MR. CHAIRMAN, Members of the C.I.M., and Friends -particularly friends, because I am not entirely a stranger in your city. I was last here some five years ago and it has given me a great deal of pleasure this evening to be able to say "Hello" again to those I had met at that time, when Bourlamaque and V al d'Or were very busy centres of intensive and successful gold exploration. My remarks this evening have to .do with Canada's Place in the Atomic Age. They will be of a general nature but I hope to tell you ?enough to whet your appetite so that you may be provoked into per-.suing the subject further. Now, atomic developments have become quite commonplace. Words like radioactivity, reactors, nuclear fission, and so on are known to everyone, even the youngsters. I re-member two or three years ago one of my office boys came to me and said "Mr. Joubin, I would like a raise." I gave the request a few seconds of serious thought and finally said "Alright, Jimmy, we'll give you a raise." However, he made no effort to leave, so after a -couple of seconds more I said, "Is there something else ?" and he said "Yes, Mr. Joubin, could you make that raise 'radioactive' to the first .of the year ?"

It is easy for a coal spokesman to relate to the theme of this meeting--that the decade of the 1970's is pivotal for the mineral industries. For the coal operator, this period is crucial. The coal industry, according to most energy forecasters, must gear its production machinery to meet a sharp rise in the demand for coal--in this decade to sustain inevitable boosts in electricity output, and in the next to start supporting a big new domestic synthetic fuels industry that is already in the formative stage. The logic of that projection flows from a combination of hard circumstances--proved reserves of domestic fluid fuels are dwindling, the hope for bountiful and cheap nuclear power must be indefinitely deferred, and the threat of long-term fuel imports to the national interests is becoming starkly visible. Only coal, with its assets of abundance, security and versatility, offers the nation an adequate and immediate lift out of its current energy crisis. A hard-won expansion of coal production made the critical difference between local power load-shedding and major area blackouts in 1970, the year the energy crisis went public. Coal will have to play that same key role, not just through this pivotal decade but through the turn of the century. But the logic of fuel demand apparently does not always extend to supply. The coal industry has had a huge production job laid out for it by the energy statisticians, but up to now the energy policy-makers have not followed through with the aids and inducements that the coal operator urgently needs to do that job well and completely.

This is the more appropriate, since Mr. Morse has mentioned me by name, and has cited my "Review of the Russell Process,"* so that silence on my part might be taken as indicating an assent which I cannot give. On the first page of his paper Mr. Morse says that the " goingback " of chlorination was " the only difficulty encountered at Aspen," and adds that he has " never seen any explanation " of the cause. IN 1937 the employees of the Hollinger Consolidated Gold Mines Ltd., at Timmins, Ont., Canada, approached organized medicine for a plan to provide themselves and their families with a complete medical service including hospitalization. This approach was made because of two conditions: (1) the necessity for some organization whereby contributions could be made in instalments to offset the sudden and large expense connected with illness for which the average employee is not prepared, and (2) the need for a more cohesive quality of service to replace a contract practice then in vogue, which did not take care of the employee's family or dependents. In different parts of the United States and Canada similar plans were in force, not only for employed groups but for numbers of people in circumscribed areas. In Europe different countries had adopted various forms of health insurance plans. It then was no surprise that these employees as a group should ask for some similar plan. With the cooperation of the management, a plan was instituted. The plan has one object only-the provision of medical services, including the accessory services such as hospitalization, X-rays, nursing, and necessary drugs and medicines. It is not concerned with cash benefits, sickness and accident payments, or any form of monetary return as the result of illness, but is simply an organization to provide medical services and pay for them from a central fund. It is a nonprofit organization and the only shareholders are the employees and their families who contribute and who in turn receive services. The Hollinger plan is limited to the employees of the Hollinger mine, who live in Timmins and the immediate vicinity. At first, the membership was voluntary. In the third year, it was made a condition of employment, with the proviso that at the end of any Association financial year an employee may withdraw if he wishes to do so. After withdrawal, he cannot again become a member until the end of the next Association year, and then only by the payment of the back dues. This step was taken to ensure continuity, and to prevent employees from withdrawing when well and reentering when faced with impending illness or operations. The employee himself is subject to medical examination on application for employment, and if accepted is subject to further examination by a specialist in chest diseases under the Workmen's Compensation Board of Ontario. Thus it is possible to exclude those who have heart disease, tuberculosis, or other disabling conditions when first employed. Wives and families of employees are not subject to medical examination but other dependents of an employee-mother, father, or other relative-who are declared by the employee to be wholly dependent upon him must be examined. THE Tri-State district, named from its situation in three States, lies in the northeast corner of Oklahoma, the southeast corner of Kansas and the adjacent part of Missouri east of the common corner of the above States. Production in the past eighty years has come from scattered mines within an area of some 35 miles east and west, by 25 miles north and south, although the actual area of the mined ground is but a small fraction of this territory. The land is leased from the individual land-owners, and the size of the tracts varies from 4.0 to 200 acres, the smaller sized tracts predominating. The leases usually call for a royalty of 7% to 15 per cent of the gross receipts of the concentrates, continuous operation during the life of the lease and specifically set out that no ores can be brought in from a foreign lease for custom milling nor can any ore be removed from the lease for milling. The ownership of the tailings remains with the land-owner.

WHAT does management expect of W and from an engineer? First and foremost, it expects that he should become, and therefore should fit himself in every way to be, a part of management so that he may assume as much and as many of the responsibilities of management as his ability and the opportunities of the job permit. Let me make clear at the start that the profession of pure, technical engineering offers but limited opportunities at the top levels because of the inherent organization of engineering work. The line of succession to top jobs may be likened to a cone with a broad base and an extremely sharp point. Consider any oil company, large or small, or any operating function of that company, and you will find few top engineering jobs in the organization. This is true by the nature of the work handled. There will be a few district engineers depending on the spread of operations, a chief petroleum and production engineer, perhaps a few research engineers, possibly some technical executive assistants, and that is usually all. The road to these jobs is a long one and the competition is tough. The larger the organization the greater the opportunity, but always the ratio of engineers to top engineering jobs is only a small one.

This paper aims to address the issue of the public's image of the extractive minerals industry. What is it about the industry that incites such negative feelings and are they justified? Are we really the 'rapists of the land' that many would have us believe? Has the industry really not improved since the old gold boom days?   I believe that the fundamental cause for the public's view is lack of knowledge and understanding of the industry as a result of the dislocation of the end production from its source. There are few people who look at a house, car, record, toilet, tooth-brush, bottle of coke or pair of glasses and see the mine site that supplied the source material. But the mine site and its products should be inseparably linked. This is one area where we should be educating the public û it is all very well being anti-development but the population as a whole is not really prepared to live without its 'mineral'-derived necessities. It is very easy to say that we do not want minerals development in New Zealand but are we prepared to live with the consequences, ie go without its products? We have a duty as a global citizen to develop our own resources rather than expect Third World nations desperate for overseas investment, often with governments who are not prepared to constrain or control their development, to be exploited. New Zealand is not the only 'beautiful' place in the world and we should be aware of the impact that our demands for resources have on the countries who supply us. We have a duty to be a good global citizen.   So how does the industry improve its public image? The key here has to be to educate. This does not have to be high powered or expensive but can be as simple as getting a few local kids' hands dirty panning, and gaining some firsthand knowledge of the industry. The industry also needs to be more pro-active in the public arena. Yes, the industry has skeletons, but the industry should be publicly displaying them û admit that things have gone wrong but let's do it ourselves and not leave it up to the environmental groups to accuse, point the finger and put the industry under public scrutiny. The industry should also be publicising its successes, inviting the local press, councils, etc to view the latest area rehabilitated. But more than anything else we must tell the public what the minerals industry means to New Zealand. Can they really live without us?

(Chattanooga Meeting, October, 1908.) THE immense commercial value of the Gayley dry-blast process has been established beyond controversy. The testimony of practical blast-furnace managers, on both sides of the Atlantic, agrees that it reduces the cost of pig-iron about $1 per ton; but from the same testimony it appears that this direct economy does not by any means cover its commercial advantages-in fact, that under conditions frequently encountered in practice, it presents other benefits of even greater immediate financial importance. To this point I shall recur in a later part of the present paper. The history of the reception given to this invention, especially on the other side of the Atlantic, has repeated an experience familiar to American engineers. First, the reports of our practice were rejected as theoretically impossible, according to generally accepted notions and formulas; then the figures were reluctantly accepted ; and finally the attempt has been made to explain how they could have been obtained. As to the Gayley dry blast, we Americans have been for several years in the last stage of the discussion, and the rest of the professional world is rapidly coming to it. Meanwhile, the remark has been repeatedly made that, whatever Mr. Gayley's process may turn out to be worth, it was not an invention on his part, but simply the energetic and persevering execution of a procedure already proposed by others. This question I wish to discuss first in the present paper. I. WHAT DID MR. The approach to valuations at the Normandy Poseidon Group is a measured and methodical process that utilises skills sourced from a number of different disciplines. Whilst being subject to a strict set of guidelines, it is also sufficiently flexible to be able to cope with the considerable variety across the resources industry. The group uses Discounted Cash-Flow (DCF) techniques extensively in order to develop a base valuation. Other external factors (eg the market) are, however, also taken into account when forming a view on value. Other methods of valuation are used in tandem or as alternatives depending on the task. DCF techniques are an important tool but would never be used in isolation. Considerable care must be given to developing the DCF analysis as its components (eg discount rate) are prone to misuse. Whilst the valuation process is quite detailed and scientific, it is really only as good as the inputs or assumptions (technical, financial, etc) that are used. The methodology used remains consistent whether the group is undertaking the corporate planning process or making an acquisition.

Subsequent to the unbundling of the Zambia Consolidated Copper Mines (ZCCM) and the privatization of its constituent parts, the Konkola Copper Mines (KCM) represents a third of the original conglomerate. Now run by private hands as a sub group of Vedanta Resources Plc of India, KCM is strategizing on how best to deal with the operational issues of the organisation to resolve some of the difficult, logistical, environmental, mineralogical and metallurgical problems being encountered to tum them into opportunities as the company turns around. This paper reviews the options being put in place to provide appropriate solutions and strategies including the treatment of the highly siliceous low energy copper belt concentrates in its mining operations in Zambia.

Peruvian legislation requires the preparation of an Environmental Impact Study (EIS) for new and expanding mines/beneficiation facilities and the preparation and implementation of an Environmental Adjustment and Management Program (PAMA) to control and mitigate environmental impacts associated with existing mining/beneficiation activities. Shepherd Miller, Inc., developed guidance documents for preparing an EIS and PAMA for Peru's Ministry of Energy and Mines and presented workshops to Peru's mining industry on preparing an EIS and PAMA. This paper discusses the process and approach taken and the results.

Pricing for tantalum raw materials experienced explosive increases in the period 1978-1979, and-similar declines over 1980-1982. The causes for this are examined. Negative effects on the industry are highlighted. Analysis is provided of subsequent structural changes within the industry which minimize probability of future pricing excursions. Data on markets, sources of material, and outlines of concentration and extractive processes are reviewed. The conclusion is reached that expanded sources, future flat demand, and a broader international base of industry participants are principal forces in this restructure. Flat demand is reviewed as a function of increasing application of tantalum, but in more cost effective forms. This is driven by technical advance, notably in electronics applications.

APROXIMATELY one third of the world's iron ore is mined in the United States; and about 80 per cent of this third is mined in the Lake Superior ore region, and about 60 per cent in Minnesota. The Lake Superior iron ore region covers a vast area in the vicinity of Lake Superior that contained in early geological times large areas of iron-bearing sediments, which today form metamorphosed iron-bearing rocks, such as jasper, chert, taconite, and slates. Concentration of the iron content chiefly through solution and resultant removal of silica produced the ore bodies we find today in rock folds as on the Menominee range, at dike or impervious wall intersections such as on the Gogebic range, and blanket-type enriched ore bodies ly¬ing on or within the ore formation, such as occur on the Mesabi and in steeply pitching ore lenses elsewhere. In many places, folding and subsequent erosion of the tops of the folded areas has resulted in steep dips in the ore formation and contained ore bodies. The upper eroded edges are mostly buried under glacial over-burden. The slightly dipping Mesabi formation is the principal exception as to steeply dipping ore bodies.

Water is one of the most important ressources of our planet. Unlike many other natural resources, water cannot be substituted by anything and must therefore be handled with the utmost care. Depending on the region and the possible shortage of water, the importance of water increases even further. Water consumption is not the only factor. In the construction industry, water pollution from auxiliary and operating materials and processes as well as other contaminants and their resulting load on wastewater play an important role. The sources for wastewater on tunneling construction sites are various: Washing water, seepage water accumulating in construction pits, tunnel water, water used in the slurry circuit in fluid-assisted tunneling methods or water from concrete work and stone cutting all these waters are contaminated with a range of pollutants like solids, hydrocarbons, heavy metals, etc. These contaminants can be removed or treated/reduced with the help of specifically designed wastewater treatment plants (WTPs). After the treatment the cleaned water can be either, in best case, reused on the construction site itself or discharged into water utilities like the available sewer or river pin respecting their discharge requirements. Due to dwindling water resources globally, the continuously rising discharge limits and the ever more important aspect of sustainability the use of WTPs on tunneling construction site will be indispensable. In this paper, it will be presented how these systems are designed and work, what advantages they offer environmentally as well as financially and what to look out for when planning and implementing such a system onto jobsite.

A greenfield open pit gold mine in Latin America suspended operations less than three years into an eight-year mine plan after a waste rock dump and heap leach facility sustained substantial damage from a deep-seated landslide. No injuries to employees were recorded because of the slow-moving failure. Due to early detection by the operations team, the owner had sufficient notice of the potential failure and successfully rinsed the heap leach facility prior to the failure event. Engineers estimated approximately 35 million cubic meters of mass movement below the waste rock and heap leach facilities. The original eight-year mine plan produced approximately 60,000 ounces of gold per year. After the failure, the owner terminated gold production, re-configured the mine site to a safe, standby condition and launched a detailed investigation into the root-cause of the failure. Approximately two years after the shutdown, legal interests filed a statement of claim and named three engineering design firms and individuals involved in the project. Several years of litigation, including discovery and deposition proceedings, followed as the legal process considered evidence spanning a 20-year timeline. Changes in project ownership and consulting firms during the development and operations phase complicated the process. In 2017, the plaintiff and last defendant settled. The author was involved as the corporate representative for one of the engineering design firms.

The U.S. Bureau of Mines Information and Analysis Directorate collects worldwide data on virtually every commercially important nonfuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. The Bureau's data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 329), which placed the collection of mineral statistics on an annual basis. The most recent authority for the U.S. Bureau of Mines survey activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96-479, 96th Congress). This act strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral-material production or consumption.

The title of this session seems to have been picked especially for this paper. It is 1984, it is the morning after, and there is one monumental hangover among many if not most of the oil companies that have invested in mining in the past decade or so. How an oil company looks at mining depends on what time period you are talking about. A few years back around the time of investment this is what they were probably looking at: 1. A balance sheet of their own that was beginning to go wild, with many of their commodity prices having already seen increases of two, three, or four fold, and with no end in sight. 2. A need to invest their earnings someplace fast before the stockholders or the government got too interested. And that someplace should be in an industry where their own management skills could be applied. (Only a true cynic would suggest that this is a form of job security) 3. In mining there was an industry amazingly similiar to their own, one working with non-renewable natural resources, dealing with the same types of government agencies, and having the same type of critics and pressures from the general population. 4. An industry that was somewhat backward as compared with their own, and one where a generous ration of the capital and management skills so handsomely bestowed upon the oil industry could be used to great advantage.

"Under the 4-in-1 recycling system, Taiwan producers and importers who using packaging containers have responsibility to pay the recycling fees for recycling the waste packaging containers they produced or imported; while the collectors/recycling plants who collect/sort/recover waste packaging containers receive subsidy for conducting recycling. A reasonable pricing for recycling charge and subsidy is a way for sustainability of the recycling. The objective of this study is to provide an amending mechanism for product charge and recycling subsidy in response to the social economic changes. This study employs a regression analysis and cost adjusting model to link the factors used for calculating product charge and recycling subsidy on recycling waste packaging containers with socio-economic indicators, raw material prices, wholesale prices, and secondary material prices. Study results provide estimated models to EPA in Taiwan for amending product charge and recycling subsidy in response to the social economic changes.IntroductionUnder ""4-in-1"" recycling system in Taiwan, waste packaging containers are officially announced to be recycled. The waste packaging containers announced to be recycled include iron cans, aluminum cans, glass bottles, plastic containers, paper containers, aluminum foiled paper packs. In order to compensate the recycling system, EPA charges associated manufacturers and importers for recycling fee and subsidies recyclers to create the economic incentive for raising recycling performance. Basically, the budget for subsidy recyclers is from the recycling charge. That means if we want to increase recycling efficiency by increasing subsidy to recyclers then the manufacturers and importers have to pay more for reaching financial balance of recycling foundation. The benefit of recyclers and fee payers are always conflicted. The recycling charge and subsidy is thus argued by fee payers and subsidy receivers all the time. A reasonable pricing for recycling charge and subsidy is the only way to keep the recycling system sustainable. Moreover, a suitable mechanism has to be changed along with the changing social economic condition. The recycling performances and effectiveness of this recycling system is also highly dependent on the pricing mechanism. This study intends to provide an amending mechanism for product charge and recycling subsidy in response to the social economic change. Related previous studies about recycling system in Taiwan with its performance include Hsu and Kuo (2002, 2005), Bor, Chien, and Hsu (2004) and Hsu (1999). Hsu and Kuo [1] estimated total production values of recycling and evaluated the performance of recycling performance based upon the estimated production values."

The use of water flowing as a lower layer to reduce pressure gradients in petroleum pipelines was investigated using 17.5 deg. A.P.I. Lloydminster crude oil in a 1-inch laboratory pipe-line and a 21h-inch field pipeline. The method was found to be very effective in reducing the pressure gradient below that for the oil flowing alone. The factor by which the pres-sure gradient was reduced varied with the percentage of water added, and in general exceeded 10 for water contents ranging from 40 to 60 per cent. Within this range of water content the pressure gradient reduction factor was independent of the oil flow rate.
