WHY try to find oil in Utah? Why try to find oil anywhere? Isn't there too much oil already? Answers to these questions involve general oil conditions but are pertinent to my subject. In the first place oil produced in Utah up to the total amount of local consumption would not be subject to nor concerned with the national oil situation. An oil field in this State capable of producing up to 15,000 bbl. per day would have a large value and prompt realization. In the sec¬ond place, there is not too much oil nationally although the markets have been upset temporarily from time to time. Petroleum is so necessary and is in such general demand that an oil field anywhere, anytime, is a valuable and live asset. The oil business in general shows the best condition of any major industry. It has never been hit as hard as most industries and 1932 was a large improvement over its low spot of 1931. It can be and probably will be the one to lead the country back into business stability. Consumption of its products has been reduced less than that of any other important commodity. There are good and valid reasons why it should have been making a normal profit continuously. It has the oil and the processes and the facilities and the policies and the consumption of its products. There is only one reason why it has not been profitable recently and that is the lack of intelligence of from five to ten per cent of the producers. An op¬erator lacks intelligence when he cannot see that it is better for him to sell one barrel of oil at $1 than two or three barrels at 25 or 35c. per bbl.

IN 1920 the Minnesota Tax Commission estimated a reserve of 1,341,674,538 long tons of iron ore in Minnesota, the Michigan State Tax Commission report showed 199,092,855 long tons in reserve in that state, and the Wisconsin Geological Survey set the Wisconsin reserves at 21,500,000 long tons. The total reserve that year for the Lake Superior District amounted to 1,562,267,393 long tons. Ten years later the reserves of iron ore in these same districts were Minnesota 1,235,227,510, Michigan 168,349,823, and Wisconsin 23,000,000, or a total of 1,426,577,333 long tons. The decrease in ore reserves in this ten-year period was 135,690,060 long tons, but the shipments were 520,746,975 long tons. In other words, the ten-year depletion in reserves was only 8.68 per cent. If similar conditions carry into the future this calculation would indicate a life for the ore reserves of the Lake Superior region of over 100 years.

CIVILIZATION'S PROGRESS, which has multiplied man's comforts, conveniences, a n d happiness, is based upon the extensive employment of natural minerals and sources of energy. Mineral resources are basic factors in modern economic development, machine industry, international trade and world power. A survey of mineral consumption shows that the United States leads the world in the production and consumption of energy materials, of metals, and of the large and diverse array of earth materials that fall in the nonmetallic mineral group. The use of nonrnetallic minerals exceeded both the metals and the fuels in the long period before the industrial age, but it is only in the last two decades that consumption of non- metals has kept pace with and approximated in value the output of metals. Although the data of production in the first half of the last century are meager and fragmentary, the record of the past fifty years-the period of most rapid growth-is available, and reveals an astounding growth.

HAVE been asked many times by financial men in New York as to the best way of securing an interest or control of a gold mine in Canada. It must be understood at the start that prospectors and early owners will not sell a 100 per cent interest. They not only retain from 10 to 25 per cent interest, depending upon the work done, but usually demand more or less cash to reimburse them for expenses. These conditions are accepted by Canadian capital and operating mines looking for new properties. The winter is not a hindrance to work but may be of great advantage. The overburden of soil and gravel is generally wet and most difficult to trench in the summer time especially if at all deep. The snow also permits easy transportation of freight. Properties distant from rail transport all of their machinery and supplies during the winter months.

SOMETIMES the American Institute of Mining and Metallurgical Engineers appears to be a strictly technical society, and if so my paper should deal with the technical operations of finding and producing gold. But I have not been engaged in practical gold mining since 1910. What I have been doing mainly for the last 25 years is to try to figure out what the income of a mine-gold, or any other-would be worth to an investor. So I have been in contact with gold mining, in one way or another, for some 42 years. I say that with a purpose. In that time the industry has been through one of its cycles. The value of gold mines is very dif¬ferent at different points in one of these cycles. For this reason the cycle of gold mining is a highly practical study. The cycle of gold is a more or less rhythmical change in its value or purchasing power measured in the grand average of other commodities, which is the same thing as its price. Taking the price of gold in 1897 as a stand¬ard, a dollar at that time declined to 55c. in 1913, to 26.8c. in 1920, and since then it has risen to 47.4c. in 1930 and to about 64c. in 1932. It is worth about 21/ times as much now as it was in 1920, but less than two¬thirds as much as in 1897. When this change is applied to the value of a gold mine still greater differences are evident. The cost of producing gold is of course measured in labor and other commodities, and as that cost goes down the margin of profit measured in the gold itself increases. Thus a mine which might make only 10 per cent profit in 1920 on its gross output may easily make 25 per cent now. The stockholder gets 2 ½ times more gold that is worth 2 1/2 times as much in purchasing power, therefore the real value of his holding has risen by the one factor multiplied by the other, giving him 61/4 times as much goods or services as he had in 1920.

PLANS are well matured for the joint meeting of the Coal Division and the Ohio Section of the Institute at Columbus, Ohio, Oct. 27 and 28, at which a large attendance is expected. The proceedings for a day and a half will be devoted largely to the uses of coal, the program providing for two technical sessions in the auditorium of Battelle Memorial Institute (505 King Ave.) on Friday, and various plant inspec¬tions on Saturday morning. By way of diversion on Saturday afternoon arrangements have been made for attendance en bloc at the football game between Ohio State and Northwestern, 100 seats having been reserved for the game at $2.40 each-as long as they last. An inventory of the high lights of the meeting would be incomplete without reference to the informal banquet at the Deshler-Wallick hotel on Friday evening, for which Eli T. Conner, Chairman of the Coal Division, is down for a talk, and Howard N. Eavenson, Vice-president of the Institute, will be the principal speaker. The program in detail is as follows:

LOCAL yearly taxes levied on bituminous coal lands in Pennsylvania have become a cost of first importance to the coal industry of the State. In Pennsylvania there is no State tax on real estate, but local taxation of real estate furnishes the greater part of the revenue necessary for the small governmental unit, as counties, townships, boroughs, and local school, road, and poor districts. Coal in place in the ground, whether or not title thereto has been severed from ownership of the surface, is assessed as real estate and on its supposed sale or market value. There are eight classes of counties in Pennsylvania, based on population; in populous counties of the first, second and third class, assessments are made by a county board appointed by the county commissioners and are fairly uniform throughout the county. In counties of the fourth to the eighth classes inclusive, property assessments are made by property assessors elected by and for each township within a county. In these counties the board of county commissioners acts as a board of equalization and review to hear appeals. In most counties, therefore, where there is a large unmined reserve of coal, assessments on that coal vary for each township, irrespective of the fact that the coal bed is continuous under many townships.

IN ONTARIO development of the gold mines is being rapidly pushed, while the intensity of the search for new mines has probably not been equaled at any time in the past. Even to outline the results of recent prospecting activity in Ontario would be a big undertaking, but it would be timely and, I hope, interesting to Institute members to review some generalities regarding the work of the prospector and then to discuss in some detail the growth of Ontario's most promising prospect area, the Swayze district, where serious mining operations are already under way. Probably no one writing about prospectors and pros¬pecting can resist hoping that his article will not reach the eyes of a certain portion of the uninformed general public and cause a further influx of "prospective prospectors" into any given area. In the absence of any subsequent enactment of mining legislation, the Turkish mining law in effect in 1914, when Iraq became a British mandate, is still operative. The Constitution, or Organic Law, of Iraq, adopted by the Constituent Assembly on July 10, 1924, in articles 113 and 114, provides that:3 Ottoman en laws date and thao remained and lave pub- lished on or after that date and which have remained in force in Iraq u to the time of the publication of this law shall remain in force in Iraq' so far as circumstances permit, subject to any modi- fication or repeal in conformity with the proclamations, regula- tions, and laws referred to in the following article, and until they are altered or repealed by the legislative power or the High Court issues a decision rendering them null and void in accordance with the provisions of article 86. (Art. 113.) All proclamations, regulations, and laws by the Commander-in- Chief of His Britannic Majesty's Forces in Iraq, the Civil Commis- sioner, and the High Commissioner, and those issued by the Govern- ment of His Majesty King. Faisal, during the period between Novem- ber 5, 1914, and the date of the coming into force of this Consti- tution, shall be considered to be valid as from the date on which they came into force... (Art. 114.) 4 According to a German authority, it is the Turkish law of March 26, 1906, that, with a few modifications, is still in force. This law (similar to the French law of 1810) is discussed in a separate section of this paper.

In this island, which is a Crown colony of the British Empire, and where remarkably extensive remains of ancient mining operations-- mainly for copper--exist, the mining law of Turkey governs, rith such modifications as were made necessary by the transfer of the country in 1878 from Turkey to Great Britain, and with such fer ameliorations thereof as have since been ordered by the local authorities. The Turkish law to which Van agenen refers is, no doubt, "2 Shaban, 1285," which though subsequently repealed with respect to Turkey is still in force in Cyprus, inasmuch as the mines regulations (amendment) law of 1925 "is to be read in connection with 2 Shaban, 1285" (articles 61 to 67 of which were repealed by the law of 1925): In the preparation of this digest; access was had to the mines regula- tions (amendment) Iaw, No. 5 of 1882; which Van Wagenen does not mention. Other Cyprian laws, passed since the publication of Van Wagenen's work in 1918, are the following: Eines regulations (amendment) law, 1925, No. 12 of 1925; mining-prospecting permits; notification, No. 539 of 1927; mines regu- lations 1926, No. 1006 of 1926; mines regulations (amendment) rules of court, 1926, No. 144 of 1926; mines regulations (amendment). 1a, 1928, ko. 3 of 1528 (as amended by No. 32 of 1928). Most of these làrs are concerned with the regulation of actual mining operation--safety and sanitary provisions; and, therefore, they ado little important information. The Cyprian Government's official publication says: It is considered that the laws regulating mining in Cyprus are inadequate and antiquated, and a thorough revision is necessary to bring them up to a standard of modern mining practice and to encourage mining ventures in the island. As a preliminary to this the mines regulations, 1926, were issued to govern the workings of the larger mines; and serious attention is now being given to the regulating of prospecting, quarries, machinery in mines, and generally to the bringing of mining in Cyprus into conformity with the other mining countries of the world.

HIS many admirers regard the "official"' candidate for president of the Institute in 1934 as far above the average in ability and capacity; but perhaps his outstanding characteristic is dependability. Some men of great brilliance succeed indifferently because they cannot be relied upon. When Howard Nichols Eavenson undertakes to do something he either does it, or he proves to his own satisfaction that the particular object is not attainable. And the latter outcome is exceptional because his judgment is so good that he generally foresees the impossibility and selects in advance a practical alternative. Though a tireless worker he is pretty sure that his energy is not spent futilely.

CHICAGO in the last week of June fulfilled all its promises to the visiting engineers except one. This holds true with respect to the activities of the Regional Meeting of the A. I. M. E. in particular and of Engineers' Week in general. No one expected to find much of the beautiful in the outward aspects of the Fair-the Century of Progress Exposition, to be more formal; but they expected novelty, color, and startling lighting effects at night, and they were in no sense disappointed. It has been said that the architecture is a portent of the style of the buildings of the future; most who have seen the Fair hope that this forecast will prove inaccurate. As to the exhibits themselves, they are splendid. They are in keeping with the theme of the Exposition-a Century of Progress in science, in engineering, in the industries based upon them. No attempt will be made here even to suggest the exhibits that are most interesting. There are plenty for every one; and any member of the Institute who has the opportunity should by all means visit Chicago before the end of October.

The objective of this circular is threefold: First, to describe briefly the various modes of occurrence of sand and gravel. Second, to emphasize the need for adequate prospect¬ ing and exploration prior to the expenditure of funds for development and plant construction. Third, to describe various methods of prospecting and exploration and their application to the several modes of occurrence of sand and gravel. Sand and gravel may be found in nearly every county or township in the United States. Commercial deposits, however, are by no means so widespread. The introduction of concrete and the consequent impetus given to consumption of gravel and sand aggregates has seriously depleted deposits in some congested areas. Increasing re¬ strictions in the specification requirements for marketing sands and gravels have further narrowed the economic areas. On the other hand, the combination of increasing transportation costs and decreasing selling prices has forced the decentralization of gravel production. As a result smaller, intermittently operated, and widely scattered portable or semiportable unit plants have been encroaching on the territory formerly supplied from centrally located pits with large tr.atment plants. Generally speaking, the small portable plant can not produce any great variety of ma¬ terials to as exacting specifications nor as economically as the large permanent plant.

"INTRODUCTION In compliance with those provisions of the organic act establishing the Bureau. of Mines which relate to improvement of health conditions of persons engaged in the mining, preparation, or treatment of mineral substances, sanitary surveys have been made of towns and villages housing the coal miners, metal miners, and mill and smelter employees of Utah.The purpose of the surveys is to afford studies of conditions prevailing in the various mining and smelter towns so far as concerns housing, water supplies, sewage disposal, refuse disposal the handling of foodstuffs, general sanitation, wash and. change houses, and the control of preventable diseases, all of which directly or indirectly have a bearing on the health and efficiency of employees and their families. Certain other factors have been added to the general sanitary surveys such as school and recreational facilities, which have a decided influence on contentment and efficiency. Through comparisons of favorable and unfavorable conditions and practices, and the dissemination of such information, improvements can be effected which will benefit both the employees and the employers.ACKNOWLEGMENTSAcknowledgment is made of the many courtesies shown by the officials of companies and towns visited. In some instances the towns were entirely under the control of officials of mining companies, being on company property whereas, in other instances, the towns wars incorporated not under company management. "INTRODUCTION Canister-type gas masks have become an essential part of the equipment of many industries, not only for use in emergencies, but also in performing normal operations of industrial processes and procedures, particularly where ventilation is not practically or economically feasible. They are also used widely for enhancing safety of operations which previous to the development of gas masks had been performed in harmful atmospheres.Since the inception of industrial gas masks the Bureau of Mines has been actively engaged in endeavoring to increase the efficiency and safety of these devices, and this bureau has become a source of advice to manufacturers in producing devices of good quality and to industry in the proper selection and use of these devices. In order to give first-hand information and keep current with the demands and needs of industry it is necessary to perform investi-gations from time to time. This report deals with tests of certain types of commercial gas-mask canisters for protection against mercury vapor.TYPES OF CANISTERS EXAMINEDThis investigation included tests of the following types of canisters:(a) Gas-mask canister filled with 725 c.c. of granular activated charcoal, 8 to 14 mesh, and of a quality used in gas masks which meet the Bureau of Mines approval requirements 4 for protection against organic vapors."

Since my whole life has been spent in the mining business , I naturally tend to address my remarks particularly to the newly- graduated mining and metallurgical engineers among you . To a certain extent , all forms of engineering principles are involved in the training of the mining engineer , and most sorts of engineering are certainly utilized by him , so that every one of this graduating class is concerned with the field I propose to discuss . The fact that , beginning with to - day , you will always be styled engineers , indicates that you have passed successfully through preparatory school , and have survived the hard grind of the technical college . One object of your training here has been to instruct you in accurate , close , and clear thinking . Your minds have been taught to act directly , calmly . and always to the point . By now , you should know how to get facts , look far , and think through . You are supposed to be willing to recognize and adopt sound engineering principles and practices , in so far as they are known to you , and to furnish character , ability , and devotion to your calling . Some of you may have had a general college course before coming here to specialize in engineering . Where that has been possible , I hope it is the case , since a liberal educational course tends to make the alumnus more flexible and adaptable than the purely scientific graduate. The broader education enables one to change , with less serious loss , from one job to another; ready adaptability is a great asset ; the engineer should be capable of much more than a single special task . The necessary preliminary training for a professional occupation is intellectual in character , involving knowledge , and to some extent learning , as distinguished from mere skill . The well -balanced engineer is expected to embody a happy combination of theory and fact , of pure science and material reality ; experience shows that he is apt to give a good account of himself , once he gets the chance . For the long pull , the importance of unquestioned integrity can not be overemphasized . Leaders of big business sometimes have need for a man as agile and unscrupulous as a cat on a back fence ; on occasion , they may have to employ brilliant , smart , spectacular , and crafty people , but when the special purposes for which such men are hired have been accomplished , they are no longer wanted . Given natural health , intelligence , ability , and adequate training , probably the characteristics most admired in the young employee are steadiness , dependability , and loyalty . The last is the best . If you can not be simple , direct , and faithful in your dealings with your administrative superiors , no one will want you for long . I believe these points are of primary importance to the young engineer . Your groundwork must be right before you can get far . These personal characteristics are what eventually determine your relations with men and affairs . They are vital in the human engineering which may be a large part of your work .

By a decree of March 14, 1929,5 the President of the Faitian Repub- lic, considering it to be necessary, until the mining legislation of the Republic shall have been revised, to put into effect the mining law of Decem- Der 4, 1860 (relative to mines, diggings, and quarries), by the authority given in article 55 of the Constitution, declared the law of February 14, 1919, to be abrogated and the provisions of the earlier mining law (December 4, 1050) again to be valid. No concessions were granted under the law of 1919. All citations in this paper, unless otherwise designated, refer to the law of 1930.

In the Unfederated Malay States, with the exception of Johore, the rights of suzerainty, protection, and administration were transferred by giam to the British Government in 1909. In the States of Kelantan, Trengganu, Kedah, and Perlis, the rulers are assisted by State Councils and by British advisers appointed by the British Government.3 With respect to Johore, the largest, richest, and most highly organized of the Malay States not in the Federation, the treaty of December 11, 1885, with Great Britain, defined the relations of the State to the British Govern- ment and allowed the Maharaja to assume the title of "Sultan"; an amendment to this treaty (May 12, 1914) provided that the Sultan should be advised by a British officer, the General Adviser. ...... The political organization of the States is reflected in the mining legis- lation, Johore being the only one having a comprehensive code. The pigments, whose colors are due primarily to iron exides and iron hydroxides, comprise a variety of yellow, brown, red, and sometimes black paint-coloring agents, both natural and artificially prepared. The natural pigments in this group include ocher, umber, sienna, mineral paints, paint rock, and mortar colors. When the natural color or tinting power--either in the raw state or after treatment--is too weak, these pigments may be "forti- fied" or strengthened. Ocher, umber, and sienna, rhile often described as "iron oxide pigments," are also known as "earthy" rigments. Inasmuch as the iron content of these pigments is, in general, somewhat lower than that of other iron oxide pigments, the ochers, umbers, siennes, and other brown earth pigments are not discussed in the present paper. In addition to a discussion of natural or artificial pigments whose color is due to the presence of iron oxide in some form, this paper contains data on mortar colors, which are medium or low grade pigments used for tinting mortar, cement, and concrete. A great variety of materials are used for theso purposes, including "blue billy" (residue left from roast- ing pyrite), ground slate and shale, and even culm from coal washeries. Dur- ing the past three years, there has been a definite trend among the producers of iron oxide pigments to push the sales of the better grades of colors for tinting mortars. Due to the amount of low-grade coloring matter that is re- quired to impart a strong color to concrete (in soro cases as high as 15 per cent of pigment is necessary) the strength of the cement may be materially impaired. The addition of some 2 per cent of the higher grades of iron oxide to the concrete mix imparts a brighter and stronger colcr, does not weaken the material, and in the end is not as expensive as the low-grade pigments formerly used. Iron oxide pigments occur in nature in various shades and colors, but the red pigments are the most important and account for the larger part of the total red pigments used.3/ The nomenclature of these red pigments is involved and the names given to them are descriptive of the shade rather than of origin, method of produc- tion or chemical composition. In most cases the red pigments under this class may occur naturally or may be produced by heating hydrous iron oxide pigments such as yellow ocher to a sufficiently high temperature to drive off the water of composition. They may also be prepared by fortifying naturally-occurring pigments with stronger natural or synthetic oxides or with coal-tar dyes (e.g. alizarine lake), Most of the mineral reds derive their color from the presence of ferric oxide (Fe2O3), the mineral hematite. This may be present in relatively small percentages, as in the red slates and shales, or it may constitute as much as 90 per cent or more of the material, as in Spanish red. The principal iron oxide pigments used in the manufacture of paint are discussed in the following pages.
