There are close to two million tons of Industrial Minerals processed and sold in North America wherein the processor/marketer has no affiliation with the source mine. The largest quantity, about 800,000 tons, is barium sulfate, which is sourced in lump ore form mainly from China and India. The Alumina Trihydrate Industry sources several hundred thousand tons from various alumina refineries. Substantial quantities of bauxite, zircon, magnesite, and fluorspar arrive in North American ports each month. There are also rapidly growing quantities of offshore talcs and calcium carbonate ores being processed in U.S. plants. These feedstocks are usually quite pure, have unique properties, and enjoy bulk rail or waterborne freight economies that allow successful competition with locally sourced raw materials. With increasing restrictions on mining activities, and the increasing need for sophisticated functional minerals, the importation of minerals will continue to grow.

LEAD ore smelting plants have been operating in general at reduced capacities and secondary lead has assumed relatively more importance during the last year. Present smelting practice results in a large amount of dross, often over 25 per -cent, from blast-furnace lead. This is usually treated at a fairly high temperature in a reverberatory furnace to remove part of the lead and produce a matte-speiss product which is shipped to a copper plant. Few smelters are satisfied with this 'treatment. The fume losses are high and the matte-speiss contains considerable lead. It would seem that a fruitful field for research was open here.

CONTINUED progress in zinc metallurgy has been shown during 1933 by the adoption of new methods as well as the modernization of old processes and equipment, and by the initiation of new fields of activity for future advancement. The use of suspension roasting continued to grow as its advantages and adaptability became increasingly, apparent. The process developed by the National Smelting Co., Ltd., several years ago, of completely roasting on large sintering machines with utilization of the gas for acid manufacture has worked so successfully that an additional machine was installed during the year. At both the Swansea and the Avonmouth Works all of the ore for smelting is now roasted on the large sintering machines, thereby completely eliminating the old hearth-roasting furnaces. Work continued on obtaining partial purification of zinc ores from lead and cadmium by close control of conditions on the sintering machine, and in a few instances by chlorine additions to the ore before sintering. Australia is now committed to the most significant period of infrastructure investment since the 1960s and the current climate of project finance and public private partnership (PPP) model uncertainty means it is imperative that the affordability and certainty in delivery of infrastructure projects is maximised.In light of the current and forecast levels of infrastructure investment it is worth drawing comparison with a similar period of Australian expansion when the nation’s first railways were constructed. Similarly to over a century ago, we are following a trend in rapid development and are already reaping the inefficiencies that could be avoided with broader technical planning and improved client coordination.The original rail networks were developed by the individual states before they combined to form a Federation of states in 1901. As a result of the adoption of different gauges by 1917 a passenger wanting to travel by train from Brisbane to Perth had to change trains six times.Similarly in 2011, there is little parity between Australian states on the quality requirements (performance specifications) for road tunnels. Differences between states start most significantly with the size of the specified traffic envelopes, thus the size of tunnel required. Where ambiguity and differences exist in project documentation, performance specifi cations (PS) and broad technical requirements for road tunnel projects, any associated risk in interpretation ultimately ends up being incorporated in the bidder’s (constructor’s) final sell price.Whilst not nearly as inconvenient as having to change train at each state border, and largely unnoticed by the general tax paying motorist, this paper examines examples of apparent minor differences in Australia’s recently constructed road tunnels to highlight the differences in road tunnel specifications.The paper identifies how these small differences manifest themselves in major price penalties between projects and further, highlights the need for further specification review, refinement and standardisation across road tunnel jurisdictions to increase road tunnel affordability.

Rock blasting at quarries represents multiple challenges not easy to see at first sight. Aggregate industries face similar or superior prices for explosives while extracting a material that usually is of less value of metal mining operations. Therefore, learning to optimize a quarry operation can be a perfect training for a position in blasting at larger metal mining operations.

DR. TILNEY, the great expert on the study of the development of the brain of human beings and animals, tells us that the greatest difference between the human brain and the brain of animals is that man alone has shown evidence of being able to predict the future. Just why he throws overboard the busy bee who lays up honey for the winter, the squirrel who gathers nuts, and the humble ant, I do not know. At any rate, it is nice to be assured by an authority that we have this power of prophecy. My own experience with attempting to prophesy the future has convinced me that our only possibility of being good prophets is to be good students of history.

In two decades Turkey has emerged from the debacle of the Ottoman Empire to become one of the most modern nations in the Middle East. The numerous achievements of this period were remarkable in that they affected human and social, as well as economic, fields. Most of this progress was achieved by Turkey's unaided efforts and the utilization of domestic resources; however, since 1948 various United States aid programs3/ have made significant contributions to increased agricultural and industrial output. Turkey's singleness of purpose in favor of a strong, independent, and prosperous republic has evoked universal admiration and encouraged the hope of stability in the Middle East. Much of the development of the Turkish economy to date has been fostered by the State; however, with growing strength the leaders in 1950 considered the time appro¬priate to relax the nationalistic economic policy and permit private enterprise to play a larger role in increasing domestic output and raising the tempo of industrialization. In pursuance! Of this policy, laws encouraging investment of foreign capital in Turkey and others stimulating development of mining and petroleum enterprises were enacted in 1954. This new legislation, plus the cooperative attitude of the Turkish Government, have encouraged wide interest in the mineral resources of the country.

The importance of controlled sand properties to the production of quality castings has been recognized by foundry men for many years, but the maintenance of requisite standards results in a relatively high sand consumption, which in steel foundries, for instance, may range from half a ton to over one ton of sand per ton of finished casting. During the war, obtaining and maintaining adequate sand supplies became a serious problem in many foundries, owing to increased wartime production and serious 'bottlenecks' in transportation. As a result, considerable interest was aroused in the possibilities of various sand reclamation systems by which up to 85 or 90 percent of discarded sand may be returned to a usable condition. During the past five years or so, a number of sand recovery installations have been made by both ferrous and non-ferrous foundries in Canada and the United States, and have resulted in substantial reductions in sand costs in every case. The possible benefits of sand reclamation are particularly apparent in British Columbia where no suitable sands for steel and heavy iron foundries occur naturally, and where freight costs on imported sands are considerably higher than initial selling prices. This is well illustrated by the fact that silica sand, which sells for about $2.00 per ton at pits in Illinois, is laid clown in British Columbia for around $11.00 or $12.00 per ton. The operating costs quoted for certain of the reclamation schemes, i.e. $0.25 to $1.50 per ton, may actually be no higher than the cost of waste sand disposal in city-located foundries. In view of the foregoing considerations, the British Columbia Research Council has undertaken a study of the possibilities for sand reclamation, with particular attention directed to its application in local steel foundries. No commercial occurrences of silica sand are known in the Province, and, with this in view, the Council previously investigated the possibility of recovering silica sand from local impure sands. Results were definitely encouraging, but it was felt that the present market is too small to permit economical production by the method developed.

We have in southeast Kansas a variety of soils underneath which are a variety of subsoils compressed into what is commonly called “ hard pan.” These soils are of six types, ranging from a clay to a sandy loam. The surface soil in Cherokee County and Crawford County, of whatever quality or type is, generally speaking, from 6 to 12 inches in depth. The so-called “hard pan” ranges from the native grass roots to a depth of from 2 to 12 feet, and in some places even deeper than that.

IN an ideal mill, with perfect milling operations, the mineral extraction would be 100 per cent, the, concentrate would be 100 per cent mineral, the tailing would assay zer.0 mineral and the milling cost would be zero dollars. Such an operation can, of course, never be attained. We can only strive to approach it as nearly as possible and in doing so most recognize .the fact that the three primary factors in milling: assay of concentrate, assay of tailing, and cost of operation bear a definite economic relationship to each other. This relation will change from time to time and will be different for different mills, depending on milling equipment, character and quality of feed, market conditions, and other factors. It is granted that for a given operation there is an economic point, but the location of this point is difficult. It is for the purpose of making some of these economic points a little more tangible that this paper has been prepared.

PRESTON, professor of economics and business at the University of Washington, presented a paper before the North Pacific Section, A.I.M.E., on Jan. 23, on the "Economic Aspects of Gold and Silver." He carefully reviewed recent governmental actions that have affected those metals and gave an interpretation of their effects. A brief excerpt from his address; follows: Including the proclamation of March 6, 1933, the principal steps of the present Administration which have carried the United States off the gold standard and led up to the present program have been: (1) The Presidential proclamation of March 6 controlling gold. World production of asbestos is estimated to be at a current level of almost 3.5 million tons, having more than doubled in the past ten years. A substantial part of the increase has been due to a rapid expansion in the Soviet Union. Production from that country during 1964 is estimated at 1.5 million tons and, as a consequence, Russia has displaced Canada as the leading world producer. Although traditionally the asbestos mining industry has been centered near Sverdlovsk in the Urals, two new producing areas have been under development for some time. It is expected that a new mine will be in operation in 1965 near Kiembi, Kazakhstan, some 300 miles south of Sverdlovsk, and an- other mine at Aktrovak in Tannu-Tuva, west of Lake Baikal. These developments will provide a significant increase in the production capability of Russia. Although internal consumption is expected to increase with the addition of new asbestos- cement producing facilities now under construction in Russia, there is some speculation that exports will also increase.

IT is perhaps obvious to most individuals who are interested in the mining industry that a producing mine has been subjected to several phases of engineering attention. In this paper it is the author's hope that a thoughtful survey of these various engineering phases will emphasize certain points of value and interest which may sometimes be overlooked. The points which we will bring out are being made in an analytical sense and are not in any way a reflection on any individuals or organizations which might see in these illustrations a similarity co chair particular conditions. In other words, we are drawing on our general experience to illustrate the points which we chink are worthy of mention, and which we believe are of a type sufficiently frequent co be emphasized. It is well co point out chat, in this paper, we are not concerned with the relative importance of such theoretical questions as to whether or not a geologisc is more important than a prospector, or the office manager than the surface foreman. We are, however, interested in analyzing the various types of engineering experience required in the bringing of a mining enter-prise from the early prospect stage in co-production, and their importance to the project as a whole. In order to simplify our analysis of the subject, it has seemed best to outline a simple mining organization. In using the terms 'industry' and 'business', we feel chat frequently those engaged in mining do not always appreciate that mining is actually an endeavour, or a business, which has the same economic fundamentals as any other business. In the mining industry, the field and producing engineering are counter-parts of the research and production phases of any other type of business. Once this is realized, it is fairly obvious that mining, like any other industry, is a matter of economically acquiring raw materials, processing them, and finally marketing the resultant commodities as favourably as possible. The points may be discussed in a little more detail as follows.

Feldspar mining in Canada came to an end during 1972 after many years of continuous activity. The deposits are not exhausted and the domestic demand for this product is expected to continue at about the same level as in recent years. The size of the industry does not justify the installation of expensive equipment in the mills, but it is believed that a modest profit could be made by a small operation using rudimentary methods of separation. Largescale and accurate mapping of the pegmatite dykes could help in planning mining operations for a better recovery of a uniform product.

Under the Resource Conservation and Recovery ACT (RCRA), generators of listed or characteristic hazardous wastes must find satisfactory means for disposal. of wastes. Initially, for many this meant landfills and deep-well injection. Until recently, mining and metallurgical by-products have largely been exempt from RCRA, but now are coming under its jurisdiction. With the increasing closures of landfills, companies in the U.S. such as electroplaters, miners, metallurgical plants and others are turning to recycling as an alternative to treat their wastes. While the cost of recycling has been challenging, the long-term economics prove attractive because recycling interrupts the cradle- to-grave responsibility for the waste generator. The present paper describes the recycling of hazardous wastes at ENCYCLE/TEXAS. Encycle extracts marketable metals from metal-bearing sludges and wastewater using hydrometallurgical processes borrowed from the mining and metallurgical industry.

Several large open pit mines are facing the challenge to design and plan an underground transition to sustain the long term future of their operations. The desired underground method is Block Cave since its natural high productivity and low operating cost that could compete against the open pit cost to mine the final open pit pushbacks. It has been found at several operations where this transition is taking place that the pit limit at which transition is performed is rather deep. This aims to think that perhaps several transition projects have started late in the life of an operation producing an over stress in the transition project and reducing the flexibility in the design of the overall infrastructure and a substantial lost in the complete project NPV. Traditionally the approach to plan open pit underground transition consists of sequentially deciding the final pit using a Lerchs and Grossman type of optimization to find the overall maximum pit shell and then running block cave simulations to find the best footprint for the underground option. The research summarized in this paper is related to the development of an integer linear programming model that aims to compute simultaneously the maximum NPV of the combined option final limit open pit and block cave underground footprint. The model has been tested using two large block models representing two of the current operations in the process of transiting from open pit to underground operations. Finally, the integrated open pit underground transition model is going to be compared to the traditional sequential approach in order to define which method achieves the best NPV. The paper illustrates both case studies in depth.

ON May 5, the Washington, D. C., Section, A.I.M.E., devoted its meeting to the many-sided and perplexing question of mineral stock-piling for peace. Opening the symposium, Harry J. Wolf, of the War Production Board, outlined the problem under six heads: (1) Technical. Mechanical, chemical, or metallurgical importance of specified materials, emergencies that might arise, relative scarcity, and critical value of stock piles during emergencies. (2) Economic. Cost to Government, influence of Government stocks on commercial relationships and markets, effect of availability of items as a con¬structive influence on industry, Administration policies now and during postwar period. (3) Legislative. Need for immediate legislative action, need for legislation on postwar conditions as well as on current requirements, a constructive basic policy to prevent political manipulation. (4) Military. Consideration of re¬quirements and supplies bearing on national safety and needed for manufacture of equipment, and adequate reserves of scarce materials for research or experimentation by military agencies. (5) International. Interests of the United Nations in contradistinction to those of the United States; effects of nonisolation policy on nature, location, and administration of stock piles. (6) Negative stock-piling. Question of United Nations' legislation to prevent stock-piling by Axis nations after the war and who shall purchase stock-pile materials and during what periods.

This growing dependence of Canada upon foreign mineral commodities, just referred to, applies particularly in the direction of the United States. There is, in fact, no more significant feature of Canada's mineral trade than the manner in which it affects the Dominion's commercial standing with that country. Our heavy adverse balance of trade with the United States is perhaps not a matter of such wide concern or frequent comment as was the case two or three years ago. It is, of course, a well-known fact that the Dominion each year buys from the States a volume of goods to a value enormously in excess of our sales to that country. And it has come to be accepted as a ?normal, though not altogether satisfactory, feature of our international commerce that a huge portion of the bill incurred by our American purchases must be met, not by our American sales, but by the proceeds of our sales to other countries, not-ably Great Britain. It is a three-cornered situation in which our trading deficit with the United States is covered largely by our trading surplus with the United Kingdom. In this situation the mineral trade plays a remarkable part. If one delves into the details of our transactions with the United States it will be found that, in one sense, the mineral trade is entirely responsible for the huge annual balance against the Dominion. In fact, Canada gets decidedly better than an even break on Canadian American trade, if one leaves out of account the three mineral groups, "iron and steel", "non- metallic minerals", and "non-ferrous metals".

U.S. producers for more than 5 months have priced 99.5 percent primary aluminum ingot at 486 per pound. Sales by independent dealers in this same period reportedly declined by 0.5$-2.5$ to 43.50- 44.56 per pound. CADMIUM: U.S. producer-published cadmium prices for the last 5 months have been at $3 per pound. Dealer quotes in the same period fell by almost 504 and ranged from $2.45 to $2.55 per pound.

As part of an effort to establish the extent of the domestic chromium supply that could be exploited in case of adverse changes in international chromium production and trading patterns, a two-part study was conducted for the Bureau of Mines, to assess the domestic availability of critical metals in scrap containing significant amounts of chromium. This report describes the part of the study that deals with wrought stainless steels and heat-resisting alloys. Data were collected on types of scrap, sources, quantities, and ultimate disposition, leading to the conclusion that In 1917 about 62,000 tons of contained chromium was unrecycled. Unrecovered obsolete stainless steel scrap accounts for most of these uncollected chromium values. Error margins in the amount of uncollected scrap are estimated to be 10 to 20 percent.
