success or failure of any coal mining venture. I make no apology therefore that this paper does not set out to discuss the more esoteric aspects of the evaluation process but rather, directs attention towards some of the informational inputs and assumptions which merit clarification and discussion.

Cost System The cost system reported here is a suite of computer programs which incorporates the logic and information flow structure as outlined in earlier chapters. Specifically, computer programs have been devel¬oped to: 1. compute labor, operating, and capital costs, 2. summarize cost and production data, and 3. compute the minimum acceptable selling price for coal. While the cost system can be executed independently, it is de¬signed primarily for use with the Master Design Simulator and there¬fore must conform to the overall system hardware. The computer model is written in Fortran IV for use with the IBM System 360/370 computers as well as with compatible units such as the Univac 1110 and CDC-6600. For ease in error detection and program modification, the model was constructed with a main routine and eight subroutines. The main routine reads and stores the data necessary for the cost computations and calls the subroutines in logical sequence. The subroutines perform the cost computations and data adjustments for reporting purposes. Each subroutine performs the cost computations for its particular com¬ponent of the cost cycle. The program operations are described in the following narrative outline. Control Subsystem As previously described, the main routine is a passive element, reading and storing input data and directing execution to the active subroutines for cost calculations. Magnetic metals are the granddaddy of products which may be recovered from municipal waste. Aside from hand-picking of newsprint and corrugated boxes, magnetic metals are usually the first items a resource recovery facility considers extracting from the solid waste stream. Magnetic metals from incinerator residues and from municipally mandated source segregation programs were first used in significant quantities by the Copper Industry. The ability of the Copper Industry to consume metals from the municipal solid waste stream raised everyone's hopes that there would be more markets for municipal scrap when more of it became available. Somehow something has gone wrong. It is widely acclaimed that scrap is an environmentally sound and economical source of iron. It is greatly in demand for Its contained energy. The prices that the steel industry has been willing to pay for the scrap during the past year are all the proof anyone should need that scrap Is desirable and sought after. But the very fact that I'm speaking today on the markets for magnetic metals recovered from municipal waste indicates that something Is wrong. Clearly the problem is not that we do not need the scrap. The problem is we have not produced the kind of scrap that consumers are willing to buy - either through ignorance of what the consumers wanted or through a conviction that ferrous scrap is so obviously a good thing somebody will surely want it no matter what. Dr. Harvey Alter of the National Center for Resource Recovery has said "You can't sell garbage". In a sense that is only partly true. It really should be "You can't sell garbage for very long". The Steel Companies, in an effort to prove that steel is an environmentally desirable packaging medium, have bought some scrap that can only be described as garbage. They are to be commended for doing so. The fault lies not with the Steel Company for taking and paying for "garbage" but with the producer of that poorly prepared scrap. Far every instance where the steel industry has purchased the often undesirable product from resource recovery facility there are several magnetic installations sitting Idle because someone forgot the most essential part of producing the magnetic product - selling it to someone.

The increasing demand for large volumes of relatively low-cost cement has resulted in the need for an equally low-cost high-volume means for transporting that cement. It has been estimated that 20% - 25% of the total cost of cement to the buyer represents delivery expenses from the mills. For instance, during the 1972 cement shortage in the Southeastern region of the U. S., bid prices for a ton of cement delivered increased to $45 compared to $20 average at mill price, i. e. , F. O. B. plant. Much of the increase was caused by the anticipated higher cement shipping costs for longer hauling distance. The exceptionally high bid price, of course, was not the price quoted by the successful bidder. Thus, clearly, cement is not a marketable commodity unless it can be economically transported to the consumer.

This contract final report summarizes the design, fabrication and testing of canopy air curtain devices under Bureau of Mines Contract H0232067. The canopy air curtain device is designed to reduce the level of respirable dust exposure to a continuous mining machine operator while having a minimum effect on operator safety, mobility and comfort and being compatible with mining equipment. This contract was devoted to the development of a device which utilizes an invisible curtain of air to envelope a mining machine operator's breathing zone with filtered air to provide respiratory protection. Various concepts were evaluated by means of laboratory tests. One concept was selected and was tested on various mining machines at underground sites by means of MSA personal samplers. The canopy air curtain was found to be effective. The percent reductions over the ambient dust concentrations were about 30 to 75 percent depending on the amount of time the operator spent under the air curtain. At one test site, the device enabled the mining machine to operate within compliance. Donaldson Company is presently working on the commercial production of the device.

This publication contains analyses and related source data for 352 natural gas samples from wells and pipelines in 18 States and 5 foreign countries. All of the samples were obtained and analyzed during calendar year 1974 as a part of Bureau of Mines investigations of the occurrences of helium in natural gases of countries with free market economics. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4862 and 576.3 The results of the investigation of the occurrences of helium are published annually to make the information available as soon as possible to the gas industry and the public in general. This study relates to continuous face haulage systems in underground coal mines, and was performed by Joy Manufacturing Company for the U. S. Bureau of Mines under the Bureau of Mines Contract No. HO 242025. The effective starting date for this work was June 14, 1974. There were two main reasons for making this study, the first being to find a safer system to move coal away from the face than the currently predominant shuttle car system, and the second being to seek ways to advance the state-of-the-art of continuous face haulage as a means of increasing coal production.

This report includes a review of all relevant data on underground hydraulic coal mining technology collected during Phases I and II of the contract. Data collection and analysis procedures are discussed. Information is included on past and existing underground hydraulic coal nines in the USSR (27 mines), Poland (1 mina), Germany (1 mine), Japan (1 mine), Canada (1 mine), China (1 nine), as well as underground tests conducted in the United Kingdom (2 mines), and in the United States (5 mines). Data is also included on Czechoslovakia and New Zealand. In all operational hydraulic mines, coal is transported underground in flumes. In most cases, bituminous coal is broken by monitors with nozzle diameters larger than 16 mm (0.63 in.) and jet pressures of 50 to 125 atm (710 to 1780 psi). Technical design and performance data are included on all key types of equipment and components which have been developed for, used in, or which could be potentially be used in hydraulic coal mining systems. Data sheets are presented on 180 types of equipment, divided into 24 major categories. Where available, sketches, drawings, photographs, and price estimates are included. Data are included on pitching coal seams in the United States which potentially can be mined by hydraulic methods. Preliminary conclusions are presented, subject to revision as a result of economic feasibility studies to be completed during Phase III. An outline is presented of the final report, which will include economic studies and recommendations for research and development.

As a consequence of the Coal Mine Health and Safety Act of 1969(PL91-173), the Bureau of Mines (BOM) entered into a contract with Ocean Energy Inc. (OEI) to develop, fabricate, install, and evaluate a permissible lighting system for use on a longwall coal mining operation. The program schedule is shown in Figure 1.1. The proposed regulations are contained in Appendix A. The initial part of the program involved a survey of existing longwall lighting practices in Germany and England and an evaluation of a variety of lighting components on a mockup of a longwall mining operation that was fabricated under this program. Visits made to German and British mines uncovered major differences in lighting level requirements, permissibility aspects, size, and operating constraints which identified wide disparities and essentially eliminated from further consideration any known imported lighting devices for meeting the higher lighting levels and standards proposed for US coal mines by the Mining Enforcement and Safety Administration (MESA). The longwall mockup provided use¬ful information regarding the amount of illumination required, physical size and shape of lamps, light distribution problems, cable routing, use of connectors, signaling, glare, and other important factors unique to the lighting of low coal longwalls.

Reclamation costs were estimated for 20 coal surface mining operations in the Appalachian and Midwestern Coal Supply Districts (these two districts were divided into three multi-State regions). The cost data were obtained through onsite observations, interviews with mining company personnel, and the authors' cost estimating procedures. The cost data are presented in terms of dollars per acre, dollars per ton of coal produced, and dollars per cubic yard of overburden moved during backfilling. The reclamation process is divided-into three cost categories: Premining planning, backfilling, and revegetation. The average total reclamation costs for the three regions are $2.77 per ton of coal produced and $8,168 per acre. As the result of comparisons of reclamation costs by region, by mining method, by slope, and by size of operation, the most important reclamation cost difference is between area mining methods ($1.73 per ton) and contour mining methods ($3.81 per ton). The Federal Bureau of Mines conducted this study to determine as accurately as possible the actual costs involved with the reclamation of coal surface mined land done in conjunction with active mining operations.

The U.S. Bureau of Mines has been concerned for many years with the general problems of underground coal mining and the particular problems due to the methane content of the coal. The Bureau and others have worked diligently to improve the health and safety conditions for underground coal miners. It has been recognized for many years that the methane in coal would have some value if it could he recovered and used, Also its removal before coal mining began or during the mining cycle itself would make mining safer and more economic due to a potential saving in ventilation costs. The work covered in this report was carried out to review methods of removing methane from active and inactive regions of operating coal mines and to determine how the methane could be concentrated and utilized economically.

The following report summarizes the results of engineering feasibility studies whose purpose was to assess the probable efficiency, reliability, safety and cost of a number of possible methods for removal of radon gas from the ambient air in underground mines. The following pages discuss the objectives, the background, and scope of work of an industrial engineering analysis of far-,n haulage systems in underground retreat coal mining. This study ran concurrently with an existing industrial engineering study of methods of improving safety and production efficiency in underground pillar extraction. 1. OBJECTIVES The objective of this project was to provide basic data inputs that will inpart knowledge as to the major constraint to pillar extraction sections. Furthermore, the industrial engineering study will suggest ways to optimize haulage systems and to develop more efficient work practices and operational techniques that will maximize equipment utilization.

This report is volume 9 of an eleven-volume final report for a Grant completed by The Pennsylvania State University for the Bureau of Mines to develop a dynamic general purpose computer simulation model for underground coal mining. The simulator developed under the Grant has a wide range of possible applications in the design and evaluation of underground coal mining systems from the standpoints of health and safety, productivity, and mine environment. The Master Design Simulator consists of nine free-standing function-oriented subsystem models linked together into an integrated, comprehensive model of an entire mining system. The subsystems comprising the Master Design Simulator include geology and reserves, methane generation, roof support, subsidence, production, rail haulage, cost, water generation,' and ventilation. This volume of the final report describes the Water Generator subsystem of the Master Design Simulator. This subsystem simulates the flow of water through a typical watershed-reservoir combination to predict mine drainage quantities in underground workings. The model is a integrated one which handles both the unsaturated and the saturated flow domains as a unified system. The solution of the model is achieved by numerical tech¬niques of finite difference method coupled with finite elements analysis. The Water Generator can be operated either as a free standing model or in connection with the Geology and Reserves subsystem as a part of the Master Design Simulator. A case study is included illustrating the application of the model to actual data. The appendices of the report constitute a user's manual for the program, and include a program listing.

Studies of coal reserves have shown that the total augerable reserve base for the United States is estimated to be five billion tons under the current state of mining technology; the potential reserve base at 850-ft penetration is estimated at 20 billion tons. It is with the idea of improving coal recovery, a basic objective of Project Independence, that new concepts, such as modifications and improvements in current machines and development of ways to recover pillars left by current augering, are required. Unless recovery is improved, these potential reserves amount to lost coal.

On January 14, 1974 a fire occurred in the 3 East mains of the Joanne Mine of Eastern Associated Coal Corp. in Rachel, West Virginia. The mine was evacuated without injury and sealed completely at the surface within 24 hours. It was decided by the coal company along with the U, S, Bureau of Mines, the West Virginia Bureau of Mints and MESA that remote sealing of the fire zone would be attempted. This report summarizes the remote sealing effort and those activities directly related to the remote sealing effort. This chapter provides a brief history of previous remote sealing attempts, a description of the recently developed remote sealing system and a description of the Joanne Mine operation as it related to and affected the remote sealing effort.
