Wash.) recently tossed a live grenade into the hardrock mining industry with proposed legislation to change provisions of the law governing Federally owned mineral values. Title Two of the measure would place hardrock mining agreements on a leasing basis similar to that which has applied to oil and gas since 1920. Known as the "Public Domain Lands Organic Act 01 1971" or S.921, the bill would monitor exploration by heavy machinery which ran destroy fragile ecology without any requirement for restoration or rehabilitation." Jackson said. Abandoned mining claims, lie continued, dot the public domain, "casting clouds upon the title to property which belongs to all the people.” and a minerals leasing system is "the most practical way of achieving the proper balance."

It is usually assumed that chemical specifications are sufficient for steel to be used for case carburizing, and if the steel analyzes within the ordinary limits specified for steel for this purpose, no difficulty traceable to the steel used should be encountered in obtaining satisfactory results in the case carburizing and hardening. Much work has been done to determine the effect of various alloying elements on the rate of carbon penetration, etc. but, to our knowledge, little if anything has been published in regard to the effeet of the quality of the steel on the final results in the hardening of case-carburized steel parts. The writers believe that the structure of the case both before and after quenching is greatly affected by the actual condition of the steel itself as made, and that for good results in the case-carburizing and hardening departments, the steel should be of the best possible quality as regards non-metallic impurities. It is the purpose of this paper to prove that the presence of excess dissolved oxides in the steel, as made in the melting furnace, affects permanently the results obtained in carburizing and hardening and that it is possible that the presence of dissolved oxide call result in total unfit-ness of low-carbon steel for case hardening purposes. When races and rolls for roller bearings are made from a low-carbon steel, case carburized and hardened, it is of primary importance that the results of this treatment be of the highest quality. It is necessary, therefore, that in the case-carburizing work each detail be rigorously checked to avoid any defects which would cause the loss of much time and material. The case carburizing with which this paper deals was done in under-fired oil furnaces. The temperature of each furnace is controlled by means of a platinum platinum-rhodium thermocouple, in connection with a potentiometer indicator and potentiometer recorder. The temperature of each furnace is registered every 15 min. by an operator, who is continually checked by the automatic recorders.

The two questions considered in this study are: (1) what similarity is there in the liberation of magnetite from various iron formations, and (2) how is this liberation affected by the size reduction technique employed. Twelve sample suites were obtained from commercial concentrators processing magnetite iron formation in the United States, Canada, and Australia. These samples have grades in the range 15 to 45% magnetite iron and approximate mineral grain sizes o f 50 to 2000 microns. Efforts were directed at measuring the liberation characteristics of the samples obtained from the concentrators primary grinding mills. The Davis tube, a laboratory magnetic separator, was used to concentrate individual size fractions of the size reduction product to determine liberation data. These liberation data were compared with relationships calculated from a highly idealized mathematical model of liberation in a binary mineral system. The results of these comparisons have been encouraging for nine or ten of the twelve samples tested. This leads to the conclusion that for most commercial iron formations, at least with conventional rod mill size reduction, it is possible to quantitatively characterize liberation with two parameters: an effective mineral grain size and ore grade. Limited laboratory size reduction tests as well as one of two sets of liberation data from commercial primary autogenous grinding lend some support to the contention that autogenous grinding can affect mineral liberation.

A PARTIAL phase diagram for the As-Te system is given in Hansen.' The only compound reported is As2Te3, melting at 362°C. Stoichiometric quantities of reagent-grade elements were reacted in evacuated quartz and directionally cooled. The resulting ingot consisted of very thin threadlike crystals from which only very small single-crystal fragments were isolated. A powder diffraction diagram disclosed nonisomorphism with the analogous V-VI compounds insofar as these have been reported; Sb2S3, As2S3, Bi,S,, and Bi2Te3 data in the ASTM index of powder patterns, together with the single-crystal data on Sb2Se3,2 were used for the com- parison with the observed spacings. Single-crystal data confirmed the uniqueness of the As2Te3 structure. Single-crystal Weissenberg diagrams have so far yielded the following data: As2Te3 is monoclinic, space group C-m (OkO data still lacking), a = 14.4A, b = 4.05A, C = 9.92A, ß = 97". The cell volume is about 5802. The set of isomorphous ortho-rhombic cells of Sb2Se3, Sb2S3, and Bi2S, are apparently related to As,Te, in having one lattice constant close to 4.0 and with cell volumes as large as 540A8. Assuming Z = 4 for As2Te3 also, the density is calculated as 6.1 which agrees well with a roughly determined value of 6.0. A complete structure analysis is under way.

Attempting to analyze a 25-year forecast after less than a third of the time has elapsed may seem premature. The President's Materials Policy Com- mission's report necessarily painted with a broad brush and made no claim for pinpoint accuracy in its predictions. More importantly for present purposes, it made no attempt to predict the detailed courses of production and consumption during the period forecasted. Several statistical highs and lows may very well lie between now and 1957, so comparing recent figures with points taken from the report on a straight-line basis would be illogical. Moreover, the report assumed that the general trend of consumption-domestic and foreign-would be upward. Contrarily, domestic figures were lower in 1957 than in 1950. Therefore, to project curves from 1950 through 1957 leads to conclusions that are probably false. Many in the industry would feel more uncertain about forecasting 1975 domestic conditions now than they would have been in 1950, even though nearly a third of the 25 years has elapsed. In making comparisons, several statistical problems are encountered. The Paley report figures for 1950 were estimated in several cases and corrected figures vary as much as 10 pct. For example, the report placed 1950 lead consumption at 800,000 tons, whereas actual consumption was 885,000 tons. Obviously, in comparing more recent figures with the report's projections, adjustments must be made for positions taken in error from the start. Over the long pull, such discrepancies will probably be insignificant, but they must be noted in comparing short-term changes.

THE first difficulty mentioned is that in some instances two or more beds of coal separated by sandstone or slate rocks of considerable thickness in one part of a basin, are found running together in another part. Of course, we may happen to strike first the part of the basin where there is but a single seam, and in this case the bed would appear to divide into two or more branches within a short distance. Such cases are not rare in the anthracite coal-fields. I would suggest as an explanation of this phenomenon the gradual sinking of the peat-marsh-the embryo coal-bed-on one side, and the moving forward of the marsh, so that on one part of the bed the formation of peat would still be progressing, while another part, being under water, would be covered with mud and sand. Thus we have different portions of the same bed of different ages. Now if the sinking of the marsh be stopped for a time, the bed will become thicker in the portions left exposed, and if the sinking now changes in direction, so that the part that had previously gone down com¬mences to rise, we should have the phenomenon of a bed, continuous throughout, with one portion overlying another, and separated from it by rock strata. These are exactly the conditions observed in splitting beds. While one side of the lake is sinking, and the peat-marsh moving on in that direction, the other side may be rising,

INTRODUCTION Rock slope stability typically is governed by the geological discontinuities. This stability can be improved by drainage, unloading, adjustment in slope orientation, adjustment in slope angle, and also by reinforcement such as bolts or tendons. This paper addresses the modeling of bolt reinforcement in rock slopes. Most geological discontinuities such as joints have rough surfaces; they dilate during shear displacement. Their shear strength is characterized by two envelopes (Fig. 1); the peak envelope is distinct from the residual envelope when the joints can dilate. If the dilation is restrained transversely, such as with bolts, the normal stress will increase and the joint strength also will increase. It has been demonstrated that this increase may be considerable (Obert et al., 1976). The new normal stress at peak strength is a com- posite function of the properties of the rock mass and of the steel (Heuze, 1979). Hence, the dilation and its resultant effects on joint shear strength must be included in the analysis and design of the reinforcement. We present a model which can be used to perform such an analysis. Early studies of rock reinforcement in mining and civil applications (Lang, 1957 - Panek, 1962 - Osen and Parsons, 1966 - Lang, 19721, did not consider the specific effects of bolts on joint shear strength. In 1973, Heuze and Goodman reported direct shear tests on rough sandstone joints with bolts perpendicular to the joint plane (Fig. 2). The term metamorphism as commonly used means any change in a rock in either form or composition, from whatever cause. By metasomatism, according to Lindgren, is meant a metamorphism that involves a change in the chemical composition of a rock by the addition or subtraction of substance. Certain types of metamorphism are due to the action of mineralizing solutions, and are closely connected with ore deposition; they form, therefore, valuable guides in the exploration for ore-deposits. Other types of metamorphism are due to regional processes, and are not connected with ore deposition. By dynamo-regional metamorphism is meant a primary alteration of rocks over large areas under conditions of pressure, flow- age, and heat. This process produces schists and gneisses from either sediments or igneous rocks. It is thought that there is little migration of minerals or of elements in dynamo-regional metamorphism, and that the changes are due chiefly to recrysallization and rearrangement of original minerals in bands with their major axes oriented normal to the direction of greatest pressure. Under these conditions limestones are commonly altered to marble, and sandstones to quartzite, basic igneous rocks to greenstone or serpentine, while rocks of normal or acid com- position commonly yield the usual types of schist or gneiss. Dynamo-regional metamorphism, extending over large areas, has no connection with mineralizing processes, and is, therefore, no guide to ore deposits; while this process has certain features, such as characteristic mineral associations, in common with contact metamorphism, the results of the two processes may usually be distinguished without difficulty.

With the greatly expanding use of magnesium during the war, it appeared necessary to the War Metallurgy Committee that the notch sensitivity of magnesium alloy extrusions be further investigated and the influence of various factors upon notch sensitivity be noted. Accordingly, the National Defense Research Committee of the Office of Scientific Research and Development placed a research contract with the University of California, supervised by the War Metallurgy Committee. The work discussed herein was done under "Restricted" Project NRC-21, reported in Dec. 1943~; it has been released for publica-tion by the O.S.R.D. Scope of the Investigation The notch sensitivity of various magnesium alloy extrusions was determined under axial tension, and also under several conditions of nonaxial tension. Hardness, grain size and other metallographic features were observed; stress-strain data were obtained, and the chemical compositions of the alloys were determined, in order to correlate these quantities with thc notch sensitivity. Notch sensitivity under axial tensile load was determined for a few specimens which had been cold worked to various degrees by tensile prestraining. Magnesium alloy extrusions studied included Dowmetal 0, X, J, and A(. For comparison, extrusions of aluminum alloy 24s-T, cast bars of aluminum alloy 122-T2, and cast bars of magnesium alloy C were also tested. The specified chemical composition of these alloys is given in Table I. All bars tested were within specification limits of composition. Investigation of thc tensile notch sensitivity of various magnesium alloy extrusions, under conditions of axial and eccentric load, showed little or no correlation with stress-strain or other conventional data. Since the many uncontrolled variables present might mask significant relationships, one alloy was selected for intensive study. Magnesium 0 alloy extrusions were subjected to experimental heat treatments, and the ,Changing hardness, tensile strength, microstructure, and notch sensitivity observed. Experimental Techniques and Procedures Tensile Testing Bars used for axial loading were machined with % in.- and with 34-in. minimum diam1 and included specimens with 60" V notches (Fig I and 2). Each V-notched specimen was roughed out carefully and then finished with a honed tool. The investigations of Wymanl have demonstrated that copper deoxidized with several of the commonly used agents that confer immunily to ordinary hydrogen em-brittlement can still be embrittled if it is annealed alternately under oxidizing and reducing conditions. During the oxidizing cycle, oxygen diffuses into the copper and frequently deposits a subscale composed of the oxide of the residual deoxidizing agent. Upon subsequent reduction with hot hydrogen, the copper becomes ruptured along the grain boundaries to a depth sharply limited by the previous penetration of oxygen as delineated by the inner boundary of the subscale. Obviously the sensitivity to this kind of hydrogen embrittlement is engendered by the introduction of oxygen during the oxidizing anneal, but beyond this the mechanism of the process, and hence the controlling factors, remain obscure. There are several possibilities: (I) oxygen dissolved in the copper matrix of the subscale may, upon cooling prior to the hydrogen anneal, precipitate as cuprous oxide which is subsequently reduced by hydrogen as in the familiar case of hydrogen embrittlement; (2) oxygen in solid solution in copper may itself confer susceptibility to embrittlement by hydrogen; (3) the normally refractory oxides such as those of aluminum, silicon and titanium may themselves be reduced by hydrogen when in contact with copper; or (4) the precipitated oxides of the subscale may be complex compounds such, perhaps, as SiO2.Cu2O, which are partially reduced by hydrogen. These possibilities have been examined, and it has been concluded that the first three and possibly the fourth are operative collectively or individually under more or less predictable conditions. Effect OF Precipitated Cuprous Oxide and Dissolved Oxygen The literature provides no definite proof that oxygen in solid solution in copper can confer susceptibility to hydrogen embrittlement; indeed, the research of Leiter2 seemed to indicate the opposite—that to produce the effect, cuprous oxide must be present in massive form and in a more or less continuous network along the grain boundaries. To test this point, pure copper has been annealed in hydrogen under conditions designed to ensure the presence in various samples of: (I) precipitated cuprous oxide, (2) dissolved oxygen only, and (3) no oxygen in any form. Very pure copper" said to contain no oxygen and no spectro-scopically detectable traces of any other element (that is, no individual detectable impurity in quantity greater than 0.0001 per cent) was used. Strips of this material cold.-rolled 75 per cent to 1/8 in. in thickness were subjected to the following treatments, the results of which are noted:

In much of the work reported in the literature on long cores. true connate water value, probably have not been obtained because of insufficient flow of 011 to attain equilibrium. A -.satisfactory method for establishing connate water in long cores has been developed in which oil flow is maintained until no additiona1 water is displaced. INTRODUCTION Long cores have been used by sev-erals investigators in an effort to evaluate the efficiency of oil recovery for various producing schemes. The effects of many variables such as rate of displacement. pressure drop, volume of displacing medium, gas-oil ratio, inter-facial tension, and others have been investigated, and the merits of gas drive have been compared with water drive. In the older experiments no connate water was used. but in the more recent stndies the philosophy of the experiment calls for a core containing oil and connate water (irreducible water) as the starting point of the experiment. The method generally used to establish this condition in long cores involves dynamic' displacement wherein one or more phases are forced through the core. flow being maintained at a constant rate or at a constant pressure until a steady state is reached wherein there is no change of saturation with time. It is one purpose of this paper to point out that in much of the work reported in the literature true connate water values probably have not been obtained. The reason for this failure is pointed out. and a method for obtaining more reliable connate water values on long cores is presented. It is impossible at this time to completely evaluate the effect on the conclusions in the earlier papers resulting from the failure to obtain true connate water in the long cores, but some data are presented which indicate that serious errors may he present in many cases. MATERIALS AND APPARATUS Cores cut front outcrop sandstones (Strawn. Torpedo, and Elgin sandstones) with permeabilities of the order of 300 md were used. The major experiments were made with a core 18-in. long and 2-in. in diameter. Cores of the same diameter but only 12-in. long were used in a few tests? and in some work a core I-in. in diameter and 11-in. long was used. These materials were all somewhat bentonitic. 'To reduce the effect of such constituents, one of the cores (Torpedo No. 10) on which the most work was performed was acid extracted at the start of the experiment. Brine containing 50,000 ppm chloride and naphtha (Stoddard's Solvent) were used as the water and oil phases, respectively. The core was mounted in a rubber sleeve which forms the inner lining of a brass cylinder. In this arrangement2 the rubber sleeve is forced against the core by applying pressure to water in the annular space between the rubber sleeve and the brass cylinder wall. The core is therefore sealed in rubber so that all fluids introduced at the input end of the core flow through the core. With this equipment the core may be easily removed for inspection and analysis. Also, other cores may be introduced for study with no extra time for preparation such as is required when plastic mounting is used. When pressure or conductivity measurements are desired at intermediate points along tile length of the core, the brass cylinder comprising the outer jacket of the core holder is cut into section, of the desired length. Each section is then made up as an individual unit with its own rubber sleeve (see Fig. 1). The individual units are then butted up against a ring of plastic or other insulating material which carries an electrical contact for resistivity measurements and an opening which can be used for the measurements of fluid pressures. The individual units are forced tightly against the plastic ring separators and held in place with several tie rods. Inlet and outlet end butts of the same diameter as the core and several inches in length are provided to control the introduction and withdrawal of fluids and to complete the arrangement for sealing the core within the rubber sleeve. Fluid flow is maintained either by applying pressure to the liquid confined in a reservoir or by the use of a gear pump. The latter is preferable where continuous flow at a moderate rate over a long time interval is desired since a small volume of liquid can be readily recirculated using filters to prevent plugging of the core. As a result of the studies on recrystallization and crystal growth made in this laboratory, certain theories have been developed. These are expressed briefly in a paper by Dean and Hudson.' One of the principal points brought out in that paper is that in the deformation of a crystal, the energy supplied is distributed to the atoms of the lattice, probably by the forced formation of molecules. It is found that a Maxwellian distribution of the energy among these atoms will account for the grain growth at various temperatures. According to such a distribution the number of atoms with energy above a certain critical value, E, necessary for recrystallization at the absolute temperature T is given by n = Ne-E/kT where N is the total number of atoms. It is apparent that if this line of reasoning is correct, a metal which has been cold-worked and reheated to a temperature below that of complete annealing will have the atoms with the higher energy recrystallized, that is, reduced to normal energy and there will remain only atoms below a certain energy. If this metal is again cold-worked the peak in the number-energy distribution curve will, as compaied with its position after the first cold-working, be displaced toward the regions of lower energies, that is, the temperature of recrystallization will be higher. By a repetition of this process the position of this maximum and hence the recrystallization temperature of the metal could be raised considerably. In order to check this theory, experiments have been made on copper wire. The wire was drawn from 1/4-in. rod to 22 B & S gage and then sample lots were annealed at 400 and 220° C., respectively. The wire annealed at 400° C. gave an elongation of 34 per cent., whereas that annealed at 220° C. gave only 23 per cent. These wires were then drawn by identical practice to 34 B & S gage and the elongation determined after an anneal of 3 min. in an oil bath held at various temperatures. Some conceptions, particularly those regarding the necessity of depth, have been fairly well shattered, as we find that they are present in the water tunnels of New York, on the surface at marble quarries in Vermont, and in the coal mines of the United States, as well as in the deep mines of the South African and Kolar gold fields, and in the nickel, copper and gold mines of Canada. Their occurrence under such a variety of conditions is, therefore, a challenge, which, if successfully met and overcome,

The handling and disposal of mine water is a much larger problem than is apparent at first glance. Many more tons of water are removed from underground coal mines in the United States each year than tons of coal. In the old anthracite region of Pennsylvania the average was around 32.7 t (36 st) of water for each ton of coal produced, while bituminous mines average about 4.5 or 5.4 t (5 or 6 st). Water encountered in the mines may come from several different sources. In mines with light cover and without a firm solid roof, rain may seep directly into the workings. This is also true of deeper mines where pillar falls have broken the roof to the surface. The top under creek beds is generally faulty and broken and water comes through the roof at this point. Deeper mines are frequently overlain by water-bearing strata and pillar breaks and faulty top can admit water, while places running to the dip often accumulate water which comes up through the bottom. In all cases, except where passing under a year-round stream, the amount of water made is usually pretty closely connected with the weather-more water during the rainy season, less in the dry, although the deeper a nine is, the longer it is before changes in rainfall are felt. Another source of water, not connected with seasonal changes, is old water, accumulated over a period of time in abandoned workings of the mine, or from flooded adjacent mines. Here the water filters through the coal, the parting, or comes up through cracks in the bottom. Similarly, core holes, drilled to prospect the property, can be a source of unexpected water and modern safety requirements for dust-allaying water at the working faces can turn a pleasant working area into a soggy mess over the weekend if the system is not properly maintained and operated. Why water must be disposed of is obvious. If allowed to accumulate, sooner or later the mine will fill up, or at least it will become "roofed" in low places, blocking ventilation and traffic. ATHOUGH the open-hearth charge contributes CO, CO2, and water vapor to the combustion gases and absorbs oxygen from them, in the main the thermal effects in the melting charge and molten bath can be considered independently of those in fuel combustion, the latter being regarded simply as the source of any extra heat required to finish a heat of steel. First of all, it should be remembered that a large percentage of the heat supplied to the bath is furnished by oxidation of the various elements in the charge itself. If this charge consisted of 80 to 100 per cent of hot metal and the oxidation were obtained by blowing in air or oxygen, as is the case in the Bessemer converter, then the net heat absorption would be negative, that is, the bath would contribute part of the heat required to keep the melting chamber hot, in addition to that contained in the finished steel and slag. In actual open-hearth practices, probably the nearest approach to this is in the duplex furnace, charged with Bessemer-blown metal and some hot metal, where very little heat is required to complete the refining and nearly all the heat energy from fuel combustion is used to keep the roof and walls of the melting chamber up to around 2900 to 3000°F. (1600 to 1650°C.) so that the bath will not cool off during the refining. The other extreme is with all-cold charges containing around 80 per cent steel scrap and 20 per cent cast iron or cold pig iron, in which case a very large proportion of the heat in the bath at tap is supplied from the fuel combustion. THERMAL EFFECTS IN MELTTNG In the previous chapter it was pointed out that in a typical heat, the fuel furnishes about four million B.t.u. per ton of steel produced. The heat required for the metallurgical processes is not easily defined in useful manner (as is shown later), but it ranges downward from about one million B.t.u., depending not only on the charge but on the manner of calculation. In any event this requirement appears quite small in comparison with the heat furnished by the fuel and invites

Although several recent papers have shown that equilibrium contact angle in dodecylamine solution-quartz systems can often be directly correlated with flotation behavior, it appears that under conditions of relatively high amine strength and pH such a correlation can't be made. Under these conditions, when there are precipitated amine dipoles present, it appears that a dynamic contact angle formed immediately after introduction of fresh gas bubbles into the system is also of importance. The dynamic angle decreases in magnitude as a function of time. Apparently the decrease is the result of changes in interfacial tensions (liquid-gas and solid-gas) as a function of time. Dynamic angles of the type described can't be observed in trimethyldodecylammonium chloride solution-quartz systems. Several recent papers1-3 have shown quite conclusively that contact angle data can often be correlated directly with flotation behavior in cationic surfactant solution-quartz systems. At the same time, Iwasaki, Cooke, and Colombo4 have shown data for a dodecylammonium chloride solution-goethite system where, in the vicinity of pH 12 and a collector concentration of 10" M, 100% flotation occurs when equilibrium contact angle appears to be zero. A clue to this discrepancy can be found in the work by smith2 who reported the occurrence of dynamic, time dependent, contact angles in a quartz-dodecyl-amine solution system at relatively high pH values and at surfactant concentrations greater than or equal to 10-4 M. It was found that under these conditions, if a fresh bubble was brought into contact with a properly conditioned and polished quartz surface, a large angle was obtained. The large angle, however, instantly started to diminish in magnitude, sometimes to a smaller stable angle and sometimes to its complete disappearance. Also, if the bubble was preconditioned for some minutes (or sometimes even seconds) in the same amine solution, the smaller or sometimes zero stable angle was obtained when the bubble was brought in contact with the quartz surface. One is immediately led to the thought that perhaps it is these dynamic angles when they exist, not stable angles, that are of primary importance in flotation.
