Notwithstanding the growing importance of this subject, no work specially devoted to it has hitherto been published. Having had to inspect during the last twenty years nearly a million tons of iron and steel rails for various countries, I have obtained experience of what rail manufacturers can practically execute, as well as of what railway engineers practically require. Bearing these two points in mind, I have from time to time published observations with a view to unite both interests,—that of the producer and that of the consumer,—and to reduce the specifications and the forms of sections to standards, or types, in order to facilitate the execution of the works and to improve the construction of permanent way. The Swedish government railways, as well as private companies owning railways in Sweden, Norway, and Denmark,.have during the time above mentioned consulted with me and intrusted to me their rail inspection. I therefore owe to these countries much of the opportunity which I have enjoyed of gaining experience and position. Next to Sweden, America is the country which has most liberally favored me with its confidence in placing these matters in my hands. Through circumstances not under my control there has been little exportation to, and less work done by Europe for, America during the last six years; but the recent revival of the rail trade has been the more gratifying to mo, seeing that almost all the importers of American rails are still specifying for the Sandberg rail sections and inspection. It is therefore with feelings of gratitude that I now beg to lay before the American Institute of Mining Engineers, and I hope, through that body, before the American railway world, the results of some experience which I have gained in the execution of work for their country, and which therefore belongs rightfully to

THIS report is the first of a series planned by The Mineral Inquiry, organized by the American Institute of Mining and Metallurgical Engineers to make factual studies of the world's mineral resources in their political and international relations. The efforts of The Inquiry are directed toward filling certain notable gaps in available information, without duplication of many other investigations touching this field which" are being conducted by other organizations, public and private. Much of its work is indirect-suggesting topics for study by other individuals and organizations and aiding in their planning and correlation. The present report is designed to show the nationality of the commercial control of mineral resources, in addition to the geographic distribution of production by nation-in other words, the overlapping of political and commercial control. Detailed accuracy cannot be claimed for the figures presented. For some companies division of ownership by nationality has been very difficult to ascertain, as many companies are reluctant to dis-close the extent of their holdings in other corporations, and the impossi-bility of tracing all stock ownership is obvious. Also there are frequent changes in the distribution of stock control. The percentages given rep-resent only the participation that has been identified definitely, even though it is known in some cases with fair certainty that larger interests exist, as, for instance, American participation in foreign chromite companies. In bringing' together these figures we have had the cordial co-operation of the United States Bureau of Mines, the United States Geologi-cal Survey, the Mineral Division of the Bureau of Foreign and Domestic Commerce, the Brookings Institution, and of many specialists connected with the mineral industries covered. The report does not cover the entire list of minerals. Coal, although it is one of the most important minerals, was omitted because not more. than one or two per cent of the world's production comes from mines that are owned by companies foreign to the countries where the coal is produced. Others, such as gold, are omitted because sufficient data have not yet been accumulated. It is hoped that some of these may be covered in subsequent reports. It is not our purpose here to discuss the significance of the figures sub-mitted, but only to point out the general nature of the problems on which they have a bearing.

ISOTOPIC tracers have become an important aid in following the progress of chemical processes in the laboratory. It has recently been found possible to utilize a system of naturally existing isotopic tracers to obtain information about the geo- logical history of lead ores. Common lead, such as is found in lead deposits, is a mixture of four stable isotopes having atomic weights 204, 206, 207, and 208. Of these, the last three are identical with the lead isotopes produced as stable end products of the radioactive decays of uranium and thorium: the first, lead-204, is not known to be produced on the surface of the earth by any process. Since uranium and thorium occur in the surface regions of the earth in amounts comparable with lead, and since the half-lives of uranium and thorium isotopes are of the same order as the age of the earth, they produce the radiogenic lead isotopes in amounts com- parable to the amount of nonradiogenic lead present. Every significant exposure of a sample of lead to uranium and thorium will therefore lead to the permanent alteration of the lead isotope ratios in that sample.

AMIDST the tumult and the shouting of the times, there are perceptible certain tendencies, quiet though serious, to take stock of the situation with a view to putting our house in order, and of these none is more encouraging than the awakening, interest in the higher education, and especially in technical education. Various committees of the professional organizations have cast much light on the matter and have pointed the way to progress and reform, but their scope is necessarily restricted by the requirements of precision and any excursion beyond these bounds must be undertaken by the unfettered individual who is free to rush in where responsible committees fear to tread. A discussion of the bearing of the higher education on character scarcely lends itself to objective treatment and yet, fraught as it is with imponderables and abstractions, the theme cannot be escaped in any com-prehensive scheme of education. The question is being pressed with growing insist-ence, why these United States, relatively to Europe, are deficient in intellectual output, and the ready reply, "Because America is a new country and Americans are too intent on developing their natural resources," is too facile and too false to carry conviction.

The interior of West Australia is an arid table-land, elevated 1400 feet above the sea. This plateau is flanked to the south by the Tertiary limestones which fringe the Great Australian Bight. It is bordered northward by the Carboniferous beds of the Fitzroy river and westward by the granite of the Darling hills, while to the cast this wide area, about 900 miles square, slopes downward imperceptibly into an undulating plain of sand, which stretches with dismal persistence across the boundary of South Australia. The waters of the ocean receded from this tract of land long ago; it is probably the oldest landsurface on the globe, and represents the basal wreck of a much larger continent. Fig. 1 is a map of this region. The Coolgardie and Kalgoorlie gold-fields are situated in the southwestern part of the region. The rock-formation consists of granite penetrated by diorites and andesites. The latter are occasionally associated with tuff's, which have been readily mistaken for sedimentaries. There are no fossil-bearing rocks, such as would afford a datum-line from which to measure the relative geological age of the prevailing formation. On the extreme edges of the mining territory there are, it is true, remnants of sand-rock which are considered identical with the " Desert Sandstone " of Queensland, determined by Daintree to be of Mesozoic age. But even this formation has evidently been laid down so long subsequent to the underlying rocks that it serves merely to emphasize their much greater antiquity. In their characteristics and in their relations to each other, the granite and the diorite of the Coolgardie region appear to me much to resemble the Laurentian granite and the Huronian

Recent discovery at Mount Isa of copper mineralization in commercial amount at a depth of 1000 ft., coinciding with downward termination of ore at about the same depth within the larger silver-lead-zinc lenses that have been the standby of Mount Isa's production to date, has been cited as an example in support of mineral zoning. A previous paper by the author and Graham Hall1 furnished a detailed description of the geology of the ore at Mount Isa as exposed up to that time, but necessarily dealt mainly with the silver-lead-zinc mineralization. Most of the geologic facts that constitute the first half of the present paper were set forth in the previous one in much greater detail, with full supporting evidence for the facts cited. The large amount of underground development (approximately 20 miles) and the extensive exploration carried out by diamond drilling (100,000 ft.) at Mount Isa, added to extensive microscope work conducted over a period of years, both by the company's staff and by others, had made possible the calculation within fairly close limits of mineralogical composition of the principal mineralized block of ground down to 1000-ft. depth, and had established closely the mineral succession, with reasons for deposition of the various minerals in the patterns now occupied by them. The geologic facts as outlined in the previous paper remain as stated; but because substantial development within the new copper ore body and further exploratory diamond drilling within the new silver-lead-zinc area (Racecourse) have taken place since that paper was written, statements and figures relating to those two areas in the present paper supersede those furnished in the previous one. The recent work likewise has established more clearly the paragenetic relationship between the chalco-pyrite and galena. Evidence confirming the relationship is furnished in the present paper. RECOGNITION of the benefits to be gained from the continuous casting of molten steel into finished or semifinished products has been given by scientific minds since the very beginnings of steel plant technology. In fact, Sir Henry Bessemer is credited with the first of a long list of patents' issued by the U. S. Patent Office for a process which would accomplish this desirable end. None of these early ideas attained practical success and, as a result, the conventional method of teeming into ingot molds became an integral part of modern steelmaking operations. This procedure, although refined to keep pace with the changes which have come about in steelmaking and finishing facilities, is recognized to have inherent shortcomings which adversely affect manufacturing costs and steel quality. Interest in the continuous casting of steel persists because the process is directed toward avoiding some obvious weaknesses of conventional ingot casting. It has been recognized that should it be possible to substitute any of the continuous casting techniques under current development for ingot casting, it would no longer be necessary to make large capital investments in primary rolling equipment, the sole purpose of which is to reduce ingot castings to a form rollable on finishing mills. The results reported in the continuous casting of non-ferrous metals and specialty steels indicate that in addition to avoiding the primary rolling mills there is some basis for expecting significant improvements in yield, surface, and internal quality. Recognizing the shortcomings of the conventional procedures, the Inland Steel Co., in cooperation with Atlas Steels Ltd. and the Freyn Dept. of the Kop- pers Co. Inc., embarked upon a program to evaluate certain aspects of continuous casting in order to determine whether the process could be applied practically to an existing integrated steel plant producing 'large tonnages of carbon steels. TO assist in this evaluation a study was carried out in which several types of low carbon steel were continuously cast in an existing machine. It is the purpose of this paper to review some of the results obtained in the casting studies and to interpret the information that was obtained so as to indicate factors that must be considered in assessing operating limitations and plant capacities. Despite the early interest in the continuous casting of steel, the actual application to the steel industry is relatively recent. At present, there are about 25 operating plants casting steel, most of which have been built in the past decade. None of these plants could be classified as large in terms of the tonnages that are being processed by the major integrated steel plants. In contrast to the situation in the steel industry, there has been widespread adoption of the continuous process in the casting of nonferrous alloys, particularly aluminum and copper. As a result, much of the basic information that was required to apply the process to steel was developed in the nonferrous industries. In this respect, a most important contribution was the development of the Junghans2 system, which was initially designed for the casting of nonferrous metals and later applied to the casting of steel. Alternative methods for casting have also been proposed by Babcock and Wilcox Tube Co.,'" the British Iron and Steel Research Association,5 and the Gebruder Bohler A. G.13 Each of these methods is now being used successfully for the casting of special steels in small experimental plants or in modest sized commercial steelworks. Cana, originally called Santa Cruz de Cana, is situated in the province of Darien, in the Republic of Colombia, S. A. The river Cana is a tributary of the Tuyra, which flows into the Gulf of San Miguel, and thence into the Pacific Ocean some 80 rniles S.E. of the City of Panama. • The Espiritu Santo mine lies on the S. side of the Cana river at the foot of the Espiritu Santo range. The plateau of Cana has an elevation of 2000 feet above sea-level, and the mine is about 200 feet above the plateau. The map of the Darien accompanying this paper is the only correct one in existence. It was made by Lucien N. Bonaparte Wyse for the Panama Canal Co., and has been copied fur the present use, with permission, by Mr. L. G. Inglis. The dotted line on this map shows the route from the coast to Cana. As this mine was one of the most celebrated at the time of the Spanish occupation, it is only natural that there are a great many traditions and writings concerning its former workers and production. Dampier mentions it, though he does not seem to have been nearer to it than El Real de Santa Maria, the port on the Rio Tuyra, about 50 miles by road from Cana. Senor Vicente Restrepo's work, entitled Estudio sobre las Minas de Oro y Plata de Colombia, translated by C. TV. Fisher and published in New York in 1886, is, perhaps, the best treatise on Colombian mines. He has devoted a great deal of attention to the subject of the Espiritu Santo mine, and has had access to all that dealt with it in the archives of Bogota. It will be interesting to quote a few pasaages from the above work, which seemed like a romance to the writer of this paper some years ago, when he first came across the history. The deformation mechanisms operating in Ti-5Al-2.5Sn at 20°K under uniaxial and biaxial stress fields were determined by using both optical and electron microscopy. In the uniaxially stressed specimens, de-fu~rnation twins were found only in the immediate vicinity of the fracture. Twinning was, however, established as a deformation mechanism under biaxial stress conditions. The same slip systems were opera-tiz,e under both uniaxial and biaxial stress. Prismatic slip was identified as the major slip syslem; however, basal and first-order pyramidal slip also occurred, but to a lesser degree. The interaction of moving dis-locations on intersecting slip planes resulted in the formation of jogs and dipoles. Hexagonal dislocation networks were formed only under biaxial stress conditions. A discussion is given on the formation of hexagonal dislocation networks. IT has been shown that titanium alloys can exhibit unusually high strengths when tested in a biaxial stress field.'-" The high biaxial strengths are a consequence of a strong basal plane sheet texture which results in distinctly anisotropic flow properties. This texture strengthening appears to decrease with decreasing temperature2 and would seem to indicate a change in deformation modes. For example, in a uniaxial tensile test, Ti-5A1-2.5Sn yields isotropically at 20°K but is strongly anisotropic at room temperature. The increase in biaxial ultimate over uniaxial strength at 20°K is also much less than at room temperature. It is known that titanium car] form deformation twins more readily at cryogenic temperatures than at room temperature.4 Since the formation of deformation twins will reduce the degree of basal texture in sheet material,' an accompanying decrease in texture strengthening would be expected. To investigate more fully the nature of texture strengthening at cryogenic temperatures, the deformation modes of Ti-5A1-2.5Sn tested in uniaxial and 1:1 biaxial tension at 20°K were studied by optical and electron transmission microscopy. EXPERIMENTAL PROCEDURE The uniaxial and biaxial stress test specimens were prepared from 0.020-in. thick sheets of Ti-5A1-2.5Sn ELI having the composition shown in Table I. Uniaxial stress conditions were obtained by using flat tensile specimens machined from the sheet material. The longitudinal axis of the tensile specimens was aligned perpendicular to the rolling direction of the sheet. Tile biaxial test specimens were prepared by rolling precut, 19-in.-lengths of sheet into 4-in.-diam cyl- inders. Following longitudinal butt welding, the cylinders were stress relieved at 1000°F for 4 hr. A 9-in. sq "window" was then chemically milled into each cylinder's surface reducing the wall thickness in the milled area to approximately 0.006 in. The testing procedure consisted of pressurizing the cylinders while simultaneously applying a tensile load. Using this technique, a 1:l axial to hoop stress was obtained. Complete details of the specimen and testing procedures are given in Refs. 1 and 2. The biaxial and uniaxial stress specimens were all tested in liquid hydrogen. Specimens for electron transmission microscopy were prepared by first chemically milling to a thickness of about 0.001 in. followed by electrolytic polishing to electron transmission thickness. ON the steep slopes of the Kootenays, 15 to 20 miles south of Nelson, B. C., are a number of ore occurrences (Fig. 1). One that has many features of mining and geological interest is the Ymir Yankee Girl Gold Mines Limited. Discovery of this property was made in 1899 at an outcrop on the hillside, some 2500 ft. above the village of Ymir. This proved to be a branch vein 20 ft. long leading to two main veins, the Yankee Girl and the Spur (Fig. 5). The ore pattern as now delimited shows a remarkable increase in ore area with depth below the outcrop. This recent development is of interest particularly in view of the fact that the property was nearly con-demned, professionally. Another interesting feature, which has a bearing upon its history, is the persistent excess of tonnage produced from period to period over visible reserves. This is not ascribed to lagging mine development, but to detailed vein characteristics, which we will endeavor to make clear by giving a description of the veins and their surroundings.

The subject of transverse fissures in steel rails has been discussed very thoroughly in recent years from various points of view and the final opinions expressed may be roughly classified into two groups: That these fissures are the result merely of fatigue of the steel and are independent of the quality of the metal. That the quality of the metal and the mill practice must have something to do with them. The first point of view was most ably and logically presented by J. E. Howard,' and in the discussion of this paper, as well as in several other preceding publications, Dr. P. H. Dudley, Consulting Engineer of the New York Central Lines, has strongly defended the other opinion.2 The steel makers of the country have naturally rallied under Mr. Howard's banner, hoping to place the entire blame for these failures upon the railroads with their high wheel-loads, hard steel, heavy traffic, and sometimes inferior road-bed; while the railroad men, on the other hand, have been busy accumulating statistics and records in the effort to find an actual reason in the rails themselves that would account for the seemingly haphazard occurrence of transverse fissures under varying conditions and at widely separated points. The view that these fissures were due merely to normal fatigue under alternating stresses seemed most reasonable to the writer until quite recently, because from work done in this laboratory, as well as the work of other investigators, of the problem, no structural differences, in the vast majority of cases, were found between metal at the nuclei of transverse fissures and metal at similar positions in the same rails or in other rails that had not developed fissures. A fully-instrumented driving mechanism has been constructed to study the power, aerating and solid suspension characteristics of several laboratory flotation machines. Machines operating over normal flotation speed ranges give substantially constant power numbers in liquid systems indicating that they operate close to fully baffled turbulent flow conditions. Owing to lack of geometrical scaling, power numbers for different sizes of cells of the same make are different. Even larger differences occur between cells of different manufacturers. For a given impeller, varying the tank size did not significantly affect the power consumption. Tank geometry and baffling has a slight effect on power consumption with shrouded impellers. For a given impeller speed, suspension height decreases while power increases with increasing mass of solids in suspension. While power consumption is hardly affected by particle size and clearance between the impeller and tank bottom, the suspension height significantly increases as clearance increases and as particle size decreases. Aeration was found to affect not only power but also the suspension characteristics of the machine. For closely sized particles, drastic sedimentation occurred when a critical value of the air flow number was exceeded. The critical air flow number decreased with increasing particle size. This effect was less marked with a wide particle size range. The self-aerating capacity of flotation machines increases with cell size at a given speed for the same impeller-shroud system, but decreases in the presence of frother and solids. Equations have been established for correlating all of the studied variables. Data taken from the literature were also correlated with these equations. The modern mechanical flotation machine has, over a period of 60 years, displaced other designs to become the dominant type. Once the correct chemical environmental conditions have been established, the major requirement, selective mineral-air adherence, is essentially a function of two operating variables — impeller speed and air rate. The special nature of this dependence is such that in the same apparatus, but under different operating conditions, adherence can be either prevented or destroyed. Another aspect of this observation is that flotation machines though differing in detail to a considerable extent can produce similar metallurgical results. It must be concluded that having determined the correct reagent levels, establishing the correct operating conditions are at least as important as machine design. Since about 1960, after 30 years of fairly stable circumstances, manufacturers have been developing new types of machines whose major feature is emphasis on pulp flow characteristics by virtue of new im-peller-stator designs. As far as can be ascertained, these new designs necessitate radical departures from accepted impeller speed-air rate values. Performance data are still awaited. Flotation machine development has been empirical, as is selection of operating conditions. The purpose of the work at Columbia University has been to elucidate the fundamentals of the subject so that the purely mechanical aspects of the flotation process can be understood in hydrodynamic terms.1-6 Hopefully, this might lead to intelligent selection of a particular machine and its operating conditions for a specific ore based on a minimum of testing, or even to new types of flotation machines. The present investigation is the most comprehensive to date.7,8 Earlier work, which was largely exploratory, has been repeated and extended and employes the most accurate measuring techniques available. Additionally, sufficient hydrodynamic data were obtained under flotation conditions to delineate the relevant operating ranges. Attention has been given to scaling in that several geometrically scaled tanks and impellers have been constructed and tested; it has been pointed out elsewhere that undistorted geometrical scaling rarely pertains in flotation machine design.5 This paper is divided into sections dealing with relevant combinations of the three phases: liquid, air and solid. Summaries of the literature have been given in previous publications2-4 and will not be repeated here. Recently, several reviews of mixing have appeared, which can be usefully referenced.9-11 It is of interest to note that flotation is not included

This paper, descriptive of a single mine, is presented in the belief that it may furnish useful suggestions to mine-managers encountering similar problems; and it includes the details which will enable them to estimate the value of the methods employed—especially where these depart from common practice. Tt should be added, however, that this mine is not typical of the San Juan district, but differs markedly from neighboring mines in physical conditions and metallurgical requirements. The Liberty Bell mine is situated in San Miguel county, Colo., on the west front of the San Juan mountains, 2 miles north of Telluride. The vein was discovered in 1876 by Wm. L. Cornett, who, with subsequeilt locators, took up claims along the apex. A few hundred feet of development-work was accomplished, and a few? tons of ore were smelted or milled; but profitable working proved impossible under existing
