Longwall mining of thin shallow coal seams utilizing open pits is technically feasible. The thinnest coal seam which can be mined using available technology is 34 inches. The capital expenditure for a 1,000,000 ton per year operation is $15,494,000, and the projected rate of return is 5 percent. Similar statistics for a conventional area surface mine are S18,937,000 capital and 14 percent rate of return. The longwall surface mining method disturbs 63 acres of land per 1,000,000 tons, and the conventional area surface mine disturbs 198 acres A significant bibliography of the technology involved is included.

This article is directed co a commentary on the patent system in its relation to the public interest. As man gained supremacy over his environment, he could devote progressively increasing portions o his time to improving his standards of living. In the history of the human race, we have advanced from the hollowed floating log to the modern steamship of the present age; from the sickle and flail to the reaper and combine; from the trumpet and drum as a means of communication co the telegraph, telephone, and radio; from the horse and ox cart to the automobile, truck, aeroplane, and train; and so on ad infinitum through the list of inventions on which are based the industrial and political economies and standards of living we enjoy today. It has also been a long road from the day of the alchemist and his closely guarded secrets to the era of the patent system and its storehouses of knowledge open to the world. The alchemist and the craft and merchant guilds closely guarded their secrets. In fact, they largely opposed innovations on the grounds that they might injure profits and restrict employment. In these days of unrest, with great clamour out of doors for radical changes in our political and industrial economies, it may not be untimely to examine one of the keystones which support the economic structure we know as the free enterprise system, the system which is predicated upon the right of the individual to own property. Many, through impractical idealism, ignorance, confused thinking, or blind political prejudice, advocate the substitution of ownership by the State ? for the right of ownership by the individual. As civilization has advanced to the high standards of living we enjoy today through the efforts of a comparatively few inventors, the patent system which has provided the incentive that created the inventions on which our industries and our employment are based is fully understood and appreciated by a comparatively small percentage of our people. As a result, the patent system, as a keystone in our free enterprise economy, is an apt target for destructive criticism, with the thought, possibly, that by eliminating or drastically restricting the several rights to individual ownership one by one, ownership by the State will progressively replace ownership by the individual.

The 1990 Clean Air Act Amendments specify national objectives for reducing sulfur dioxide emissions from coal-fired power plants System-wide reductions can be achieved by combining various emissions controls technologies and allowances, or compliance credits, that can be purchased, sold, or traded. As part of the Coal Quality Expert development project funded by U.S. Department of Energy and the Electric Power Research Institute (EPRI), Black & Veatch has developed an interactive computer tool, the Acid Rain Advisor (ARA). ARA allows the user to develop integrated system-wide compliance plans by comparing the costs and emissions reduction benefits for emissions allowances and various SO2 control technologies such as coal cleaning, fuel switching, and scrubber retrofits.

All complete plant foods require phosphorus, nitrogen and potassium. And phosphate rock is the primary source for the phosphorus of the inorganic fertilizers. As more and more world food production is grown with these chemical fertilizers and since the Florida field supplies over 30% of the phosphorus component, let us look at the vital phosphate industry. Mining of phosphate rock in Central Florida began in 1891 and production has continued to grow at a steady pace. In 1965 a phosphate mine was opened in Hamilton County, North Florida and one in Beaufort County, North Carolina in 1966 . Since the beginning of mining in 1891, approximately 700 million metric tons of phosphate rock have been produced of this amount one-half was mined in the last 11 years. While the field was not deliberately "high-graded," the best of the known deposits were mined first. Those now being mined, and those yet to be mined, cost more to operate and the product is of lower grade. The U. S. Bureau of Mines' data for 1977 lists "Florida" phosphate rock production as 40.6 million tons; 86% of U. S. production and 85% of "Florida" capacity. The U. S. Bureau of Mines includes North Carolina production in "Florida" statistics so as not to reveal individual data for the one mine operating there. Approximately one-half of "Florida" production is exported, either as rock or as rock equivalent in upgraded products. Deposits of phosphate rock necessary to support present and future production are catalogued as: reserves, paramarginal reserves and resources. Reserves denote deposits which can be mined at a profit now. Paramarginal reserves are defined by the U. S. Bureau of Mines and the U. S. Geological Survey as: that portion of sub-economic resources that a) borders on being capable of production economically, or b) is not commercially available solely because of legal or political circumstances. The " b)" part of this definition may now be expanded to include environmental controls and requirements. Resources are deposits which cannot be mined at a profit at present. Listed in Table I are reasonable values for each of the three categories of phosphate deposits in the northern and southern parts of Central Florida. North Florida and North Carolina.

WORLD production of silver in 1929 totaled 256 million ounces. In 1928 production was 258 million ounces, and in 1927, 254 million ounces. With an actual decrease in the amount of silver produced last year, as compared with 1928, and an increase over 1927 of less than one per cent, obviously there has been no overproduction of the metal in the popular sense. But the price of silver tells a different story. For 1927, the average quotation was 56.37 cents; it was 58.17 in 1928, and 53.0 in 1929. During the last year it reached a high point of 57 cents in January, and fell steadily, without interruption to the downward trend, to a low of 47 cents in December. Since then it has dropped to an all time low of 43 cents on February 6.

PRICES paid for goods and services in paper currencies are undoubtedly determined by many interrelated factors, but among them none is more specific in pushing prices toward higher and higher levels than the vast increase in debts and monetary obligations of our own and practically all major governments. There is nothing unorthodox in the situation in which the gold miners find themselves today. With wages and the prices of all materials required in the production of gold at the high levels characteristic of a period of prosperity, phony or otherwise, and with shortages of both men and machinery to contend with as well, the spread between the returns in paper dollars that must be accepted for gold in the United States and the cost of producing it is rather painfully small for most producers. Production and consumption of nonferrous metals in the United States during 1950 were at peak levels for the postwar period, as is shown in Tables I, II, and III. The trend of production was upward through most of the year. At the year end, with the possible exception of the Tri-State zinc-lead district, the large mining operations in the country were running at capacity. The absence of serious labor interruptions during the year was an important contributing factor in the increased out-put of metals, since in each of the previous postwar years there had been a number of major strikes which affected production adversely.

The Sales Comparison Approach to estimating the value of a mineral property must always be attempted1 . In addition to other parameters, the approach depends heavily on the availability of transaction data. The consideration for the mineral property must be in form of cash, cash equivalent or other consideration. In other words, “What dollar amount did the property sell for?” Mineral properties are generally real estate, albeit frequently buried deeply under the overlying surface real estate, unless the property may be a quarry. In some states, transactions must be recorded in county courthouses, and the sale consideration must be included. In such cases, the appraiser’s job is made easy. In other locations, the sale considerations are withheld in the courthouse data; but occasionally a local transfer tax is collected and recorded. Again, the appraiser’s job is made easy by back calculation with knowledge of the legislated transfer tax percentage. The worst problem occurs when the consideration for a mineral real estate sale is totally withheld. That may occur in so-called nondisclosure states. Coal has traditionally been an integral part of life in Kentucky. Coal mining produces a large part of revenue for the Commonwealth of Kentucky and provides a significant number of jobs to the residents of eastern (less in western) Kentucky. Recently, however, the coal industry of Kentucky has had to endure many hardships. The Clean Air Act set forth sulfur dioxide emission standards which have severely affected much of the coal mining industry in Kentucky, because much of the coal mined in Kentucky has a high sulfur content. In this paper, the background around the effects of Clean Air Act on the coal industry is introduced. The economic and social effects of the Clean Air Act on the Kentucky coal mining are addressed.

BRIEFLY stated, the history of the St. Joseph Lead Co. is the story of how a group of men, working for ten years as officers without salaries and stockholders without dividends, developed a small mine in Missouri into what became a large and prosperous corporation. Their courage and faith in the scattered surface deposits of lead coupled with the management's engineering vision and sound financial judgment should prove an inspiration to present-day mining operators and investors. In 1717, John Law's company, known as "The Company of the West," was formed in France and letters patent were granted, for a period of 25 years by Louis XV, for exploration in the Mississippi River Valley. One of the underlying purposes of the expedition, headed by Mr. Renault and Mr. La Motte, a French metallurgist, was development of the lead mines in the area now known as Southeast Missouri.

A QUARTER of a century ago, a pessimistic Belgian financier in conversation with the founder of the Belgian Congo, that great ruler, Leopold II, emphasized the danger to the colony should the synthesis of rubber be discovered. The king replied, "I do not worry. The Congo has had its ivory period; it now has its rubber period. Tomorrow it will have that of its mineral wealth; eventually that of agricultural products." That "tomorrow" arrived some twenty years ago. Through her mines the Belgian Congo has survived the present depression, and her mines for the next decade will safeguard her. The Congo, in turn. is the surest foundation industrially and financially of Belgium itself. In few, if any, political units is mining as dominant as in the Belgian Congo. In 1930, 1931 and 1932 mineral products represented respectively 67.9 per cent. 70.5 per cent and 59.3 per cent, of the total exports. In 1933 for each white person in the colony, there was produced about $1,675 worth of gold, diamonds, copper, tin ore and minor mineral products and in 1930 the per capita production, notwithstanding the larger population, was almost $2,000.

"Asbestos" is a name applied to a group of naturally fibrous minerals. Because it has the fibrous characteristics of silk or cotton and at the same time will not burn and has other advantageous properties as well, asbestos has specialized uses for which no adequate substitutes are yet available. Asbestos furnishes a major raw material for a great variety of essential products, the manufacture of which constitutes a vast industry. Asbestos generally occurs in irregular veins scattered throughout rock masses. Most of the fiber-bearing rock is mined in huge open-pit or underground workings. The fibers are separated from the rock and sorted into groups, according to length, in large, complex mills. The longer fibers are stripped to textile plants, where they are further fiberized and prepared in special machines and are used for spinning into yarn and weaving into unburnable cloth that has many important uses. The shorter fibers, which are much more abundant than the long ones, are used in asbestos-cement building materials in heat-insulating products and for a multitude of other applications. These processes and uses are covered in considerable detail in later sections of this report.

This Bureau of Mines report presents a profitability analysis of producing crude oil by waterflooding. Included are the estimated costs of installation of water injection and producing equipment for waterfloods at 2,000 and 4,000 feet and the estimated annual operational expenses for each in west Texas. Using these cost estimates as a base for selecting a range of costs that are indicative of producing crude oil by waterflooding, a simulation technique was derived for determining the profitability under various conditions. Because of the large number of combinations of variables used in this study, a high-speed digital computer was utilized for the calculations. The variables include operational expenses, capitalized costs, price of the oil, annual production, and leasehold acquisition cost. The results obtained from the simulations are presented Fn the appendix. In addition, a nomographical approach was chosen for presentation of the profitability. Five nomographs are presented that can be used for fast estimation of the discounted cash flow (DCF) rate of return that might be expected from a prospective or active operation under various sets of assumed conditions.

This paper presents talc milling guided by a theme of "So You Want to Be In The Talc Business". Such a theme strikes a cautionary note to warn the uninitiated of potential pitfalls, and this paper will cover briefly some of the technical traps as well as one of the larger talc milling operations. It is important to our purpose to pre- sent some of the market and mineral complications that make the business of producing and selling industrial talcs much more intricate than an outsider would perceive. Metal markets by comparison are great worldwide pools into which production streams of generally identical metals can flow over a weir of market prices. Industrial talc markets are not as well defined and often must be developed by the producer working closely with a specific customer or groups of customers to prove out the attributes of the specific product from a new property. All the negatives of a new market seem to work against the introductory talc in the forms of industry or customer reluctance to change, sales prices, cost of delivery, mode of transportation, health considerations of the minerals and many more. Just locating the potential customers for a new industrial talc may be a substantial undertaking. Thus, an analogy of the worldwide metal market might compare starting a new talc operation to trying to gather up enough fallen rain drops to be able to start a production stream of a worthwhile size.

Anaconda Aluminum Co. began production from a new 60,000-ton-per-year potline at Sebree, KY, which brings the total capacity of the plant to 180,000 tons per year. A strike by workers at Alcan Aluminium Corp. primary aluminum smelters at Arvida, Que., Isle Maligne, Que., and Beauharnois, Que. shut down the plants and the company announced force majeure on part of its ingot supply commitments. Kaiser Aluminum and Chemical Corp. announced plans to increase its price for primary aluminum from 60.0 cents per pound to 63.0 cents per pound effective July 1.

The paper point out the economics importance of the Torco process as lubricant and fuels of the motor in the mining. It is possible to envisage an arrangement in which TORCO would be used to treat a sulphide ore, the acid used to dissolve the metallic ccoper in the concentrate and the copper produced in cathode form by electrowinning. However, there are studies point out that it would be as profitable as conventional flotation, smelting and refining. To carry out full testing of the TORCO process on anyore would be expensive, involving sending several hundred tons to one of the pilot plants located in Johann esburg or Milan. Such pilot plant testing should & be considered as confirmatory rather than exploratory, and a good economic case for using theTORCO process would have to be made out based of mallet scale testing before in curring the larger expense.

AS is well known, there are large and valuable deposits of coal in British Columbia, both on the mainland and on Vancouver island. These deposits are widely distributed over the Province. The chief sources of supply on the mainland are found in the Fernie and Princeton-Nicola districts and on Vancouver island in the Comox and Nanaimo districts. The coals range from a very high quality bituminous coal to lignite. On the Upper Skeena river there is said to be a very large deposit of anthracite or semi-anthracite, but this field has not been developed. Coal was first discovered in British Columbia on the north end of Vancouver island in the year 1835, but it was not until 1852 that coal mining was seriously undertaken by the Hudson's Bay Company at Nanaimo, where mining has been carried on continuously ever since that date. The production of coal in the Province continued to increase until the year 1910, when the annual output reached its peak at 3,100,000 tons and a total of 7,800 men were employed in the industry. Since 1910, the production has dropped steadily until, in 1934, only 1,347,000 tons of coal were produced and less than 3,000 men were employed. This continued decrease in production has in no way been caused by lack of coal reserves. It has been due entirely to curtailment of markets. I do not propose to discuss coal mining practice in British Columbia, where we have all sorts of mining conditions, including submarine mining. There is no lack of coal supplies for either industrial or domestic purposes, nor is there likely to be any shortage of coal in the Province for many generations. We have our mining troubles, which increase the cost of production, but there are no insuperable difficulties to prevent the extraction of a large and increasing supply of coal. Our main difficulty-in fact our only serious difficulty-is to find a market for our output, and we must consider means which can be evolved not only to conserve our existing markets but also to expand them, at any rate within the boundaries of Canada. I will therefore confine my remarks chiefly to the all-important factor of Markets for our coal.

THIS is a day of surpluses, some good and some not so good. One can hardly pick up a newspaper, magazine, review or economic treatise without confronting the fact that we have or are threatened with more .of certain goods than we have use for, whether it be corn, wheat, cotton, coal or oil, -lumber, 'leather, newsprint, automobiles, zinc, lead, copper or what not. How did this unprecedented state of affairs arise? Who is to blame? How shall we avoid smothering ourselves in our own production? The voice of the farmer is raised in appeal to the Government to relieve him from the dilemma of his own fertility. In answer the Government employs thousands of experts and spends millions of dollars to aid the farmer. But to what end? To make him still more efficient so that he may produce even greater surpluses? Not satisfied with the result, it spends other millions to prepare vast areas of the arid land of the West for more farmers to cultivate and insure yet larger surpluses. Then what? In an ever increasing ?carbon? society; management and growth will be measured by one?s carbon footprint (or output). Industries, especially mining, are under an ever increasing scrutiny of carbon, water and environmental mandates. These mandates are measured by the emissions caused by the combustion of fossil fuels. The fundamental building-block for any business, strategic or management decision must be based on an understanding of one?s ?footprint?. The scrutiny is most stringent for the commodities producers, power producers & fuel suppliers in the energy market. An overview of currently acceptable standards, application of those standards and nuances experienced in collecting the data necessary to analyze and complete a company?s carbon footprint will be presented. A lack of regulation, the fear and expectation of new and ever constraining rules, regulation and a change in the federal administration is a recipe for uncertainty in the marketplace.
