The Kaiser Aluminum and Chemical Corp. announced plans to raise June ingot prices by 4 cents to 57 cents per pound. Producers? April value for 99.5 percent unalloyed aluminum ingot was at 53 cents per pound. Domestic merchants last month were quoting the metal at 48-49 cents per pound. Primary aluminum producers began restarting production facilities following the settlement of the coal strike. Noranda Aluminum Inc. recalled workers to prepare potlines for production at its plant at New Madrid, Mo., which had closed February 14, 1978 due to the shortage of coal. Eastalco Aluminum Co. resumed full capacity production at its Frederick, Md. smelter where production had been cut by 30 percent. Anaconda Aluminum Co. resumed full capacity production at its Sebree, Ky. smelter.

Lead Tariff.--The full House Ways and Means Committee approved H.R. 6089 which will have the effect of reducing the tariff on unwrought lead to 3% ad valorem, with a floor duty of 1.0625 cents per pound, compared with the currently effective rate of 3.5% ad valorem. Consideration is also being given to tariff rates on imports of red lead and litharge from Mexico. A consortium of domestic producers has appealed to the Office of the Special Trade Representative (STR) requesting a return to tariff schedules which were in effect prior to the concessions made effective on January 1. Mexican producers have filed a proposal in favor of lower duties, and the matter now awaits a ruling by the STR. Ferrous Scrap Exports.--After holding public hearings and receiving public comments in May, the Department of Commerce announced that it would not institute formal monitoring of ferrous scrap exports, as requested by the Ferrous Scrap Consumers Coalition. The Department said, however, that it would follow the trend of scrap exports and prices. Ferrous scrap prices are currently low and supplies are reported to be adequate.

Seasonally adjusted new factory orders for primary metals declined in January, February, and March, especially in the steel industry. The decline was part of an apparent slowdown for the entire manufacturing sector. Orders for all durable goods, including not only primary metals, but also clay, glass, and stone products, fabricated metal products, machinery, and transportation equipment, fell in January and February. In March, orders rose a slight 0.8%. According to the U.S. Department of Commerce, the downturns in durable goods orders in January and February were the first back-to-back declines in 3 years. They were largely attributed to a drop in orders for transportation equipment, mainly auto-mobiles and aircraft, while the small gain in March was due to a surge in aircraft orders. Higher interest rates may be partly responsible for the slowdown in durable goods orders over the past 3 months. The higher rates have also hit the construction industry--another major end-user of minerals. Construction of new homes and apartments fell by a seasonally adjusted annual rate of 5.4% in March, following a 12% decline in February.

In the first Report of Investigations of the present series?(No. 4562) the usual course of progress ill reducing the minerals of low-grade ores to their valuable metallic components had been noted as advancing along two lines to concentrate a usually diminishing percentage of these minerals to a smaller bulk of richer product, and then to smelt the smaller bulk more cheaply per pound of metal produced. Fundamental properties of lead compounds made it difficult to treat much richer lead products than are treated at present in several steps of conventional lead smelting, unless ?marked modifications were made. No limits to the richness of the feed itself' were set by the ore (Scotch) hearth; on the contrary, the richer the feed, the better the results given by the hearth. The natural field of operation of the hearth, as determined by the ores available, was seen to lie in the Central United States, with their lead concentrates containing negligible quantities of precious metals and. with few ores of such metals available for use as fluxes. It was noted) however, that even in its chosen field, the Scotch hearth, or "ore" hearths developed from them, was not always used; the usual smelting practice was followed, at times, of sintering followed by blast-furnace smelting for even rich ores.

This Bureau of Mines report is a background study of severance taxes on mineral production. The rates, bases, and other features of State severance tax legislation as of March 1978 are presented, as are the amounts of State severance tax collections for fiscal year 1977, Some statistical comparisons between severance tax collections, total State tax collections, and total value of mineral production in the States involved are presented to portray the relative importance of severance taxes both in State tax revenue systems and in mineral industry revenues. A general discussion of the purposes and principles of taxation, the unique nature of a mining enterprise, the various types of taxes imposed on mineral production, and the character and rationale of the severance tax and its impacts on mining firms sets the severance tax in perspective. A bibliography of materials on the severance tax is included.

The combined value of production of natural abrasives, which includes tripoli, special silica stone, garnet, staurolite, and emery, increased about 21070 in 1989. The increase in the value of staurolite and tripoli production was the result of an increase in the quantity of materials produced and an increase in the unit value. Emery decreased due to the significant decline in the volume of the material produced. Special silica stone experienced both a decrease in unit value and quantity produced. Garnet showed a small increase in quantity, but a decrease in unit value. The silicon carbide industry saw a slight decrease in the quantity produced and a 12070 increase in the value of production. The fused aluminum oxide industry showed a 5070 decline in the quantity produced, but enjoyed a 15070 increase in the value of production. Combined production for both industries decreased 4070 in quantity but increased 13070 in value compared with those of 1988.

This paper does not deal with the typical start-up issues of equipment, production capacity or work force. This is a description of the challenges faced and the changes made by the project team to bring to fruition the reconstruction of Port Inland. Many honored traditions and norms had to be overturned to find the winning combination that provided the productivity, flexibility and cost necessary to survive in today's competitive minerals environment. This paper covers the innovation in terms of machinery, operations, and management philosophy that permitted the renovation and reopening of Port Inland as a commercial limestone producer in the spring of 1992. Port Inland, constructed by Inland Steel in 1930, operated as a captive source of metallurgical grade limestone for the steel industry until its closure in 1989. Located in the Upper Peninsula of Michigan on the north edge of Lake Michigan, the operations consist of a deep water port facility with crushing, screening and stockpile storage for 500,000 tons of finished product at the port. Ninety-nine percent of the stone is shipped via lake boat to ports within the Great Lakes. The operation is unique in that both metallurgical Dolomite and Limestone are produced on site. In 1930, Port Inland was at the fore front of technological advancement. It was the first major mining operation to use roller bearings and other equipment innovations. Over the 60 years of operation, Inland Steel placed emphasis on steel making technology and iron ore mining at the detriment of the limestone operation. By the early 80's, Port Inland was no longer a leading competitor. Inland Steel, unable or unwilling to spend the capital to modernize, closed the facility in the fall of 1989.

In this study, approximately 3 tons of coal sample taken from thickener entrance was prepared by mineral processing techniques and cleaned by gravity methods. The samples were classified to 5 size fractions by wet screening. The size fractions of +1mm and -1 +0.500 mm were chosen for direct consumption or cleaning by spirals. The studies by Multi Gravity Separator (MGS) were carried out with the -0.500 +0.280 mm and -0.280 +0.020 mm size fractions where the -0.020 mm fraction does not used in the experiments. The clean coal fractions of +1 mm and -1 +0.500 mm obtained by classification were subjected to lower calorific value (LCV), ash and total sulphur analyses. The results were 4168-4946 kcal/kg (on dry basis), 31.01-38.54 % ash and 4-4.27 % total sulphur content respectively. The results of the clean coal concentrated by MGS experiments in -0.500 +0.280 mm fraction was found 5918 kcal/kg LCV, 19.82 % ash content and 80.47 % combustible recovery. The results for the -0.280 +0.020mm fraction were 6004 kcal/kg LCV, 19.19 % ash content, 80.47 % combustible recovery respectively. With reference to the above experimental results, pre-economic evaluation studies were completed and decided to construct an additional unit to the plant. Capacity of the constructed unit is 75.000 t/y which corresponds $ 2.600.000 income in a year. General Directorate of Turkish Coal Enterprises concluded to apply this project to the other coal washing plants in the country due to the successful results of this study and laboratory studies has been going on by MTA currently. STATISTICAL evidence shows that continued efforts made by Government and industry to make mining safer during the last two decades have had most favorable results. In the copper-mining industry an accident frequency of 146 per million man-hours worked in 1925 dropped 71 per cent by 1945 to 43. This downward trend was relatively consistent except for a high period in 1937 which was probably due to a resumption of large-scale operation with many untrained miners. The iron-mining industry showed a similar trend, but at the relatively lower accident frequency of 66, which dropped to 24 in 1945. The close relationship between the steel and iron-mining industries may be one reason for the lower accident frequencies, because the steel industry is noted for its greater recognition of the fact that safe working conditions are an important part of labor-management relations.

Throughout time, the mining industry has been very successful in meeting the world's requirements for metals and materials while meeting the challenges of decreasing ore grades and increased emphasis on protection of the environment. This success has been due to the development and implementation of new technologies. A clear example of such a development over the past 25 years is the increasing use of leaching/solvent extraction/electrowinning for the recovery of copper from oxide and sulfide ores. The key to the successful introduction of this technology was the discovery and development of the hydroxyoxime liquid ion exchange reagents by General Mills Chemicals (now Henkel Corporation). An important role was also played by the close working relationships between General Mills Chemicals and Ranchers Exploration which resulted in startup of the first plant in 1968 and between General Mills Chemicals and Bagdad Copper which resulted in the startup of the second copper SX-EW plant in August of 1970. Following on the heels of the hydroxyoxime development came the commercialization of other new chelating reagents based on different chemical functionalities, i.e., beta-diketones, alkylated 8- hydroxyquinolines and sulfonamidoquinolines. This initial spurt of activity was then followed by a slowing of development in terms of new reagent functionalities. Activity has continued in terms of further optimization/improvement of existing reagent functionalities but the commercialization of new reagent functionalities has slackened. This observation reflects the fact that the development of new reagent functionalities for metal recovery has become increasingly more expensive such that the right combination of price and sales volume must exist in order to justify the investment required to bring a new reagent to the market place. Given the dependence of the mining industry on innovation to meet the needs of the future, one can ask how these new developments, particularly in new reagents, will occur. The Great Gossan Lead in Carroll County, Va., is one of the largest undeveloped sulfide ore bodies known in the eastern United States. It extends for 16.7 miles along the western slope of the Blue Ridge Mountains (fig. 1). The various known segments of the deposit, extending from the southwest end to the northeast, are: The Great Outburst or Iron Ridge segment, Chestnut Creek, Copperas Hill, Sarah Ellen, Wild Cat, Cranberry, Dalton Hill and offset segment to the south of the Cranberry, Little Reed Island, Little Vine, and the Betty Baker at the northeast end. All of these segments have been explored or mined to various extents in the past for the iron gossan and secondary copper ore. The Great Outburst or Iron Ridge segment is now being mined by the General Chemical Division of the Allied Chemical & Dye Corp. for the sulfur and iron content of the primary ore. These deposits are becoming increasingly of Interest as a. large potential source of iron and sulfur owing to their proximity to Birmingham, where the burned cinder sells at a premium, and to the acid markets of the region.

The patent issued to Sulman, Pickard, and Ballot, November 6, 1905, and assigned to Minerals Separation and Minerals Separation American Syndicate, for new and useful improvements in ore concen- tration, its object being to separate metalliferous matter from gangue by means of oils and fatty acids that have a preferential affinity for such metalliferous matter, the principal feature of which is "agitat- ing the mixture to cause the oil-coated mineral to form a froth," was clearly anticipated by other patents, and each step in the process described in the Sulman, Pickard, and Ballot patent is fully described in more than one of the prior patents, with the single exception of the reduced quantity of oil used; but the discovery that the small fraction of oil is sufficient to produce flotation of the metalliferous matter can not be made by itself or in combination, the subject of a patent. MOST people believe that rare metals are always, scarce in nature, expensive to make, and therefore useless despite some miraculous properties which might make them a cure-all. There are' some metals, which are quite frequent in nature, such as zirconium, which are called rare only because our present methods for making them are elaborate, thus forcing the manufacturer to sell them at a high price. There are also truly rare metals, such as gallium, which do not occur frequently in ores, but are easily reducible from their oxides. In these cases the price of the concentration operation is the decisive factor. The distribution of the elements in the earth's crust is no indication as to the availability of a metal; the concentration operation is the critical factor. Concentration is frequently obtained in the course of metallurgical operations for the extraction of other metals, and the rare metal may be enriched in by-products, flue dusts, mother liquors or precipitates from electrolyte purification as are indium, thallium, selenium, and tellurium. A periodic table of the rare elements may serve as a basis for discussion of their properties and to establish a program. (Table 1.)

The making of contracts for the purchase of ores is a business which the metallurgist usually understands better than the miner. Companies in the custom ore business often employ an ore buyer who is aware of the class of ore which the smelter needs, and is thoroughly conversant with the business. The miner on the other hand makes ore contracts but seldom, and it is often only after a settlement has been made that he realizes the meaning of the terms of the contract under which he has sold his ores. He has expectations usually greatly in excess of the amount 'net proceeds' shown at the bottom of the settlement sheet. Seldom does the occasional shipper really know his contract. A somewhat similar parallel is to be found in insurance policies. We all have insurance policies; we never know the conditions contained in them until after the fire. The clauses in the policy are for the protection of the Insurance Company. An Insurance Company has no friends.

"Introduction.During recent months the Bureau of Mines has conducted a detailed study of the slate industry with special reference to increased efficiency in its production, preparation and utilization. The results of these investigations will be incorporated in a forthcoming bulletin. The purpose of this preliminary paper is three-fold. One object is to bring to the attention of slate producers certain modifications in manufacture and classification which would encourage a wider use of slate. A second purpose is to direct the thought of roofers toward the importance of proper laying of slate, and the third object is to acquaint the general public with its enduring qualities.Origin and character.Without entering into any detailed discussion of the origin and history of slate, a subject to be covered in the bulletin mentioned, it may be of interest to the general reader to know that slate is originally formed from mud or soft clay, carried down by streams and laid down in successive layers in deep water. The pressure of superimposed materials gradually compresses the clay into a firm rock known as shale. In many places this shale was, during the succeeding ages, subjected to intense pressure and folding due to mountain-building forces within the earth. This intense pressure, together with high temperature, changed the clay into other minerals such as mica, chlorite, and silica, which are very resistant to weathering, and also developed a very definite cleavage or splitting direction which characterizes the rock as slate. It is this property which renders slate of value for roofing, for, by using a broad chisel and a wooden mallet, a slate worker can readily split it into thin sheets which are later trimmed into rectangles of various sizes."

The Canadian government ratified the Kyoto Protocol in December 2002 and, prior to ratification, committed to equitable distribution of the burden of implementation. The Federal government's Large Final Emitters group is working with industry to develop covenants that will consider the unique nature of the company's operations and not unreasonably burden any one sector or company. Ensuring equitable distribution must consider local, national and international issues. From a Canadian iron ore producers perspective, the fact that most of the iron ore production in the world is in countries that have no Kyoto commitment is a critical issue. Another issue unique to this sector is the increased addition of fluxing agents in iron ore pellet production which has shifted some process related greenhouse gas emissions from steel producers to iron ore producers. While the objectives of the Kyoto Protocol are primarily environmental, the economic implications for Canadian industry are not trivial. For decades Canadian companies have been actively improving energy efficiency and reducing greenhouse gas emissions to maintain a global competitive position. Production of iron ore pellets is an energy intensive process and the Iron Ore Company of Canada (IOCC) is the largest Canadian producer. In 2002 IOCC identified energy and Kyoto Protocol implementation as critical risk factors for their organization and appointed a full time Energy Manager. In January 2003, IOCC initiated a comprehensive process for identifying energy cost reduction opportunities and established an Energy Master plan. This process included:
