PRICES of quartz sold in the United States in 1938 ranged from $1.15 to $36,000 a ton. This startling variation was due simply to the differences between glass sand and rock - crystal, materials that are virtually the same in composition. It illustrates the complexities in qualities, uses, and values of industrial minerals. It is generally stated that mineral deposits are exhaustible resources which can never be replaced when depleted. This statement is no longer true with respect to certain industrial minerals now recovered in increasing quantities from that most inexhaustible of all sources of supply, the ocean. Salt has long been obtained from sea water, particularly on the Pacific Coast, and reference was made a year ago to the large bromine recovery plant at Wilmington, N. C. Now the Westvaco Chlorine Products Corp. is operating a large plant at Newark, Calif., having a capacity sufficient to recover daily from the ocean raw materials that will produce 60 tons of various magnesium products. Lime is used to precipitate the magnesia from salt-water bittern. The products are chiefly magnesium carbonate for chemical uses, periclase and other refractories, and oxychloride cement for flooring.

IT was just five minutes past midnight, on Wednesday, Jan. 5, 1938, that Mrs. Cosgrove and I sailed from New York City. Our trip was to completely circle the globe, to cover over 40,000 miles and stop at thirty ports-from New York to Trinidad, to South America, via South Africa to the Orient, to India, to the Malay States, to Indo-China, the Philippines, Australia, New Zealand, Fiji, and across the Pacific home via Honolulu. It is not my intention to make this a complete, technical study of coal or coal mining in the various countries that .we visited but more to outline the general in- formation that the mining engineer and coal operator would absorb in his travels. Coal is the universal fuel and is in use wherever there is commerce and industry. Even on our ship, which, like practically all ocean liners was an oil-burner, a considerable quantity of coal was used for cooking.

CRUDE oil production in the United States during 1938 reached approximately 1,214,355,000 barrels, an average of 3,327,000 barrels per day, or 5 per cent below the 1937 record output of 1,279,160,000 barrels. The decreased production did not prevent the stocks of all products from increasing to a total of 575,954,000 barrels by Sept. 30, an increase of 10,957,000 above the total on Jan. 1, or an average daily storage increase in all products of 40,135 barrels. The increase in total stocks was made entirely in the refined products, stocks of crude oil during the first nine months of 1938 having actually declined 7,155,000 barrels to 299,671,000 barrels, or an average daily decline of 26,209 barrels. The major purpose of this bulletin, as indicated in the preface by Dr. John W. Finch, Director of the Bureau of Mines, is to give a critical review of the coal-mining methods used in the principal producing countries of Europe, to describe the reasons underlying the adoption of these methods, and to contrast them with coal-mining methods employed in the United States. The report includes discussions of various subjects intimately related to coal mining, such as geology of the principal coal fields; production and resources of the several countries; mine safety and health research; Government mining regulations; mine inspection and rescue procedure; safety lamps; fixed lighting methods under-ground; testing electric motors, mining machines, and mining explosives for permissibility; and special mining hazards, such as explosions of gas and coal dust, mine fires, instantaneous gas outbursts, ground movement and surface subsidence, and bumps. Commercial, economic, and labor problems of European coal mining, including miners' output, wages, and social-insurance schemes, as well as cost of mining, prices of coal, etc., are briefly described. It will be noted that data on most subjects are not given for Russia, which has become an important coal-producing country, owing to the lack of reliable published information concerning Russian coal mining.

It is the most advantageous source of mineral fuels and of lubricants, and as such it has provided in large measure for the phenomenal development in our modern means of travel and in the facilities for transportation by land, sea, and air. Without it the remark- ably rapid industrial and social progress in our country during the past thirty years could not have occurred. In view of its important place and the fact that petroleum is irreplaceable and existent in limited quantities in nature, its conservation is essential.

Definite progress has been made in accident prevention in Illinois during the past few years; the State Department of Mines and Minerals is receiving excellent cooperation from coal companies and employees, the companies are making greater effort to maintain their mines in good condi- tion, and the employees are eliminating more unsafe practices. As a result, some coal companies have made commendable safety records that prove that coal can be mined with a comparatively low accident rate. However, there is need for further improvement, as the accident rate of the State as a whole is much higher than it should be. During the 55-year period 1882-1936, in- clusive, reports of the State Department of Mines and Minerals show a total of 7,005 (an average of 127.36 per year) men killed in and around the coal mines. Of this number, 6,425 (91.7 percent) were killed underground, 346 (4.9 percent) in the shaft, and 234 (3.3 percent) on the surface. Of the fatalities underground, 3,300 (51.3 percent) were killed by falls of roof, sides, or face coal, 1,167 (18.1 percent) by haulage, 639 (9.9 percent) by handling explosives, 579 (9 percent) by explosions, 151 (2.3 percent) by electricity, and 589 (9.1 percent) by other means. Of the fatalities in the shaft, 171 men (46.5 percent) were killed by falling down the shaft, 14 (41.6 percent) by the cage, and 31 (8.9 percent) otherwise. On the surface, 113 (48.2 percent) of the fatalities were due to railroad cars, 51 (21.7 percent) to machinery, and 70 (29.9 percent) to other causes. The fact that 7,005 lives (an average of 127.36 per year) were lost during 1882-1936 is sufficient evidence that in the past too little interest has been taken in safety by either the management or workers. A realization of this deplorable loss of life should act as an incentive to the industry to make greater effort to prevent accidents in the future. After an accident occurs, the facts pertaining to it become history, and anything that may be done afterward cannot change in any way the damage that has already been done, such as loss of life, personal injury, and destruction of property. The main benefit that can be derived from an acci- dent is that suitable procedure may be adopted and some lesson may be learned to aid in preventing a similar accident in the future. Every mathematical statement of a measure of anything (as distinguished from a count') is followed by a qualification—always implied if not explicity stated—-that the statement is only an estimate, which may vary from absolute accuracy within certain limits, according to the accuracy of the measuring instrument. This basic fact, so obvious to engineers, is not so well understood by many that make use of laboratory coal tests. The tolerances that must be allowed in measurements of coal quality are very important in both their commercial and engineering applications—and the significance of these tolerances depends upon the use made of the laboratory coal test. Only in recent years has there been any intensive study of this question of tolerances as applied to measurements of coal quality. There is very little in our published literature on the subject, and what has been published is not readily comprehended by those who sell coal, or buy coal and use it, unless they happen to have made a study of the subject themselves. There is great need for more widespread understanding of what lias been discovered and how it applies to the use of laboratory coal tests. What follows is an attempt to condense into a few pages the results of the major investigations so far reported, and to explain their meaning in simple nontechnical language, with the addition of some recent illustrative experiments. Determining Deviations in Quality It is necessary at the outset to distinguish between: (I) the accuracy with which one test indicates the quality on one lot of coal; and (2) the accuracy with which a test of one lot of coal represents the average quality of a commercial product, of which the buyer will presumably receive a series of shipments—perhaps many thousands of tons. It is necessary to make this distinction because coal is a variable material—a heterogeneous mixture of a variety of components—the quality of which will vary from one lot to another. In Polk County, Florida, the mining of raw phosphates began some 50 years ago with dredging operations on the Peace River, and in other near-by places by removal of shallow overburden with negroes and wheelbarrows, or with mules and scrapers, and the excavation and screening of deposits found close to the surface. There were many individual operations of comparatively short life. Later steam shovels removed the overburden, and still later hydraulic methods were substituted for the steam shovel. Within the last 10 years large electrically operated draglines have almost entirely replaced hydraulic mining for overburden removal. The matrix is still mined by hydraulic giants and pumped to the washer or recovery plant. The many small operations have long since disappeared and the most desirable phosphate lands have gradually been acquired through purchase or merger by the seven companies that are operating in the field today. These companies are producing and selling about 2,000,000 long tons of phosphate per annum, or about two-thirds of what the industry likes to think is the normal output, with 1929 and 1930 in mind. To produce these 2,000,000 long tons of raw phosphate, they mine and treat about 1,000,000 tons of tailings from older and less efficient operations, about 11,000,000 tons of matrix, and remove from above this matrix some 22,000,000 tons of overburden. The mining practice that has made possible the excavation and handling of 34 million tons of material to win but 2 million tons of merchantable product, selling for probably an average of only $4 per long ton when dried, should be of interest to the mining profession, though little has been written of it. The Florida Pebble Field, as it has come to be known, comprises an area (Fig. 1) within a radius of about 18 to 20 miles centering around Mulberry in Polk County, a small town 30 miles east of Tampa, Florida's largest port on the Gulf coast. The geology1 of these phosphate pebble deposits may be described briefly. A fairly pure limestone was altered to a secondary apatite.

IT is perhaps obvious to most individuals who are interested in the mining industry that a producing mine has been subjected to several phases of engineering attention. In this paper it is the author's hope that a thoughtful survey of these various engineering phases will emphasize certain points of value and interest which may sometimes be overlooked. The points which we will bring out are being made in an analytical sense and are not in any way a reflection on any individuals or organizations which might see in these illustrations a similarity co chair particular conditions. In other words, we are drawing on our general experience to illustrate the points which we chink are worthy of mention, and which we believe are of a type sufficiently frequent co be emphasized. It is well co point out chat, in this paper, we are not concerned with the relative importance of such theoretical questions as to whether or not a geologisc is more important than a prospector, or the office manager than the surface foreman. We are, however, interested in analyzing the various types of engineering experience required in the bringing of a mining enter-prise from the early prospect stage in co-production, and their importance to the project as a whole. In order to simplify our analysis of the subject, it has seemed best to outline a simple mining organization. In using the terms 'industry' and 'business', we feel chat frequently those engaged in mining do not always appreciate that mining is actually an endeavour, or a business, which has the same economic fundamentals as any other business. In the mining industry, the field and producing engineering are counter-parts of the research and production phases of any other type of business. Once this is realized, it is fairly obvious that mining, like any other industry, is a matter of economically acquiring raw materials, processing them, and finally marketing the resultant commodities as favourably as possible. The points may be discussed in a little more detail as follows.

The determination and publication of data o the chemical and physical properties of American coals have been primary functions of the Bureau of Mines since its creation in 1910. In recent years this program has been expanded to meet increasing needs for information on the suitability of coals for the production of coke, gas, and byproducts, and within the last year an experimental coal-hydrogenation plant has been completed. With this addition, the Bureau is able to cover every phase of coal utilization, including combustion, carbonization, liquefaction, and complete gasification. The need for this information is increasing not only to meet the requirements of consumers but also to give the data required to establish the classification and minimum selling price of coal by the National Bituminous Coal Commission.

MOST extraordinary of the technical developments in placer gold mining during the last five years has been the rise of the dragline dredge, by which is meant a floating washing plant for auriferous gravel, fed by a dragline excavator. The idea originated in the fall of 1933, when Horace Onyett constructed a floating washing plant to which gravel was delivered by a dragline excavator standing on dry land. Onyett's operation near Oroville, Calif., and another started by H. F. England later on Wyandotte Creek, Butte County, Calif., yielded '75 oz. of fine gold before the end of 1933. Although the first operation was abandoned shortly as un- profitable, the dragline-dredge method of gold recovery soon began to expand at a boom rate. As a matter of interest, the Onyett operation was taken over later by Lord and Bishop, who are re- ported to have succeeded in making it the first financially successful drag- line dredge. In California alone drag- line dredges produced $3,294,970 worth of gold in 1937, and the pros-

OUTOKUMPU, a large copper mine in eastern Finland, has the distinction of being one of the few important mines in the world discovered by a geologist the late Otto Triistedt, of the Geological Sur- vey of Finland, having found the out- clop in 1910 by tracing glacial ore boulders, some of which had been carried as far as fifty kilometres. As the mine had no connection with either railways or waterways and the possibilities of transport were poor, the owners first tried the Hybinette hydrometallurgical process to extract the copper. The raw ore was finely crushed, treated by a sulphatizing roast. and then leached. The resulting solution was electrolyzed, using lead anodes. This experimental plant, having a capacity of 10,000 tons (all Ions are metric tons in this paper) of raw ore and producing 300 to LEO0 tons of electrolytic copper annually, was built in 1913 and run until dis-

FULLY a decade ago, demand for ground mica began to exceed supplies of scrap mica from manufacturing operations and of waste block from feldspar and sheet mica mining in the United States, with the result that in recent years the market has absorbed larger and larger quantities of mica recovered as a by-product from clay washing,1 as a joint product with kyanite12 and by grinding schists. So far, only schists that contain a large percentage of mica have been utilized for making ground mica, but already there has been a good deal of wishful thinking with regard to recovering mica as an aid to the prospective working of low-grade gold ores and ores of certain base metals. With wet-ground mica selling at $60 to $100 a ton and even dry-ground mica worth over $20 a ton, many ores that could not be considered as otherwise workable under present conditions will show commercial possibilities if they can be made to yield even a relatively small percentage of salable mica. An interesting paper might be written on the coming role of industrial minerals as joint products of metal mines. It is largely a matter of markets. Many years ago I watched the mess left behind the gold dredges in the mountains of Colorado and thought of the Denver sand and gravel operators who prided themselves upon their canniness in providing devices for catching gold merely as an incident to their regular business of selling what we miners classed as "tailings." Nowadays almost every milling or mining operation near settled communities finds use for at least part of its waste for road material or concrete aggregate and several eastern iron mines have gone into the crushed-stone business. Promoters now mention fertilizer "filler" as potentially salable at all the way from $1 to $10 a ton, or whatever is needed to cover costs of mining and treating the "ore" and leave the metal values as "clear profit." This paper gives the results of a reconnaissance of the mining districts in Humboldt County, Nev., made during the month of June, 19373/. During the field work, virtually all the mining districts in the county were visited and many data were obtained on a number of active and inactive properties. No attempt has boon made to include in this report all the properties in the various mining districts, and it should be emphasized that whether or not a property is mentioned herein has no being on its merit. The report covers the location of the various mining; districts, types of deposit, information on past operations and current activity, and general information likely to be useful to operators, investors, and others interested in mining. The geology of the deposits is discussed only briefly. The names of the various mining districts mentioned in this report are those generally used when they were organized for purposes of record and regulation. As organized, the districts embraced largo areas with no definite boundaries, and the names have little significance.

Before listing the laboratories and the work performed there, it is proper to make clear what is done and what is not done by Federal bureaus, States, and Territories, as well as by countries to the north and south of the United States. FEDERAL Bureau of Mines. - The Bureau of Mines does not make assays or analyses for individuals or firms unless the samples are part of the ore-testing and ore-dressing investigations of the Metallurgical Division on representative ores from mining districts and of possible benefit to the entire mineral industry through published reports. All significant results obtained in this way are made public. Any mineral sample sent to this Bureau for simple identification will be examined.

The present epoch in human history has been variously described as the age of coal, of oil, of iron and steel, and of power. All agree, however, that it is a great industrial period. Power is of course the vital force in the industrial organism; but power is derived chiefly from mineral fuels or from harnessed and controlled water - also a mineral substance although usually not so classified by industry. However, the latent energy of fuels cannot work for men until it is changed to active energy by combustion and until this active energy is converted into motion. This motion is just as indispensible as the energy itself. Likewise, the latent energy of water cannot be utilized until it, too, is converted into motion; out the mechanisms and devices for converting latent energy into motion, as well as the structures in which they are operated, would not be possible without metals and other minerals. Consequently, minerals are fundamental in industrial civilization.

A great variety of substance that differ widely in chemical, mineralogical, and physical properties are loosely linked under the generic term "clay", but for the average man all that matters is whether a given material can be sold or used profitably. So-called "clays" range in texture from true clays and allied minerals that are typically "fat" or sticky to fine sand. Sand and other strictly silicious materials, such as tripoli and diatomite, are not clays in any sense; but many commercial clays are strictly loams, for they are intermediate in texture and always contain a mixture of minerals, though the term "loam" has little commercial usage except in foundry work. Even pure kaolinite, ordinarily considered the typical "clay substance", recently was found to exist as three distinct minerals; and each of these, in turn, exhibits variations in particle size and other physical attributes. Probing with the X-ray and employing other modern tools and techniques, scientists are tracing the patterns of molecules and finding chemical and physical phenomena that seem to disclose the causes for the markedly different behavior of the various aluminum silicates with varying proportions of combined and adsorbed water that are the essential ingredients of commercial clays; but rule-of-thumb definitions and enforced reliance upon empirical tests of actual samples still hold sway. In addition to the hydrated simple silicates of aluminum, almost all clays contain quartz, feldspar, and mica with varying amounts of organic matter and, in addition, other impurities - such as iron, manganese, and titanium oxides - that may discolor them sufficiently to render them unfit for certain important uses. The white clays are generally the purest, but no two clays are really alike, and great care must be exercised to maintain a reasonable uniformity in successive shipments even from the same deposit.

The Haldane gas-analysis apparatus used by the Bureau of Mines is patterned after the device developed by Haldane 4/ and differs from it only in structural modifications that have been added to facilitate operation and simplify construction. The apparatus was developed to permit determination of carbon dioxide, combustible gases, and oxygen with a degree of accuracy not attainable with apparatus of the types ordinarily used for the analysis of fuel gases, flue gases, and similar mixtures. The Haldane apparatus is used by the Bureau of Mines chiefly in the analysis of air samples collected in coal and metal mines and other underground workings and is applied also in the analysis of many other types of gas mixtures when accurate determination of certain constituents is desired.
