Industrial engineering departments perform staff duties and are most effective when sincerely supported by management. In accordance with the needs and desires of the mining companies involved, various industrial engineering functions have been adopted widely at western metal mines during the period 1950-60. Newly organized departments usually conduct method and equipment studies, work-measurement programs, and establish and maintain production standards. Supervisor-training programs and courses are effective in showing the relationship between supervisory responsibility and the purpose for which industrial engineering is practiced. Industrial engineering staffs of western metal mines are composed predominantly of personnel from within the companies. Experienced industrial engineers, not necessarily experienced in mining, frequently are hired by a company to help establish the department. Management consultants frequently are called upon to advise management and instruct department personnel in industrial engineering practices. Some departments have developed satisfactory industrial engineering programs without benefit of formal industrial engineering training or advice.

An advanced water-in-oil emulsion hydraulic fluid has been developed which meets defined laboratory performance criteria and which has given fully satisfactory results in a one-year underground mine test in two continuous miners. A novel method of monitoring fluid water content was demonstrated and incorporated into a test kit for use at or near the mine site. Test fluid fire resistance integrity as measured by the MSHA Schedule 30 procedure was maintained during the test and important fire resistance test variables identified.

This report describes a field-test program to determine the effectiveness of a polymeric wall sealant to reduce the excape of naturally occurring radio-active gas radon from the walls of an underground uranium mine into the ventilation air. A 75-foot-long, dead-end drift with a surface area of about 6,000 ft2 was used as the test site in which the average natural radon flux from the normally dry rock was 16 fCi/cm2-s. The effect on radon emanation of wetting the walls with water to a depth of 3 inches was tested, after which the rock was completely covered with a coating of dry-mix concrete to provide a base for the sealant, an acrylic latex. Sealant was applied in two coats to about 0.25 mm thick. An overall reduction of average radon flux of about 75 pct was achieved. Radon production and other environmental values were measured continuously and automatically by a Bureau of Mines data acquisition system. A commercial microcomputer was programed to convert raw data to engineering units and to perform other useful operations while recording all data on magnetic diskettes. Direct measurements of radon flux from the rock surface were made by a charcoal adsorption technique.

"Acid mine drainage can be controlled by water treatment, retardation of the pyrite oxidation reaction system, or enhanced prediction that allows preventive action to be taken. The Bureau of Mines is conducting research in each of these areas; the results of this research are summarized in the eight papers that comprise this volume. Field work to evaluate overburden analysis, alkaline injection, and bactericidal control of acid formation is described, along with two new inexpensive methods to treat acid mine water. These papers were prepared for an acid mine drainage technology transfer meeting held in Pittsburgh, PA, on April 3 and 4, 1985. INTRODUCTIONAcid drainage from coal mines is one of the most persistent industrial pollution problems in the United States. Over 5,000 miles of streams and rivers are adversely affected, primarily by underground mines that have been abandoned for decades. Meanwhile, at active mining operations and at sites where mining occurred after 1977, discharge water must be treated to meet fairly stringent regulatory limits--at a cost to the industry of over $1 million per day.The Bureau of Mines has a special responsibility to facilitate integration of mining and mineral processing with environmental safeguards. This responsibility is twofold: the development of techniques to reduce or eliminate environmental degradation, and the improvement of existing pollution control processes to make them more efficient and more cost effective. Research in acid mine drainage exemplifies the Bureau's concern for these environmental aspects of mining.This collection of papers summarizes much of the Bureau's recent research on acid mine drainage and will give the reader a sense of where the research is headed, in addition to providing details regarding new technology and recently acquired knowledge. The land mass of the Asia and Pacific region comprises 11 million square miles or about 15% of the total Earth's land area. The bulk of the region is contained on the Asian continental land mass. Australia, the world's largest island or the world's smallest continent, alone is almost as large as the continental United States. The islands of New Zealand, New Guinea, Borneo, Sumatra, and Honshu are among the largest in the world. Collectively, they constitute a land area of 1.1 million square miles or an area about one-fourth the size of the United States. The countries in the Asia and Pacific region represent some of the most vibrant economies in the world. Japan is undisputed as one of the world's leaders in manufacturing and commerce. Hong Kong and Singapore are significant both as entrepôt and banking centers. The economies of Australia, the Republic of Korea, and Taiwan compare favorably to the level of the industrialized countries in western Europe. Indonesia, Malaysia, the Philippines, and Thailand have maintained strong economic growth during the past two decades. All these countries in the Asia and Pacific region collectively constitute a significant bloc as to raw materials production and consumption, as to manufacturing, and as to world trade.

Fluorphlogopite mica was synthesized from inexpensive and abundant olivine, clay, feldspar, and sand (plus K2SiF6). The raw materials were melted in crucibles and in an internal resistance electric furnace. The melts yielded >95 percent mica. The major difficulty encountered was incomplete settling of the highly dispersed ferroalloy. This problem was not completely solved. Reducing agents tried in melts of 300 to 400 pounds were carbon, silicon, and silicon carbide. Carbon slowly reduced the iron of the raw materials, with much fuming. Silicon apparently was oxidized ahead of the melting and was ineffective under the conditions obtained. By far the best reducing agent was silicon carbide. With silicon carbide, fuming did not occur and ionic iron content of the mica flake approached 0 percent. However, even with SiC, the highly dispersed globular iron did not completely separate from the mica portion. The fluorphlogopite made during this investigation should be suitable for metallurgical use. A byproduct ferroalloy containing about 5 percent nickel, 3 to 5 percent chromium, and some cobalt was obtained. Because of the highly dispersed metallic ferroalloy, the mica was not deemed suitable for electrical or electronic uses.

This Bureau of Mines report discusses the electric-arc reduction of zirconium and hafnium oxides with carbon yielding a metal-metallic carbide mixture. The carbon to oxide ratio in the feed determines the metal to carbide ratio in the product. A sample of this product was produced -or testing as a feed for the deBoer iodide-dissociation process. A new technique for producing pure carbides is described, which uses the intense heat of the arc to volatilize the carbide. This task report provides the process technology, preliminary design, capital and operating costs for a 25 TPD pilot plant to produce cell-grade alumina using a clay/hydrochloric acid extraction - HCI gas induced crystallization process. The report consists of six volumes: I - Process Technology and Costs; II and III - Equipment Lists, Specifications and Quotations; IV and V - General Specifications; VI - Drawings. The process was selected by the Bureau of Mines as the more promising method to produce cell-grade alumina from clay based on the results of the two previous task reports under this contract: Task I - Comparison of Six Processes (alunite, anorthosite-lime sinter, clay/sulfurous acid, clay/nitric acid, clay/hydrochloric acid evaporative and gas-induced crystallization) and Task 2 - Comparison of Two Processes (clay/nitric acid and clay/hydrochloric acid - gas induced (crystallization). The pilot plant process utilizes a unique dual crystallization process to produce aluminum-chloride-hexahydrate crystals having sufficient purity when decomposed to meet stringent alumina product specifications. The size of the 25 TPD pilot plant has been selected to permit scale-up to commercial size plants of equipment, technical and economic parameters. The capital cost estimate for the pilot plant, exclusive of fee and escalation, for a southeastern U.S. location is $52,311,000 expressed in 1979 dollars. The total time required to construct the pilot plant including engineering and procurement is 32 months. The operating cost to produce the estimated 9,000 tons of alumina required for testing in Hall cells is $40,91[0],190 expressed in 1979 dollars.

Education and training research is a major component of the Bureau of Mines human factors research program. The goal of human factors research is to enhance human performance for the purpose of improving both safety and the profitability of the minerals industries. This is achieved through the design of mining equipment, work tasks, management procedures, and development of human resources. This proceedings volume presents several new developments that are helping to improve the quality and efficiency of health, safety, and occupational skills training in the mining community. Several papers address the issue of how to teach and assess miner abilities to deal with underground mine emergencies. Other papers examine practical procedures for defining and cost justifying the integration of structured training and other performance improvement strategies to enhance the proficiency of the work system.

The National Institute for Occupational Safety and Health (NIOSH), in partnership with the Mine Safety and Health Administration (MSHA), is conducting research to test, evaluate, improve or modify coal mine fire-fighting strategies and methodologies through large-scale tests. Since wood is the second most abundant fuel available during a coal mine fire, it was decided that series of large-scale wood crib fire tests were needed to measure the products of combustion and to observe the capability of commonly available direct application fire suppression equipment, namely, fire extinguishers, water and gas-enhanced foam. This paper discusses the wood crib fire tests, provides insight into the products of combustion and describes observations made during the application of the fire suppression agents.

The purpose of this study was to examine the problems of underground coal mining in the United States, and to develop recommendations for an integrated Research and Development Program aimed at resolving these problems. Specific objectives of the study were as follows: ? To identify the existing inadequacies that have adverse effect on Health, Safety, External Environment, and Productivity. ? To identify opportunities for technological advance s to correct these inadequacies. ? To develop an integrated Research and Development Program designed to accomplish the advances identified. Many of the recommended tasks are dearly long range; this is especially true of those for study of future mining systems. However, funding recommendations in this Report are presented for a 5 -year period, since the developments accomplished during this period will undoubtedly be a factor in the formulation of the follow on tasks. Where applicable, the recommended Research and :Development could include development and test of pilot model equipment.

The determination and publication of data o the chemical and physical properties of American coals have been primary functions of the Bureau of Mines since its creation in 1910. In recent years this program has been expanded to meet increasing needs for information on the suitability of coals for the production of coke, gas, and byproducts, and within the last year an experimental coal-hydrogenation plant has been completed. With this addition, the Bureau is able to cover every phase of coal utilization, including combustion, carbonization, liquefaction, and complete gasification. The need for this information is increasing not only to meet the requirements of consumers but also to give the data required to establish the classification and minimum selling price of coal by the National Bituminous Coal Commission.

This paper describes mining methods and practices of the Morenci Branch, Phelps Dodge Corp., Greenlee County, Ariz. It is one of a series being prepared by the Bureau of Mines on mining methods, practices, and costs in various mining districts in the United States. A similar program, conducted from 1928 to 1939, was generally conceded to have contributed substantially to improving the efficiency of mining operations. The morenci open-pit mine (see photograph, fig. 1) is in southeastern [zona] (fig. 2), on U.S. Highway 666 about 5 miles north of Clifton, county at of Greenlee County. The concentrator and smelter are near the mine at an altitude of about 4,400 feet. Figure 3 is a map of the mine and plant.

The Chestnut Ridge Anticline is a prominent structure in southwestern Pennsylvania, USA. This structure has brought two economically valuable limestone formations to the surface, where they are easily accessible to room-and-pillar mining. Nine active crushed stone quarries, an underground research facility, and one industrial facility currently operate along the linear trend that represents the axis of the anticline. The National Institute for Occupational Safety and Health (NIOSH) has identified significant variation in levels of horizontal stress within relatively short distances at shallow overburdens along the anticline. At one quarry, the horizontal stress is high enough to shear strata with a modulus of approximately 77 Gpa. Conversely, zones of extension were observed in parts of another quarry, indicating very low horizontal stress conditions. This study found that high levels of horizontal stress are to be expected in this very stiff rock formation and that local geologic and topographic structures are capable of altering the magnitude and possibly the orientation of the horizontal stress field.

More than 30 wells ranging in depth from 300 to 12,000 feet are used for waste disposal into subsurface formations which include unconsolidated sand, sandstone, vugular limestone, and fractured gneiss.

Demonstrate the technical feasibility of using nontraditional, low-rank, coal-based fuels and new coal-based technologies for mineral and metallurgical applications. Approach A cooperative research effort was initiated between the Bureau of Mines, U.S. Department of Energy and the minerals industry to extend the application of the fixed-bed gasification process to low-rank Western coals. The research effort enabled cooperators to gain operating experience in the use of hot, raw producer gas for iron ore pellet induration and other high-temperature mineral processes. Researchers were able to gather data regarding the fundamental engineering aspects of the fixed-bed process and gas cleanup for a wide range of solid fuel properties. Applying Fixed-Bed Gasification As a prerequisite to gathering the data needed for the study, the Bureau of Mines designed and installed, at one of its laboratories, a 6.5-ft-diam. single stage, fixed-bed, air-blown atmospheric pressure gasifier. The gasifier was coupled with a hot, raw gas combustion system and iron ore pellet in. duration kiln. The gasifier is rated at 1.5 ton/h capacity of bituminous coal.

A laboratory-scale investigation was made of the basic problems involved in developing a ceramic heat exchanger to operate at high temperatures for using nuclear heat from gas-cooled process-heat reactors. Technical data were obtained on transferring heat by forced-convection from helium to air in a single-tube vitreous-alumina heat exchanger. Coolant air was passed through the annulus parallel with, and either concurrently or counter to, the flow of helium inside the tube. The data obtained pertain to removing heat from the helium. Average inside film coefficients were determined at mean surface temperatures of 200° to 1,570° F., inlet-gas temperatures of 1,450° to 2,665° F., and Reynolds numbers up to 560. The gas-to-surface temperature ratios were varied from 1.05 to 7.6. The tabulated results are shown in the appendix at the end of this report. The film coefficients of heat transfer were correlated by taking into account the physical properties of the helium at the average fluid temperature. With experimental conditions pointing to a laminar flow, the Nusselt number was found to decrease as the ratio of gas-to-wall temperature was increased to a value of 3. However, within the range tested, gas-to-wall temperature ratios above 3 did not affect the Nusselt number, regardless of the value of the Graetz number. Thus, beyond this point any increase in this ratio ceased to influence the heat-transfer relationship.

This U.S. Bureau of Mines publication presents a case study of the processes used in permitting the Nome Offshore Placer Project, a gold mining project offshore Nome, Alaska which operated from 1985 through 1990. The mining project, developed by Western Gold Exploration and Mining Company, Limited Partnership (WestGold), used the BIMA, which was at the time the largest bucketline mining vessel in the world, to dredge gold from the ocean floor. This case study reviews the permitting process from the regulators' and industry's perspectives, as well as characterizing the efficiencies and inefficiencies associated with this case. The Federal, State and local laws applicable to the Nome Offshore Placer Project are identified, agency jurisdiction and interagency relationships are explored, and the chronology of the permitting process is examined. The regulatory authorities for both environmental monitoring and post-mining monitoring are delineated. Significant milestones affecting the project and required regulatory submittals are also included. The case study of the Nome Offshore Placer Project is detailed with respect to agency involvement and coordination, approaches to permitting from both the regulators' and developer's perspective, environmental issues, and permit stipulations which were unique to the project. The advantages and disadvantages of these topics are discussed.

In June 1929 the Bureau of Mines issued a 13-page Information Circular entitled "Mineral wool." This was one of the first publications to present to the public some technical aspects of the mineral-wool industry. Since that time several articles have appeared on the subject in the technical press as well as publications by State organizations. Inquiries for information on mineral wool have continued to be received by the Bureau of Mines in large numbers, and in 1935 it was decided, with the cooperation of the is industry, to make a field survey of the plants then producing and to collect therefrom technical data to be compiled in a paper for public distribution. As a first step, a brief questionnaire was mailed to the known producers asking if they would cooperate for publication. Favorable replies were received from of percent of the manufacturers, and the field work was started. As the study progressed and tie number of plants visited grew, it became more and more apparent that the industry had made rapid strides in technical operation and control of their product, as well as in increasing production during the mast decade.
