My selection of the Australian coal industry as the theme of this Presidential Address arose from the fact that it is one of our most important mineral industries. The industry is presently prospering.M.ore coal, mostly of better quality (except for certarn power-house types), is being produced more cheaply in terms of real money than at any time in the past, and exports overseas are currently at a highlevel.In. spite of this, concern has been expressed in certam quarters about the future of some phases of the industry; for example, there has been some public comment on the selling price of our coking coal to Japan, the possible over-export of our coking coals from New South Wales, the introduction of foreign capital to develop large-scale mining ventures in Queensland, and the proposed export of substantial quantities of coking coal from the same State.Furthermore, proposals for the introduction of atomic power plants into several States well endowed with reserves of coal have given rise to comment, and recently the Department of National Development(1968) warned that insufficient attention is being paid to "orderly development and careful husbanding of the nation's coal.To reach a balanced judgment on whether these views are well founded it is essential to make a broad survey of the present position of the coal industry in the Australian economy. I therefore propose to deal briefly with several aspects, and to comment, in particular, on the important subjects of exploration and research in progress at present on Australian coals.Detailed descriptions of the Australian coalfields are to be found in existing technical publications (e.g.. Andrew, 1965; McLeod, 1965) and the data on coal reserves have been progressively revised as more accurate information has become available. TowerMill - Advantages in Wet Grinding Applications The TowerMill, which has now been in existence for no less than 50 years, is one alternative to the horizontal ball mill and offers several advantages. The TowerMill is widely used in (coal-fired) electric power plants for the grinding of raw material for the FGD (Flue Gas Desulphurisation) process involving very high throughputs, very fine product sizes and high availability. Some companies in the mining industry also looked at the use of such optimised grinding machines several years ago and found that many of the advantages offered in other industries are transferable to new applications. Much development work has been undertaken to improve the TowerMill for new applications and, as part of that work, tests have also been conducted to make direct comparisons of their performance with that of ball mills. Grinding tests were performed using the same raw materials and comparable machine sizes. Some of the results are discussed in this paper, along with a comparison of the advantages and disadvantages. The conclusion provides an outlook for some worthwhile future applications. The test results, which are described and analysed, show that the TowerMill offers significant advantages in relation to operating costs and operational safety. An example based on the wet grinding of limestone is presented.

The devastating failure of Dam I at the Corrego do Feijao iron ore mine near Brumadinho in Brazil on 25th January 2019 left at least 270 people dead or missing. In the immediate aftermath of this event, many mining companies commenced reviews of their tailings and water storage facilities (T&WSFs), and Rio Tinto was no exception. Rio Tinto has an interest in over 250 T&WSFs across 47 sites in 13 countries as owner-operator, as managing JV partner, and through non-managed partnerships and other ownership arrangements; T&WSF experts from Rio Tinto’s Surface Mining Centre of Excellence visited the sites in order to complete Technical Risk Reviews of each facility. These reviews looked beyond the day-to-day operational aspects of T&WSF management, and the site’s compliance with local regulations and Rio Tinto’s internal D5 Standard – Management of tailings and water storage facilities, in order to provide a strategic, second line of assurance perspective. The reviews focused on design and construction; operational controls; risk control framework; and competencies and capabilities of personnel involved in the design, operation and closure of the facilities. Additional activities were carried out in parallel with these reviews, including the development of a consistent approach to dam break studies; the public disclosure of information on Rio Tinto’s tailings storage facilities and their management; and contribution to external programs such as the initiatives being co-ordinated by the International Committee on Mining and Metals. This paper provides an overview of the tailings and water storage assurance work undertaken by Rio Tinto’s Surface Mining Centre of Excellence Tailings Validation Taskforce to date; work that will continue to improve governance and assurance for all of Rio Tinto’s T&WSF.

Between February and August of 1986, Dr Alfred Petrick visited New Zealand sponsored under a Fulbright grant administered by the New Zealand-United States Educational Foundation. The grant supported a research project completed by Dr Petrick having as an objective, the preparation of a preliminary economic evaluation of the mining of six Otago lignite deposits as a source of energy for steam power generation or in liquid fuels. The research is limited to consideration of preliminary geological and engineering data on the six deposits and to the time constraints of the Fulbright visit. This paper is a summary of the final Fulbright report. The complete report including the listings of the computer programs is available from the Otago School of Mines.

Within the past decade, incidents of mining–community conflicts have grown dramatically and represent one aspect of a phenomenon known as social risk. Research published in 2014 indicates that a lack of social acceptance is now a leading and costly cause of delays for mining projects.The rise of social risk, complemented by the need to earn the trust of an increasing number of stakeholders so that mining projects can be developed effectively, is problematic for the industry. Conflicts are occurring in situations where companies are fully compliant with regulatory and legal requirements, despite initiatives by mining companies to earn social acceptance and despite the proliferation of tools to support corporate social responsibility. Intensifying the impact of social risk is the fact that it has increased during a time in the global mining sector when companies have had to grapple with declining commodity prices, increasing capital costs and debt levels and the challenges of mining lower-grade deposits.This paper will explore a hypothesis that in today’s interconnected society, social risk in the mining sector constitutes a legitimate business risk that must be managed strategically. The reality facing mining companies is that information, once considered confidential, now travels quickly on social networks and via a growing number of groups and individuals that have earned a legitimate right to be classified as stakeholders in projects that affect their communities. To be successful, it is suggested that companies will benefit from increasing internal collaboration and providing training to equip teams to mitigate social risk to mining projects and protect reputation capital. Several Approaches to Enhance the Bioleaching of Enargite Some approaches were investigated to enhance the recovery of Cu from enargite by bioleaching with Acidithiobacillus ferrooxidans using the galvanic interaction with pyrite and activated carbon, and with thermophilic bacteria, Acidianus brierleyi. Addition of pyrite initially enhanced Cu leaching by the Galvanic effect, but after that the formation of secondary minerals passivated the surface of enargite in inoculated batches. Activated carbon improved Cu recovery from enargite much better than pyrite, when it is contacted with enargite. Recovery of Cu from enargite has been recorded to at largest 2.4 per cent within 30 days in the presence of activated carbon when mesophilic bacteria were inoculated at 25¦C. The recovery of Cu from enargite was drastically enhanced by inoculation of thermophilic bacteria, Acidianus brierleyi, up to 60 per cent within 40 days at 70¦C and still not leveled off after 40 days unless the formation of Fe(III) precipitates occurred. After 40 days dissolved molar ratio of Cu/As is around 5.2, suggesting that metal-deficient sulfides and/or ferric arsenate might be formed on the surface of enargite.

QMAP (the Quarter Million Mapping Programme, 1:250 000 scale) is a geological mapping programme which will build a digital geological database of the whole country and publish maps and books to document it. The programme was established in 1993, following a recommendation by a review panel appointed by the Ministry of Research, Science & Technology, and is funded by the government, from the Public Good Science Fund. The relevance and fundamental value of QMAP lies in the greatly improved geological knowledge it will provide for researchers and other end-users of geological information.   QMAP research involves assessment of previous work, field and laboratory investigations in key areas, and data storage, manipulation and publication using Geographic Information Systems (GIS) computer technology. The QMAP digital database of New Zealand geology will be completed by 2006, as will the series of 21 full colour printed geological maps and accompanying explanatory texts. Two are already completed and published (Kaitaia and Dunedin), and six other projects are well advanced.   QMAP information will also be available in digital form. Next year we hope to expand the scope of the programme to cover the reconciling and linking of many other earth science databases to QMAP, because we believe this will create a powerful research tool. The intention is to develop internet access to the databases, to make the information publicly available.

The grade control process undertaken at mines aims to maximise the value of the ore (valuable product) mined and fed downstream for processing or sale. The full range of grade control activities includes: reserve estimating, drilling/sampling, assaying, modelling, ore block design, blasting, ore mark out, excavating, stockpiling, processing and reconciling. Over the last 25 years, the grade control process has undergone significant improvements and this is in part due to the developments in grade control blasting. This paper discusses the development and classification of grade control blasting applications in surface mining. A review by the author in 1988 (Little and van Rooyen, 1988) is used as a benchmark for discussing the very significant progress that has been made.Two major technology initiatives have enabled this development. The first was the development of a method for the measurement and analysis of total displacement during the blasting process. Currently, the Blast Movement Monitor (BMM®) is a practical tool that has been used around the world to improve the industry’s understanding of three-dimensional blast movement dynamics. The second technological enabler was the development of electronic detonator systems. The unique aspects of electronic detonating systems are their higher accuracy and that all detonators are activated at time zero (initiation). From a grade control blasting perspective these features and other improvements allow experimentation and, ultimately, more complex, multiobjective blasts to be designed and implemented.This paper reports on a classification and review study undertaken by the author. In all, five selective blasting methods and nine bulk blasting methods are classified and reviewed. Five important observations are made: there is value in classifying the range of grade control blasting strategies, and the blasting objective framework presented is helpful in this regard the range of strategies available to designers is increasing as enabling technology develops, so too do the ambitions of blast designers and the expectations of downstream customersgrade control blasting and Mine to Mill concepts are merging, and this paper caters for this trend using multiple blasting objectiveshaving a technical primary blasting objectives framework, combined with the classification system presented here, should assist practitioners and stakeholders with lateral thinking in regards to future technological innovations, grade control blasting and Mine to Mill initiatives.CITATION:Little, T N, 2015. The 1981 Review: In the late 1970s there was an upsurge of interest in the prospecting and mining of this countryÆs mineral resources. That upsurge of interest was accompanied by a mounting public concern over the damage mining operations might do to the environment. Concern was also expressed about what some people perceived as inadequacies in the legislation which regulates mining and the grant of mining privileges, and inconsistencies in the relationship of that legislation to other legislation regulating land use and the use of resources.

This paper examines some of the fundamental economics of mining - in particular, for optimisation studies, for production rate determination and for reserve estimates.It includes introductory discussion on the principles as to how economics drives mining investment decision-making, applicable to the optimising of pit shapes and production, or truck fleets, or any other part of the mine.The main part of this paper looks at the decision to start-up a mine and why the 'optimum' production rate to start-up a mine is not the point of lowest cost according to traditional discounted cash flow (DCF) analysis. The optimum production rate is usually substantially less than this rate. The paper recognises the difference between typical mining investments and investments in other industries that do not have the unique characteristics of mining and the problem of uncertainty resolution. It examines the marginal revenue effects, the marginal cost of capital and the value of a real option to expand pending uncertainty resolution as determinants of optimum initial production rates.The final part of this paper looks at applying these principles to renewable and non-renewable resources. It examines mine life and reserve estimates from an economic perspective.

Mineragraphy is a coined term to signify the field of microscopic investigation of ore minerals. The term is not euphonius and is sometimes regarded as superfluous because the subject is no more than an enlargement of the scope of petrology. In the past the practical field of petrology has been largely limited by the instruments which were designed for the study of rocks and' the microscopical properties of the transparent minerals. The addition of mineragraphy has been brought about by the use of the reflecting microscope and a totally different technique.The use of the petrological microscope, as it has been employed in the training oi geologists and mining engineers for nearly half a century, has been justified many times, not only in its application to general geological problems, but also in the more restricted field of the exploration and examination of ore deposits. It provides information of the gangue minerals and rocks associated with an ore body which is of great value in some mining fields. In cases where ore deposits occur selectively in certain favourable types of rock, the recognition and delineation of these rock types is a useful guide in prospecting. The Boulder Belt at Kalgoorlie forms one of the most striking examples in Australia where important significance is attached to different rock types, and the petrological microscope is essential to their elucidation.

This paper discusses various issues surrounding the metallurgical control for furnaces, especially focusing on processes with long time-constants and æmetallurgical memoriesÆ. Examples will focus on furnaces accepting particulate and sometimes ill-defined feeds, eg submerged-arc furnaces, blast furnaces, secondary scrap smelting operations, recycling operations, waste incinerators, etc. Generally, because of the usually higher metallurgical time constant of these furnaces, these reactors have to be controlled in a feed-forward manner by the use of a hybrid of æblack boxÆ or empirical and ægrey boxÆ semi-empirical first principles metallurgical modelling and simulation techniques in a supervisory metallurgical control capacity.

The Autogenous Fine Grinding Kelsey Axial Displacement (KAD) Mill The marginal improvements which continue to be made to fine grinding practices have exposed the limits of conventional technologies and highlighted the need for a radically new approach. The patented autogenous Kelsey Axial Displacement (KAD) Mill design consists of a rotating spherical grinding chamber, which shares the same spherical centre as the shaft-mounted counter-rotating disc assembly. The axis of the disc assembly can be inclined to the axis of the spherical grinding chamber by pivoting the disc shaft about the common spherical centre. The inter-particle energy transfer required for breakage results from particle velocity differentials created by the discs intercepting the rotating mass. Particle size reduction is concentrated in high shear zones, which envelop the outer surface and periphery of the discs. This paper traces the development of the KAD Mill from pilot to commercial scale. Pilot work covers a range of minerals including magnetite, calcite, dolomite, barite, limestone and talc. Test results include open and closed circuit operation in wet and dry modes. Conventional milling constraints and energy consumption issues are addressed while new dimensions are added to the feed size range acceptable for wet and dry grinding to fine and ultra-fine sizes.

Northparkes was the first mine in Australia to use block cave mining method which relies on gravity and natural rock stresses to fragment and recover the ore. It was also the first hard rock mine to use hydraulic fracturing, in conjunction with CSIRO, to promote caving of E26 Lift 1. The technique was later used on E26 Lift 2 wedge and E48 prior to undercutting.Northparkes production is currently sourced from the E48 Lift 1 block cave mine and E26SLC. The E48 block cave contains economic ore to the north and south of the current cave footprint. To recover this ore the footprint has been extended on the north and south with two extraction drives and one extraction drive, respectively. Modelling of cavability above the additional drives indicated that the cave would not readily propagate to a sufficient height of draw to mobilise the ore and tended to arch over into the existing cave. To address the modelling results and to reduce the risk of the project, rock mass preconditioning was adopted.This fracturing campaign was performed from surface drill holes adjacent the subsidence zone angled to intersect the higher grade and higher elevation ore zones.Optical televiewer surveys, run prior to fracturing, picked intervals and fault zones to be avoided. Holes were resurveyed post-fracturing to detect newly created fractures and as a measure of success of the program.During fracturing operations water and gel fractures were run at varying depths and pumping pressure was logged for each fracture. The mine seismic system monitored significant events and dye in the fluids utilised for tracking water inflow locations during underground inspections.Towards the end of the project, guar fibres from gel were detected within the mill circuit and required treatment to resume optimum processing.CITATION:Webster, S, Snyman, L and Samosir, J, 2016. This paper presents the near-field rock damage owing to production blasting in limestone quarry in the western region of Japan. The study's purpose is to learn the mechanism of crack development due to blast vibration. In this study, blast vibration's magnitude was expressed with peak particle velocity (PPV) which was obtained based on seismographs recorded database. In attempt to pursue a research's purpose of this study, there were two considerable interests: near-field blast vibration propagation and prediction, and crack observed and prediction. Furthermore, with regards to considerable interest of the study, there were three essential aspects which were challenged, such as: monitoring and interpretation of seismic wave propagation in a rock mass near large explosive charge of production blast scale, measurement of blast rock damage in adjacent to blasthole, and determine critical value of PPV which may produce significant rock damage. In order to determine precision critical PPV, understanding correlation between rock damage with vibration level is firstly important to be done. This paper also discusses how to measure, detect and quantify near-field blast vibration and blast rock damage in adjacent to blasthole.

Stratiform lead-zinc mineralization at the Pegmont prospect occurs as a 4-6 m thick body interbedded within arkose, schist, amphibolite, and pegmatite of the Kuridala Formation in the Eastern Belt of the Lower Proterozoic of northwest Queensland.The overall structure of the body is that of a strongly crumpled east-dipping sheet. In detail it is subjected to complex and irregular deformation.Gossaneous outcrops of the mineralised body are anomalous in Pb-Zn-Ag content and have been traced, discontinuously, over about 36 km2 in a NNE-trending belt.Below the zone of oxidation, which reaches 25-40 m below the surface, the primary sulphides are galena, sphalerite, and pyrite.Drilling on a 2 km2 area near the discovery outcrops indicates fairly uniform grades of lead and zinc.Changes in thickness of the mineralised body are gradual.

Currently, underground mining of deeper massive deposits with lower grades, harder rock conditions in high strength environments, entails difficulties in caving, fragmentation and seismicity of the orebody.So far, the use of preconditioning (PC) with hydraulic fracturing (HF) has shown positive results in terms of seismic response and caving performance, while PC combined with explosives aims to weaken the rock mass, causing an additional effect on fragmentation.In particular, mines commonly referred to as ‘supercaves’, operated by caving methods, have the need to integrate mine to plant processes, where rock fragmentation appears as a key tool. In fact, it implies making mining and comminution processes more efficient to the plant and for mines, it justifies the search of innovative solutions in drilling and blasting techniques to precondition the rock mass. The following paper aims to show the feasibility of numerical blast modelling to weaken the rock mass using explosives, mainly through sensitivity analysis applied to designs to minimise bias and uncertainty in the results. It is shown how the presence of structures, their geometry and in situ stresses influence or interfere with the PC method being used.From the work, it is concluded that better knowledge on the application of explosives weakening allows specialists to strengthen numerical models associated with every design and therefore previously validate their applicability, helping to understand complex phenomena such as the propagation of mechanical waves in non-elastic heterogeneous media. In this sense, it is understood that while there are studies (Sanchidrián, Segarra and López, 2006) showing that the transfer of energy in the rock mass could be even greater in a confined environment, the more competent rock mass and higher in situ stresses interfere mostly on the effectiveness of a technique using explosives.CITATION:Gottreux, I, Córdova, E, González, P and Videla, J, 2016. An Innovative Process for Comprehensive Utilisation of Clay-Vanadium Ores By adopting conventional processing technologies such as flotation, gravity concentration, and magnetic separation, it is difficult to enrich vanadium mineral effectively. At present, vanadium extraction process usually has not the mineral processing enrichment procedure, but rather uses direct hydrometallurgical process: roasting - leaching - precipitating vanadium for obtaining high quality V2O5 product. But it results in problems, for instance, high consume of auxiliary materials like acid and alkali, serious pollution and high cost of vanadium extraction. In the project study on the ore of a certain clay vanadium mineral, by adopting the test process: scrubbing raw ore with reagents added in - dispersing and segregating with reagents - grading enrichment, vanadium concentrate product with higher grade was made by virtue of reagent's selective inhibiting, and the purpose of upgrading the raw material used for vanadium extraction with hydrometallurgical process is achieved. The process technology obtained from project study features simple process structure, low equipment investment, low cost of mineral processing and pollution-free to environment. It provides high efficient and practical technology for the comprehensive utilisation of clay vanadium mineral, and has a prominent prospect for its popularisation and application.

The development of a large high grade spodumene orebody, in excess of 30M tonnes containing at least 7M tonnes at 4.0% Li20, by Lithium Australia Ltd at Greenbushes, Western Australia is significantly increasing the world consumption of lithium minerals. The availability of two low cost sources of lithium, spodumene concentrates (7.5% Li20) and glass grade spodumene (4.8% Li20) has been welcomed by the ceramic and glass industries as it assists them to lower their raw material costs at a time when they are facing severe competition from alternative materials. While there is no shortage of lithium reserves in the world, there has been a shortage of high quality lithium minerals. The Lithium Australia development has filled this need. The favourable factors of high grade, low impurities, open cut mining and existing infrastructure make this an ideal low cost source for a long term downstream lithium industry. The Lithium Australia mine development has filled the need for a reliable long term supply of lithium minerals. The long term viability of this resource is ensured by the unique combination of the following key attributes of the development : High grade reserves of 7.OM tonnes of 4.0% Li20 within 130 metres of the surface, contained within a total proven reserve of 30M tonnes of 2.8 % Li20. Open pit mining with stripping ratio of less than 2.5:1 waste:ore. Low impurities levels, particularly in those elements, that have a detrimental effect on the colour of glass/ceramics i.e. iron, manganese, titanium and chromium. An existing mine infrastructure that includes an adequate water supply for all foreseeable processing requirements. A sophisticated spodumene concentrator utilizing statistical process control to produce a consistently high grade product with minimal impurities. A technically qualified stable workforce fully acquainted with spodumene processing techniques. Greenbushes high grade concentrates have found ready acceptance in the specialty ceramic and glass industries during the past four years. The consistency and high grade/low impurity level of the product has enabled its use in the production of television tubes, oven to table ware, glass fibres, specialty glasses and ceramic glazes.

This paper briefly reviews the Government's foreign investment policies and procedures and highlights some trends.
