THE constancy of calibration, and to a great extent the life, of a thermoelement is dependent on the suitability of the primary protecting tube in which the wires are mounted, particularly when used at high temperatures. An ideal thermocouple protecting tube would be com-posed of materials that would not contaminate the thermoelement wires contained in it-one that would remain absolutely gas-tight ,it all temperatures of usage, that will not be attacked by gases, or other surrounding agencies, that is not destroyed by heat, that withstands sudden and extreme temperature changes, that affords a high degree of mechanical protection and does not deform at high temperatures, that is a good heat conductor and obtainable in small diameters so as to keep down lag factors. It has not yet been possible to produce tubes of any known mate-rials that will meet all of these conditions. In selecting protecting tubes, therefore, one should be chosen the characteristics of which best fit it to the particular conditions of usage. Frequently conditions are such that two tubes have to be used, a primary gas-tight protecting tube inside of a secondary protecting tube, because certain agencies will attack the primary gas-tight tube unless it is guarded by the outside tube.

' For a number of years, from an economic standpoint, the ventilation of the Colorado mine of the Davis-Daly Copper Co. has been a difficult problem. The development through the main hoisting shaft was pursued for a number of years and to a depth of about 2500 ft.(762 m.)before large bodies of good commercial ore were opened. This lack of early success in exploration restricted expenditures for ventilation, with the result that the present orebodies were developed at a depth of 2500 ft., and in country rock of relatively high temperature, without adequate means of supplying the development faces and the stopes with cool or fresh air of low humidity and suitable velocity. During the progress of development, two or three connections were made at higher levels with the workings of adjoining operations, but these were of a makeshift and unsatisfactory character and afforded no means for carrying downcast air from the surface, in anything approaching a direct course, to the working faces. During the latter part of 1917, arrangements were made with the Anaconda Copper Mining Co., whereby, during the year 1918 and the early part of the year 1919, a crosscut was driven eastwards on the 2500-ft. level of the Colorado shaft and connection was made by means of an up-raise of approximately 200 ft. to a crosscut driven westwards from the 2800-ft. level of the Belmont mine, this crosscut at the top of the raise being driven at Davis-Daly expense by the Anaconda Copper Mining Co. This connection, in conjunction with a No. 11 Sirocco fan installed near the Colorado shaft, provided the Colorado mine with a maximum of approximately 30,000 cu. ft. per min. of relatively fresh air, most of which came in a fairly direct route from the downcast Belmont shaft through the No. 11 fan to the 2500-ft. level stopes. After passing through these stopes and the stopes of overlying levels, it passed through the main crosscuts on higher levels back to the Colorado shaft, which provided the upcast for this current of air. A study was made to delineate the dislocation mechanistns controlling prismatic and basal slip at low temperatu.ves in titanium containing approximately 100 ppm interstitial impurities. Mechanical tests were performed on single crystals prepared from electron-beam zone-refined crystal bar by a thermal cycling technique. Measurements were made of critical shear stress and activation volume as functions of temperature. The study revealed that, for prismatic slip, two overlapping thermally activated processes aye rate-controlling below 300°K. From absolute zero to 220°K, reasonable agreement is obtained between experiment and the mechanism which involves overcoming 01. the Peierl's stress by the formation of double kinks in dislocation lines lying in close-packed directions. Between 220°and 300°K prismatic slip is controlled by a difierent thermally activated process which is characterized by a stronger temperature dependence of critical shear stress. Above 300OK, prismatic slip is controlled by an athermal process. Basal slip is controlled by a thermally activated process between 195' and 400°K. An approximate analysis suggests that it is the Peierl's mechanism that is rate-controlling in this range. Below 195°K, the occurrence of mechanical twinning obscures the features of basal slip. Above '400 X, basal slip is controlled by an athermal process. TITANIUM, an hcp metal with a less-than-ideal axial ratio of 1.587, deforms primarily by {1010}( 1210) slip at low temperatures.'-3 The critical shear stress is strongly affected by the presence of interstitial impurities. For example, churchman3 reported that a decrease in the combined nitrogen plus oxygen content from 0.1 to 0.01 pct decreased the critical shear stress for prismatic slip from 9.19 to 1.4 kg per sq mm at room temperature. Basal slip, however, is less strongly affected by interstitials; Churchman's data for {0001}( 1210) slip show a smaller decrease in critical shear stress from 10.90 to 6.3 kg per sq mm at room temperature, for the same decrease in interstitial content. In the present study, an attempt has been made to delineate the dislocation mechanisms controlling prismatic and basal slip in titanium. In view of the strong effects that impurities may have on at least some of these mechanisms, experiments were performed on material of reasonably high purity, so that comparisons could be made with investigations on material of both lower and higher impurity contents. EXPERIMENTAL PROCEDURE Single crystals were prepared from 1/4-in.-diam electron-beam zone-refined crystal bar, furnished by Materials Research Corp. The analysis of the zone-refined material is given in Table I, indicating that the interstitial content is of the same order as the purer of the two materials investigated by Churchman. The Vickers diamond pyramid hardness number of this material was 85.6. This value agrees quite well with the correlation between hardness and interstitial content proposed by Ogden and Jaffee.4 On the basis of hardness, the material investigated in this study is, therefore, intermediate in purity between that studied by Churchman (Vpn = 97) and that studied by Spangler and Herman (Vpn = 62.4).5 Single crystals were grown by thermal cycling through the a-ß transformation. Two-in.-long by 1/2-in.-diam bars were heat-treated in vacuum for 4 hr at 1160°C. The temperature of the furnace was then lowered to 865°C, and the specimens were maintained at this temperature for 7 days. This procedure was repeated several times, resulting in the growth of individual crystals up to 14 in. in length. Specimens for testing in direct shear along either {l010}(1210) or {0001}(1210) were obtained by electrical-discharge machining. The specimens were in the form of cylinders 1/4 in. in diam by approximately 1/2 in. in length, with a reduced section 1/8 in. in diam and a in. in length. All specimens were electropol-ished subsequent to electrical-discharge machining. The ends of the test specimens were cemented in stainless-steel collars. Shear tests were conducted in an Instron Tensile Tester at various temperatures from 4.2° to 508°K. Measurements were made of critical shear stress and activation volume. The latter measurements were performed by measuring the change in flow stress upon cycling the strain rate between ?1 = 2.62 x 10-3 per sec and ?2 = 2.62 x 10-4 per sec. What are future prospects for U.S. mining? In many quarters the assumption is made that this country has passed its zenith as a mineral producer -- that it is in a period of decline and that it is becoming a have-not nation like Japan and much of Western Europe. These industrial rivals of ours must depend almost entirely on others for their mineral supplies. In trying to answer this question one must of course distinguish between resources and productive capacity. In today's volatile and competitive markets, the definition of what are reserves and what are merely identified resources becomes ever more difficult. Many large deposits have been found that are unlikely to be viable in the marketplace under normal conditions but that can be of significance to the nation's military and industrial security in times of emergency. I should like to draw on personal experience from World War I1 for illustration. 4fter Pearl Harbor great concern developed over the availability of a long 1ist of strategic materials for which this country was largely dependent on imports. Included were a number of minerals of which domestic deposits had been identified. Among these were chromite, manganese ore, mercury, mica and tungsten.

An investigation was carried out on the dynamic liltration behavior of drilling fluids. In a set-up consisting of a porous pipe through which the drilling mud was circulated, dynamic liltration rates and cake thicknesses were determined as a function of flow rate and filtration time. Eventually, a state of equilibrium was reached; i.e., both cake thickness and filtration rate attained constant values. Concurrently, dynamic filtration tests were carried out in a simple dynamic filter apparatus where mud flow was similar to that in a rotational vismmeter. In both arrangements the relation between equilibrium liltration data and rate of shear at the cake surlace was studied. Filter pipe and dynamic filter apparatus were lound to give identical relations. It was therelore concluded that the latter apparatus, which is suitable lor routine measurements on small amounts of mud, could be used to determine the dynamic liltration behavior of mud under borehole flow conditions. Some data are presented on the effect of filtration pressure and temperature on equilibrium filtration rate and cake thickness. INTRODUCTION In oil well drilling, the drilling fluid used generally forms a mud cake on the permeable sections of the borehole wall while filtrate is lost into the formation. As to the conditions under which this filtration process takes place, a distinction should be made between static mud filtration (mud is not circulating) and dynamic mud filtration (mud is circulating). In recent years several investigatorsl-5 have studied the process of dynamic mud filtration about which little had previously been known. This type of filtration is the subject of this paper which confirms several findings of previous investigators. It differs from already published works, however, in the following respects. 1. It contains a description of a simple laboratory apparatus developed for dynamic filtration measurements on small amounts of mud. 2. The effect of rate of shear at the cake surface on dynamic filtration has been studied. As a result of this study, dynamic filtration data pertaining to the borehole conditions of mud flow can be found from laboratory tests. 3. Some data are presented on the effect of filtration pressure and temperature on dynamic filtration. The work was limited to a small number of muds. No attempt was made to compare data on API filtrare loss with dynamic filtration rates. Previous workers have clearly shown that no correlation exists between static and dynamic filtration rates. EXPERIMENTAL ARRANGEMENT To establish whether the effect of mud flow conditions on dynamic filtrations is governed by the rate of shear at the cake surface, two different types of mud flow were used. In this connection the experiments were partially conducted by means of a porous pipe through which mud was circulated, partly in a dynamic filter apparatus which somewhat resembles a rotational viscometer. In both cases the flow conditions of the mud were well defined, thus making it possible to-calculate rates of shear at the cake surface. The filter pipe was 200 cm long with an internal diameter of 3 cm. Its perforated wall was covered on the inside with filter cloth on which the mud cake could form. Mud was pumped through the pipe at linear rates varying from 20 to 186 cm/sec. The required filtration pressure was obtained by means of a lack-pressure valve downstream of the filter pipe. In this arrangement the type of flow existing in the borehole is reasonably well simulated. The dynamic filter apparatus (Figs. I. and 2) consists mainly of two concentric cylinders with a clearance of about 0.5 cm. The outer cylinder (rotor) can be rotated at rates up to 1,000 rpm. The object of this paper is to present a theory of the formation of fissures, which seems to be supported by all available data. The investigation is, in the main, an exact one, and irregularities of the rock-structure are generalized. From the conclusions drawn a general classification of fissures is made, and this should be of practical use in the comparison of mineral deposits. The theory also throws some light on the equilibrium of the earth's crust and the depth of action of surface-waters. Incidentally, additions are made to the theory of earthquake-slips. Former Theory. It has been previously pointed out that the "jointing" of homogeneous rocks occurs in two sets of planes, at right angles to one another, and making angles of 450 with the directions of greatest and least principal stress.' The theory by which this fact is explained does not, however, account for fissures and faults, because normal faults are usually more vertically, and reverse faults more horizontally, inclined than 450. The "jointing law" is based on the following axiom: In a homogeneous mass under pressure, rupture must take place on the lines of maximum tangential stress."2 This law applies, with fair approximation, to the tests on jointing which can be made in the laboratory, and as nearly as can be expected to the natural jointing-planes in rock-masses, where the stresses are not very great; but it entirely fails to account for fissure-fractures.3

DOCTOR Albert Sauveur, distinguished scientist and Honorary Mem-ber of this Institute, predicted in the first Howe Memorial Lecture that the privilege of delivering this annual address would be considered a highly significant honor. The intervening years have well borne out Sauveur's prophecy. I wish to assure the American Institute of Mining and Metallurgical Engineers that I also deeply appreciate this honor, recognizing at the same time the present and even more the future respon-sibilities with which it is accompanied. Several of the previous lecturers had the good fortune to attend the classes of Professor Howe and to work in his laboratories. I was similarly favored, although in my instance and to my great regret the period was all too short. However, Howe's book, published in 1903, "Iron, Steel and Other Alloys," afforded me abundant opportunity to continue these studies. How well I remember the inspiration I derived from this famous book by Howe, the metallurgical master, pioneer, and educator! Remembering that Professor Howe contributed numerous papers to The Metallographist, a magazine supported from a technical point of view by the world's pioneers in metallography, I was curious a few days ago to learn the nature of Howe's early contributions to this magazine. The first paper by Howe in the first year of The Metallographist (1898) dealt with the allotropic theory; the second also treated of allotropy, and I quote the first sentence. of that paper: The allotropic theory of the hardening of steel may, like so many other important theories, have to be accepted or rejected not on direct proof or disproof, but on the accumulation of circumstantial evidence for or against it.

AT intervals in the course of history an event occurs which, though scarcely heeded at the moment, marks in retrospect the beginning of a new era in some one field of human activity. Such a happening is perhaps more readily spotted in the field of technology than in other realms of human endeavor. Here the span of years is relatively short and the records have been kept with some degree of precision. In the current scene of our social and economic drama the art and science of metallurgy is playing a major role. Off stage will be found the metallurgist in one guise or another aiding, he trusts, in the development of processes and products which will contribute to the happiness of his fellow men. The results of his efforts appear in the form of metallic substances known as alloys built up from any two or more of the wide variety of metals which have been extracted from the mineral deposits in the earth's crust. An alloy by virtue of its inherent physical properties may seem ideally suited for human use in a special way but until this material can be produced economically it will fail to attain a place of prominence as an article of commerce. In fact many commercial alloys are being continually replaced by new or modified compositions better suited to meet the increasingly severe demands of industrial service.

So much has already been wimitten on this vast subject of ground movement and subsidence, and so many data collected and commented upon, that in this paper the author proposes to confine himself to the submission of some plans showing what has actually occurred in the mining of several of the orebodies which have come under his direction during the last 20 years or so at Rio Tinto, Spain. Some notes are added for the purpose of describing the plans. The author does not attempt to give his opinion as to the reasons why the subsidences have occurred in the manner in which they are found, but confines himself to giving as true a picture as possible of the movements that have taken place. Effects of Excavation on Ground Movement Broadly, the effects of excavations on the overhead or adjacent ground can be classified under three headings, as follows: 1. Ground movements due to excavations made from surface only, such as those made in opencasts where no excavations underlie them. The stability and strength of the ground to resist movement must determine the slopes. 2. Ground movements due to underground excavations only; i. e., where the surface is not removed. 3. Ground movements due to a combination of both; i. e., from excavations taking place from the surface for the purpose of stripping an orebody and recovery of the ore to a certain horizon combined with excavations being carried out below, at the same time, for the winning of the ore below the horizon at which mining by stripping or opencasting under the specific conditions is no longer economical. Nos. 1 and 2 represent independent and distinct problems and No. 3 is a combination, which presents results much more difficult of explanation. The accompanying plans and sections give examples of what has occurred under the three conditions. Unfortunately, the class of ground is not exactly the same in them all, but the difference is not greater than is generally encountered over districts of equal area. Thermodynamic properties of Hf-0 alloys have been determined from 0 to 25 at. pct 0 between 1000" and 1200°K by equilibrating specimens with alkaline metal oxide-metal vapor combinations. Partial molar-free energies, enthalpies, and entropies of oxygen have been obtained and are conzpared with similar results for the Ti-0 and ZY-0 In continuation of a thermodynamic investigation of the Ti-O and Zr-O systems1 activities of oxygen and lattice parameters of Hf-0 alloys have been deter- system. The positional entropy in all three systems corresponds to an ideal random interstitial solution with one interstitial site per one metal atom. The lattice parameters of hafnium and Hf-O solid solutions have been determined in the range 0 to 20 at. pct O from measurements of Debye powder patterns. mined. All three metals dissolve large quantities of oxygen to form interstitial solid solutions. The phase diagram of the Hf-O system is shown in Fig. 1.' The maximum solubility of oxygen in the cph a phase is considerable (up to 25 at. pct O). The solubility in the high-temperature phase is much smaller. The only stable compound in the solid state is HfO2 which may exist with a certain oxygen deficiency. The low partial pressure of oxygen of Hf-0 alloys required the application of an indirect method. INTRODUCTION A FEW years ago, gravel mining in the ancient river beds of Sierra county was the principal industry of the county. Operating drift mines were very numerous and many large hydraulic mines were in action. Eventually the State laws put an end to hydraulic mining, it being claimed that the silt carried down the streams to the valleys filled the rivers and caused winter floods, which were damaging to the surrounding farms. The ancient river deposits which could easily be found were, in the course of 40 years, worked out or practically so. The prohibition of hydraulic mining was a severe blow to the industry in general. The deposits were not developed and the gravel-mining industry practically stood still for many years. In Sierra county, nearly all the hydraulic mines were at the points where the ancient channels were exposed to view by reason of the modern stream erosion, or, in the miner's language, where the channels "enter" or "break out of" the ridges. The claims covering them also covered large areas in which were long segments of lava-capped channels, suitable for drift mines, and the points being hydraulicked were usually the controlling points of attack. Men who have followed hydraulic mining for any length of time seldom are content to work a drift mine. Knowing the great value of their deposits and feeling that they had been robbed by the State, these men have stubbornly held to their claims. The gold that is carried in these gravel channel deposits is more or less scattered throughout the depth and width of the deposit; the percentage that can be recovered by the process of drifting ranges from 50 to 75 per cent. of the total. In hydraulicking, practically all of the deposit is put through the sluices, and as the cost per cubic yard is only about 10 per cent. of the cost of drifting, the deposits, if classed as hydraulic mines, are much more valuable than if classed as drift mines; hence the old timers have held their claims (now worthless as hydraulic mines) at prices which the drift-mining industry could not stand; and such mines

The electric smelting of manganese ore and the production of ferro-manganese did not exist as an industry, in the United States or elsewhere, previous to the outbreak of war in 1914. Ferromanganese had been produced, electrically, during times of high prices by two companies at Niagara Falls and by several European companies, but the production was spasmodic, and none was electrically produced when ferromanganese sold at from $35 to $40 per ton. Thus the electric smelting of manganese ore must be considered as a development caused by the high prices prevailing during the years 1916, 1917 and 1918, and the necessity of smelting domestic ore in order to fill the ferromanganese requirements of the steel industry of the United States, which increased from 189,088 tons in 1914 to 356,356 tons in 1918. The electric furnace is well adapted to smelting domestic ore because it can be located in small units near the source of ore supply. In 1918, the ferromanganese production of the United States was 333,027 tons, of which about 7 per cent., or 23,000 tons, was produced in the electric furnace. The electric furnace not only assisted materially in the development of a domestic-ore supply but made a considerable saving of coke, as it requires about 11/4 tons of bituminous or lignite coal per ton of ferromanganese compared with a blast-furnace consumption of 2.9 tons of coke per ton of ferromanganese. Some of the plants in the United States that smelted manganese orc in the electric furnace during the war and in 1920 are listed in Table 1. From early in 1919 to about February, 1920, little ferromanganese was produced in the electric furnace. During this period the price of ferromanganese (78 to 82 per cent. manganese) was about $100 per ton. During the first half of 1920, several plants resumed operation when the price of ferromanganese (76 to 80 per cent. grade) gradually increased to $200 per ton, delivered.

(Cleveland meeting, October, 1912.) LARGE deposits of titaniferous iron-ore occur at Caribou, an old silver-mining camp in Boulder county, Colo., 17 miles west by south of Boulder, and a few miles northwest of the tungsten-mines. Professor Regis Chauvenet 1 published a part analysis of the ore many years ago, but gave no description of the wall-rock. Caribou hill, which contains both the silver-bearing veins and the iron-ore deposits, is a low dome of gabbro surrounded by the Archaean schists and gneisses of the Front range of the Rocky mountains, the peaks of which, a few miles west of Caribou, attain an elevation exceeding 12,000 ft. The gabbro stock is roughly elliptical in outline, with approximate diameters of 1 and 3 miles. The crest of the dome is 10,500 ft. above sea-level, and the town and ore-deposits are 500 ft. lower. Outcrops of the iron-ore occur in the town and extend NW. for 2,000 ft., where they disappear under the swampy meadows of Caribou park. Portions of the deposit are covered by drift, but one continuous outcrop is 900 ft. long and from 200 to 250 ft. wide. A second deposit is 0.25 mile south of the town along the eastern slope of the hill. It is not as well defined as the north bed, but is approximately 1,000 ft. long and from 100 to 200 ft. wide. The easily disintegrated ore does not form prominent outcrops, but the outlines of the deposits are readily traced by the large amount of ore fragments that cover the ground. Trenches and pits sunk on the outcrop expose a roughly banded magnetic iron-ore, with pyroxene as the principal gangue-mineral. The Gabbro. A full survey of the laboratory and blast furnace tests carried out on two types of acid pellets is given. From the lab tests it appears that type B has a better low temperature disintegration index and a lower reducibility index than type A. The chemical composition and swelling indexes do not differ for both types. From the blast furnace test periods, carried out with a charge of 45% of pellets and 45% of sinter, it follows that both types of pellets lead to the same pig-iron production, blast furnace permeability, and blast furnace dust production. It also can be concluded that type B pellets cause a significantly higher coke consumption.

MAGNETITE mining and milling in New York, New Jersey and Pennsylvania continued to remain comparatively inactive during 1933, owing to the low rate of output of the steel industry and also to unrestricted importation of foreign ores. However, some improvement over conditions existing in 1932 was noticeable, particularly in New Jersey, where one plant, that of the Washington mine of the Alan Wood Mining Co., at Oxford, went on full production in August. At Lyon Mountain, N. Y., the Chateaugay Ore and Iron Co. resumed mining and milling operations in October, on a reduced scale, principally to provide employment during the winter months. The Chateaugay company produces a special low-phosphorus pig iron. During the year they obtained a contract to supply their product for use in the manufacture of the suspension cables of the New. Golden Gate Bridge.

THE story of Miami really is two stories. First, that of an excellent Porphyry Copper mine, ably managed as a business enterprise, and always among the leaders in technical progress. Concentrating its first ore in 1911, it had by 1925 paid dividends totaling $30,000,000 or $40 per share on stock that had cost the public $5 per share in March, 1908. The ore, containing 2.5 per cent copper at the start, had become progressively leaner but the recovery had tended to improve. Production costs had gone up during the World War and the early post-war period; and had come down again. In all these respects it had followed the norm. If the mine had been abandoned as exhausted and the company had been liquidated late in 1925 (a program that had been given earnest consideration in 1924), Miami would have gone down into history a first-rate mining venture; as an active and progressive participant in the great Porphyry achievement. But Miami was not liquidated in 1925; instead it started to write the record of its second and really amazing story. Near the old mine was a large body of low-grade ore containing, in place, less than 20 lb. of copper to the ton, and without, incident- ally, any considerable sweetening of gold and silver. Any method of underground mining that was cheap enough would certainly entail some dilution, so that ore as sent to the concentrator necessarily would average much less than 20 lb. As a matter of record, the average for 1929 was 16.6 lb., from which 11.726 lb. was recovered as concentrate. As already said, the exhaustion of the older orebody during 1925 was foreseen; but in 1924 the decision was reached to enlarge the concentrator and develop a new mine. A novel technique for determining the surface energy (?) and its derivative with respect to orientation, (?') is described. Essentially it involves the 'floating" of a wedge on the substrate, said wedge being made of a material which is not wet or only slightly wet by the substrate, i. e., as a greased needle "floats" on water. A thermodynamic analysis of a system in which the wedge is supported entirely by surface energy is given. If the original suyface is not at a cusp orientation, the surface tension is directly measurable from the groove angle formed. If the original surface is at a cusp orientation, there may or may not be a groove depending on the relative value of ?' and the weight of the wedge. Experiments primarily on copper and silver showed that sapphire, quartz and refractory metal wedges were wet while graphite wedges were not. The technique was demonstrated to work using graphite wedges, but the results obtained were not as eccurate as those obtained by other workers using the wire-creep experiments. It is concluded that the technique might prove most useful with non-metals where ?' is large and filament creep experiments would be quite difficult. If an absolute value of the surface free energy (?) of a metal is to be determined, the most reliable methods used to date measure an average over the various orientations exposed on a polycrystalline sample. For example, ? for silver, gold, and copper have been measured by determining the force required to just keep a thin wire,' or foil,' specimen from contracting under the influence of ?. Herring 3 has predicted and experiment confirms, that the sensitivity of this method is inversely proportional to the grain size.' Thus it cannot be used to measure ? for a particular orientation by using a foil single crystal or a very coarse-grained specimen. An accurate value if ? for tungsten averaged over a range of orientations has been determined using a field emission technique. The same techniques cannot or have not been used to measure ? for non-metallic solids, and as a result the values available are much less accurate.4 This Paper resents a means of making an absolute determination of ? for a particular surface orientation on any solid, as long as the given surface orientation does not break up into other orientations during an anneal. Experimentally ? is found to vary with orientation and at a few low index orientations it is found to have a cusped minimum, i.e., the derivative of ? with respect to the orientation of the surface changes discontinuously at the low index orientation, see Fig. 1. The slope of a plot of ? vs orientation (herein designated ?') is called the torque on the surface, since it tends to rotate the exposed surface toward the low index orientation, or if the surface is at the cusp orientation it opposes any force tending to rotate the surface out of the low index orientation. The ratio ?'/? has been determined for a few metals, but in cases where this ratio is high there is presently no means of determining either ?'/? or the absolute value of ?' for the orientations present on an annealed surface. The technique discussed herein also provides a means of determining an absolute value of ?' for those orientations which deviate only infinitesimally from a cusp orientation. It should work best on surfaces where ?'/? is large; that is, for cases where no other technique is available for measuring ?'. Aside from trying to learn more about surfaces through measuring ? and ?', the primary reason for wanting values of ? or ?' is to study adsorption. From measurements of the variation of ? for a particular orientation with the concentration of an impurity, one can obtain the number of impurity atoms adsorbed per unit area (Ti) on that orientation using the Gibbs adsorption equation.' where µi is the chemical potential of the adsorbed impurity. Thus, if absolute values of ? could be obtained for the free surface of a given surface orientation as a function of µi, ri could be determined for the given orientation. Furthermore, by equilibrating a grain boundary with the given surface at various values of ki, one could also determine ri for the grain boundary. IF the tendency toward extending the scope of the workmen's compensation system to include life, health, accident, old age, and unemployment insurance for workers is not promptly altered, I believe there will be a complete breakdown of that system. This is not because of any objections, there may he to requiring industries to provide these additional forms of protection in whole or in part to their employees. It is rather because our workmen's compensation laws, their scale of benefits, and the administrative procedure under them are not adapted or suited to such situations. If the compensation principle is limited to its own proper sphere and is not enlarged so as to include all the ills that the flesh is heir to, it is practical, "workable, and beneficent. If it invades foreign realms, it is bound to grow into a veritable Frankenstein' which will harm principally those it 'is supposed to aid, and, at the same time, will promote waste, fraud, and Industrial demoralization. Compensation risks will become almost uninsurable; the cost to business will be intolerable; and the development of sound relief measures which will give to labor the protection now sought by the uneconomic device of enlarging the compensation law territory will be retarded.
