The long-term outlook Tor Australla's traditional mining products is for flat demand and continuing low prices. This has come about because of three far-reaching changes since earlier boom days: 1. Continuing declines in intensity of usage of basic mine products; 2. The failure of newer western and third world developing countries to realise growth expectations; and 3. Continued production pressure from third world countries (and first-world primary producers) in an effort to earn foreign exchange and rectify trade balances. These trends have led to a general situation of excess supply and weak demand. In this environment, the prerequisites for survival in the mining sector are first-class mines, modern and efficient production methods, low unit costs, aggressive marketing, and products with reasonable operating margins. Many of Australia's mines meet these prerequisites. Following the A$ depreciation and widespread unit cost reductions, most of these mines will be moderately profitable at current depressed commodity prices. They are well placed to benefit from price rises if these eventuate. A new generation of mines is concentrating on a more profitable product range (gold, diamonds, uranium, mineral sands). Australia's balance of trade remains firmly dependent on the primary mining and agricultural industries (Fig. 1). Despite optimistic talk of high-tech developments, tourism and a resurgence of manufacturing, these will remain a small component of Australia's export structure.

?Wyoming bentonite? has become almost a world-wide trade mark for high quality sodium bentonite. Although bentonite is produced in more than a dozen U.S. states the largest producing area covers Wyoming and adjacent parts of Montana and South Dakota. Bentonite was originally known as Taylorite and later renamed Bentonite by Dr. Sam Knight, the State Geologist of Wyoming. The new name came from the Fort Benton shale member of the Mowry Formation. Bentonite is a clay consisting essentially of the montmorillonite group of minerals. Since bentonite has good ion exchange capabilities, various cat-ions are easily replaced. These cations are usually calcium and sodium; however, magnesium, lithium, potassium, and others can be exchanged. One way of classifying the clay is based on its swelling capacities when wet or added to water. Bentonite having sodium as the dominant exchangeable ion typically has very high swelling capacities and forms gel-like masses when added to water. Bentonite in which exchangeable calcium is more abundant than other ions has much lower swelling properties than sodium varieties.

The operating mine is dynamic, everchanging, and a continuous moving target. The only way to effectively manage such a creature is to be able to evaluate the cost of operation over short enough time periods that rapid effective controls can be implemented before loss can erode the marginal profits in todays market place. Such short term evaluations can provide the basis for the long range planning that can keep an operation healthy in the future. The spreadsheet programs on small computers (PC's) offer the possibility of such evaluation by accumulating data in a useable format, providing timely cost reporting and providing a tool for use in evaluating the day to day alternative choices of the real mining world.

Planning the use of South Africa's energy resources, especially coal, is of the utmost importance. The State and the mining industry require reliable official estimates of the economically mineable coal reserves for planning purposes. An overview of al the previous reserve estimates is given, with specific attention to the two most recent estimates-those of Petrick and De Jager. The differences between these two estimates are highlighted. The following important aspects are discussed: . the need to update the information regarding South Africa's mineable coal reserves, . the necessity of understanding and agreement between the coal-mining industry and the State department responsible for updating the coal-reserve data, and . the importance of the specific assumptions used in the updating of the data. A downward adjustment of mineable reserve figures is proposed, and the factors that influence the meaningful exploitation of the coal reserves are discussed. A recommendation is made as to how the Waterberg coal reserve should be exploited, and it is concluded that the Soutpansberg Coalfield cannot be exploited economically in the foreseeable future. An evaluation of the status of the coal-export trade is made and compared with the assumptions and targets set at the start of the coal-exportation scheme. The comparison shows the extent to which the exploitation of the coal reserves is being negatively influenced by the current market situation. Recommendations are made regarding planning for the coal-export market, and the aspects that have to be taken into account to keep South Africa in the export market are identified. Reference is made to the fact that the present unrestrained wage and salary adjustments, which show a total disregard of South Africa's poor productivity record, require serious thought and speedy rectification if the country is to survive in the export market. A salary and wage strategy must be developed to suit the specific needs of the Republic of South Africa.

Demand for nonfuel minerals depends in large measure on economic activity, which rose in each quarter of 1985. However, despite 1.7 million new housing starts and a 7% increase in motor vehicle production, many domestic metal mining operations experienced continued difficulties as a result of import competition, greater use of newer engineered materials, emphasis on multi-unit housing, and downsizing of motor vehicles. Recognizing the continued difficulties of the domestic metal mining industry, many corporations made major efforts to retrench and rationalize - selling, closing, or spinning off less profitable operations, renegotiating labor contracts, and inviting increased participation by foreign firms. About 15% of US energy was imported in 1985. This included $52 billion worth of crude oil and refined products, adding significantly to the overall merchandise trade deficit of $149 billion. With the exception of a few large-bulk, low-value raw materials, most minerals move relatively freely in world trade. The strong dollar encouraged imports and made exporting more difficult US nonfuel minerals trade deficit totalled $17 billion. The US continued to rely on imports for many important strategic minerals in 1985 (see accompanying Table). Increased pressures for protection included major mineral products such as steel, ferroalloys, and copper. But President Reagan, in his Feb. 1986 "Economic Report to the Congress" stated: "Our international trade policy rests firmly on the foundation of free and open markets." He also stressed the need for fair trade and more open markets internationally. The National Critical Materials Council, created by law in the latter part of 1984, was activated in the latter part of 1985. Its first public hearing was held in January 1986. The Council is to review the nation's materials posture and advise the President on such matters. Compared with 1984, the value of US raw nonfuel mineral output rose 2%, to $24 billion. This supported the production of $244 billion worth of processed materials of mineral origin. Raw steel production - a major indicator of both material use and mineral production - fell 4% to 81 Mt (89 million st). Consequently, domestic iron ore production fell to 49 Mt (55 million st), about 97% pelletized. Iron ore imports fell 7% to 16 Mt (18 million st). Raw steelmaking capacity fell 4% to 117 Mt (129 million st). Pacts with 16 leading steel exporting nations have been negotiated in an effort to reduce import penetration of the domestic market. Domestic producers of bulk ferroalloys of chromium, manganese, and silicon operated at about 40% capacity. The US mined no manganese or chromium. Only a small quantity of ferronickel was produced from domestic laterite mining in Oregon. Molybdenum production increased slightly to 49 kt (54,000 st). Mine shipments of tungsten, another mineral tied to steel production, also fell slightly to 1.1 kt (1200 st) of contained metal. Even the domestic aluminum smelting industry suffered reverses as high stocks and low prices reduced production 16% to 3.5 Mt (3.8 million st). Similarly, imports of bauxite fell 7% and alumina 10%. Production of magnesium metal fell 6% to 136 kt (150,000 st), while titanium metal production remained unchanged at 22 kt (24,000 st). Copper mine production was unchanged at 1.1 Mt (1.2 million st). Copper refinery production fell slightly to 1.1 Mt (1.2 million st). Lead mine production rose 24% to 400 kt (440,000 st). Zinc mine output was down 10%, to 225 kt (250,000 st). Refined lead production increased 28%, to 510 kt (560,000 st). Primary slab zinc production fell 5% to 240 kt (260,000 st).

In 1985, at the request of the Bureau of Land Management, the Bureau of Mines studied a 50,57U-acre portion of the 90,345-acre Twin Peaks Wilderness Study Area (CA-020-619A) in order to evaluate its identified resources. The area studied is located about 45 miles northeast of Susanville, CA, in Lassen County, CA, and Washoe County, NV. The area is underlain by Tertiary volcanic, volcaniclastic, and intrusive rocks. Quaternary stream, lake, and landslide deposits overlie the older rock. There are no mines or mining claims in the study area. One mineral resource, pozzolan, was identified. Mining claims, inactive in 1985, have been staked adjacent to or near the northwest corner of, and also southeast of, the study area. Examination and sampling of 17 mineralized sites, delineated mostly by prior geochemical surveys, showed at least 30 million tons of subeconomic pozzolan resources and small or low-grade occurrences of gold, silver, copper, lead, zinc, nickel, molybdenum, zeolites and clay.

The Bureau of Mines has investigated the availability of columbium from 19 deposits (3 producers and 16 nonproducers) in 7 market economy countries (MEC?s). Brazil has the largest recoverable columbium resource, posessing approximately 2.39 million metric tons Wmt), or 69 pet of the MEC total (3.47 Mmt). The Western Hemisphere countries of Brazil, Canada and the United States contain 3.14 Mrnt of recoverable columbium or 90 pnt of the MEC total. Columbium recovered as a byproduct of tin mining is not included as part of MEC resources in this study. Currently producing mines are Araxa and Catalao in Brazil, and Niobec in Canada, These three mines have 2.42 Mmt of recoverable resources or approximately 69 pct of the MEC total. It is estimated that these mines, operating at full capacity, could satisfy cumulative MEC demand (based on an annual growth rate of 5.1 pct) for the next 20 yr. The United States is totally dependent upon foreign sources for its columbium supply. The majority of U.S. columbium is imported from Brazil in the form of steelmaking- grade ferrocolumbium. Canada has been the sole source of pyrochlore concentrates since Brazil discontinued exports in 1981. The United States also imports small (but important) quantities of columbium as columbite concentrates from Nigeria and Brazil, as columbite contained in tin slags from Thailand and Malaysia, and as synthetic concentrates from the Federal Republic of Germany.

"The Carswell structure, located in the western part of the Athabasca Basin, northern Saskatchewan, has been extensively explored since 1967. This exploration has been successful and lead to the discovery, in 1970, of the D sandstone-hosted unconformity related deposit. By the end of 1984, five additional basement-hosted unconformity related deposits had been delineated: the OP and N discovered in 1970, the Claude in 1971, the Dominique-Peter in 1981, and the Dominique-Janine in 1984. The D deposit has been mined out; the Claude open-pit has already produced more than 500 tonnes of uranium, the development of the Dominique-Peter underground mine (first phase) has been completed, and production from the latter started in 1985.All six deposits are located in the southern part of the Aphebian metamorphic core, 18 km in diameter, which has intruded at least 1250 metres of Helikian Athabasca Group sediments during a cryptoexplosion event at 480 Ma, unrelated to the emplacement of uranium mineralization. The metamorphic rocks, affected by the Hudsonian Orogeny, are divided in two lithostratrigraphic units: the Peter River gneiss, aluminous gneiss series, and the Earl River complex, mixed quartzofeldspathic and mafic gneiss series. A well developed regolith profile is recognizable in the south along the contact with the sandstone and inside the metamorphic core sometimes associated with conformable sandstone beds.Basement and sandstone-hosted uranium deposits show many similarities:-linkage to unconformity;-mineralogy and geochronology with a first phase mineralization characterized by a polymetallic sulphide-uraninite-brannerite assemblage dated at 1150 to 1050 Ma, a second phase characterized by a simple sulphide-uraninite assemblage dated at 890 to 820 Ma, and a third phase characterized by a pitchblende-hematite dated at 380 Ma; and,-linkage to early Hudsonian structures with remobilization of these structures during intense hydrothermal alteration resulting in Mg chlorite-illite halos."

Buoyed primarily by growing consumer spending, the economy rebounded from a weak second quarter. According to preliminary estimates released by the Department of Commerce, real gross national product (GNP) grew $2 1.9 billion during the third quarter, producing a seasonally adjusted annual growth rate of 2.4%, compared with a rate of 0.6% in the second quarter of 1986 and 4.1% for the third quarter of 1985 (table 1). Third-quarter real personal consumption expenditures and Government purchases of goods and services rose $42 billion and $7 billion, respectively, but those gains were partially offset by the continuing decline of gross private domestic investment, off $16 billion, and the growing trade deficit, up $11 billion. Three quarters of the growth in consumer spending occurred in the durable goods sector as consumers responded to discounted financing offered by automobile manufacturers attempting to lower inventories of 1986 vehicles, Increased purchases of other durable goods, such as furniture and home furnishings, also contributed to the strength of the durable goods sector. The success of the automobile inventory reduction program as well as weak factory output led to a $20 billion decline in inventory growth. Investment for housing and producers' durable equipment expanded, however, and mitigated some of the impact of slower inventory depending on gross private domestic investment, Capital spending for nonresidential structures declined for the third consecutive quarter. The declining capital spending and the growing trade deficit continued to be significant and interrelated problems for the economy. Real capital spending for new plants and equipment during 1986 is expected to decline 2.5% after rising 8.7% in 1985 and 15.8% in 1984 (table 2). It is likely that capital expenditures bottomed out in the second quarter and that they will expand in the third and fourth quarters. The first-half decline was partially attributed to uncertainty arising from the pending tax- overhaul bill. Furthermore, there is little impetus for corporations to invest in new capacity since factories are operating at less than 80% of capacity (table 3) largely because of the continuing growth of imports. The growth rate of the trade deficit dropped sharply in the third quarter to less than half that of the previous quarter. Low oil prices, declining auto- mobile and steel imports, and increased exports of agricultural goods contributed to this decline. The continued low growth of the economy caused the Federal Reserve System to reduce the discount rate for the fourth time this year (in late August), drop ping it to 5,596, the lowest level in about 9 years. Inflation, as measured by the fixed- weighted GNP price Index, continues to remain low, but rose from the revised second-quarter level of 1.7% to 2.596, mostly because of rising food costs.

The Bureau of Mines studied the potential availability of primary antimony (Sb) from demonstrated resources in 21 mines and deposits in market economy countries (MEC's). Twelve of these properties were evaluated as producers and nine as non- producers. The 21 studied properties contain 499,600 mt Sb as demonstrated resources, of which 304,000 mt is recoverable as antimony metal; another 973,500 mt Sb is contained in inferred resources. Recoverable antimony from demonstrated U.S. deposits is only 10,700 mt, just 3.5 pct of the MEC total. Domestic production of primary antimony from operating mines has averaged only 561 mt/yr over the 10-yr period 1975-84. This represents just over 5 pct of total U.S. consumption of primary antimony, which averaged 11,081 mt/yr during the same period. The United States will thus continue to rely on imported ores andlor concentrates, antimony oxides, and metal to satisfy domestic industrial requirements. At production costs up to $1.15/lb Sb, 110,000 mt of refined antimony is potentially available from 10 of the 21 studied properties. At $2/lb, 294,000 mt Sb is available, and at $3/lb, the total rises to 304,000 mt Sb available from all evaluated producers of refined antimony.

It is a pleasure to submit to the National Critical Materials Council (Council) some of my thoughts concerning the important tasks which lie before you. It long has been my belief that America's economic health and national security may depend to a substantial degree on whether we have available to us an adequate supply of critical and strategic materials at reasonable cost. To the extent the Council can contribute to the identification and implementation of wise public policies which facilitate the achievement of that goal, we and our children should be grateful. Even before assuming office, President Reagan warned of the danger of undue dependence on imported materials essential to the Nation's defense and economic well-being. After his election, he appointed a transition task force on strategic and critical materials, and he later directed the Cabinet Council on Natural Resources and Environment to prepare .a National Materials and Minerals Program Plan and Report to Congress, which he forwarded to the Congress in April 1982. In 1984, my predecessor, Secretary Clark, established the National Strategic Materials and Minerals Program Advisory Committee, popularly known as the "Mott Committee" because of its distinguished chairman, retired Admiral William C. Mott.

This final report on Bureau of Mines Contract J0348005 presents the results of an investigation into the development of a Management Information System (MIS) for underground coal mines. The motivation for the research is the unrealized potential for increasing safety and productivity of the well developed mine monitoring system technology. The intent of this project was to examine the information issues, various design aspects of an integrated monitoring/MIS, and associated application concerns, such as the impact of this technology on safety. The work performed on this contract used mine ventilation as a prototypical example. The report is presented in five chapters and six appendices. In addition to the introduction and conclusions chapters, one chapter deals with ventilation MIS system requirements; another with the formulation of a knowledge-based expert system (KBES) structure to implement the integrated ventilation monitoring/MIS system, and one on the health and safety implications of the system. The appendices present details of the KBES system application with an example using a mine ventilation simulator (PSU/MVS). An important conclusion is that a KBES formulation of an integrated monitoring/ MIS for coal mine management is feasible and desirable.

The economy continued to expand during the second quarter, but at a much slower pace than expected. According to latest estimates released by the Department of Commerce, the real gross national product (GNP) grew at a seasonally adjusted annual rate of 0.6% compared with a revised growth rate of 3.8%2 for the first quarter of 1986 and 2.3% for the second quarter of 1985 (table 1). The strong growth of personal consumption expenditures, Government purchases of goods and services, and residential investment was moderated by the growing trade deficit, declining investment in business inventories, and the continuing lag in nonresidential investment. Much of the decreased capital spending for the nonresidential sector for the first and second quarters resulted from reduced petroleum exploration and drilling in response to low petroleum prices. Capital spending and trade continue to be areas of weakness for the economy. Real new plant and equipment expenditures for 1986 are estimated to be 1.3% below those of 1985 (table 2). Real net exports of goods and services decreased $24.6 billion, as exports declined 5.6% and imports grew 16.5%. About two-thirds of the $19.3 billion increase in imports was in petroleum and petroleum products, which, because of their lower prices, should help the economy in the future. In response to the sluggishness of the economy, the Federal Reserve System reduced its discount rate from 6.5% to 6% in early July. Inflation, as measured by the fixed-weighted GNP price index, declined from a revised 2.5% in the first quarter to 1.9% in the second quarter because of significantly lower energy prices.

Inspite of the growing demands worldwide, thermal coal must compete in the market both in price and quality. The design and performance efficiency of coal preparation plants is thus crucial to the survival and profitability of a coal industry. While the coal recovery influences the cost of production, the quality produced by a preparation plant determines the selling price. Several coal preparation plant simulation models have been developed in recent years to help Improve the performance of coal preparation plants. A research project was recently conducted at Southern Illinois University to evaluate the practical applicability of such a model. The results of this study are presented and discussed.

The work of engineers responsible for the design and performance of mine facilities is often challenged by economic and practical constraints in the field. Problems have developed in implementing design criteria dictated by persons or agencies not familiar with the dynamic nature of mine engineering. Regional and site-specific conditions frequently require changes to standard designs, or the use of a completely innovative approach, which is not provided for in the regulations. The implementation of engineering design, therefore, usually requires a hard-sell approach to management and regulatory agencies that allows for a happy-medium to all parties concerned. Flexibility on the part of the regulatory agencies is needed to solve operational and environmental problems with sound engineering. Typical hydrologic issues which will be discussed fall in the following general categories: ? Design criteria for sizing water control structures (i.e., culverts, diversion and sedimentation ponds, ditches, etc.) ? Implementation (construction and operation) difficulties ? Regulatory compliance ? Reclamation planning with hydrologic considerations ? Protection of groundwater resources

The U.S. economy continued to expand during 1986, although at the slowest pace since 1982 when the current business expansion began. Real gross national product (GNP) grew about 2.6%, slightly below 1985 growth but significantly below that of 1984. The continuing expansion was fueled pre-dominantly by rising personal consumption expenditures as well as growing Government purchases of goods and services. Fixed investment, although positive, failed to grow at the rate of the overall economy. The trade deficit, which increased more than 30% over the record 1985 level, continued to depress economic growth despite significant declines in the price of petroleum and the value of the dollar. On a more positive note, domestic employment continued to grow--increasing over 2 million from the 1985 level--and inflation and interest rates declined. The unemployment rate dropped slightly to 7.0%. Of direct importance to the mineral-producing industries, expenditures for consumer and producer durables as well as investment in residential construction each grew faster than the overall economy, but investment in nonresidential structures fell more than 10% from the 1985 level. The level of real capital spending declined about 3% in 1986, following strong gains in 1985 and in 1984. Capital expenditures for new plant and equipment bottomed out in the second quarter and expanded in the third and fourth quarters. The decline in the first half of the year was partially attributed to uncertainty arising from the then-proposed tax bill. This publication is an economic evaluation of the Bureau of Mines electrolytic process for recovering lead from scrap lead-acid batteries. In this process, scrap batteries are crushed and separated into metal and sludge fractions. The metal fraction is cast as anodes and electro- refined. Lead in the sludge fraction is converted to lead carbonate by reaction with an ammonium carbonate-ammonium bisulfite solution. The lead carbonate is then dissolved in a fluosilicic acid electrolyte from which pure lead metal is electrowon. A cost estimate is presented for a plant capable of processing 10,000 scrap batteries per day. The fixed capital cost for this plant is estimated to he $14 million on a fourth quarter 1984 basis. Operating costs are estimated to be $0.15/lb Pb recovered. Assuming a lead selling price of $0.17/lb, the interest rate of return on investment after taxes is 11 pct. A lead selling price of about $0.21/lb is needed to obtain a 20-pct-interest rate of return.

Introduction This section of the text presents a general review of the different types of concentrate marketing contracts. Too often the marketing strategy is ignored in the design phase of the project and the producer is left to the mercy of the buyer. Many items such as concentrate grade, impurity levels and moisture content of the concentrate my enhance, or severely restrict the producers ability to make a profit it. Close attention should be paid to the design of the concentrator which can improve the quality of the concentrates, thus the ability to increase the rider of potential buyers can be enhanced. Difficult at best, is the position of the miner who only has one outlet available for its production. Obviously, the trade offs must be evaluated. For example, concentrate grade vs recovery and grind/filtering capacity vs moisture of the concentrate all must be weighted against freight cost to a potential buyer. In addition, the above considerations must be weighed against the capital cost to the miner. This chapter is intended to highlight important articles that are included in short and long term agreements and to give a new miner/producer some insight into hat my or my not add value to the product. Unless the miner sells the product directly to a consumer such as a gold, or silver producer, or to a large enough operation that has a totally intergrated system to make a finished product, most miners are forced to sell to buyers who ultimately will refine and market the product. Types of Contract Agreements There are many types of contract agreements just as there are colors in the rainbow, however, most contracts fall into three basic categories. (1) Smelter Schedules: Designed for the small producer, the odd lot of concentrate, smelter flux and precious metal ore. Albeit custom smelters are becoming fever by the day, because of pollution control requirements and financial difficulties, most remaining custom smelters have a smelter schedule. A smelter schedule is a posted list of charges and conditions that the smelter will buy material from a seller. Smelter schedules exist for copper, lead, zinc, silver and gold (Handbook for Small Mining Enterprises, Montana Bureau of Mines). (2) Short Term Custom Contracts: Large mine producers frequently use Short Term Contracts where the seller has the buyer frame a contract that is tailored to the sellers’ production. The demand or consumption of fluorspar has been somewhat taken for granted in recent years, except for the specific interest of those that produce, market, and/or consume the commodity. A tradition was established of thinking that as the steel and aluminum industry goes, so goes fluorspar. This is much less true today than in the past. The industry is becoming more dependent on chemical industries that feed primarily off hydrofluoric acid (HF) production. The Bureau of Mines recently published an assessment of world fluorspar reserves and resources that created a foundation of valuable data that can be used to monitor fluorspar availability. Celebrations were held this year commemorating the 100th anniversary of the isolation of fluorine. The United States and other countries continue to struggle with the controversy of ozone depletion and the effect of fluorocarbons on the atmosphere. The goals for the U.S. Government's strategic stockpile are being reevaluated. The market for fluorine chemicals is changing and diversifying, making it a challenge to assess and forecast fluorspar/fluorine demand. This paper reviews the recent past of fluorspar and helps set the stage for a more detailed assessment of this critical commodity.

The performance of two large-capacity ventilation systems was compared through tests conducted in a large dead-end heading at a pilot oil shale mine in Colorado. Sulfur hexafluoride (SF6) tracer gas was used to measure the performance of the two systems: a free-standing jet fan and a reversible fan with rigid duct. The tracer gas was used to simulate the production of mine air pollut-ants, including blasting pollutants, hot diesel emissions, free methane from surrounding strata, and methane desorbing from muck piles. The test room was 55 ft wide, 30 ft high, and 320 ft long. The performance of the two fans was similar, but the jet fan used less power. The tests showed that either system could provide effective ventilation during oil shale mining.
