At the General Electric ResearchLabora-tories, we have been interested in the iron-manganese system and the effect of hydrogen on the properties of these alloys. Dr. H. H. Uhlig previously has presented some of these results.' We wish now to offer some other of the data that have a bearing on the subject of this symposium. In the determination of hydrogen in the iron-manganese system by any heating Method we are presented with the problem of the evaporation of volatile manganese and the consequent adsorption of hydrogen by this evaporated metal. It seems wise. therefore, to extract gas at as low a temperature as feasible. Consequently we chose the vacuum or hot extraction method for the analyses of these alloys. The apparatus used is shown in Fig. I. The design is a modification of the apparatus described by Holm and Thompson. To limit loss of hydrogen, samples are stored in a chamber immersed in liquid air. We recommend this procedure whenever there is a question of loss of hydrogen at room temperature. Thence they are moved to the quartz furnace by means of a small magnet, where they are heated by induction to 700' to 800°C. The extracted gas is removed by the circulating pump and placed in the known volume VI (or V2). The circulating pump has been described.3 It is so designed that in spite of the fact that the outlet portion of the pump is part of the known volume, this volume is affected neither by the speed of pumping nor by the pressure of stored gas. Concentrates at the rate of 1000 tons a day are being smelted by International Nickel Co.'s new commercial flash smelting furnace. Developed by Inco, the process is a radical departure from the former practice which involved conventional smelting in coal-fired reverberatory furnaces. In the new process copper flotation concentrate and flux are injected horizontally with oxygen into a specially designed reverberatory furnace, and smelting temperature is maintained solely by the flash combustion of iron and sulphur while the particles are in suspension. The major benefits of this new process stem from two sources: 1)-Substitution of energy from local resources for imported coal; and 2)-Production of liquid sulphur dioxide, replacing equivalent imported sulphur. A measure of these benefits is afforded by considering the saving, in 1954, of 60,000 tons of coal and the production of 70,000 tons of liquid sulphur dioxide, equivalent to 35,000 tons of sulphur.

ALL the ores of any kind whatsoever, even though they be semiminerals and may be perfect in their qualities, have to be recognized by experienced and good sorters. These men must have a detailed as well as a general experience of the metals so that in this first preparation, which is most important, they may know how to distinguish the good from the bad, and to know what is rock and what is ore. They must use patience in this, breaking and cutting and king the ore from the earth. They must separate the good ore from the bad, avoiding as far as possible every occasion for poisoning it by traces of other ores, evil stones, or other things inimical to its nature. Finally, with the judgment of the eye and with tools, and, in the end, by roasting it with fire and then quenching it with water, or by washing and re-washing it, the ore must be made as pure as possible in order to join it better with the companions that seem to be the most beneficial for its needs. Ores would be useless stones without smelting. Therefore, when it is certain that such ores are of divers elemental mixtures, aid must be given to each one according to the evil ingredients [47v] that harm it. But because such evil qualities are things that are often not apparent to the eye, such as too great a burning, or too much earthiness so that when they are alone the fire burns these ores before it melts them, it is necessary to temper them with other materials. Graphite has been included in U. S. lists of strategic minerals since the problem of mineral deficiencies was revealed during World War I. Since 1918 the domestic graphite industry has led a precarious existence, and there has been much uncertainty as to the amounts of usable graphite of various grades that would be available from domestic sources in time of emergency. In 1950-1951 therefore, the writer, assisted by Paul L. Weis, undertook a review of domestic graphite sources for the U. S. Geological Survey. The conclusions of this study are presented here, with a discussion of some technologic and politico-economic factors bearing upon the problem. Uses of Graphite: Natural graphite as marketed exhibits a wide range of properties, which determine the uses to which it is put. The most essential uses are in the manufacture of crucibles and related refractory articles, in lubricants and packing materials, and in the manufacture of batteries, foundry facings, pencils, and carbon brushes. Numerous specifications covering the mineral in its various applications must be met by producers and processors of graphite. The problem of supply is therefore not simply one of procuring a sufficient total tonnage, but the more difficult problem of procuring enough of each different grade to meet foreseeable needs.

The Library of the above-named Societies is open from 9 A.M. to 9 P.M. on all week-clays, except holidays, from September 1 to June 30, and from 9 A.M. to 6 P.M. during July and August. The Library contains about 55,000 volumes, including sets of technical periodicals and the publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library can render valuable service through correspondence; letters requesting information will receive special attention. The Library is prepared to furnish references and copies of articles on mining and metallurgical subjects; to determine the existence of mining-maps, and to furnish general information as to the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received may be what is desired and not include collateral matter which may not be of interest. The time spent in searching for such collateral matter will be saved, and the information will be sent more promptly and in more usable shape. The members of the Institute can be of service to the Library by forwarding copies of mining-reports, maps privately issued, and similar material, which will be classified, indexed, and made available to other members. Suggestions for additions to the Library, either by purchase or personal solicitation as gifts, will be welcomed. It is hoped that members while in the city will use the Library freely, and assurance is, given that most careful service will be rendered to them.

International developments affecting foreign in- vestments in 1960-61 were many, varying from region to region and differing with respect to various categories of investments. Total value of U.S. private investment abroad in 1960 was approximately $32.7 billion, an increase of $2.9 billion over 1959. Production and distribution of mineral resources was, by a sizeable margin, the most important function of American capital working in foreign countries in 1960. Investment in mining or petroleum interests totaled approximately $14 billion, or 42% of all direct foreign investment. In- vestments by industry for 1960 were as follows: Petroleum-10.9 billions, Mining-3.0 billions, Manufacturing-11.2 billions, Utilities-2.5 billions, other-5.1 billions. American investors found Canada and Latin America to be most desirable in 1960 with the greatest percentage of American capital in all areas centered in the petroleum and mining industries. The areal breakdown of total American investments is as follows: Canada-$11.2 billions, Latin America-$8.4 billions, Western Europe-$6.6 billions, Middle East-$1.2 billions, Far East-$1.2 billions, Africa-$.9 billions, other areas-$3.2 billions.

In the dry regions of the globe many silver-deposits display certain remarkable features, which at the same time are so totally unlike anything met with among ore-bodies elsewhere that they hare long presented exceptional dificulties, not only to a satisfactory explanation of their origin, but to economical milling. A most striking peculiarity of these ores is the haloid character of many of their bonanzas. To this fact more than to any other may be ascribed most of the unusual uncertainties of mining-operations in desert countries—the marvelous local richness of the ores under certain conditions and the often abrupt transition to utter poverty; the inadequacy of ordinary prospecting customs and the constant devising of new exploratory methods; the unaccountable losses in smelting and the continual change in treatment-practice. For these anomalies certain climatic conditions seem to be chiefly responsible.

With the increasing military significance of the arctic, the U.S. Army Corps of Engineers' ice- tunneling research program has been instituted to determine the feasibility of excavating large under- ice openings. Such openings would provide for year- around storage of material and housing of personnel, independent of surface weather conditions. This unique ice mining operation has been carried on in the tunnels at Camp Tuto, Greenland, during the summers of 1955, 1956, 1957 and 1958 by the U.S. Army Snow, Ice, and Permafrost Research Establishment (USA SIPRE), Wilmette, Ill. Supervisory personnel for the tunneling projects principally have been civilian mining engineers and mining engineering students from Colorado School of Mines. They have been employed under contract between USA SIPRE and the Denver Research Institute (DRI) of the University of Denver, Denver, Colo. Laborers have been enlisted military personnel attached to the U.S. Army Polar Research & Development Center (USA PR&DC) , Ft. Belvoir, Va.

The physical and chemical properties for the metalliferrous feed materials to the Imperial Smelting Process blast furnace are defined and the means of achieving these properties by the sintering or briquetting routes discussed. Modern sinter plant performance data is included with a plant flow sheet showing draughting patterns. The necessity for ensuring an adequate SO2 content in sinter machine gases when roasting sulphide materials to enable conversion to sulphuric acid in a contact acid plant is described. The ability of the process to consume limited quantities of oxide materials, residues from other processes and other secondary sources is discussed. The argument for a briquetting route is developed out of this limitation and the merits of cold and hot briquetting examined. Development work on the hot briquetting route for this purpose is briefly described and several flow sheets outlining possible applications for hot briquetting to different raw material situations including the preparation of low lead charges for the furnace are presented.

THE reduction of tungstic oxide to tungsten metal powder by hydrogen is a process by which one might expect the resultant metal powder to be porous. In- [ ] deed, sponge iron, prepared by reduction of the oxide in a reducing gas, is generally accepted as quite porous, with pores large enough to be seen readily under the optical microscope at relatively low magnifications. However, any pores that may exist in tungsten metal powder are not resolved by the optical microscope, and apparently, not even by the electron microscope. Fig I shows commercial tungsten powder magnified at 10,000X by the electron microscope,1 both etched and unetched. In an earlier paper by one of the authors,2 the existence of pores in tungsten powder [ ] was required to explain adequately the particle size changes occurring during the reduction of tungstic oxide. The inability to detect these pores under the electron microscope at 10,000 X implies that these pores are of a size of 100 A units or less. (This in itself is by no means proof that pores above 100 A would not exist, since polishing effects on the specimen might smear up holes of such small magnitude). Processing of fine particles in suspension is markedly affected by their state of dispersion/aggregation. In addition, tendency for a given component of the system to undergo selective aggregation or selective dispersion is an important property which may be put to use for processing. In this paper, principles governing flocculation, dispersion, and selective flocculation of mineral fines are discussed and then the role of major solution properties such as pH, ionic strength, etc. is examined.

DESPITE the very small number of engineers who can get away from their tasks to New York, a point so far from the Mid-Continent and Cali-fornia oil fields, where the real important, engineering progress in the industry is being made, the attendance was remarkably good, and it was generally remarked that all the sessions were "snappy," and there was no drag. This was largely because, under instructions from the chairman, very few papers were permitted to be read, and the "high lights" of each paper were pre-sented orally as an introduction to the large and varied discussions, many of which were prepared in advance. The round table discussion on petroleum engineering research problems, conducted by W. E. Wrather, proved a greater success than was anticipated, considering the difficulty in getting many of the men to discuss such problems. There has been no crystallization of opinion heretofore of what are important engineering research problems, as distinguished from pure science problems, and a digest of the discussion will be made available so as to present the results obtained. It is hoped that further round table discussions, as well as committee work, in the meantime summarizing problems appear-ing in papers published the last two to three years, will enable the oil industry to determine intelligently which of the problems are most important for immediate attack. The roundtable discussion on petroleum engineering educational problems, conducted by H. C. George of the University of Oklahoma, was equally fruitful, and since managers of companies, consulting engineers, and pro-fessors cooperated in these sessions, a cross-section of their opinions on improving the curricula for training the large number of petroleum engineers, which the industry can absorb in-the next few years, was obtained.

The characteristics of successful heap and dump leach operations are first reviewed in a general sense. Then attention is focussed on solution management as the key operating parameter in leaching. The first part of this study includes a detailed conceptual analysis of fluid flow. This identifies the relationships between the flow parameters and the chemical and physical properties of the rock. Then these relationships are extended to practical systems in order to establish optimum application rates and solution distribution methods for heaps and dumps. The study shows that there is a maximum effective application rate, qmax, that can be used without causing solution short circuiting. This rate is a function of the minimum permeability in the heap or dump. The expression for qmax is qmax (gal/ft2/hr)[~]0.9 k (darcies). Here k is the appropriate permeability coefficient. Using this equation, qmax is found to be on the order of 1 gal/ft2/hr (4 cm/hr) for a typical heap or dump leach operation.

KYANITE schists in the Sudbury area have been generally described by Haw,' who has also given particuLar information on preliminary treatment of three large samples from Dryden township, Ontario.' Kyanite, garnet, biotite, quartz, and feldspar comprise the main ingredients of this ore. Kyanite is the valuable mineral. About 5½ tons of —35 +200 mesh product, made by dry rod milling, screening, and separation on the Exolon magnetic separator, were available for treatment by flotation. Magnetic separation had effectively reduced garnet and biotite so that flotation feed consisted essentially of kyanite, quartz, and feldspar, the kyanite content averaging 32 pct and representing about 86 pct of the kyanite in the original ore. Earlier work on kyanite at the Mines Branch, Ottawa, s-c employed an acid circuit, but to avoid production difficulties in the use of acids and at the same time take advantage of the fact that industrial minerals respond somewhat to soap flotation, it was decided first to investigate the higher pH levels. Properly designed drainage systems can be of great benefit to many kinds of Civil Engineering works, including embankments, and often are the most economical way to protect such works from the damaging effects of water. To function properly, drains must be able to remove water without also removing soil or becoming clogged with soil or erodible rocks. The first criterion to be used in designing drainage systems, called the filter criterion, can prevent all such problems (erosion and clogging) when properly fulfilled in design and construction. The second requirement of drains is that they must be capable of removing all of the incoming water without the build-up of large amounts of head that can damage the protected works. To insure this kind of perfomance, the discharge capabilities of drains should always be verified by appropriate hydraulic and seepage calculations. This paper describes these two basic drain design criteria and also gives examples of application of seepage principles to the evaluation of the potential benefits of drains and to the design of drains for mine waste embankments.

Brief details of some of this work were given to the 6th International Mineral Processing Congress at Cannes.' Considerable progress has been made during the past year throughout the Russian petroleum industry. Perhaps the most remarkable achievement is the execution of the programs set out by the Central Planning Bureau of the Department of Commerce. These programs have been increased twice during the past operating year, necessitating drilling the richest reserves, instead of developing gradually as originally planned. The fulfillment of the set-out programs during the past few years makes therefore the present five-year plan of considerable importance to the international oil statisticians in approximating actual supply conditions up till 1933. The production of all Russian fields increased by 14,200,000 bbl. as compared with the 1927-1928 operating year, while the next year's program anticipates a further increase of 15,700,000 barrels. It appears therefore that production for 1932-33 will total 187,000,000 bbl., or approximately double that of the operating year just closed. It is also evident that the old fields are counted upon to produce only about 67 per cent. of the total, the new fields, not yet discovered, to furnish the balance of 33 per cent. Disposal of fine coal refuse is one of the major technical problems which could adversely affect growth and development of the coal industry. At present one of the most: common methods for disposal of fine coal refuse slurry involves impounding the slurry behind dams. However meeting new federal and state government regulations for building, maintaining and reclaiming these impoundments in addition to terrain and space considerations render this technique to be only marginally competitive with other disposal methods. The coal industry has been actively engaged in developing alternate disposal techniques which are economically feasible and environmentally acceptable. A review of coal refuse disposal problem and current refuse disposal practice both in the eastern and western coal fields is presented. Various promising techniques being developed for economical and safe disposal of fine coal refuse slurry are also discussed.

A separate room in the suite occupied by the American Institute of Mining Engineers on the ninth floor of the United Engineering Society Building, has been equipped with furniture and telephone extension for the temporary use of members of the Institute or of sister societies, or visitors suitably accredited. In addition to this general accommodation, another room has been similarly furnished as a business headquarters for a single person, and for a limited period. For the conditions of this privilege, inquiry should be made at the office of the Institute. In order that the benefit of this arrangement shall not be restricted to a few members only, the period of continued occupancy will be limited, and applications will be considered in the order of their receipt. A small fee will be required for the use of the facilities furnished.
