PRICE changes in competing fuels in the last three decades have reflected the changes in the consuming habits of the people of the United States. Prior to World War 11 the importance of fuel oil and fuel gas increased almost constantly while the relative importance of both bituminous and anthracite coal decreased. During this same prewar period coal prices increased to a much greater extent than oil prices. In fact, in many years, oil prices declined and in most cases are now no higher than they were back in 1925-26. During the war natural economic trends were entirely upset because of the tremendous petroleum requirements of the Army and Navy. Under these conditions many industrial plants were converted to the use of coal and the new installations in home heating and industrial plants of all kinds which might have used oil were practically eliminated. THREE case histories from professions other than engineering will serve to introduce ideas basic to this discussion. Case (1) Date, about 1900. A young man, B. D. from a three-year graduate course in a prominent divinity school, was for two years a successful pastor of a small church; then friction over theological matters arose with a fundamentalist deacon of the "Bible belt" type. He resigned, returned to his university for a four-year medical course, interned for two more, and thereafter was successful and apparently happy as a physician. We may assume that he was converted in early adolescence and vowed himself to service as a minister. Acceptance of his announced career by parents, friends, and teachers plus his own determination confirmed his choice until illiberal criticism threatened his usefulness and he awoke to the fact that his inner needs were not along the direction in which inertia and his conscience had constrained him.

VIRTUALLY every year inventors find one or more startling new uses for one of the varied products of the nonmetallic mineral industries. For example, in November a major step toward positive control of rainfall was made when an experimenter converted a cloud to snow by dropping a few pounds of solid carbon dioxide into it. Other examples of ingenuity in the development of markets and production methods are noted in the following pages. For most of the industrial mineral products one of the outstanding features of 1946 has been the high level of production. There are exceptions, such as quartz crystal and lithium, whose production capacity during the war outgrew current peacetime needs, but they are few. Some technical men point out that this prosperity is not an unmixed blessing to technologic progress, because so much effort must go into day-to-day production problems that relatively little opportunity is left for the pursuit of new developments.

A RESPONSIBLE steel executive recently declared that scrap shortages, despite fantastic prices reaching up to $50 per ton, are responsible for the loss of 140,000 tons of steel a month and that in March 1947 alone 25 more steel furnaces could have been operating were it not for scrap scarcities. His answer to this serious situation was to ask for a speedier flow of scrap and also abolition of Government control over pig iron distribution. It would be more logical, perhaps, if an answer to this growing problem of scrap deficiency were sought within the steel industry itself. As long ago as 1933, L. B. Lindemuth, a consulting steel metallurgist, warned the steel industry that a shortage of scrap was inevitable and that beyond 1938, adequate supplies for open-hearth furnaces could not be expected. The outbreak of war, with consequent phenomenal demands on the industry, accelerated production of steel and further worsened the scrap situation. Today we are suffering from a condition which could have been prevented had the industry been more far-seeing and provided for an inevitable contingency. However, better late than never, and measures can now be taken to alleviate permanently scrap shortages in the future. This can be done by greater utilization of heavy sinter which experience proved is an excellent substitute for scrao and lump ore.

THIS is the story of the recent operations of the Standard Cyaniding Co., which owns the Standard mine, a low-grade gold property in sight of Highway 40 about thirty miles from Lovelock toward Winnemucca, Nev. The ore is mined by power shovel and cyanided after grinding to only 3/S in. A total direct cost of $1.24 was attained in 1941 on 600 tons a day. Mining operations ceased, under Government edict, in 1942, and only in recent months have been resumed. The operating difficulties of today are: (1) the high cost of supplies; (2) labor problems; and (3) Federal laws as interpreted and enforced by executive bureaus of the Government. Of these, the increased cost of supplies is the least important.

WITH the exhaustion of the sections of iron ore bodies amenable to opencut mining the iron ore miners raise the question: "How can we mine the extensions of these ore bodies in depth with the same costs as obtained in opencut work?" This question brings to the fore the relationship between mineral exploration and research on mining procedures. The iron miners must either find new de? posits amenable to their known methods of mining or develop new mining methods for deep deposits. It is understood that the oil companies will spend $30,000,000 next year in the search for new oil fields. How much the metal mining companies will spend in the search for new ore bodies is unknown, but without doubt the amount will run into several millions of dollars. If the mining companies that concern themselves with metals, nonmetallics, and fuels will set aside a substantial sum for fundamental and applied research in mining methods, they can not only lower their costs but increase their reserves thereby. Any increases in mining efficiency automatically result in increased ore reserves at no cost.

PETROLEUM industry forecasts are constantly made and revised but are not in the nature of predictions. Particularly in the field of demand, many of the factors are far beyond control by the producing industry. Supply reacts on demand and demand reacts on supply. Competent economists in the oil business forecasted a year ago, on the basis of experience, that demand would now be at a much lower level than it is. This increased demand increased the price of crude oil and products, and in turn those increased prices have brought forth increased supply. A reduction in demand would lead to a reduction in supply. Shortages are now world-wide, and costs of secondary importance, so if there were extra supplies in California they would be moved into what are termed "unnatural markets." For example, Argentina is in the market today for California gasoline; that is an unnatural market because of the greater transportation distances from California to Argentina than from normal sources.

WHAT does management expect of W and from an engineer? First and foremost, it expects that he should become, and therefore should fit himself in every way to be, a part of management so that he may assume as much and as many of the responsibilities of management as his ability and the opportunities of the job permit. Let me make clear at the start that the profession of pure, technical engineering offers but limited opportunities at the top levels because of the inherent organization of engineering work. The line of succession to top jobs may be likened to a cone with a broad base and an extremely sharp point. Consider any oil company, large or small, or any operating function of that company, and you will find few top engineering jobs in the organization. This is true by the nature of the work handled. There will be a few district engineers depending on the spread of operations, a chief petroleum and production engineer, perhaps a few research engineers, possibly some technical executive assistants, and that is usually all. The road to these jobs is a long one and the competition is tough. The larger the organization the greater the opportunity, but always the ratio of engineers to top engineering jobs is only a small one.

The application of modern secondary-recovery methods has made possible the the extraction of more than 13 million barrels of crude petroleum from the eastern part of the Delaware-Childers field Nowata County, Okla., over and above the production that might have :been expected by continuing primary production methods, including the use of vacuum. Foremost among the secondary-recovery methods used in this foil was the repressuring of the Bartlesville sand with air and gas through injection wells spaced on sym-metrical patterns. Between 1925 and 1945, about 51 billion cubic feet of air and gas were injected into the producing formation, and the total recovery was increased from, 25 million to about 40 million barrels of oil. To produce as much as possible of the 28 million barrels of recoverable oil remaining in the sand will require the initiation of systematic water-flooding projects on many properties and the continuation of air and gas injection on others.

"INTRODUCTION At various times, North Carolina has supplied small quantities of brown-iron ore to the furnace o the South. Between 1917 and 1920, the quantity reported to the Federal Geological Survey was 126,000 tons. Most of this came from Cherokee County. 3/In furtherance of the program initiated by the Bureau of Mines to develop additional reserve of iron ore during the emergency, the Cherokee County deposits were examined by an engineer 4/ of the Bureau of Mines, and work was recommended on,12 properties.The project was begun in April 1944 and continued intermittently until April 1945, when work was stopped. During this period, eight properties were explored, and an additional property was mapped.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch; Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. "INTRODUCTION The inability of Alaska coal mines to supply the quantity of coal required by public and private consumers and by the armed forces in Alaska caused the Coal Procurement Section of the Alaska Department, U. S. Army, to be established. It proposed to investigate the coal deposits and to expedite production of coal. The Bureau of Mines has closely cooperated in this program and was in direct charge of exploration. As to develop and equip an underground coal mine would have taken time and the need for coal was acute, a deposit that could be prepared for mining quickly was desirable. Several such deposits of stripping coal were known to occur in the Nenana field and were examined by the Bureau. One of these, the Diamond strip mine 4 miles west of Healy, was brought into production late in the fall of 1943. This mine was operated for the Army Coal Procurement Section by the C. F. Lytle Co. and the Green Construction Co.The Roth property, or Leasing Block No. 28, in the Healy Creek Valley offered the largest available tonnage of both stripping coal and total reserves. A program of exploration by the Bureau of Mines was inaugurated in 1943 and completed in 1944. Field parties of the Federal Geological Survey mapped the area had correlated the coal beds during the 1944 and 1945 summer seasons."

"INTRODUCTION The Bureau of Mines, in cooperation with the Federal Geological Survey, explored the Crowell fluorite mine by core drilling in 1945. Claims investigated are in sec. 14, T. 12 S. R. 47 E., M. D. B. & M., in southern rye County, Nev., about 5 miles east of 'Beatty.The twelve holes drilled by the Bureau totaled 3,661 feet. During 1945 the mine operator drove extensive exploration drifts, in part to verify results of the Bureau's work. The drilling program was designed to test for extensions of ore bodies known in the mine.The Crowell mine has shipped Ore to steel plants on the west coast for the past 20 years. During the war this market called for all the fluorite the mine could produce, but previously there were periods when it was difficult to sell ore or concentrates.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Nines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. This report is one of a series written by members of the Solid Fuels Mission to Germany describing wartime developments in the mining , preparation, and utilization of coal . The mission was organized early in 1945 under the auspices of the Technical Industrial Intelligence Committee , which cooperated with a counterpart British Committee . Engineers from other allied countries cooperated in some of the investigations . The Solid Fuels Mission operated under the direction of a steering committee headed by Dr. C. J. Potter , deputy solid fuels administrator . The personnel of the mission consisted of H. F. Yancey , in charge , J. W. Buch , Thomas Fraser , L. L. Newman , and L. D. Schmidt , of the Bureau of Mines ; H. H. Lowry , Director of the Coal Research Laboratory , Carnegie Institute of Technology ; H. J. Rose , vice president and director of research , Bituminous Coal Research, Inc .; and F. H. Reed , chief chemist , Illinois Geological Survey . Over 50 reports were written by the members of the Solid Fuels Mission . These and microfilms of supporting data obtained in the course of the investigations are on file at the Bureau of Mines , Washington , D. C. where they are available for public examination . The Office of the Publication Board in the Department of Commerce is prepared to furnish photolith copies , photostats , or microfilm reproductions of all declassified reports . A Bibliography of Scientific and Industrial Reports is issued weekly by the Department of Commerce , Office of the Publication Board , and is sold by the Superintendent of Documents , Government Printing Office , Washington 25 , D. "INTRODUCTION Pilot-plant studies on processes for converting low-grade domestic manganese ore to high-grade oxide or sulfide products by pyrometailurgical process was initiated at the Boulder City, Nev., Experiment Station in 1942. These investigations were given impetus by the possibility of a national shortage of ferro-grade manganese oxide for war needs.The manganese ore employed-in most of the pilot-plant smelting tests was from the manganosiderite-nodule deposits at Chamberlain, S. Dak. This deposit although low-grade, is extensive and represents, the largest reserve of manganese in continental United States. 6/ The Bureau of Mines has recently developed a Carryall mining-conical rolls treatment method that shows promise of making possible economic removal and subsequent beneficiation of the nodule-bearing shales. 7/ Smelting tests were made also on Artillery Peak, Ariz., mill concentrates in the productions of unrefined manganese matte for the steel The pilot-plant smelting program was based upon the fundamental fact that manganese, like copper, will sulfidize and become miscible with FeS. The matte this formed represents the initial smelting step in the pyrometallurgical treatment of the beneficiated ore. The concentrated nodules containing about. 18 percent manganese were smelted with varying amounts of pyrites and appropriate fluxes to produce Mns-FeS mattes containing 16 to 50 percent manganese. When the manganese and iron was completely sulfidized, the mattes contained 16 to 23 percent manganese. Reducing the pyrite resulted, of course, in the selective sulfidization of manganese and the production of a matte containing a correspondingly higher ratio of MnS to FeS. Complete sulfidization smelting produced slags of lower manganese content and hence resulted in higher manganese recoveries in the matte."

Large tonnages of the magnesium silicate mineral , olivine, are known to exist in the mountains of western North Carolina and in the Puget Sound region of Washington. The North Carolina deposits alone are reputed to contain at least 230 million tons of ore averaging 45 to 49 percent of magnesium oxide In both areas the mineral is readily accessible and can be mined by the simplest methods ; one of the largest of the Washington deposits is located at tidewater .

"INTRODUCTION Sheet mica is one of the most important minerals in modern industry. It is used in many kinds of electrical devices, and up to the present time no satisfactory substitute for it has been developed. It is necessary for the successful operation of airplanes, ships, motor vehicles radios, and radar equipment. Early in World y r II, the Array and Navy, foreseeing the need for conserving the stock of sheet mica on hand and realizing that imports from India and Brazil were falling off, had strategic mica placed on the critical war-materials list.Examination and exploration by the Bureau of nines indicated that there probably are large undeveloped deposits of mica in Alabama, some of which are near the surface and others at greater depth. The quality of most of this mica is high.During World War I, Alabama mica producers added materially to domestic production, but after 1920 virtually all of the mines closed end miners scattered. During World War II, when imports from India, Madagascar,Brazil,,other foreign sources were reduced, sometime was required for Alabama to act into production. Operators began to produce small quantities in 1942.The Colonial Mica Corporation was created by the Government during 1942 to buy Mica for the Metals Reserve Company, end later Colonial was made sole buying accent for strategic mica. About this time the Bureau of Mines estab¬lished the graphite field laboratory at Ashland, Ala. Samples of mica wore submitted for examination, and advice was requested by property owners and mine operators. This continued during 1943, when as many as 400 visitors a month called at the Bureau's Ashland field laboratory."

"INTRODUCTION Water flooding of oil sands in Texas as a means of secondary recovery of oil has been practiced mainly in the north-central part of the State, which includes the old shallow fields in eight counties, extending south through Wichita and Clay Counties on the Red River into Brown County.The Texas Railroad Commission, is empowered ""to promote conservation and prevent waste in the drilling, completion, operation, and abandonment of oil wells"" and ""to issue regulations necessary for fulfillment of these ends,"" granted The Texas Co. the first permit to inject water into the oil-bearing sand on December 7, 1935. The permit was granted after the Commission had conducted a number of hearings, which were attended by many operators interested in that method of secondary recovery. Through December 31, 1944, the Commission had granted 50 permits for water flooding. Of that number, 45 permits were issued for projects in north Texas, the remaining 14 being distributed throughout west and south Texas. By the end of 1944, there were 33 active and 5 abandoned water-flooding projects in the North Texas area, as is in figure I.Oil production in the North Texas area started in 1904 from the shallow sands (ranging from 100 feet to 800 feet in depth) of the Petrolia (or Henrietta) field in northern Clay County. Development was rapid and unrestricted during the boom period from about 1911 to 1918, and considerable waste of both produced oil and reservoir energy resulted."

"Early in World War II it became apparent that the known bauxite re- serves might not be adequate to supply the demands of the American aluminum-producing industry, as the transportation of bauxite from abroad to this country might easily be interfered with by hostile action. Consequently, the Bureau of Mines set up an intensive, well-integrated program for the production of cell-grade alumina from low-grade domestic ores. This pro-gram of investigation covered the production of alumina from clay, alumite, red mud, and other low- and marginal-grade ores. In line with the Bureau's usual policy of conservation of natural resources, it was decided that the investigation should be extended to cover the production of alumina and other valuable byproducts from aluminum dross.Statistical information showed that during the year 1943-44, an average of 2,900 tons of aluminum dross was generated monthly. This dross, after partial removal of free metal, had an average metallic aluminum content of approximately 9 percent. Some of this dross was produced by the melting of alloyed aluminum; but a large proportion 1,700 out of 2,900 tons - was generated by two producers of primary aluminum, and the dross did not contain an great proportion of alloying metals. Compared with dross from other sources, this 60 percent of the country's capacity can be assumed to have relatively uniform composition. Moreovcr, the problem of collection and distribution can be minimized because of the relatively small number of plants included in the organization of these two producers of virgin metal.Except for large pieces of metallic aluminum that easily can be mechanically separated for remelting, this dross has been discarded and scrapped. Inasmuch as chemical analyses show that the alumina content of dross is far higher-than ordinary ores - 111 percent alumina equivalent in dross compared to 57 percent alumina in bauxite - aluminum dross is a far richer source of aluminum than any known naturally occurring ores. The discard, of this waste material during the war and reconversion periods would be unsound economically. The work reported herein describes tests at the College Park Station of the Bureau of Mines on the recovery of metal, alumina, ammonia, methane, and abrasive-grade corundum from dross."

"This investigation was conducted by the Bureau of Mines as part of a program of the Solid Fuels Administration to encourage the utilization of anthracite fines, the objective being to determine the practicability of using anthracite fines in the manufacture of packagedThe experimental loss of packaged fuel covered by this report were made at a commercial plant using the Glenn Smith process and ordinarily making packaged fuel from Pocahontas screenings. These lots included several made from straight antimacite mines and others made from various blends of anthracite fines with four different bituminous coals. In all cases an asphalt binder was used. Determinations of the physical properties and the cobustion characteristics o the various samples of packaged fuel were made by the. Bureau of Mines at the Central Experiment Station.The physical tests indicated that a packaged fuel of sufficient strength for ordinary handling can be made from straight anthracite coal or from a wide variety of blends of anthracite fixes with bitunimous coal, using asphaltic binder. However the combustion tests indicated that packaged fuel made from anthracite alone tended to crumble excessively during burning and that as much as 30 to 50 percent of a caking coal may be required In the mixture to produce a block having satisfactory combustion characteristics.The authors wish to acknowledge the. splendid cooperation of Messrs. H. W. Kelly, J. L. Mooney and C. H. Introduction First, I should define more closely the vague term 'recent work' that appears in the title of this paper. Following the period of depression that was an aftermath of the first Great War, the Research Council of, Alberta carried on for ten years without a Council and without a financial yote by the Legislature. In November, 1942, a new Council was formed, under the chairmanship of the Hon. N. E. Tanner, Minister of Lands and Mines, and a vote was granted by the Legislature early in 1943. By 'recent work', I mean work during the present regime. The Council is now going full steam ahead, or would be if it could get suitable technical assistance and required apparatus and materials. Lack of these has so far made unnecessary my responsibility for seeing that we do not exceed our estimates. The Annual Meeting of the Research Council will be held in November (1945), and at that meeting the programme of work for next year will be discussed. The present time is therefore the correct time for any of you who may have ideas as to work which might profitably be undertaken by the Council, to submit these ideas for consideration. I propose to discuss my subject under several headings, and to give enough of these to show that the Council has wide interests.
