In a Bureau of Mines supply evaluation, the known uranium resources in the United States are estimated to have a total recoverable uranium oxide (U3O8) content of 3,132,400 tons at prices up to $69.32 per pound. Only those resources were evaluated for which sufficient quantity data are available and process technology exists for recovering uranium. A total of 160,800 tons of U3O8 is available at $8 per pound from ore deposits presently mined and an additional 244,700 tons available at prices up to $30 per pound from similar but usually lower grade deposits. A total of 2,726,900 tons of U3O8 is available from four other resources: copper leach solutions, wet-process phosphoric acid, Florida phosphate rock Leached zone, and Chattanooga Shale. These resources contain from 30,000 tons of recoverable U30, at a price of $7.52 per pound as a byproduct of copper leach solutions to 2,557,300 tons at a price of $69.32 per pound from Chattanooga Shale.

This Bureau of Mines report describes 2nd evaluates iron ore resources in California and Nevada and analyzes the California and Japanese iron ore markets in which these resources will be used. The competitive position of California-Nevada ores, in these markets, was estimated by comparing regional iron ore prices, production costs, and transportation costs with those of foreign suppliers. Resources were determined to be sufficient to produce the equivalent of 585 million tons of 64-percent iron pellets at a price of less than $15 per ton delivered at California ports. Much higher tonnage could be produced at higher prices. Iron ore requirement of the California iron and steel industry will increase to an estimated 15.9 million tons by the year 2000. A study of the iron ore production potential of California-Nevada deposits and of out-of- State sources indicated that this ore requirement can be supplied most economically by California-Nevada ores. Iron ore import requirements of the Japanese iron and steel industry will increase to an estimated 150.0 million tons by the year 2000. A study of price trends in this market indicated that very little California-Nevada iron ore will be sold in Japan after 1973 when existing sales contracts expire. Iron ore-exports might be economically possible if ore could be transported from California to Japan at ballast rates as backhaul on existing petroleum shipping.

For the past year, MBD has been engaged in a lively discussion on a name change for the Division. To complicate things, more than one name change has been proposed! There has been much discussion on the subject, as anyone who has attended the Annual MBD Business Meeting or read [jE] knows. The position of many of our members is well known. There is, however, one group that has not been heard from. These are the future members-the present students and those even younger who are yet to elect our profession. As one who has traversed the academic-industrial interface several times, I think I am qualified to speak for this group. Before going further I think it wise to state unequivocally that our Division should adequately represent our profession. The whole profession is just too small to chop into a plethora of pieces: "I'm not a mineral processing engineer, I'm an ore dresser-well, actually, I specialize in comminution, specifically in grinding, mostly in autogeneous grinding-primary autogeneous grinding that is-and my 'thing' is really iron ores, taconites, mind you!" Enough to confuse even those that keep the faith, and certainly we can't build a profession on such narrow pieces. Either an employer can hire a professional who knows the entire profession or he can't. As more and more companies search out opportunities in the mining and metallurgical fields and as environmental considerations bring into question even our technically well proven processes and procedures, there is a greater need than ever be- fore for a well-rounded mineral processing engineer well versed in all of the process possibilities. What is needed is one who can take an ore-or municipal trash for that matter-and produce there from a valuable product by the most appropriate means. It doesn't really matter if this is done physically, chemically or thermally.

The Bunker Hill Mine, located in the Coeur d'Alene Mining District at Kellogg, Idaho, has been a major producer of lead-silver-zinc ores since its discovery in 1887. The mine has produced over 29 million tons of ore from some 20 to 25 veins and ore zones, and now covers an area approximately one mile in length and one-half mile in width. The active section of the mine extends from 2500 ft above sea level to 1600 ft below sea level. Production is presently at the rate of about 1700 tons of ore per day. A two-mile adit, the Kellogg Tunnel, at the 2500 elevation, provides access to the main shaft area. Ore is hoisted to the adit level through a 5000-ft, 500-inclined shaft, extending to the lowermost haulage level 1200 ft below sea level. Primary shaft service for men and materials is supplied by three major internal, inclined shafts equipped with double-drum hoists. Present production requires ten levels to serve for mainline track haulage. These range up to 5000 ft in length and are either 200 or 400 vertical feet apart. Also, many intermediate levels exist throughout the mine. The conventional and autoloader mechanized square-set and cut-and-fill mining methods used throughout the mine have been the subject of a recent paper(l). One-third of current production is from vein-type ore bodies which are long distances from main shaft areas. Such veins generally dip about 450, have relatively narrow widths of from 3 to 20 ft, and usually contain less than 500,000 tons of ore. For many years, ore bodies thus situated have been developed by means of a separate inclined, timbered service shaft-raise connecting two or more main haulage levels. These commonly range from 400 to 1000 ft in vertical extent and are equipped with 25 to 50 hp electric, single-drum hoists. Intermediate levels are driven as conventional track drifts at 100-ft vertical intervals between the haulage levels. Ore and waste from the intermediate levels are trammed to orepasses for delivery to the lowermost haulage level servicing an ore body. The final result may be visualized as a number of small mines within a large mine. The problems of high development costs and high total development time, and the large amount and high cost of providing materials handl ing and ore haulage service while producing from this isolated type of stope block, made it desirable to consider totally new approaches in developing and mining a number of similar areas.

HAPPY BIRTHDAY Not only is 1971 the Centennial Year of the AIME, but it also marks the One Hundredth Anniversary of the United States Portland Cement Industry. On September 26th in 1871 David O. Saylor of Allentown, Pennsylvania, received his patent Numbered 119,413 for the manufacture of portland cement. "Cement" had been used in the United States before that. This was, however, natural cement - a direct product of rocks as found in nature, usually burned at low temperatures in open kilns. During the early 1800s this natural cement played an important role in such projects as the building of the Erie Canal. It was only after the Civil War that small amounts of high priced portland cement was imported from Europe. The successful use of this material in construction led to Saylor's experiments and subsequent patent for the manufacture of a scientifically controlled product in this country. These one hundred years have witnessed four major "ages" of cement . . . three of them occurring in the last quarter century since World War Two. The first age was the "Age of Development", a seventy-year period which saw the growth of cement and its concrete end uses as major construction materials. Next followed a period called the "Age of Demand" when, after the war, cement became in short supply relative to large building requirements. In effect a cement shortage existed. The decade of the Sixties proved to be the "Age of Reaction", with its courses of action coming in response to the problems that arose when the industry's expansion programs provided too much capacity. Today cement, and the concrete industries, find themselves entering the "Age of Reason". G. H. HENDERSON INTRODUCTION It is a pleasure to have read Mr Schuman's wide ranging and highly informative paper and also to congratulate him. Before proceeding to give views on the use and preservation of coal in South Africa, it is perhaps apposite to look at the South African scene on the world canvas. Mr Schuman's figures in his Table I are highly revealing. The Table shows expected consumption, export and import demand in the year 1980 by the continents of the world. The Republic of South Africa is shown as one of only four exporting countries at that date, although in the interim, Australia has become an exporter and will continue to grow as an exporter of coal. Huge fields have been proved in recent years. There is reason to think that for some years, coal and its economical uses have been under-estimated. The importation of oil carries a constant question mark and the exciting possibilities expressed in the uses of Dranium a decade ago for power generation, appear to have met with some setback. Present indications are that breederreactors will be delayed until about 1990. The capital cost of such reactors, too, is enormous. By 1980 it has been estimated that 20 per cent of the energy required by the leading ten nations of the world will come from nuclear power, but 80 per cent would then remain for fossil fuels and hydro generation. COAL DEMAND AND USAGE It is of interest to record that coal production in all the countries of Europe has declined markedly in the last 25 years. This is due to competition from oil, gas and nuclear power and also for sociological reasons; but there are signs that efforts will be made to resuscitate, at least in some measure, the mining of coking coals for which there is a strong and growing demand. Possibly all hard coal now mined in Germany has coking properties and that country is self-sufficient in this commodity. Germany might perhaps consider selling coking coal to her neighbours and importing additional coal for power-raising purposes. It has been frequently stated in American publications that the coal reserves of the D.S.A. are sufficient for 1 000 years. What that means, I do not know, but it is at least an indication that America has huge reserves of coal. Domestic and export demand in the U.S.A. in 1968 exceeded production for the first time. In 1969, the United States' output amounted to some 556 million tons, an increase of less than 2 per cent on the previous year. The output achieved fell short of demand, domestic and export, by more than 7 000 000 tons. This has caused and is continuing to cause anxiety in the U.S.A. In many countries young men for a number of reasons, largely environmental and social, are not coming forward in sufficient numbers for mining requirements and the same pattern has revealed itself in the Republic. This is, indeed, alarming because mining men in large numbers will be required to meet the estimated tonnage requirements set out in the following Table: It is difficult to visualise the replacement of these coal requirements either by oil or by nuclear fuels. The coal must be mined and men are required for the purpose. Unless a greater section of the population is allowed to participate in the more responsible aspects of mining, there is a serious likelihood that demand will not be matched by output. In addition to local demand, a lively export trade is possible. Exports are dependent on the future capacity of the South African Railways and Harbours and on Government policy. An export figure of 10000000 tons per year during the decade can be visualised and this figure would raise total estimated sales production to a figure of over 100 000 000 tons in 1980. This Bureau of Mines report reviews the development of the world potash industry. The trends leading to the present market situation of oversupply arid low prices, which threaten; the domestic potash industry, are presented and analyzed. Because the major threat to the domestic industry comes from Canadian imports, the report focuses on the comparative economics of United States and Canadian production. The study resulted in these major conclusions: 1. Balance of world supply and demand is foreseeable in 1975, but it could be delayed by planned expansion. 2. Balance of U.S. supply and demand could occur as early as 1974-75 or as late as 1981. 3. Nearly all U. S. production capacity vis-a-vis Canadian competition is now uneconomic. Prices cover out-of -pocket costs for only 30 percent of U.S. production. 4. U.S. producers will be undersold by Canadians in 60 to 90 percent of the U.S. market. Canadians also will have the edge over United States and European producers in export markets. 5. U.S. firms have invested in 60 percent of the planned 1971 Canadian production, and they have large holdings in Saskatchewan. 6. The decline in the U.S. potash industry probably reduced personal income in Carlsbad, Eddy County, N. Mex, the chief potash-producing area in the United States, about $21.5 million between 1966 and 1969.

The properties and characteristics of lead and zinc have made these metals useful to man in many ways since the days of antiquity. Despite their long history of use, however, these metals have proved to be extremely resilient and responsive to modern needs. New alloys and compounds continue to be developed, adding to the growth of these metals. Consumption data is given for 1969 and compared with one and two decades ago. Trends in major markets also are cited and explained. Uses for lead and zinc which have come into prominence within the past few years are described and explained, with emphasis on the role played by the industry's cooperative research program. Current efforts in the research phase are discussed, with details given on major efforts for both metals, including new alloys, process developments, applications research, finishes, coating, paints and pigments, batteries and fundamental research. A forecast is given of promising new areas and a projection made on a longer term of new applications that may emerge from current research.

Costs of disposing of steel slag are estimated based on the present method and a proposed alternate method for a steel mill in the Pittsburgh area. Estimated cost data were calculated by the Bureau of Mines and do not reflect the investment and operating costs and credits of a specific steel mill and processing plant. The alternate method of steel slag disposal would result in an appreciable cost savings to the mill and concurrently supply the industrial and commercial markets with low-cost, high-quality construction materials.

This study is a survey of supply and demand for minerals, metals, alloys, and compounds used by the chemical industries in the Ohio River Basin (ORB) area of Ohio, Pennsylvania, and West Virginia during 1967. Data for the study were obtained from completed questionnaires received from chemical manufacturers and from interviews with officials of chemical companies and mineral producers and distributors. The information includes kind, quality, quantity, values, sources, specifications, uses, and methods of transportation. Results of the study show that of the total value of mineral materials consumed by the chemical industry, manufacture of inorganic chemicals consumed 46 percent; fertilizers, 22 percent; and soaps and detergents, 19 percent. Fifteen commodities accounted for 91 percent of the total value of mineral materials consumed. Five of these--phosphates, potash, salt, sulfur, and titanium dioxide--accounted for 59 percent of the total.

"The outlook for Eastern Canada is decreased coal production and for Western Canada increased production. The market for Western coal is expected to reach 40 million tons per year in metallurgical and thermal-power markets.Technical developments in Eastern Canada include successful methane drainage experiments, modifications to the shearer-loader to improve cutting rates, mechanized mining of a tail-gate stable and mechanical stowage of level brushing. In Western Canada, the most modern equipment is used in mining, beneficiating and shipping coal. Underground hydraulic experiments were started in 1969. The importance of reclamation was recognized and plans have been made to re-vegetate disturbed areas and mine dumps.The Mining Research Centre closed the field office in Nova Scotia and is preparing to open a new field office in Calgary, Alberta."

The cyclic steam injection process has become the most widely applied and most successful thermal recovery technique in use today.1-4 Normally, steam stimulation is repeated several times during the life of a project. The problem is to select the optimum number and size of steam treatments so that the profits realized over the entire life of the project are maximum. Obviously, operating costs rise directly with the frequency and amount of steam injection. Operating efficiency, on the other hand, can be adversely affected if the amount and frequency of stimulation are insufficient. Thus arises a multistage decision problem; that is, a decision must be made at each sub-period (day, for example), as to whether steam should be injected, and, if so, how much. It is desirable that these decisions be made in such a way as to secure maximum net profit before taxes. This can be achieved by dynamic programming. To use dynamic programming, we must be able to predict not only the production rate-time curve resulting from a given stimulation, but also how changes in stimulation policy will affect this curve. In this study, the effect of steam injection on well performance is estimated on the basis of a simple model that takes into account both steady-state and transient flow. Oil production rate is calculated for both types of flow, and the larger of the two values is used. This allows the calculation to change to radial steady-state flow at such time as this mechanism becomes more effective than the transient mechanism. We propose to show how dynamic programming can be used to optimize the steam soak process with respect to net profit. For this, a mathematical representation of the steam soak technique is necessary. A further objective, therefore, is the formulation of a mathematical model capable of realistically simulating the physical process. Oil Production Response Model The advantage of using a mathematical model is its generality and ease of manipulation. However, the model must be an accurate representation of the physical process, for a solution derived from a model can be no better than the model itself. The question now arises as to how well the model should be expected to simulate reality. In general, the simplest model should be tried first, for additional accuracy is apt to require additional cost and time. Also, the search for a high degree of accuracy may yield only greater complexity and difficulty without yielding significantly better results. With this in mind, we kept our model as simple as possible, yet generally representative of the actual physical process. The number of state variables is limited to three, and stochastic variations in the parameters are ignored. As a consequence, use of this model should be restricted to cases in which the underlying assumptions are not severely violated. In

Domestic bismuth supply was projected from production figures for the ores in which it occurs--copper, lead, zinc, and tungsten. Published and unpublished data concerning host ores were examined to determine bismuth reserves and resources, and mine production. Potential recoverable bismuth occurring with reserves and resources of copper, lead, and zinc was estimated to be 36.3 million pounds. A bismuth availability diagram was developed from quantity estimates and ratios of production cost to value for these host ores. Additional recoverable bismuth occurring with domestic tungsten reserves was estimated to be 1.5 million pounds. Domestic byproduct production of bismuth will approximate 1.3 million pounds annually by 1980. This quantity will provide about 37 percent of the 3.5-million-pound estimated requirement for that year. Known world supply of bismuth appears to be sufficient for world demand to the end of this century. The study indicates that bismuth reserves and potential resources in the rest of the world have not been adequately reported.

Chromium resources in the United States are estimated at 1.8 million tons of recoverable chromium contained in 22.5 million tons of chromite-bearing material. Additional resource is presumed existent in large, but as yet undetermined, quantities of material containing less than 10 percent Cr203. No domestic resources are being mined presently (1969). Excluding transportation charges to domestic consuming areas, the total 1.8 million tons of chromim is estimated to be available, in ore or concentrate, at costs up to $0.64 per pound; 63 percent of the total is available under $0.11 per pound; and 38 percent under $0.08 per pound. It is judged that transportation from the resource areas to the existing market centers would add nearly $0.05 to the cost of a pound of chromium contained in ore or concentrate. Technically effective beneficiation methods have been developed for much of the known domestic resource, and further development might reduce costs of processing these materials. However, at present, domestic chromium resources are noncompetitive with foreign sources.

A method is described whereby the true financial value of each constituent of each concentrate can be calculated. Each value is then compared with what this value would be in a perfect separation. The difference in each case represents the loss incurred by each aspect of an inefficient separation. The relative magnitudes of these losses indicate those avenues of plant investigation and research that offer the highest potential reward. The metallurgical efficiency of a concentration operation is difficult to express because there are two criteria of performance, namely, grade and recovery. Neither of these alone gives any indication of the effectiveness of an operation and, if they are combined in some formula, it must be empirical and unreliable because of many external factors. Since milling is an operation performed as one step in the most profitable overall method of producing a metal or other end product, the main objective of mill operation should be to make a maximum contribution to this maximum profit. When concentrates are sold to custom smelters, the income from the operation, and the costs, may be calculated. When concentrates are further processed by another division of the same company, and there is no formal financial relationship between, say, the milling and smelting divisions of the company, the mill superintendent's job is less well defined. But even so, if the mill superintendent works as though he were selling his concentrates, and uses reasonable, if fictitious, conditions of sale, then he can get a good indication of the effectiveness of his operation by calculating his "Economic Recovery". ECONOMIC RECOVERY This is a method used as a basis of operation by several mills and has been described in the literature. Very briefly, the "standard" of operation is taken as that of a mill separating the ore into perfectly pure concentrates with 100% recovery of each mineral in its respective concentrate. For example, a 4%Pb, 4% Zn ore (galena and sphalerite), would provide a lead concentrate weighing 4.62% of the feed and assaying 86.6% Pb and a zinc concentrate weighing 5.97% of the feed and assaying 67.1 % zinc. These perfect concentrates are (hypothetically) shipped to the appropriate smelters, freight and treatment charges and payments calculated, and the net return obtained. This is the optimum financial return for the operation of the mill and is used as the standard. Now the return for the actual, real-life, mill operation is calculated in the same way, and the ratio of the two is termed the Economic Recovery. Many additions and modifications may be made in any particular case. For example, if the zinc mineral is marmatite, the optimum grade of the zinc concentrate may be set lower than 67.1%. If silver is present, it will be recovered 100% in the lead concentrate in the perfect operation. Similarly, cadmium will be recovered 100% with the sphalerite. Mr. Weiss' paper' mentions a case where, because of extremely fine intergrowth between the valuable mineral, chalcocite, and pyrite, the optimum grade of copper concentrate was taken as 45% Cu instead of the theoretical 80%. Each operation will present its own possibilities in this way.

"DEFINITION OF THE REGION, ITS BOUNDARIES, AND PHYSICAL AND GE'OLOGICAL CHARACTERISTICSTHIS PAPER concerns the Western Cordilleran region, embracing most of British Columbia, the southern half of Yukon Territory and the southwesternmost part of the District of MacKenzie. It excludes Vancouver Island and the Queen Charlotte Islands, which are discussed in a background paper on the Pacific Continental Shelf. The region is bounded on the south by the northwestern United States, on the west by the continental shelf and Alaska, on the north by the front of the Ogilvie Mountains, on the northeast by the axis of the MacKenzie Mountains and on the east by the Rocky Mountain Trench.The region is dominated by two mountain chains that con tain icefields and glaciers: the St. Elias, Coast and Cascade Mountains in the west; the Selwyn, Pelly, Cassiar, Omineca and Columbia Mountains in the east. The Intermontane region between these mountain chains consists of lower mountains and plateaus. In the mountains, the region above the timberline and many of the steep valley-walls provide good exposures of rock, but these areas are subject to rockslides and landslides and in winter to snow avalanches. Much of the Western Cordillera was covered by ice-sheets at various times during the Pleistocene epoch. Consequently, the larger valleys in the mountains and much of the Intermontane region contain much glacial drift and alluvium and only limited exposures of rock. This same terrain in the Southern Cordillera, however, is the most favourable for agriculture. Parts of the region, particularly in the two mountain chains, are heavily forested. Elsewhere, the forest cover is less, with grassland prevailing in the south and tundra in the north."

This study forms a part of Bureau of Mines continuing research on thermal fragmentation of rocks. The potential of internal heating techniques for rock fragmentation is discussed. A concept of rock fragmentation with rapid inter¬nal heating of a localized inner volume of rock is advanced The energy required for rock fragmentation is made available by creating a required vol¬ume of localized heating. The fragmentation of rock using the proposed method is analyzed and qualitatively compared with the results of experiments with Charcoal granite, Dresser basalt, and Sioux Quartzite. High frequency dielec¬tric heating below 100 MHz is used in the study as an example to examine the working of the concept. The selection of operating conditions for the experi¬mental heating is explained. Fragmentation of Charcoal granite and Dresser basalt test rock blocks is achieved for localized heating below 550° C. The heated volume required for fragmentation is observed to be less than 2 percent of the test block volume and the electrical energy consumption is in the order of 3.5 to 6 5 kwhr/m3 The method offers a possibility for in situ fragmenta¬tion of rocks, favorable for internal heating. The method is highly dependent on rock properties governing internal heat generation The efficiency of dielectric heating in the experimental study is observed to increase with increasing dielectric loss of the rock material, ranging from about 10 percent in Sioux. "This paper suggests that with the settlement of long-term contracts of fifteen years' duration, with prospects of extension, the coal mining industry has, for the first time, a complete commercial justification for large-scale planning.The labour costs of coal production over past years are analyzed and, with the acceptance of the premise that the basic shift rates are certain to rise in the years to come, the paper suggests that forward planning should provide &r capital investment to make a traditionally labour-dense industry into a capital-dense industry.Automated methods of manpower deployment and timekeeping and the monitoring of all equipment back to a central control point are discussed as ail-important means of obtaining maximum utilization of high-cost capital investment.Principles of payment of the work-force, and the utilization of equipment 24 hours a day, seven days a week and the maximum number of days a year, are dealt with as means of achieving maximum capital utilization. Some of the new technical underground and coal preparation problems which will undoubtedly result from the concentration of workings and maximum machine utilization are discussed, and the author makes suggestions as to how these might be solved.In short, the author predicts that if the coal mining industry is prepared to recognize the problems and invest in modern equipment backed by highly trained staff. then the outcome will justify the high capital investment involved. He stresses the importance of human communications in achieving this end."

Decision theory is the formal theory of the logic of decisions in view of the decision maker's objectives, preferences, I beliefs, and available information, It usually deals with weighty economic problems involving irrevocable (or costly to reverse) decisions. Capital investment planning problems constitute an instance par excellence for application of the decision theory concepts. Decision theory as it is presently conceived has evolved in recent years. At first it concentrated on decisions in the face of total lack of information and on games with intelligent adversaries. The results of these efforts proved theoretically interesting, but practically of little applicability. In the last few years, stress has shifted to the introduction of subjective probabilities and preferences, and the results have been eminently successful in applications both in government and with- in business firms in the resolution of complex problems.
