THE first year to which the Revenue Act of 1936 has applied is now passed. It is appropriate to try to give some calm thought to the plan of Federal income taxation as now imposed and what it will mean to the business and industry of the country if this plan of taxation is continued unchanged. Whether or not we like to pay these taxes is beside the point. Taxes are high and may be expected to be high for many years. The important question is whether the taxes to be imposed will destroy or injure business enterprise and development, and, in so doing, lower the standards of employment, living, comfort, and welfare of our people. The power to tax is the power to destroy. That destruction may come suddenly as a cyclone, or slowly as dry rot. What, if any, features are there in the present plan of Federal income taxation that have these destructive tendencies? A few of the points follow that seem to call for consideration.

In this chapter there is a wide difference in the meaning of some words used for rock and mineral names as defined by scientists and tabulated in the "Glossary of Geology and Related Sciences," published in 1957 by the American Geological Institute, and the meaning as used by the commercial producers of feldspar. It is necessary, therefore, to define these terms giving both the "scientific" and the "practical" definitions. There is no ambiguity about the name feldspar itself. This is a general term for a group of related minerals which are silicates of aluminum, combined with sodium, potassium and calcium. The feldspars are the most abundant minerals of the igneous rocks, and since these rocks make up the largest proportion of the earth's crust by volume (although not of the actual surface area of the continental land masses) the feldspars are the most abundant minerals of all. The igneous rocks themselves are classified on the basis of the variety of the feldspar present. The potash feldspars, which are called orthoclase and microcline, are the dominant minerals of the granites and syenites, and of their fine grained equivalents, the rhyolites and trachites. The plagioclase feldspars form an isomorphic series, of which the sodic endmember is called albite, and the lime endmember, anorthite. The members near the sodic end, albite, oligoclase and andesine are the characteristic feldspars of the granodiorites and diorites, and of their fine grained equivalents, the dacites, and andesites. These feldspars-orthoclase, microcline, albite oligoclase and andesine-are the feldspars used commercially. Labradorite, a member of the plagioclase group, in which the lime exceeds the soda in the chemical composition, is the common feldspar of the gabbros, anorthosites, norites, basalts and other so-called "basic" rocks. Although some attempts have been made to use labradorite as a commercial feldspar, none is now used except as an ornamental stone. The mineral anorthite is very rare. Since the feldspar in most of the common igneous rocks is relatively fine grained, and mixed intimately with other minerals, from which it can be separated cleanly only with difficulty, most masses of the common rocks cannot be used as sources for the feldspar contained in them. It is only the rarer types of rocks in which the feldspar is very coarse-grained, or ones containing very little of the iron-bearing minerals which are objectionable impurities in commercial feldspar, that are quarried to yield an acceptable product. The most widespread type of such a rock from which commercial feldspar can be produced, is that called "pegmatite." These rocks are dikes and bodies of irregular shape and of a size measured in feet or yards in most cases, rather than in miles. They are more commonly associated with granites, rather than with other coarse-grained igneous rocks. Many of them contain crystals of various minerals, including the feldspars, that are much larger than are found in the host rock, the granite, and in many there are large masses of feldspar that are sufficiently free from iron-bearing silicates so that products acceptable to the ceramic industry can be produced, in some cases simply by hand sorting. Most of this feldspar in pegmatites, however, does contain intergrown quartz up to 25 pct. THE Guianas region is a geological unit, consisting of the northern lobe of the Brazilian Shield, but political accident and the fact that rivers act as the principal means of transportation have divided the region between five separate sovereignties. Brazilian and Venezuelan Guiana have already been considered. The French, Dutch, and British colonies consist of a coastal plain some fifty miles wide, which, together with the lower reaches of the principal rivers, support the greater part of the population. Inland from this tidewater region is a wide area of low, forest-covered hills, under-lain by gneisses, schists, granites, and pegmatites of the Shield. As in Venezuelan Guiana, these rocks are overlain by a thick series of horizontal continental sediments intruded by moderately basic magmas. Gold, bauxite and diamonds have been the principal products of the colonies. The first metal is quite widespread in the hill country. The quartz mines are small, though occasionally rich; probably the greater number of veins remain undiscovered because of the thick mantle of decomposition product that covers the schists and gneisses. The greater proportion of the gold, therefore, is derived from placers which are exploited in all three colonies. Some geologists claim that they occur in two belts parallel to the coast; whether this feature has its origin in the location of the primary mineralization or in the gradients of the rivers is not clear. In some instances the river gravels grade into auriferous laterite. The laterites are well developed in the Guianas and represent the weathering products of the more basic rocks.

THE annual meeting of the A.I.M.E. was fittingly closed with a joint meeting of the Metropolitan sections of the four National societies on Feb. 18, at which this subject was adequately discussed by leading engineers before an audience that completely filled the Engineering Auditorium. The large amount of publicity that has been given the Diesel electric loco- motive, and the often garbled reports of its performance and possibilities that have been circulated, makes it particularly fitting that the facts should be given the profession as determined by those who have aided in developing and operating this latest form of prime- mover in railroad operation. C. A. Stein, general manager of the Central R. R. of New Jersey, opened the meeting with a discussion of the problem of electrification, and the relation of the short haul, switching, and terminal service to heavy electrification. Referring directly to the problem of the Central R. R. of New Jersey, some subtitution for the steam locomotive is necessary within the city limits of New York because of local ordinances against the smoke nuisance. While the improvement in the design of the steam locomotive has been marked-the efiiency today is over fifty times that of the locomotive of 100 years ago-it has now probably reached the point of maximum perfection. In addition to the alloys of copper with iron previously found by Hanson and Ford to show an increase in the concentration of the alpha range with increase in temperature the following binary and ternary systems have been found by the author to exhibit: the same feature: (a) Copper-chromium. (b) Copper-cobalt. (c) Copper-silicon. (d) Copper-nickel-silicon and its pseudo-binary section Cu-Ni2Si (formula of compound definitely established). (e) Copper-cobalt-silicon and its pseudo-binary section Cu-Co2Si (formula of compound established with some probability but not as definitely as for Ni2Si). (f) Copper-chromium-silicon; formation of a compound definitely established (compare Figs. 1 and 2). The formula of this compound may be either Cr2Si or Cr3Si. (g) Copper-iron-silicon; presence of a phase containing both iron and silicon established in an indirect way only. No definite microconstituents observed. 2. RANGES OF SOLID SOLUBILITY (percentage at various tempera¬tures). (a) For copper-chromium: 0.8 at 1000° C.; 0.5 at 900° C.; 0.25 at 800° C.; 0.05 to 0.1 at 500° C. (b) For copper-cobalt: 3.4 at 1000'C.; 2.4 at 900'C.; 1.7 at 800'C.; 0.9 at 600°C.; 0.35 at room temperature. (c) For copper-silicon (Fig. 3) : 6.8 ± 0.1. per cent. at 800° C.; 3 per cent. at 400° C. and probably below 2 per cent. at room temperature if sufficiently long annealed. (d) For copper-cobalt silicide: 3.3 at 1000° C.; 2.4 at 900° C.; 1.6 at 800° C.; 0.7 at 600° C.; 0.3 at 300° C. THE Petroleum Division opened its proceedings on Wednesday morning, with two simultaneous sessions on engineering and economics. The first paper at the engineering session, over which A. W. Ambrose presided, was "Underground Surveys of Oil Wells," by Alexander Anderson of Los Angeles, Calif., was presented by John Suman of the Humble Oil & Refining Co., Houston, Texas. Following this, the paper of E.'H. Griswold of the Mailand Oil Co., Houston, Texas, was presented by C. V. Millikan of the Amerada Petroleum Corp., Tulsa, Oklahoma. Following the presentation of these two interesting papers a general discussion followed on the subject of "Crooked Holes." The discussion was entered into by F. H. ON Thursday a most interesting symposium on "Gases in Metals" was held, with both morning and afternoon sessions. The morning was devoted principally to the considerations of the steel maker, the nonferrous field being taken up in the afternoon period. Dr. John Johnston, as chairman, introduced the subject with "A Short Analysis of the Gas-metal Problem and Its Practical Importance." He then introduced P. H. Brace who explained in considerable detail the various vacuum fusion and other methods in use at present, both here and abroad, in the study of "gases" in metals. He was fol¬lowed immediately by H. W. Graham on "The Effect of Oxygen in Steel." The papers elicited considerable discussion, the point being particularly noted by both Dr. Rawdon and Dr. Sauveur that a knowledge of "total oxygen" alone is not sufficient information for the metallurgist, distribution of oxygen being probably the more important. Dr. Johnston, in commenting on the lack of agreement among many of the methods now in use, such as the Ledebur and vacuum fusion, spoke of the contemplated plan of the Iron and Steel Division to have a number of standard samples analyzed by many laboratories by the various methods, the Bureau of Standards acting as a clearing house, so that more definite information may be obtained on the comparative accuracy of the method.

TO show the vital importance of our future oil supplies to our economy, I will merely point out that this country, with something like 15 per cent of the world's land area and something like 7 per cent of the world's population normally uses between 65 and 70 per cent of the motor vehicles of the world, between 65 and 70 per cent of the world's rubber, and produces and refines between 65 and 70 per cent of the world's petroleum. Despite all the arguments as to which is cause and which is effect, all will agree that all three of these important industries are mutually dependent. If we had not been able to produce 65 or 70 per cent of the world's oil in this country we would not have the degree of mechanization, or the efficiency of transportation, or the high industrialization that we enjoy. Furthermore, the fact that oil has been plentiful and cheap has had a tremendous effect on all the things in which we as engineers are interested. For that reason, if for no other, it is well to look ahead to see what the outlook is for the near and far-distant future.

THE STANDARD herewith submitted is the result of several years of research and consideration by the A.I.M.E. Technical Committee on Milling Methods. In the early work of this committee it was found necessary to undertake the development of a standard laboratory method for screen testing of ores. During the research stages the desirability of having this standard, when completed, approved as American Standard was brought out. In accordance with this idea, its initiation as a project of the American Standards Association (then the American Engineering Standards Committee) was approved by the latter body and the A.I.M.E. designated as sponsor. In 1929, the A.S.A., on recommendations of its advisory committee, the Mining Standardization Correlating Committee), authorized the A.I.M.E. to be sole sponsor for this project. The personnel of the Institute's Committee on Milling Methods was then increased to make it thoroughly representative of all diversified interests in the mining field. Two years ago the standard was circulated and has been given wide distribution. Early in 1932 the committee voted unanimously, with 38 affirmative votes, that the standard be recommended to the Board of Directors of the Institute for submission to the American Standards Association for approval as American Recommended Practice. This was accordingly done, at the Feb. 1.6, 1932, meeting of the directors, and the American Standards Association approved the standard on July 6; 1.932, designating it as ASA M5-1932.

GEOPHYSICAL methods as described in technical articles generally fail to answer the questions of prospectors and geologists as to which method they should apply and what information they may expect from their application. This article is an attempt to discuss the use of electrical methods with special reference to the prospecting for orebodies and the map¬ping of geologic structure. Especially on virgin ground, geological reconnaissance should precede electrical prospecting, with the object of outlining carefully the orebearing rock and determining the possibilities of elec¬trical prospecting. No electrical survey will then be carried out on ground which, for geological reasons, may be considered barren or where the electrical meth¬ods are inapplicable. As the success of electrical prospecting depends on the difference in conductivity between the ore and the country rock within which the orebody is inclosed, the conductivity of the two should be considered and de¬termined, if possible. The conductivity of an orebody depends on the distribution of conductive ore minerals and, in addition, on its size (length, width and depth). Most minerals with metallic luster show good electrical conductivity; for instance, the sulfides. Zinc-blende is an exception, but as it is often associated with the ore minerals of good conductivity (for instance, pyrite or galena), there is likelihood also of finding zinc.

DIRECT subsidies for mine production in this country began as an outgrowth of wartime 'price regulation. The price-fixing authorities realized that the volume of production to be required from domestic copper, lead, and zinc mines would invoke costs of production considerably higher than the established ceiling prices. Accordingly, beginning Feb. 1, 1942 the Premium Price Plan was set up, which undertook to pay premiums to mines for production in excess of quota, of 5¢ per lb of copper and 2Y4¢ per lb of zinc or lead. Quotas, except for small mines, were initially established at the average rate of production in 1941, but were later reduced arbitrarily on an individual basis. Subsequently, additional "B" premiums were set for lead and zinc of 2Y40 per lb and a further "C" zinc premium of 2%¢. Additional copper premiums were negotiated on an individual basis, mainly with small mines. Quotas under each of these successive categories were the production obtained at the next lower premium level. In other words, under ceiling prices of 12¢ for copper, 6,14¢ for lead, and 83¢ for zinc, it was possible for high-cost operations to receive prices plus premiums of 17¢ or more for copper, 12¢ for lead, and 16% 0 for zinc on a portion of their production. On the other hand, some of the larger operators received only slight premiums and in at least one instance none at all. The average price plus premium for copper was 12.25¢ in 1942 and rose to 13.65¢ in 1945. That for lead was 6.99¢ in 1942 and 8.73¢ in 1945, and for zinc it was 9.06¢ in 1942 and 11.200 in 1945.

(San Francisco Meeting, October, 1911.) My previous paper is entitled, The Laws of Igneous Emanation Pressure. The present paper lays no claim to the exactitude and completeness of a law, since it is of a provisional nature and may be disregarded when experiments have established a basis for more exact reasoning. The general physical states in which aqueous emanations may occur are first considered. The possible physical conditions under which the mineral elements may occur in emanations are then discussed, and a classification of deposits, dependent on emanation, is proposed. A system of scientific experimental investigation is outlined, and it is shown that the physical and chemical properties of emanation may be exactly determined thereby. The investigation is urged as feasible and simple, and not necessarily requiring large and costly apparatus. It is the only step necessary to make possible the formulation of a complete set of laws of igneous emanation. Process of Emanation. In a rising column, magma ranges in temperature from 900° to 1,200°C. Exhalation must begin at some fairly great depth. What this depth may be we can only surmise, since no experimental evidence is available. Exhalation, however, continues as the magma flows upward, until at another level the occluded gases have all escaped. This depth is probably upward of 5,000 ft. (See Fig. 1.) All exhalations must come from between these two levels. As the whole emanation is the sum of the exhalations and residues, the residues must come from below the uppermost level. They will be most abundant when coming, from those parts of the intrusion which have solidified below the lower level.

THOUGH the Geophysics Commit- tee limited itself to two sessions this year, both of them marked by a high percentage of absentee authors, even this situation failed to dampen the and or of the ebullient geophysicists, who bandied no small amount of good- humoredlv barbed discussion. Hans Lundherg offered some constructive criticism of last year's report by the Geophysics Education Commit- tee, making a plea for more training in field techniques and less insistence on rigorous theoretical training. Carl Heiland pointed out the necessity of making geophysics and geology courses more attractive in order to draw more students into these fields. Exception was taken to this line of reasoning by Father Macelwane and Sherwin F. Kelly who emphasized the necessity for sound basic training if competent geophysicists were to be turned out. This discussion developed apropos of the report of the Geophysics Education Committee, which had been postponed from the Education Division meetings, but was not read as it was available in mimeographed form. VIEWING with alarm is a preoccupation not exclusively the habit of the political spellbinder. In good faith many of our mineral technologists have been and are genuinely alarmed over the prodigal consumption of our mineral reserves. Most competent observers are cautiously pessimistic. There are sound technical reasons for such caution. It is the purpose of this paper to discuss some of those reasons without benefit of a gift of prophecy. Perhaps the outstanding reason for caution is ignorance of accessible but undiscovered mineral reserves. The petroleum technologists have an edge on their metallurgical brothers for they have better tools for exploration. This is not to say that the mining geologist has to depend on hunches or the divining rod. The outstanding work on orogenesis by Lindgren and others has provided the mining geologist with some sound scientific knowledge as to where accessible metallic minerals are most likely to be found, As Clinton H. Crane has recently observed, most of the accessible areas of the earth have been combed for easily identified outcrops, and those have been or are being actively exploited. To find ore bodies hidden below the surface is still a costly speculation.

To evaluate chemically the sample of rock obtained by diamond drilling, it has long been recognized that the analyses of the two components of the sample, core and sludge, must be given appropriate influence in computing the average analysis of any unit of depth. The purpose of this investigation is to set forth what means are available for apportioning the effect of core and sludge on the final analysis, what variables affect the problem, and what combination of applied mathematics will closest approximate the truth under each condition as these variables proceed within their limitations. A drill hole is bored in iron ore ex- ploration principally to test variations in rock composition with depth and is usually directed as nearly normal to the bedding of a horizon to be tested as possible. This practice has a tendency to minimize variation in composi- tion laterally which in any event is not likely to be great. It is obvious that the opportunity for change in analysis of a particular rock is not statistically as great radially in a diamond drill hole where the distance in which such a change may occur is from 0.719 in. (EX bit) to 1.469 in. (NX bit) as there would be longitudinally even in a run as short as 5 ft. Variations in composition of bedded or layered rocks are usually greater normal to the bedding than parallel thereto. Even in massive rocks, like porphyries, varia- tions are functions of distance. Hence, in either case, variations along the hole are of greater effect than across it.

THE use of froth flotation for the separation of minerals has become one of the most important of ore dressing processes. Its particular adaptability to the enrichment of low grade ores has made the process an important factor in the national economy. The methods have been extended to the recovery of a great number of minerals. Among the few minerals which have resisted efforts toward industrial flotation is chrysocolla, a hydrated partly colloidal copper silicate. Chrysocolla, being a product of natural oxidation, has been found to occur in small quantities with many ores which are recovered by flotation methods. In present practice, these small quantities of copper silicate pass off with the tailings and are lost. The advantages to be gained by a satisfactory process for the recovery of chrysocolla is apparent. Any application of principles which points a way toward the satisfactory industrial flotation process for copper silicate would be of advantage. This paper presents an attack on this problem.

AWRDED jointly by the four AW Founder Engineering Societies the John Fritz Medal is generally regarded as the most signal honor that American engineers can confer on a fellow engineer. The roll of 34 recipients contains the names of Lord Kelvin, George Westinghouse, Alexander Graham Bell, Thomas. A. Edison, George W. Goethals, Guglielmo Marconi, and Michael I. Pupin; and among members of the A.I.M.E. now living, Sir Robert A. Hadfield, Herbert Hoover, and Daniel C. Jackling. On the evening of March 1 7 the name of Paul Dyer Merica was formally added to this list of illustrious engineers when the medal was presented to him at a dinner at the Metropolitan Club in New York. The citation read. For important contributions to the development of alloys for industrial uses. Arrangements for the dinner were made by the following committee representing the four Founder Societies: R. C. Allen, George S. Davison, A. A. Potter, and J. B. Whitehead.

THIS seems to be the year for superlatives in A.I.M.E. meetings. The programs of the various Divisions and Institute committees offered an abundance of interesting and valuable information in the form of technical papers, symposia. and lectures to large and interested audiences. The Institute of Metals Division may hold up its head with pride for its own program. With six technical sessions, three full-day symposia, and the annual I.M.D. dinner, four meeting days were not enough and many simultaneous sessions were required. The quantity and quality of the paper were equaled by the numbers and interest of those attending.
