THE fact is-notable though probably little known that the United States is the only nation obtaining and distributing through its Government bureaus any data pertaining to waste metals and drosses. Some foreign governments do issue reports relating to mine or smelter production of primary metals, but none gives in scope and detail the information published now by the U. S. Bureau of Mines and formerly by the U. S. Geological Survey; and this is despite the fact that the funds annually allotted for those purposes are insignificant in comparison with allotments for the preparation of data relating to other industries of like importance. The earliest data on the production of metals from secondary sources in the United States were contained in a press bulletin issued by the U. S. Geological Survey on Jan. 4, 1909. The information published was that for the year 1907 obtained and compiled by C. E. Siebenthal, who was one of the first to visualize the growing importance of the scrap-metal industry. The National Conservation Commission had emphasized its opinion that the known domestic supply of certain kinds of the more important metals was being rapidly marketed and that while there was no immediate cause for concern it was best to conserve such resources. Not only had there. been a lamentable lack of any data regarding the quantity of scrap metals available or used but also gross carelessness and indifference in the segregation, collection, and effective use of scrap material. Siebenthal realized that even approximately correct statistics of recoveries from the more important base-metal scrap and drosses were nearly as essential to both producers and consumers as the statistics of the output of primary metals. There were not then nor are there now sufficient funds for complete collection of data, nor was it considered the province of the Geological Survey to do more than determine approximately the recovery of secondary metals for use in supplementing those given for the primary metals. At the Chicago meeting of the Institute, May, 1884,I had the pleasure of announcing the introduction of a new machine for fine crushing, or The Blake multiple-jaw crusher, which, in combina tion with the ordinary Blake breaker, could be used in the reduc tion of ores or any hard and brittle substance to almost any degree of fineness. I am now able to give some practical results derived from its use on an extensive scale, on the gold ores of South Caro lina and the iron ores of Lake Champlain, together with some accurate and detailed statistics of the cost of crushing over one hundred thousand long tons of magnetic iron ores of the Chateaugay Ore and Iron Company at Lyon Mountain, Clinton County, N. Y., about thirty miles west of Plattsburgh. The construction of the multiple jaw-crusher, since the date of my first paper, is the same, except in the substitution of main swinging, instead of main sliding, or toggle jaw,—thus doing away with the upward thrust on the tension rods and the wear incident thereunto. (See Fig. 1.) It has also been found, in case of the fine crusher, that is, in machines of not over 4 inch width of opening, that the use of several small machines with a series of jaw openings, say 15 inches by 4 inch, is better than one large machine with a series of openings 24 by 4 inch, or 36 inches by 4 inch, as at first constructed. Many details of the method of holding in jaw-plates, etc., have been perfected. Without giving any details with respect to the different mills built upon the Blake 'system, let me state that, although it has proved possible to carry any hard and brittle material with crushers alone to a fineness such that all particles will pass a 30-mesh wire screen, still the economical limit of such crushing will be found somewhere between 14 and 20. ScReened pipe is designed with the view of restraining the fine, free-running sands of the production zone from entering oil wells. Its successful use is dependent on a number of factors. The nature and effects of some of these factors can be determined through experiment and observation, but some of the elements that have a distinct bearing on the use of screened pipe can be evaluated only by estimate. The important subsurface conditions which affect the use of screened pipe are: 1. Depth of production zone. 2. Extent of production zone. 3. Reservoir pressure. 4. Character and relative quantity of oil and gas. 5. Character of sediments: a. Cossolidation of beds. b. Variation in beds. c. Grain-size gradation of sands. d. Free-running characteristics of sand from different levels. Aside from the use of mechanical equipment and tools, the measures to be taken in the installation of screened pipe involve: 1. Size of liner. 2. Length of liner. 3. Design and mesh of screen. 4. Portion of liner to be screened. 5. Manner of setting liner. 6. Preparation of or washing of the well before or during the setting of the screen. 7. Manner of bringing in the well. 8. Manner of flowing the well. Values applicable to the actual subsurface conditions that exist at any well can only be approximated. An underground excavation project usually is a highly organized complex of different but interrelated construction activities. It is the whole effort, including the necessary tools, which will be referred to as the System. Tunnel-driving and shaft-sinking operations are among the most systematic of construction efforts. Systems are not new in the performance of construction. It is the Systems Concept which seems only recently to have been discovered and made the subject of much study and discussion. HISTORICAL From the seventeenth century, when explosives were first utilized for rock excavation, until the successful application of the rotary-head continuous tunneler in this decade, the cyclical drill-blast-muck-support method has been standard tunnel-driving procedure throughout the world. Whatever improvements occurred were the result of development of better tools for performing the various operations of the cycle. The electric locomotive replaced the mule and permitted the use of larger muck cars. The steam drill, which ended the day of the double jack, was itself quickly made obsolete when compressed air replaced steam as the source of drilling energy. Power shovels were introduced to save the time and money involved in the hand-loading of excavated materials. A cubic yard of rock tunnel muck can be excavated today for just half the man-hours of labor required in 1948. Developments over 20 years which cumulatively have resulted in this economy include: drifter drills mounted on hydraulically controlled booms and positioners; tungsten-car- bide-tipped bits; long feed shells on the drifters, making it possible to drill the full depth of a round without changing steel; better designed,

This paper is a discussion of a part of the mineral wealth of the States of Oaxaca and Paebla, Mexico. It does not refer to the precious metals, sonie mines of which, in these States, are said to have been worked before the advent of the Spanish conquistadores in the sixteenth century, as my purpose is to invite attention to the exploration of deposits of coal and iron-ores in the Mixteca region. The prominence given to coal is warranted by the great effect of the scarcity of fuel upon the industrial development of Mexico. Under the progressive administration of President Porfirio Diaz, the Republic has made wonderful advances in the past three decades; and this progress would have been greater but for the limitations imposed by expensive fuel. In the spring of 1906 I was detailed by the Birkinbine Engineering Offices, of Philadelphia, to accompany A. B. Adams, of New York, in a reconnoissance of reported deposits of iron-ores in the State of Oaxaca. The result of this expedition was the formation, in 1907, of the Oaxaca Iron & Coal Co., of which Mr. Adams became, and has remained, President and General Manager, and I have spent the past three years as Chief Engineer of this company in Mexico, principally in western Oaxaca, where field-headquarters were established. PUBLIC lands in Florida were first withdrawn from entry by President Taft on July 2, 1910, as a conservation measure because of their possible phosphate content. The reserve thus established was subsequently modified by further withdrawals and by restorations, so that on Jan. 1, 1934,' it contained 66,796 acres, of which only a small part had been defi-nitely classified. The reserved land was in scattered parcels, ranging from less than 40 acres to 320 or more, distributed in many counties. For administrative purposes and for final disposal of any of the numerous parcels, mineral classification of the land is legally necessary. In 1934 and 1935 the United States Geological Survey, under two successive grants from the Public Works Administration, prospected some 83 tracts of these lands in Polk County, comprising in all about 3300 acres, and six tracts comprising 240 acres in Citrus and Marion Counties. The tracts in Polk County were all in the so-called land-pebble field and the others in the hard-rock field. The Survey field party was under the direction of P. V. Roundy, from whose unpublished report the material in this paper is largely taken. The foreman of the prospecting crew was J. H. Wingate of Zephyrhills, Fla. The individual tracts were identified through the cooperation of the General Land Office, by transitman Hugh B. Crawford. This prospecting work fitted well the classification adopted for Public Works projects in general: it could not he done on any considerable scale under the Survey's usual appropriations; it gave employment to unem-ployed labor; and it may be expected ultimately to repay the Government in royalties more than the cost of the exploration.

In the management of oil properties, it is always desirable to know the future behavior of oil wells and oil reservoirs. Some estimation of the quantity of oil and gas that will be produced must be made as a basis for decisions on possible returns on investments in lifting equipment, drilling of additional wells, and other operating expenditures. In new or wildcat areas, operating expenditures are considered highly speculative, but in the completion of partly drilled and the operation of producing fields it is good business to remove as much speculation as possible. An accurate knowledge of oil and gas reserves in such cases would solve many management problems. The term "oil reserves" usually signifies the future ultimate recovery without specifying the method of production. Thus with changing methods and innovations in the production industry, reserves of any definite reservoir may be increased by increasing the portion of oil recovered. The usual reserve estimates are made by comparisons of well and formation characteristics, by using a percentage recovery on the oil content of the formation volume using porosity data, by extending production curves on non-prorated wells, or by extending bottom-hole pressure-production curves. The most reliable method would appear to be one that would estimate the initial quantity of oil and gas present and then obtain percentage recovery values for various productive methods and formations from experience. It is the purpose of this paper to describe a method of estimating the initial quantity of oil and gas present in a reservoir. The method is based on field operating data and the properties of crude oil-gas mixtures. The principles involved, the data required, the assumptions necessary, and an example of the method will be given. The method is entirely independent of sand volumes and formation porosities. There are probably as many variations of the method for blowing-in blast-furnaces as there are furnace superintendents. That some of these variations are poor practice is shown by the troublesome and sometimes disastrous experiences of many furnace-men, even within the last few years. It is the object of this paper to put on record a blowing-in practice that has gradually developed to the point where the results are sure, safe, and satisfactory; and also to bring into discussion several variations that are questionable. The blowing-in of a modern blast-furnace is one of the greatest of metallurgical operations. On its degree of success depends much of the future life of the lining and the subsequent behavior of the furnace; and it involves possibilities of danger to the men engaged in the work. The objects to be attained are the heating of the interior of the furnace to the high temperature necessary for smelting iron; the starting of the smelting process; and the gradual movement of the stock in its downward course. The most critical points are the placing of the kindling-wood, the " bringing down " of the gas, the closing of the iron-notch, and the first cast. The lighting of the first gas, the opening of the cinder-notch for the first flush, and the running of the first cast are anxious times for the superintendent and the furnace-men. Drying-Out the Furnace. As soon as a furnace-lining is completed it should be thoroughly dried out, whether it is to be blown-in soon or not; and the longer it is dried, the better for the furnace. At least two weeks is desirable; but good results can be had with 10 days of firing. Danville, the county seat of Montour county, Pa., was one of the earliest and best-known centers of the iron intlustry in the State. It is situated on the north bank of the north branch of the Sosquehanna river, twelve miles east of the confluence of the north and west branches of that river at Northurnberlttnd. The ore-belt, extending for a distance of twelve miles along the north bank, has been developed in a number of places, but nowhere so extensively as in the immediate vicinity of Danville. Hence, a description of the mines in that locality will suffice, as typical of the workings of the entire section. Geology. The Montour ridge consists of an anticlinal fold extending from the source of Wapwollopen creek on the east to the west branch of the Susquehanna, which it reaches at the mouth of Chilisquaque creek. According to the reports of the First Geological Survey of Pennsylvania, the length of the ridge is nearly twenty-seven miles, with an average breadth of three-fourths of a mile, and a maximum elevation of six hundred feet in the vicinity of Danville, where it also attains its greatest width. Just north of Danville the Mahoning creek cuts through it, exposing the iron-ore on the hill-side, where advantage has been taken of this to work the beds on the southern slope of the ridge by means of drifts. The sections given in Fig. 1 are taken from the reports of the First Geological Survey of Pennsylvania, made in 1858, by H. D Rogers, whose description of the Moatour ridge was so complete and accurate that the entire report was reprinted as an appendix to Vol. G 7 of the Second Geological Survey. COMPARED with the equipment used in most industrial processes, the open-hearth furnace has a relatively short life. The most important quality of an open-hearth refractory, therefore, is its rate of failure. This discussion of the physics and chemistry of the individual refractory materials will keep uppermost the question "Why, how, and where does it fail?" CAUSES OF FAILURE The principal causes of failure of open-hearth refractories are, in their order of importance : 1. Reaction with iron oxides. 2. Reaction with slag. 3. Flow and failure under load. 4. Melting. 5. Spalling. 6. Mechanical breakage. Reaction with Iron Oxides and Slag. Reaction with iron oxides and slag is by far the most important cause of failure. Liquid iron oxide comes near to being the "universal solvent" sought for by the alchemists. Among the materials commonly used in the open-hearth furnace, magnesia has the greatest resistance to this liquid and fireclay the least. The relations of iron and oxygen at high temperatures are illustrated in Fig 14-18. The liquid iron oxide that forms wherever iron is in contact with air or combustion gases cannot be given a definite formula. The percentage of oxygen at steelmaking temperatures may range from 21 to 28 (iron 79 to 72), depending upon the temperature and the oxygen pressure and also upon whether or not the liquid is in equilibrium with metallic iron. Some explanation of methods of testing will be given before presenting the record of a series of physical tests of aluminum, other metals and alloys. I. The Methods Employed and Meaning of Diagrams. The test-bars used, 12 inches long and 4 inch square, are cast in green sand, with chills bedded in such a way that the ends of the bar run against them. By splitting the ends of the bar the depth of chill can be measured. The chills being held in the mould 121/8 inches apart, the space between the end of the bar and the face of the chill, after both are alike cold, is the amount of shrinkage, and is recorded in thousandths of an inch per foot.

An investigation has been made of residual stress in the head and body of caliber 0.30 cartridge cases. The head was divided into four ring-lie sections which were cut off by a jeweler's saw. Spring-out was measured after a radial cut had relieved the circumferential bending moment. The residual stress corresponding to the observed spring-out was calculated by formulas in which the computed stress was a function of wall thickness. All rings sprang open, indicating compressive stress on the inner wall and tensile stress on the outer wall. The production stress-relief anneal of 475 F. for 45 min. reduced the stress to almost half. The priming and crimping operation, however, again raised the stress, especially in the flange section. The dect of stress-relief heat treatments on residual stresses in the body of caliber 0.30 cartridge cases was investigated by the split-ring method. Although this method did not reveal any large stresses in the body, the neck before mouth anneal was found to contain a computed stress of 30,000 psi. at the surface. This value was reduced to 15,000 psi. in 120, 30, and 15 min. at 400, 475, and 500 F., respectively.

THE gravity magnitudes obtained by means of observations with the Eötvös balance in the field are necessarily resultant or total effects due to all abnormalities of mass distribution, including even the effects due to the ellipticity and rotational motion of the whole earth. Since the object of the survey is to isolate the effects which arise solely from some particular subterranean feature, and to deduce therefrom the configuration and extent of this feature, the first step is to eliminate from the observed effects all those due to "disturbing" (i. e., unwanted) features, whether above or below the surface of the ground. The disturbing features have different characteristics, according to their situation relative to the center of the balance and to the horizontal plane through the foot of the balance, or station point; this diversity was recognized by Eötvös, who divided the total effects into so-called Normal, Terrain, Topographical, Cartographical and Subterranean effects. This classification has been adhered to by most subsequent investigators, but the writer prefers to employ the term "three-dimensional," which really indicates the essential character of the class of effect known as "Subterranean," at any rate from the standpoint of the computer of effects. Before disturbing effects can be eliminated, the features must be measured up or surveyed, whether by topographical, mining, or boring methods, and then the effects of each feature calculated and subtracted from the total observed effects. After this the problem of interpreting the residual effects will itself necessitate the computation of the assumed feature, or even a series of trial features.

All the mining machinery of the Penn Iron Mining Co. has been operated by electric power for several years and when another shovel for stockpile loading was required the advantages of an electric shovel were naturally considered. After considerable study, serious objections suggested themselves the use of a shovel operated directly by electrical apparatus by reason of the complicated control, severe service on the motors and the heavy surges of current required from the line. It was finally decided to construct an electro-hydraulic shovel using water under pressure to perform all the necessary operations except that of propelling, for which a separate motor was best suited. A car body with boom, dipper handle and dipper of late design, but without any of the steam machinery, was purchased. A motor-driven centrifugal pump, a pressure tank, an air tank, a small air compressor and water cylinders with plungers, pistons and valves, were installed in place of the steam equipment. INTRODUCTION How often has the thoughtful observer pondered the apparent contradictions experienced in the weather? One can take records of two days, one in the winter and one in the summer. The "degree days" indicate that space heating and domestic load were present in one case and not in the other. The Business Index may be about the same, indicating that the industrial activity of the area and its concomitant use of fuel were about the same. Thus the volume of the products of combustion released to the atmosphere varied only as related to the space heating demand. Yet on one day in winter the atmosphere may be clear and bracing, while on a summer's day the air is thick and murky and the visibility sharply reduced. The situation may be reversed. What are some of the factors that contribute to the creation of these conditions? These few notes have been prepared to indicate some of the influences that are exerted on the problem. THE SOURCES OF ATMOSPHERIC POLLUTION The industrial area of Pittsburgh, Pa., has been a dominant center for the production of iron and steel for over one hundred years. In fact, with the growth of the numerous auxiliary processes Allegheny County which contains Pittsburgh is probably the most industrialized county in the world. In addition, the type of manufacture carried out in this area is predominant dependent on thermal energy (heat). That energy is supplied from coke and coal produced in the vicinity of Pittsburgh. Indicative of the stupendous quantities of fuel that are employed in this industrial area's economy, the following (Table No. taken from the U. S. Census (1940) may I of interest. An influence that has never been fully appreciated by many individuals is the fact that no matter what adventures the gases of combustion experience as they pass through the various processes, ulti¬mately the spent gases are discharged through chimneys to the atmosphere.

The Ce-Cu phase diagram was investigated by differential thermal analysis and rnetallography. Two congruent melting compounds, CeCu2 (817°C) and CeCua (938°C), and three incongruent cornpounds, CeCu (516°C), CeCu, (796°C), and CeCu, CERIUM and copper have been suggested as possible diluents in a liquid-plutonium fueled reactor. As part of the determination of the Ce-Cu-Pu ternary phase diagram, a review Of the Ce-Cu system (798°C), are present in this system. Eutectics exist at 28 at. pct Cu (424°C), 74 at. pct Cu (756°C), and 91 at. pct Cu (876°C). The purity of the cerium used has an important effect on the results obtained by differential thermal analysis. was considered necessary. Previous work by Hanaman was conducted with relatively impure metal: 96.7 pct Ce with 2.5 pct other rare earths and 0.5 pct Fe as major impurities. The metal had a melting point of 715°C as compared to the melting point for pure cerium of 804°C as reported by Spedding and Daane.2 Results presented in this work were obtained primarily by differential thermal analysis (DTA) and metallographic examination of slow-cooled or quenched samples.

Finances. : Income continues to increase the total for the year 1935, being $141,754 compared with $134,967 in 1934, and $121,689 in 1933, which was the lowest reached during the depression. The principal increases were $2000 in Current Dues; $2400 in Dues from New Members; $2000 for Advertising in the monthly magazine MINING AND METAL¬LURGY; and $1600 in Sales of Authors' Reprints and TRANSACTIONS volumes. Income from Dues in Arrears was $1000 less as a consequence of the fact that arrearages had been largely reduced during 1934, so that there were fewer from which to draw.

To maintain a competitive position in the world market in spite of higher domestic labor costs, the U.S. has been forced to the forefront in developing labor saving devices. This has resulted in automation in our factories, mechanization in our mines, and development of faster and more economical methods of transportation. Since World War II the domestic mining industry has suffered perhaps more than any other sector of our economy. When we assisted our allies-and our enemies-to get back on their feet following the ravages of war we were perhaps overly generous in providing funds and technical assistance to develop foreign mining industries that have since become thorns in the side of our own industry. It has become imperative that domestic industry exert its vigor to meet the challenge of foreign competition. While the domestic industry can meet this challenge of foreign competition in part by protective tariffs, quotas and governmental aid, the most effective way is to maintain technological superiority that will reduce manpower requirements and costs and increase productivity. There is this opportunity both in mineral processing and in mining.

At the present time most artillery cartridge cases are used only a single time. Since the process of reshaping a fired cartridge case so that it may be used again is much simpler and cheaper than the original manufacture of the case, it is clear that important savings could be effected if such re-formed cases were used in place of new cases. Extensive use of reconditioned cases has been hindered in the past, however, by the deterioration of the brass which may occur in the period of time between the first firing and the reconditioning of the cartridge cases. This deterioration sometimes results in a dangerously high incidence of firing splits in groups of reconditioned cartridge cases. It appears that the mechanism of the deterioration is the season cracking of the brass, for season cracks, of varying degrees of severity, may frequently be found in the cartridge cases after their return from the field. There are, of course, severe practical limitations to the extent to which fired cartridge cases can be protected from corrosion under battle conditions, particularly since the powder residue in the case is itself corrosive. The present paper describes a rapid method of testing the sidewalls of artillery cartridge cases for the presence of season cracks. This method has been developed specifically for use in connection with the reconditioning of fired cases, and makes it possible to carry out 100 per cent inspection.
