Electronic detonators have been commercially available to the mining industry worldwide for over ten years. It is estimated that total cumulative global sales will have reached 25 million units by the time of the Conference in February 2004. This is below 0.2% of all detonator types sold during this period. Perhaps 20 million will have been used underground in South African gold, diamond and platinum mines. These will have been produced by South African companies, in South Africa for South African customers. Here efforts have met with greater success and in 2003 fully 5 million, or 3% of local detonators sold, could be of an electronic type. However, it is estimated that about US$7.00 (R50.00) has been expended on R & D, manufacturing facilities and marketing, for each unit so far sold. Large sums of money continue to be spent. Despite the apparent success in South Africa, is it justified? Electronic initiation systems have not produced significant technical benefits to the end-user underground nor corporate profits to the supplier. Some doubt they ever will (even from the large surface operations where the price per unit is much higher). A conclusion might be that they have failed. In 1998 Smit and Pistorius wrote a paper titled “Implications of the Dominant Design in Electronic Initiation Systems in the South African Mining Industry”. This ISEE paper seeks to summarise and review the conclusions of the earlier work. These were: that a dominant design had not yet emerged; the type of connector and the way in which detonators are connected and programmed would be a strong determinant influencing the development of a “winning” product; technical aspects rarely solely determine which becomes the dominant design (marketing, social and economic factors often have a strong influence); electronic initiation systems were an emerging technology for the underground gold mining industry in South Africa and because it was under severe cost pressure the mines would look to them to raise productivity and hence profits; finally, as a dominant design begins to emerge, one could expect a number of players to exit from the industry.

A study was made of the economic factors governing silver production in the Coeur d'Alene mining region, Shoshone County, Idaho. Production and other stat is tics were analyzed. It was concluded that if the rapid rise in the open market price that began late in 1961 continues, greater production of the metal should result from the mines of the Coeur d?Alene mining region. However, the output gain would be limited, because costs per ton of ore mined would rise as production was increased beyond optimum capacity. Advances in the price of silver would increase the size of ore reserves by making some marginal ore profitable to mine and by providing greater funds for exploration projects that might result in discoveries adding to the reserves. Output of byproduct silver from lead-zinc mining probably will not exceed 4.3 million ounces, judging from the trend from 1946 to 1961.

Like so many installations of its type approaching middle age, the ore processing and shipping facilities in Puerto Ordaz, Venezuela, have taken a lot of twists and turns in their lifetime. The object of this paper is to lead you through these twists and turns and some of the reasoning for them. The need for additional sources of iron are in the United States became evident during the time of the second world war. An exploration team from U. S. Steel located further high quality direct shipping iron are in commercial quantities near Ciudad Bolivar, Venezuela in 1947. Basic decisions were made to develop these reserves for export via the Orinoco River through a new shipping port to be built at the confluence of the Orinoco and Caroni Rivers. The basic concept was for the ore to be loaded directly to ocean going vessels. This was something of a gamble since the basic economics depended upon successfully opening up the main channel of the Orinoco River to deepwater vessels, and the Bethlehem Steel mine in the same area was already working with shallow draft river boats and a transfer station on the coast. Always, the basic philosophy has tended to be to plan with expansion in mind. The original conveyor systems were 1.52 m (60 inches) wide with 200 idlers, whereas 1.07 m (42 inches) or 1.22 m (48 inches) wide conveyors could have carried any production foreseen at the time of installation. Stockpiles have been located and designed with room for expansion. Basic designs have had dotted line future expansion blocked in.

It's my pleasure to welcome the Rocky Mountain Coal Institute to Montana. Now that you've ended a 74 year history of meeting outside our borders, I hope you'll be back more often. Even if I can't convince you to come back before 2060, when another 74 years will be up, I'm confident the Kalispell and Flathead Lake area will do the persuading for me. In recent weeks, I've made a number of speeches around the state pointing out just how wrong the revenue projections in Montana's state government made in April of '85 were when we came to April of '86. Since the middle of this month, Montana's legislators have been in Helena struggling to balance a state budget that, by the end of fiscal year '87, threatened to be some $88 million in the red. Other western states reliant on natural resource and agricultural economies have found themselves caught in the same deflationary spiral. The "window of opportunity" I proposed and the 1985 Montana Legislature passed, couldn't have been opened at a more difficult time. What was envisioned as an incentive to expand Montana's coal production, and our tax base, ran aground on low oil prices and excess hydroelectric power. De- spite the one-third severance tax rebate offered on new coal production, year-to-date figures published in the June 2nd Coal Week show that production in Montana is down almost 10 per- cent from last year. Again, we're not alone. Production in Wyoming is down 8 percent and in North Dakota, it has dropped 13 percent. An over- all 3 percent production decline in western states looks even worse when contrasted against a 12 percent increase for your eastern competitors. Montana's "window of opportunity" had the potential to be a significant signal to your industry. That potential was quickly tempered by the inability of Arab nations to stabilize world energy prices. If any of us had forgotten, the last twelve months have reminded western states that the well-being of our natural resource economies has a tremendous impact on the ability of all levels of government to provide services. The past year has also driven home that in the world of business and in the business of the world, risk-taking is still the name of the game. The Western Governors recognize the problems facing this industry - and our states - and we're prepared to fight for the future of western coal. In the past two decades, legitimate environmental concerns have created a vast body of new legislation affecting coal producers. The industry has been required to meet new reclamation standards - tough regulations relating to ground water, air quality and wildlife habitat. To the industry's credit, coal companies have hired professionals with the technical know-how to do it right. Rather than considering reclamation laws to be an unreasonable burden, today's coal company is more likely to view its reclamation efforts as a source of corporate pride. In a sense, the industry and the agencies which regulate it have matured together . . . although at times OSM is reluctant to admit that either of us capable of or willing to play by the rules. Certainly some abuses exist and OSM's oversight has been helpful in ensuring parity between those states willing to comply and those that would rather defy federal law. Nonetheless, penalizing the more modem and responsible western coal industry for abuses that occur elsewhere is both unfair and counterproductive. Federal penalties range from "cruel and unusual" reporting requirements to the proposed electricity tax that would effectively force utilities and ratepayers who have already met the sulphur emission standards to subsidize those who have dodged their cleanup responsibilities. The minerals sector continues to draw attention from policy makers who would want to see both old and new mineral projects add value to the minerals in the host country. The current technological development in the leaching of manganese oxide ores to produce a high-purity manganese sulphate monohydrate, a compound that is used in the manufacture of batteries for electric vehicles or long-life storage cells for the renewable energy market, has led to junior mining companies spearheading this technology in new projects across the globe. In this paper, we researched the high-purity manganese sulphate monohydrate project pipeline and used projected production volumes and C1 cash costs to construct the industry supply curve for six projects, including the K.Hill project owned by Giyani Metals Corporation near Kanye, in the southern part of Botswana. The aim was to determine the ideal conditions that would provide a comparative advantage for further local value addition to high-purity manganese sulphate monohydrate and to the end user product. The results showed that while the estimated C1 cash costs would place the K.Hill project as the second highest cost producer from among five projects, it would nonetheless have healthy profit margins due to the high projected price of high-purity manganese sulphate monohydrate. The study recommended policy options, which, if implemented, could further encourage the exploitation and value addition of battery metals in Botswana.

THIS BIBLIOGRAPHY has been assembled to aid research by the Bureau of Mines, and others on high-purity tungsten. It appears approximately 50 years after the development of ductile tungsten-one of the first metals to be produced in a high-purity form. Requirements of the missile age are ever more demanding that engines rout hotter and space vehicles fly higher and faster. Thus, it has become necessary to reexamine all conventional materials of construction as well as to investigate new combinations. At this stage of our technology we have alloys capable of operation at 1,800° F. and several possibilities of developing some. that will be satisfactory up to 2,500° F. Strength-weight comparisons, detrimental to tungsten at, lower temperatures, disappear at this point, mid tungsten or its alloys appear to be the only metal capable of operation at truly high temperatures. The aim of this bibliography has been to include only references that concern improving the purity of tungsten-from processing the ore to treating the finished metal. In this sense it is a selected and not a critical bibliography. The period front January 1911 through February 1959 has been covered. Because repent literature has the greatest, value, most of the selected items refer to publications issued within the pest 5 years.

Current production costs and market conditions in the potash industry of the Carlsbad area were studied to determine the potential values of the potash mineral resource that would be lost or foregone if the Waste Isolation Pilot Plant (WIPP) facility is constructed on the proposed site in that area. The purpose of the WIPP project is to investigate the possibility of developing a nuclear waste disposal plant in the salt formations at the site. Analyses were made of all potash deposits determined to be in the site. Mining and processing under the most favorable recovery systems were considered. Value determinations were based upon estimated operating and capital costs of current mine-mill operations in the Carlsbad area. This study was made for the Energy Research and Development Administration (ERDA) by members of the Federal Bureau of Mines Minerals Availability System staff.

The scope of the course has been broadened, revised, and brought up to date and is being published as a similar series of seven miners' circular pros. 51-57, revised) on accident prevention in metal and nonmetallic mines. These circulars are: Accident Statistics (Miners' Circular 51), dealing with general statistics on accidents and injuries at metal and nonmetallic mines, including causes, costs, and the uses of investigations and reports of all accidents.

The Bureau of Mines is conducting a series of investigations with the common aim of minimizing the losses that occur in the mining and treatment of mineral substances. The results of the investi- gations are being published in reports of the bureau. This report treats of a method of preventing some of the waste of the natural gas incidental to oil mining. This method, the condensation of gasoline from natural gas, offers to the oil operator and others a profitable means of utilizing some of the oil-well gas now being wasted. The most desired constituent of crude oil is obtained, the production of oil is not hindered, and the gas, after the extraction of gasoline, can be returned to the leased area to drive pumps or into pipe lines for uses to which natural gas is ordinarily put, usually with its fuel value lessened only in slight degree. Publications already issued briefly discuss the subject. In this report the work is treated in greater detail, and the results of many additional tests are shown.

The 1969 Lignite Symposium was held at Grand Forks, N. Dak., on May 1-2, 1969. Cosponsored by the University of North Dakota and the Department of the Interior, Bureau of Mines, the meeting was the fifth in this series. Registrants from many States and Canadian Provinces attended the meeting representing many segments of energy-oriented companies, State and Federal Government, and universities. At 2-year intervals, these symposia provide a common meeting place where recent research and developments in technology and utilization of energy resources with emphasis on solid fuels (lignite) are presented. Proceedings3 of the previous symposia including a Forum held in 1958 have been published.4

This report incorporates a review of available dewatering technology and an evaluation of its relevance to surface coal mines in the Interior Province of the United States. Guidelines for the selection, design and construction of dewatering systems are included. On the basis of documented experience, candidate dewatering systems were selected and evaluated with respect to their anticipated impact on the environment and mine operations. Included in the discussion is a summary of laws and regulations which can impact on dewatering operations. Following this discussion, geologic and hydrogeologic conditions within the Interior Province are described and potential dewatering problems at surface coal mines are identified. Model mines are developed which exhibit the most difficult dewatering problems identified, and it is demonstrated how available technology can be utilized to deal with these problems. Dewatering of coarse-grained, high permeability terrace deposits might be economically feasible today. Low permeability, saturated glacial tills or lake deposits appear to be significantly outside present economic feasibility for dewatering.

1. Domestic Production and Use: In 1984, 12 companies operated 27 primary aluminum reduction plants, with 3 firms accounting for 57% of production. Washington, Oregon, and Montana accounted for 35% of the production; Indiana, Kentucky, Missouri, and Tennessee 25%; Alabama, Arkansas, Texas, South Carolina, and North Carolina 20%; other States 20%. Based on published producer prices, output of primary metal in 1984 was valued at $7.2 billion. Aluminum consumption by 25,000 firms was centered in the east-central United States. Packaging accounted for an estimated 35% of domestic consumption in 1984, transportation, 20%; building, 18%; electrical, 9%; consumer durables, 8%; and other uses, 10%.

In Novemeber of last year I visited a mica mine in Hunan Province, China. For nine months , we had been trying to sell Chinese mica to a customer in Belgium. Talking to the customer was like negotitating with a stone wall. The buyer refused to communicate any -thing other than his steadfast refusal to consider Chinese mica. He would not advise us what he wanted, what specifications or grades. He would give no indication if our price at market, or reasonable, or totally out to lunch. He would not even accept samples. It took no genius to guess that the mica buyer had at some time in the past bought a shipment of Chinese mica and had received a disaster. I invited the mica mine in Hunan in order to see for myself what could be done - without massive investment in equipment and instruments - to upgrade the quality of the mica for export. We had seen this type of customer reaction before. One disgruntled customer who had pur¬chased pigment grade barites direct from China ranted and raved about unreliable and inconsistent quality. It did no good to explain to him that China is a big country, with hundreds of mines scattered throughout many areas, each producing a different product. Our further explanation that Chinese export organizations also varied in degree and efficiency of customer service fell on deaf ears. Samples had no effect on his perception. Eventually we showed him photoraphs of two mountains of pigment grade barites. One lot was our sales of pigment barites to a major European minerals processor. Our Chinese barites stood proudly white and beautiful next to a hill of other material which now appeared at best mediocre and dull by comparison, and which the buyer had decided to reject after he received our Chinese barites. Finally the customer was sufficiently impressed to look seriously at our guaranteed specification and the outturn analysis performed by our other customer.

In 1985, at the request of the Bureau of Land Management, the Bureau of Mines studied a 50,57U-acre portion of the 90,345-acre Twin Peaks Wilderness Study Area (CA-020-619A) in order to evaluate its identified resources. The area studied is located about 45 miles northeast of Susanville, CA, in Lassen County, CA, and Washoe County, NV. The area is underlain by Tertiary volcanic, volcaniclastic, and intrusive rocks. Quaternary stream, lake, and landslide deposits overlie the older rock. There are no mines or mining claims in the study area. One mineral resource, pozzolan, was identified. Mining claims, inactive in 1985, have been staked adjacent to or near the northwest corner of, and also southeast of, the study area. Examination and sampling of 17 mineralized sites, delineated mostly by prior geochemical surveys, showed at least 30 million tons of subeconomic pozzolan resources and small or low-grade occurrences of gold, silver, copper, lead, zinc, nickel, molybdenum, zeolites and clay.

The Bureau of Mines has investigated the availability of columbium from 19 deposits (3 producers and 16 nonproducers) in 7 market economy countries (MEC?s). Brazil has the largest recoverable columbium resource, posessing approximately 2.39 million metric tons Wmt), or 69 pet of the MEC total (3.47 Mmt). The Western Hemisphere countries of Brazil, Canada and the United States contain 3.14 Mrnt of recoverable columbium or 90 pnt of the MEC total. Columbium recovered as a byproduct of tin mining is not included as part of MEC resources in this study. Currently producing mines are Araxa and Catalao in Brazil, and Niobec in Canada, These three mines have 2.42 Mmt of recoverable resources or approximately 69 pct of the MEC total. It is estimated that these mines, operating at full capacity, could satisfy cumulative MEC demand (based on an annual growth rate of 5.1 pct) for the next 20 yr. The United States is totally dependent upon foreign sources for its columbium supply. The majority of U.S. columbium is imported from Brazil in the form of steelmaking- grade ferrocolumbium. Canada has been the sole source of pyrochlore concentrates since Brazil discontinued exports in 1981. The United States also imports small (but important) quantities of columbium as columbite concentrates from Nigeria and Brazil, as columbite contained in tin slags from Thailand and Malaysia, and as synthetic concentrates from the Federal Republic of Germany.

Since 1937 the Bureau of Mines has conducted investigations to provide the technical information necessary to guide the safe use of diesel engines underground in the United States. Coincident with the beginning of the technical study, a survey was made of State regulations pertaining to the use of internal-combustion engines underground.3/ At that time it was found that owing to the known hazards of gasoline locomotives, many States had enacted legislation or regulations limiting or prohibiting their use underground. Some of this legislation prohibited, or could be interpreted as prohibiting, the use of any type of internal-combustion engines in underground workings. After World War II diesel-powered equipment was introduced underground in many States, and pertinent questions are received frequently by the Bureau of Mines about the regulations that permit such applications. Because it was known that new and revised regulations had been made effective in some States in the nearly 20 years that have elapsed since the previous survey,3/ the Bureau decided that a review of the latest regulations in the leading mineral-producing States would be a valuable source of information for those engaged in the production of minerals as well as others. Accordingly, where feasible, this report includes abstracts of State laws and regulations as they affect the use of internal-combustion engines underground, particularly diesel engines. The substance of comments from State officials also are included when these appear to be helpful to interpretation of the regulations.

The valuation of early-stage exploration projects requires a valuer to take into account a large number of uncertain value drivers, the interplay among which may be non-linear. This paper examines some of the key value drivers including geology, target metrics, project area and maturity, the market and the psychology behind the decision-making process. The commonly accepted valuation methods and their underlying logic are outlined, including a view on why they evolved, what value drivers they attempt to address and their potential shortcomings. These methods include the multiple of exploration expenditure, geoscience rating, expected values and market based methods. The potential future valuation methods of replacement values and neural networks are also introduced along with how to minimise heuristic bias and error within the market-based approach.CITATION:Bell, J A and Guj, P, 2012. The purpose of Volume II of this study is to provide a general plan for the pilot testing of two materials which could be used to tag explosives for both pre- and postdetonation identification and of tracing techniques which would thereby aid the investigator of an unauthorized bombing or explosion in being able to determine the source and/or user of the explosives. Volume I described the planning factors by which the tagging of explosives could be implemented on a National basis. 1.2 BACKGROUND Tagging explosives at the time of manufacture with a taggant material that could survive detonation, be recovered, and provide an investigative lead has been seriously studied for several years. This concept has gained widespread support among many law enforcement groups because of the scant clues that can presently be found among bombing residue.

This paper aims to increase our understanding about existing capacity-building approaches and their implications for obtaining a social license to operate in the mining industry. The notion of ?capacity building? is gaining increasing currency in the mining sector in developing countries due to a rapid rise in the globalisation of mining operations. Capacity-building is conceived here as a process that lasts after the mine-cycle, intended to provide local mining communities with tangible skills and knowledge to gain meaningful employment in mining or other industries relevant for the local economy. Building community capacity to understand and effectively respond to these transformations is vital for obtaining a social license to operate, as it promotes sustainable and locally relevant development. Accountability mechanisms such as global norms and international standards increasingly highlight the need to build capacity among stakeholders, particularly among local communities adjacent to mining operations. International frameworks and mining companies have embraced the notion of capacity-building as a driver to assist corporate social and operational performance. However, this narrow understanding of capacity-building through the prism of corporate social responsibility and ?best practice? is preventing the industry from meaningfully impacting communities and maintaining a social license to operate. This latter notion is being widely embedded across multiple industry sectors, as a social and economic reward from mining companies to compensate communities for natural resource extraction and gain social acceptance. Although both concepts are widely recognised in the minerals industry, insufficient attention has been paid to the implications of applying a top-down (mining-orientated) or a bottom-up (community-orientated) capacity-building approach for obtaining a social license to operate, or indeed how these two concepts are linked and applied in practice. At times, communities lack the necessary capacities in the form of education and skills to deal with mining-led livelihood transformations. This is preventing both mining companies and communities from forging sustainable livelihoods and responding to mining-led livelihood transformations, a situation that is creating discontent among communities and reducing the possibility of obtaining and renewing a social license to operate for the industry. Based on a review of current scholarly debates, accountability mechanisms in the mining industry and fieldwork findings in Colombia, this paper will contribute to an understanding of the implications of existing capacity-building approaches that support a social license to operate.
