The Olympias Mine in Northern Greece is producing an extremely refractory gold-bearing arsenical pyrite concentrate, containing on the average 41 3 S, 40 3 Fe, 10-12 3 As, 25 ppm Au and 35 ppm Ag. During the process selection stage, more than a dozen alternative technologies? were considered and an in-depth analysis was prepared for the three most promising, ie roasting, pressure oxidation and biological oxidation. Detailed capital and operating cost estimates were prepared, based, where appropriate, on laboratory and pilot-plant tests. A number of criteria was used for process evaluation and selection, including capital and operating costs; environmental impact, gold' recovery, stage of development, etc. Based on the above evaluation, the Sherritt Pressure Oxidation Process was finally selected. A detailed description of the process selection stage, supported with laboratory and pilot-plant test results on many of the processes considered, will be? presented.

Methods of assessing damage to underground excavations from repetitive seismic loading are reviewed. Analysis of mining-induced surface subsidence is discussed.

This is the seventh annual tabulation of royalty information. It is also the first year in which some data have been deleted to make room for new data. The concept of royalties evolved from a time when the government owned all of the land, including mines, to the situation where free miners won the right to claim minerals but paid a portion of their production to the royal treasury. Today, a mineral royalty is a payment to the owner of the mineral rights for the privilege of producing the mineral commodity. However, some people incorrectly believe that the selling price and the royalty are the same thing. The contract between the owner (lessor) and the mining company (lessee) is the mineral lease. Some clauses that are common to mineral leases include: identification of property, granting clause, reservations, definitions, royalty rate, taxes and title, indemnity, termination, inspection, assignability, successors, and reclamation. There often are variations in royalty rates for a given commodity that reflect differences in location, quality, market conditions or public versus private ownership. History In the time of ancient Rome, the government owned the mining properties by virtue of conquest. It would lease the mines to favored citizens who would pay rent to the State. Various conditions of sovereign ownership of both land and mineral rights continued in Europe until the Renaissance. As the laws evolved for land ownership by private citizens, the concept that minerals belonged to the State (King, Crown, sovereign) continued until about the 15th century. Free miners challenged the notion of sovereign ownership and won the right to discover and claim minerals. But a portion of their production had to be paid to the sovereign - a royalty. So, the original concept of a mineral royalty was a tax on production that was due to the Crown or Church. The term mineral royalty, as it is known today, is a payment to the owner of the mineral rights (formerly the royal owner) for the privilege of mining and producing the mineral commodity. The owner of the mineral rights, the lessor, and the mine operator, the lessee, enter into an agreement to mine the property. The agreement is the lease. While this concept is common, there are some who do not understand that the royalty is a portion of production paid to the owner as agreed on in the lease document. This author has seen reports where the selling price of a commodity has been quoted as the royalty. ("They get 70 cents a ton royalty at their pit and the guy down the road only has a 65 cent royalty.") These reports have been authored by people not familiar with the mining industry. Lease clauses In addition to the amount to be paid the lessor, there are several other items to be addressed in the lease agreement. The following list may not be all inclusive, but briefly describes most of the common clauses any good mining lease should contain. Identification: This opening clause names the owner (lessor) and the operator (lessee), the address of each, and gives the legal description of the property. Granting clause: This part of the lease gives the time period or duration of the agreement and information about renewal periods. It also has language about the exclusive right of the lessee to mine the property. Reservations: If the owner wants to exclude any portion of the property or set some specific conditions about the operation, there needs to be a clause that describes these reservations. Definitions: This section should address some of the technical terms that the lessor may find confusing - short tons versus cubic yards, dollars versus percentage of average selling price, any escalator indices such as consumer price index or producer price index, and material mined versus material sold. Royalty: This section spells out what the royalty rate will be, how often it will be paid, if there is an annual minimum, the pay dates, and how the records will be kept. This section also describes the conditions under which the lessee is exempt from the annual minimum - natural disasters, strikes, governmental actions, or other causes referred to as force majeure. Taxes and title: The lease needs to identify who is responsible for the property taxes, severance taxes (if applicable), and other taxes that relate to the mining activity - taxes on equipment, improvements, or stockpiles. This is a good place in the lease for the owner to certify his ownership of the property and its mineral rights and also certify that no other leases are in effect. The lessees may want language that allows them to pay mortgages or other debts on the property to keep their lease in effect. Indemnity: This portion of the lease identifies that the lessee assumes the risks for lessee's mining operation. Lessor should expect indemnification by the lessee through standard insur¬ance policies - workers compensation, liability and property damage. Termination: Both the lessor and lessee want language that will allow them to terminate the lease. Some operational difficulties have been encountered in the transfer of carbon-in-pulp technology to Australian conditions. Many gold mines? are located in remote and arid areas where the available ground water is highly saline. There is a gradual depletion of free milling oxidised gold ore reserves resulting in the necessity to treat deeper primary sulphide .deposits which can be refractory. Some near-surface ore-bodies and tailing dumps are contaminated by natural vegetative matter which can interfere with the adsorption of gold from the cyanided pulp,. Advances which have been? made include potable water conservation in elution, a new type of regeneration kiln, inter-stage screens, alternative leaching systems transportable carbon-in-pulp plants and efficient open-cut mining methods. Academic and applied research is well supported by government and industry and the results are normally rapidly disseminated and put into practice by the gold mining industry.

"IntroductionHaving mined an economic mineral bearing rock which is of insufficient grade to warrant direct smelting, upgrading or beneficiation is required to make it an economically viable ore. The first step in effecting the concentration process is comminution or sequential breaking of the rock to allow liberation and subsequent recovery of the desired mineral particles. Desirably the ore could be broken down to the point where the valuable mineral is completely liberated to maximize the chance of recovering as much of it and in as pure a form as possible. The number of energy intensive stages of breakage required to attain this goal depends on many physical characteristics of the ore such as hardness, friability, toughness, grain size, existing fracture planes and particle shapes.Commonly the distinct stages are primary, secondary and often tertiary crushing and finally grinding. To increase the efficiency of each stage of size reduction, pre-treatment sizing is common.Crusher feed is commonly scalped of large pieces or screened for reduction crushers and classified for secondary grindingcircuits.Although crushing and screening is employed for many different products, this chapter reviews current practice in larger tonnage metalliferous ore treatment plants.Current practice is to use large gyratory or jaw crushers for primary crushing and some sort of gyrating or cone crushers for additional stages of reduction. For autogenous or semiautogenous grinding circuits only the primary crushing stage is necessary, the balance of the work being performed in the grinding stage. For conventional grinding circuits using ball mills or combinations of rod and ball mills, secondary, tertiary and even quaternary crushing stages are normally required.Older type crushers such as stamp mills, double rolls, sledging mills and hammermills are no longer common but are used for small tonnage special processes.Important to efficient crushing are a variety of sizing devices such as grizzlies and vibrating screens. Products at different stages must be stored to give surge capacity and allow controlled feeding rates through mechanical and gravity feeders. These storage piles, bins and feeders as well as crushers and screens are commonly integrated into a total facility by means of conveyor systems. Most often these are endless rubber belts driven by simple or multiple drive mechanisms usually consisting of electric motors and speed reducers."

As part of its research on advanced mining technology, the U.S. Bureau of Mines emphasizes studies on in situ leach mining. This research enables the Bureau to develop technical information that can allow mining companies to adopt in situ leach mining methods. Research results should help to remove the technical and economic barriers currently hindering the development of commercial in situ leach mining operations. This report contains papers summarizing results of Bureau research on various aspects of in situ leach mining. A featured topic is the cooperative field experiment of the Bureau and Santa Cruz Joint Venture in a copper deposit near Casa Grande, AZ. Discussions in-clude an overview of the entire project, cost modeling, environmental permitting, laboratory core-leaching experiments, petrographic studies, and an evaluation of the geologic structure in the region. In addition, papers describe hydrologic modeling and geophysical studies of solution flow during leaching. Preliminary geochemical modeling studies are also summarized. A final paper describes a nonionic chemical additive with potential for significantly reducing the high costs of drilling in in situ leach mining.

Real economic growth for 1988 may fall short of the 3.3% projected by the Department of Commerce in August 1988 because the summer drought and intense heat in many areas curtailed output more severely than expected. The economy grew at an average annual rate of 3.0% for the first three quarters of the year, slowing in the second and third quarters. Export growth, which occurred even as the dollar edged up compared with other industrial country currencies, was an important factor in the expansion. Notable gains were posted in sales of machinery, computers, aircraft, chemicals, and telecommunications equipment. Imports increased, but not as much as exports, and the U.S. trade position was still much improved from that of 1987. Personal consumption expenditures grew slightly faster than the economy as a whole. Purchases of consumer durables showed notable strength in the first half of 1988, but slowed down in the third quarter. Despite the moderate rise in interest rates, business spending for new plant and equipment also rose and contributed to 1988 gross national product (GNP) growth. Both new business investment and export demand spurred orders for U.S.-made machine tools. Orders for machine tools for the first 8 months of 1988 were almost triple those in the corresponding period in 1987.

Forage plots were established on agricultural lands contaminated by acid mining waste. The acid produced through oxidation of pyrite and other sulfides caused elevated solubility and plant availability of copper, zinc, and arsenic which killed vegetation and polluted surface and groundwater. Soil amendments including agricultural lime (CaCO3), hydrated lime (Ca(OH)2), phosphorus, and organic matter were used to reduce the toxicity of metals. Several acid-tolerant grasses were used to vegetate the amended soils. Various soil extraction techniques were used to see which best correlated with vegetation performance. The extractions corresponded to three "forms" of metals in soil including soluble (water-saturation extract); plant-available/weakly adsorbed (DTPA extract); and total (HNO3/H202 extract). Of the extractants tested the DTPA levels appeared to correlate best with metal levels in plant tissue. The DTPA soil extractant serves as a useful tool in predicting potential phytotoxicity of mine waste materials.

Real gross national produce (GNP) grew at a seasonally adjusted annual rate of 2.0% in the fourth quarter (table 1). The restrained quarterly growth rate was the slowest in 2 years, and was substantially slower than the 2.5 % rate of the previous quarter. According to the U.S. Department of Commerce, the summer drought reduced the fourth-quarter growth rate by 1.1 percentage points. A growing trade deficit and a reduction in business investment were the key economic factors curtailing growth. The trade deficit widened by $6.8 billion, reflecting both a surge of imports and a slowing of exports. Business investment declined 3.7%, mainly as a result of a slowdown in computer sales. On a year-to-year basis, the economy grew at an inflation-adjusted rate of 3.8% for 1988, the fastest in 4 years, despite the drought. However, on a fourth-quarter-to-fourth-quarter basis, real growth measured 2.7%. Increased exports and business spending for plant and equipment accounted for much of the 1988 GNP growth. Employment continued to grow as the manufacturing sector added 414,000 new workers (table 2). Of these, the primary metals industry added 26,000 workers, and the clay, glass, and stone industry added 10,000. The civilian unemployment rate remained low throughout 1988, fluctuating between 5.3% and 5.4% during the last quarter.

Most of the estimates are based on nine months data. These summaries have been prepared in cooperation with State geological surveys or related agencies. Eminent Domain is the power of the government or municipality to take property for public use without the consent or acceptance of the owner. Typically the agency taking the property will make an offer on the property, hoping that the owner will immediately accept and allow work to begin. If a mutual resolution regarding the property value cannot be reached, however, the municipality will condemn the premises and institute a condemnation action in a court of law, which is when the problems begin. The power of the government to take the subject property is limited by the Federal and State constitutional duty to pay "just compensation" for the property.

The subject of mine fires is a very wide one. To give reasonable coherency, the paper concentrates on the behaviour of fires in the ventilated airways of mines; spontaneous combustions are not considered. The following topics are considered in some detail: 1) Material selection: Performance requirements for mining materials in terms of flammability and smoke/fume production; methods of test and need for relevance to mining conditions. 2) Fire growth: The influence of material properties and method of use on the rate of growth of fire in a mine roadway; the influence of ventilation, slope, material orientation, proximity of walls and roof on fire behaviour. 3) The fire in the ventilation network: The influence of fire on the ventilation distribution; the circulation of fire products in the network. The influences of these topics in determining fire control strategy are then considered but topics such as fire detection and fire extinction methods are not reviewed in detail. An extensive Bibliography on papers relating to mine fires is included.

The combined production value of natural abrasives, which consist of tripoli, special silica stone, garnet, staurolite, and emery, increased in 1987. The increase was, in certain cases, because the materials were used in nonabrasive applications, such as the increased use of tripoli as a filler and special silica stone material as a special-purpose crushed stone. The increased use of garnet as a blasting media accounts for most of its growth. Production and sales of garnet were at a record-high level in 1987. [ ]

Take a good look at this issue of Minerals and Materials. This is the last issue of M&M, as it has been known within the U.S. Bureau of Mines, that you will receive. Fifteen years after it was created to help cope with a growing worldwide mineral shortage, M&M is ceasing publication. In its place will be a bright, new publication called Minerals Today. Like its venerable predecessor, Minerals Today will be a bimonthly magazine that reports on recent trends and issues in the minerals and materials industries. It will be the Bureau of Mines' most frequent periodical presenting an overview of the entire field of minerals and materials.

Federal and state regulations, in an effort to reduce acid rain, are becoming increasing more stringent regarding sulfur content of fossil fuels. Whereas coal from Illinois and Ohio contains between 1.5 and 37. sulfur, Wyoming has billions of tons of coal reserves containing less than O.5/% sulfur. However, much of Wyoming's coal is high in moisture, 25-30%, and low in energy, 8,200 to 8,900 BTU, vs. 10,500+ BTU for Illinois and Ohio Basin coals. Wyoming currently ships in excess of 130 million tons of coal to utilities as distant as Michigan, Wisconsin, Minnesota, Iowa, Nebraska, Louisiana, Oklahoma, and Texas. With freight charges ranging from $12.00-$20.00/ton, more than $1.5 billion a year is spent to transport water. A test shipment of more than 50,000 tons of Wyoming coal has recently been made from Mobil's Cabello Rojo Mine, south of Gillette, by Burlington Northern to the Robert's Bank British Columbia coal terminal for transloading and shipment to Taiwan Power Company. This coal assayed approximately 8,400 BTU/lb. and 277. moisture. Carbontec Energy Corporation feels the future availability of dried coal containing 11,000+ BTU could substantially enhance the potential export as well as the domestic market for Wyoming coal. Large and small utilities, along with industrial furnaces require tens of millions of tons of Wyoming, West Virginia, and other Eastern The federal government is encouraging the expenditure of hundreds of million of dollars by utilities to retrofit their boilers to allow them to burn higher sulfur coal. This program, if carried to completion, would cost many tens of billions of dollars, with the net result being high power costs sustained by the utilities. These costs will be passed on and paid for by the American consumer. A sensible alternative would be the burning of low sulfur coal by the utilities, without costly capital and operating expenditures. Carbontec Energy feels the successful operation of a Carbondry Coal Drying Plant in Wyoming will be the forerunner to other similar and larger operations in the State. CARBONTEC RESEARCH The activities of Carbontec's personnel to develop a viable process to dry sub-bituminous and lignite coal goes back some 14 years; in fact, for some of us it goes back to 1962 when we were involved in a program under which lignite coal from Truax Trayer's Velva mine was placed in low sulfur coal, which are burned alone or blended with high sulfur, Midwestern coal. Carbontec believes that a high BTU. reasonably priced, shippable coal fuel produced in Wyoming and delivered at costs competitive with Eastern low sulfur coal, could offer substantial benefits to Wyoming coal producers, utility customers, and to the State of Wyoming.

My purpose here today is to introduce an element of democracy into this seminar. In my experience, the mines of Australia can be divided into two categories; those that pay and those that don't. As far as I can ascertain, every other paper being delivered at this seminar concerns mines which come into the first category, or at any rate are close enough to it for the promoters to be able to afford an expert's valuation.

What troubles me so often about debates over the environment, which I have heard since I entered government in the late 1960's, is that the issues are so often presented as a false dilemma--the either-or fallacy in logic. The either-or fallacy allows only two possible choices: Either protect the environment or exploit it. In reality, however, there may be a few more options. The diverse, often competing, values that the Earth offers require us to weigh and balance those options through a range of policy options. A quality environment and economic growth and opportunity are not mutually exclusive. First, let me acknowledge that I support a set of resource values recognized in U.S. laws and deemed important down through history for the success of free, progressive, and secure societies: the importance of access to raw materials. Increasingly, however, mineral raw materials have been viewed at best as not particularly relevant to a sophisticated, technologic society, and at worst monstrously destructive of our natural environment. Both perceptions, in my judgment, are wrong.

The Technical Programme Committee-Metals Technology of The South African Institute of Mining and Metallurgy, in association with its Vaal Triangle Branch, held a one-day colloquium on 18th April, 1989, the theme being 'Ferous Pyrometalurgy: A Challenge for South Africa'. The venue was the Auditorium 100 at the campus of the Vaal Triangle Technikon in Vanderbijlpark. Project and contract management A Project and Contract Management Conference is to be held on 19th and 20th September, 1989, at the C SIR, Pretoria. Powder metallurgy The PM 90 exhibition is to be held in Wembley, London, from 2nd to 6th July, 1990. The wide range of powders, processing machinery, and powder-metallurgy components at the exhibition will reflect the growth in this highly specialist industry. Castings and forgings Exhibition organizers, FMJ International Publications Ltd, are set to build upon the success of Castings & Forgings '88, which was held as a joint event with Pat- Cast '88. Castings & Forgings '89-with Pat-Cast '89- has already generated a high level of interest, which has been reflected in the demand for stands. Furnaces FURNACES '90, the eighth in this series of exhibitions for the thermal-processing industry, will be held in Solihul, West Midlands, England, on 6th and 7th March, 1990.

Hidden under picturesque Bemic Lake, in Canada's eastern Manitoba, lies a highly fractionated pegmatite orebody, hosting a unique assemblage of minerals. Accidentally discovered in 1929, the orebody had a brief history as a tin producer, but it is now mined by Tantalum Mining Corporation of Canada, Ltd. (TANCO), for its cesium, lithium, rubidium and tantalum bearing minerals. The mine also has potential for mbidium-feldspar, amblygonite, gallium rich mica, and quartz production. This paper describes the geology of the orebody, and its mining and processing. Selective, concurrent, mining and milling of the various products necessitates a high degree of planning and control, and these aspects are also discussed. The introduction of Quality Control and SPC are discussed, for such are the keys to excellence.

For the third successive year it appears that demand for platinum will exceed supplies of newly-mined metal, forecasts Johnson Matthey in its "Platinum 1987 Interim Review." Based on data available at the end of August 1987, Johnson Matthey estimates that western world demand for platinum could exceed 93t (3 million oz) for the first time ever in 1987. Given a likely increase in demand of 4.3t to around 94t (140,000 oz to around 3.02 million oz), up by about 5% over 1986, there would be a 1.8- to 2.2-t (60,000- to 70,000-oz) shortfall in 1987 supply. South African mines enjoying undisrupted production last year after strikes affected Impala's output in 1986. The rate of increases in western world supplies, though, has probably not kept pace with the growth in demand. A downturn in US demand for platinum was counterbalanced by substantially increased purchases from Japanese and Western European consumers of the metal. Total imports of platinum into Japan in 1987 may have reached a record level of 45t (1.45 million oz). The largest source of demand for platinum remains its use in autocatalysts US and Japanese auto manufacturers reduced their platinum purchases in the wake of falling car production. Therefore, a small decline in overall 1987 sales of perhaps 780 kt (25,000 oz) was expected in 1987. Western European demand, however, rose strongly as a result of increased output. The spread of exhaust emission control regulations has sharply boosted the number of cars equipped with three-way catalysts containing platinum and rhodium. Western European auto makers probably needed 5.6t (180,000 oz) of platinum last year, a 50% increase over 1986. The jewelry industry, the second largest user of platinum, increased its offtake of platinum in 1987. Japan, the key to the jewelry industry's consumption of platinum, could absorb 24.8 to 26.4 (800,000 to 850,000 oz) in 1987, compared with 23t (740,000 oz) in 1986. Platinum has wide and diverse applications in industry. Other major users are the chemical, glass, electronics and petroleum industries. They were expected to increase their aggregate demand by about 1.8t (60,000 oz), or 11% in 1987. Investment demand for small platinum bars and coins of up to 311g (10 oz) dropped back in relatively inhospitable conditions. This, after rapid increases in recent years and a surge in US demand in 1986. However, Japanese investors purchasing bars weighing 500g or 1 kg (16 to 32 oz), and considered more speculative, recovered last year. Over the first eight months of 1987, platinum performed strongly on the open market with average prices well up from 1986 in dollar terms. But the increase was less marked where measured in sterling or yen. Platinum ad¬vanced by $3.70/g ($115 per oz) between Jan. 1 and mid-September with the average price having been surpassed only in the heady days of 1980. Johnson Matthey believes that supply and demand appear likely to keep more or less in step on a gently rising path. The recent open market volatility will continue with prices fluctuating widely over short periods. Writing in mid-September, and basing its view on the tangible evidence of platinum's price fall since the review was written, the company's assessment of price prospects is unchanged. Demand for platinum remains strong all-round. In October, imports of platinum into Japan were exceptionally high. And in the US and Japan there was a marked resurgence of demand from private investors. Although market sentiment may have been influenced in part by the news of several potential new platinum mines in South Africa, the full effects of these prospects on supply, even if they were all to materialize, would not be felt before the early-mid 1990s, Johnson Matthey said. According to the review, no radical change in platinum supplies is discernible in the near-term. Incremental growth from South Africa can be expected as the major producers continue to make the most of their existing resources. The Soviet Union may be keener to sell than it appeared earlier in 1987, especially if prices hold up, but a substantial increase is improbable. Canadian supplies are not capable of much variation from present levels. The palladium-rich Stillwater mine will make a modest contribution. Referring to the investment market, Johnson Matthey concluded that despite this year's reduction in sales of small-denomination investment products, platinum does appear to have established itself with private investors. Bearing in mind how business multiplied in comparatively unfavorable conditions before 1986, it is reasonable to look for a resumption of growth once the climate improves.
