What troubles me so often about debates over the environment, which I have heard since I entered government in the late 1960's, is that the issues are so often presented as a false dilemma--the either-or fallacy in logic. The either-or fallacy allows only two possible choices: Either protect the environment or exploit it. In reality, however, there may be a few more options. The diverse, often competing, values that the Earth offers require us to weigh and balance those options through a range of policy options. A quality environment and economic growth and opportunity are not mutually exclusive. First, let me acknowledge that I support a set of resource values recognized in U.S. laws and deemed important down through history for the success of free, progressive, and secure societies: the importance of access to raw materials. Increasingly, however, mineral raw materials have been viewed at best as not particularly relevant to a sophisticated, technologic society, and at worst monstrously destructive of our natural environment. Both perceptions, in my judgment, are wrong.

Calcium chloride is a conspicuous example of a former waste product that has found a place for itself in the onward march of civilization. Formerly considered a troublesome constituent of the effluent sewage of many chemical manufacturing plants and salt works, it has now become a commercial product of substantial importance, with sales aggregating almost six million dollars in 1929. The point has not yet been reached where it would seem profitable to undertake large-scale production of calcium chloride as a main product, but as a byproduct it has become an item that warrants serious consideration by all who are in a position to recover it at sufficiently low cost. The largely increased demand for bromine and for certain magnesium salts, which are likewise potential byproducts associated with calcium chloride in most salt-works bitterns (and brines generally), adds further impetus to commercial research directed toward the fuller utilization of the natural saline resources of the United States.

"Introduction""No accounting system is very good, and all of them are infinitely variable*.”The purpose of this chapter is to discuss those facets of a typical accounting system which are most commonly encountered by operating managers in mineral processing plants. However, before concentrating in any detail on these it is important to understand the broad purposes and basic techniques of any accounting system in any major business.The three broad purposes of an Accounting System are:- Administering, controlling, and recording the flow of cash in and out of the business. Cash is, of course, converted into other assets (or stores of value) such as inventory, plant and equipment, etc. These assets also have to be administered, controlled and recorded.- Internal reporting to Management for information, for control, and for use in making business plans and decisions. - External reporting to stockholders, government, lenders and other outside parties.In this chapter we shall organize our discussion of accounting practice in mineral processing plants around these three purposes of accounting and focus in some detail on specific practices and techniques with which operating personnel will be routinely involved. This chapter is divided into the following: Accounting Basics; Administration, Control and Recording of Cash Flows; Internal Reporting; Planning and Budgeting; Cost Control; and External Reporting."

The calcium sulphate waste stream of the wet phosphoric acid process, commonly called phosphogypsum (PG), contains the majority of rare earth elements (REE) initially present in the apatite feedstock. Mainly light and middle REE are present in PG and their total concentration ranges from 0.27% to 0.35% by mass. Worldwide, around 7 billion tonnes of PG have been produced to date at a current growth rate of 150-200 million tonnes per annum. In total, an estimated 21 million tonnes of REE are locked in PG waste dumps around the world. Due to the value of the REE contained in PG dumps a number of processes have been devised for their recovery. The majority of these processes applied complete or partial gypsum dissolution, but were deemed not viable due to high capital and operating costs. Mintek developed an alternative method for the recovery of REE from PG by applying Resin-in-Leach (RIL) technology. This technology was tested on PG sampled from dumps and current arisings from South African phosphoric acid production plants. The extensive testwork program included evaluation of various lixiviants and optimisation of lixiviant additions, optimisation of REE leach and adsorption conditions, batch equilibrium and kinetic adsorption tests, continuous RIL testwork and numerous variability tests. It was found that PG from different sources was highly variable, both in terms of REE recovery as well as physical properties of the material such as viscosity and filterability of the slurry. The recovery of REE varied from 15% to 80% depending on the origin of the samples. A high-level economic study indicated that at a price of >21 $/kg for mixed REE oxide product in conjunction with an overall REE recovery as low as 15% the economics of REE recovery from PG via RIL technology may already be favourable.

The areas are identified where the techniques of operations research have been applied in the petroleum industry. Particular emphasis is given to the linear program models that have been used for solving management problems. Of the entire gamut of applications for linear programming, attention is focused on the models that represent underground reservoirs. Such models could be used to help schedule drilling rig operations and to schedule oil production. A framework is established for placing the model for underground reservoirs in the proper perspective along with the models which represent other facets of the oil business. One of the remarkable phenomena of this century is the rapid growth in the size and' complexity of human organizations. The mere size of modern business means that administrative decisions can affect vast quantities of capital and large number of people. Mistakes can be tremendously costly, and a single wrong decision can require years for rectification. Moreover, the pace of modern business is such that decisions are required more rapidly than ever before; the mere postponement of action can give a decided advantage to a competitor. It is not surprising that the increase in difficulty of decision making has been followed by efforts to put this activity on a more objective basis. The growing science of operations research, which relies heavily on the methods that have proved so successful in the physical sciences, is one aspect of these efforts.

PRICES of quartz sold in the United States in 1938 ranged from $1.15 to $36,000 a ton. This startling variation was due simply to the differences between glass sand and rock - crystal, materials that are virtually the same in composition. It illustrates the complexities in qualities, uses, and values of industrial minerals. It is generally stated that mineral deposits are exhaustible resources which can never be replaced when depleted. This statement is no longer true with respect to certain industrial minerals now recovered in increasing quantities from that most inexhaustible of all sources of supply, the ocean. Salt has long been obtained from sea water, particularly on the Pacific Coast, and reference was made a year ago to the large bromine recovery plant at Wilmington, N. C. Now the Westvaco Chlorine Products Corp. is operating a large plant at Newark, Calif., having a capacity sufficient to recover daily from the ocean raw materials that will produce 60 tons of various magnesium products. Lime is used to precipitate the magnesia from salt-water bittern. The products are chiefly magnesium carbonate for chemical uses, periclase and other refractories, and oxychloride cement for flooring.

In the absence of any subsequent enactment of mining legislation, the Turkish mining law in effect in 1914, when Iraq became a British mandate, is still operative. The Constitution, or Organic Law, of Iraq, adopted by the Constituent Assembly on July 10, 1924, in articles 113 and 114, provides that:3 Ottoman en laws date and thao remained and lave pub- lished on or after that date and which have remained in force in Iraq u to the time of the publication of this law shall remain in force in Iraq' so far as circumstances permit, subject to any modi- fication or repeal in conformity with the proclamations, regula- tions, and laws referred to in the following article, and until they are altered or repealed by the legislative power or the High Court issues a decision rendering them null and void in accordance with the provisions of article 86. (Art. 113.) All proclamations, regulations, and laws by the Commander-in- Chief of His Britannic Majesty's Forces in Iraq, the Civil Commis- sioner, and the High Commissioner, and those issued by the Govern- ment of His Majesty King. Faisal, during the period between Novem- ber 5, 1914, and the date of the coming into force of this Consti- tution, shall be considered to be valid as from the date on which they came into force... (Art. 114.) 4 According to a German authority, it is the Turkish law of March 26, 1906, that, with a few modifications, is still in force. This law (similar to the French law of 1810) is discussed in a separate section of this paper.

A flowsheet was developed for upgrading Climax tin concentrate to about 45 percent Sn. Bench-scale test work conducted at AMAX Extractive Research and Development, Inc., was used to design a multiple-stage tin- processing flowsheet which included screening, high-intensity magnetic separation, and high- tension (electric- static) separation. Formal engineering and plant installation was accomplished in-house by Climax mill personnel. The successful start-up operation of the facility was the joint effort of the AMAX R&D and Climax-mill staffs.

The STATE MINERAL SUMMARIES publication provides estimated data and summaries of mineral activities at the State level for 1993. Most of the estimates are based on nine months data. Individual State summaries are published separately as State Mineral Industry Surveys and copies can be obtained from the appropriate State mineral officer. "INTRODUCTION Sheet mica is one of the most important minerals in modern industry. It is used in many kinds of electrical devices, and up to the present time no satisfactory substitute for it has been developed. It is necessary for the successful operation of airplanes, ships, motor vehicles radios, and radar equipment. Early in World y r II, the Array and Navy, foreseeing the need for conserving the stock of sheet mica on hand and realizing that imports from India and Brazil were falling off, had strategic mica placed on the critical war-materials list.Examination and exploration by the Bureau of nines indicated that there probably are large undeveloped deposits of mica in Alabama, some of which are near the surface and others at greater depth. The quality of most of this mica is high.During World War I, Alabama mica producers added materially to domestic production, but after 1920 virtually all of the mines closed end miners scattered. During World War II, when imports from India, Madagascar,Brazil,,other foreign sources were reduced, sometime was required for Alabama to act into production. Operators began to produce small quantities in 1942.The Colonial Mica Corporation was created by the Government during 1942 to buy Mica for the Metals Reserve Company, end later Colonial was made sole buying accent for strategic mica. About this time the Bureau of Mines estab¬lished the graphite field laboratory at Ashland, Ala. Samples of mica wore submitted for examination, and advice was requested by property owners and mine operators. This continued during 1943, when as many as 400 visitors a month called at the Bureau's Ashland field laboratory."

A crucial step in the acquisition by one company of the assets of another, the acquisition of the stock of another company, or the merger of two com-ponies, is the legal due diligence which needs to be performed in order for the acquirer to ascertain or confirm the obligations, liabilities and exposures to risk that are being assumed along with the assets or corporate stock being acquired. Where the obligations, liabilities, or exposures to risk arise from existing contracts, or from pending lawsuits, administrative proceedings, or threats of these actions, those matters are relatively straightforward to discover by careful review of the files of the party whose assets or stock is being acquired. However, where a company is engaged in ongoing mining or processing operations and has operated or owned mining proper-. ties, there are many sources of liability and exposure to risk which could have major adverse economic consequences to the acquiring party and which are not revealed, or at least are not clearly delineated, by the records of the company whose stock or assets are being acquired.

Gold miners have been underperforming the price of gold for a number of years. So why has the æmarketÆ undervalued our gold miners relative to what they have been mining? The low valuation ascribed to gold mining companies is largely attributable to their profit performance. In the period since 2006 the price of gold in A$ has risen about $900/oz, but the real cash margin (operating cash costs + cost of finding and/or acquiring deposits + the cost of bringing them into production) has only risen about A$100. Rising operating costs are a major part of this reduction in real margin. Energy and labour costs have risen more than the inflation rates across a number of countries as have taxes, royalties, etc. There are however, more significant contributors to the rising cost base. Firstly, in 2006 the average gold grade was 2.0 g/t; today it is 1.3 g/t. Secondly, strip ratios (for surface mines) have increased by 19 per cent during this time. Open cut mining equipment unit output across the world has dropped by 26 per cent during 2006 - 2012. Finally, costs have risen by 55 per cent during this time period. Consequently, there is now 3.8 times more mining cost required to produce an ounce of gold from surface mines compared with 2006. The decline in gold grade looks to be a permanent trend as does increasing strip ratio if output is to be maintained. Costs will continue to rise although cost control will be necessary. Reversing the decline in equipment performance and closing the gap between median and best practice provides the hope for a sustainable reversal of cost increases. The current gap between best practice and median performance has grown to 112 per cent for mining trucks, 168 per cent for excavators and 169 per cent for front end loaders. Closing this gap is the potential for a more profitable future. For most gold mining companies improving mining efficiency is not an option; it is an imperative.CITATION:Lumley, G, 2013. In his March 31, 1977 budget, Finance Minister Macdonald has attempted the delicate balancing act of stimulating the economy without reinforcing the inflationary pressures which Canada is continuing to experience. Several tax changes of benefit to the mining industry, as well as measures designed to encourage oil exploration in frontier areas, are among the budget proposals. Additional earned depletion of 66- 2 /3 %, which may be offset against income from any source, will be available on drilling costs in excess of $5 million incurred between March 31, 1977 and April 1, 1980 in connection with an exploratory well in Canada, including the continental shelf . Other changes include more favourable treatment of resource property dispositions, less restrictive rules r elating to "successor corporations" , increased capital-cost allowance on railway spur lines, the inclusion of certain production royalties in Canadian development expenses and the application of the lower "manufacturing and processing" tax rate to sulphur production. To encourage business capital spending, the 5% federal investment tax credit it to be extended an additional three years to mid 1980 and broadened to include spending on scientific research and development. The rate of credit will also be selectively increased on a regional basis, to 7.5 % in certain designated areas in Saskatchewan, Manitoba. Northern. Ontario and Quebec, and to 10% in the Atlantic provinces and the Gaspe.

"To satisfy their continuing need to replenish or expand their ore reserves, mining companies are faced with the dilemma of arriving at a proper balance between the dual avenues of discovery through in-house exploration and of acquisition of properties that are relatively proven or are even in production. The returns from exploration activities may be spectacular, but are unpredictable. The allure of an acquisition lies in its promise of quick and risk-reduced addition to reserves. However, it is historically clear that quantum increments in shareholders’ values have arisen primarily through major exploration discoveries, rather than through major late-stage acquisitions. Late-stage acquisitions can prove highly profitable, sometimes based upon the planned use of superior mining or metallurgical technology, but more often occur as the result of unexpected windfalls. At the other extreme, they can become expensive failures through inadequate due diligence, or unforeseeable factors.Citing numerous case histories and industry statistics, it is concluded that a judicious combination of both exploration activity and the acquisition of prospects is the most advantageous strategy for adding new ore reserves. A skilled exploration staff is essential for success, be it through exploration discoveries or through opportunistic acquisitions, preferably at their early stages. In the future, it is anticipated that there will be fewer opportunities for acquisition because of reduced funding for junior exploration companies, leading to increased competition and higher costs for fewer properties, both in the advanced exploration and mining stages."

The Inconceivable Wealth propaganda goes on apace. Premier King, at Vancouver, has stated that we still have, untouched, natural resources, "beyond the wildest dreams." Principal Currie, in an address before the Canadian Society in New York said that Canada's resources, "are as yet merely scratched and it is not possible to compute her almost fabulous natural wealth." Mr. Meighen, in the last election campaign announced that, "under the providence of God, Canada is more richly endowed, perhaps, than any other country in the world." Four years ago a despatch was sent to Premier King "on behalf of" this Institute advising him that "Inconceivable Wealth" in minerals in this country was assured. This was made as a statement ~f "incontrovertible fact." Specifically, this despatch stated that this wealth was on such a scale that the mining industry would in the future lead all others in this country. This inventory is still in effect as far as this Institute is concerned.

The Gladstone region, as one of the most industrially intense regions in Australia, uses significant quantities of fresh water. Awoonga Dam, situated on the Boyne River, is the only major source of water in the region. The current typical annual usage is 53 GL (Porteous, 2006) and approximately 80 per cent of the water is used by heavy industry (Gladstone Area Water Board, 2004). Until relatively recently, there has been ready and easy access to raw water for industrial use. The recent drought, which resulted in severe water restrictions in 2002 and 2003, emphasised the importance of water for a dominant industrial region like Gladstone. Although now in the process of changing, the typical contractual arrangements in the past have provided little financial incentive for efficient water use. From research undertaken on potential water reuse opportunities, several key questions have emerged related to water management in an industrial region such as Gladstone. This paper highlights these key questions, presents findings from recent regional strategies and assesses the potential for water reuse. Even though there is no clear-cut financial incentive for reusing water, there could be stronger regional and risk mitigation drivers for doing so. Initiatives to incorporate adaptive capacity through collaborative industrial synergies would allow for robustness and resilience in water security, leading to long-term sustainable water management across the Gladstone region.

"The outlook for supplying the world's metal needs in the next twenty-five years is good, although in several cases basic costs are likely to increase with rising demand. Metal prices calculated at a constant dollar from 1900 to the present show that for nickel, copper, silver, lead, zinc and tin, prices -and presumably production costs -fell from 1900 to the early 1930s. Since then, they have generally risen, apparently reflecting some depletion in relation to demand. This tendency has been accentuated since the post-World War II adoption of managed, full-employment, growth economics, which have resulted in a sharp escalation in world demand for metals. (Abandonment of such policies, apparently now under consideration in North America, would, of course, affect the pre-dictions of this paper.) Nevertheless, metal prices generally are still below those prevailing in 1900. Exploration potential exists for disseminated ores of many metals still thought of as characteristic of lode and vein deposits. These include uranium, silver, gold, tin and nickel and, to a lesser extent, lead and zinc. Considering the discovery potential for some principal metals in relation to expected demand and prices, I would tend to rate them as follows: molybdenum, zinc, lead, uranium, silver, gold, tin, nickel and copper."

"World-class manufacturing" (WCM) techniques can be applied in milling operations to substantially improve productivity and reduce costs. Through the use of "just-in-time" and "total quality control" practices, WCM methods establish an environment for continual and rapid improvement in all aspects of production operations, with particular gains in product quality, costs, flexibility, employee involvement, and responsiveness to customers. This paper examines WCM techniques that can be utilized specifically in the mill, and their influence on plant configuration, organization, and scheduling practices; equipment selection and maintenance methods; training; the role of supporting staff; and methods of data collection and analysis.

Rare Earths: Understanding The United States complete failure of status and relevance in Rare Earth Oxides, Elements and Alloys. Although rare earth oxides are strategic and critical in their own right, elements and alloys are even more important for the development of "Green Technologies" and advanced weapons systems. America does not have an active domestic source of rare earth oxides. America does not have any Heavy Rare Earth Elemental or Alloy capabilities. The magnitude of this failure continues to become more apparent as the manufacture of REO based electronics and magnetic components moves eastward towards China. China has succeeded in outmaneuvering The United States and the world in its quest to control the Rare Earth Oxides, Elements and Alloys, and the many industries dependent upon REO. What can be done?
