MANAGEMENT has been tersely defined as getting things done through the efforts of other people; but before we proceed further, let us distinguish between administration, management, and organization. Oliver Sheldon in his book, "The Philosophy of Management," offers the following definitions: Administration is the function in industry concerned in the determination of the corporate policy, the co-ordination of finance, production, and distribution, the settlement of the compass of the organization, and the ultimate control of the executive.

T. E. PURCELL, general chairman . of the local committee, opened the seventh meeting of the Fuels Division A.S.M.E. and the Coal Division A.I.M.E., at the William Penn Hotel, Pittsburgh, Oct. 28-29, by introducing Harry M. Moses, president, H. C. Frick Coke Co., who welcomed the 500 registrants to "our town." Mr. Moses, in his brief talk, declared that in the postwar period each of the new centers must have a reason for existence. Pittsburgh, he said, has no iron ore, or bauxite, and limestone is scattered and not near by; but Pittsburgh does have low-cost fuel within reasonable distance. Its problem is the economical utilization of the low-cost fuels that remain, as the high-quality fuels are gone. Mr. Moses expressed confidence in this group in the solution of the problem and looked forward to what they would do. Harold V. Coes, the first A.S.M.E. president to attend one of these conferences, responded. He thoroughly believed in these joint meetings - in the cross-fertilization of ideas. Each Division learns from the other. Mr. Purcell then turned the meeting over to J. E. Tobey who presided over the coal research session that followed.

NO reasonably well-informed person believes that the role of minerals, both metallic and nonmetallic, will be any less important in the future than it has been in the past. The contrary is true. Industrialization is based on mineral resources and man's ability to make use of them. A nation's standard of living, its political and military power, will continue to depend largely upon the extent to which it is industrialized-and minerals are the raw materials both of the machine and the power to run the machine. Minerals are also the raw materials of human health and stamina. The world's healthiest, most vigorous, and most long-lived peoples have always been those that have lived in regions of the globe where the earth is rich, and kept rich, in the phosphates and other minerals required for the production of the so-called growth foods. Only a small proportion of the land surface of the globe is suitable under any circumstances for large-scale production of these and other essential foods. As things stand, only a part of this land is capable of such production either because the soil minerals have been exhausted by cultivation, or because they never existed in the soil in sufficient quantities.

IN COMMON with every other good citizen I long for conditions that will make perpetual peace a reality throughout the world. I have studied the statements of our public men relating to what we must do to bring this about after this war is over. In most of these I find one common error. They always build their plans on the unstated, subconsciously accepted premise that there can be such a thing as an ideal nation whose citizens are possessed of infinite wisdom and actuated only by motives that are above reproach. This heavenly vision fails to correspond with the facts. We wish it could be true but we are forced sadly to admit that the human beings that will live here after this war is over are going to be much like the fallible race that has occupied our planet for the past centuries.

"INTRODUCTION When nations throughout the world are pitted against each other in a war in which petroleum plays a major role, scientist and engineers of the petroleum industry must give serious thought to ways and means for recover¬ing greater percentages of oil from natural reservoirs than in the past. Petroleum and its products are vital to highly mechanized modern warfare, and the victorious nations will be those whose armies, navies, and air forces are supplied with adequate fuel oil, gasoline, and lubricants until the war is won.Efficient recovery of oil from underground reservoirs depends on many interrelated techniques; evaluation of the producing performance of wells upon the basis of their productivity indexes is one such tool. Oil wells usually yield oil at a maximum rate when first ""brought in"". The rate of production begins to decline soon after the first oil is delivered to the tanks, and although part of the decline usually can be attributed to natural reduction of reservoir pressure as oil and as are withdrawn from the reservoir, a larger proportion frequently is caused by greater saturation of water and as in the producing formation about wells and clogging of the pores of the sands by silt, organic salt, and insoluble hydrocarbons. If the maximum quantity of oil is to be recovered from reservoir sands and rocks by wells, it is then imperative that the ability of wells to produce oil be watched closely and all adverse influences that affect the case with which oil can flow to wells be corrected if possible."

"INTRODUCTION Approximately 1,250,000 tons of 2-1/2-inch and 1-1/2-inch slack, representing over half of the output from 40 to 50 mines, is produced in the Denver region each year. Part of this slack is made by crushing lump, and some of it is rescreened to make pea and modified pea sizes measuring 1-1/2 inches by 2-1/2 inches and 3/4-inch by 1-1/2 inches, round-hole. Modified pea is popular as domestic stoker fuel. Approximately 900,000 tons of slack 0 by 2-1/2 inches, 0 by 1-1/ 2 inches, and 0 by 3/4-inch in size are consumed by industrial plants, the principal consumers being a large power plant and the beet-sugar industry. The power plant uses annually 250,000 to 275,000 tons of pulverized fuel and can pulverize slack of any size, while the sugar factories consume about the same quantity of coal in stokers. The sugar factories store about 110,000 tons of 2-1/2-inch slack under water from January to October, and burn the remainder of their consumption directly during the campaign season from October to December. For this purpose, sugar-factory power plants can use any size of slack, which is recrushed to pass a 3/4- or 1/2-inch screen before burning on chain-grate stokers. About one-third of the 2-1/ 2- inch slack produced in the field is used in smaller industrial plants that employ stokers.Certain factors affect the utilization of 2-1/2-inch slack in the Denver region. The increasing production of hydroelectric power has reduced the consumption of coal at power plants slightly. If more hydropower is generated, the trend of consumption of slack might be downward, unless industrial activity offsets this greater output. Rapid increase in number of domestic stokers during recent years has necessitated preparation of greater quantities of stoker coal, with the result that more lump is crushed, and preparation facilities are changed. At present about 19 percent of the coal produced is crushed to meet the constant demand for industrial fuel as well as the increasing but variable demand for the small domestic stoker sizes. The quantity crushed has increased 12 percent during the last 6 years. These factors are shifting constantly. The trend toward the use of clean and smaller sizes for domestic stokers gives a slack having a larger proportion of fines. In future, even greater quantities of small stoker coal probably will be prepared, and the resulting greater quantities of small slack will have to be used for industrial purposes."

"INTRODUCTION The discovery in 1901 of ""gusher"" oil production at Spindletop, Tex., Tex., a salt-dome structure, led to exploratory drilling on other known domes and known domes and in areas contiguous to salt domes in the Gulf Coast region of Texas and Louisiana. Early drilling on the flanks of the domal structures disclosed incompetent 3/ shales, which flowed into the hole when attempts were made to drill through them. Often these shales seized the drill pipes and presented with equipment then in use, an insuperable barrier to deeper drilling. The obstructing incompetent shales came to be called ""heaving"" shales by drillers who attempted to drill through them. Formations of this type have hampered the penetration of the drill bit in many area in the Gulf Coast region to such an extent that the drilling of wells through heaving shale has become a major problem."

"These tentative coal mine inspection standards have been prepared as a guide for the Federal inspection of coal mines of the United States. Much time and thought have been spent by various members of the Safety Division in the preparation of thses standards, and it is believed that compliance with them eventually will be possible in most mines. In many instances objections will be raised to them owing to long-established mining customs and practices that are inherently of dubious safety and to a natural inclination to oppose change. In other instances there will be valid objections due to conditions not foreseen at the time these standards were prepared. Or there may be substandard conditions and practices due to original mine layouts that it is not practicable to change during the lifetime of the mine; in such instances it is likely that some effective measures are or can be taken toward lessening hazards.With the rapid change in mining methods some of the standards may become inapplicable and it may be advisable to revise them to meet the new conditions. Therefore, questions regarding these standards and suggestions regarding new standards should be brought to the attention of the supervising engineer of the Coal Mine Inspection Division so that modifications of and additions to these standards may be made from time to time.In many respects these standards exceed the provisions of the various State mining laws, and some may conflict with the laws of some States. In cases of conflict, the intent is not to advocate noncompliance with State laws but to suggest that it may be desirable for the State to reconsider such laws or safety orders.Although an effort has been made to word these standards so that they may be readily understood, nevertheless, a reasonable interpretation should be placed upon them. In fact, in numerous instances the words reasonable"", ""suitable"", and ""properly"" are used in recognition of the fact that reason- and sound judgment enter into the carrying out of the safety endeavor.The policy of the Bureau on some vitally important safety matters in mines is set forth in its published Safety Decisions. These decisions have been consulted and used in the preparation of these standards. These decisions also are now being reexamined by its Mine Safety Board."

This resume of the work of the Petroleum and Natural - Gas Division of the Bureau of Mines for the fiscal years 1940 and 1941 is the second of a series. of progress reports . It brings forward from the 1939 annual report information on the course of activities of the division in carrying out its objectives of increased conservation and better utilization of petroleum, natural gas, and related resources through a coordinated program of research and fact - finding . It discusses, also, special assignments. executed for other Government agencies, which in recent years have constituted a considerable part of the division's work ." . In the present national emergency, in which petroleum is so essential , many of the Bureau's research activities bear directly on the availability, conservation, and use of petroleum for national defense . Accordingly, during the past year attention has been focused for the most part.on.problems associated with the needs of national defense . Several long-time researches , which in themselves are potential sources of desirable knowledge , were judged to be of secondary importance under present conditions and accordingly were suspended . Studies also were oriented in line with rapidly changing conditions to meet the demand for accurate findings on short notice . The Petroleum and Natural - Gas Division has experiment stations at Bartlesville , Okla . , and Laramie, Wyo . , a field office at Dallas , Tex . , and a field office and laboratory at San Francisco , Calif . It also operates the Government helium plant near Amarillo , Tex. In addition to the helium operations , some of the petroleum and natural - gas research activities are conducted at the Amarillo plant .

The Enquirer of October 13, 1835 carried a letter signed "G," calling attention to the great number of Virginians who were leaving the state and to the lack of enterprise shown in not developing the ample natural resources available. He mentioned coal in particular and in closing said: "Besides the coal mines owned by individuals, the Black Heath company of colliers are carrying on extensive operations. Owing to the derangement of the currency, and the immense expenses incurred in boring and sinking new shafts, I understand that their dividends have not yet been so large, as they may be confidently expected in future.-Another company, under the title of the Midlothian Coal Mining Company, is now about being organized by the Messrs. Wooldridges of Chesterfield, for the purpose of establishing an extensive coal business. Having examined the lands embraced in the charter and the principles upon which the company is designed to be organized, I am persuaded that more productive stock can no where be found. The charter embraces a space nearly equal to a mile square, adjoining the mines of the Black Heath company, those of Mr. N. Mills, and those of Stone Henge, which space must contain coal of great thickness of excellent quality, as the strata of coal of those other mines pass through it; exhibiting a field so extensive, that centuries may elapse before it is exhausted. A shaft has been sunk on these lands, from which a very large quantity of the best coal is being raised. The terms of the charter require the Proprietors to sell one-half of these lands and mines, from the sale of which they will appropriate $100,000 as permanent capital, to purchase hands and engines, and to sink other shafts to work the property and thus going into operation with such decided advantages, as to produce a profit as great as a reasonable man should desire. Here is an opportunity for investing capital, which I think should satisfy the wishes of many Virginians who speak of emigrating. Will they not embrace it?-I have confined my remarks to the coal mines, because they are in the heart of our State, and their operations are familiar to many who can verify the statements. I might extend them to the other mineral treasures of our State; but if I do so, they must be reserved for another number, this being longer than I intended, and perhaps longer than you can conveniently find room for in your crowded columns. G." In January 1828 the Tuckahoe Canal Company was authorized to construct a canal along Tuckahoe Creek, from the James River up the stream about five miles; later this was amended to allow the use of the stream with a depth of water of two feet, no tow path was required, or provided: A toll of one cent per bushel was collected and the canal company made large profits. During 1941, the total production of crude oil in New York state was 5,185,000 bbl. This represents a small increase over the average for the past five years. From 1921, when the annual production of the state amounted to only 988,000 bbl., there was a regular annual increase in production (excepting one or two years) until the 5,000,000-bbl. mark was reached in 1937, After more than 20 years of oil recovery by flooding methods, it was generally believed, until a few months ago, that the rate of production was nearly at its peak and within a few years the fields would experience a gradual decline as the thicker sands became exhausted and the thinner ones could be worked only at increasing costs. As a result of the present emergency, however, unusual efforts are being made, in spite of higher costs of operation, to increase the output of Pennsylvania grade oil, to which the New York product belongs. Since most of any increased production would be obtained by flooding, and since floods travel slowly, no large increase in production can be expected for some months to come. During the first year, 10 or 15 per cent increase could be obtained, but maximum production, an increase of perhaps 40 per cent, could not be expected until some time during the second or third year. In the Allegany fields, which account for two thirds of the state's oil production, 1246 wells, including water-intake wells, were drilled during the year; 390 more than in the preceding year and 590 more than in 1939. It is evident that much of the best oil territory has already been developed. As producers move toward edge properties and thinner sands, returns will be smaller, whereas costs remain the same or, under war conditions, become higher. It is estimated that at least 60 million barrels of oil is in sight and will be produced from the thicker sands by present recovery methods. In the thinner sands and edge properties, some 35 million additional barrels can be produced at a profit only if prices become higher. In view of the fact that there is little hope of finding new oil pools in New York, one of the future problems of the oil producer will be to obtain adequate returns for increased production costs. The year started with a posted price of $2.15 per barrel of crude. There were five successive price increases until the high of the year was reached at $2.98 on Aug. 14. Eight days later the Office of Price Administration directed that the price be reduced to the June level of $2.75 a barrel, which remained in effect to the end of the year. With rising costs of operation, it is feared that many of the smaller properties cannot continue production unless the Federal price cut is revoked. During the year, Allegany Refiners Inc., a local enterprise founded in 1933, with plant at Bolivar, western Allegany County, increased its refining capacity from 1000 to 1500 bbl. daily. At the same time equipment was added to make the plant a complete lubricating-oil refinery, including facilities for the refining of wax into the finished product. Fully a decade ago, demand for ground mica began to exceed supplies of scrap mica from manufacturing operations and of waste block from feldspar and sheet mica mining in the United States, with the result that in recent years the market has absorbed larger and larger quantities of mica recovered as a by-product from clay washing,1 as a joint product with kyanite12 and by grinding schists. So far, only schists that contain a large percentage of mica have been utilized for making ground mica, but already there has been a good deal of wishful thinking with regard to recovering mica as an aid to the prospective working of low-grade gold ores and ores of certain base metals. With wet-ground mica selling at $60 to $100 a ton and even dry-ground mica worth over $20 a ton, many ores that could not be considered as otherwise workable under present conditions will show commercial possibilities if they can be made to yield even a relatively small percentage of salable mica. An interesting paper might be written on the coming role of industrial minerals as joint products of metal mines. It is largely a matter of markets. Many years ago I watched the mess left behind the gold dredges in the mountains of Colorado and thought of the Denver sand and gravel operators who prided themselves upon their canniness in providing devices for catching gold merely as an incident to their regular business of selling what we miners classed as "tailings." Nowadays almost every milling or mining operation near settled communities finds use for at least part of its waste for road material or concrete aggregate and several eastern iron mines have gone into the crushed-stone business. Promoters now mention fertilizer "filler" as potentially salable at all the way from $1 to $10 a ton, or whatever is needed to cover costs of mining and treating the "ore" and leave the metal values as "clear profit." The past 40 years have seen the sand and gravel industry grow from small roadside pits and holes in farmers' back yards to giant corporations selling millions of tons of sand and gravel each year and owning plants representing huge capital investments in land and equipment. The days hen a man could "work out" his taxes by providing the materials for nearby roads are gone forever. In addition to the hundreds of privately owned and operated plants, Government agencies operate sand and gravel pits and plants to supply aggregates for the tremendous road-building and public-works programs in progress during the past few years. EXPANDING PRODUCTION In 1940 the send and gravel industry produced almost a quarter of a billion short tons valued at more than 110 million dollars. This compares with less than 2 million short tons worth 1 1/2 million dollars produced in 1902. The practice of screening sand and throwing away the gravel in the early days of the industry's growth has stopped, and in 1940 gravel constituted two-thirds of the total production. LEAD and tin mixed together make an alloy through an attachment of natural affinity which they have with each other, so that when they are mixed it is difficult to recognize by the sight which one it is, if the essences of their qualities are not surpassed by more than half. If, indeed, one can be recognized, it is the tin which gives off a certain sharp odor to the sense of smell, besides having a greater hardness and whiteness. The best of these is the one that is the purest in its kind. In the alloy of tin it is the one that is the whitest and hardest, or, when it is bent or some thin end of it is held tightly by the teeth, is heard to crackle as frozen water does. Because this happens more with this than with other metals, I do not wish now to inquire into it. It is enough that it be a sign for recognizing when tin is pure or mixed. Pewterers say that it should be joined in alloy with lead and that it is better for working when it contains four or six pounds to the hundred because it makes it softer to the hammer and more fluid in casting. But I do not like to hear this, even if all they say is true, for I see that the tin that comes from England, when worked as well as in cakes that show it to be pure, is much more beautiful and better in all works than is that made in Venice. And I believe that it is not better for any work when mixed than when pure, except for the advantage of the master who, if he does nothing else, sells lead that is worth little for tin that is worth much. I find that when mixed it serves in only two things. One is when it is wished to make a solder for copper, for use when it is not worth while to solder the bottoms and large pieces of vessels with low-grade silver as should be done. The other is when master potters calcine it in order to make glazes and to apply white to their vases. I consider lead to be useless in all other works of any kind of metal, since it unites with none of the other metals of good company except tin.

The following additional notes about prices of coal in the early days were collected from the sources shown. Several data about canal tolls and labor conditions are also included. 1796, November: "The inhabitants lay it (coal) in at about 3;d. (83¢) sterling per bushel." (Ref. 73: p. 147.) 1804, March: "In March, 1804, I sent a person accustomed to mining to open the vein of coal, and to load the ark, which was accomplished, and early in the month of April the ark, with the first cargo of bituminous coal passed safely the Conewago falls, and landed her coal at Columbia, Lancaster County. The coal was sold at 31¢ per bushel at Columbia." ($7.75 per ton). This was the first coal from Clearfield County near the town of that name. (Letter from William Boyd: Pa. Senate Jour., 1833-1834, vol. 2, p. 561.) 1807: The following notice appeared in the Bedford Gazette: "Huntingdon, June 4. "Stone Coal.-Such of the farmers as wish to make experiment with stone coal as a substitute for plaster, in manuring their Indian corn, may be supplied with coal gratis upon application to Peter Hughes, at Mr. Riddle's mines, on the Raystown Branch. The proprietor of the mines offers not only to refund the carriage, but to pay the expenses of applying the coal, if upon a fair experiment it is found to be inferior to plaster, which now sells at two dollars per bushel." (Ref. 735: p. 708.) 1809: Coal was delivered in Pittsburgh at 5¢ per bushel or $1.25 per net ton. (Ref. 444: p. 50.) Coal was delivered in Connellsville at 4¢ per bushel or $1.00 per net ton. (Ibid.: p. 185.) 1810: Pittsburgh.-"Coal may be obtained of a good quality, ready delivered at 5¢ a bushel." ($1.25 per net ton.) (Ref. 315: vol. 2.) 1811: "It (coal) costs 6¢ a bushel at your door." ($1.50 per net ton.) (In Pittsburgh.) (Ref. 277: 1811, p. 68.) 1814: At Columbia, now part of Donors, Washington County, Pa., an original sale of lots in 1814 gave the purchaser of each lot the right to mine stone coal gratis from a bank on the property. MAGNESIA refractories and magnesium metal are both essential war commodities. The need for magnesium, which had just made its debut as a commercial metal a few years before the outbreak of the present war, is widely known because this new and valuable light metal has already received much publicity. Less widely known but equally important in the war effort are magnesia refractories. They are indispensable to the efficient functioning of the great metallurgical plants producing steel, nickel, copper, and other metals, where, because of their resistance to extreme high temperature and chemical attack, they are used in lining the furnaces, which are operated at a white heat. The demand for refractories in the metallurgical industries rose rapidly upon the outbreak of war, and now, in consequence of the continued great expansion under way in the manufacture of steel, nickel, copper, and other metals, the need for magnesia is greater than ever. Since 1915, part of the Canadian requirements of basic refractories has been supplied from the deposits of magnesitic dolomite in Argenteuil county, Quebec. The products from these deposits are excellent for many uses, but the magnesitic dolomite has too high a content of silica and lime to be used in making a type of magnesia brick required in nickel converters, and in the roofs of reverberatory furnaces used in the copper and steel industries. There is now a large and growing demand in Canada for bricks and shapes for these uses. This demand has always been supplied from the United States. Makers of these products in the United States, in turn, formerly imported most of the necessary high-grade, dead-burned magnesia from Austria and Manchuria. Not only are these sources closed, but refractory chrome ore from the Philippines is no longer available and chrome refractories may have to be in large part replaced by magnesia.

Stibnite is 76 miles east of Cascade, Idaho, which is 78 miles due north of Boise. The altitude at Stibnite is 6,500 feet, and between Cascade and Stibnite the Forest Service road crosses two summits - Big Creek at 6,800 feet and Warm Lake at 7,300 feet. The ownership of most of the Meadow Creek group of 190 claims, which is optioned by the Bradley Mining Co from the United Mercury Mines Co. may be traced back from their consolidation by the United Mercury Co. through ownership by prospectors and small promotional companies to the discovery of the Thunder Mountain district in 1900 by the Caswell brothers.
