"INTRODUCTION This report contains information on the approximate size of the smallest dust Particles revealed by or the limit of visibility of various microscopic systems. The information was obtained mainly for use in interpreting and evaluating results of number-contentration and particle-size, determinations on, samples of unhygienic particulate matter collected from industrial atmospheres and in developing better methods for determinations nations.Some speculation and even controversy have been published on the limit of visibility of the widely used microscopic system (16-mm., 0.25-or 0.3-N.A. objective, and axial light-field illumination) used in counting the dust in the liquid medium from impinger, 4/ 5/ filter-paper, 6/ and other samples, but little or no quantitative data have been published on the limits of visibility of this or other microscopic' system.ACKNOWLEDGMENTSThe interest, encouragement, and assistance received from H. The personal dust monitor (PDM) is a new coal mine respirable dust sampling instrument that has the ability to provide accurate end-of-shift and real-time respirable dust exposure data. A hypothetical cost comparison analysis of the PDM with the current MSHA-required coal mine dust personal sampling unit (CMDPSU) was conducted. Some simplifying assumptions were made to create hypothetical cases for analysis. This analysis was limited to respirable dust sampling of one designated operator (DO) and one designated area (DA) for one mechanized mining unit (MMU) which operated one shift per day. Only sampling intervals of the minimum sampling as required by federal regulations and continuous sampling were analyzed. This cost analysis from the company perspective is only one part of an overall cost/benefit analysis that should be conducted at a later date. In this analysis, company-associated costs were examined for both sampling systems. Results show that the PDM, while it has high initial costs of approximately $12,600, may be a cost-effective sampling system for measuring coal mine respirable dust. The estimated present worth cost of conducting the minimum required dust sampling over a five-year life ranges from $5,850 to $19,000 for the CMDPSU, with the higher present worth cost including costs of potential violations incurred. For the PDM, the comparable present worth cost is $14,900 to $19,300, with the lower present worth cost representing a lower capital cost of $8,150 per unit if more than 850 units are produced per year, while the higher present worth cost reflects the result with the higher $12,600 capital cost.

A maximum acceptable level of 2 mg/m3 of respirable coal mine dust in active mine workings was established, effective January 1, 1973, under the Federal Coal Mine Health and Safety Act of 1969. It is generally agreed that, as a result, coal mines in the United States are significantly less dusty than they were a decade ago. For example, operators of underground mining machines were exposed to between 3.9 and 6.5 mg/m3 of respirable coal mine dust during 1968-69; now they are exposed to between 1.3 and 1.8 mg/m3. Also, the incidence of underground sections cited for exceeding acceptable levels of respirable coal mine dust decreased during 1976-78, and the vast majority of all working sections are now in compliance. This improvement is very substantial by world standards. It must be regarded as a creditable accomplishment by the coal mine operators, federal agencies, and mine workers involved. Most of the improvement has been brought about by the use of existing technology to control, suppress, and collect respirable coal mine dust. Research and development by the Bureau of Mines has contributed significantly to the accomplishment by improving the methods for sampling, control, suppression, and collection.

Since 1999, the CWP level among miners with 25 years or more experience, for instance, has risen from slightly more than 4% to 9% (See Figure 1). While it is obviously necessary to protect all miners’ lungs, there is now a technology to improve the chances that new miners’ lungs will be protected from the day they begin work.

While the neurological and vascular aspects of Hand-Arm Vibration Syndrome (HAVS) has been generally accepted as a medical condition, the medical criteria and the clinical findings used to establish the diagnosis has been more difficult to bring to consensus. The criteria was first quantified by the Taylor-Palmear scale.1 This criteria was subsequently modified in 1986 at the 1st Stockholm Workshop2,3 to included more acceptance for the neurological effects that characterized the predominate findings in some workers. The relationship between hand-arm vibration and Carpal Tunnel Syndrome was defined in NIOSH 97-1414. While the aforementioned documents have defined the clinical entities associated with hand-arm vibration exposure, agreement on the clinical findings and test to confirm the diagnosis has be been more difficult to bring to consensus. Clinicians assessing HAVS has relied on a number of varied neurological and vascular tests. The neurological testing has focused on assessing damage to the sensory capability of the fingers for the neurological component including tests to measuring ability to sense vibration, cold or other end point finger sensor functions. However, the vascular testing has been traditionally focused on the ability to either measure vascular function or to reproduce the vascular blanching that occurs in HAVS with cold water provocation. Recent assessment of this testing in the United Kingdom Coal Miner’s study has questioned the value of this testing especially in reviews by McGeoch.5 In an attempt to provide some type of definitive testing to substantiate vascular damage from hand-arm vibration exposure, angiography is an alternative or adjunct to cold water provocation testing. The standards that have been established to predict the level, type and incidence of HAVS have been based on clinical studies and reports that have essentially been all male populations. However, the recent entry of women into more vibration intensive jobs has brought about the exposure of some women to high levels of vibration previously only previously experienced by men. However, there have been only few studies that look at HAVS in women6. Although exposed the same vibration levels, it has not been clear that the latency and type of pathology of HAVS in women will be the same as for men. The purpose of this study is to look at recent case studies of men and women exposed to jobs with high levels of hand-arm vibration with extensive clinical testing for both the neurological and vascular components of HAVS as well as other associated upper extremity conditions such as Carpal Tunnel Syndrome.

The first steps in combating a dust problem are to take dust samples to pinpoint the source, check the ventilation system, and check the dust collector. If the ventilation system and dust collector are operating properly, then other dust controls such as water sprays and conveyor belt scrapers must be upgraded. For tunnels in the design stage, recommended air quantities are provided. FINDING THE DUST SOURCE AND LOOKING FOR VENTILATION MALFUNCTIONS [The first steps in fighting a dust problem are to take dust samples to pinpoint the source, check the ventilation system, and check the dust collector. Without knowing the exact source, efforts to reduce dust are hit-and-miss (mostly miss).] Taking samples to pinpoint the dust source. In tunnels with high levels of airborne dust, the first task is to pinpoint where the dust enters the airstream. Most dust originates from rock breakage at the tunnel face, but the location where this dust enters the airstream can vary. Dust can leak from behind the TBM face shield, from gaps in the ventilation duct, or from a mal-functioning dust collector. It can be entrained into the air from the muck on a moving conveyor belt. It can even be shaken loose from the underside of the belt as it passes over the idlers. As a start, to locate the dust source, dust samples and air quantity measurements should be taken at the following locations:

Abstract- Emergency shutdown systems (ESDs) for mining machinery provide critical functions to safeguard miners. Traditionally, ESDs were realized with simple hardwired circuits; today, there is a growing trend to use programmable electronic technology such as programmable logic controllers (PLCs). This paper describes an analytical study to quantify the safety integrity of a PLC-based ESD and a hardwired ESD. The safety integrity level of each design approach was determined by quantifying the average probability of failure on demand (PFDavg) as described by the recommendations for programmable electronic mining systems published by NIOSH and the IEC 61508 international standard. The safety analyses addressed system architecture, hardware failure probability, proof test interval, diagnostic coverage, and human error probability. The results indicated that a same level of safety, safety integrity level 3 (SIL 3), could be attained when evaluating random hardware failures. Neither approach could attain SIL 3 if manual activation was used. Human error was the limiting factor where, using human reliability analysis, PFDavg < 1 x 10-1; thus, the ESD does not meet SIL 1. It is apparent that automatic verses human¬activation of the ESD is a very important safety consideration. Manually actuated ESDs can only achieve SIL 1 regardless of the technology; therefore, additional independent safety layers of protection are needed to exceed SIL 1. Secondly, it is apparent that the technology choice is very important. The PLC-based ESD was much simpler to design and to validate safety1.

The U.S. Bureau of Mines has produced a generic in situ copper mine design manual, which contains a computerized cost model for in situ copper oxide mining. The model specifies (1) site-specific parameters, which must be quantified for mine design, (2) a method for minesite design based on those parameters, and (3) a procedure for assessing economic viability for the mine design. The menu-driven computer program performs calculations for developing commercial mine design specifications, as well as capital and operating costs. The default values are based on 1986 dollars, and indices for updating costs are included. The program also provides discounted-cash-flow rate of return (DCFROR) and allows for sensitivity analyses for an in situ mining operation at any specific undisturbed copper oxide deposit. This report is to be used with the 1990 version of the computer program, which has been made user friendly. It describes the flies, tutorial, input phase, help function, and monitor display of all calculated values and of the DCFROR table. The monitor-displayed discounted initial value of investment and annual operating costs are defined. The dual rate-of-return situation and sensitivity analyses are also briefly discussed. Information is provided on obtaining the computer program on diskette.

Water-swelling fluormicas and fluormontmorillonoids were synthesized and described. They were found predominantly in the system Mg0 - MgF2 - Si02, with varying amounts of Li+ or Na+, Some water-swelling synthetic minerals were prepared with only strontium or lead in the twelvefold position, Water- swelling compounds containing either K+ or Ba+ were not found. The synthesized water-swelling products were shown by electron microscopy, X-ray diffraction, and chemical analysis to be typically two-silica-layer, platy compounds, Except for the complete substitution of fluoride for hydroxyl, the compounds were similar to the natural micas or montmorillonites. The stability and properties of the compounds were further established by electrodialysis, by differential thermal analysis, and by anion and cation exchange methods. Fluoride in the interlayer positions was nonexchangeable except through decomposition of the product. Exchanging the sodium or the lithium of the synthetic fluormicas or fluormontmorillonoids with potassium ion, particularly those derived from KOH provided a product from which a completely inorganic paper of extraordinary flexibility was fabricated. This paper had excellent mechanical and electrical properties except for water adsorption and a high power factor. Neither of these problems was solved during this investigation. However, papers with dielectric strength from 1,500 to 5,000 volts per mil were readily fabricated, particularly from the lithium containing fluormicas or fluormontmorill onoids.

The Bureau of Mines is investigating the acid resistance of ceramic materials to identify construction materials for emerging technology in chemical and metallurgical processes. Eight commercial ceramic materials, were evaluated: two red shale, two fireclay, one silicon carbide, one silica, one carbon, and one high-alumina. Samples were exposed to 10 wt pct H2S04 at 50° C and 10, 30, 50, 70, and 90 wt pct H2S04 at 90° C for time periods of 110 days. Statistically significant changes in cold crushing strength were observed in the silicon carbide and car-bon materials. Weight changes and the leach rate of Al, Ca. Fe. K, Mg, Na. Si, and Ti were also monitored. The most severe corrosion conditions were at 90° C and 30 to 50 wt pct H2S04 for the acidproof and at 10 wt pct H2S04 for the acid-resistant materials. The silica and the high-alumina materials were the most acid-resistant, followed by the higher density red shale and fireclay.

Barometric pressure changes affect air density, leading to change in the mass of the gas in the gob. When the barometric pressure decreases, the volume of gas in the gob expands, while the volume of gas contracts when the barometric pressure increases, causing the gob to breathe out and in. Although the concept of gob ?breathing? is simple, its effect on spontaneous heating of coal in the gob area is not clear. In this study, computational fluid dynamics (CFD) simulations were conducted to model the spontaneous heating of coal in longwall gob area under measured barometric pressure changes. A single longwall panel using a bleederless ventilation system was simulated. If there is no barometric pressure change, the intake airflow rate is equal to the return airflow rate. When the barometric pressure changes, these two airflow rates are no longer equal, and the difference between the two airflow rates represents the airflow rate the gob breathes in and out. The effect of inflow and outflow of gas on the potential spontaneous heating in the gob was investigated using the CFD model developed in our previous study. The effect of barometric pressure changes on the spontaneous heating was found to be dependent on the gob permeability and the coal oxidation rate. The effect of barometric pressure changes on oxygen concentrations in the gob was also examined.

Problem: CFOI and SOII data show that 2,287 U.S. workers died and 32,807 workers sustained days away from work due to electrical shock or electrical burn injuries between 1992 and 1998. Method: The narrative, work activity, job title, source of injury, location, and industry for each fatal electrical accident were examined. A primary causal factor was identified for each fatality. Results: Electrical fatalities were categorized into five major groups. Overall, 44% of electrical fatalities occurred in the construction industry. Contact with overhead power lines caused 41 % of all electrical fatalities. Discussion: Electrical shock caused 99% of fatal and 62% of nonfatal electrical accidents. Comprising about 7% of the U.S. workforce, construction workers sustain 44% of electrical fatalities. Power line contact by mobile equipment occurs in many industries and should be the subject of focused research. Other problem areas are identified and opportunities for research are proposed. Impact on Industry: Improvements in electrical safety in one industry often have application in other industries.

Purpose: This training material focuses on the content of emergency warning messages. Research has shown that when an emergency occurs, people often do not get the information they need for the purpose of taking appropriate action. This safety talk presents a procedure, using mental cues that can be used by senders and receivers of emergency warnings. Intended Use: This material has been developed for use in short safety-training sessions such as start-of-shift safety or Atoolbox@ talks. The information can be presented in approximately fifteen minutes and is appropriate for workers at all experience levels. While the examples and illustrations are taken from the underground coal mining industry, the training can be tailored to any work setting by substituting appropriate examples. Materials Needed: The instructor will need to prepare the figures provided in a form that can be seen by the entire class. Suggested methods include the use of: (1) overhead transparencies, (2) laminated pages that can be held up for small groups, and/or (3) handouts with copies of the figures for each trainee. As a supplement, stickers featuring the communication triangle can be placed on hard hats, telephones or other communication devices to remind workers about the key to effective emergency communication. The Talk: The accompanying script is a guide for presenting this safety talk. Training is enhanced if these materials are covered but not simply read by the trainer. Examples given in this guide are from real experiences. To make training more interesting and effective, the instructor can substitute examples from his/her workplace. Despite more than half a century of experience with roof bolting, no design method has received wide acceptance. To begin to improve this situation, National Institute for Occupational Safety and Health (NIOSH) conducted a statistical study of roof bolt performance at a number of mines throughout the U.S. Case histories were collected from 37 mines with a variety of roof bolt types and patterns in a wide range of geologic environments. Performance was measured in terms of the number of roof falls that occurred per10,000 ft of drivage. The study found that roof falls are rare when the roof is strong and the stress is low, even with light roof bolting patterns. The focus of this paper is on the more difficult conditions, where the roof is weaker and/or the stress is higher. Analysis of the results led to guidelines that can be used to make preliminary estimates of the required bolt length, capacity, and pattern. The guidelines are based on the depth of cover (which correlates with stress) and the roof quality (measured by the Coal Mine Roof Rating (CMRR), and the intersection span. Another contribution is a formula for estimating the horizontal stress level in the eastern U.S. coalfields as a function of the depth of cover. The design guidelines are currently being implemented into a computer program called Analysis of Roof Bolt Systems (ARBS).

Many factors contributed to the decision to build a radiochemical laboratory at the Salt Lake City Metallurgy Research Center to investigate the application of radioactive isotopes and chemical compounds in extractive metallurgy. These reasons included the notable success achieved in biological sciences with radioisotopes, the development of reliable instruments and methods for identifying the isotopes and measuring their activities, and the commercial availability of radioisotopes in a variety of forms and known activities. The paramount reason, however, was the realization that better methods were needed for guiding and quantifying research to resolve the complex extractive metallurgy problems under study at the Research Center. This is the first of a series of reports describing the application of radioisotopes and radioactivity techniques in extractive metallurgy. The report includes a discussion of licensing and safety requirements, a general description of the laboratory and the methods used, a definition of the nature and scope of the research program, and a synopsis of the more important problems studied. Subsequent reports will concern radioactive techniques for solving specific problems in mineral dressing, hydrometallurgy, and pyrometallurgy.

Longwall shields provide essential ground control in longwall mining, yet a high percentage of shields are operating at less than peak capacity and many at well below the rated support capacity due to defective hydraulic cylinders or malfunctions in other hydraulic components. Leg pressure data are currently collected on state-of-the-art longwall shields, but typically are not analyzed to evaluate shield performance. The National Institute for Occupational Safety and Health (NIOSH) Shield Hydraulics Inspection and Evaluation of Leg Data (SHIELD) program is a Visual Basic software system that is designed to analyze leg pressure data and identify shields that are not performing to rated specifications. The program analysis is configured to detect the following conditions: (1) loss of leg pressure, (2) imbalance in leg pressure, (3) low set pressure, (4) low yield pressure, and (5) full extension of the bottom stage. Other performance assessment measures include the percentage of the support capacity utilized (ratio of peak load to yield load), the percent of time that a shield operates at yield load, the ratio of the set load to the yield load, and the amount of support capacity that is lost due to leaking cylinders. Historical record keeping will allow the user to select a particular shield and review the performance record as developed by the program for that shield. In addition to these performance assessment measures, the software will include an animated description of shield hydraulic systems that will describe the operation and significance of each hydraulic component and the impact of component failures on the shield’s capability to provide the required roof support. A general overview of the SHIELD program is provided in the paper together with an example analysis of a 2.5-year-old Australian longwall face.

This paper updates an earlier report by the authors that studied electrical injuries from 1992 to 1998. The previous information is expanded and supplemented with fatal and nonfatal injury rates and trends through 2002. Injury numbers and rates were used to compare and trend electrical injury experience for various groups and categories. This information allowed identification of at-risk groups that could most benefit from effective electrical safety interventions. The data presented in this paper are derived from the U.S. Labor Department?s Bureau of Labor Statistics? Census of Fatal Occupational Injuries, Survey of Occupational Illnesses and Injuries, and Current Population Survey. Between 1992 and 2002, 3378 workers died from on-the-job electrical injuries. Electricity remained the sixth leading cause of injury-related occupational death. From 1999 to 2002, 4.7% of all occupational deaths were caused by electricity, down from 5.2% in the 1992?1998 time period. The cause of death was listed as electrocution in 99.1% of fatal cases. Contact with overhead power lines was involved in 42% of all on-the-job electrical deaths. The construction industry accounted for 47% of all electrical deaths between 1992 and 2002 but showed overall improvement from 1995 to 2002 by reducing its electrical fatality rate from 2.2 to 1.5 per 100 000 workers. In addition, 46 598 workers were nonfatally injured by electricity. Contact with electric current of machine, tool, appliance, or light fixture and contact with wiring, transformers, or other electrical components accounted for 36% and 34% of nonfatal electrical injuries, respectively. Contact with underground buried power lines was involved with 1% of fatal injuries and 2% of nonfatal injuries. The research of the National Institute for Occupational Safety and Health aimed at evaluating commercially available overhead power line proximity warning alarms is described. This paper is expected to be the initial step for eventual development of a performance standard for such systems.

Phase relations of gadolinium alloyed, up to 40 weight-percent (wt pct), with AISI 304-type stainless steel were established. Body-and face-centered cubic iron-rich solid solution phases and several intermetallic gadolinium-containing compounds of variable composition that approximated the formulas Fe9Gd, Ni7Gd2, Ni3Gd, Fe2Gd, NiGd, and NiGd3 were identified. The intermetallic phases Fe9Gd and Ni7Gd2 were noted to melt at about 1,080° C at about 0 to 2 wt pct gadolinium. The melting temperature of Fe9Gd increased with increas-ing gadolinium content to a plateau at about 1,230°C and 30 wt pct gadolinium, and the melting point of Ni7Gd2 decreased to a plateau at 900° C and 30 wt pct gadolinium where Ni3Gd, NiGd, and Fe2Gd coexist. Body-centered cubic iron solid solution was stable from 1 to 2 wt pct gadolinium to higher contents, 30 wt pct gadolinium or possibly more, and face-centered cubic iron up to 12 wt pct gadolinium below 1,200° C. The stability of these phases above 1,200° C was not resolved except for the mel points. A limited number of fabrication variables as well as mechanical and corrosion properties of alloys containing up to 5 wt pct gadolinium were studied. Equilibrating and forming operations were best conducted at about 940° to 1,080° C. Some variability in the yield and tensile strengths of alloys was noted; however, there was a continual decrease in ductility and impact resistance with increasing gadolinium contents. The resistance of gadolinium alloys to corrosion in water at 354° C was about the same as stainless steel.

Accidents to men employed in the quarrying and related industries of the United States were more numerous, absolutely and relatively, in 1937 than in 1936. Fortunately, the entire increase was in the category of nonfatal injuries, as accidents causing death declined in number and in proportion to the number of man-hours worked. Employment increased. More men were employed, more man-days and man-hours were worked, and the average employee had more hours of work than in 1936. Reports covering all commercial operations showed that 84,094 men were employed an increase of 5.1 percent over 1936. The number of man-hours of work performed by the industry was, 158 millions, an increase of 7.6 percent. Seventy-seven men were killed by accidents, a, reduction of 14 from the year before, and 6,348 men were injured and disabled for more than the remainder of the day on which the accident occurred, 11 percent more than in 1936. The fatality rate of 0.49 per million man-hours of exposure in 1937 compared favorably with the rate of 0.62 for the previous year, whereas the non-fatal-injury rate of 40.10 was 3.2 percent higher than the rate of 38.87 for 1936.
