The instrument about to be described meets so perfectly the special needs of the metal microscopist that there eeeme to be little doubt but its merits must be readily appreciated by those who have had any experience in the microscopical examination of metals. The Microscope-Stand.—The microscope-stand proper, Fig. 1, consists of a microscope-tube, provided with both coarse and fine adjustments of the best construction, and with a draw-tube, rigidly mounted on a bar supported at both ends on substantial and firm cast-iron legs. The height between the table and the under side of the supporting bar is 5 in. and the distance between the supporting legs 12 inches. For many years the occurrence of gold in the Coeur d'A1ène region had been rumored among the pioneers of the Northwest. It is stated that as early as 1853 gold was discovered in this district by Donelson, of the Stevens expedition, but the hostility of the Indians prevented prospecting. In 1858, when Lieutenant John Mullan surveyed the military road across the Bitter hot mountains, the members of his expedition, most of whom had mined in California, noticed sundry outcrops of good-looking quartz, and some of them actually found gold, as is recorded in a letter that Mullan wrote, from Washington, in 1884. The first successful prospector in the Coeur d' Alène was Tom Irwin, who worked a quartz vein on the Mullan road in the spring of 1879. Two years later he met A. J. Prichard, who was engaged in the lumber business; he told him what he thought of the chances of placer mining in the upper reaches of the Coeur d7AlBne river. This was in 1881. Prichard became keenly interested, and himself found gold on several creeks, one of which is now known by his name, at a place close to the site of the town of Murray.* In 1883 Prichard located a number of claims, and shortly afterward he wrote a letter to the members of a Liberal League to which he belonged, inviting them to "secure the lion's share" of the mineral wealth he had uncovered. His letters caused a stampede from Montana and Colorado, and from South Dakota also, to the Coeur d'Alène gold belt in the summer of 1883. Uranium was the prima donna of 1978, and the exploration pace was fast and furious in traditional uranium producing areas such as the Powder River Basin, Grants mineral belt, San Juan Basin, and Uravan mineral belt. Adding fuel to the fire were several significant discoveries: The Date Creek Basin of western Arizona, the McDermitt caldera of northern Nevada, and Tallahassee Creek in Colorado's intermontane basin. Advances in solution mining haw resulted in deeper drilling on the Texas Coastal Plain, and the price of uranium has encouraged widespread exploration in frontier areas and non-sandstone environments.

The efficient and safe design of room-and-pillar coal mines still remains as one of the pressing problems facing the mining industry in the United States. Present day design is a trial-and-error approach based mostly on experience. Although much research has been directed to stability of mine roofs and coal pillars, no generally-accepted design method has been formulated. This paper reports on a three-year research effort directed to an improved design of room-and-pillar coal mining in the U.S.A. Essentially the study consisted of three aspects: (i) determination of stable roof spans; (ii) determination of the strength of coal pillars; and (iii) determination of safety factors for room-and-pillar coal mining in the United States. Furthermore, three novel approaches were utilized during this research: i) the "petite sismique" technique was assessed for possible determination of coal pillar deformability ii) the "Geomechanics Classification" was extended for determination of safe roof spans in room-and-pillar coal mining. iii) a national survey of the current design practice and mining dimensions was performed with the aim of assessing factors of safety for room-and-pillar coal mining The outcome of this work, which is summarized in this paper, is a design code for room-and-pillar mining in the United States.

During the winter of 1877-78 the Glendon Iron Company, by the advice of the superintendent, Mr. Frank Firmstone, decided to make the experiment of exploding a heavy blast of gunpowder in their limestone quarry at Cedar Hill, Palmer Township, Northampton County, Pennsylvania. The amount of limestone used in the five furnaces of the company is about 60,000 tons per annum, and it was thought that with successful results? this entire amount or more would be thrown down at a single operation, disintegrating the mass to a greater or less extent, and obviating the necessity of blasting and boring the rock from the face of the cliff, both of which operations are slow, and therefore, costly. This paper is coodensed from several reports by members of the staff of the Minerals Testing Laboratory of the Tennessee Valley Authority, on a series of experimental tests in the beneficiation of barite of the Valley area. These experiments were conducted upon a large number of samples taken from several mines in three different districts. The area contains numerous producing deposits, nearly all of which are hampered by the high iron and silica content of the ores. Because of the small difference in specific gravity between the iron oxide and the barite, a gravity separation is generally poor. The removal of the iron thus offers a special problem. Some of the operators have turned to magnetic separation to meet the shipping requirements for less than one per cent iron. The present experiments were conducted to determine the application of decrepitation or flotation in simplifying the concentration of the barite by removing the iron oxide and silica in one operation. Practically all the barite marketed in the area has been as "off-color" crude. The bleaching studies were made to determine the bleach-ability of the ores to alleviate this inferior grading, placing them on the market as bleached barite. Geology Barite has been produced at many places in the Tennessee Valley area, and prospects and minor deposits are known at many other places, but practically all the production of barite in the Valley has been from the Sweetwater district of East Tennessee. Other leading areas of former production are the Tazewell-Russell counties areas of southwest Virginia, the Del Rio-Stackhouse district of East Tennessee and western North Carolina, and the Fall Branch district of upper East Tennessee. The areas described in this paper are those from which samples used in the concentration tests were obtained.

Based on the mineralogy, phase characteristics and compositions of the smelter feed, the smelter products and the smelter wastes, the sources and distributions of mercury and arsenic in the Afton copper smelter, Kamloops, British Columbia have been determined. Of the total mercury In the feed, approximately 33% is in solid solution in tennantite, 51% is in native copper and 16% occurs as mercurian silver. Arsenic in the feed occurs mainly as tennantite. Under current smelting conditions, 99.6% of the total mercury In the feeds enters the off-gas cleaning system. From this off-gas, about 1% of the total mercury, occurring as dust, is recirculated to the flotation concentrate; 4.6% of the total mercury is contained in SO2 scrubber sludge which is discharged to tailings. Approximately 78% of the total arsenic in the smelter reports in the copper products; 20% is incorporated in the dust and slag which are subsequently recirculated to the mill. Only 1.8% is rejected as scrubber sludge, and less than 0.2% 1s released to the mercury scrubber.

THE experiments described in this paper constitute the preliminary work of an investigation outlined to determine the combined effects of steam and temperature on the endurance properties of certain steels. Essentially of a fundamental nature, it was found necessary, in order to make the investigation comprehensive, to test materials treated to give a wide range of properties. The work reported deals chiefly with nickel steel with one series of tests including nitriding steel. Such a study involves numerous variables, and requires an endurance-testing machine of rather special design.

A survey of the literature on bottom-cast practice gives but Scant information as to some of the real facts concerning this most int'eresting method of steel manufacture, and some of the information available is very misleading. An exceptionally good description of this met,hod of pouring or teeming is to be found in an English publication2 on the heterogeneity of steel ingots. Quoting from this paper: (a) With bottom teeming, the metal rises steadily and progressively in the mold with the minimum possible agitation, the main force of the stream coming from the ladle being broken down or retarded by the down gate or runner. Further, the stream of metal from the ladle, under these conditions of casting, is invariably maintained at a much more continuous rate and is steadier than with top teeming. (b) In view of the facts referred to in (a) it follows that with bottom teeming the metal is not exposed to atmospheric oxidation to anything like the same degree as with top teeming. In this paper it is intended to detail briefly some of the advantages of bottom-cast practice and to discuss the possibilities of iron-oxide control in the basic open-hearth furnace. The Murray Plant of the American Smelting & Refining Company is situated seven miles south of Salt Lake City, and has a fine view of the Salt Lake Valley with its fertile farms and orchards. It is located on the Los Angeles & Salt Lake and Denver & Rio Grande Western Railroads, and has a fine electric car service, cars running every 15 minutes. The beautiful and majestic Wasatch range lies about five miles to the east and the Oquirrh Range to the west, and from these mountains a large proportion of the ores treated are obtained.

The coal-seams that are worked vary from 3 1/2 to 100 feet in thickness, and occur at all angles of inclination, but are never flat for any great extent. They contain coal, slate, and an unsolidified coal, called dirt by the miners, in various proportions, a uniform seam of coal alone being rare. The upper walls are composed of conglomerate, sandstone, or slate; the first two hard and solid in texture, and withstanding the action of the atmosphere and moisture sufficiently well to offer but little trouble to the mining operations; while the latter crumbles rapidly, owing, in part, to the decomposition of iron pyrites which it contains in large quantities, and in part to its own friable character, and requires constant care to avoid accidents to the men working below it, and to prevent its mixing with the coal mined. After a series of experiments covering a period of about three years, extending from the spring of 1912 to the spring of 1915, a 2,000-ton leaching plant for the treatment of the accumulated copper concentrator tailing was built and put into operation. As 1972 slipped through our grasp, coal industry adjustments to health and safety laws, environmental restrictions, rising costs and higher production targets left many mine operators groping for a new grip. The industry adopted a defensive attitude in 1972 as it faced the onslaught of inspectors. With rigid demands for improving safety and instituting environmental programs, the industry worked hard and watched production figures stagger upward while operating costs zoomed. In an effort to determine how to meet the goals that were established for fewer ignitions, fewer accidents, less respirable dust, lower noise levels, fewer law violations, better reclamation, less pollution, lower costs and higher production, industry representatives attended numerous technical meetings.

THE high standards of living and improved national security that industrialization can bring are so evident that no country can be named that does not cherish the hope of industrializing. With such a universal aim, why do many countries unable to develop their own industries accomplish so little toward attracting the foreign private investor, who alone can provide them with the necessary capital and skill? Obviously, because they fail to under- stand what constitutes a favorable climate for investment, because they have false notions about being exploited or dominated by the foreign investor, or because they are so nationalistic they refuse to permit outside assistance. The purpose of this paper is to aid the citizens and policy makers of developing countries in achieving their aims, by defining the conditions which en- courage investment and portraying the results of a policy of encouragement. THE first paper which appears in the published Transactions of our Institute is that read by our respected Secretary at its first meeting in Wilkes-Barre, in May, 1871. It is entitled The Geological Distribution of Mining Districts in the United States, and presents a brief but masterly review of what was known of the distribution of our deposits of useful minerals, particularly the metals, not only from a geographical but from .a geological stand-point. At the request of Dr. Raymond, I agreed, somewhat hastily, perhaps, to write for this occasion a brief sketch of the geological distribution of the deposits of the useful metals in this country, in the light of the increased knowledge of the present day. In the time given no personal investigation was possible, and as it was therefore out of the question to attempt to make anything that could be considered an original contribution to the history of our ore-deposits, I have been obliged to limit myself to an examination of such published data within my reach as bore upon this subject, and could be consulted in the brief time I have been able to give to it. Had the geological investigations undertaken by the Tenth Census been continued systematically by the United States Geological Survey or by the Eleventh Census, it might have been possible to make a fairly-complete review of the subject. IN this paper I shall attempt a description of the successful extraction of coal from this property after it had been on fire for probably fifty years, or more, and after attempts, made at various times, which had still left considerable coal behind. The Richmond coal-field has a well-founded bad reputation, arising from the circumstance that many of its collieries have had to be abandoned, from time to time, if not entirely, on account of fires, caused by spontaneous combustion, to which the character of the coal in this field renders them peculiarly liable. While I fully assent to the opinion that this trouble lies in the nature of the coal, which is highly bituminous, and the seams of which are, moreover, divided by slaty bands, through which, as also in the coal, iron pyrites is more or less disseminated, often in microscopically small particles, I must, nevertheless, declare that many lamentable disasters, causing great loss of life and property, could have been avoided if a suitable system of mining had been pursued in all the collieries. If this could not have been done from the beginning of mining in this section of country (the history of which can be traced back to over one hundred years), at least experience enough existed upon this subject thirty and forty years ago to dictate the avoidance of the dangers to a considerable extent. It is therefore necessary here to refer first, in a few remarks, to the character of the coal deposits, particularly in this immediate neighborhood, the Midlothian being one of the oldest and most extensive mines, and some of its coal being much subjected to spontaneous combustion. I must also refer to the history of former managements to explain more clearly the results which were arrived at. A balanced system of internal stress is set up in any metallic structure by plastic deformation below the annealing temperature. The internaI stress induced by cold rolling or other fabricating processes is generally recognized and its magnitude is known to be, within certain limits, a function of the degree of cold deformation. The plastic deformation that may accompany rapid cooling from elevated temperatures may not materially change the form of the product. The internal stresses so induced are not, therefore, so evident and nonrecognition of their presence has at times led to engineering failures. The heat treatment of aluminum alloys is a relatively new art and little information is available regarding the magnitude of stresses induced during the commercial heat treatment of aluminum alloy products. As the industrial use of aluminum increases, it is inevitable that products of increasingly large volume will be required. It has become necessary in the present commercial utilization of aluminum to heat-treat castings and forgings weighing hundreds of pounds. One of the factors governing the magnitude of internal stresses arising from rapid cooling from elevated temperatures is that of the size of the structure being treated. Some of the other factors are: cooling rate, elastic properties of the alloy, thermal expansivity, thermal conductivity, and the presence or absence of phase changes. Practically all aluminum alloys have a high coefficient of thermal expansion and some are capable of developing relatively high elastic limits. On the other hand, all commercial aluminum alloys have relatively high thermal conductivities, no invariant phase changes, and the quenching temperatures are comparatively low. COMPARED to many of the binary alloys of iron, Fe-Ir alloys have received very little tud.'' Virtually nothing is known about the Fe-Ir equilibrium diagram' except for a few details concerning the liquidus-solidus positions for dilute iron-based alloys. It is reported1 that the y to a transformation temperature in Fe-Ir alloys (up to 40 wt pct Ir) is composition-dependent, varying from -900°C for pure iron to 0" to 100°C for Fe-40 pct Ir in an almost linear manner. The y to a transformation appears to be reversible,' the transformation hysteresis width increasing with increasing iridium content. In a qualitative way, the composition dependence of the y to a (and vice versa) transformations appears similar to those in the widely studied Fe-Ni system. PRESENTATION of the 1922 Washington Award to Capt. Robert W. Hunt, honorary member and twice president of the Institute, was made at the annual dinner of the Western Society of Engineers, in Chicago, on June 18, 1923, in the presence of 250 mem-bers and guests. W. L. Abbott, Chairman of the Award Commission, when delivering the presentation address, said The life of the Govern-ment of this country, as the lives of governments are usually measured, is short, barely 150 years, but meas-ured by what it has accom-plished, this country has reached a venerable age. The first 75 years of our country's existence were necessarily preparatory to the greater developments which came in the second, and that last half of our country's existence is ex-ceeded, by ten years, by the span of life of our honored guest. "Very little iron and steel were produced in this coun-try until after the birth of Robert W. Hunt. And it was not until after 1860, when as a boy of 21 he joined his fortunes with those of the Cambria Iron Works, that the iron and steel business of the country really took root. After a year or two with the Cambria Works, he left a promising position to go into the army, where he served for four years. After the close of the war he returned to the iron works and qualified himself as a metallurgical chemist.
