The panic bars (and associated linkage's and electrical circuitry) that are defined in this document are a machine operator-actuated control for the emergency deenergization of the tram motors on Self-propelled, electric and diesel face equipment; including haulage equipment such as shuttle cars. There are nine basic types of panic bars (and several variations) that are recommended in this document, but all of the panic bars are characteristically of the "fire door" type that is frequently encountered on outside exit doors of many public and soma commercial buildings. It is also the intent of the following panic bar designs that, when emergency brakes are added to the face equipment machinery for which they are required, that they be designed and hooked up so that actuation of the panic bar will result in automatic application of the emergency brakes (immediately following the deenergization of the tram motors). The following panic bar design requirements are a restatement of the proposed requirements defined in the Federal Register, requirements cited in 'Guidelines for the Design and Installation of Devices for Deenergization of Self-Propelled Electric Face Equipment/Automatic Emergency Brakes" by C. E. Lester and J. D. Greenhalgh of MESA, and Bendix recommendations that were formulated as a result of discussions with personnel at the various machine manufacturers and underground coal mines that we surveyed, discussions with G. L. Judy (our consultant), etc:

This report describes the preliminary results of a Bureau program to develop and test an inexpensive grout for full-column support of roof bolts. Various inorganic grouts were tested in both cartridge and slurry form. Tests were also performed on methods of water packaging and on the effect of fillers on the grout strength. Results showed that some grouts had poor early strength and exceptional mid-to long-term strength. Laboratory tests have shown that rapid-setting inorganic grout could be an economical replacement for resin bolts if the short-term strength could be increased. Further development to improve its early strength would need to be tested in the laboratory and underground to prove its potential for the mining industry.

"The Australian mining industries approach to life-of-mine planning has improved considerably in recent decades. It now needs to be matched by, and embedded in, mining governance systems that utilise a comprehensive whole-of-mine-life approach within a jurisdictional, industry and regional regime rather than just focusing on specific impacts in isolation. The need for a more comprehensive approach is supported by the many mining legacies, from historic, recent and some operating mine sites around Australia. There are sites that are leaving enduring environmental, community and public health impacts that are yet to be accurately assessed. While a number of these sites in Australia are estimated to be more than 50 000, this is probably an underestimation, with a lack of data and different state-based approaches complicating attempts to quantify mining legacies as a national issue. Qualitative assessments about the extent and nature of mining legacy impacts on nature and communities across Australia are also required if we are to understand and avoid ongoing and future mining legacies.This paper commences with an exploration of mining legacies as an umbrella term for previously mined, abandoned, orphan, derelict or neglected sites. This is followed by a discussion of the current status of mining legacies as an Australia-wide issue, contrasting the Australian response with overseas examples. Common themes from past workshops are explored recognising that mining legacies are a growing public policy issue and identifying key ingredients for a successful response. Supporting this, and based on national data which re-enforces the need for action, is the changing scale and intensity of mining in Australia that, while lowering costs for mine operators, increases the liability that may eventually fall to the state if mine sites are not rehabilitated effectively. Though a national issue, mining is a state and territory responsibility, so the current approach to mining legacies is then examined state-by-state. Given the widespread application and recent changes to bonds and levies in Western Australia (WA) and the Northern Territory (NT) the merits of both are examined with reference to specific case studies. Despite the current division of responsibility and diversity of approaches, however, mining legacies remain a significant and growing problem with a recognised need and repeated call for cooperation and coordination at a national and international level. The performance of four sand cones was evaluated by the Bureau of Mines in three preparation plants that utilized cones in various flow schemes. The cone at plant A was a simple two-product one that provided clean coal and refuse. Plant B had two cones; one cone made a primary separation and the other a secondary separation. The primary cone separated salable coal from heavy rejects. The secondary cone separated a low-ash metallurgical coal and an intermediate-ash product suitable for plant fuel or steam markets. In plant C the sand cone was equipped with a middlings draw Which continually removed an intermediate specific-gravity product below the surface of the cone. The three primary separations of raw coal effected between floats and sinks were excellent. The recovery efficiencies for the plus 1/4-inch material ranged from 99.8 to 97.6 percent, the error areas ranged from 19 to 23 square centimeters, and the probable errors in specific gravity ranged from 0.033 to 0.024. The performance data of the two secondary separations varied from excellent in plant B, where the separation was on a par with the primary separations, to somewhat inferior in plant C, where the secondary separation was effected at the middlings draw.

The Bureau of Mines (Bureau) reviewed all available information regarding geologic and depositional processes contributing to potential coastal and offshore platinum group metal (PGM) placer deposits around the Goodnews Bay Mining District. The Bureau found that favorable environments for PGM along with gold and chromite enrichment include: (1) buried paleofluvial channels; (2) recent paleofluvial channels with little marine sediment overburden, (3) beach deposits, particularly in the upper swash zone and near back beach environments; (4) paleostrand lines; (5) shoal lag deposits inside the mouths of Goodnews and Chagvan bays; and (6) bases of far offshore tidal ridges which may represent reworked glacial deposits. Limited geologic and compositional (assay) data prevent determination of deposit size and grade of PGM mineralization for each deposit class. Future geologic sampling requirements for demonstration of identifiable offshore and beach PGM-bearing placers are discussed. Beach and offshore sampling programs conducted by the Bureau in 1986 will contribute additional information providing verification of specific deposit classes.

"Following a brief explanation of the land arrangements under the Alaska Native Claims Settlement Act, this paper will examine both a mineral exploration agreement and a mining development agreement negotiated between two large mining companies and two different Alaska Native institutions. One of the institutions is a village corporation involved with an exploration agreement and the other is one of the Alaska Native regional corporations, which is party to a mining and development agreement with Cominco Alaska for the development of the Red Dog lead and zinc mine.Special attention will be given to the factors to be considered when dealing with small aboriginal owners with few resources in the context of an exploration agreement, including development issues which must be considered early in the process. The paper will also discuss the unique royalty and taxation structures developed for the Red Dog Mine Agreement as well as environmental issues. The feasibility of producing low carbon (LC) ferromanganese (FeMn) by lime-'ore' melt refining of high-grade ferromanganese silicon (FeMnSi) was investigated. Thermodynamic simulations demonstrated significant benefits in moving from a single-stage ladle operation to a two-stage counter-current reladling operation (to emulate the commercial Penin Process). The theoretical alloy silicon content was predicted to be refined from 1.57 to 0.005 per cent silicon, at a 6.2 per cent higher manganese yield (yield predicted to increase from 82.3 to 88.5 per cent). Extension of this counter-current refining principle, to a multistage Counter-Current Reaction Launder (CCRL) was investigated using the Slag Metal And Gas Klnetics (SMAK) software to model the mass transfer kinetics of the multicomponent coupled reaction system. Simulation results suggested that commercial production of 50 000 tonnes per annum (tpa) of refined LC FeMn, containing less than 0.5 per cent silicon, at manganese yields of up to 90 per cent, should be feasible in a compact CCRL (7 m long by 0.7 m wide).

There have recently been executives at major metals companies who have recommended that Greenfield Projects not be pursued. Greenfield includes not only new geographical locations, but also new technologies and new types of feed materials. In the middle part of the 20th Century, two such projects were successfully commercialized to recover nickel from Cuban lateritic ores. One project (at Nicaro) used the Caron ammonia-ammonium carbonate leach and the other (at Moa Bay) a high pressure acid leach. How both of these projects dealt with these Greenfield issues will be reviewed, based on the original reports that described the research and development of the plants. This study will include a review of the critical ore characterization and sorting issues, as well as the extractive metallurgical, product recovery and equipment selection and sizing problems and how they were solved at each stage of project development, from laboratory through one or more pilot scale plants to start up and operation. In one case, a major revision of the plant was made after several years of operation to correct operating, equipment selection and materials of construction problems that hindered economical operation. These descriptions will provide a guide through the complicated and critical issues that in recent times have caused many companies to give up on similar development. Even with the more advanced analytical and computational tools available to today’s mineralogists, engineers and metallurgists, the basic concepts with which these projects successfully addressed their sets of problems are still required. In addition, upper management, now perhaps further removed from hands-on experience than was common then, will see how complicated problems require intense and detailed effort to avoid failure in the field and capital blowouts. Build it and we will make it run, kicking the can down the road and borrowing operating and design concepts incorrectly on technological issues, or nine year olds on a sugar high making financial decisions are not philosophies by which to succeed with Greenfield Projects.

Soviet precursors to Cunningham’s Kuz-Ram model from 1983 are described. They are rooted in the mean fragment size and Rosin-Rammler (RR) fits to sieving data and rely on approximations. Three versions of Kuz-Ram model are presented and all three are de facto based on the median fragment size x50, even if the term mean is used in the papers. This discrepancy caused Spathis in 2004 to suggest a correction procedure for the Kuz-Ram rock factor A, which was said to explain some of the missing fines in the model. This correction, while applicable to Cunningham’s 1983 paper, does not apply to his 1987 paper in which he presents his own A factor. Common fixes of the Kuz-Ram model’s fines issue are fragmentation models where the fines are mainly generated in a crushed zone around a blast hole. This is contradicted by careful model blasting tests. The lack of a largest block size in the RR function may lead to spurious values of the uniformity coefficient n, e.g. in conjunction with image based fragmentation measurements or crusher modeling. These issues may be solved by using the transformed RR function, which has a largest block size xmax or its replacement by the Swebrec function such as in the KCO model.

The outstanding trend in the graphite market is the fast-growing demand for cheaper qualities of graphite and the declining consumption of the more expensive varieties. The manufacture of graphite, crucibles for melting metals was one of the earliest applications of the-mineral and for many years constituted by far the leading source of demand. In later, years, however; and more especially since the Great War, the increasing demand for high-grade steel ingots and castings instead of enlarging crucible sales has permanently curtailed the domestic demand for crucibles because it has hastened the introduction of electric, oil or gas fired furnaces to replace the older types requiring pots to hold the metal during melting. While there has been a substantial increase in the use of graphite for miscellaneous refractories the total consumption for such purposes is too small to offset the shrinkage in demand for crucible making, and though it consumes the better and hence more expensive grades of crystalline flake graphite, it does not call so insistently for the still costlier Ceylon grades.

[The discovery in 1934 that carbonaceous materials, such as coal, peat, and lignite, when treated with concentrated sulfuric acid, were given cation or bate-exchange properties opened up a field of new materials with many interesting possibilities. These hydrogen exchangers, as they were called, were so superior to the impractical hydrogen exchangers made from natural and synthetic zeolites tat they were accepted immediately by the water-conditioning industry. A noteworthy advantage of the carbonaceous exchangers is that they are nonsiliceous, hence they do not give up silica to the water as do the natural and synthetic Zeolites, especially if the hard water is corrosive. For this reason the new exchangers found immediate favor in boiler-feed-water conditioning.]

The Bureau of Mines Minerals Availability System collected and analyzed data for 34 nonlaterite and 9 nickeliferous laterite domestic chromite deposits in order to assess their viability as sources of chromium under present technologic and economic conditions. These 43 deposits, none currently in production, contain approximately 6.3 and 22.3 million metric tons of Cr203 at the demonstrated and identified resource levels, respectively. Approximately 4.6 and 15.6 million metric tons of Cr203 are recoverable at the demonstrated and identified levels, respectively, for the 34 nonlaterite deposits. None of these resources are economically recoverable at January 1981 market prices. Production of metallurgical-grade chromite (market price $128 to $144) would require a minimum chromite market price of $237 per metric ton. Chemical-grade chromite production (market price $74 to $85) would require a chromite market price in excess of $188 per metric ton. From the 34 nonlaterite deposits, roughly 5.4 and 17.6 million metric tons of ferrochrome could be produced at the demonstrated and identified resource levels, respectively; however, a minimum market price of $770 per metric ton of ferrochrome would be required to stimulate production. The nine nickeliferous laterite deposits were not evaluated through production stages because of uncertainties in process technology and cost.

Robert C. Horton was sworn in as the new Director of the Bureau of Mines on October 13 in Washington. Horton, 54, was director of the Geology Division of the Bendix Field Engineering Corporation's operations in Grand Junction, Colorado, before being nominated by - it Reagan for this position. A geological engineer, he has been associated with the mining industry in the West for over 35 years. Legislation to expand the Defense Production Act for 1 year until September 30, 1982, was signed by the President on September 30. The Administration had requested, steel a 5-year extension, but the Congress chose to spend another year considering proposed revisions. The Act, among other things, authorizes the allocation of strategic materials for defense purposes and allows incentives including floor prices and Government financing to encourage domestic mineral projects.

In industrial aqueous solutions, germanium generally occurs in trace amounts amid high concentrations of other metals, such as zinc, copper and iron. Separation of germanium from these metals as well as its isolation from gallium and indium pose a real challenge to the hydrometallurgist. After a brief discussion of the aqueous chemistry of germanium, this paper reviews the flowsheet of the Apex Mine in Utah. The Apex property was the only mine in the world to be operated primarily for production of gallium and germanium, but apparently closed due to great operating difficulties. Several process variants proposed for the treatment of the Apex ore, including bioleaching methods, are addressed. Following a more general description of the behavior of germanium in hydrometallurgical zinc processing streams, available technology for its recovery from aqueous solutions is summarized. Precipitation, solvent extraction, ion exchange, electrowinning, ion flotation and liquid-membrane separation are all outlined in terms of the aqueous chemistry of germanium. Finally, the production of high purity germanium dioxide and metal is briefly discussed

This report presents results of a cooperative research project between the U.S. Bureau of Mines and BethEnergy Mines, Inc. Four coreholes (two before mining and two after mining) were drilled at a longwall mine operating in the Lower Kittanning Coalbed to obtain coal and rock samples from over-lying strata to determine their gas content at various times in the mining cycle. The results of those tests indicate that 91 pct of the gas removed from the overlying strata came from coalbeds. Material balance calculations were made to compare the volume of gas produced both from gob gas vent holes drilled on the panel and gas removed by the mine's ventilation system with the volume of gas removed from strata directly overlying the panel to a height of 275 ft. This analysis indicates that only 40 pct of the total gas produced from the panel actually came from the strata directly overlying the panel. The remaining volume of gas production probably migrated to the longwall gob from overlying, and perhaps underlying, strata immediately adjacent to the panel and perhaps from greater distances downdip because of the establishment of a long-term pressure gradient in the study area.

In an earlier series of 15 Reports of Investigations on Smelting in the Lead Blast Furnace, experimental data were given on the operations of a custom smelter, a smelter treating rich lead products, and a smelter treating highly zinciferous charges. Five "reports" were written on each of the three types of operation, which were later compared in a summary written for the Institute. Developments in each of these types of operation in lead smelting since the last of the above reports was written have continued and have followed modifications necessitated by changes in the nature of the products received for smelting. The sintering-blast furnace-smelting plants have improved their sintering operation .and have made "2-pass" sintering a more standard operation; the richer lead feeds are diluted when marginal precious metal ores are not available to prevent fusion of the sinter cakes and to permit air to contact the sulfides. Means have been devised to make it easier to remove metallic lead from the wind boxes, but no attempts have been observed to use the D & L somewhat as an ore hearth to make more metallic lead. Except in those cases where zinc-rich lead blast-furnace slags were to be retreated in a "slag-fuming furnace," the sintering and the blast-furnace operations were so carried out that a relatively "clean," lead-poor, final slag was discarded.

"The history of extractive metallurgy is replete with examples of commercializing new processing technologies. The successes are widely reported, but failures seldom are. This is unfortunate, for usually we can learn more specifics on how to succeed in technology development by studying and thoroughly understanding their failures. Frequently one encounters a red herring that caused the whole effort to fail. A thorough and objective due diligence up front would have identified those red herrings and prevented the pursuit of a bad idea and the resulting destruction of capital. Due diligent analyzes performed before construction of three such bad ideas will be discussed. One is an EAF dust process, which pursued the red herrings of a poor understanding of the business, a naïve view of past experience, and false confidence in the technology. Another will examine the effort to commercialize a new pressure copper leach process that followed the red herrings of inadequate testing of the raw material, application of processing conditions that were inherently unsafe, and an improper assessment of the inherent advantages of past developments. The last is an alternative iron-making process, where the red herrings were incomplete and superficial assessment of prior pilot plant and demonstration plant tests, an assumption that the commercialization model of “build it and we will make it run” was viable, and a technology whose technical fatal flaws had already been identified. Unfortunately, capital destruction often also closes the window to more intelligent pursuit of technology development. TECHNOLOGY COMMERCIALIZATIONThe development and commercialization of new technology is a vital part of keeping industry profitable, able to deal with new sorts of feed stocks and current with economic, product, operational and environmental requirements. This is a difficult task in the best of times, and can be compounded when the developers become enamored of a particularly favorable characteristic of the project or of the product. These “red herrings” divert project focus away from the arduous path to success and, in the end, result in project failure."
