SINCE the World War, excepting for a few brief periods of relief, the American petroleum industry has been obliged to meet its important economic responsibility to this nation hampered by the maladjustment that inevitably follows a marked and unwholesome over-production of its raw material, crude oil. Despite the warnings of the Federal Oil Conservation Board and the endeavors of many of the leaders in the business to stem the flow of oil from the wells of the country, the evil ,not only persists but, at the moment, seems more malignant than ever before. Unless the local and temporary restraints on drilling and production now in effect in California, Wyoming, Texas, and Oklahoma are continued, and, indeed, unless stricter and more comprehensive measures of the same sort are imposed and adhered to by the industry in those States, over-production in the enterprise during the current year will be more pronounced than in any other period in history.

IN fighting a war the all-absorbing intent is to win. There is little time to analyze the rush of events or to appraise their consequences beyond the war's end. The united objective is, rightly, success for our arms. Yet under the pressures of a great war there may be compressed scientific, economic and social developments that might have taken many decades to achieve under less urgent conditions. Their effects on our lives and all civilization may be more wide-reaching and lasting than any military conquest. They constitute one of the must imperative incentives to victory. No American, least of all any scientist worthy the name, conceivably could endorse war as a justifiable means to progress. The destruction of life and property wrought by the present war far exceeds the havocs of a century's earthquakes. Most of mankind is burning itself on an altar of paganism. Nonetheless, one fact is inescapable Despite the recurrent malady of war history's overall course is forward. Mankind has the habit of rising phoenix-like from its own ashes to attain greater heights. Progress is immortal.

DURING the past few years, the requirements for steel have been raised so high that soundness is more important than ever before. The old practice was to mike steel ingots of sufficiently large sections to permit a considerable reduction of area in rolling and hammering to a given size, relying on the fact that by such rolling and hammering all cavities will be squeezed together and practically eliminated. The finished sizes, if found by inspection of the surface to be faultless, were therefore pronounced to be sound. But when such steel is ?worked up,? the manufacturer is surprised and disappointed to find that it splits, or that streaks and seams make the product unmarketable. Large sections, such as rails, beams or heavy forgings, may, within certain limits, be sufficiently strong, even if the sides of the cavities are only squeezed, and not welded together. But it is well known that, in the interior of heavy articles, under certain conditions, forging may develop small streaks into large cavities. Small sections, steel for ordnance and tubes, and numberless articles in the tool-trade, always show up the defects. It may be doubted whether cavities in steel ingots can ever be completely welded. The old theory, is, that the silver-clear blow-holes, without the blue oxide, can be welded by sufficient working. They are, however, not empty, but are filled with carbonic oxide. It is admitted that the "blue" cavities, resulting from air mechanically drawn down into the mold during the casting, can never be welded, because the oxide does not melt, and there would be no escape for it if it did. The only way in which steel can be made satisfactory for the above-named particular purposes is by having it ?dead molten." But then the trouble of piping is encountered. TWO days of solid discussion, with barely time out for meals, characterized the Tulsa meeting of the Petroleum Division. It was preeminently an earnest gathering devoted to technical matters. Sessions were held in the Crystal room of the Mayo Hotel with luncheon served each day in the back of the same room so that talk of methods, while slightly less formal, extended right through the lunch hour. Thursday evening the Committee did provide a little relaxation in an informal dinner at the Tulsa Club where, after a brief musical program and an amusing skit by the local Herman the Great, brief addresses in non-technical vein were made by President Farish and Vice-president Rice of the Humble Company, Henry L. Doherty of Cities Service, Secretary. Bain of the Institute, and others. The presence of leading executives of a number of the oil companies at the dinner and the sessions, and the cordial approval they expressed of the work of the Division were especially gratifying. The total registration was 215 with 100 at the dinner and 70-to 80 lunching together each day.

T HE Board of Directors of the A. I. M. E. held a meeting at Institute headquarters on Jan. 28, 1921. There were present 10 directors and 14 guests, the secretary and the assistant secretary. The following actions of the Executive and Finance Committees were approved: Wilkes-Barre Meeting, Sept. 12 to 17, 1921; authorization of Oregon Section; authorization of Upper Peninsula Section; appointment of Philip W. Henry and Thomas H. Leggett on special committee on Code of Ethics; and presentation of five copies of Raymond Memorial Volume to T. A. Rickard, who edited it. The By-Laws of the Ohio Section were approved. The resolutions in reference to the payment of certain contributions and assessments to the Library Board of the United Engineering Societies, adopted by the Board of Directors on June 27, 1919, were rescinded, and the resolution adopted that the income of the James Douglas Trust of $100,000 be paid over to the Library or otherwise applied by it for the purpose of maintaining the Scientific Library of this Institute in such manner as may be deemed advisable in furtherance of the purposes of such trust, and that said income shall be paid on account of and included in. the assessment levied by the United Engineering Societies on the Institute for the maintenance of the joint libraries of the Founder Societies.

THE American Engineering Council, which is the working body of The Federated American Engineering Societies, held its first meeting in Washington, Nov. 18 and 19, 1920. The Federated American Engineering Societies was formed in Washington in June and is composed of engineering and technical societies, national, state, local and regional. These Member Societies elect delegates to the American Engineering Council, which is the administrative body of the Federated. The meeting was called to order by Richard L. Humphrey, Chairman of the Joint Conference Com¬mittee, and the program (which is printed below) was carried out without substantial change by E. S. Carman, who was elected temporary chairman. Under the Constitution, the Council appoints an Executive Board, the members of which are chosen according to the proportional membership of the vari¬ous Member Societies in their respective districts. Under this plan, with the present membership, 'the national societies will have 14 members and the local societies 6 members on the Executive Board.

Is the Northern Territory different? Certainly it is more remote, has less people and relies more heavily on two or three industries for its survival. On the other hand, its mining industry is governed by Acts not dissimilar to those of the major States - a Mining Act provides the basis for acquisition of tenure, a Mine Management Act provides regulatory control, a Mineral Royally Act collects revenue in return for the right to utilise the land's bounties, an Environmental Assessment Act provides the public face to rehabilitation and environmental safety, and the Aboriginal Land Rights (NT) Act purports to give development criteria for inalienable land use. With the exception of the latter, at least until the advent of Mabo, all these are simply variations on a theme, and are common to most States. This paper will show how the Department of Mines and Energy works in relation to the Northern Territory mining industry.

Optimizing a production schedule with semi-mobile in-pit crushing & conveyance (IPCC) requires integrating extraction sequence, destination policy, crusher relocation, conveyor layout, and truck fleet investment decisions. An integrated stochastic optimization framework is proposed to produce long-term schedules for mining complexes using multiple semi-mobile IPCC systems. The optimizer selects the crusher locations and designs the conveyor routes from anywhere in the mines. The stochastic framework considers simulated multi-element orebody realizations and manages associated risk. A hybrid metaheuristic based on simulated annealing and evolutionary algorithm is implemented for the optimization. The method is demonstrated using an iron ore mining complex.

At the same time, possessing a diverse patent portfolio greatly increases the value of a company's intangible assets. This paper provides an overview of the patenting process as it pertains to the fields of metallurgy and mining, and summarizes some general patenting strategies. A review of new "green technology" initiatives recently adopted by Patent Offices around the world is also provided.

Many coal combustion products (CCPs) have historically been unsuitable for placement as mine backfill because of their physical and geochemical properties and/or regulatory status. However, innovations in paste production and transport of CCPs utilizing the high, fine particle contents of these fine-grained waste materials and their water retention colloidal properties produce a non-segregating, self-cementing material that may be environmentally suitable for placement as mine backfill. Both industry and the regulatory agencies are enthused by the possible cost reductions, both in design and construction of disposal sites, and the reduced environmental impacts of CCP realized by implementation of this new use/disposal technology.

The Norddeutsche Affinerie operates an Outokumpu-Flash-Furnace as a smelting unit. The pyrometallurgical slag cleaning process is based on the slag reduction and settling in the electric furnace. Since 1972 when the slag cleaning furnace was built the throughput could be increased fourfold. However, an extensive optimisation effort is required in order to keep the copper loss low. A parameter study with a neuronal network model based on real process data was conducted to identify parameters impacting on the copper loss in the slag. It could be demonstrated that the main parameters responsible for copper loss in the final slag are fixed parameters of the flash furnace. For a better understanding of the copper loss in the electric furnace microscopic analyses of the slag structure and viscosity measurements were performed. Based on these results the reduction and settling of the copper containing droplets could be increased in both pilot plant studies and industrial scale. 4

IN 1912 the United States Smelting Refining and Mining Company made a large investment in a number of coal properties in Utah and in 1915 a subsidiary, the United States Fuel Co., was organized to take over these properties. Operations started in 1916 and the Company soon became, and remains, one of the major coal producers of the State. It now produces approximately one million tons of coal annually, which is about 22 per cent of Utah's output. The U. S. Fuel Co. owns large reserves of good coal and is in a position to expand operations with the industrial growth now taking place in the West. Traveling through the Western States, one is struck by numerous advertising signs portraying the picture of jovial Old King Cole of nursery rhyme fame. His rotund figure and beaming countenance are the symbols of Utah King Coal, the product of the King mine of U. S. Fuel Co. King Coal is a by-word of quality coal throughout all the Western States.

More than eighty years ago, in what we generally consider a more leisurely age, workers and engineers began the construction of the longest railroad tunnel in the world. When completed, the Simplon Tunnel ran more than twelve miles through the alps to connect Switzerland and Italy. Work began in 1898 and the tunnel was completed in 1905. In all it took about seven years to build one of the world's great tunnels. More than seven years ago, in what was hoped to be a rapid and constructive to the deaths of 38 workers in two spectacular tunnel disasters in 1971, the secretary of Labor's Construction Advisory Committee on Safety and Health began in January 1972 a search for an effective standard on tunnel safety. Much hard and useful work has been done, especially by the construction advisory committee' but more than seven years later, we still don't have a tunnel standard. We may speculate that, when the Simplon Tunnel was completed, workers and their bosses assembled to celebrate their achievement and to count their casualities. We have no need to speculate on the lack of achievement up to this time. An so far as I know, the bureaucrats have suffered no casualities except perhaps some unreported cases of ring-around-the-color. The only moral I can draw from all this is thai it is easier to penetrate solid rock than it is to get through bureaucratic fog. We can only hope that OSHA will finally take advantage of the work which was finished years ago and complete the actions necessary to give us a tunnel standard. Having made my point, I could stop my remarks right now; but

The early development of electronic detonators can be traced back to the late 20th century with the introduction of basic electronic initiation systems. These early iterations provided a glimpse into the potential for greater control and accuracy in blasting operations. As technology progressed, electronic detonators underwent significant refinement incorporating advanced features such as programmable delay times, multiple firing sequences, expanded blast size and enhanced communication capabilities. These advancements revolutionized the way explosives are deployed in mining and demolition applications enabling engineers to tailor blasts to specific geological or environmental conditions and structural requirements. One of the most notable developments in electronic detonator technology is the integration of microprocessor-based control systems. These systems allow for precise calibration of detonation parameters, including timing, sequence, and energy distribution. By leveraging microprocessor technology electronic detonators have become increasingly sophisticated offering unprecedented levels of precision and safety in blasting operations. The advent of wireless communication technologies has further augmented the capabilities of electronic detonators. Wireless detonation systems enable remote initiation and real-time monitoring of blasting operations enhancing safety by reducing the need for personnel in hazardous environments. The evolution of electronic detonators has also been driven by a growing emphasis on sustainability and environmental stewardship. Modern electronic detonation systems are designed, amongst other objectives, to minimize environmental impact, achieve optimal fragmentation outcomes and reduced misfire rates during blasting. These advancements not only improve safety for workers and surrounding communities but also contribute to a more sustainable approach to mining and/or demolition activities. In conclusion, the evolution of electronic detonators has transformed the landscape of commercial mining and demolition offering unprecedented levels of data integration, precision, safety, and environmental responsibility. The use of explosives in mining operations is a process that involves the search for an ideal explosive for the type of geological condition of the mineral to be extracted. For the explosives present on the market the majority are based on Ammonium Nitrate. This as it is an ideal balance of high energy efficiency achieved with low development of gas emission. The manufacturing and loading operation of the explosive requires multiple process stages and different raw materials, which, if is not correctly supervised and controlled may cause the development of harmful gases or, in the worst case, even toxic gases. The majority of mining operations are located at remote locations without the presence of communities, and hence individuals, which could be affected by emission of the harmful or even toxic gases. In these operations the protection is mainly to protect the employees of the operation. However, if the operation is located near communities, the effect of these gases becomes a serious problem. The communities' perception of post-blasting gases, according to interviews carried out in this project, describes these as smells of black gunpowder, damp soil with a volatile permanence and medium intensity, sometimes a stinking tone is added. The legislation in Chile that controls the exposure of “workers” to different gases is Supreme Decree 594, 2019 (Decreto Supremo 594). Currently the Chilean Ministry of Environment and Sernageomin (Servicio Nacional de Geología y Minería) are taking actions to reform and strengthen oversight, seeking through a short law to provide more tools to the government to decentralize decisions in case of non-compliance with the decree. This paper describes the development and implementation of a permanent and remote gas monitoring system, considering the reasons for choosing the gases to be included in the equipment, the types of sensors and their capabilities, the way to verify in the field the correct functioning of the technology throughout the project, and finally how the data collected in the field is meeting the government's expectations in terms of permanent and online reportability. Additionally, it addresses the continuity of gas monitoring in the community that will disappear in the short term due to the expansion of mining operations, thereby ensuring the protection of both workers and affected communities.

Techniques for recovering scandium from uranium plant iron sludges and from wolframite concentrates are described. The best procedure found comprised (1) dissolution with sulfuric acid, (2) preliminary concentration by solvent extraction with a primary alkyl amine, (3) further enrichment and purification by a combination of ion exchange, solvent extraction, chemical precipitation, and calcination. Recovery of scandium from these raw materials, which contained 0.058 and 0.14 percent scandium, ranged from 83 to 90 percent in products analyzing 99.6 to 99.9 percent scandium oxide.

The Betts process for electrorefining of lead has been in operation since 1902 in the Trail Operations Metallurgical complex. The Betts process allows production of high purity lead in a single electrochemical step. Process improvements and plant expansions have taken place over the many decades of operation of this process which has proven to be robust, flexible, and capable of successfully treating a large range of anode bullion compositions. This paper reviews the history of the Betts lead electrorefining process, the innovations and quick industrial adoption of new discoveries that took place at the end of the nineteenth century. The process was first implemented in Trail Operations and integrated very well with metallurgical needs then and now.

"Tata Steel has its captive chromite resources at Sukinda, Orissa. They contain two ore types, i.e. (i) Ferruginous and (ii) Siliceous. The generation of off-grade ores is an increasing trend and simultaneously customer quality requirements are becoming ever more stringent. The ferruginous type ore also contains a considerable quantity of in-situ fines (~20% particles below 0.5 mm) that compound the beneficiation problem.In this paper, new strategies are discussed for producing additional value.added products after evaluating the present beneficiation practice in terms of changing market scenario, processing capability of the plant and ore characteristic. They would entail use of MGS - an enhanced gravity separator, for recovering additional products from plant tailings; production of ferruginous coarse concentrates (-3+0.5 mm with ~46% Cr2O3) using jigs; production of marketable grade lumpy (-40+10 mm size) concentrates from low grade siliceous ore using jigs and >2.8 Cr/Fe ratio siliceous ore fines treated in the Chrome Ore Beneficiation plant gravity circuit units and low intensity magnetic separator. The studies indicate that it is possible to recover 79-80% of the chromite, against a theoretical maximum of 82% from both the ore types, in the form of several marketable grade concentrates that would also include refractory grade."

"Properties and Uses.Iceland spar is a name given to a pure crystallized form of calcite (CaCo3) which is sufficiently transparent and free of defects to be used in the manufacture of optical instruments. While the actual requirements are small, the degree of purity and physical perfection demanded renders it somewhat difficult to obtain suitable material.The properties of value in Iceland spar are its transparency combined with double refraction. It is used in the manufacture of polarizing microscopes, saccharimeters, colorimeters and photometers. Its most important use is in the manufacture of Nicol prisms, which constitute an essential part of every polarizing microscope. The principle governing the construction of the Nicol prism is as follows:Ordinary light in passing through a crystal of calcite is resolved into two rays of plane polarized light vibrating in planes at right angles to each other and having different indices of refraction. Thus the two rays follow different paths through the crystal. The prism of Iceland spar is cut diagonally and cemented together again with a transparent cement having an index of refraction intermediate between the two rays passing through the prism. Canada balsam is employed for this purpose. The prism is cut at such an angle that the ray having the greatest index of refraction meets the surface of the balsam at an angle greater than the angle of total reflection, and it is thus deflected to the side of the prism, while the second ray passes through. Thus one of the rays is eliminated and polarized light vibrating in a single plane is obtained."
