ANTHRACOAL is a mixture of small particles of anthracite coal and a matrix of practically pure carbon, formed from the distillation of coal-tar pitch or other suitable bitumen. It is a hard, dense, homogeneous mass, with a silvery luster and in color varies from silvery to grayish black. When pushed from the oven, it develops only partly the fingerlike structure of coke; but, unlike coke, it has a tendency to remain in blocky masses. When struck with a hammer or passed through crushing rolls, it breaks with an irregular fracture, similar to anthracite, but with very little fines. Due to its density, anthracoal is harder, tougher, and stronger than coke. The results of a test made by the blast-furnace department, of the Bethlehem Steel Co., on two barrels of anthracoal are given in Table 1. PRODUCING more steel without major capital investment in new plants is one of the most perplexing difficulties which confront the nation's postwar steel industry. The lack of scrap at a reasonable price results in an especially heavy pressure being brought to bear on the pig-iron production facilities which consist of 245 blast furnaces scattered throughout the country but concentrated most heavily in the Pittsburgh-Chicago area. Present demands exceed the total optimum output of these existing blast-furnace plants. Management hesitates to authorize erection of new plants on a scale sufficient to satisfy 'the demand for pig iron for two main reasons: first, extensive building under the present high costs of construction would greatly increase . the over-all capital investment per ton of iron capacity; and, second, the amount of steel necessary for a major construction program would upset the already tight supply-demand situation. The answer to the problem would then seem to be the development and application of a method which would increase the capacity of existing blast furnaces with a minimum of alterations and expense. Experiments consisting of operating a blast furnace at higher-than-normal top pressures, as proposed by Arthur D. Little, Inc., were carried out by the Republic Steel Corp. initially during World War II, and much more extensively during the past twenty months. The results of the Republics trials indicate that pressure blowing is a solution to the problem of increasing pig-iron capacity without necessitating major changes to existing equipment.

READERS of a technical paper, or the audience if the paper is presented orally, judge the paper on several counts. The September 1940 issue of MINING AND METALLURGY contained an excellent short article by S. Marion Tucker en- titled "Are You Going to Present a Paper," which considered the general subject of presentation. In it Dr. Tucker referred to the large number of poorly prepared and badly delivered papers that are presented annually before the large number of technical and other societies that meet regularly, and he stressed the point that good delivery, length of paper, content, and composition are of great importance. All of Dr. Tucker's points were well taken; however, good illustrations are equally important in explaining certain phases of some papers.

INTRODUCTION Companies in the mining industry are subjected at times to currency exchange rate risks and interest rate risks. The former occurs any time a firm deals in more than one currency. The latter occurs anytime a firm is financing itself with borrowings that have a floating interest rate (although a fixed rate can be a problem at times). FOREIGN EXCHANGE RISKS There are two general reasons why exchange rate risks (FX risk) can occur: First, a firm may be building a mine or plant in another country where financing for the plan is denominated in funds other than the country hosting the plant. For example, if a Canadian firm is building a smelter in another country which is being financed with Canadian dollars, the C$100 million for labor, which must be paid in the local currency, has subjected the firm to a C$100 million FX exposure risk. If after the cost estimates were made the local currency appreciates 30% against the Canadian dollar, the cost of labor has increased to C$130 million. (Of course, the local currency could also devalue during this period making the labor cost component less than estimated.) The other reason exchange rate risk arises is due to the fact that the costs of production in one country producing minerals may be incurred in one currency while the production is sold in another currency, such as coal being exported from Canada to Japan under contracts denominated in Yen. In this example, the Canadian firm is exporting coal to Japan and being paid in yen in 30 days at a contract price of 100 Y per ton. Furthermore, assume that the mining firm anticipates a depreciation of the yen against the Canadian dollar of 5% in the next 30 days. Therefore, the mining firm stands to lose 5% of the value of its shipment in a month's time not including carrying costs. In both cases, the mining company risks an adverse change in the exchange rate, that is, the currency the company holds may decrease in value relative to the other currency. There are a number of ways to mitigate the exposure to foreign exchange which can be utilized by the mining company. Optimally, a company should try to match all their inflows and all their outflows in the same currency. For example, if a Canadian firm has mining costs and debt service costs both denominated in Canadian dollars then 100% of their receipts would need to be in Canadian dollars. If a Canadian firm has 70% of its cash outflows in Canadian dollars and 30% of its cash outflow in American dollars in the form of a loan amortization then their receipts would need to be 70% in Canadian dollars and 30% in U.S. dollars. This general principle of matching cash receipts and cash costs in the same currency works fine in a perfect world but what of the real world when these cannot be matched? In actual practice, however, the financial markets have developed a number of ways in which foreign exchange risks can he managed or reduced. FORWARD MARKETS One method is to use the forward markets which are made on a world-wide basis by the commerical banks for foreign exchange. If a firm wanted to lock in the current exchange rate for the receipt of a foreign currency at some point in the future, they could do so by contracting on the forward market with a bank selling that foreign currency at the current rate at the future date. For example, assume that a Canadian firm is exporting coal to Japan which would pay yen in 90 days. If a firm wanted to lock in today's exchange rate they could contract with a bank to sell on the forward market yen in 90 days. When the yen was received the contract would be executed by selling the yen to the bank and receiving the previously agreed upon number of Canadian dollars. The winning of zinc and lead ores from the comparatively shallow deposits of the Joplin district presents few such problems for the mining engineer as are encountered in deep ore mining and in the handling of complex ores. However, for those who are interested in the origin and nature of ore deposits in general, there is much here to investigate, and upon studies in this direction will depend, in no small measure, the future of an industry that has produced during the year 1916, in southwest Missouri, lead and zinc ores to the value of $26,319,383; adding $46,022,164 to the metallic wealth of the nation. Including the adjacent mines in Ottawa County, Oklahoma, and Cherokee County, Kansas, which are really continuations of the Joplin district, the total value of ores produced reached the sum of $34,089,503, and that of the metals, $58,927,941.l The ores produced in the Joplin district are remarkable on account of their almost uniformly high metal content in both lead and zinc. Their superiority in this regard is unparalleled, and is doubtless due to certain geological conditions that are now possibly explicable, provided that the artesian circulation = ascension hypothesis of the origin of the ore deposits is proved beyond question to be the only tenable explanation of the facts. These, as well as other valuable zinc-ore deposits, are bound to be exhausted in time, for ordinary mining purposes, and it concerns the mining engineer that the conditions under which ores of this character were actually deposited in the form in which they occur, may, if possible, be ascertained, in order that he may learn where to look for similar deposits in other regions, or even how to reproduce artificially such condi-

Union Carbide began looking seriously at heap leaching in 1971. At that time some 1.6 million tons of mineral averaging 0.40 kg U3O8 /t) (0.80 lb U3O8) were stockpiled at various sites around the Gas Hills, Wyoming, uranium facility. Several alternatives for economically exploiting these reserves were considered and heap leaching seemed the most attractive. At the time, Western Nuclear Inc. was operating a heap leaching project nearby in which the low-grade ore was leached with sulfuric acid, the product liquor treated in an on site solvent extraction circuit, and the stripped product liquor re-acidified and recycled. The operators were most generous in allowing us to visit their site and in answering our questions. They were also helpful in discussing the problems associated with heap leaching. Their experience confirmed our belief that it was possible to operate a heap leach profitably on material too low grade for conventional milling. Based largely on what we had learned from Western Nuclear's experience, we undertook a program involving a laboratory study to determine the characteristics of the mineral stockpiles, as related to heap leaching, and to conduct a pilot heap leach adjoining our Gas Hill mill. Basically the pilot heap construction and leach procedure were similar to those described in the literature l, 2 with certain modifications to permit detailed monitoring of the operation. In May 1972, the decision was made to construct a test heap. The UCC plant at Gas Hills, Wyoming was selected as the most appropriate site for the following reasons: (1) The necessary equipment for heap construction was readily available. (2) Stockpiles of mineral from the various mining sites were on hand: (3) Construction of the heap could be made on an abandoned tailings pile minimizing problems associated with environmental approval. (4) Proximity of the mill would allow product streams to be absorbed into existing circuits. (5) Necessary utilities were available. (6) Tailings water from the existing circuit could be used for leaching. A program for the pilot heap leach was developed with the following primary objectives. (1) To confirm the data obtained in bench-scale tests particularly on uranium recovery, acid usage, and ore permeability. (2) To evaluate plastic liners used for base preparation. (3) To investigate heap configuration variables. (4) To determine heap leach amenability of the different mineral sources. (5) To establish the economics of heap leaching low-grade ores.

(New Haven 'Meeting, February, 1909.) AWAKENED public interest in efforts to conserve natural resources will certainly be appreciated by the members of the American Institute of Mining Engineers, and a discussion upon conservation may well form a part of one of the Institute meetings, for the records of papers and discussions which appear in the 38 volumes of its Transactions are replete with evidence of effort's in this direction. Every process which reduces the fuel consumed or the power applied per unit of product; every utilization of waste material, or employment of that formerly rejected, to obtain something of value ; every feature of construction or operation which lessens the labor required or increases the output per employee, is an advance in the direction of true conservation. This may not appear from the records of late conferences or from published articles, in which the effort seems to be concentrated upon reducing the consumption and presenting to the people of the country estimates of exhaustion of natural resources. I rejoice in the awakening of public interest in a matter so important for the present and future welfare of our nation; I appreciate the possibility of much good following conferences of the Governors and delegates from various States and from national societies; and I recognize the interdependence, not only of different States, but of contiguous nations. In fact, the marvelous development of transportation by land and by water, and the decreasing rates at which commodities can be moved great distances, have in many cases practically obliterated geographical boundaries, and nearly every country on the globe can either market its product in other lands or draw upon them for raw or manufactured materials ; hence, conservation is an international subject.

IN recent years there has been an increase of interest in the flow of gases at relatively high pressures. Hydrodynamic calculation of the energy losses in the flow of gases in conduits, as well as through the porous solid materials constituting natural petroleum reservoirs, requires a knowledge of the viscosity of the fluid at the pressure and temperature involved. Although there are numerous publications concerning the absolute viscosity? of hydrocarbon gases at atmospheric pressure, there appears to be little information available relating to the effect of pressure upon the viscosity of these gases. Vogel28 determined the viscosity of methane at 32° F. and atmospheric pressure. His measurements at 32° F. were later substantiated by the measurements of Rankine and Smith17 at 63° and 212° F. Ishida12 also reported values for the viscosity of methane at atmospheric pressure. Trautz and Kurz26 measured the viscosity of propane at atmospheric pressure, from 83° to 530° F., by the use of a short capillary tube. Rap-penecker18 determined the viscosity of gaseous isopentane at elevated temperatures. Day' made an accurate investigation of the effect of pressure upon the viscosity of n-pentane and isopentane at pressures from 2 lb. per sq. in. ? to the vapor pressure at 77° F. (approximately 9.8 and 13.3 lb. per sq. in., respectively). Earhart5 reported data upon the viscosity of several natural gases measured by the long capillary-tube method. The viscosity of air, at atmospheric pressure and 73.4° F., was measured by Harrington7 by the rotating-cylinder method. Kellstrom13 has recently made an elaborate investigation of the viscosity of air at atmospheric pressure. The latter work is perhaps the most accurate investigation of the viscosity of a gas that has been made. .

THE territory under particular consideration in this article comprises portions of La Plata and Montezuma Counties, situated in the southwestern corner of Colorado, and around the base of the La Plata Mountains. (See Fig. 1.) In southeastern Utah and northeastern Arizona there are several mountain systems whose origin and structure are practically identical with the La Platas so that ore occurrences found in the latter can be hopefully looked for in the former. With this assumption, there is an area around the laccolithic ranges which offers promise for a successful exploration for gold ores. Ore occurrences of the Silverton, Telluride, Rico, or Ouray Districts will not be discussed, although in these areas the Mesozoic sediments are more or less involved within the ore-bearing complex. These have been intensively studied and developed. The idea is to set forth what my mining experience has been within the largely unaltered . Mesozoic horizon which remains around the extreme bases of the La Plazas. This, until recent years, has been almost entirely neglected by prospectors and operators and, so far as similar territory in Utah and Arizona is concerned, so remains.

This is something new in my life. A lot of you men here today I do not know, and some I do know. So if you have any remarks to make, I wish you would give your name and the name of your company. This is the first Acid Meeting which has been held under the auspices of the National Open-Hearth Steel Conference, and I hope it is a success. Whether it is a success or not depends entirely upon the support we get. If it does get good support, I have the idea it will be continued as a regular feature of the National Open-Hearth Steel Conference. We all think we have pretty good practices. But we can all learn and I hope that you, gentlemen, who take issue with the things someone else has said will stand up and give your opinions. Otherwise, the meeting will fall rather flat, and we won't get a great deal out of it; and there will not be enough interest shown by the National Committee to continue to place the meeting on the regular yearly program.

A YEAR ago, ,at the Institute's dinner, I closed my A remarks with the words: "The scientist devotes his life to the advancement of learning; the engineer gives his to the advancement of living." May 1 begin tonight where I left off then and speak first of the distinction between science and engineering? This difference is a difference both in purpose and in method: it is the sharp contrast between theory and practice; it marks the broad gap between dream and attainment. Sometimes it happens that the investigator is also the builder and applies what he discovers, yet the distinction between science and engineering serves to point out the broad dependence of the engineer upon his brother the scientist. You remember .the old - saying that "where there is no vision the people perish" translate this into modern experience and we may say that "where there is no science, the engineer fails."

THE little coal mine at Otsego, in the Winding Gulf field of southern West Virginia was dying. In the history of coal mining thousands of mines have been successful at first, but usually a change occurred and profits ceased. Often be change was so gradual and extended over such a length of time that the fundamental causes did not stand out in sharp relief and their significance was not realized. Studies often reveal that the cause for failure was in the arteries that connect the producing places with the mine entrance. Profits continued so long as the working places were close to the tipple and while the thrill of newness aid ease of access resulted in effective supervision from day to day. The air- way and haulageway, the wire line and manway, may have been sufficient when the distance from the entrance was a few hundred feet, but were inadequate when this was extended for thousands of feet.

This paper presents the historical trend and de- fines the causes of drilling cost escalation in the Gulf of Mexico during the 1970's. The three major components of escalation are: 1) inflation, 2) supply-demand imbalance (demand pull) and 3) decreases in drilling efficiency. The decade was divided into three periods. During each period one component of escalation was responsible for most of the rise in costs. From 1970 through 1973 only inflation pushed costs upward. During 1974 and 1975 a supply- demand imbalance caused most of the escalation. Since 1975, decreases in drilling efficiency have produced the major component of escalation. During any one year or period of years, the sum of the three components will give the total escalation rate. The reasons why different components contribute more toward escalation during certain years than others are shown by following the timing of oil and gas price increases, the overall quality of the acreage offered each year in offshore lease sales and the resulting drilling activity.

SUMMARY THE cost of labor turnover in industry is so large as to justify the adoption of almost any means to bring about its reduction. Intensive study has shown that faulty methods of hiring and discharging men is the most important factor in labor turnover. Complete control over hiring and discharging by the foreman is a relic of outgrown industrial conditions; centralized hiring permits this work to be put on a scientific basis and also does away with many serious evils that cannot otherwise be reached. Centralized hiring does not impair the authority of the foreman; he hires his men from the employment office and discharges them back to it, instead of from and to the street. The employment manager, being a direct representative of the employer, tends to restore the former relation of direct intercourse between employee and employer that was helpful in avoiding friction between them. Being a specialist, he is able to bring special knowledge and skill to bear upon the task of selling employment in his concern to desirable workmen; lie is also able to give the foreign workman the special attention he requires. Employment managers have been used for the past few years by a number of large organizations, a few of which are engaged in the mining and metallurgical industries. They have invariably reduced labor turnover, in some cases to as little as one-tenth of what it had been. So great a reduction is due in part to other changes made in the light of the data made available by scientific study of the labor problem. In my former paper on personnel work1 I advocated the more general use of the employment manager in mining and metallurgical enterprises as a means of reducing labor turnover. The form of organization recommended seems not be to understood by all, and I have requested the privilege of explaining it at greater length, since it is perhaps the most important factor of all in personnel work, and has a vital influence on the cost sheet of every industrial enterprise.

THE New Cornelia Copper Co. is mining and treating a 'monzonite " porphyry" copper deposit that is all hard rock. The oxidized surface shell, which constitutes the leachable part of the orebody, is measurably more resistent to crushing and comminution processes than is the underlying sulfide portion. The siliceous ribs running through the whole orebody are harder to crush than the main mass and there is no soft crumbly material to furnish the large volume of primary fines that features the crusher feeds of most other porphyry properties. New Cornelia ore reaches the primary crushers with a greater. proportion of large 'pieces. When the New Cornelia company first equipped its 'property, it used the following machines and flow , scheme to reduce the ore to leaching size:

DURING November And December, 1907, Four Serious Mine-explosions Occurred In The Appalachian Coal-Field, Which Resulted In The Loss Of Nearly A Thousand Lives And Caused An Enormous . Damage To Property. These Accidents Attracted More Than The Usual Attention; Coal-Trade And Engineering Papers Contained Many Comments And Suggestions On The Cause And Prevention Of Accidents; The Daily Press In Many Instances Condemned The Coal-Operators And Charged These Accidents To Their Negligence, Or Their Anxiety To Make Money Without Adopting Precautionary Measures. Immediately After Each Accident The Respective State ..Authorities Ordered Close Investigations To Be Made, With The View Of Establishing The Cause And Suggesting Remedies To Prevent Recurrence. Representatives Of The Technologic Branch Of The U. S. Geological Survey, To Whom The Investigation Of Mine-Accidents Had Recently Been Delegated By The Secretary Of The Interior,. Visited The Mines And Co-Operated With The Local Authorities In Their Determinations. It May Be Safe To Say Here That An Investigation Of A Mine After An Explosion Has Occurred Discloses But Little, Because. The Causes Have Been Removed And Conditions Have Been Entirely Changed. On Jan. 8, 1905, The Coal-Operators Of West Virginia Organized An Association At Washington For The Purpose Of Making Extensive Investigations, And Sufficient Funds Were Pledged To Carry Out This Work. At This Organization Meeting, The Representatives Of The Geological Survey Present Had No Suggestions To Offer As To The Cause Of These Accidents. An Examination Of The Various Reports Concerning These Accidents Indicates That The Explosions Were Caused By The Ignition Of Gas Or Dust; They Show The Point Of Origin And The Direction In Which The Force Was Expended, And Give A Detailed Description Of The Damage Done. In January last I published in the Engineering and Mining Journal a table giving, with a considerable degree of accuracy, the production of anthracite coal for the year 1874. At that time it mas impossible to give any correct estimate of the production of bituminous coal, for the returns I had been able to secure from such distant and scattered districts were not always forwarded punctually, and the work of .obtaining anything like a true estimate of the coal mined in districts from which I was unable to obtain official returns was both laborious and tedious. As will be seen from the detailed reports furnished herewith, I have succeeded in obtaining tolerably accurate returns of 20,093,704 tons; and upon careful revision by numerous well-informed local authorities, my first estimate of the amount of coal not officially returned to me has grown very considerably; indeed, as I get more information on the subject I find that our bituminous coal production greatly exceeds the amount we have been accustomed to hear it placed at, aggregating as it does, 26,465,704 tons. Mr. Andrew Roy, State Inspector of Mines for Ohio, has reported the production of Ohio at 4,168,445 tons, while his first estimates were but 3,820,000 tons; and similarly, in other cases, the more full the returns direct from the mines the more incorrect do I find all previous reports. I am able now to furnish, not an accurate statement, indeed, but by far the most full and reliable one that has yet been published of our coal production. The amount of labor involved in obtaining this admittedly imperfect report has been simply enormous. WITH the exception of the work of Vogel,&apos; and Rolla and Iandelli, very little information has appeared in the literature on titanium binary systems with the rare earth elements. Rare-earth additions to titanium alloys may possibly parallel the beneficial effects on the physical properties of certain steels. Having this in mind, some knowledge of solubility limits and intermediate phases, if any, would be useful. An investigation of the titanium-rich Ti-Ce system was started. Alloy Preparation The iodide titanium from the New Jersey Zinc Co. and the cerium metal from the Institute for Atomic Research Ames Laboratory used in this work were supplied with the typical analysis shown —iodide titanium: 0.0065 pct Mn, 0.0022 pct Fe, 0.0015 pct Cu, and 0.0042 pct Pb; cerium metal: <0.01 pct Fe, <0.03 pct Si, <0.05 pct Ta, <0.02 pct Pr, <0.03 pct Ca, <0.02 pct Mg, with no trace of Nd, La, or Th. The cerium metal, stored in oil, was washed and scraped just before weighing into capped cups machined from iodide titanium. The cold hearth helium-arc furnace described by Schramm et al3 was used for melting. The alloy buttons from the arc-melted cup were cut in two, mounted, and examined. Homogeneous alloys were demounted and rolled to approximately 1/4-in.sq bars. Sections l/8 in. thick were cut from the bar to provide samples. The Ti-Ce alloy buttons analyzed for cerium were of the following composition: 0.19, 0.36, 0.48, 0.61, 1.15, 2.52, 3.06, 3.70, 4.30, 9.20, 14.26, and 18.50 wt pct. Nominal
