The cost of labor turnover in industry is so large as to justify the adoption of almost any means to bring about its reduction. Intensive study has shown that faulty methods of hiring and discharging men is the most important factor in labor turnover. Complete control over hiring and discharging by the foreman is a relic of outgrown industrial conditions; centralized hiring permits this work to be put on a scientific basis and also does away with many serious evils that cannot, otherwise be reached. Centralized hiring does not impair the authority of the foreman; he hires his men from the employment office and discharges them back to it, instead of from and to the street. The employment manager, being a direct representative of the employer, tends to restore the former relation of direct intercourse between employee and employer that was helpful in avoiding friction between them. Being a specialist,, he is able to bring special knowledge and skill to bear upon the task of selling employment in his concern to desirable workmen; he is also able to give the foreign workman the special attention he requires. Employment managers have been used for the past few years by a number of large organizations, a few of which are engaged in the mining and rnetallurgical industries. They have invariably reduced labor turnover, in some cases to as little as one-tenth of what it had been. So great a reduction is due in part to other changes made in the light of the data made available by scientific study of the labor problem. In my former paper on personnel work' I advocated the more general use of the employment manager in mining and metallurgical enterprises as a means of reducing labor turnover. The form of organization recommended seems not be to understood by all, and I have requested the privilege of explaining it at greater length, since it is perhaps the most important factor of all in personnel work, and has a vital influence on the cost sheet of every industrial enterprise.

This paper will not be a technical paper, because, although I have been in the business of mining and selling coal for 30 odd years, I am neither a mining engineer nor a practical miner. If I digress from time to time from my thesis, I must be forgiven by the expert engineers and highly technical gentlemen for whose proceedings this article is written. Waste of the wonderful store of power that the Creator placed at our disposal appears to have been the theory and the basis of our methods of extracting this power—waste from the time the coal is mined to the time it is consumed. Let us consider the prime causes of this wastage which has been the heritage of the coal mining industry. In the early days—about 150 years after " Stone Cole" was discovered in Illinois by Joliet and Marquette, and Father Hennepin noted a "cole" mine on his map—the mode of mining prevalent among farmer landowners, on whose property coal was discovered near the surface or outcropping on the hillsides, was to enter the seam by a shallow shaft or drift into the hillside and remove the coal by wedging it down until a large room was left. The roof without support would fall and our primitive coal operator would then sink another shaft or drive another drift. In these early operations only the large lumps were taken and all small pieces and screenings were left to be covered by the fall of the roof—in fact this condition prevailed in Illinois up to about 1885. Gradually the method of mining changed from the open chamber, to a single entry with rooms turned to the right and left. Later, as the demand for coal increased and the necessity for larger mines became evident, the "room and pillar" system grew to be regular practice. The room and pillar system of mining consisted of starting away from the shaft bottom or drift mouth, with a pair of entries usually 12 to 15 ft. wide and about 30 ft. center to center, one entry being used for the air intake and the other for the return air and haulage; from each entry rooms or chambers were turned, narrow at the mouth and widening

The estimated production of petroleum in the Dominion of Canada for 1931 was 1,582,000 bbl., an increase of 60,000 bbl. over 1930. Nearly all of the production came from Alberta, with a small quantity from Ontario, and a very minor amount reported from New Brunswick. At the beginning of 1931 it was hoped, and predicted, that a substantial increase in production would be shown for that year, but such was not the case, since Alberta did not show the anticipated gain. The production from Ontario and New Brunswick has not varied more than a few thousand barrels during the past 10 years and aggregated 124,000 bbl. in 1930, with 126,600 bbl. estimated for 1931. Unless new fields are discovered, production in 1932 will decline, with Ontario and New Brunswick showing little change and Alberta declining appreciably. The discovery of this asphaltum was made by S. H. Gilson, of Salt Lake, and since then the material has borne the local name of Gilsonite. So far as I have been able to ascertain, however, the first published notice of this discovery was made by Prof. W. P. Blake in the Engineering arid Mining Journal, of December 26, 1885, where he names the new mineral Uintahite, from the place of its discovery, the Uintah Mountains in eastern Utah. The priority of publication and the geographical fitness of the name will probably secure its acceptance by mineralogists.* The following is Prof. Blake's article. In the month of September last, a sample of peculiar asphalt was received for examination, and recently when in Provo, Utah, I had the opportunity of seeing a considerable quantity brought in from the Uintah Mountains. It is obtained in masses several inches in diameter, and apparently free from mechanically disseminated impurities. It breaks with a conchoidal fracture, is very brittle, and is readily reduced to powder in a mortar. Hardness, 2 to 25. Gravity, 1.065 to 1.070. Color, black, brilliant, and lustrous; streak and powder, a rich brown. It is a non-conductor of electricity, and is electrically excited by friction.

ACTIVE participation by the United States in the war acted as a stimulant on the Annual Institute Meeting in New York rather than a retardant as feared. Attendance was about 10 per cent under the all-time high reached last year, but considering the number of men who could not possibly come because of active military service and the additional number who are devoting their whole time and effort to turning out vital war materials, the registration was really greater than might have been expected. But all in all the Institute put on a show that taxed the capacity of the Engineering Societies Building as well as the capacity of the visitors to find time to attend everything that promised to be of interest.

There was an extensive mining and industrial exploitation of Russia, about 20 years ago, by Belgian, French and British capitalists; but the results were discouraging. It is said that the Belgian and French public together lost approximately $400,000,000, chiefly in the coal and iron industry of southern Russia. This loss is largely accounted for by the fact that most of the companies were formed, as usual in " boom" times, to sell stock; and that thorough investigations were not made. I11 1906, renewed interest was taken in Russian mines, especially in those of gold and copper, and a considerable literature is growing on this subject; but as yet I have seen no account of one of the large Russian mining estates. The following notes on such property, where the conditions are so different from those in the mining regions of the United States, should be of interest: This inadequate and probably somewhat inaccurate account is made up, partly from my own notes made on the ground, in the summers of 1904 and 1905, and partly from a volume on the geology and resources of the estate issued several years ago, containing surface- and mine-maps, and from a pamphlet published in 1904, giving a general account of the condition and prospects of the property. This pamphlet includes a report made in 1899 by Arthur L. Pearse, a member of this Institute. Both these books are in Russian, and were prepared by the Bogoslovsk Mining Co., which owns and operates the property. Articles in many other languages have appeared dealing with various matters connected with the estate; but I know of no other general account of it. S. F. Emmons, Washington, D. C.: Mr. Malcolmson's paper on the intensely interesting deposits of the Sierra Mojada creates a strong desire to visit the region so well described. Although it is difficult to intelligently discuss a locality that one has never seen, I cannot refrain from offering some remarks in the nature of a tentative suggestion: 1. Age of Beds.—Mr. Malcolmson speaks of the enormous thickness of limestone forming the Sierra Mojada as belonging to the Carboniferous series. If this is not a typographical error, it seems that he should present some evidence for such age, for Chism,* in his previous article on the district, says the only fossils found there were said to be Cretaceous; and it is well known by the investigations of R. T. Hill and others that the great thickness of limestone in this part of Mexico is of Cretaceous age. 2. Structure of Mountains.—Mr. Malcolmson presents good reasons for thinking that the structure of the two related mountain masses (Sierra Mojada and Sierra Planchada) is not the simple anticlinal fold given by Mr. Chism's section, it being evident that there has been faulting as well as flexure. I venture to add that the facts presented by Mr. Malcolmson seem to suggest the possibility that, instead of being simply an eroded anticline, the valley between the two ranges may have been formed, in part at least, by the irregular faulting down of the intermediate block, on the surface of which the volcanic breccia had originally accumulated at a higher level. The sections of the Exploradora and the San Josh mines, in the smooth surface of the contact, with clay selvages and the occasional slickensides, certainly suggest a structural fault between the limestone and breccia. JAN. 17-In what appears to be a general spirit of post-Christmas emotional malaise, most adult Americans have bidden farewell to the Forties and turned with no perceptible enthusiasm toward the Fifties. The dying decade had started amid a phoney war which verged on the romantic, stirred the pulse with excitement and seemed far away. A phoney peace dominates the new decade. The romance is no longer there. Nor is the excitement. Nor is the distance. While most of the world preferred to be chronologically correct and hold off for another year before celebrating the demise of the first half of the twentieth century, the United States with true competitive enterprise and a great whirl of words scurried into the second half a year early. This undue haste might perhaps have been dictated unconsciously by a yearning for the pattern of history to be repeated. For many centuries, ever since Roman times, the second half of most centuries tended to be far more tranquil than the first half. In Washington, Mr. Truman got on both sides of the mid-century line with all the aplomb of a good politician. He told Congress early in January that "the state of the Union continues to be good," as it nears "the midpoint of the twentieth century." Later he spoke of moving forward into the second half of the century. He promised an infinitely better life for everyone, whichever side of the mid-century line, and reaffirmed his prescription toward that end: assistance for small businesses; more houses for the middle-income groups; tougher anti-monopoly laws, retention of rent controls; development of natural resources; better insurance against the hazards of old age, idleness and unemployment; better medical care and education, civil rights legislation; new labor relations law and production payments to support farm incomes. All this was to be coupled with suggestions on how to balance the budget. The bloody and confusing 1940's had brought to most men's minds a fear of the future such as they had not known for centuries, and Mr. Truman's objective is to temper that fear. Only time will tell whether the terminal point of such a philosophy would or would not belie the old English proverb citing inability to both eat and have a cake. Brave words to the contrary, the national budget persisted in sliding off into the red. The smell of further inflation was equally persistent. And just to impart a little more zip to the trend, the American Federation of Labor announced its intention of seeking "substantial" and "large" wage increases this year. The AFL forewarns of a business slump after June and a 10¢ an hr wage in¬crease for each worker "will be enough to reverse the prospective downward trend and start a rise." Thus it goes-"the way to halt a drop in demand for labor is to raise the price of labor." Elsewhere in the harassed world, beleagured individualists in New York achieved a local triumph of sorts for one of the freedoms denied by the Soviet and Nazi systems-the right of escape, some escape at least, from the servitude to decibels. Grand Central Station weakened perceptibly at Christmas on its 5-min commercials and bore down heavily on "Hark, The Herald Angels Sing," and on New Year's Day capitulated entirely by abandoning the broadcasting of canned music and slugs of advertising slogans. In Europe, M. Bidault's Assembly majority fell away and newspaper accounts of the incredible monstrosities of political trials beyond the iron curtain were supplanted by headlines marking the birth of Princess Yasmin. The latter was surrounded by Byzantine splendor but otherwise showed no apparent deviation from the accepted norm. In Western Germany, Dr. Adenauer began to speak up more boldly, and the whole fabric of Allied policy towards the defeated enemy further dossolved under the impact of rivalry with the Russians. In the Far East both the Americans and British seem somewhat embarrassed by Chiang Kai-shek's refusal to lie down. Dual thinking regarding the "squalid and useless struggle in the China seas" is such that newspapers give sympathetic accounts to an American ship running supplies to the Communists at Shanghai while calling for help for the recognized Chinese government in Formosa. And with Britain recognizing Communist China they may well have to team up with Russia against the United States to kick the Chinese representative off the UNO Security Council, the Far Eastern Commission and the Allied Council in Tokyo. Far Eastern policy has never been a bipartisan matter and as General Chiang retreated to his final redoubts in Formosa and Hainan, a number of Republicans pecked away at Administration lassitude. Senator Smith advocated the occupation of Formosa and Messrs. Hoover and Taft asked for use of the Navy. Mr. Acheson has stood firm, however, against military aid. None the less, a study will be made of the Generalissimo's chances. Mr. Truman has a private purse of $75 million for the Far East and some $94 million in frozen ECA funds. Mr. Truman will likely trade some of this money for support of new Marshall plan appropriations, always mindful, of course, of Mr. Acheson's plan to drive a wedge between the Chinese and Moscow, and his wish to avoid any revival of imperialist nightmares throughout the Orient. The anthracite coal trade, with a shipment averaging about 70,000,000 tons per year, differs essentially from other coal business, iii the fact that the larger sizes, comprising about 65 per cent. of the total, are used almost exclusively for domestic purposes, principally during the winter months; and that for proper combustion close-sizing is imperative, so that eight sizes are made; broken, egg, stove, and nut, known as prepared sizes, and pea, buckwheat, rice, and barley, known as steam sizes. These sizes are made in the regular course of preparation, and but little variation in the natural percentage of each is practicable. Thus it is necessary either to work the collieries intermittently, or to dispose of all the varying sizes in their fixed proportions. Unfortunately, the market does not at all times absorb the coal in proper proportions, and rather than interfere with the regular operation of the mines it has been found economical to provide storage for the excess. While the cellars of' the consumers are the great storage-plants of the country, this capacity is not under the control of the trade, except so far as reduced prices during the spring and summer months may tempt the use of this reserve. The same remark applies but with less force to the retail yards, which, though usually small, store in the aggregate a large amount of anthracite. While every effort is made to utilize to the utmost the individual storage-capacity of the country, there still remains the necessity for taking care of the irregularities of the market by the construction of storage-plants under the direct control of the producers. Such plants are usually the property of the railroads, and are situated at points most convenient from a traffic stand-point.

In 1961 it became increasingly more evident that significant technological changes must be made in minerals beneficiation. The status quo in technology in today's competitive markets will not be tolerated. Higher productivity, greater recoveries and newer and better products must be sought and incorporated with lower operating costs. In other words, "when you build a new mill, don't build an old mill." Recommended reading for proof of the vital necessity of new methods and techniques is in the September 1961 issue of MINING ENGINEERING. The article by one of MBD's cherished and true veterans, E. H. Rose, is entitled "Iron Ore: The BIG Picture". Because of new beneficiation methods for iron ores, nearly 47 million tons of plus 60% iron concentrates will be produced and another 40.1 million tons of capacity will be under construction or committed. Thus in a relatively short period, 87 million tons of this high-grade iron concentrate with record low silica will be available. As Mr. Rose also points out, "in gross tons, without allowance for better grade, this is the equivalent of almost exactly two-thirds of all iron ore used for all purposes in the U.S. and Canada in the peak years of 1953 or 1957." Needless to say, improved mineral beneficiation methods have had far more reaching effects than just the production of higher grade iron concentrate.

M ETHODS by which Americanization is developed among the foreign workers at the mines in the United States, with particular reference to mines of the Pennsylvania coal region, were discussed in a most constructive way at the Wilkes-Barre Meeting of the Institute. Arthur Notman, of the Phelps Dodge Corpn., as chairman, guided the discussion. Americanization was defined by E. E. Bach, !chairman of the Institute's Sub-committee on Americanization, who said: "Americanization applies either to the native-born or foreign-born and is that process of assimilation which guarantees the full functioning of American citizenship. Naturalization papers merely entitle one to the privileges of citizenship."

PURE copper that has been allowed to oxidize at an elevated tempera-ture in the air is found to be covered with two distinguishable layers of oxide scale. The outer of these, which is very thin, is composed of cupric oxide, while the inner layer, comprising the bulk of the scale, is made up chiefly of cuprous oxide (Fig. 1a). If a small quantity of an alloying element, such as silicon, is present in the copper, silica particles are found disseminated through the cuprous oxide, deposited most abundantly near the metal surface, and, in addition, silica particles occur to a limited depth within the copper itself (Fig. 1b). It is this inner layer, composed of oxide particles precipitated in a matrix of metallic copper that is known as the "subscale" or the zone of internal oxidation. Under a low oxygen pressure it is possible to produce the subscale without the formation of external layers of copper oxides, thus leaving the metal surface bright and apparently clean while oxidation has occurred, in fact, to a considerable depth within the metal (Fig. 2). Although little is yet known in a detailed way of the mechanism of internal oxidation, the general nature of the process is evident. By virtue of the considerable solubility of oxygen in copper,1 it is possible to bring the alloying element in contact with oxygen within the metallic solid solution. If the oxide of the alloying element is more stable than cuprous oxide, the foreign oxide may form and, since most oxides are relatively insoluble in copper, it will not long remain in solution, but will separate as a precipitate. As the metallic solute is exhausted in the zone of precipitation, oxygen that is constantly being supplied at the surface diffuses farther into the alloy and thus produces an ever-thickening shell of subscale. The distribution of the reacting elements in the subscale and adjoining zones must be somewhat as indicated in Fig. 3. The conditions requisite to internal oxidation to be anticipated are thus: (1) a solubility of oxygen in the alloy, (2) the ability of oxygen to diffuse at an appreciable rate into the alloy, (3) the possibility of the

THE Kinta valley in the State of Perak, one of the largest of the Federated Malay States, is probably at the present time the richest alluvial tin-district in the world, Perak producing from 20,000 to 25,000 tons of tin annually, and the Kiuta valley being the chief producer. The valley runs approximately north and south, and is 30 miles long by 12 wide. It is very flat, the mountain-ranges on either side rising abruptly from the plain, that on the east being the great Central range of the peninsula, and that on the west a subsidiary range marked " Kledang " on the map, Fig. 1. The valley is drained by the Kinta river, which rises in the eastern mountain range and flows south to join the Perak river, being joined by numerous streams from both mountain-ranges. The rain-fall is heavy, averaging annually about 90 in. The whole country is covered with dense jungle, except where it has been cleared for mining-operations and a small amount of cultivation. Mining villages are scattered throughout the valley, the chief towns being Kampar, Batu Gajah, Lahat and Ipoh, the latter being the center of the mining-operations. An ideal section of the main geological features of the Kinta valley is given in Fig. 2. The valley is composed of a highly crystalline limestone, usually white in color, sometimes gray; in fact, it may be called marble. It is always highly inclined and often contorted, and in some places is interbedded with shale. On the east side of the valley, near its contact with the granite, it forms a remarkable series of limestone cliffs, which rise in some cases as high as 2,000 ft. above the level of the limestone in the valley. BACKGROUND Homestake Mining Company began milling operations at the Bulldog Mountain Mine near Creede, Colorado in 1969. The Bulldog Mill, rated at 350 tpd, produces a bulk flotation condentrate assaying about 180 oz/T Ag and 20% Pb, from heads of about 16 oz/T Ag and 2% Pb. The circuit is straightforward with two-stage grinding to 1-5% plus 65 mesh, followed by rougher and cleaner flotation. Reagents used are Z-6, Z-11, Aerofloat 242 and Aero Promoter 404, with an Aerofroth 65-MIBC mixture for a frother. Additional information on the geology, mine and mill are available in references (1) and (2). A flow sheet for the mill and CIP plant together is attached as Figure 1. Final flotation tailings normally vary from 1.5 - 2.0 oz/T Ag. These tailings are cycloned to produce sand for underground backfill. After cycloning, the sands are repulped and given a final scavenger float. This sand scavenger recovers a small additional amount of silver which recycles back to the main flotation circuit. The tailings are recycloned and pumped to the mine or, if the mine cannot accept sand, to tailings. The majority of the silver in the flotation tailings exists in the fine fractions; cycloning upgrades the slimes and lowers the assay of the sand. The sand, after scavenging, typically assays 0.5 oz/T Ag, and the slimes assay about 3.0-3.5 oz/T Ag. Union Carbide began looking seriously at heap leaching in 1971. At that time some 1.6 million tons of mineral averaging 0.40 kg U308 /t) (0.80 lb U308) were stockpiled at various sites around the Gas Hills, Wyoming, uranium facility. Several alternatives for economically exploiting these reserves were considered and heap leaching seemed the most attractive. At the time, Western Nuclear Inc. was operating a heap leaching project nearby in which the low-grade ore was leached with sulfuric acid, the product liquor treated in an on site solvent extraction circuit, and the stripped product liquor re-acidified and recycled. The operators were most generous in allowing us to visit their site and in answering our questions. They were also helpful in discussing the problems associated with heap leaching. Their experience confirmed our belief that it was possible to operate a heap leach profitably on material too low grade for conventional milling.

THE paper by C. H., Lieb on the "Economics of Oil-Producing Practice" (June issue, M. & M.) contains much food for thought. The engineers should be gratified that an executive with Mr. Lieb's. responsibility should recognize their standing in the industry. Yet after giving them that recognition, he proceeds to spur them on to greater accomplishments by pointing out that their job is only partly done and in some instances poorly done. The operating policies in this paper when applied to new pools with flowing wells are sound. Neither do I take exception to their application to pumping wells. But I do wish to comment on what lie says about price when applied to the many more wells that are approaching abandonment that is, the small producing wells. Mr. Lieb states in effect that higher prices would be detrimental from the long range viewpoint. I doubt that the present prices of crude will provide an ample return from the hundreds of thousands of small wells that have possibilities of substantial recovery by means of water-flooding, repressuring with gas, and air drive. Probably expenditure for experimental work can he justified, but at this time it must usually be considered as experimental. Recently I visited a property where it was estimated that $250,000 would be spent on a 160-acre tract for flooding purposes. The rate of r e t n r n and amount of profit at today's prices are uncertain. It can be argued that if this type of recovery is not economic with crude at $1 then it can he delayed as it is now possible to secure economically an ample supply of crude from our flush fields. But these old fields still retain large quantities of crude in a dormant state, and should not he abandoned per-
