Mining is an international business and vital contributor to national and global economies. It depends on the trust and confidence of investors and stakeholders for its financial and operational well-being (Committee for Mineral Reserves International Reporting Standards (CRIRSCO), 2016). The Social Licence to Operate (SLTO) is an increasingly multifaceted and multistakeholder risk that can impact investment decisions. Community challenges to broader political and economic decisions have given rise to protest delaying or stopping projects or closing mines and has led to loss of life (Ernst and Young, 2016). Some governments are now giving greater powers to stakeholders to make the final decision on approving mining and metals activities (EY, 2016). With billions of dollars in project investment at stake, ongoing engagement, collaboration and effective communication with stakeholders is crucial and mutually beneficial solutions are increasingly expected (EY, 2016). It is therefore essential that the industry communicates the risks (and opportunities) associated with investment effectively and transparently in order to earn the necessary level of trust with investors and stakeholders to underpin its activities (CRIRSCO, 2016). Given that each year, 30–40 per cent of mining industry deaths are attributable to failures of vehicle interaction controls (EMESRT, 2023), the mining industry is now armed with a growing body of knowledge from EMESRT (Earth Moving Equipment Safety Round Table) and ICMM (International Council on Mining and Metals) global vehicle interaction initiatives over the past years, that enables mining companies, OEM’s and technology providers to work together to develop and implement more effective controls and drive the adoption of capable solutions. Leveraging 20 years of experience as a global technology provider of Proximity Detection System (PDS) and Collision Avoidance System (CAS) solutions for surface mining operations, Wabtec Digital Mine Technology shares key insights for ensuring the effective selection, implementation and integration of these technologies into existing mine site controls and mining operations for effectively reducing vehicle interaction risk enabling mines to drive towards ‘zero-harm’ objectives. Continuous development of complex new steel grades to meet the ever-increasing demand of high performance causes recurrent issues in steel continuous casting such as surface quality defects (eg cracks, depressions, deep oscillation marks) and productivity challenges (eg faster casting, near-net shape casting). Continuous casting of steel is a highly successful metallurgical process. Much of this success can be attributed to the performance of the casting powder that is added to the top of the mould, creates a liquid slag pool as it is heated, and forms a slag film between the watercooled copper mould and steel shell during its passage down the mould. Mould powder selection is a compromise between the conflicting requirements of heat transfer and lubrication. In an EU RFCS (Research Fund for Coal and Steel)-funded project, various techniques are developed to offer the opportunity to adapt the slag film to meet the conflicting needs in different parts of the mould such that mild cooling can be generated in the meniscus, mid-broad face or corner areas whilst maintaining lubrication and offering higher cooling rates in other areas of mould. This has significant potential to address the industrial issues in product quality and productivity of continuous casting. This paper reports, as part of the EU RFCS project, the determination of crystallinity and porosity in slag films for casting challenging and innovative steel grades using new methods. In comparison with the methods such as X-ray powder diffraction (XRD) analysis and optical microscopy / scanning electron microscopy (OM/SEM) analysis that are currently adopted by the industries, EBSD (electron backscatter diffraction) has been employed to determine the crystallinity of the slag films taken from industry casters. X-ray computed tomography (XCT) plus 3D image reconstruction has been used to determine the slag film % porosity with pore volume, pore size distribution, and pore location, which can be linked with the performance of the slag films during casting different steel grades.

"Rio Tinto Iron Ore (RTIO) has an extensive history in the application of geometallurgy to the iron ore value chain. Fundamental to this has been the geological logging of material types which are assigned processing attributes such as lump per cent and density. Initially these were used for product (lump and fines) grade predictions in relation to grade blocks to be used within short-term planning horizons.More recently the predictive reach of the material types and their associated processing attributes has been extended due to their inclusion into geological block models. These predictions can now be used to influence mine plans across multiple planning horizons in such a way that the extremes of geometallurgical properties can be pre-empted and managed thus improving efficiency. Spatial material type domains are also used in the planning of metallurgical drill holes to ensure greater representivity of material than was typically obtained by chemical and/or stratigraphic criteria alone.Material type logging has also been enhanced by the introduction of modern, rapid mineralogical techniques that have complemented visual logging. This has enabled the identification and quantification of contaminant minerals and their relationships with host ore types to be established. This data is used to better manage product grade predictions and identify risks to the short-term plan.Work is ongoing in RTIO to further refine logging based predictions and in addition apply them to new areas of the business. BHP Western Australian Iron Ore (WAIO) operations use a suite of slope monitoring systems which are deployed to operational areas based on the ground control risk. Slope Radars are one system used within WAIO, having recently deployed and integrated a network of 22 radar systems across the operations. The integration required the development of supporting network architecture, infrastructure, virtualised hosting, security protocols and a technology support model. This has enabled data transfer between the physical radar systems located in open pits, to on-site offices, a vendor supported remote control room in Indonesia and the WAIO Integrated Remote Operations Centre for data analysis and monitoring of system and displacement alarms 24/7. The typical technical skillset of a Geotechnical Engineer does not include the knowledge and capability to understand and develop the supporting IT infrastructure required for establishing an integrated radar monitoring network. This paper will provide a discussion of the technology considerations for integrating radar systems and highlight the importance of the developed partnerships between internal geotechnical and technology teams and the external vendor team to ensure a reliable, robust and scalable slope monitoring solution.

Alfred Nobel first invented a practical detonator in 1863 and then the blasting cap in 1865. At that time the detonator was used on the end of a length of safety fuse to initiate nitroglycerine-based explosives. Since then the detonator has gone through a number of changes. The instantaneous electric detonator was the first to allow remote firing. The electric delay detonator followed and allowed for timing between holes. In the mid 1970s the NONEL« Tube was invented. This tube combined with NONEL« detonators meant that many of the safety issues, such as stray current and radio frequency, associated with electric delay detonators were eliminated. This system gave the mining industry a reliable and fairly accurate system with which to detonate shots of any size. Since the early 1980s a large amount of research and development work has been done around the world to create a more accurate detonator for the mining and quarrying industry. After years of research, electronic detonators have emerged as the most accurate and precise initiation system available to the mining and quarry industry today. Electronics provide the user with millisecond timing accuracy. The improved level of timing control allows operations to improve fragmentation, throw and reduce vibration levels. There are now a number of different electronic detonator suppliers on the market today. In 2004 Dyno Nobel formed a joint venture called DetNet with AECI. DetNet has a suite of electronic detonators: DigiDet«, HotShot« and QuickShot«. This paper will focus on the HotShot« system, the first of the three new initiation systems to be released to the market in Australia by Dyno Nobel.

"The mandate of the 2005 VALMIN Code to provide ‘(all) reliable, thorough, understandable material information required by investors and their advisers when making investment decisions’ requires that due diligence for tenure be full and thorough. Yet a published due diligence would often appear to be simply a list of tenures allegedly held without any commitment as to the standing of the tenure as safe and secure or otherwise.The value of due diligence for tenure, as mandated in the 2012 JORC Code and the 2005 VALMIN Code, must focus on compliance rather than simply on ‘vital statistics’. Enforcement in every jurisdiction in Australia focuses on penalties (some more harsh than others) for non-compliance, which, in turn and most importantly, reflects directly on security of tenure. Some 22 Acts (on average) impinge on security of tenure and fundamentally underpin the security of any mineral asset.This paper will outline regulatory processes to demonstrate how tenure compliance is achieved and argue that the rigorous application of good practices in tenure evaluation will lead to more of this information being made available on a regular basis.The paper will then focus on further practical examples of tenure compliance failures, the application of these to the requirements of the JORC and VALMIN Codes and due diligence that failed to fulfil the mandate. Examples will be given that alerted other professionals using the JORC Code to complex geological and mining situations of which they were unaware in their valuations.Finally, the author will make a personal plea for tenure to be considered at the commencement of any reporting process.CITATION:Evans-Wheeler, J, 2016. South32 (S32), a globally diversified mining and metals company, is listed on securities exchanges around the world (ASX, JSE, LSE), with its primary listing being on the Australian Securities Exchange (ASX). Chapter 5 of the ASX Listing Rules (Australian Securities Exchange (ASX), 2019b) requires a mining entity to provide a summary of governance arrangements and internal controls with respect to its estimation processes, estimates and reporting of Mineral Resources and Ore Reserves annually. As a global company, it is also important to design and implement all governance processes and internal controls which can be used consistently across the organisation. The three lines model (previously known as the ‘three lines of defense’ model) is employed across South32 to manage risk where the first line (Practitioners) designs, implements and executes processes and controls to manage risk; the second line (Stewardship) identifies material gaps and improvement opportunities in the first line by monitoring conformance with the group requirements, legislative and regulatory obligations. Second line also assists with the development and improvement of core fundamentals based on industry good practise. The third line (Group Assurance) provides independent and objective assurance over the Group’s system of risk management and control. The estimation of resources and reserves for most of the operations within South32 is managed by the Planning function. The estimation process is part of the annual Life of Operation Plan (LoOP). The LoOP identifies and assesses the strategic alternatives for the development of an operation and recommends the preferred pathway based on value and risk. The LoOP starts with opportunity framing and the updated resources as an input and ends with the short-term plan and annual budget (the outputs). Ore Reserves estimates are one of the outputs from the LoOP. All the inputs and outputs follow internal standards and procedures which includes peer review and performance reconciliation. Stewardship (Second line) which is a centralised function has standards in place to ensure compliance to internal controls and external regulatory requirements. This includes assessment of the competence of Competent Persons, technical reviews, independent audits and training in the relevant chapters of the ASX Listing Rules, Guidance Notes and Appendices. Group Assurance (Third line) which reports to the Risk and Audit Committee of the Board of Directors ensures the design and operating effectiveness of the processes, standards and procedures associated with the estimation and reporting of resources and reserves. While the level of scrutiny has a different intent for each line in the three lines model, the overall purpose is to achieve a consistent outcome across the organisation

The failure of roof of thin bedrock working face under loose aquifer in a coalmine can lead to water-sand inrush disaster. Based on the accident of water-sand inrush in 30108 working face of a mine in Shaanxi province, China, the mechanism of water-sand inrush is theoretically analysed. The process and critical conditions of water-sand inrush in working face are reproduced by numerical simulation where the bedrock thickness is 20 m, the clay layer thickness is 40 m and the mining height is 6.5 m. The study found that under the condition of thin bedrock and thick clay layer, the characteristics of the clay layer have a significant inhibitory effect on the development of the fractured zone, and the development of the water-conducting fractured zone is incomplete and insufficient. However, in the process of continuous mining of multiple adjacent working faces, the strength of the clay is gradually reduced by the influence of mining and the erosion of water, and the height of the fractured zone is gradually increased. In the subsequent mining process of the working face, the roof is more likely to be cut-off and lead to water-sand inrush. From the initial failure of the clay to the final crack directly through the surface, the shear strength of the clay is reduced by about 52 per cent. Further simulation found that in addition to the characteristics of the clay layer itself, the main factors affecting the water-sand inrush in the working face caused by overburden failure also include the difference in bedrock thickness and strength, and the difference in coal seam mining height. With the increase of bedrock thickness, the development height of the fractured zone increases gradually with increases of bedrock thickness when the cutting failure of overburden rock no longer occurs. With the increase of mining height, the height of water flowing fractured zone also increases, but the cracking ratio gradually decreases. Therefore, it’s of great practical significance to systematically study the mechanism and critical conditions of water and sand inrush in mines and the main influencing factors for preventing similar accidents in mines with similar conditions.

Truly integrated, quantitative, 3D GEOmetallurgical (or mineral system) characterisation, classification and 3D modelling should provide a cradle to grave unifying link across the exploration and mining value chain. All too often, spatially representative (quantitative) characterisation and modelling of a mineral system is delayed until feasibility stage, incurring a significant opportunity cost. The application of robust GEOmet characterisation methods early in the project lifecycle (at exploration stage) improves ground selection, exploration, and Mineral Resource estimation outcomes, long before there is a need for metallurgical test work. Lihir operations of Newcrest Mining Limited (NML) are on Lihir Island (PNG) which is located approximately 900 km north-north-east of the national capital Port Moresby. The mine is located within the Luise Caldera of the Luise Volcano which is located on the east coast of the island. The caldera is an extinct volcanic crater that is geothermally active. Volcanic activity on Lihir Island is limited to remnant hydrothermal venting in the Luise Caldera in the form of hot springs and fumaroles. Steam and gas (including H2S) naturally discharge within the pit area and along the Kapit beach and near shore region. The hydrothermal reservoir temperatures can reach 100°C at the water table and exceed 200°C at depth. Newcrest maintains a Geo-hazard Management Plan to identify and manage the various geotechnical and geothermal hazards on-site. The major geothermal hazard to mining at Lihir is the occurrence of geothermal outbursts, which have occurred in the past with varying intensities and caused two ‘near misses’, production delays and material losses.

As we strive for a sustainable and resilient future, repurposing assets has become a top priority. In Australia alone, we have a significant number of mineral projects in the pipeline, extensive existing operations, and over 50 000 legacy sites. Collectively, this presents a unique opportunity to be a world leader in mine rehabilitation. Complex stakeholder landscapes, inflexible policies, aged regulatory frameworks, technical uncertainties and increasing liabilities are all barriers hindering effective transition of legacy assets. The impetus for change is further catalysed by shifting consumer preferences, workforces in flux and regional Australians questioning what the transition means for their local community. We need innovative approaches to take a leading role in the industry and support global efforts more broadly. Co-designing an ambitious, shared vision spanning projects, operations and legacy assets with all key parties is a fundamental step to unlock and realise maximum societal, environmental, economic and reputational value. Serious play and gamification can further enhance this visioning process.

Safe work Australia (SWA) has a number of proposed amendments to existing Workplace Exposure Standard (WES) values that may dramatically change how mining workplaces using personal gas monitoring instruments will operate. In consultation with leading gas monitor manufacturers and distributors, an assessment of common Australian alarm settings values and analysis of potential frequency of increased alarm likelihoods has been conducted. This assessment explores the relationships between current monitoring practices, using instruments as health and not just safety tools and identify what will be needed to minimise worker ‘alarm fatigue’ and for common tasks to continue safely. This paper provides the necessary information to aid industry and hygienists to be ‘future ready’ given the likely impact that order of magnitude reductions in time weighted average (TWA) values for NO2, SO2, H2S and other common gases will have on current working practices. Reductions to gas alarm values will provide significant challenges to existing work methods and will require, practical application of the pending future values. Improvements and awareness of instrument capabilities by safety and hygiene professionals will better utilise gas monitors real-time data monitoring capacity and no longer be just ‘safe or not-safe’ instruments. The presentation seeks to promote the practical steps required in setting alarms based on risk consequence and likelihood, increase general awareness of the tools and data available in modern instruments and will enable industry professionals to better manage the challenges of any potential future changes.

Rio Tinto has actively committed to progressive reclamation, concurrent with commercial operations, at its Diavik Diamond Mine. The most significant piece of progressive reclamation undertaken at Diavik to date has been the construction of an engineered thermal rock cover for the mine’s largest waste rock storage area. This 80-metre-tall and 2000-metre-long area is known as the Waste Rock Storage Area – North Country Rock Pile (WRSA-NCRP) and contains the operationally segregated potentially acid-generating waste rock mined over the last 20 years. As part of the mine plan, an opportunity was recognised where a limited 1.5 per cent of the WRSANCRP surface area was required for storage of the balance of life-of-mine generated waste rock and a decision was made to advance the closure design almost a decade ahead of final closure. With over 12 860 000 tonnes of material placed and 57 443 dozer hours logged since cover construction, progressive reclamation on the WRSA-NCRP is scheduled to be complete in mid-2023, three years before planned cessation of commercial operations in 2026. The progressive closure of the WRSA-NCRP demonstrates Rio Tinto’s commitment to not only closure, but modern best practices with integrated mine closure. Over the past seven years, Diavik has overcome multiple implementation hurdles for this project including the psychology of operational standby, the financial mechanisms required to support closure, working within the constraints of a mine plan and the associated operational organisational structures. This paper outlines the lessons learned to provide an example of successful integrated mine planning for closure. The North Country Rock Pile project had three major learnings which resulted in an effective organisational structure that allowed for the execution of an integrated planning model for progressive closure. The initial hurdle the project faced was adapting the psychology of an operational open pit mining team. The team was an experienced mining group who came in with the perspective to target the shortest haul possible resulting in the initial perception that the longer haul of material to the NCRP was an un-necessary task impacting operational performance metrics. After the installation of an improved dispatch tracking system and performance metrics, it was possible to demonstrate that the mine was shovel constrained. This showcased the short haul was generating an increase in queue time not production. With updated performance metrics, the team was aligned to target a decrease standby through haulage to the NCRP. These performance metrics had to be reinforced by financial mechanisms. The operations team was able to offset costs by charging time to the capital project set-up for the closure of the NCRP. This allowed the operations team to receive credit for time that would have otherwise likely been standby. As well, the progressive closure project was able to receive the benefit of not having to incur costs for the drill, blast and load as that was done as part of the operation. This was a significant benefit to the project and one of the primary drivers for the early approvals of the work as the project costs were limited to the incremental haulage distance and placement of the material. Life of Mine Conference 2023 | Brisbane, Australia | 2–4 August 2023 114 While the combined operational and progressive closure approach provided financial advantages, it did result in the project being constrained by the operational activities. A traditional capital project is managed through a linear execution plan where the deliverables within a project are within the realm of control of the project execution team. However, the NCRP project had to be continuously adapted to the outcomes of the pit operations. This included geotechnical constraints, ore delivery, and other operational delays. To adapt, the planning module had to be dynamic but not reactive to allow for adjustments on a shift-by-shift basis. Based on this requirement the Diavik Closure Projects structure adopted a mine planning format. The team executed a similar planning timeline and reporting structure as the mine operations team, allowing planning to be integrated into the operational planning structures on a daily, weekly, monthly and quarterly basis. This resulted in the Projects team as a core pillar of the mine planning team. The process of continuous improvement spanned six years and has resulted in the project being ahead of schedule and under budget for the project’s scheduled progressive closure completion date of June 2023. The North Country Rock Pile project supports the argument that bulk earthworks progressive closure projects should be integrated into the operational mine plan. If the project is aligned the mine plan it allows for dynamic adjustments which capitalise on evolving opportunities inevitable in an operating mine. These cultural and organisational alignments should be supported by appropriate performance metrics and financial mechanisms to ensure united priorities. The result of this alignment provides long-term financial savings for the business as well as delivery of closure objectives.

The provision and management of energy in both fuel and electricity forms is an increasingly important consideration for mines. Pressures from communities, governments and markets are increasing towards more transparent and improved energy management. Combined with the energy-water nexus, where water and energy are closely related in the operation of a mine, this emerging business climate means a more thorough and responsible approach is required for the acquisition and use of energy, as well as the release of emissions. Many of the complexities in potential new ore bodies are borne in remote locations, high altitudes, low grades, arid climates and deep deposits. Each of these challenges affects the successful provision of energy. In combination, such challenges can leave an operation seemingly unviable from an energy perspective, especially when approached from a traditional mining energy feasibility lens. This paper discusses some of the energy alternatives currently available and emerging in the mining industry. Both energy supply and demand options are considered, which can provide a very different energy footprint with the flexibility to address, and potentially overcome, major energy challenges for a mine. When an iron orebody nears its end of life, the extracted material can become increasingly problematic to handle. Higher moisture content occurs as larger portions of originally-below-water-table material is mined, which in some deposits is accompanied by further changes in physical and/or chemical properties present along the edges of the orebody. Plant delays related to problematic material have affected all of BHP’s mining hubs to various degrees. Following the recent successful work in Yandi, where the development of an index to quantify the handleability of channel iron ore deposits resulted in an increase in extracted volumes and an extension to the expected life-of-mine, the value of implementing similar indices for bedrock iron ore deposits has been recognised. A materials handling index has been developed by combining observed empirical relationships between material properties and processing plant performance. Indices for each deposit were further refined and optimised by implementing a back-testing strategy which facilitated an understanding of what weighting or scaling each of the contributing components should carry to yield the highest success rate of predicting actual delays at a given plant. Currently materials handling indices are deployed to all mine sites and are made available in block models as well as calculated for individual blasthole and production samples. Values in block models are obtained by predicting the required properties using machine learning models, whereas hyperspectral data is used to ‘measure’ some of those properties on a sample level. This paper discusses the work that has been undertaken to obtain materials handling indices, the testing that has been done to optimise them, and what processes have been developed to ensure the best metrics are being used in the different planning and scheduling horizons to optimise extraction.

The benchmark for relatively modest projects was set in the 1980s and 1990s during the ‘gold boom’ when numerous cost effective plants were designed and constructed on a lump sum basis in a very competitive market. A number of factors contribute to lack of transference of the lessons learnt in gold plant design to concentrator design including established paradigms in the design and layout of concentrators, lack of experience in cost effective design, operator’s preferences for flowsheet and layout and simple lack of appreciation of the impact of plant footprint on materials quantities and resultant capital costs.Experiences with recent copper concentrator projects (both small and large) are used as case studies.

This paper presents the positive outcomes on an EPCM project, which was undertaken in a challenging environment, whereby the design team had to generate a design with a number of stringent serviceability criteria, any deviation from which would have had significant implications to the proposed design performance. The success of the design implementation within the tight time frame hinged upon the precise installation by a skilled contractor. A real-time load-haul-dump (LHD) dispatch optimisation tool has been deployed at Panel Cave 1 and Panel Cave 2 at Newcrest’s Cadia Valley Operations. The tool, known as ORB, is the first known successful implementation of an optimisation-based, autonomous, real-time dispatch tool, custombuilt for underground mining operations. ORB can co-ordinate the optimal dispatch of LHD’s in a block cave to achieve a range of objectives while adhering to draw compliance and geotechnical constraints. It is an example of highly automated short-term interval control. This paper starts by outlining the pre-existing business planning process, detailing the simple logic that produced the daily draw order. Next, the motivations for a real-time dispatch tool are presented, drawing comparison to the limitations in existing planning processes and how these can be overcome through an optimisation-based, autonomous, real-time dispatch tool. Subsequently, the paper details the Ratio Bogging Draw Strategy, through which tonnes targets are expressed continuously on draw bells or draw points as a ratio of total cumulative cave draw. This signifies artificial planning boundaries are removed and that draw targets are linked within a cave; such that tonnes are unlocked by bogging other parts of the cave, instead of as a function of time. This creates incentive within the target mechanism for fixing and bogging struggling draw areas whilst allowing uncapped progress if all draw targets are progressing within compliance. Furthermore, the optimisation tool developed is outlined, including the data it uses and the objectives it optimises. Finally, detail on the improvements to operations the implementation of this tool has brought, and the business process change it has facilitated are presented using Newcrest’s Cadia Valley Operations as a case study.

The Callie Underground Gold Mine (Callie) is owned by Newmont Asia Pacific and located 531 km north-west of Alice Springs in the Northern Territory. Historically, stopes have been mined utilising a primary and secondary stoping sequence with cemented aggregate fill and rock fill respectively. Current and near-future mining will employ long hole open stoping with rib pillars and rock fill with a paste fill system approved to allow a higher extraction ratio from mid-2011. The Callie rock mass is of good quality with little or no mining difficulties during development and stoping to a depth of 1140 m below surface. Development is currently occurring at depth of 1360 m below surface. Stress damage previously observed only in secondary stope accesses is now observed in development unaffected by stoping stresses. A change in rock mass properties is being experienced with depth, with more pronounced and frequent joint planes. Also, other structures are intersected more commonly, such as lithological boundaries and fault zones. The 'Callie rock factory' mentality that has persisted for years is challenged. This paper covers an appraisal of the stress and ground condition changes at Callie. The appraisal outlines the mine design criterion that was developed and examines the transition from a low stress environment to one where stress damage is observed. Discussion includes a judgement on the rock mass damage observed in development, the dominant geotechnical factors influencing the change in ground conditions, and if a correlation can be made between the observed rock mass damage with stress through the use of numerical modelling.
