It is a pleasure to be invited to speak before a gathering of executives representing America's leading mineral companies, I welcome this opportunity, particularly because it comes at an important period in the development of U.S. commodity policy. This morning, I discussed our general commodity policy primarily in the. Context of the north-south dialogue between developed and developing countries. This afternoon, I would like to focus more specifically on potential cartel activity and U.S. mineral import dependence.

Many mining wastes, especially those from the metal mining industry, have traditionally been treated as a matter of little or no value and in practice a cost burden. Some wastes, due to their reactivity characteristics, have emergent values that go beyond purely economic and into the environmentally beneficial realm. This paper discusses the changing paradigm of mine waste management. Such fundamental parameters such as cut off grade, and strip ratio, are positively impacted by the revaluation of waste rock material. Mine rock waste can now be seen as a commodity of value, similar to the underlying ore being mined and influences the economic performance of suitable projects. This valuable material can be used for industrial purposes including acid neutralization as well as the capture and long-term disposal of anthropogenic carbon dioxide. The Turnagain Nickel project, located in northern British Columbia serves as an example of how waste rock material can become an important matrix for carbon capture and sequestration and can benefit economically from it. By producing material that has emergent economic value as well as carbon capture and sequestration capabilities, the sequestration matrix producer is a beneficiary of new carbon credits that have a market value and is looked upon favourably by regulatory authorities and affected stakeholders.

IT is both a pleasure and an honor to be a guest of the Institute and I thank you, Mr. President and fellow-members, for giving. me the opportunity of meeting you this evening. My esteemed friend, President Smith, has requested me to do a bit of "reminiscing" as to the earlier years of my career as a mining engineer, which has now covered a period of fifty years. Let me reassure you by promising that my narrative will not include all the experiences I have had over that long period. You will, I trust, pardon what might seem egotistical but I do not see how a personal narrative could well be otherwise.

The Altair process digests ilmenite concentrate in high-chloride HC1 solution, with complete dissolution of titanium and iron. The Fe(III) ions are reduced to the ferrous form, and the solution is cooled to produce crystalline ferrous chloride. Titanium is transferred by solvent extraction into a purified, concentrated Ti stream, which is spray-hydrolyzed to produce TiO2 hydrate. The hydrate is further calcined with additives to generate a high-quality pigment. All the chloride streams are recycled. In the original flowsheet, the iron chloride is pyrohydrolyzed by spray roasting to regenerate 18% HCl, which is subsequently converted to HC1 gas and water by pressure-swing distillation. A modified flowsheet includes an alternative to iron chloride spray roasting, producing more concentrated HCl and decreasing the amount of solution to be distilled. Improvements in digestion, solvent extraction and final pigment production are also introduced. A 100 t/y pilot plant is being built and will test the new concepts and confirm the overall water, acid and impurity balances of the process.

The last coal-fired power plant to be built in Canada came into operation in 1994. Since then, Canada?s electricity requirements have grown substantially but no new coal-burning plants have been built. This country has abundant resources of coal from coast to coast, but in recent years, this has not affected our choice of fuel. In many other countries this is not the case, and the use of coal is growing rapidly. Although this presentation covers the topic from an Alberta perspective, some of the conclusions can be extrapolated to the rest of the country, and perhaps even to other countries. The coal found in the Alberta plains is particularly attractive because of its low cost and low sulphur content. Yet coal is no longer the fuel of choice, and a long-standing provincial government policy to favour coal for electricity generation has been ignored for more than a decade. Considering the lack of good alternatives, it seems obvious that we should look to coal as our primary energy source in the generation of electricity and for other industrial applications. This paper discusses some of the reasons that coal has fallen out of favour, particularly with respect to electricity generation. The significance of the deregulation of the electricity industry will not be ignored. In addition, the author will offer his opinion on the question of what it will take in order for coal to once again become the favoured fuel.

A new prinicple of side dumping front end loading for underground mucking machines has completely changed the concept of underground loading and haulage equipment arrangement both in production and development work loading. Versatility and adaptability of this type of machine permits combinations with a broad range of haulage means not possible with -conventional overhead loaders. Steel "armored" conveyors serving this type of loader are replacing conventional rail mounted car haulage to give a continuous loading operation and effect important economics of reduced manpower, faster loading rates and fewer working areas for a required production. First used in Germany this easy to control and highly efficient means of placing rock from the muck pile on or into haulage means has advanced the art of underground rock loading more in the past three years than any other advancement since the first successful small crawler mounted air powered loader was introduced in 1954. Bucket type loaders with a relative new side dump principle are gaining in popularity for underground loading. They are replacing conventional overhead loaders in present applications and becoming first choice in new ones. Primarily for hard rock development and production loading they are also widely used in production loading of coal and other soft materials. This discussion briefly traces the historical development of hard rock underground loaders to the new side dump type and its present population. In more detail various applications, loading techniques and the advantages of operation, production and economy with the side dumper in hard rock loading will be dealt with.

This U.S. Bureau of Mines report describes the results of two large-scale tests conducted to evaluate a prototype nitric oxide (NO)-compensated carbon monoxide (CO) fire sensor, developed by Carnegie Mellon Research Institute (CMRI). In the tests, small coal fires were allowed to develop in the presence of diesel exhaust at relatively low ventilation airflows. These tests compared the response of the CMRI fire sensor with that of other fire sensors, including the Bureau's diesel-discriminating smoke detector. During the tests, CO, NO, and smoke levels were continuously monitored in order to determine the sensor alarm times and gas levels as the fire developed. The data indicated that the NO-compensated CO fire sensor was capable of suppressing the CO produced by a diesel engine and that the sensor responded reliably to the CO produced from the test fires. The tests also showed that the Bureau's diesel-discriminating smoke detector alarmed earlier than the prototype NO-compensated CO fire sensor.

The topic of the industrial applications of mineralogy is a vast field which can be adequately covered only in a large book or by a two or three semester course. This paper recalls experiences of the writer in this field, a task requested by the Process Mineralogy Committee. Therefore, this paper is largely an account of the industrial mineralogy problems I was involved with, since my student years, Although I will treat each application only briefly, it is hoped that they will illustrate to the students in the field how varied are the applications of mineralogical methods. In this respect, I want to emphasize that it is important for mineralogy teachers to point out the usefulness of mineralogical methods much more often in their courses. Not only does that help prepare young individuals for industrial careers, but also it arouses their feeling of consciousness of public responsibility which is an important attribute for the world's scientists. When professors utilize the varied applications in their teaching of mineralogical methods students then understand better the significance of learning those methods and appreciate the many years of necessary university preparation. The first time I was involved in an application of mineralogical methods was about 1944 as a student of Professor Paul Niggli. He was asked to study the problems of ice crystallization on wings of airplanes. The ice formed at high altitudes and during the winter. This was not outside his realm of expertise because he was the main initiator of the Snow Research Institute on the Weissfluhjoch in Switzerland. I believe that the work of this Institute was an important factor in stimulating much of the snow research subsequently carried out at the United States Army Snow Research Center, which was located at that time in Willmette near Chicago. Dr. Bader, one of Paul Niggli's former students, was the Director of Research at Wilmette at that time and for quite a number of years thereafter. A mineralogist-crystallographer can make important contributions to a better understanding of the problems of snow and ice formation, avalanche hazards, and the prevention of hail. Studies by Tennent, Isokangas Pty Ltd (TIP) have indicated that underground quarrying of backfill may be a cost competitive option for providing backfill for specialised situations in underground mining. Situations where suitable bulk fill material may not be available on the surface, and where the total cost of setting up a fill distribution system are prohibitive, could favour the mining of fill material underground adjacent to the stopes being mined. Considerations include environmental impact, scheduling, surface constraints and total costs. The examples quoted in this paper, and the case studies are based on the authors' personal observations and experience.

This paper addresses the valuation and development timing of an undeveloped mineral project. Traditional analysis has us developing the project immediately if its net present value (NPV) is positive. Option pricing theory finds that it is better to wait until the NPV of the property is significantly greater than zero before developing. Alternatively, when evaluating the development timing decision, we must calculate NPV using a higher "timing-adjusted" discount rate, and develop the property only if its NPV using this timing-adjusted discount rate is greater than zero. This paper uses option pricing ideas to convert this development timing advice into a more concrete and user-friendly decision rule: develop the project when its "development-timing NPV" is positive, this development-timing NPV being calculated using the normal discount rate.

Custom milling-plants have been operated successfully for a great many years on this continent. One of the outstanding examples in the United States is the Golden Cycle mill at Colorado Springs, which mills the gold-telluride ores from the Cripple Creek district. In eastern Canada, the Northern Custom Concentrators, Limited, at Cobalt, successfully treated the cobalt-silver ores of that area for a number of years. Flotation plants have entered the custom field in the past few years. The building of flotation concentrators to treat ores on a custom basis indicates the advance which has been made in flotation. In fact, three years ago it was considered almost impossible to treat successfully a mixture of miscellaneous ores by flotation. The methods used at that time were considered so delicate that any change, even in a single ore, would usually result in decreasing the effectiveness of the separation. Today we find four large custom flotation plants in the United States and one in Canada for treating complex lead-zinc ores from many different localities. The advent of these mills was brought about by the serious problem confronting the lead-smelting plants due to increasing amounts of zinc in the ores presented for treatment. It was necessary to penalize the mines shipping high-zinc ores. The penalty is justified, because high zinc in the lead blast-furnace charge not only decreases the tonnage of the furnace but increases the amount of flux necessary, as well as increasing the metal loss in the slag. It has been estimated that in the Salt Lake valley alone, 75,000,000 pounds of zinc was lost in the slag-dumps from the operations of three large lead blast-furnace plants. It has also been estimated that $150,000 worth of additional flux was required to slag this zinc. It was to avoid at least a part of this wste and to help maintain an ore supply that custom flotation concentrators were built by the smelters.

Fankou Lead-Zinc Mine produced pyrite concentrate (P.C.) from the zinc tailings by rougher and scavenger flotation before 2010, with the averaged S grade of 40.54% at recovery of 79.34% ( to the feed of S circuit). On the one hand, the economic value of P.C. increases with its purity, on the other hand, when the S grade of P.C. feed to sulfuric acid manufacturer is over 47%, the pyrite cinder can reach a high Fe grade of 62% which can be directly sold as iron concentrate. On this background, engineers in Fankou Mine set the P.C. with S grade of 47% as target. The direct way to reach that goal was to clean the rougher P.C.. Lots of cleaning flotation tests were conducted and the compromised strategy was to produce two ranks P.C. with the S grade of 47% and 38% at the recovery of 44.20% and 36.17%, respectively. The dual-product flowsheet was successfully industrialized in 2010. In order to further improve the quality of P.C., gravity separation was introduced into the flowsheet. The numerical simulation and separation tests were performed to evaluate the beneficiation and classification performance of hydrocyclone as it treated the rougher P.C.. It was shown that the underflow of hydrocyclone could addressed the S grade of 47%, and the finer size overflow could also be enriched to P.C. with S grade of 47% by flotation, due to the contained pyrite with well liberation. That is to say, with the ingenious addition of hydrocyclone to treat the rough P.C., single P.C. with S grade of 47% could be achieved. The new flotation-gravity separation flowsheet was commissioned to produce the high quality P.C. at the end of 2013. The averaged S grade is 47.20% at recovery of 82.26% in 2014. The two steps flowsheet improvement maximizes the enterprise benefits and leads to simple utilization of Fe in pyrite in downstream industry.

"I THANK YOU for the invitation which The Mining Society of Nova Scotia extended, originally to Gordon Berry, manager 'of our Point Tupper Refinery, to join you at this meeting and discuss refining and petrochemicals in their relation to this region. There are natural advantages in Nova Scotia which have made possible, and will continue to make possible, sizeable developments both in petroleum refining and in chemicals. Equally, however, as is the case everywhere, there are certain constraints. For clarity in this presentation, I will state some of these constraints right at the beginning. First, of any future developments from now on, only a small proportion of the products can be expected to go into local markets. I can make the point best with a few figures. Petroleum companies all have market forecasts. None ever work out to be perfect, but the trends are relatively predictable and the orders of magnitude are certainly correct. The Bureau of Mines, investigated a cyanidation-carbon adsorption technique for extracting gold from arsenopyrite concentrates. Agitation leach experiments were conducted on 85-pct-minus-35-mesh gravity concentrates containing 21.8 oz gold and 6.4 oz silver per ton. Results obtained in leaching the concentrates showed that 96.9 pct gold and 90.7 pct silver extraction could be achieved in 96 hours of agitation. Gold and silver were recovered from the resulting pregnant solution by exposure to granular activated carbon in a countercurrent system. Carbon loadings of 2,556 oz of gold and 502 oz of silver per ton were achieved. These loadings are significantly higher than heretofore thought practical.

Separation of arsenic and copper from Cu-As-H2S04 electrolytes by electrodialysis has been investigated at room temperature. The effects of current density and pH were studied. An arsenic-free copper solution was obtained for all the tested conditions. The transport efficiency for copper ions was found to be higher than 98% after 3 hours' test. Transport of arsenic and copper through the ion exchange membranes was increased by increasing pH and current density. Solution pH was found to be a key parameter for the separation process, since it controls the speciation of the ions to be transported and the formation of unwanted precipitates which reduce the global efficiency of the electrodialysis process. The main conclusion is that electrodialysis is a promising technique to be used in separating and/or concentrating ions of interest in copper electrometallurgy.

International trade in minerals plays a very important role in the economic growth of many nations. Several less developed countries a1•e heavily dependent on their mineral exports for earning foreign exchange, which is needed for industrialization. Mineral exporting nations experience many problems in international mineral markets; the most important are tariff barriers, deteriorating terms of trade, instability in metal prices, etc. The formation of international mineral cartels to raise prices can be successful only to a limited extent and only for a short period of time.

In 1969, new coal mine health and safety legislation was enacted in the United States. As a result of this legislation, the Department of Interior, Bureau of Mines has carried out communications research aimed at developing whole mine communications for increased safety and efficient operation. The research has advanced and many promising results are now being demonstrated to the mining industry. However, there remains a challenge to further improve wireless communications within the mine workings, and through the overburden above the workings. The objectives for future research and development will be discussed, together with the physical and operational constraints that new mine communication systems must face.

Discussion of the laws bearing upon the economics of mining in this province at once resolves itself under three headings: (a) The rights and obligations of holders of mineral bearing lands; (b) Taxation of mines; (c) Regulation of methods adopted in financing mining operations. Titles: The law relating to titles is contained in the Mineral Act, Placer Mining Act and Coal Mines Prospecting Act. Origin: Mining laws in force in this province and elsewhere on the continent had their origin in the rule-of-thumb regulations adopted by prospectors themselves, when, far from the centres of civilization and the seats of the courts of justice, they found it necessary, for mutual protection, to fix the conditions of possession by right of location, and to prescribe the duties to be performed in order to enable the individual to maintain his ground against all comers. These regulations have been codified and added to by legislatures, until we find adequate protection and safeguard to property in the laws of this province.

However excellent the geologic map of an area is, it can only show what is exposed on the ground. It cannot and should not generalize the information nor complete the picture by inference: this is left to the examiner. Consequently, it becomes justified for him to use all expressions of geologic structure in order to gain an additional dimension in geologic interpretation, and particularly so in mineral exploration. In previous studies related to Arizona, the known faults were the starting points and a host of interpolated, supporting geologic factors described in earlier publications ascertained the presence of a series of structural trends and lineaments found to be rather continuous and persistent, even though unsubstantiated by geologic maps. In present studies pertaining to the humid environment, with the same aim of seeking major structural trends and lineaments, the starting points are morphologic expressions such as straight lakes and straight segments of rivers, among others, because there generally is not enough geology available. An example is given herewith for an area that straddles the International Border, north of Spokane. In both semi-arid and humid environments, one observes that mineral deposits quite often occur close to the intersection of a major fracture or lineament with some secondary trend.
