Relationships are derived between average dimensions measured on a polished cross section and the spatial dimensions of particles dispersed as uniform cylinders. The equations are applicable to the measurement of rods or plates without the stipulation that they be extremely thin. QUANTITATIVE analysis of the elements of mi-crostructures has been limited by a lack of knowledge concerning the relationships between observations on plane surfaces and the spatial nature of the structure. This paper is an extension of previous efforts to establish equations suitable for the quantitative investigation of microstructures. The equations derived fill two gaps in the range of particle shapes for which measurements may be required, namely those shapes lying between extremely thin plates and equiaxed particles (approximately spherical), and those intermediate between equiaxed particles and extremely thin rods or needles. In a previous paper' equations were developed relating dimensions measured on a polished cross section to the average spatial dimensions of particles in the form of spheres, extremely thin plates, and extremely thin rods. For extremely thin rods the dimensions measured on a polished cross section were found to depend on the radius only, so that no information concerning the rod lengths or number of rods per unit volume could be obtained from observations on a cross section. In this paper equations are derived relating dimensions measured on a polished cross section to the spatial dimensions of particles in the form of identical cylinders. These equations may be used to evaluate the dimensions of rods, as well as the dimensions of plates, without the stipulation that the plates or rods be extremely thin. The impossibility of evaluating the length of extremely thin rods from planar measurements appears as an increase in the amount of data required for a given precision, as the length-radius ratio increases. Consider a sample containing particles of a phase in the form of cylinders of uniform radius T and height t. If the cylinders are randomly oriented, as in a sufficiently large sample of a fine grained poly-crystalline material, area and lineal analysis may be carried out with parallel cross-sectional planes and lineal traverses. If the cylinders are not randomly oriented, it is necessary to randomize the orientations of the cross-sectional planes and traverse lines. Let a unit cube be cut from the sample, and a cross-section plane be passed through the cube parallel to one of the cube faces. The number of particles N, cut by the cross-sectional plane per unit area is equal to the number of particles N, per unit volume times the probability p1 of a plane intersecting a single randomly positioned and randomly oriented cylinder in the cube. Let J be the maximum cylinder dimension in the direction normal to the cross-section planes, as shown in Fig. 1. IT does not seem practicable to review all the other specialized curricula that have developed in the mineral industries field in so much detail as has been given for petroleum. Nor is it easy to draw a definite line between true curricula, leading to a designated degree in the special subject, and options, which may range from the mere substitution of one or two courses for others ' in the final years to differences so extensive as almost to amount to separate curricula. Even to attempt to catalogue all the options that have been offered at one time or another would , require too much space. The remainder of this discussion, there- fore, will be confined to three topics which seem to be of major importance. Mining and metallurgical curricula will be covered in a later chapter. Geology The first, from the historical view, is geology in its relation to the mineral industries. Previous, chapters have made clear that in the early years of mineral industry instruction in the United States economic geology and mining engineering, so overlapped one another that men who were by training and experience economic geologists were appointed professors of mining, while men who had graduated as mining engineers sometimes developed into professors of geology. Even today men whose basic training was in- geology as a pure science, and who perhaps took a doctor's .degree in that subject, have attained such distinction in the mineral industries as to be universally accepted as "mining men," and their right to be regarded as mining engineers would not be questioned, even though 'they did not .take a degree in engineering. A COMMITTEE of the American Railroad Association, consisting of Samuel Rea, president of the Pennsylvania System, Chairman; F. D. Underwood, president of the Erie Railroad; A. T. Dice, president of the Philadelphia & Reading Railroad; E. J. Pearson, president of the New York, New Haven & Hartford Railroad; and C. H. Markham, president of the Illinois Railroad (who was represented at the meeting by J. F. Porterfield of his system), met at the headquarters of the American Institute of Mining and Metallurgical Engineers, New York, on April 6 to assist in the Coal and Coke Committee's attempt to solve the bituminous coal problem. There was a full discussion of the questions of seasonal freight rates and the purchase by the railroads during the slack months of their winter's supply of coal. As the question of fuel supply for the railroads is in the hands of the Railroad Association, as well as the coal operators, it was vital that it should be represented at this important conference. The situation from the point of view of the mine operators was presented very thoroughly. No seasonal rates were considered necessary for the year 1920, and, as this matter requires considerable thought, it will be given thorough study and worked out in detail at a subsequent meeting.

THE session* on Non-ferrous Metallurgy held Monday morning was conducted in a most satisfactory manner with F. F. Colcord, vice-president, U. S. Smelting Co., in the chair. In spite of the early hour and the fact that members desired to register first, the meeting started quite promptly, with almost every chair in the room occupied. About 65 men were present and during the morning many more came but, not being able to find room, drifted away to other fields of activity. The first paper presented, "Lead Refining Practice of the Bunker Hill Smelter of the Bunker Hill & Sullivan Mining & Concentrating Co.," by Alfred F. Beasley (T. P. 303), was read in abstract by Edward H. Robie, and an animated discussion followed in which Messrs. Johnson (written discussion), Brewer and Jones and Professor Hayward participated. The discussion hinged principally on the liquation of the zinc crusts, but Professor Hayward called attention to the fact that the practice of keeping the gold and silver crusts separate was not new and the present scheme illustrated the axiom that processes based on fundamental principles should not be considered as extinct; one can never tell when it may be found advantageous to make use of them again.

A part of the field-seasons of 1900, 1901 and 1902 mas devoted by the writer to a study of the manganese ore-deposits of Georgia. A report embodying the results of this study is rapidly nearing completion, and when finished it will be published as a bulletin of the Geological Survey of Georgia. I believe, however, the importance of these deposits warrants a separate and earlier publication than that made possible by the Survey, in which the more important results of the study are briefly set forth. It is principally for this reason that the present paper has been prepared. Previous Work.—Some of the more important deposits of manganese occurring in the Paleozoic area of Georgia were studied to some extent previous to 1890 by Dr. Penrose;t and again in the early nineties by former State Geologist, J. W. Spencer. In a recent paper published in the Transactions, on the " Geological Relations of the Iron-Ores in the Cartersville District, Georgia," Dr. Hayes briefly mentions the manganeseores of the same district. The regular activities of the Insti¬tute are financed mainly by income derived from members' dues, from advertising in MINING AND METALLURGY, and from the sale of publications to the public. In addition, collateral activities and special projects are financed each year by means of income from endowed funds controlled and administered by the Institute. In the aggregate, the principal sums of these endowments amount to more than $560,000. An active effort is being made to in¬crease the endowment funds of the Institute through a standing committee, of which H. T. Hamilton is chairman; Paul D. Merica, vice-chairman, and of which the other members are: W. H. Aldridge, George D. Barron, Cleveland E. Dodge, John V. M. Dorr, Howard N. Eavenson, D. C. Jackling, Henry Krumb John M. Lovejoy, Harvey D. Mudd and J. V. W. Reynders. This committee feels that there exists a tremendous opportunity for the Institute to be of ever-growing service to the public, to the mineral industries, and to the profession. It welcomes suggestions as to names of men of means who are vitally interested in the mineral industries, and to whom the opportunity to make a contribution or bequest might appeal favorably if presented in the proper light by the committee.

INTRODUCTION A medium sized mine like the Mamut is not considered a standard size porphyry copper mine. If the infrastructure such as roads, bridges, port facilities, power supply, etc. is inadequate, construction cost per ton of copper produced will be unavoidably high. At the Mamut mine, all efforts had been concentrated to minimize construction cost and overcome an adverse natural environment. Consequently, it was inevitable that the amount of equipment and other arrangements were far from ideal. Some of the construction work was carried out by Japanese contractors, but most was done by local contractors, especially the buildings, installation of machines, roads, and tailings disposal dam, etc. All construction works, including a test run of an 18 000 t/d capacity mill, were completed in September 1975. The total development cost was about 100 million including interest converted into principal during the construction period. HISTORY The Mamut copper mineralization was discovered in mid-1965 by the United Nations' Labuk Valley Project. Following this discovery, further exploratory works, including geochemical survey, pitting, and shallow diamond drilling, which were carried out by the Geological Survey of Malaysia, revealed the existence of a disseminated copper mineralization of porphyry type. Sixteen steels containing different combinations of chromium and molybdenum, in amounts up to 5 per cent of each element, were examined for microstructure and hardness after air cooling and after furnace cooling from suitable austenitizing temper- atures. Diagrams summarizing the structnres and hadness resulting from these two cooling rates are presented (Figs. 3, 4, 7).t Data were also obtained on the influence of these two elements, individually and in combination, on the depth of decarburiza-tion observed after furnace cooling (Fig. 8). Composition of Material The chemical composition of the steels investigated is given in Table I. The plain carbon steel was made in a 2 5-ton Heroult electric-are furnace, while the alloy steels were made in a 4.5-ton Ajax-Northrup elec- tric induction furnace. The cast ingots were hot-rolled to 1.75-in. bars. Air-cooled Series The I.75-in. bars were forged to flat plates, 0.25 in. thick, from which specimens 0.5 in. wide by 2 in. long were cut. The specimens were pretreated to improve their homogeneity by heating to 1830°F. (I000°C.) for 20 min. and oil-quenching. They were then reheated to 1740°F. The subject of fuel-briquetting has attracted much attention on the part of engineers. and investors for the past 15 or 20 years, and especially in recent years, during which a number of plants have been built, with more or less commercial and technical success. Our technical literature contains numerous descriptions of certain processes, and discussions of the industry in general. For a history of the development of the art in the United States, and for descriptions of many of the processes which have been tried, reference may be made to the files of our Transactions, and, for more recent information, to a paper by C. T. Malcolmson, read before the First Annual Convention of the International Railway Fuel Association in June, 1909. The purpose of the present paper is to describe the briquette-plant of the Solvay Process Co. and the Semet-Solvay Co. at Detroit, Mich., which, after a period of long and costly evolution, is now operating satisfactorily on a commercial basis. I believe that it will be of interest to some of our members to have the details of operation, power-consumption, labor, etc., as worked out on a practical and commercial scale in a going operation.

The Red Mountain district, in Ouray County, Colorado, has been already referred to in the Transactions of the Institute, and notably in papers by Mr. T. B. Comstock, on " The Geology and VeinStructure of Southwestern Colorado" (Trans., xv., 218), and on " Hot-Spring Formations in Red Mountain District, Colorado—A Reply to the Criticisms of Mr. Emmons" (Trans., xvii., 261), and in the paper of Mr. S. F. Emmons, on " Structural Relations of Ore-Deposits" (Tram., xvi., 804). The district has attracted much attention from those interested in geology, because it seems to present a variety of ore-deposits rarely, if ever, met with elsewhere, and one which cannot be described by such well-understood terms as fissure-veins, bedded-deposits, or contact-formation. It will be the scope of this paper to note briefly, from the writer's experience in developing the Yankee Girl, Guston and other Red Mountain properties,—first, observed facts as to the ore occurrence and formation, and second, certain unsolved geological questions. It is difficult to understand why they did it. It was a demonstration of total commitment which sent chills of mixed admiration and fear up and down your spine. The scene was the bodega in Section A, 2660 Level on the 12 to 8 shift. The jefe was patiently waiting for the tea leaves to settle in a large metal cup. His attention was distracted by the appearance of a miner who had a problem. The long and short of it was that the miner believed the branch raise he was driving was unsafe and he wanted the jefe to come and see it. After lunch the jefe went around. First cautiously shining his light to peer up the raise from outside the chute, he then scrambled inside and swiftly climbed the cribs to the face. No question, it was hairy; about 4 crib sets were needed to catch up to the face. The unsupported raise was slabbing. It didn't take the jefe more than a few seconds to ascertain this situation and to slide back down. As he came out of the chute, a small avalanche arrived on his heels and provided a sort of exclamation point to his order; "cerrado!" In other words, shut 'er down.

The organization and purpose of the War Minerals Committee was explained in a special war notice in the-August Bulletin. The first work of this Committee is to secure and condense information as to the relative importance of different properties from the standpoint of domestic mineral production. When the possibilities of ore deposits are known, involving, in some cases, further examination through the voluntary services of, Engineers and Geologists, then the necessary policy required to stimulate such development can be determined. Proper recommendation has been and will be made to .the various agencies controlling the situation during the war. This will insure a complete presentation of the needs of the situation. Every legitimate effort will be made to stimulate the production of domestic minerals and to put the industries on a permanent basis. The following information forms indicate the type of information required by the Committee. Engineers and Geologists can assist in one of several ways in furnishing information to the War Minerals Committee:

Phosphate ore is being mined at Monsanto Co.'s Henry mine, near Soda Springs, Idaho, for the company's three furnace elemental phosphorus plant near Soda Springs. The finished product from the furnaces is elemental phosphorus which is subsequently used in the manufacture of detergents, food preservatives, fire retardants and other consumer items. In stripping and mining, D-9 crawler tractors are utilized to rip and push-load rubber-tired scrapers. The equipment consists of six D-9G crawler tractors, four Caterpillar 657B scrapers, eight Euclid S-24 scrapers, one Reich T750 drill and one Caterpillar No. 16 patrol plus various support equipment. Stripping is performed on a 12- month basis, two shifts per day, whereas mining is mainly in the summer months on a one-shift basis. The hauling season begins May 15 and ends November 1 due to freezing weather and snow conditions. Annual production is 1 million tons of phosphate rock and 2.5-3 million cu yd of stripping. Stripping, mining and hauling is performed for Monsanto by Dravo-Soda Springs, a mining contractor which owns, operates and maintains all equipment used. The contractor is paid for stripping by the bank yard and for ore mined and hauled on a tonnage basis.

HOWLAND, GEORGE P. HULST, FREDERICK 1. SNYDER. There were 32 members present at the dinner of the Chicago Section which was held at the Chicago Engineers' Club on Friday Evening, December 22. At the meeting after the dinner, the Chairman called attention to the work of Mr. Hoover in Belgium and spoke briefly of the assistance which' could be given him through the Belgian Kiddies, Ltd. Mr. Alonzo Kinyon read a paper on "Burring Powdered Coal" which so interested the members that many of them participated in the long discussion which followed. Prof. Harry B. Pulsifier then described the metallurgical plants about Chicago. He mentioned briefly the equipment and interesting features of 30 metallurgical plants of importance and stated that there were also 200 foundries in the district. He said that when number, size, quality and diversity of the plants are considered, the Chicago District is justified in calling itself the greatest metallurgical center on earth. What do you think are the major problems that the mining industry is facing? While I don't have any intensive knowledge of the various problems that plague our industry, I know that they are all part and parcel of a more complex and fundamental question: What must we do to make mineral extraction successful, safe, and profitable? Obviously, as mining people, we must continue to expand our technical know-how and to make better use of it. In today's context, however, that is not enough. We must also improve the "public image" of the mining industry. Why? Because the key word in the term "public image" is: the public. Many people in our country and in Congress, for instance, are against strip mining-and some are even against underground mining. Pressures from the public, from voters, have affected past, present, and new legislation. And government controls can be a major problem in any industry, let alone mining. At first, people ask government to intervene, act, or resolve problems, even in management and labor contract negotiations. But later, after Washington gets involved, there are clashes between departments and personalities, and eventually there is resentment against the interference with mining operations or our daily lives.

TWENTY years ago, W. T. Burns, in his paper presented at the Butte Meeting of the Institute, discussed the general scheme then in use in the electrolytic copper refinery of the Anaconda Copper Mining. Co. at Great Falls, Mont., for removing impurities from tank-room electrolyte and controlling its acid content. Since then marked changes have taken place in copper-refinery practice at Great Falls. The electrolytic copper refinery in use in 1913 has been replaced by a new and entirely modern plant capable of producing up to 27,000,000 lb. of cathode copper per month. With the building of the new plant in 1916, the treatment of converter anodes was discontinued. At first the substitution of refined anodes for converter anodes resulted in a decrease in the impurity content of the anodes, but as time went on, changes in metallurgical practices at the smelter resulted in substantial increases in the impurity content of the anodes. The leaching of the silver slime to remove copper before shipment to Raritan for treatment further added to the purification problem. The fact that the scheme of purifying electrolyte which Mr. Burns described in his paper' has proved adequate for our needs under a wide variation of conditions speaks well for its essential soundness.

In discussion of Mr. Macdonald's paper, I can say little more thau to add t~ the general acknowledgments of iguorae, and like several of the gentlemen who have preceded me, make one of those confessions which are thought to be good for the soul. Having had some experience in the erection of bridges during past years, I am aware that We yet need much information in order to proportion them to the best advantage. I would more especially like to emphasize three of the points mentioned by Mr. Macdonald, as among those upon which we lack knowledge; these are: first, the behavior of steel; second, the proportions of compression members; and, third, the influence of the size of a bar upon its strength per square inch. First, as to steel. While we all acknowledge this as the material of the future, our position map be said to be still one of expectaucy. Feu? engineers are bold enough to employ it largely in bridges, and those who do, find such serious difficulties in obtaining uniform grades of it, are so puzzled by apparent anomalies and unexpected phenomena, that it requires considerable faith and courage to apply it in large structural masses. FATTY acids have been used as standard collectors for floating the matrix1-8 but not the leached zone phosphate ores. After a series of investigations, Davenport9 and Tarbutton10 concluded that the Florida leached zone ores tested were unamenable to fatty acid flotation and must be upgraded by floating the siliceous gangue with Armac-T as collector. The cationic flotation was estimated11 to cost almost ten times as much as a fatty acid process that would ideally give the same flotation grades and recoveries of phosphates. Mineralization: Extensive deposits of leached zone aluminiferous phosphate occur in The ore sample used for this work was obtained from the Virginia-Carolina Chemical Corp., Clear Springs area, Florida. The ore is a potential source of uranium and aluminum as well as phosphorus. Since the uranium and the recoverable aluminum are contained in some of the phosphate minerals, an upgrading of phosphate results in a corresponding enrichment of both uranium and aluminum. The phosphate minerals in the ore are primarily pseudo- wavellite, millisite, and carbonate fluorapatite, with a minor amount of wavellite. Quartz and clay are the common gangue minerals, quartz being pre- dominant. Others present in small amounts are ilmenite, hydrated iron oxides, staurolite, monazite, and zircon.
