CHARLIE WARNER, Chairman of the Petroleum Division, is no stranger to the problems of the oil industry or to those of the Petroleum Division, after more than 25 years of experience in locating and producing oil and more than 22 years of membership in the Institute. He was born at Jefferson, N. Y.. April 27, 1894, and educated in the public schools of New York State and at Cornell University where he studied geology and allied sciences from 1913 to 1917 and received a B.A. degree. Immediately upon completion of this training, he was employed by the Empire Gas & Fuel Co. as a field geologist in Oklahoma and Kansas. Two years later he became district geologist for the Emerald Oil Co. in Oklahoma and Kansas, and in 1920 he rejoined the Empire Gas & Fuel Co. in the capacity of district geologist in Oklahoma. In September of 1921 he began his association with the Houston Oil Co. of Texas. He was district manager for the company in the Mid-Continent area until 1932 when he was transferred to the head office at Houston, where he became superintendent of the land and lease department in 1934 and was elected a director of the company in 1941. In these capacities, and also as petroleum engineer for the company, he keeps in intimate touch with all phases of field activity and with the regulation of the industry by State and Federal agencies.

AS IN OTHER lines of engineering, progress in mining was influenced during 1931 by the world-wide economic depression. Low-metal prices ? resulted in active efforts to reduce production costs of base-metal mines. Probably the chief factors in reducing costs were the greater efficiency of labor, due to better relations between management and workmen, to the scarcity of jobs, reduced wages in most base-metal mines, and to lower overhead expenses secured by drastic economies. The use of mechanical equipment continued to increase, due to more efficient designs and a better practical understanding of the applicability of such equipment to requirements. With one exception, there were no startling innovations in stoping methods, but there was notable progress in the better adaptation of mining methods. In the United States, no large new base-metal or silver mines came into production during the year. At a number of mines, output was curtailed, and operations were discontinued at several important producers. On the other hand world-wide interest in gold was stimulated, as evidenced by increased output from producing mines, the reopening of some old properties, and intensive prospecting for new deposits. Mining methods at several gold mines in the United States and Canada were modified or changed to obtain a higher extraction of ore or to meet the need for additional support of the mine workings at depth. Permanent record of improvements in mining practices has been made during the year by the Federal Government; the industry thus has available for its use more detailed information than ever before. This work was done through cooperation of the mining companies and their representatives with the United States Bureau of Mines, whereby many papers descriptive of practices and costs at individual mines have been published. The Bureau's program of describing methods and costs at the more important mines (those producing in excess of $100,000 annually) is nearly completed, but papers will be issued concerning such additional mines as may possess particular interest because of novel methods, exceptional conditions or operating results, and others to supplement reports already issued. In this way, an interesting record of the results of changing conditions, or innovations in methods, will be made available.

READERS of this journal are familiar with the danger of coal-dust explosions in mines and with recommended means for preventing them. The subject was treated in a paper by R. R. Sayers in the January 1943 issue, as well as in several previous articles. Similarly the danger of dust explosions is generally recognized in the handling of grain dust, flour, starch, sugar, and other carbonaceous products. However, until recently, few people realized that an analogous, real explosion hazard exists wherever dust suspensions of certain finely divided metal powders are formed. This lack of knowledge was in part due to the fact that until a few years ago only a small number of metal powders, such as aluminum, magnesium, zinc, iron, and tungsten, were produced, in comparatively small volume, and partly because information on the explosibility of metal powders was lacking.

IRON ORE is widely distributed throughout the world. Ores sufficiently high in iron content to be practical for the operations of iron and steel making occur in so many places that it is only by the accident of political subdivisions that any given nation does not have adequate and suitable iron ore. Data prepared by various authorities show that in the Lake Superior region alone there are reserves of 1,200,000,000 tons of iron ore of an iron content and at the level of production cost to which the industry has been accus tomed. At an annual consumption of 80,000,000 tons these reserves will last fifteen years. Taken alone these figures would be alarming, but over a considerable period of years the total reserve tonnage has been more or less steadily increased by improvement and extension of mining and beneficiation methods. The rate of depletion of reserves has been only about one third of the rate of consumption. On this basis the cheap high-grade ores of Lake Superior would last 45 years.

IN this critical period of our history, the coal industry of the nation, faced with many obstacles, performed its work safely during the first ten months of 1943. Thousands of the younger mine workers were inducted into the armed forces of our country and in many instances their jobs have been filled by others without much if any experience and training. This situation alone would seem to be sufficient to interfere with the safe and orderly operation of the industry but the Government's demand for a substantial increase in coal tonnage over that produced in normal times introduced a hazard which always accompanies speed, regardless of the skill of the worker.

THE 142D MEETING of the Institute is rapidly shaping up with splendid prospects of a strong technical program and the lighter side of this annual occasion amply provided for. The date is February 20 to 23. The technical sessions will be held in the Engineering Societies building; the smoker-dinner, the informal dance, and the annual reception and dinner, at the Commodore Hotel, Monday, Tuesday and Wednesday respectively. The news to date on the technical side is as follows: Mining Methods-Subsidence The Mining Methods Committee has prepared an interesting program which will be divided into two sessions to be held early in the week. At the first there will be papers on mining methods and development, including a description of the "Sinking and Equipment of No. 2 Shaft at Minas de Matahambre," by Dudley D. Homer and R. H. Cromwell. They describe in considerable detail the equipment used and the practice followed in sinking this important shaft, giving detailed costs and performance figures. Hoist¬ing ?arrangements and mining practice at the "Red Ore Mines of the Woodward Iron Co. at Bessemer, Ala.," are described by Tenny C. DeSollar, superintendent of mines, in a second paper. At this session of the Mining Methods Committee, H. M. Roche and R. E. Crockett, of the Committee on Eastern Magnetite Mining and Milling Methods, will present their paper, "Iron Ore Mining at the Scrub Oak Mine." This mine is in the highlands of New Jersey about 40 miles west of New York City. Prof. Robert K. Warner of Yale University will present a paper on "The Selection of a Mining System," which should have an interesting discussion. Pierre R. Hines, of Portland, Ore., will present, with stereopticon slides, his paper on "The Owyhee Tunnels, U. S. Reclamation Project, Owyhee, Oregon," describing one of the recent irrigation undertakings.

I recently gave a talk at a seminar on mine development in the Eighties. I had to present CRU' s long-range market outlook for copper, lead, zinc, nickel, molybdenum and silver. In reviewing the recent history of each metal, and our projections, I tried to find some common pattern of behavior that could prove a guide in projecting future market behavior. When you sweep aside your input-output models and econometric equations, what you seem to be left with is this: "When a market goes through a prolonged period of price weakness, you can usually look forward to a period of considerable improvement. " "When a market goes through a prolonged period of price strength, you can always anticipate a prolonged period of price weakness." Stated another way, "The better things are, the worse they will get."

DURING the past few years numerous references have been made in the technical press and Bureau of Mines Bulletin 270 to sponge iron' and so-called "direct metal" processes. The idea has been prevalent that sponge iron and "direct metals" are cheap commodities. In many instances it has been proposed that these processes be used to treat low-grade ores, utilizing low-grade coals as reducing agents. It is questionable whether or not high-grade sponge iron can be made from low-grade materials. Particles contain¬ing iron oxide and gangue become, upon almost complete deoxidation, particles containing metallic' iron and gangue. The possibility of mechanically separating the metallic iron from the gangue in these particles depends . on the physical characteristics of the particular ore under treatment. Some ores, in which the minerals constituting the gangue break free from the iron oxide upon crushing, may be concentrated magnetically after the iron oxides have been reduced to metal. The finely disseminated ores are least amenable to concentration. In general, high-grade sponge iron can only be made from high-grade raw materials. Unfortunately, Mr. Meissner has not indicated a single statement or conclusion in my paper that he wishes to controvert; but as there is evidently a difference of opinion between us I will disregard this fact, and will discuss those conclusions of his that seem to me not to be justified by the facts of general practice, or even by the data which he produces to support them. PALEOLITHIC MAN, laboriously shaping a stone implement in his cave, discovered that the dust irritated his eyes and nostrils and hindered his labors, whereupon, muttering a few incantations, forerunners of modern profanity, he removed himself and his work outside. There, ignoring the jeers of the hairy ?old-timers,? he turned his back to the wind and resumed operations in comparative comfort. Thus originated the dust problem in the mineral industries, and its solution. Despite long familiarity with the annoyance, danger, and loss occasioned by dust, little progress was made in the engineering solution of its problems until recent years. Some advance can now be reported but too many traces of ancient tradition and practice still remain. Considerable published information is available but only a part of this is of proved accuracy and utility. The greater portion is either misleading, being derived from too few cases to be of general application, or entirely erroneous, originating in guesswork, legend, or individual inspiration, divine or otherwise. The engineer, confronted with a dust problem, has neither the time nor the special training required to extract the values from this mass of low-grade. It is, therefore, desirable that we attempt to correlate the known values and to put them into a form upon which actual progress can be based. This discussion is, then, for the benefit of that engineer, particularly the engineer in the mineral industries and more particularly in ore-dressing plants, and is merely a gathering of facts already known but difficult to segregate.

DEVELOPMENT of complex ores in the south- western part of the Rocky Mountain region has been retarded by the prohibitive distance to the nearest suitable zinc treatment plants. In the north- western and central Rocky Mountains the building, cluring tlie past decade, of electrolytic zinc plants at Anaconda, Great Falls, Trail, and Burke has tremendously stimulated the mining and exploiting of such .ores, greatly increasing the production of lead, zinc, copper, gold, and silver. Selective flotation permits the making of high-grade led, copper, and zinc concentrates. If the zinc concentrates could be made free from lead, copper, gold, and silver, they could be shipped economically to Mid- Western retort plants designed for such concentrates. Unfortunately a considerable proportion of the precious metal content accompanies the zinc blende in the ores of this region. Although some of it is saved in 'retort residues, the treatment cost is thereby increased so materially and the proportion saved so small, that .concentrates of ordinary grade cannot stand treatment charges and freight.

WIDESPREAD interest in the better utilization of coal is indicated by the attendance of over seventeen hundred men interested in the pro- cessing and utilization of coal and its by-products, at Pittsburgh, Nov. 15 to 18. The conference was truly international in scope and of a scientific character, and must be considered a real success. There were dele- gates--official and unofficial-from America, Belgium, Canada, Czechoslovakia, France, Germany, Great Britain, Japan, Mexico, and Sweden. Several Federal and 28 State departments had representatives, also many colleges and universities, and many leading industrial and mining corporations throughout the country. A feature of the sessions was that papers were mostly read in full and attentively listened to, although in some cases they were of a technical nature. The proceedings were opened by the president of Carnegie Institute of Technology, Thomas C. Baker, who spoke of the importance of the conference and felt that without foreign cooperation it could not have been held. There was no need to apologize for the movement of Carnegie Institute of Technology in the matter. Coal is commanding attention in every part of the world; so is power; and coal will remain the chief source of power for generations to come. The coal chemist is working with the engineer, and nobody can forecast what developments there will be in fuel technology. This conference may be the turning point of fuel technology in America. The development and application of these new processes may be of great benefit to Pittsburgh.

POISONOUS, irritating, or explosive gases are found in almost every industry, and manufacturers of gas masks are called upon to provide gas mask protection for a great variety of conditions, such as operators in horseradish factories, fumigators of homes and ocean liners, and men engaged in the manufacture of tetra-ethyl-lead, the new motor fuel. The modern type of gas mask and respirator, to provide protection against all such industrial gases, is an outgrowth of the gas mask developed during the World War to protect the soldiers against the poisonous war gases. So far, it has been possible to develop ample mask protection from all known noxious gases and fumes present in atmospheres encountered in mines, metallurgical works, and chemical and other industries, so long as there is sufficient oxygen present to support the flame of an oil lamp. The most important development of the gas mask was in providing protection against carbon monoxide- which is the noxious gas that mining men are most concerned with and, in fact, is the noxious gas that man is most frequently exposed to. This paper will be con- fined largely to the discussion of masks for underground use in metal mines. Gases that contaminate the normal air in mines can be divided into two classes: those that are given off normally by the workings, and those that are produced in mine operation.

THE Corporation operates concentrators in four camps: Casapalca. Morococha, Cerro de Pa-co, and Mahr. The present concentrator at Cerro de Pasco is the newest having been completed in 1943. and that at Casapalca the oldest, having been built originally as a gravity concentrator, in 1889. Prior to 1925 the Corporation's milling operations were confined to the beneficiation of silver-bearing copper ores, and treatment of these ore: by flotation was started in 1918. Although fairly large deposits of complex, fine-grained lead-zinc ores existed, little progress had been made in the treatment of such ores--in Peru or elsewhere-until the early 'twentics. The Casapalca concentrator began the selettive concentration of complex leadzinc ores by all-flotation methods in 1925, or contemporaneously with the commercial development of selective lead-zinc flotation in the United State:.

The forecast of continued growing demand for phosphate, chiefly for fertilizer, has caused a world-wide rush for deposits by a variety of companies many of which have never before mined phosphate rock. The newcomers are diversifying into this growth industry on the strength of certain capabilities. Among these are the availability of investment capital, mining or processing know-how and marketing experience. Product tie-ins have motivated some into the search. Companies with excess sulfuric acid or potential for making it are in this category. This acid is the most commonly used for dissolving phosphate rock to make phosphoric acid. Base metal smelting companies are prime candidates in this field with by-product acid from roasting processes. Producers of "sweet" natural gas, such as those in Louisiana and Texas, have a potential for recovering low cost hydrogen from excess gas production for the manufacture of ammonia, the main source of nitrogen for fertilizer. "Sour" gas producers, such as those in the Canadian fields, are making sulfuric acid that is combined with western U.S. phosphate to make fertilizer materials. The presence of one or two steel companies in the look-see for phosphate deposits is based on by-product ammonia from coke-oven gas.

As already announced, the XCIIId meeting of the Institute will be held at Toronto, beginning July 23, 1907. Hotel Headquarters will be at the King Edward Hotel, in which also the sessions will be held. The Queens, Rossin, Wallen, Iroquois and Palmer are good hotels not far from the King Edward. Members must secure their hotel-accommodations beforehand, by direct correspondence with the hotel they select. For those who neglect this precaution, the Local Committee will doubtless do what it can, but is unable to promise anything. Correspondence concerning this meeting (including notices of intention to attend it) should be addressed hereafter exclusively to Mr. W. G. Miller, Provincial Geologist, Bureau of Mines, Toronto, who is the representative of the Local Committee. The excursion to Cobalt, Lake Tenagami, Sudbury, etc., arranged by that Committee, involves the use of a special Pullman train for meals and lodging. After waiting a reasonable time to hear from members, the Local Committee has made its contract for Pullman cars. According to its latest report, there was still room for additional excursionists. Under this head, application made immediately to Mr. Miller may not be too late. Sessions for the presentation of papers, etc., will be held at the King Edward Hotel on Tuesday afternoon, July 23, and Wednesday morning and afternoon, July 24. THIS is a metallurgical war. More than ever before, the mechanized forces and the air-borne warfare are deciding campaigns. Both of these are primarily dependent upon metals. There are two ways of increasing the effective supply of these metals when the demand is greater than the total over-all supply. The American custom, when a shortage of anything develops, is to get more. In the case of some nonferrous metals this has been done. For example, our potential peak output of magnesium will be almost one hundred times the prewar production. Output of aluminun has also been tremendously increased, and production of other metals is being stimulated by every possible means. Our enemies, however, have another successful method of increasing the effective supply of a material, and that is, to eliminate entirely all nonessential uses, and also to use, in essential applications, alternate materials wherever possible. Sometimes, ersatz material is inferior to the original, and consequently does not do the job as well. Often, however, it has been found superior, and many substitute items are now being used both by industry and by the military which will continue even when the original material again becomes available.

DELICATE PLANTS are now put to bed for the winter under glass-wool or rock-wool blankets. Thus arise new and unexpected uses for non-metallic materials and rocks and, at the same time, certain unique uses are fading out; for instance, the Italians have taken steps to bar the use of salt for money in Ethiopia. Novel sources of supply find a place in the record of recent achievements as exemplified in the migration of the frontiers of industrial mineral exploitation beyond the land area of the earth to include the ocean. Salt, of course, has been recovered from the sea for years but the treatment of enormous quantities of sea water for bromine has lately added to the importance of the ocean as a reservoir of mineral wealth. Increased use of non-metallic minerals in the commercial and economic life of the country is reflected in the wide scope and activity of the Industrial Minerals Division of the Institute. The outstanding recent achievement of the Division is the publication of a 955-page volume on industrial minerals and rocks, comprising 48 commodity chapters each written by an authority on the subject.

THE Inspiration Consolidated Copper Co., located in the Globe-Miami district at Inspiration, Ariz., became a producer of copper in 1915. From 1915 until 1948, 116,278,000 tons of ore were produced from underground workings by the block-caving system of mining. In April 1948, open-pit ore production from portions of the ore body was started and earlier plans for block-caving in these areas were abandoned. The change was due to economic conditions.

THE Petroleum Division will hold two meetings this fall, one on the Coast at Los Angeles, Sept. 29, with the technical sessions in the assembly room of the California Oil and Gas Association and a banquet Friday evening at the Richfield Cafe atop the Richfield building; the other in the Southwest, at Dallas, Texas, Oct. 6 and 7, with the Baker Hotel as headquarters. Dr. Frederick M. Becket, President of the Institute, and A. B. Parsons, Secretary, will attend both meetings. Arrangements for the meetings are not yet complete but the respective local committees, working in close touch with the officials of the Division are rapidly shaping up the programs and other detail.
