MERCURY, also widely known as quicksilver, ranks tenth in quantity in world output of nonferrous metals. However, its unusual and desirable combination of properties- liquid liquidity at ordinary temperatures, high density, uniform volume expansion, electrical conductivity, ability to alloy readily, high surface tension, chemical stability, and toxicity of its compounds -gives mercury an industrial and military importance out of proportion to the small physical size of the production industry. Although mercury has been known and used for over 20 centuries, until the 16th century consumption was small and chiefly in medicine. Since then mercury's applications have paralleled scientific advancements, kind current principal uses of mercury are in electrical apparatus, industrial and control instruments, agriculture, pharmaceuticals, and the electrolytic prepa¬ration of chlorine and caustic soda. Other materials may be substituted for mercury in come applications; yet, for those uses that require mercury's unusual combination of physical and chemical properties, there is no ideal substitute.

The principals of McCabe Industrial Minerals, Inc., have been involved in the mining, processing, and marketing of nonmetallic minerals for more than 40 years. In addition to marketing nonmetallic minerals produced by other companies, McCabe Minerals owns and operates three plants that produce headlap-roofing granules, with 25 employees and annual sales approaching $6 million. During its 22 years of operation, the company has developed many different markets, and a list of factors that is used in making our marketing and feasibility studies. These criteria (Table 1) are used extensively by the company in all of its projects, and we present this and other data about the company in this brief report. "Tell us how you got involved in mining and about your career path.My dad was a coal miner and my uncle was a metallurgist, so when I enrolled at Penn State’s New Kensington Campus, I chose the College of Earth and Mineral Sciences — exact majors didn’t get picked till the end of your sophomore year. Penn State New Ken had an associate degree in mining program and one of the guys in my carpool was going to take Mining 30 in the evening and the other guy (mechanical engineer) was also able to take an evening class. I didn’t want to break up the carpool, so I took Mining 30, complete with essay tests. I could write, so I did well, and the professor said I should go into mining engineering. Fast forward to the end of the next term at University Park, and I realized there wasn’t enough chemistry in mining. Switching to metallurgy would have meant another term at that point, so Dr. Lovell, my advisor, trotted me down the hall and to the next building and said I was a mineral processor. That stuck. I was a summer student at U.S. Steel Research between my junior and senior year and they paid for my master’s degree — all about clay and macerals in coal flotation. During that time, the steel industry tanked, and I thought a Ph.D. would be a good idea — I could always teach at the university level if I had those credentials. The Electric Power Research Institute had a Coal Cleaning Test Facility in Homer City, PA, and I conducted my Ph.D. research on rate and residence time in conventional coal froth flotation cells there and at a local cleaning plant. I went to work at the test facility in 1987 (later CQ Inc.) and stayed there until I started PrepTech Inc. in 1997. PrepTech offers some consulting services for coal cleaning plants and sells mineral processing equipment, mostly to coal companies. I can’t believe it’s been 21 years.And what about your SME career?Of course, I was a student SME member at Penn State. We used many of the SME books in class, so who wouldn’t want the student discount? While in Homer City, I became involved with the Appalachian Plateau Subsection of the Pittsburgh Section. We’d hold quarterly meetings with interesting speakers and had good attendance. I was the secretary. I’m still the secretary and also get the bank statements. We’ll need to close that out some time, but I guess I’ve been hoping for resurgence in the Indiana/Cambria/ Somerset area."

The Bureau of Mines investigated the availability of fluorspar (CaF2) from 36 U.S. and 50 foreign mires and deposits in 13 countries. Only 6 U.S. properties are considered to be economic, as 29 domestic deposits were found to have an average total cost of production that was uneconomical at a breakeven (0-pct) discounted-cash-flow rate of return (DCFROR). The 50 foreign properties evaluated represent at least 55 pot of demonstrated fluorspar resources located in market economy countries and China. Al I evaluated foreign operations were found to be economic to marginally economic in January 1984 dollars when compared against published prices for each country. Reserves for 56 properties totaled 97 million metric tons (mt) (recoverable Ca F,) from demonstrated ore resources of 344 million mt that contained 123 million mt CaF2. The average total cost needed to cover all costs over the life of each operation was determined for all recoverable fluorspar products. Comparisons of ruining, beneficiation, and transportation costs per metric ton of fluorspar concentrate illustrate advantages between countries. Of the three countries with the greatest fluorspar production, China, with its high-grade, low-cost operations had the lowest weighted-average total cost of production ($38/mt concentrate), Mexico was next, at $54/mt concentrate, and benefited in U. S. dollar terms from the devaluation of the peso. The Republic of South Africa needed an average of $90/mt of concentrate to cover all costs of production at its large low-grade deposits.

"Soil contamination by oil as well as by other organic pollutants poses a major problem to the environment. Various methods have been used to remove organic contaminants from soil, such as: biological, thermal, chemical and physical. Methods based on Mineral Processing principles have also been used (cyclone separation, gravimetric separation, attritioning and washing). This paper studies the possibility to remove a rich-in-contaminant soil fraction by applying flotation. The contaminated soil was artificially prepared by mixing soil with diesel fuel. Sodium dodecylsulfate (SDS) and a tertiary amine (TA) were used as collectors. The effect of collector quantity added and conditioning time was studied. The results showed that the removal of a rich-in-contaminant soil is feasible while a clean fraction is also obtained. In several cases, the removal of oil-contaminated soil approaches or reaches 100%. Introduction Human activities are intimately associated with environmental pollution to the air, water and soil, as well. Soil pollution from inorganic and organic compounds is of equal importance with that of air and water, as it results in soil degradation and its concomitant problems with respect to meeting the human needs (house building, agriculture etc). Heavy metals along with their compounds are encountered among the most usual soil inorganic pollutants. The corresponding organic soil-pollutants are oil, oil-derivatives, pesticides, various aromatic (benzene, phenols, cresols, toluene etc) and poly-aromatic (naphthalene, anthracene etc) hydrocarbons, as well as various other organic compounds (pyridine, cyclo-hexane etc). Oil remains the basic energy source sharing 38% of the global needs, being followed by coal and gas with a share of 26 and 21% correspondingly [1]. The entire activities related with oil production, transport and consumption promote pollution in the air, water and soil. Consequently, soil pollution from oil is favoured at refineries, storage sites (due to possible pipe and tank leakage, tank cleaning works, loading and transportation) and, finally, at the oil-selling sites. Oil (or diesel-oil) fuel is a mixture of hydrocarbons, with 10-20 carbon atoms in the chain of each. It is mainly composed of paraffins, naphthenes and various aromatic compounds. In general, oil is composed of 20-30% in aromatic compounds, 5-6% in naphthenes and the rest is paraffins [1]."

T HE OPEN FORUM on this subject called by Mr. Hoover at the recent meeting of the Institute' brought out a large number of very able papers, and a very full discussion of all the problems involved. The criticisms of the bituminous industry were: 1. That it was over-developed with the possible output nearly 50 per cent. in excess of the present requirements; that during the summer there were plenty of cars and no orders, and during the winter there were plenty of orders but no cars. 2. That the mines were not properly developed from an engineering standpoint, and that the recovery of the coal varies from 50 per cent. to 95 per cent. 3. That this industry, employing over 600,000 men, could, if running full time, release 100,000 men for other work. 4. That the studies made by the engineers of the Fuel Administration showed that the cost of production increased with a loss of time and that with a 50 per cent. operation the increase in cost was about 40 per cent.

"IntroductionMost base metal mines sell their concentrate to a custom smelter. The two parties concerned therefore draw up a contract which would detail the conditions under which concentrate sales will take place. The contract will identify treatment and marketing charges (including escalations), deductions for metal losses in the smelter, pricing formula, timing of payments, penalties for deleterious elements, etc.An understanding of the smelter contract is important to the mineral processor, for it will determine how he operates the plant to maximize economic return.Description of Contract ClausesUsing copper concentrate as an example, the smelter contract generally contains the following three basic charges:I. Metal Deductions- as the smelting process does not recover all the metal contained;2. A Smelting Charge- expressed per ton of material to cover costs on the bulk material such as receiving, unloading, thawing in winter, sampling, roasting to drive off sulphur, smelting through the matte and blister stages to recover mostof the copper and precious metals;3. A Refining Charge- expressed per pound of copper.The following is a review in some detail of a number of clauses which could be considered typical of a treatment and marketing type of copper concentrate sales contract. Most normal considerations in an agreement could be covered by the following types of clauses.Terminology- covers definitions, units of measurement to be used (e.g. short tons, troy ounces, etc.), currency (Canadian dollars). The term ""unit"" may be defined - l OJo of a ton of concentrate, e.g. one unit of copper means 20 pounds of copper per short ton of concentrate."

Gasoline has become of such commercial and military importance that it is now practically indispensable. This product is of special interest because, in addition to realizing its value, the Nation is learn- ing that the raw materials from which gasoline is obtained are not unlimited. ACTIVITIES OF THE BUREAU OF MINES IN PROMOTING EFFICIENCY IN THE PRODUCTION AND UTILIZATION OF GASOLINE. The Bureau of Mines has directly and indirectly worked for the conservation and efficient utilization of this important product. Some of the bureau's activities have been along lines widely different from those reported in this bulletin. The work of the bureau toward the increase in efficiency of processes for the production and refining of crude oil is too well known to need mention here. Another line of activity in which the bureau has engaged is the collection and publi- cation of statistics on refinery operations. Finally, as immediate preparation for the present bulletin, two surveys of the gasoline mar- keting situation have been made. The primary object of this bul- letin is to make available to the public information obtained in con- nection with these surveys. PURPOSE OF THE GASOLINE SURVEYS OF 1917 AND 1919. Shortly after the United States declared war on Germany the bureau collected gasoline samples in the retail market throughout various parts of the country. Information regarding the sources of these gasolines and the details of marketing them was obtained, and they were subjected to analytical tests which furnished conclusive informa- tion regarding their properties. The information obtained through this survey proved of inestimable value both to the bureau and the United States Fuel Administration, particularly in drawing up speci- fications and in ascertaining the best means of obtaining supplies of particular types of gasoline that were needed. A similar and more extensive survey was made in the months of April and May, 1919, in order to obtain data needed for the revision of the Federal motor gasoline specification. The specification adopted during the war had been the subject of numerous complaints, and it seemed desirable to determine whether or not these objections were valid before attempting revision.

The Magma mine at Superior, Arizona, has produced over 13 million tons of ore yielding 1.5 billion pounds of copper. It is a mesathermal deposit, and, although the bulk of the ore has come from the Magma vein, most of the recent production has come from replacement deposits in limestone. The mine lies in a Precambrian and Paleozoic sequence of rocks that includes schist, diabase, quartzite, shale, and limestone; nearby, these rocks are intruded by igneous bodies of Mesozoic age that were probably the source of the ore-bearing fluids. Locally, these rocks are overlain by Cenozoic volcanic rocks and conglomerate. Layered rocks at the mine dip eastward about 30°. The area is extensively faulted, and surface faults are grouped into an earlier east-trending set and a later northtrending set. An additional set of diagonal faults that trends northwest and northeast is recognized underground. The east-trending Magma vein-fault, with its splits and branches, is the principal mineralized structure of the district. The bulk of the ore occurs in large ore shoots that plunge steeply westward and are sporadically connected by irregular ore shoots dipping gently eastward. The main ore controls apparently are selective zones of permeability related to the transverse faults. A bed of crystalline limestone near the base of the Martin Limestone (Devonian) is the host for the replacement ore bodies-discontinuous tabular pods dipping eastward parallel to the bedding. Selective permeability is again the apparent ore control, caused both by local hydrothermal solution of limestone and by deformation along faults. The principal copper minerals in the vein are chalcopyrite, bornite, enargite, tennantite, chalcocite, and digenite; these minerals vary in abundance according to a distinct zoning pattern. The upper part of the mine yielded considerable zinc as sphalerite, and the oxidized zone was rich in silver. The chief gangue minerals are pyrite, quartz, and hematite. In the limestone replacement bodies, chalcopyrite and bornite are the chief ore minerals.

The present rapid growth of coal stripping in the United States is a curious reversal of the tendency of mining to proceed from outcrop to depth. A combination of technical and economic factors bas stimulated the use of stripping methods until today many million tons of coal We being recovered by open cuts from sites that an earlier generation of engineers would have passed by as not commercially mineable or, if workable at all, only by underground methods. The total quantity of bituminous coal and lignite mined in the United States by stripping in 1928, the latest year for which detailed figures are available, was 19,789,000 short tons. Of this, 71,000 tons came from small workings not equipped with power shovels and 587,000 tons from properties in which stripping and underground work were carried on at the same mine; but as neither of these types is representative of modern stripping practice, they will be omitted in the discussion that follows. The total from strip pits proper in 1928 was 19,131,000 tons, produced by 176 pits employing 385 steam or electric shovels.3 Figures by States are given in Table 1. Detailed statistics will be found in Economics of Strip Coal Mining; a study by O. E. Kiessling, to be published by the United States Bureau of Mines.

In this Bureau of Mines evaluation of the domestic supply position of tungsten, certain tungsten resources in the United States are estimated as to quantity and grade and then are systematically costed in detail (excluding exploration costs). A supply curve is developed which depicts the quantity of tungsten (WO3) up to about 15.5 million short ton units that is producible at calculated price levels ranging from about $13 to $125 per short ton unit. About 10.4 million short ton units are available at a calculated price that is less than the present market price ($40). Total known resources amount to about 40.2 million short ton units. A very large portion of that quantity was not costed due to inadequate information on either resources or processing methods. Further exploration and research would have a significant effect on the availability of tungsten in the United States.

Historically, extracting dissolved solids from formation water was economically motivated. Today, main drivers are environmental benefits and regulations, as large volumes of water needed for hydraulic fracturing require treatment before reuse or disposal. The concentration of dissolved solids in flowback water increases with each use and may require treatment prior to disposal. Element recovery from produced water is not profitable unless market conditions are favourable, recoverable elements are abundant, and economical recovery methods are established. Sale of recovered materials could offset recycling and disposal costs. This paper describes markets for Cl, Na, Ca, K, Sr, Mg, Br, Ba, I, B, and Li, and their concentrations in produced water from oil and gas wells in British Columbia. It recommends revising sampling protocol for produced water.

By American tradition, if not by rational decision, publicly owned natural resources have been transferred to private industry for processing. The process of transfer requires specific determination of the price which the patentee, buyer, or lessee must pay to the government in exchange for the right to develop a resource, and selection of the patentee, buyer, or lessee from among several possible contestants. Pricing of natural resources owned by the government presents a set of problems quite different from ordinary commodity pricing. Natural resources in situ are not homogeneous commodities. Within any class of natural resources, specific leasable parcels will differ in value by reason of location and accessibility, as well as quality and quantity. Thus, there is no "going price;" every lease within a specific resource class will have a different value. To complicate further the pricing and buyer selection problems, competition may not be reliable. Natural-resource markets are characterized by oligopsony conditions. In a significant number of cases, as will be shown later, there has been only one bidder for a given lease, and in most lease sales the number of bidders is equal to or less than three. As a further complication, there is great uncertainty regarding the value of specific resources, even among the best-informed buyers, as well as within the leasing agency. In some instances, particularly with regard to oil and gas resources, there may be uncertainty about the presence of resources, as well as the quantity and quality of any resources contained in the tract offered for lease. In other cases, such as oil shale and some deep ocean minerals where new technologies are involved, the presence of the resource is clearly established. There may be a relatively high degree of knowledge about the quantity and quality of the resource, but there is great uncertainty concerning the cost of production. These problems in total make it difficult for the leasing agency to appraise accurately the resource to be leased, as well as for the potential bidder to calculate a bid price that will yield him a normal profit. The pricing goal of the federal government as the seller or lessee may be to capture the economic rent; that is, the price of a resource might equal its discounted present value. A required price substantially above this amount would either generate no bids, or, in the long run, would bankrupt the buyer. A price below this amount is a disguised subsidy to the lessee. A subsidy to mineral lessees, as to any other economic interest group, as a minimum should be justified by a clear showing of net external benefits from the economic activity. In the case of timber sales by the U.S. Forest Service, the Forest Service Handbook asserts that "the aim in national forest stumpage appraisal is to determine market value,"8 and "market value" is equated to "fair market value." "In order to sustain the operations in chromite processing plants, due to concentrate selling cost, plants are in need of optimization in terms of capacity and recovery increase. In this study, DAMA Engineering carried out a methodological study for the purpose after a detailed sampling campaign in a plant which is situated in one the main chromite zones in Turkey; 1 The current status of the plant was investigated quantitatively with the bottlenecks, Plant overall efficiency in terms of recovery, Efficiencies of the particular equipment (mill, screen, gravity circuit), 2 A new circuit was proposed with the available equipment, 3 The new circuit that is product of modeling and experimental effort, was evaluated quantitatively as if it is a running plant, After 4-5 months continuous effort, the capacity of the plant was almost doubled (37 tph to 70 tph) and the plant overall recovery was increased from 48% to 63% by grinding adjustments and additional shaking tables theoretically. It was shown that the plant may move into profit with the minimum amount investment using readily available system. INTRODUCTION TO THE CURRENT PLANT The objective of the study is to increase the capacity and recovery of the chromite plant owned by Kurmel Group, Akmetal Inc. The complete study is given elsewhere (DAMA, 2016). The plant is situated in one of the main chromite zones in Turkey; Aladag. The current capacity of the plant is around 35 tph and the overall recovery declared by plant engineer is around 47 %. The chromite plant mainly has 3 units; crushing, grinding and gravitational circuits. The crushing circuit has 3 stages; a jaw crusher, a secondary cone crusher and a tertiary cone crusher operating in closed circuit with a vibrating screen with the aperture size of 15mm. In grinding circuit, a rod mill (2.44 6m x 3.6) and a ball mill (2.13 x 2.3m) are used for primary and secondary grinding, respectively. Derrick screens are used for the size separation. Additionally, for the size classification of the system, hydrosizers are used and each size fraction is sent to the shaking table sets. The middling product of the tables is subjected to re-grinding with a ball mill with the dimensions of 2.1 x 2.9 m. The capacity and the recovery are affected by several bottle necks; hydrosizers’ pure classification, primary/secondary mill power vs capacity problems, re-grinding product’s high slime content and so on. These combined factors made the plant to run in low recovery and capacity. Hence, DAMA was asked to make a study to investigate current status of the plant and propose a new solution to increase capacity and recovery of the plant. The conceptual flowsheet of the circuit is given in Figure 1 below."

WITH the renewal of the contract between bituminous miners and operators, whereby a period of three years is assured without the devastating effect of irregularity of operation due to general strikes; and, with the increasing comprehension on the part of the large consumers as to the stabilizing effect of adequate storage upon prices; the coal industry has reached that period of its history in which permanence of purpose towards necessary changes is being crystallized, and these changes accomplished by the industry. It is to be hoped that during this era the phrase- " Our National Coal Problem "-will be relegated to the limbo of' antiquated expressions. That this epoch is upon us is evinced by the fact that operators are turning to consolidations, whereby financially sound companies will acquire smaller production units and place themselves in position to maintain constant supervision and control of their development and output; and, as further proof of the arrival of these changes, may be cited the entrance of additional members of the engineering profession into the many phases of management and operation, where- by the cost per ton of output will be, constantly reduced through the increasing use of modern methods and equipment. As an instance, attention is specifically called to the developments in mechanical loading, proposed and actual continuous underground transportation systems and betterment in methods of preparation.

CHILEAN mining in the public mind is rightly associated with copper. Chuquicamata with its great hill of copper-bearing granodiorite as well as Sewell and Potrerillos with mineralized volcanic necks together can supply a good proportion of the world's normal necessities of that metal. Chile is an extremely long and narrow country, averaging only 109 miles wide. Its eastern frontier is the Andes and it is on the western slopes of these mountains that the great copper deposits have been discovered. West of the Andes a great longitudinal depres sion has permitted accumulation of nitrates and other soluble salts in the arid north; in the north center it is hidden by a series of cross ranges, but in the center a moderate rainfall makes it the country's most important agricultural region. In the south this depression is drowned and gives rise to a series of straits and fiords. This enormous cleft in the earth's crust is separated from the sea by a coast range of moderate elevation which in the south is represented by a series of islands and mushroom-shaped peninsulas

DOUG HALBE: Thanks, Terry. And in spite of your introductory comments, I'm going to attempt to continue our hallowed tradition of saying nice things about the speakers. This is really a serious comment now. We, as mineral processing and mill people, don't often talk to people outside our general operating area. One thing that we've tried to do in this operators' symposium is get speakers from various types of plant operations to help illustrate all the things we have in common. Our next speaker is from the industrial minerals area. I think there's a lot to be learned from industrial minerals operations. Some of the people in the last session learned some things about fine grinding in industrial mineral operations. I was a little surprised to see people there grind to 2 microns. Our next speaker is Frank Alsobrook. Frank is another nonmetallurgical engineer. He has a degree in geology, a master's of science from the University of Wisconsin. He's had his own very successful consulting company for a number of years. This is your 11th anniversary, Frank? Very good. He's also the immediate past chair of the industrial minerals division. I think the folks at the speakers' table should be ashamed. You have been so rowdy that Frank chose to sit in the audience. [laughter] We'd like you to come up now, Frank, and tell us some things that you've seen that might be useful to us. INTRODUCTION FRANK ALSOBROOK: The three topics addressed briefly are (1) teamwork and operations modeling, (2) the pitfalls of capital conservatism, and (3) the potential for by-product recovery. Ideas for improvements in these areas are not unique to industrial minerals but apply to metal mining and processing operations, as well. Several additional topics are suggested at the end of the paper.

The plight of the Japanese mining business is pitiful. Coal mines were given the highest priority for all materials they needed, yet between the end of the war and June 1948, the government was obliged to subsidize them to the extent of 22 billion yen, this being the difference between the consumer's price and the producer's price. Most of the metal mining companies have been operating at only one fifth to one third of war-time production rates, and financial losses have been terrific. The chief difficulties have been a plethora of office workers and a dearth of equipment, supplies, and miners. The principal material needs at metal mines are steel rails. cars, plates, nails, rubber hoses, and belting, to say nothing of modern core drills which are totally lacking. Until recently the great shortage was in coal; for lack of fuel the smelters and factories failed to produce the very metals and equipment now needed to operate the mines. Nation-wide shortages have created a monstrous inflation of prices throughout all the economy, currently amounting to 200 times the prewar figures. In making any canvass of secondary metals great care must be exercised to avoid duplication or exaggeration of net consumption. One of the major difficulties is to trace the metal accurately as it passes through the many cycles of manufacture. Greater or less duplication probably occurs in any canvass. The manufacturer of tin plate, for instance, purchases primary pig tin exclusively as a raw material. Most of it goes into the coating on the steel sheet, but a substantial part emerges in the form of byproducts such as scruffs and drosses. These are sold to other plants, where they are used in the manufacture of alloys and chemicals. Alloys and chemicals, however, are not necessarily articles for final consumption. The alloy may be sold in ingot form to a bearing manufacturer, who, in turn may produce some scrap, which he may sell to still' another plant that may make still other products. There is a considerable return of tin in the form of waste products from chemicals sold to the silk industry. Even tin plate does not represent an ultimate use of tin because the tin-can maker produces large amounts of clippings, which are sold to detinning plants, where the tin is recovered and used again for some other purpose. Thus the degree of duplication in consumption statistics depends on the point in the industrial cycle where consumption is measured.

THE phenomenon of air-hardening is well known in connection with special steels. It occurs when the rate of decomposition of austenite to marten- site is so retarded that it takes place on free cooling in air rather than on more rapid cooling in a quenching bath. If an air-hardening steel is quenched sufficiently rapidly it will remain in the soft austenitic state, while if it is cooled very slowly it will again become soft owing to growth of the carbide particles. It depends on a critical adjustment of the decomposition velocity and diffusion rate, and such alloys are rather rare, especially in the non-ferrous field. In carrying out some experiments on some copper- rich copper-cobalt alloys, the author found that these possess very marked air-hardening properties. The alloys are covered by a patent issued to M. G. Corson (1,723,022-1919), which states that an alloy containing between 2 and 5 per cent cobalt is hardened by simple quenching from above 850° C.
