ADDRESSING the Ohio Section at a recent meeting in Columbus, Ohio, R. C. Allen, executive vice-president for Oglebay, Norton & Co., Cleveland, spoke on "The Iron-Ore Industry of the Lake Superior Region in Prosperity and Depression." The speaker considered this region in connection with the problem of national security. This is the age of minerals; progress depends on them; and next to agriculture, the mineral industry is of prime importance. The United States has no shortage of minerals rather an over-supply; but many mines have been and are being exhausted. The shifting of the sources of supplies of minerals so important as copper, petroleum, and iron to other countries would create internal strains and affect international relations. There will be no early decline of ore mining in the Lake Superior region unless it is forced by unwise public policies. Iron ore is industrial strength and self-sufficiency. A study of economic geography is important for statesmen and mining men, because the minerals essential for peace and war are haphazardly or irregularly distributed throughout the world. Of these minerals, 75 per cent are owned by 10 per cent of the population, mainly peoples of Anglo-Saxon origin.

THE "miracle of production." which was such an essential element in winning the European war, was nowhere more in evidence than in our Western States. In shipbuilding alone the Pacific Coast States -et a mark never before equaled, and in production of war goods of many kinds, both Rocky Mountain and Coast States accomplished more than their proportionate share if measured by population standards. This was only possible because of the building of immense new plants of many types, largely financed with Government money. Their operation has built up payrolls in the West and brought a measure of prosperity which Westerners are naturally anxious to have made permanent. A widespread doubt obtains, however, throughout the nation and even in the Western States themselves, as to whether, and if so to what extent, this may prove possible. The question has been raised as to whether the national treasury has not been raided to stock the Western ranges with a voracious breed of white elephant .

CHANGES in industrial practice, in plant design, and in research methods which are so clearly to be seen on every hand, have affected the mineral industry as well as others. In particular, ore dressing has passed through a revolution in practice brought about by the introduction of flotation and other quasi-chemical methods, until it has ceased to be solely the mechanical preparation of ores. In fact, the term "ore dressing" itself is obsolescent, and "mineral dressing" has been growing in popularity. This assures adequate recognition of the fact that mineral substances other than ores, e.g. coals, clays, and cement rock, are treated by the same general methods. As a result of these industrial changes it was felt that a complete rearrangement of the curriculum and laboratories at the Massachusetts Institute of Technology would be ad-vantageous. Such a rearrangement would allow instruction and research to proceed in wider accord with industrial evolution and the needs of our times.

NUMEROUS requests for the suspension of publicity make difficult the preparation of the annual review of copper metallurgy for 1934. In the United States, sales allocations indirectly have set restrictions on the scope of activities of producers and refiners, and necessitated closer cooperation between secondary and primary producers. However, the feeling exists that preparations for a return of intense competition should not he neglected, and careful investigations are being conducted for ways and means of improving industrial positions and production methods. In all probability, efficiency in technique and equipment will prove of far greater importance in the near future than production capacity, and many important developments in copper metallurgy later will be found to have been born during the current year.

THE object of a technical paper is to communicate new technical knowledge, the paper being the vehicle of communication and the existence of new knowledge its reason for being. It follows that the development of information worthy of communication, the criterion being novelty, is prerequisite to exercising the privilege of communication. The act of communication is achieved when the reader perceives the nature of the new knowledge, i.e., when he understands it. A paper achieving this objective is an acceptable technical paper. Development of new knowledge has as one of its purposes the increase of the existing state of knowledge and the enjoyment of the benefits derived therefrom. Technical knowledge is a collection of facts so ordered as to make apparent, relations existing between the facts. When the interrelations have been exposed the facts have been interpreted or explained Three broad, overlapping categories of technical papers may be recognized: papers consisting of (a) a report of facts, (b) an explanation of facts, or (c) a combination of a report and an interpretation. Ideally a technical paper should belong to one of the last two categories but current practice is to accept papers belonging to any of the three categories. Based on a small sample drawn from the scientific and engineering literature, the relative frequency of the three types is a: b: c:: 20:1:14. DEVELOPMENTS in Iran currently arousing interest in a considerable portion of the world, particularly on the part. of that country's immediate neighbor on the North and in our own country, an inseparably related to and largely dependent upon the government's attempts to strengthen its economy and improve the standard of living of its people. These efforts are encompassed by provisions of the Seven-Year Development Plan recently enacted and not, in the process of implementation. It is a fine example of what one financially sound but extremely backward and poorly equipped country has undertaken to do on its own account and with its own resources. This Seven-Year Plnil was formally authoriztld by an act of the Iranian Parliament in February 1948. Its stated objects are to carry out such plans for the development of the country and its economy as ail1 raise the standard of livinc: and standard of education of the people, and re- duce the cost of living. A seven-yrar program for carrying out the work within the limits of appropriations was assigned under the law. The total amount to be expended during the seven- year period was fixed at the equivalent of $670 millioil at current rates of exchange.

O policarbonato é um polímero quimicamente neutro, 100% reciclável, resistente a altas temperaturas, impermeável, durável que oferece uma combinação fantástica das suas propriedades físicas, químicas, mecânicas, térmicas e eléctricas (isolante eléctrico). O policarbonato é um dos plásticos de maior venda e que mostra a maior taxa de crescimento anual no mundo, devido às suas excepcionais propriedades e versatilidade de aplicação e uso. Devido à grande utilização de polímeros nas mais diversas aplicações ao ar livre, surgiu a necessidade de estudar sua resistência às intempéries, não somente por aspectos estéticos, como descoloração ou perda de brilho, mas também por mudanças nas suas propriedades. Os polímeros quando expostos a luz solar na presença de oxigênio são degradados, no entanto as taxas de degradação foto-oxidativa dependem fortemente da natureza química do polímero. Durante o processo de degradação ocorrem mudanças físicas e químicas no polímero que levam à descoloração, fissuramento, perda de brilho e queda de resistência mecânica. Tais fenômenos estão quase sempre associados a processos de cisão de cadeia e, em alguns casos, ocorrem também reticulações. Para se avaliar a estabilidade, ou mesmo avaliar a eficiência de um polímero, é necessário submetê-los a ensaios que simulem as condições às quais ele estaria exposto durante a sua vida útil. Nesse contexto será apresentada uma avaliação sobre a degradação do polipropileno exposto a radiação ultravioleta.

THE story of the rolling of strip steel is not limited to any one plant or individual or group of individuals. It is a story with many ramifications. First of all, it should be understood that the strip mills we are considering are continuous mills, in that the steel passes directly from one mill to the other in a more or less straight line. Continuous mills are not new; in fact, they have been used for many years in the rolling of a few simple shapes. They were, however, driven by one motor through jackshafts, and as a result the speed of each roll stand had a fixed relation to that of every other stand in the series. This in turn fixed the reduction that could be made in each stand. The mill could produce simple things, but was not satisfactory for the production of the variety of strip now required. With most of the coal currently mined in the eastern U.S. already requiring cleaning to meet electric utility coal specifications, the question remains how medium- and high-sulfur coal producers will provide the even better quality coal expected to be demanded if pending acid rain legislation is enacted. One emerging approach is to crush the coal to liberate additional ash and sulfur so that better quality coal can be produced at equal yields. This paper discusses how to measure liberation. the premiums the utility market is willing to pay for lower sulfur coal, and a staged middlings crushing scheme that promises the benefits of total raw coal crushing but at lower costs. For some coals, cautious application of liberation concepts may be the only way to produce a product that can be quality and cost competitive in the future utility coal market.

DURING the closing month of 1929, Walter Douglas found his health impaired by the strain of many difficult years of alternating prosperity and depression, and in April 1930 resigned the presidency of Phelps Dodge. Douglas was succeeded by Louis S. Cates. The choice broke a tradition that had been held inviolate for almost a hundred years. For the first time in its long history, the direction of the company's policies and operations was entrusted to a stranger without previous Phelps Dodge background, training, experience, or tradition. But the choice was wisely made. For a time at least, the path of Phelps Dodge was to run through rough and dubious ground, and no man in the United States was better qualified to blaze that trail than Louis Cates. After graduating from the Massachusetts Institute of Technology, Cates had served a rough and financially un- profitable apprenticeship at one of the century-old mining camps of Chihuahua, Mexico. The Bureau of Mines investigated the resources, costs, capacities, market relationships, and short- and long-run supply of phosphate rock and phosphoric acid. The 206 mines and deposits evaluated in 30 market economy countries contain an estimated 35.1 billion mt of recoverable phosphate rock (demonstrated resource level). U.S. resources are sufficient to satisfy the domestic and export markets for phosphate products well beyond the year 2000. Because of resource depletion at current producers, however, new properties (with higher cost levels) need to be developed if U.S. production levels are to be maintained. Existing worldwide capacity can satisfy expected demand through the early 1990's. Expansion at existing mines or low demand growth could mean that no new property development will be needed before the late 1990's. Worldwide, almost $8 billion could be required for development of new phosphate rock properties between now and the year 2000, given 3-pct annual growth in demand. Most properties that could develop in the 1990's would require price increases of 20 to 50 pct to break even. To earn a 15-pct rate of return on investment, prices must rise to nearly double the present level of $24 to $29 per metric ton.

It is one of a series published by the Bureau of Mines on mining methods, practices, and costs in various mining districts of the United States. This report gives a history of the district and outlines early prospecting and exploration including methods of sampling and estimation of ore tonnage and value at the Miami mine. Early mining methods are described, particularly those that influenced developments in the caving method. Mine exploration, development, and operating methods for block caving are described with particular attention to those factors, physical, economic, engineering, and managerial that have improved efficiency in the mining operations over a long productive period. Extraction, ventilation, wage system, safety, water supply, power plant, and shop facilities are discussed. The last section gives a brief summary of such costs as are available for publication.

Productive and beneficial use of reclaimed surface-mined land is a concern of industry, government, and the general public. An investigation was conducted of current mined-land planning practices to aid in the development of a procedure for evaluating postmining land use potentials. This investigation considered both the industry and public planning approach to mined-land planning. It included a detailed review of the impact of regulation, factors that determine land use, and current site planning methods employed by the mining industry. The methods of this investigation included three in-depth case studies of surface mines in the eastern, central, and western United States. A site planning pro-cess has been developed and applied to the surface mine case studies to evaluate the economic, environmental and social impacts of postmining land use alternatives. In add it ion, guidelines are proposed to enhance the cooperation between local land use planners and surface mine planners, as well as to improve comprehensive planning with regard to mineral resources at the local and regional level.

The Bureau of Mines investigated the resource potential of 201 mines and deposits in 28 market economy countries and 17 mines and deposits in the U.S.S.R. and China. The 201 mines and deposits evaluated from market economy countries contain an estimated 34.2 billion metric tons of recoverable phosphate rock (at the demonstrated resource level), with Morocco and Western Sahara accounting for 61% (21 billion tons), followed by the United States with 19% (6.4 billion tons). The 17 mines and deposits evaluated in the U.S.S.R. and China contain approximately 1.5 billion tons of potentially recoverable phosphate rock. Potential annual capacity from low-cost, high-grade producing mines in the United States is estimated to decline significantly during the latter half of the next decade, and the United States will have to develop new, higher cost, lower grade mines in order to satisfy demand into the next century. Of the world's new production capacity which could likely be developed over the next decade, slightly over one-third could be produced at an estimated 1981 cost of $40 per ton or less, and about two-thirds would cost in the $40 to $50 range (including a 15% rate of return). In comparison, moot of the competing phosphate rock from producing mines in Morocco could be produced for under $40 per ton. The United States has sufficient demonstrated resources of phosphate rock (plus huge quantities at the identified and hypothetical resource levels) to satisfy domestic consumption for many years to come, but its future ability to compete in the major export markets against low-cost competitors is much more uncertain.
