"The ceramic industry of the United States has a total yearly manufactured product of nearly half a billion dollars, despite large foreign importation.After careful investigation of the industry by the Bureau of Mines, it is the belief of those in charge that the usefulness of the industry can be greatly enlarged and the importations greatly lessened through the development of processes that will lead to a greater and better development of the ceramic resources of the United States. This will result in a greater industry with more men employed than ever before, and perhaps a world's supremacy in ceramic trade matters.Investigations in behalf of the ceramic industry are being made at the Bureau of Mines experiment ceramic station at Columbus, Ohio, under the supervision of R. T. Stall, superintendent, who reports a number of instances of practical, beneficial cooperation between the industry and the station during the last fiscal year.Graphite to Crucibles:Prior to 1914, practically all graphite crucibles manufactured in the United States were made from Ceylon graphite bonded with German Klingenberg clay. It was the general belief among graphite crucible manufacturers and users that good crucibles could not be made from American bond clays and graphites.Graphite crucibles were essential for melting certain alloys and special steels urgently needed for the manufacture of war materials. The demand for such metals was so great that it created an unprecedented demand for graphite crucibles.After the European war began no Klingenberg clay could be shipped out of Germany. However, it was fortunate for the cyucibly makers that they had large stocks of Klingenberg clay on hand. When the stock of Klingenberg clay became exhausted, it was necessary for the credible makers to turn their attention to American clays. There were no data or other information available to guide the crucible makers in the selection of good bond clays for their crucibles. It was necessary for them to select their clays more or less by ""guess"", which resulted in the period of service or life of graphite crucibles being shortened 15 to as much as 60 per cent."

The metallurgical parameters necessary for the design of a carmercial scale bio-oxidation plant have been determined for the treatment of a refractory arsenopyrite concentrate using a moderately thermophilic bacterial culture. The parameters considered were bio-oxidation rate, culture growth rate, nutrients, solids density, level of bio-oxidation, particle size distribution and oxygen uptake rate. The approach for obtaining the optimum values for these parameters is discussed and values based on results fran batch and continuous testing are given. Estimates of the capital and operating costs for a plant treating the carmercial arsenopyrite concentrate have been calculated fran the test data.

The clays in Eastern Washington occur in a variety of forms and are extracted for uses in Face Brick, paper coatings, and aggregates. Not in large volumes in comparison to other areas, not even from impressive large mines. However, mans utilization of these clays has progressed from historical clay tablets to the present technically oriented manufactured products of today. White Face Brick, perhaps the whitest produced anywhere is the unique product produced by INTERPACE CORPORATION's Mica Plant from these unusual clays. It is this basic characteristic feature of the clay's in the Mica area that differentiate them from the other clay's in this belt. ORIGIN The significant properties of clay's used in Face Brick are plasticity, fired color, fired strength, dry and fired shrinkage, the PCE or Pyrometeric Cone Equivalent, and extrudability. Testing clay's for these properties is standard laboratory procedure. No two clays are alike, and seldom can one clay be substituted for another. Mica White Clays respond favorable to all these properties, but more especially, the Mica Clays fire to a brilliant white color, from almost the natural state. The geologic history of Eastern Washington is largely conjectural because of the absence of rocks representing segments of geologic time. The oldest rocks in this area are the argillaceous and arenaceous sedimentary rocks which have been slightly metamorphosed. These rocks have been correlated with the Belt Series of the Pre-Cambrian age, although some may be older. The meaning of the title, "Blank Piece of Paper," refers to the need for management to take a completely fresh viewpoint to the problems facing our industry. These problems are so severe and some so new that conventional thinking may not be adequate to resolve them. Innovation has to be a part of every company's approach to the solutions, our concept is to start with a "Blank Piece of Paper.' The objective of 'this paper is to outline steps which can be taken to improve the profitability of a mining business. This is not an examination of technical solutions to individual problems, but rather recommendations for overall change in management thinking. This philosophy is based on our actual, hands-on experience in major open pit operations worldwide over the past 25 years.

It is my understanding that the Scandinavians have done some fundamental work on durability. I have seen a study published whereby the author, Helen Anderson, comments on the durability of polyurethane grouts and there was -if I am not mistaken- a reference made to another Scandinavian testing institute comparing durability of the polyurethane to cement grout under the same type of circumstances. Circumstances are important so we should actually ask the gentleman to shed some light on this particular method because apparently Scandinavia is the place where durability has been taken very seriously and has been well researched.

It is a great honour and privilege to be here in this distinguished company of the outstanding men in the mining industry and the political life of Canada. I fully recognize that I am so honoured as a symbol of the combination of American and Canadian leaders in industry who are partners in the sponsor-ship of the Quebec-Labrador iron-ore mining development which we are undertaking, and as such I want to express our great appreciation of the co-operation and assistance we have met on every hand in Canada, and the genuine friendliness and never-failing courtesy which we are always accorded. We are quite aware that it springs primarily from the very high regard in which our partner and sponsor, Jules Timmins, and our other Canadian associates are held. Their high standing among you is well known and we quite naturally fall heir to the benefits of the great esteem in which you hold them. Jules Timmins and his long-time associate, John Knox, were the original inspiration for our participation in this venture. It was their enthusiasm and vision which caught our interest and led to our joining with them in the years of exploration and search which have brought us to the threshold of this great development where we stand today. So much has been written of the details of our exploration and plans for future development that it would bore you for me to review them further here, but there is a phase of this development, and an extremely important phase of it, which I think has passed almost unnoticed and which it may be well worth while for me to bring to your attention this evening.

Obtaining financing for mining and exploration projects has been difficult for the last several years, particularly for junior companies. Today, though, the purse strings of investors appear to be loosening, leaving the industry with many questions about financing in the coming years. How have capital markets and exploration spending changed? Are there signs of improvement? Where has capital been raised in private, public markets, stock exchanges, private equity, etc.? What companies successfully raised capital in the last year? How are they spending it? How are traditional and alternative funding sources investing in mining? What are the issues mining companies need to know about when tapping alternative sources of capital? Those were some of the questions that were answered at the Current Trends in Mining Finance conference, sponsored by SME and the New York Section April 26-28. Held in New York City, the conference attracted 115 professionals who work on the finance and economic side of the mining industry. Three of the conference organizers talked with Mining Engineering about the conference and the state of financing in the industry today. Tim Alch (TA) is managing director with Behre Dolbear & Co. Alan Oshiki (AO) is executive vice president with the Abernathy MacGregor Group. Henry Weingarten (HW) is managing director with the Astrologers Fund Inc. Here is what they had to say.

The Walnut Creek Mine was developed in 1989 to supply lignite to the Texas-New Mexico Power TNP-ONE power plant. Being new, we had the opportunity to start from scratch and rethink many of the traditional methods of managing a mine operation. We had the opportunity to create a team environment, encouraging people to get involved and make decisions. The founding philosophy of the mine, "A Quality Product by Quality People", acknowledged that the key to a productive, quality operation was the people. This paper will explore methods employed by Walnut Creek in selection of team members, building the team and the relative success of these methods.

Sulphur as an element has been used for centuries. The technique of storing, handling and transporting it in its various forms has changed through the years. Freeport Sulphur Company, a division of Freeport Minerals Company, has produced sulphur since 1912. The first storing and transporting of this product as a liquid began in 1947. Significant environmental problems occurred in the handling of solid sulphur in the late fifties and early sixties. Since the sulphur WAS produced in the liquid form and the major customers used it in the liquid form, it became obvious that a liquid transportation system was the solution. The liquid sulphur delivery eliminated the dusty and hazardous handling problems and the contamination of the sulphur by dirt, acid, moisture and other materials. The remelting by the customer to use the sulphur is thusly eliminated with a savings in energy. In addition, this change in the mode of handling permitted a broad development of new sulphur mines in the marshy coastal area of Louisiana and offshore in the Gulf of Mexico.

Shallow ore deposits are mined by surface methods but a depth is reached in the case of most deposits after which underground methods are applied for the extraction of the remaining ore. The determination of this depth and its analysis is the subject of this paper. In order to determine transition depth from open-pit to underground mining on the basis of the allowable and economically feasible overall stripping ratios, an economic-mathematical equation is first introduced. Using the achieved equation and an analytical procedure on a particular two-dimensional hypothetical tabulate deposit, an effective formula is then established. The formula introduced here, together with the procedure adopted, could be used in all similar mining situations by the mining design engineer.

The concrete block industry can trace its beginnings to the early 18th century when most of the experimental work was being carried out in England. In America, the concrete masonry industry got started shortly after the Civil War and has had sometimes a spectacular, but always a steady growth since then. From a few hundred thousand concrete masonry units made in the late 19th century, the industry today produces approximately 3.3 billion concrete masonry units making it the largest industry in the United States for masonry wall materials. There were 3500 concrete masonry plants manufacturing these units after World War II. This nwnber decreased to 1500 by 1970 although the production of concrete masonry units increased by over 100% in the last 25 years. One of the reasons for this increase in production by less than half of the plants which once existed, is the tremendous strides made in automation of production machinery. The concrete masonry plant of today is probably one of the most automated small businesses in existence. Within a few years it will be possible to push a button and the entire manufacturing process will begin with no human hands touching the units until they are laid up in a wall at the manufacturing plant and are trans-ported to the job site. No other concrete product has reached this state of manufacturing sophistication and it is one of the reasons why the price of a concrete masonry unit is not much different than it was 2S years ago. Because of automation, it is safe to say that concrete masonry will remain a highly competitive building material for many years to come. The problems that beset the continued use of this material are not related to the cost of manufacturing and delivering the product. What are some of the problems as well as some of the opportunities and is the golden age of opportunity knocking rather than a wolf in disguise? The use of concrete masonry has grown each year because a larger unit was provided at less cost than other competitive materials. British Columbia, unlike the Prairie Provinces, cannot lay claim to vast prairies. She can, however, claim many valleys, uplands and plateaus that are capable of marked agricultural development. It has been said that British Columbia is not an agricultural province. This may or may not be true, but at the present time agricultural production in this province stands second only to that of forestry. The industry has advanced from a total production of 8 millions in 1908 to a total production of 60 millions in 1924, a total increase of approximately 650 per cent in 16 years. In the last 10 years production has increased from 30 millions to 60 millions. No other industry can point to such a rapid development. In 1908 British Columbia imported 12 million dollars worth of foods compared to the 8 millions which were produced at home. In 1924 she imported 20 million dollars worth of foods compared to the 60 millions worth produced at home. In addition we exported foods to the value of approximately 10 million dollars. British Columbia is therefore self-sufficing in-so-far as values ar.e concerned except for approximately 10 millions of dollars. It is not to be expected that this province will ever grow all the coarse grains that she may require: these, along with certain meats, will always be a heavy item in the imports. We are concerned at the present time more with the value of the products than with the quantities produced: in other words, with quantities only in-so-far as ? quantities improve value.

For the period January 1st, 1942, to January 1st, 1946, the American Bureau of Metal Statistics records the gold production of the world as 118,788,000 fine ounces. If we include 1946 at the same rate as 1945 (26,- 590,000), we arrive at a total of 145,378,000 fine ounces in the past five years . Included in these figures are estimates of Russian output at 4,000,000 ounces per annum for the five years, and 1,300,000 ounces per annum for Korea and Japan. The remaining 120,000,000 ounces represent the aggregate production from official reports of the other gold producing areas of the world, with the exception of the 1946 figures, as noted above. At $35.00 per fine ounce, this represents $5,188,230,000. According to the reports of the Federal Reserve System of the United States, on December 31st, 1941, the monetary gold reserves of the United States were $22,736,- 600,000 (at $35.00 per fine ounce) , while on October 31st, 1946 (latest available) , they had fallen to $20,402,000,000, a decline of $2,334,600,000. Adding this decline to the value of the new production for the five years, we have a total of $7,522,830,000, which has been absorbed by the rest of the world since Pearl Harbour, a rate of absorption of over $1,500,000,000 per annum. This has taken place at a rime when the advocates of purely managed currencies had convinced many people that gold performed no really essential function in the world's economy, and that we could get along perfectly well without it. It was pointed out that gold could not be eaten, it could not clothe our nakedness, it could not shelter us from storms, and, therefore, it was a non-essential, even though it could be used to settle international balances of trade. Apparently, the world as a whole still regards it as preferable to the paper promises of governments, however sound, relatively, they may appear. Actually, we have no way of measuring the true strength of this feeling, because the principal governments of the world have made it legally impossible for their citizens to own gold, except in the form of ornaments.

Risk financing solutions are emerging to fully address environmental liabilities for mining operations. Supported by specialized insurance and alternative risk transfer (ART) products, mine owners can fund, cap and guarantee the environmental liabilities and closure obligations of a mine within a financial structure that will be acceptable to regulators. An environmental risk financing program will permit an owner to transfer the liabilities and indeed the ownership of a site to a third party that has the ability and resources to responsibly execute the closure plan. A properly structured program will be financially viable for the owner and will also respond to community and environmental opposition concerns about sustainable development and the environmental legacies associated with mining activities.

A recent headline in the Wall Street Journal declared, "trendy management schemes very often fail." Many of the management techniques addressed in the accompanying article are associated with quality management including reengineering, benchmarking, total quality management, and employee empowerment. The article made the point that executives, employees, and customers who are involved in such programs rate the effectiveness of these programs very low, and the programs often fail. Yet, we all know of companies that have made significant advances in their operations using these same quality management practices. Why do a few succeed while many fail? History has shown that the companies that successfully carry out quality management programs have two things in common: 1) Strong leadership committed to the success of the program. 2) A comprehensive plan for carrying out and maintaining the program. Stated another way -the reason many companies fail is the lack of committed leaders and inadequate planning. It is ironic that the title of the Wall Street Journal article is "The Best Laid Plans."

A lightweight fiberglass feed leg for hand-held pneumatic percussion rock drills has been fabricated and tested by the Bureau of Mines. Its lighter weight facilitates easier handling of the rock drill apparatus, thereby reducing the potential for back injury to the driller and in- creasing drilling productivity. Current hand-held feed leg drills of the same class are 50 pct heavier than the Bureau-devised feed leg drill, which is comprised of a reduced-noise drill and the fiberglass feed leg. In-mine tests of the fiberglass leg showed that its performance and cost are comparable to those of standard aluminum feed legs.

Although Tantalum is not usually regarded as a precious metal, its pricing structure is very similar to that of Silver. Different from precious metals, Tantalum has only industrial applications and its use is about 1000 metric tons per year. The intrinsic value of Tantalum already in .the past was a driving force for its recycling. Based on these facts the Tantalum industry world-wide is approaching the closed-loop concept of its recycling. A detailed material flow of Tantalum processing as well as recovery of residues and used products will be discussed.
