In 1989, the u.s. Bureau of Mines initiated a contract to gather engineering, operating, and environmental cost data for 1988 for 30 major foreign primary copper smelters in market economy countries. Data were collected for 29 of the designated smelters together with information on applicable environmental regulations. Materials balance data obtained were used with available data for the eight U.S. smelters to determine the approximate extent of copper smelter sulfur emission control in 1988. A broad characterization of the status of sulfur emission control regulation was made. The 37 U.S. and foreign smelters represented roughly 73.2% of world and 89.3% of market economy primary copper production in 1988. The 29 non-U.S. smelters attained 55.3% control of their input sulfur in 1988. Combined with the 90.4% control of U.S. smelters, an aggregate 63.4% sulfur control existed. Roughly 1,951,100 mt of sulfur was emitted from the 37 market economy smelters in 1988. Identifiable SO2 control regulations covered 72.4% of the 29 foreign smelters, representing 66.5% of smelting capacity. Including U.S. smelters, 78.4% of the major market economy smelters were regulated, representing 73.1 % of smelting capacity. Significant changes since 1988 that may increase sulfur emission control are noted.

The National Occupational Research Agenda (NORA) is a partnership program to stimulate innovative research and workplace interventions. In combination with other initiatives, the products of this program are expected to reduce the occurrence of injuries and illnesses at work. Unveiled in 1996, NORA has become a research framework for the National Institute for Occupational Safety and Health (NIOSH) and the United States. Diverse parties collaborate to identify the most critical issues in workplace safety and health and develop research objectives for addressing those issues. NORA entered its third decade in 2016 with an enhanced structure. The 10 sectors formed for the second decade will continue to prioritize occupational safety and health research by major areas of the U.S. economy. In addition, NORA’s seven cross-sectors will continue to focus on the major health and safety issues affecting the U.S. working population. While NIOSH serves as the steward to move this effort forward, it is truly a national effort. NORA is carried out through councils comprised of members with many diverse interests that are developing and implementing research agendas for the occupational safety and health community over the third decade (2016-2026) of NORA. Councils address objectives through information exchange, partnership building, and enhanced dissemination and implementation of evidenced-based solutions. NORA groups industries into 10 sectors using North American Industry Classification System (NAICS) codes. The Mining Sector encompasses NAICS code grouping 21xxxx where “xxxx” represents the different subcodes of the mining “21” classification. Mining encompasses the extraction of solid mineral and mineral-like substances from their place in the Earth’s crust and supplies them to processing industries that produce economically valuable materials. It does not include oil and gas extraction. The Mine Safety and Health Administration, MSHA separates mining into coal, underground and surface, and metal and nonmetal, underground and surface.

The results of tests to determine the .regional applicability of four synthetic unit hydrograph models are presented. The SCS curvilinear (Haan), SCS single triangle, Williams and TVA double triangle unit hydrograph models were tested on 271 events from 38 USDA experimental watersheds in 14 physiographic provinces. Though inconclusive due to the limited number of events analyzed, the results indicated a regional tendency for each model, with the SCS curvilinear unit hydrograph method generally performing best overall. It outperformed the SCS single triangle by predicting better shape; they differed less than 2 percent in time of peak and peak rate predictions. The Williams model performed well at Oxford, Mississippi and Coshocton, Ohio, which suggests it may be applicable to surface mined lands within the Northern and Central Appalachian Plateau and Texas coal producing regions. The TVA model is applicable to the Appalachian Plateau, specifically the Cumberland Plateau. A second test using only the SCS curvilinear unit hydrograph on 11 small watersheds and 50 events was conducted to investigate the effect of the excesss rainfall pattern on simulation results. A Green and Ampt infiltration model was coupled with the SCS unit hydrograph model to determine if peak rate and timing errors noted in the regional test could be minimized with an alternate to the SCS curve number model for determining infiltration losses. The results confirm the curve number model is the better approach to determining the excess rainfall pattern for unit hydrograph simulation.

The majority of fatalities that occur in road construction work zones in the United States involve a worker being struck by a piece of construction equipment or other vehicle. The Spokane Research Laboratory of the National Institute for Occupational Safety and Health, in cooperation with the Washington State Department of Transportation, is evaluating methods to decrease these accidents. One such method uses devices that assist equipment operators in monitoring blind areas around the equipment to prevent collisions with workers on foot or other objects. Several cameras and sensor systems are available for this application, and a study was conducted to evaluate these systems on various trucks used in road construction and maintenance. Tests were conducted using sanding trucks during the winter months, which allowed researchers to investigate the effectiveness and limitations of various technologies under the most extreme conditions. Tests were also conducted using dump trucks during the warmer months to study the effectiveness of the systems in highway work zones. Results show that many difficulties arise when using camera and sensor systems in cold, snowy climates. And, while the operation of these systems is more reliable during the warmer months, challenges still exist in using them on equipment in crowded work areas.

When the Q-system was launched in 1974, the name referred to rock mass classification, with focus on tunnel and cavern support selection. Besides empirical design of support, the Q-value, or its normalized value Qc, has been found to correlate with seismic P-wave velocity, with deformation modulus, and with deformation. The Q-system provides temporary or permanent support for road, rail, and mine roadway tunnels and for caverns for various uses. It also gives relative cost and time for tunnel construction for a complete range of rock qualities. There are also indications that Q has captured important elements of the cohesive and frictional strength of rock masses, with Qc resembling the product of rock mass cohesion and rock mass friction coefficient.

This bulletin is a revision of Bulletin 63 and is published by the Bureau of Mines in order that purchasers of coal for Government, State, municipal, or private use may be informed regarding advances or refinements in sampling coal deliveries and preparing specifications for the purchase of coal. The purchase of coal by the Government under specifications depending on the heating value of the coal, its content of ash and of moisture, and other considerations, rather than upon the reputation or trade name of the coal, was based on the fuel investigations begun by the Technologic Branch of the United States Geological Survey in 1904. The plan was first adopted by the Treasury Department in 1906. Since then the plan, variously modified in form, but the same in principle, has been gradually adopted by other departments until, at present, of the coal used by the Government, the total value of which approximates $8,000,000 annually, more than half is purchased under specifications. The Government publications dealing with the adoption by the Government of the specification plan, the number of contracts awarded on that basis, and the quality of the coal delivered under such contracts in the several fiscal years covered by the reports are given in publioations a listed at the end of this bulletin. Under the authority of acts of Congress making appropriations for analyzing and testing fuels belonging to or for the use of the United States Government, a laboratory is maintained at the headquarters of the Bureau of Mines, Washington, D. C., where samples representing deliveries of coal purchased under specifications for Government use are analyzed and tested. At this laboratory more than 1,200 samples have been analyzed and tested in one month. With the complete equipment and the efficient force employed, the analytical work has been so perfected that the analyses and heating-value tests of the samples received are as accurate as may be reasonably expected in laboratory work of this nature. One of the serious drawbacks to the general adoption of the specification method for the purchase of coal is the difficulty of obtaining at reasonable cost samples of coal that can be considered fairly representative of the commercial product delivered in wagons, railroad cars, or ships. Therefore the method of taking and preparing samples for shipment to the laboratory has been given fully as much care as the making of the analyses and tests, and a general plan of collecting samples fairly representative of the delivered coal has been evolved through various modifications and improvements based on experience and increased knowledge of the physical and chemical characteristics of the various coals that are purchased by the Government. The method that is in general use by the Government is described in the following pages. In connection with studies of the coal deposits of the country, of the best methods of preventing waste in mining, and of increasing efficiency in the utilization of coal belonging to or for the use of the Government, geologists and engineers of the United States Geological Survey and of the Bureau of Mines have visited more than 2,500 coal mines scattered through all of the coal-producing States and Territories. From each mine 2 to 8 or more samples were taken, the number depending upon the size of the mine and its output. The analyses and descriptions of the samples collected up to the end of the fiscal year 1913 are published in Bureau of Mines bulletins 22 a and 85,b and those of samples collected in the fiscal years 1914 and 1915 are presented in a bulletin that will soon be published by the bureau. A study of the analyses of these samples and of the samples taken from cars shipped from a number of the same mines shows that the mine samples are as a rule of higher grade than the average commercial shipments, particularly with respect to containing a lower percentage of ash and having a correspondingly higher heating value. This difference is due to the fact that the Government inspector, proceeding on the basis of what can be done by a good miner, usually removes more of the partings of bone, slate, and other extraneous matter from his mine samples than the average miner does in ordinary practice, the aim of the miner being to get the maximum number of tons past the tipple inspection, as his earnings are based on his output. The average miner, therefore, does not always take as much care as he might in rejecting the impurities. As part of its goal to help maintain an adequate supply of minerals to meet national economic and strategic needs, the Bureau of Mines, U.S. Department of the Interior, is investigating a fused-salt electrolytic procedure for producing zinc metal. A previous report described preliminary, small-scale work on the fused-salt electrolysis of ZnC12. The present report covers a more detailed investigation of the properties of ZnC12-alkali metal chloride electrolyte systems in relation to the production of zinc metal and also discusses electrolysis in largescale, internally heated cells. The effect of composition on bath stability, current efficiency, cell voltage, and liquidus temperature was determined for the ZnCla-NaC1-KC1, ZnC12-NaC1-LiC1, and ZnC12-KC1-LiC1 electrolyte systems. An electrolyte com-posed of 38 mole-pct ZnC12, 31 mole-pct NaC1, and 31 mole-pct KC1 gave the best overall results. Sludge (ZnO) formation in the ZnC12-NaC1-KC1, ZnC12-KC1-LiC1, and ZnC12-KC1 systems was investigated during prolonged electrolysis. The ZnC12-KC1-NaC1 electrolyte showed the least sludge formation. A 1,500-amp cell was operated using the ZnC12-NaC1-KC1 electrolyte at 500° C. Zinc metal was produced at the rate of 4.0 lb/hr with a current efficiency of 95 pct.

During the spring and summer of 1946, the Bureau of Mines put down 8 churn-drill holes and 9 diamond-drill holes, totaling 3,535 feet of bore, at the Blewett zinc-lead deposit in Jo Daviess County, Ill. Attention of the Bureau of Mines was first directed to this deposit by the Illinois State Geological Survey, which had investigated the Blewett mine. In the opinion of the Survey and the Bureau of Mines, the record of production and results of drilling previously done on the property were considered sufficient justification for continuing investigation to the north and south along a projection of the trend. This report describes the work done by the Bureau on this, property and presents the data obtained.

Many challenges are faced by workers in lower-seam (42 inches or less) mines. The lower-seam heights confine mine workers to their knees as they perform their daily tasks such as installing roof bolts, delivering supplies, repairing belt, or cutting coal. Miners working in these lower seams often consider kneepads to be their only line of defense against knee injuries. However, healthy knees do not start and stop with kneepads. Other interventions such as changing postures, proper hygiene, and work station design may also be used to reduce mine workers? risks for developing knee injuries. Incorporating these and many other interventions into a mine worker?s ?way of life? is an important step to ensuring a long, healthy career and retirement. Keeping knees healthy is also a key aspect to reducing costs in low-seam mines as the industry battles rising health care costs, and training/recruitment of replacement workers is time-consuming and costly. Educating the workforce about the possible interventions to reduce knee injury risk is a primary objective for the National Institute for Occupational Safety and Health?s (NIOSH) Pittsburgh Research Laboratory (PRL). Therefore, NIOSH researchers, along with industry and academia, developed a training package to educate the mining community about some possible interventions beyond kneepads that may be used to help decrease knee injury rates. Increased awareness and simple changes are the first steps to reducing knee injuries.

A critical safety component for all underground mining is intrinsic and standing support systems. Specifically, tabular hardrock mining exploits a wide variety of deposits that require various methodologies to safely mine the ore material. Several new support systems have been developed in recent years for hard rock applications which have been modified or applied in a variety of ground control applications. These include prestressing devices, improved cribs, and free standing supports. Various standing support and prop-type systems have been designed for hardrock applications with seismic loading conditions to accept prestressing. The prestressing, using water-filled cells, creates an active load upon installation and is considered essential to maintain support during and after the blasting of the mine faces. Heavy seismic activity is also present in these mines and the prestressing units can provide some energy absorption capability to help preserve the integrity of the support. This paper presents an overview of these innovations in support technology.

In this report estimates are presented of the impact of the passage of five recently proposed "acid rain" bills on electric utility costs for coal-burning utilities servicing the domestic aluminum smelting industry, and on the costs of production for affected aluminum smelters. As aluminum smelting is an energy-intensive industry, domestic increases in electricity prices could affect the industry's competitiveness. Energy costs in U.S. aluminum smelting are compared to aluminum smelting energy costs in the rest-of-the-world. Governmental policies affecting these energy costs are discussed.

1972 constituted the second year of the projected five-year study on constitutive relations of coal. The schedule adhered closely to the five-year outline which is summarized in Table 1. This chapter is intended to serve as introduction and concise synopsis of the year's activities and results, which are presented in greater detail in the following chapters, which have been contributed by the individual researchers in charge of the various aspects of the project under study. Coal Sources, Material Procurement, and Sample Preparation Most of the studies performed during 1972 were done on coal from two sources: the Old Ben Mine #22 in Illinois, and the Bruceton Mine in the Pittsburgh seam of Pennsylvania, which may be considered typical of coal sources of economic importance in the Midwestern and Eastern part of the U.S. These two mines have proven to be reliable suppliers of coal material for our research. We have been able to establish good working relations with their personnel and feel that we can continue to count on their cooperation and help.

Domestic bismuth supply was projected from production figures for the ores in which it occurs--copper, lead, zinc, and tungsten. Published and unpublished data concerning host ores were examined to determine bismuth reserves and resources, and mine production. Potential recoverable bismuth occurring with reserves and resources of copper, lead, and zinc was estimated to be 36.3 million pounds. A bismuth availability diagram was developed from quantity estimates and ratios of production cost to value for these host ores. Additional recoverable bismuth occurring with domestic tungsten reserves was estimated to be 1.5 million pounds. Domestic byproduct production of bismuth will approximate 1.3 million pounds annually by 1980. This quantity will provide about 37 percent of the 3.5-million-pound estimated requirement for that year. Known world supply of bismuth appears to be sufficient for world demand to the end of this century. The study indicates that bismuth reserves and potential resources in the rest of the world have not been adequately reported.

"INTRODUCTION A commercial-scale pilot plant for gasification of lignite was completed by the Bureau of Mines at Grand Forks, N. Dak., early in 1945 as an extension of work on, gasification of low-rank coals initiated in a smaller pilot plant at Golden, Colo., during 1943. The development work on this plant was part of a program to make reducing gases from lignite for beneficiation of low-grade iron ores. The background of this project has been described in a previous report. 6/ The present report describes the major features of the large pilot plant, a record of experimental operating data during five runs totaling about 1,800 hours, .and results of experimental work on the small pilot plant at Golden during 1945.This project has created considerable interest because heretofore there has been little success in several attempts to gasify American lignites.Furthermore, the methed employed is a departure from conventional processes. Natural lignite is fed continuously into an externally heated annular retort and is converted into water gas by heat conducted through alloy metal walls. Because of the high thermal conductivity of metal, the rate of gasification is several times greater than can be obtained when employing refractory walls. The process has been developed to a part that leaves one major question unanswered. - ""How long will the alloy last under practical operating conditions?"" - and this question has aroussed the interest of the Coal Division of the Bureau of Mines in this new development.Owing to the high reactivity of the lower-rank fuels, the water-gas reactions proceed rapidly at medium temperatures of 1,650°F. to 1,800°F. These temperatures can be attained in a reaction zone heated by external means when the temperature of the retort does not exceed 1,900°F. while transferring from 6,000 to 7,000 B.t.u. per hour per square foot. Such rates are several times greater than can be attained through refractory walls as employed in the Didier-Bubaig 7/ and the Ahrens processes. 7/ Therefore, the investment cost of the gas generator per unit of capacity will be considerably lower for the higher-capacity process. However, the maintenance cost of metal vessels will be higher than that of refractory retorts, and this emphasizes the importance of large-scale operation to determine the life of an alloy retort under practical operating. conditions."

The U.S. Bureau of Mines and the State of Indiana cooperated with AMAX Coal Co. and its consultants to determine the effects of coal mine overburden blasting on nearby pipelines. Five pressurized 76-m pipeline sections were installed on the Minnehaha Mine highwall near Sullivan, IN, for testing to failure. Four 17-to 51-cm-diameter welded steel pipes and one 22-cm PVC pipe were monitored for vibration, strain, and pressure for a period of 6 months while production blasting advanced up to the test pipeline field. In contrast to previous studies of small-scale, close-in blasting for construction, these tests involved overburden blasts of up to 950 kg per delay in 31-cm blastholes. Analyses found low pipe responses, strains, and calculated stresses from even large blasts. Ground vibrations of 120 to 250 mm/s produced worst case strains that were about 25 pct of the strains resulting from normal pipeline operations and calculated stresses of only about 10 to 18 pct of the ultimate tensile strength. No pressurization failures or permanent strains occurred even at vibration amplitudes of 600 mm/s.

The use of continuous mining machines has greatly minimized the necessity for blasting in coal mines, even during pillar recovery; however, explosives are still used to blast stumps. The use of improper blasting materials, improper procedures, or both has caused mine explosions and fires, with loss of life and property damage. Researchers and manufacturers are continuously improving explosives and blasting accessories; use of the more recently developed materials will make the blasting operation safer. Extreme caution is mandatory when blasting stumps, as the ignition of methane or coal dust may trigger an explosion or cause a fire. Since the blasting of stumps will no doubt continue, although often unnecessarily, this paper summarizes recent findings published by the Bureau of Mines and recommends safer methods.

This report summarizes research into the root causes of failures in mine power systems which impact safety and reliability. Abnormally low fault currents, due to arcing faults, self-excited systems, and fallen trolley wires are examined and quantified. The reliability of components which are critical for safety is studied, as well as reliability of components which are crucial to the mining pro cess. Failure rates are found through in-situ tests, accelerated life tests, studies of mine maintenance, and fault-tree analysis. Reliability data is used to predict fatalities and lost-time accidents through computer-aided fault-tree analysis. Analytical support tasks reported include the deriving of trailing-cable ampacities under cyclic loading, and the measurement of connected ground beds.

To alleviate the hazard to personnel and danger to equipment caused by fires on large, mobile vehicles. The Approach: A system which automatically senses a fire at its early stage of development, warns the driver of the danger, and activates fire extinguishers in the zone of combustion, How It Works: The automatic fire protection system utilizes both thermal and optical sensors to detect the heat or light given off by a fire in the area of concern (Fig. 1). The system warns the driver of the hazard and then automatically extinguishes the fire with pressurized S-C class powder. The system can also be activated manually from the operator's cab or from ground level. Further, the automatic sequencing of the system can be manually overridden by the driver if he determines that the fire sensors have malfunctioned to cause a false alarm.

"INTRODUCTION The Buck. Creek corundum area of Clay County, North Carolina, includes one of the largest single masses of peridotite outcrops in the whole Appalachian Range and has been described by Pratt, an early authority on corundum, as offering one of the best potentialities for corundum production in North Carolina.Two principal types of corundum deposits are found at Buck Creek the vein type and the corundum-bearing amphibolite dikes.The vein deposits occur in structural fissures that strike north to northeast in a gangue of feldspar, zoisite, an, chlorite. The corundum is generally coarse-grained and good-quality. The corundum content varies from several percent to 50 percent.The corundum in the amphibolites is more or less disseminated through the dike, is generally lower-grade, and is less in quantity, than the vein corundum. About 50 percent of the amphibolite corundum is coarse enough for snagging-wheel grade but is difficult to separate from the amphibolite.Production from the Buck Creek area has been small and came mainly from high-grade pocket in the vein deposits. Pratt 3/ reports 300 tons of corundum ore was produced to about 1896. No record of subsequent production is available.The critical shortage of corundum during the war, due to transportation difficulties and the depletion of deposits abroad, prompted the Bureau of Mines to investigate domestic reserves.After a favorable report was obtained on the Buck Creek area, the Bureau began exploration of the deposit in September 1943 and continued until February 1945."

During 1983, U.S. Bureau of Mines personnel examined mines, prospects, and mineralized zones to evaluate the mineral resources and potential of the Funeral Mountains Wilderness Study Area (WSA), Inyo County, California. Eleven mineral properties and two mineralized zones were examined during this study. Of these, six are within the study area and seven adjacent. There are no active mines, in the WSA, nor is there evidence of past production from any claim within the study area. The WSA contains no identified mineral resources. However, occurrences of bentonite, zeolites, and strontium were found in the area. There is little likelihood for resource development of any occurrence in the WSA. The area, in the Basin and Range Physiographic Province, is dominated by a Paleozoic marine sequence. Segments of Tertiary continental fluviolacustrine sediments, including volcaniclastic rocks, abut and overlie the Paleozoic rocks in fault controlled basin areas. Significant concentrations of bentonitic clay and zeolites occur as alteration products in Tertiary tuffaceous sedimentary rocks. However, they are generally low-grade, thin, and discontinuous, precluding commercial development. Limestone, quartzite, and sand and gravel in the area are suitable for many types of construction uses, but similar deposits outside the WSA are closer to markets. No energy resources have been identified in the WSA.
