THE BARRIER-PILLAR SYSTEM in the Lackawanna Basin consists of 93 barrier pillars between Archbald and Taylor, Pa. These pillars affect 48 mines, have a total length of 87 miles, and confine 21 underground pools, which contain more than 10 billion gallons of water. From an investigation of size, position, and condition of the barrier pillars, it is apparent that those concerned are uncertain, not only as to the method by which the sizes of the barrier pillars were determined but also as to the stability of those that may be expected to act as dams. Where a barrier pillar must act as a dam, its failure may result in loss of life, the mine, or both; it would be far better had it not existed and thereby given a false sense of security.

Three electrostatic field sensing proximity warning devices were tested using full-scale cranes and power line systems, a scaled model facility, environmental testing facilities, and theoretical/numerical analysis. The design objective of each device is to assist in safe crane operation near overhead power lines. Several design deficiencies (varying from device to device) were observed, including inadequate overlap in sensitivity ranges, utilization of vacuum tubes and electro-mechanical parts, temperature sensitivity and inaudible alarms. In addition, the testing showed major device limitations including sensitivity to boom orientations and length, polarization dependent responses, and unreliable operation in the presence of multiple power line circuits. The multiple power line circuit problem is intrinsic to electrostatic sensing devices. The remaining deficiencies and limitations are correctable within a state-of-the-art design. This investigation is not intended to evaluate the safety aspects or policy of utilizing proximity warning devices. Rather, the purpose is to determine the performance characteristics of such devices in relation to the criteria specified in proposed MSHA regulation 77.805-4 (i. e., the devices must alarm at a distance of 10 feet from the power line).

The charter of this investigation was to identify and promote the application of noise control technology to future longwall mining machinery. Intensive noise and vibration data were acquired on a typical longwall shearing machine, and the highest noise levels were shown to radiate from the cutter drums. Shearing machine cutter drum noise control techniques that take advantage of the nature of the dynamic forces generated during coal cutting were developed. These include both structural redesign and force isolation techniques. A reduced noise cutter drum was developed that achieved a 5 to 6 dBA system noise reduction at the operator's position. Its operational performance was verified by a six-month long in-mine test. It was evident from the data that additional noise reduction could be achieved by treatment of the shearing machine hydraulics. Noise control of secondary sources was also investigated. A method of reducing full or empty stage conveyor noise (and continuous miner conveyor noise) by 5 to 10 dBA was demonstrated through isolation techniques. Underground mine durability testing, however, is yet to be demonstrated.

"INTRODUCTION Industrial utilization of the present submarginal domestic manganese resources of the United States is wholely dependent at this time on the electrolytic manganese process established as the result of 4 years of continuous operation of the Bureau of Mines pilot plant at Boulder City and 7 years' operations of the Electro Manganese Corporation commercial plant at Knoxville, Tenn.Three Kids ore provided the feed for the Boulder City pilot plant during 3 years of operation. Hence, the electrowinning characteristics of the ore have been thoroughly established, making possible accurate estimates for commercial operations.Before the Defense Plant Corporation constructed the leaching plant, the Bureau of Mines conducted an exploration project to determine the extent and grade of the ore reserves. Additional exploration, development, and mining by the Manganese Ore Cc, have accurately determined the tonnage and grade of ore. A large tonnage of stock piled ore is now available for immediate processing, and a considerable tonnage of openpit ore has been stripped of overburden preparatory to mining. Numerous facilities, such as power, water, and housing, needed for an electrolytic manganese plant are already available.All of these factors, as well as plans for installation of scale electrolytic manganese plant facilities, are presented in detail in the chapter entitled, ""Mining and. Electrolytic Reduction of use from Three Kids Manganese Mine."" The Manganese Ore Co. kindly provided information on the present ore reserves and state of development of the mine."

The Bureau of Mines, in connection with the investigations of war minerals it conducted, examined the graphite deposits of this country, studied the methods of mining and preparation used, and sought to devise more efficient methods for the preparation of domestic graphite, and to standardize the quality of the product. The graphite investigations covered three general phases, as follows: 1. An examination of the deposits in Alabama and other States, and a survey of the methods of mining and preparation used. In this connection methods of sampling and analysis were noted and experiments made to determine a standard method of sampling and a, rapid but accurate method of analysis. 2. Experimental work on the concentration and refining of domestic crucible graphite to improve the quality of the product and to lessen waste. 3. Experimental work in crucible manufacture to determine the properties of domestic flake and the maximum proportions that might be used without impairing the quality of the crucibles. This work was accompanied by photomicrographic study of crucible structure.

This report is one of a series written by members of the Solid Fuels Mission to Germany describing wartime developments in the mining , preparation, and utilization of coal . The mission was organized early in 1945 under the auspices of the Technical Industrial Intelligence Committee , which cooperated with a counterpart British Committee . Engineers from other allied countries cooperated in some of the investigations . The Solid Fuels Mission operated under the direction of a steering committee headed by Dr. C. J. Potter , deputy solid fuels administrator . The personnel of the mission consisted of H. F. Yancey , in charge , J. W. Buch , Thomas Fraser , L. L. Newman , and L. D. Schmidt , of the Bureau of Mines ; H. H. Lowry , Director of the Coal Research Laboratory , Carnegie Institute of Technology ; H. J. Rose , vice president and director of research , Bituminous Coal Research, Inc .; and F. H. Reed , chief chemist , Illinois Geological Survey . Over 50 reports were written by the members of the Solid Fuels Mission . These and microfilms of supporting data obtained in the course of the investigations are on file at the Bureau of Mines , Washington , D. C. where they are available for public examination . The Office of the Publication Board in the Department of Commerce is prepared to furnish photolith copies , photostats , or microfilm reproductions of all declassified reports . A Bibliography of Scientific and Industrial Reports is issued weekly by the Department of Commerce , Office of the Publication Board , and is sold by the Superintendent of Documents , Government Printing Office , Washington 25 , D. Prior to the actual development of an oil property it is difficult to determine the quantity of oil under the property and the rate at which this oil can be brought to the surface-factors that determine the ultimate value of the property. Consequently, there has been much confusion in devising accounting systems that, during the entire life of a property, will show costs and profits from which the producer can determine whether his property is being worked at a profit or otherwise. The Bureau of Mines publishes this report in recognition of a distinct need for a simple treatise on accounting methods adapted to the peculiarities of the petroleum industry. Probably many companies operating oil wells are not fully acquainted with details important to the welfare of their business, because their account books fail to furnish them with exact and adequate data. With the accountant rests the responsibility of providing the management with reports setting forth the details of the business expressed in fitting terms as well as in dollars and cents. These reports are a means whereby efficiency may be maintained, waste prevented, oil obtained and sold, and money suitably reinvested. They also enable a concern to study the progress of its business in order to conserve to the utmost the possible benefits from an exhaustible deposit of mineral wealth. When managements realize the extent of the waste at their properties more attention will be given to the character of the accountancy records. Herein are presented descriptions and discussions of balance sheets, profit-and-loss statements, and bookkeeping methods peculiarly adapted to the oil business. As far as possible, technical phrases have been omitted in order that those not familiar with accounting terms may be able to follow the subject matter. The systems of keeping books outlined in Chapter X have all been found practical. For brevity as well as clearness the major part of the work refers to the company operating only one property.

OBJECTIVES The objectives of this project were: ? to determine the principal factors contributing to high accident frequency and severity in both conventional and continuous mining operations; ? to compare and evaluate the safety aspects of the "open end" and "split and fender" systems of pillar mining; to establish basic data required to decide what constitutes an adequate pillaring plan that will optimize efficiency, recovery, and safety; ? to determine what measurements or information should be collected, (e.g. roof sag, pillar stress,) to make on-the-spot judgment of impending roof or pillar collapse; ? to make recommendations to improve existing methods or to insure proper techniques are implemented, and ? to suggest areas where additional studies or new research may be of value.

When the United States entered the war it was clear that every ship would be needed and that the number available for importing minerals would be small. Hence a quick and thorough survey of domestic resources was necessary. . Throughout the war the scope and volume of the war-minerals work increased until it covered practically every mineral that was known t.o be or was liable to be in short supply.

During the period 1979 thru 1982, Multi Mineral Corporation conducted a mining research program at the United States Department of the Interior's Bureau of Mines Oil Shale Mining Environmental Research Facility in the Central Piceance Creek Basin, Rio Blanco County, Colorado. The program consisted of mining, environmental and geotechnical research data and, the results are described in this report.

"INTRODUCTION This is the fourth report of investigations dealing with the cooperative tests between the Bureau of Mines and industry on the use of electrolytic manganese in steelmaking. The first report dealt with the use of electrolytic manganese in the manufacture of stainless steel 3/ the second with its use in acid electric steel practice, 4/ and the third with its use in low-carbon basic open-hearth steelmaking. 2/ A résumé of those investigations E7 appeared in the magazine STEEL. 5/ The present report deals with the use of electrolytic manganese in the manufacture of four types of stainless steel and the new Timken 16-25-6 alloy. The Bureau of Mines supplied The Timken Roller Bearing Co. with 62,000 pounds of electrolytic manganese for use in the tests.The electrolytic manganese was produced at the Bureau of Mines pilot plant, Boulder City, Nev., by the process developed by the Bureau and described in Bulletin 463, Operation of Electrolytic Manganese Pilot Plant, Boulder City, Nev., by J. H. Jacobs. J. W. Hunter, W. H. Yarroll, P. E. Churchward, R. G. Knickerbocker, R. W. Lewis, H.A. Heller, and J. H. Linck. The workcarried out under the direction of R. S. Dean, formerly assistant director, Bureau of Mines, and R. G. Samples were taken of industrial mineral waste materials which are potentially capable of being used for filling underground coal mines for subsidence control in the Pittsburgh and the Scranton-Wilkes Barre areas of Pennsylvania. The samples were subjected to potentially relevant standard tests which are commonly used 1n the evaluation of soil materials and mineral "aggregate materials. Measurements of plasticity, liquid limit, and gradations, particularly in the -200 mesh size range, indicated a comparative lack of clay minerals. Cementitious reactions between sources of alkali, such as calcium hydroxide or portland cement stack dust, and of silica, such as clay or fly ash, were found to occur in various mixes of high-bulk materials. Strengths of up to about 400 psi at 84 days were observed. The possibility of emplacement of high-bulk material by both turbid flow (or density currents) below water and by mud flows above water were considered and both appear to be reasonable and possibly simpler than the current mechanisms of emplacement.

The Bureau of Mines has written a computer program for the design and cost of a shell and tube type heat exchanger, in which a change in phase occurs on the shell side. The total cost, which was minimized, includes the annual fixed charges and annual operating costs. The program was written to meet the following requirements: (1) Triangular pitch, (2) single or multiple pass, and (3) heating or cooling. Price optimum design was obtained for four standard tube diameters and pitch. Standard heat exchangers whose area equaled or exceeded the required area are also listed. The program was made adaptable to various fluids and to various tube dimensions by including many of the required data such as physical properties of the fluids, tube data, and standard shell data as input data.

A symposium was held on January 30 and 31, 1973, at Pittsburgh, Pa., to review the state-of-the-art in designing and utilizing diesel-powered equipment in underground mining. The Health and Safety Activity of the Bureau of Mines sponsored the symposium with major assistance from the following four participating organizations: The American Mining Congress J. McDowell, President The Bituminous Coal Operators' Association, Inc. Guy Farmer, President Seventeen papers were presented during four half-day sessions devoted to the general subjects of the diesel engine, the place of the diesel in underground mining, health protection using diesels underground, and maintaining safety of diesels underground. Eleven of the speakers were from industrial organizations here and abroad; one represented the Provincial Government of Nova Scotia; two were with the Department of Health, Education, and Welfare; and three reported on Bureau of Mines work related to diesels.

"Statistics show3 that in 1927 the United States consumed 60 per cent of the world's production of chromite and produced none. The uses of chromium are rapidly expanding, and a dependable supply is essential to our industries. Since the political and commercial control of our supply of chromite is now in foreign hands it is prudent to determine how this nation can best prepare to supply its need for chromium if the imports were cut off or restricted and whether it is now possible and desirable to stimulate production of chromium from domestic deposits. We have only small amounts of chrome ore of high enough grade to meet present trade requirements. Therefore the Bureau of Mines is making a study of methods for beneficiating our low-grade ores.Chromite (Cr203.Fe0), is the only commercial source of chromium. For refractories, a minimum of 40 per cent Cr203 and a low silica content (5 to 8 per cent) is usually specified. In most instances bricks or lumps having a physical structure that will not crack when heated are required. The only way an inferior ore could be adapted to this use world be to concentrate it and develop a satisfactory binder to make bricks out of the concentrates.For making ferrochrome the requirements are a minimum of 45 per cent Cr203 and an iron content not exceeding one-third of the chromic oxide. On some low-grade ores gravity concentration will give a product meeting these requirements; other ores yield concentrates containing too much iron or other impurities to be saleable."

The data in this bulletin were obtained during an investigation of screening practice by the University of Illinois engineering experiment station and the United States Bureau of Mines under a cooperative agreement between them and the State of Illinois Geological Survey Division. Earlier work on this subject includes a study of the general practice of coal preparation in Illinois, made in 1914 and published in 1916/ and an investigation of Illinois coal-w.ashing methods, results of which were published in 1912 in a bulletin 2 that contained complete information on the methods then in use for sizing washed coa 1.

The purpose of the work reported herein was to investigate whether available telephone multiplexing equipment offered a means to rapidly upgrade the traffic-handling capacity of present mine telephone systems and provide for selective calling for safer and more efficient mine operation. Common sense was used to decide whether or not an item could be termed "available." Since conventional telephone gear is not designed to interface pager phones for example, existing shelf items would require adapters to compatibly interface these two types of gear for independent operation over the present single twisted pair used in mines. These and similar small items were allowed, but if a system required any extensive design work to adapt it for the mines, we ruled it "not available."

Mine waste and mine reclamation are topics of major interest to the mining industry, the government and the general public. This publication and its companion volume are the proceedings of a conference held in Pittsburgh, April 19-21, 1988. There were nine sessions (50 papers) that dealt with the geochemistry, hydrology and problems of mine waste and mine water, especially acid mine drainage. These comprise Volume 1. The nine sessions (43 papers) that dealt with reclamation and restoration of disturbed lands, as well as related policy issues, are included in volume 2. Volume 2 also contains the ten papers that pertained to control of subsidence and mine fires at abandoned mines. Poster session presentations are, in general, represented by abstracts; these have been placed in the back of both volumes.

The results of a comprehensive investigation of conveyance arrestment devices (safety catches) in United States coal mines are presented. Availability and use, performance, inspection, maintenance, testing, procedures, and regulatory requirements were investigated. Information was obtained from equipment manufacturers, mine operators, and regulatory-agency personnel, as well as from studies of domestic and foreign mining safety regulations. Traditional mine hoists and commercial elevators for mine use were investigated. Results of this and an earlier study of wire-rope practice in United States coal mines show a continued need for conveyance arrestment devices. A wide variety of these devices are in use. Only two types have been proved reliable for stopping a conveyance without injuring passengers or equipment. These are elevator overspeed-actuated wedge-clamp (Type B) safeties and broken-rope-actuated devices for wooden guides using a single-tooth-dog design developed in Ontario as a braking element. Elevators are widely used in U. S. coal mines. When maintained according to American National Standards Institute (ANSI) Specifications A17. I and A17. 2, they appear to present no major arrestment problems. Of 42 coal-mine hoists used for man transport that were inspected, 30 are in vertical and 12 in inclined shafts. Twenty-four vertical shafts use wood guides; 6 use steel. The 12 inclined-shaft systems use flanged-wheel T-rail guidance. Two wood-guided vertical-shaft systems use the single-tooth Ontario-type dog; the other 22 use multi-toothed wedges, cams, or dogs that have been proved highly unreliable. The arrestment devices in the six steel-guided vertical-shaft systems and in six of the inclined-shaft systems cannot be evaluated because performance data are lacking. The remaining six inclined-shaft systems have no arrestment devices at all. Of the 36 hoists with arrestment devices, the devices of 16 are never tested, the devices of 10 are actuated periodically with the conveyance at rest, and the devices of the other 10 are actuated periodically with a slow-moving conveyance. Although high speed is as probable as low speed in an emergency and would provide the best test of arrestment capability, no tests are performed in the United States which demonstrate the ability of an arrestment device to stop a loaded conveyance from high speed. Mine operators indicate little confidence in their conveyance arrestment devices, and manufacturers recognize a need to improve their products. Neither state nor Federal regulations provide a guide to this improvement. Mine operators, manufacturers, and state and Federal regulatory agency personnel would welcome specific guidance. In view of this, a set of application, design, actuation, stopping-performance, and testing and inspection criteria is presented as a guide to eliminating the inadequacies of these devices. Recommendations are included for improving hoist controls and machinery directly affecting conveyance safety.

An award is a form of recognition given for superior performance in a special field of endeavor. Each year awards are given by the Joseph A. Holmes Safety Association and the National Safety Council to the coal-mining industry's underground and open-pit mines that have worked a specific number of man-hours without a lost-time injury. These awards have a dual significance in that they prove efficiency can be attained without injury to persons. Safety awards do not result from luck or good fortune but do result from sincere desire coupled with sufficient effort and cooperation to achieve a desired goal.
