In the spring of 1991, Western Aggregates, Inc. began operating the newest expanded shale lightweight aggregate operation in North America. The operation is located in Jefferson County, Colorado, just south of Boulder, at the sight of the former Ideal Basic Industries ("Idealite") lightweight aggregate plant, which was decommissioned in 1975. The "new" facility has been built to principally serve the Denver and Front Range markets, as well as ship products into other locations in Colorado, Wyoming, New Mexico, Kansas and Nebraska. Western Aggregates is a wholly-owned subsidiary of Inco U.S., a subsidiary of Inco Limited of Toronto, Canada. Inco Limited is the free world's largest producer of nickel and is a leading producer of copper, cobalt, gold, silver, and platinum group metals, high nickel and super alloys, and specialized engineered products. Inco is constantly seeking new mining related investments that leverage off its mining and processing skills and that meet corporate fmancial objectives. Construction materials are an area presently being pursued by Inco. The basic 'building blocks' of society, from a construction perspective, are sand and gravel, stone, and aggregates. To the vast majority of people these are natural products that are mined, quarried or dredged, and other than washing, screening and crushing, are generally used in their primary form. While these materials vary from quartzite river rock, to calcified limestone, to hard basalt, they are generally classified as "heavy" aggregates. There are, however, other types of aggregates that do not fall under the "heavy" classification, but are used in general construction activities just the same.

As open pit mining of a deposit deepens, the cost of extraction may increase up to a threshold where transitioning to mining through underground methods is more profitable. This paper provides an approach to identifying an optimal depth at which a mine should transition from open pit to underground mining. The value of a set of candidate transition depths is investigated by optimising the production schedules for each depth’s unique open pit and underground operations. By considering the sum of the open pit and underground mining portions’ value along with the cost of transitioning corresponding to each candidate transition depth, the optimal transition depth can be identified. The optimisation model presented is based on a stochastic integer program that integrates geological uncertainty. As an input, the stochastic integer program utilises a set of several stochastic simulations that represent equally probable scenarios of the mineral resource. This group of simulations describes the uncertainty in the deposit, while the optimiser aims to maximise value based on discounted profits of both the open pit and underground components of the deposit.CITATION:MacNeil, J and Dimitrakopoulos, R, 2014. Mining dilution is one of the most important factors affecting the economy of mining projects. Ore losses and dilution are present at all stages of mining and while several models can investigate the influence of dilution it is its quantification that poses the most serious challenge (Pakalnis et al., 1995). This paper introduces a methodology to quantify dilution factor in open pit mines. The proposed approach makes use of general mining software available in most mining companies. Therefore it is amenable to most mining operations and provides a readily available tool for understanding mining dilution for operators and consultants. To illustrate the methodology the author uses an example from a hypothetical mine. Dilution increases the operating costs in the mill by increasing the tonnage of material to be milled. In addition to its direct impact on short term income of a mine, dilution causes significant changes in other factors that on the long term reduce the overall value of the project. For example, it prolongs the mine life by reducing mill?s effective capacity. It also reduces the feed grade. In most cases, lower feed grade means lower mill recovery. Dilution also increases the cut-off grade which in turn reduces the overall ore utilization of a mine. In some cases, to take advantage of economies of scale, mining operations tend to plan for higher mining rates. Moving to a larger scale of operation means less selectivity, hence more dilution. This is true for all kind of deposits. High level and uncontrolled dilution may ultimately defeat the purpose of increasing production rates. If not impossible in theory it is nevertheless extremely difficult and expensive to eliminate dilution in practice. Some amount of dilution is practically unavoidable in most mining operations (Scoble and Moss, 1994). Although completely avoiding dilution may be impossible, we can measure and control it. By better understanding the root causes of the dilution and planning accordingly, it can be controlled and reduced. While we do our best to identify and calculate all the other cost items of a project, no matter how small, it is common to make general assumptions about dilution instead of quantifying it. It is common to assume a general dilution such as 5% for massive deposits and 10% for tabular shape deposits. While these figures may be a good starting point in early stages of mining studies, it does not take in to consideration the complexity of the problem. Dilution factor varies within a single mine for different benches and zones. This is due to changes we see in grade distribution and shape of ore body. It also varies based on commodity price. It is necessary to make sure that these variations are taken into account when designing or evaluating a mine. Dilution varies in different mines based on the deposit characteristics, operational aspects and economic cut-off grade. For instance, shape of the deposit, bench height, equipment size, and market conditions will have an impact on the level of dilution in a mine. It is paramount for mining projects to have a better understanding of dilution right from the beginning. In times like today, where mining operations must operate at peak efficiency, it is even more crucial to be able to calculate and have a better grasp of all the parameters influencing the economics of a project including dilution. In order to produce better project evaluations, dilution studies should be an integral part of any project.

There are approximately 68 million rockbolts installed annually in underground coal mines in the USA (Tadolini and Mazzoni, 2006). The most utilized is the passive fully grouted resin rebar bolt, which constitutes almost 90% of the primary support in US underground coal mines. Resin-grouted rockbolts are a very effective and safe support, but their performance still needs to be further optimized and improved. This paper investigates their performance and suggests operating conditions to optimize the performance of resin-grouted rockbolts. In addition, this paper discusses a small-scale test that can also be used to evaluate the performance of rockbolts that is quicker, easier, and less costly than short encapsulation tests.

At the last annual meeting of this Institute the programme very properly was drawn up and carried out with the special object of calling attention to the Dominion's position and problems with regard to fuel supplies. That subject, always one of serious concern, was a source of considerable anxiety twelve months ago. It is still so, but in a decidedly less degree than at that time. So far as the immediate fuel situation is concerned our anxieties have been relieved. And I think we can safely say that such a consciousness of our difficulties and determination to overcome them, has been developed in the minds of our people that there will be no slackening of the offensive until a final solution is reached. In selecting a subject of major importance for the present occasion I have felt free to digress from the pressing problems of last year and to go back, for a starting point, to the presidential address of two years ago .. I do not, however, wish to enter the controversy that has developed as a result of that address, though in spite of my own failure to amass a fortune from participation in certain mining ventures, I am decidedly inclined to the optimistic view that Dr. Corless presented of the future of our mining industry. You will perhaps have observed that in its general wording the title of my paper bears a marked resemblance to that of that address. This simila1ity of titles is not accidental. It is intentional on my part.

"There is uncertainty in ultimate pit limits due to geologic variation and unpredictable economic landscapes. In this work we show how this uncertainty affects the ultimate pit and how it can be analyzed to improve the mine planning process. A stochastic framework using geostatistical simulation and parametric analysis is used to model the effects of geologic and economic variation on ultimate pit limits and overall project economics. This analysis is made possible by a new, highly efficient pit optimization implementation which can be automated and set up to calculate ultimate pits for hundreds of different scenarios in a matter of hours. Quantifying ultimate pit uncertainty early in the mine planning process allows mining engineers to make informed decisions regarding infrastructure placement, and to mitigate the possibility of incurring substantial costs relocating critical mine facilities. INTRODUCTION The mining industry is increasingly concerned with the effects of risk and uncertainty. Uncertain prices, unpredictable global markets, and unknown foreign exchange rates can alter the economic viability of a mining project in substantial ways. This economic uncertainty is compounded by geologic uncertainty. The extent and quality of any given deposit cannot be fully measured and is not known before consequential decisions must be made. These two sources of uncertainty are responsible for the majority of deviation between what happens during operation and what was initially planned. Understanding and explicitly quantifying this uncertainty will lead to better decision making and allow mining engineers and investors to be aware of what may occur. It is unrealistic to believe that one model, estimated from sparse measurements, is enough to capture both geologic and economic uncertainty and allow for optimal decisions. The entire breadth of uncertainty should be considered, as both upside and downside risks have large impacts on the investment potential and operational efficiency of mining projects. The workflow presented here uses Monte Carlo simulation and parametric analysis together to explicitly analyze the breadth of geologic and economic uncertainty as it applies to ultimate pit calculation and long range mine planning."

ABSTRACT The SART (sulphidization, acidification, recycle, and thickening) process is an effective way to separate copper and cyanide in the waste stream of gold processing plants using cyanidation. Factorial experimentation has been conducted to create models of copper recovery, cyanide recovery, acid addition, and oxidation/reduction potential during SART. Economic analysis of the resultant models showed that SART is best operated with a sulphide-to-copper molar ratio of approximately 0.56, pH of 4, and a minimized cyanide-to-copper molar ratio. The experiments also showed th0at residence time can have drastic impacts on SART performance.

THE subject matter of this paper will be primarily restricted to the metallic mineral industry, which last year was responsible for almost 60 per •Cent of the total value of Canada's mineral production. It has been written that, in the broad sweep of eternal time, sixty years is as transient as a flicker of lightning in a summer night's sky. In the history of mankind and human endeavour, however, six decades can encompass momentous events and far-reaching •circumstances, all of which affect the lives of men and change the destiny of nations. This observation is con-firmed very positively by a study of our Canadian mining history, from either the broad viewpoint of human progress or the more specialized viewpoint of national economy. The past sixty years have witnessed vast changes in the economic importance of mining in this country's affairs, and also in the technology of the industry. Mining has emerged from the days of rule-of-thumb practice and is now taking on the stature of a highly diversified science.

This paper presents the results of comparative analysis of effective income-based tax rates for mining in the Northwest Territories (NWT), selected Canadian provinces and international jurisdictions. The study was done as background to a review of royalty regulations for the NWT. ObjectiveThis paper presents results of comparative analysis of effective mining royalty1 rates, and combined effective mining royalty and income tax rates on selected mine models for the Northwest Territories (NWT), with those for several other jurisdictions in Canada and abroad which compete with the NWT for mining investment.BackgroundThe February 27, 1995 federal budget directed the Department of Indian Affairs and Northern Development (DIAND) to proceed with a comprehensive review and amendments to northern natural resource management legislation in order “to increase revenues and ensure a fair return to the Crown.” DIAND is responsible for the administration of the Territorial Lands Act, and its regulations.The Territorial Lands Act gives the Governor-in-Council the authority to “… make regulations for the leasing of mining rights in, under or on territorial lands and the payment of royalties therefor,…”. In the NWT, the Canada Mining Regulations (CMR) provide for the disposition of mineral rights for most minerals, other than coal, petroleum and related hydrocarbons, in return for the payment of a royalty to the Crown.As part of this review of the NWT mining royalty regime, several computer mine models were developed and tax regimes in a number of jurisdictions were analyzed. Effective mining royalty rates, and the combined effective mining royalty and income tax rates were compared across the jurisdictions. The results presented in this paper are a part of the background work done in preparing a discussion paper on proposed changes to the NWT mining royalty that is expected to be released for public consultation in the very near future."

An initial point that I would like to make very emphatically?and as our title might erroneously suggest for those of you old enough to remember . . . Peter Harben and myself do not intend to shoot ourselves in the foot. We derive our livelihood from a number of aggregate, industrial and other minerals producers, both here in the United States and outside. This paper, therefore, is a fence-straddler or for information purposes (we hope) only, rather than any "fur or agin" stances. In essence, some of you may consider it a U.S.G.S. publication! In fact, we hope that it serves to inspire aggregates producers to do some radical thinking, to promote introspection, and to that end it would benefit both domestic and foreign producers. The title could be shortened into a brief question of "Aggregates Travel?" with an emphatic no for the answer. In the past, the success of a construction materials venture depended upon your ability, through siting, to provide the customer f.o.b. the job site, a product at the lowest possible cost.

The mining developments in western Quebec have shown the ores of this district to be more complex in character than was at first expected. When the initial discoveries were made it was thought that the ores would be similar in character to those of Kirkland Lake and Porcupine areas. Developments have since shown that although the ores along the southern margin of the belt are somewhat similar, those within the belt, constituting by far the greater proportion, are vastly different, being complex mixtures of base-metal sulphides carrying values in the precious metals. These mixtures of base-metal sulphides of copper, zinc, and iron, present several problems to the metallurgist, especially in their concentration into marketable products. For the purpose .of this paper the following classification may be made of the ores of the district. Group I. - Milling Ores: (a) Ores in which~ arsenopyrite is the predominating sulphide. In this class of ore the gold occurs in fractures in the quartz and is associated to a lesser extent with the arsenopyrite and pyrite. Examples of this class of ore are the Granada, south of Pelletier lake, and the O'Brien and the Thompson in Cadillac township. (b) Ores in which iron pyrite is the predominating sulphide and gold is the valuable constituent. This may also be classed as a concentrating ore-Group III.

Lead-tin solders are commonly used in electronic packaging due to their unique combination of electrical, chemical, physical, thermal and mechanical properties. Since it is known that lead and lead containing alloys cause great environmental concern and health hazards it is necessary to replace lead in solder materials. Besides the environmental concerns new technologies in electronic packaging require new and improved solders. In most cases the new solders will consist of ternary or quarternary alloy systems, the main component will be tin or indium and the second element could be bismuth, silver, copper and gold and to improve certain properties a third element will be added. For a third element zinc, nickel, antimony and aluminum can be considered. This report will concentrate on solders containing zinc as an environmental safe element.

Recently, there has been much debate as to the relevance of reporting financial results using the conventional accounting systems, which is based on historical costs, during a period of rapid inflation. In the following paragraphs , the symptoms, if not the causes, of inflation, its detrimental effect on the financial soundness of business in general and the financial reporting changes being advocated to overcome perceived weaknesses in the present financial reporting system in accounting for the effects of inflation will be reviewed. Finally, a course of action as a sound approach to the financial reporting problem will be recommended.

The Shortage of Mining and Metallurgical Engineers I N many parts of the Western World attention has recently been drawn to the acute shortage of mining and metallurgical engineers produced by the universities. Naturally, the reasons for this shortage have been discussed, and various remedies for it have been proposed. In this paper, I want to examine some of them. It is now fairly generally ac-cepted among mining men that the easy attractions of modern urban life have left the career of mining in the metaphorical as well as in the literal backwoods. The industry finds it increasingly difficult to recruit adventurous and intelligent young men; for such men now seek their intellectual, if not physical, adventure in more glamorous occupations from a safe social base in suburbia. The salaries, opportunities and security offered by the mining industry do not complete effectively with the rewards offered by other industries and by commerce, taking into account the social disadvantages of a mining life. FREE competition, long the controlling ideal of domestic trade within the United States, has had the fundamental geographical advantage of functioning in the world's largest area of unrestricted commerce. Goods moved back and forth across state lines, unimpeded by customs, and industrial operations have developed rapidly to meet the expanding needs of a pioneer country richly endowed with natural resources. Fifty years ago, antitrust laws were adopted to protect the competitive private enterprise principle. It became illegal for one person to combine with another to restrain trade or commerce among the several states or with foreign nations. The original legislative measures defining this philosophy were the Sherman Act of 1890 and the Clay- ton Act passed in 1914. The development of Europe and other parts of the world was influenced by different conditions which led to a different theory of trade. Here were many small nations, with limited natural resources and a thin market, and they attempted to protect their national economy by tariff walls. International business arrangements for the purpose of diminishing the ups and downs of the more competitive system --crux of the modern cartel operations-seemed a logical device to stabilize production and guard the interests of both workers and consumers. European governments as well as European industrial interests became convinced that if com- petition could be held in bounds the danger of business depressions and un- employment could be reduced.

UINQUESTIONABLY the petroleum industry not only can supply the world's present oil requirements but even can meet a considerable increase in demand if it should come. The United States produced last year 1 1/3 billion barrels of crude oil, or more than 60 per cent of the world's total. It could have provided more, if needed, because we has a large shut-in crude producing capacity. Our refining capacity of 4,500,000 0 barrels per day is more than 2 per cent above our average refinery run for 1940. Adequate crude supplies and manufacturing facilities also exist outside of the United States. Large crude reserves exist in South America, in Iran and Iraq, in Russia and Romania, in Sumatra and adjacent islands. The refineries of the Dutch West Indies, of Iran, and of the Netherland East Indies are well located in relation to crude reserves and world trade lanes. Furthermore, flexibility in the manufacturing facilities permits adjustment of yields to meet a considerable range in variations between demands for products. Only with regard to 100-octane aviation gasoline is there any apparent refinery problem. Even here so far as this country is concerned, additional refining facilities can be installed well within the time that would be required to turn out the airplane engines which will use this super fuel.

WHILE mining engineers have been searching in far corners of the country and of the world for hidden wealth there has grown up around us in nearly every city great wealth-producing mines calling for the investment of hundreds of millions of dollars and yielding products now sold for over half a billion dollars yearly-largely unknown and almost wholly neglected by mining engineers. But this neglect is explainable and excusable. They are industries of very recent origin-practically the growth of the last 25 years. They are in a very large measure the result of tremendous developments in engineering construction and the rapidly expanding use of portland cement concrete for structures of every description. Concrete as a material of construction is going through an evolution very much as did cast iron and other metals used in engineering; and this phase of the industry should appeal to the imagination of metallurgical engineers. At first iron was iron-a material of uncertain properties, owing both to small differences in chemical composition and in methods of manufacture. By successive steps iron was studied and knowledge of its properties developed-the striking effects of very small percentages of other minerals and of various heat-treatments.

GOLD is a large subject. One could talk about its geological or mineralogical occurrences, prospect- i11.g for it, mining of .it, its metallurgy or its marketing; but I have decided to limit my discussion to gold as a business-that is, to its production and marketing. In the production of gold, it is necessary to consider the many possible sources, the quantities available, the capital and operating costs and the chances of price-breaking competition. So in the following remarks I shall endeavour to point out that though gold is found in every formation constituting the earth's crust, though it is possible to-find it free in great concentrated placer deposits on the surface, though there are still large unprospected areas of both the surface and the crust, though it may be possible to produce it by the cheapest labor on earth, and by processes not as yet developed, it still has an unlimited market at a definite price. There is no reasonable fear of disturbance by the finding of bountiful deposits, or by cheapening the cost of production due to devaluation, or by the development of any easy processes for direct, or for by product, production.
