The Bureau of Mines inventoried all lands in Alaska to determine the availability of land for oil, gas, and coal leasing. Acreage for onshore oil, gas, and coal basins was digitized as was land ownership data. Regulatory policy concerning oil, gas, and coal leasing for various government agencies and private concerns was determined. Oil and gas basins underlie 79.4 million acres of Alaska's 378 million acre landbase. Federal agencies manage 44 million of these acres. The Bureau of Land Management is the lead agency for most oil and gas leasing on Federal lands. Lands have to be specifically opened for oil and gas leasing to be available. The state of Alaska manages 21.1 million acres underlain by these basins. More than 80 percent of this acreage is available for resource development. Native corporations manage the remaining 14.3 million acres of favorable oil and gas land. Coal basins underlie nearly 51 million acres of Alaska. Of this land, 26.4 million acres are under Federal jurisdiction. The state manages 17.3 million acres of land underlain by coal basins. Nearly 7.3 million acres of favorable coal lands are managed by Native corporations.

Economic Importance of Gasification of Fuel and Brief Outline of Development of Underground Gasification of Coal in the U.S.S.R. The underground gasification of fuel offers a number of economic and social advantages, principally the following: 1. Full automation of labor-consuming coal-mining processes, which resist complex mechanization and automation, particularly shaft mining. 2. Elimination of hard, dangerous, and often unhealthful mining work. 3. Creation of hygienic conditions for personnel employed in gas production, as well as for those in boiler rooms using the gas. 4. Possibility of automation of complex production processes of thermal-electric powerplants using underground gas with economic installations for steam production. 5. Economic operation of thermal-electric powerplants constructed in the areas of underground-gas production. 6. Release of railroads from the burden of transporting fuel. 7. Extension of the power base of some areas in need of fuel and of the economy as a whole due to use of fuel deposits not amenable to normal mining practices. 8. Reduction of capital investments per unit of energy produced in the form of fuel. 9. Substantial increase in general labor productivity. 10. Possibility of substantial reduction in the cost of fuel produced and of electric power produced from underground gas.

[This is the sixth in a series of reports on properties of commercial motor fuels, made in accordance with a cooperative Agreement between the Cooperative Fuel Research (C.F.R.) Committee and the Bureau of tines of the Department of the Interior. The first report gave data on motor gasolines sold during the winter of 1935.-36.3/ The present report cover brands of gasoline represented by 1,490 samples plus thus: from the Pacific Coat, which ;sere averaged by the Pacific Coast Technical Group before being submitted and are published exactly as they were submitted. In some areas reports were received from 8 to 10 companies on the same brands of gasoline, Whereas in other areas only one Company reported on a brand. Thus, it can be seen that soma of the data are more representative than others. The inclusion of data from several cities within some of the districts has improved the report by reducing the number of brands reported by only one company. Severe changes have been made in the districts. A new district, Memphis, Tenn., has been formed to include Arkansas any western Tennessee. The Rocky Mountain area, have been divided into three sections. Salt Lake City and Denver form the Middle Rocky Mountain district; Laramie, Wyo., Idaho, Montana, and. Spokane, Wash., are included in the North Rocky Mountain district, and Arizona, New Mexico , and El Paso, Tex., have been combined to represent the South Rock Mountain district. The Cleveland district has been expanded to include Ohio ant. Indiana. Eastern Pennsylvania, Maryland, and northern Virginia are included in the Washington (D. C.) district. To aid in winning the recent world war, the Bureau of Mines conducted a National Fuel Efficiency Program, directed to commercial plants throughout the Nation, to save greatly needed fuel, a basic resource vital to industrial production. In planning this program it was realized that to accomplish a satisfactory reduction in fuel consumption in any plant, it would be necessary to reach, enthuse, and usually educate to some extent the actual operators of the various types of plant equipment. A major part of the programs consisted, therefore, of visits to plants and work with the operators, including a review with them of their operating conditions and of educational and guiding literature pertinent to the operating problems involved. Through a Nation-wide organization, local volunteer engineers served in making visits to local plants. Each cooperating plant appointed an employee as the "waste chaser," who headed the work of saving fuel in that plant. The educational literature was designed to interest the operator, as well as serve as a guide in eliminating waste of fuel. Volumes have been written on many subjects relating to the saving of fuel. Writings of the treatise type contain considerable good information but do not have wide appeal and probably will be read only by a few studious operators. The problem is not one of getting clown on paper everything that the experts know and would like to have the operator know, but rather to write something that will actually interest the operator and stimulate him to action. Past experience led to the adoption, therefore, of the "quiz-sheet" type of writing, using a quiz sheet of not more than two pages for any principal item. The results obtained during the National Fuel Efficiency Program in many types of plants further demonstrated that the short quiz sheet is satisfactorily appropriate and does accomplish results. In addition to the normal work and that pertaining to strategic minerals, the Metallurgical Division has been made responsible for carrying on major investigations in the development of processes' for the treatment of low-grade domestic manganese ores that heretofore have failed to yield products suitable for the preparation of ferromanganese, an alloy essential to every ton of steel produced. These investigations are particularly important at this time because of their part in tucking this country self-sufficient with regard to manganese when the stock-piled ore becomes e exhausted and as foreign shipments of ferro-grade ore are cut off. The results indicate that there is a good probability of accomplishing this objective, while at the same time conservation may be promoted through the use of normally useless material from the large, low-grade ore deposits.

[Adequate supplies of suitable coal and coke are prime requisites in many industries, particularly those dealing with the utilization of mineral resources, recently interest has been focused on the possibilities of using electricity produced at Bonneville and Grand Coulee, Wash., in many electrochemical and electrometallurgical processes, in which core or some form of carbon is necessary in addition, discussion has been revived on the possibility of making iron and steel by the conventional methods employed in blast and open-hearth furnaces. The subject also is important at this time because of its relationship to industrial preparedness for national defense. A supply of coke from local sources on the Pacific coast is necessary in any program of production for strategic sufficiency of certain materials. An anal trio involving tae establishment of such industries should include detailed data on available supplies of coal, the quality and properties of the coke produced, and the technologic and economic factors involved in manufacture of echo and disposal of byproducts.]

This work is a codification and annotation of the Congressional enactments relating to minerals, mineral lands, and mining. It covers every enactment of Congress from the original ordinance of 1785 to the present time, as well as all sections of the Revised Statutes of the United States relating to these subjects. These laws are grouped according to their general subject matter, and are arranged thereunder in numerical or chronological order. Many of the mining statutes include matter not pertinent to the subject, and only those parts of such acts are quoted as will properly show their relation to minerals and mineral lands and indicate how they should be construed. Some mining acts have been repealed or have become obsolete, and others have become incorporated substantially in sections of the Re- vised Statutes; but these are retained in order to show the changes made, and the constructions placed thereon by the courts are given as aids in construing the new or repealing acts. The annotations consist of legal propositions abstracted from the decisions of the various courts and executive officers of the Govern- ment that have interpreted the sections and statutes so codified. These legal propositions are arranged under the different sections and acts with appropriate headings, titles, and subtitles, in logical order, exhibiting the present status of each particular section or act and its application to the subject of mines and mineral lands. The annotations do not purport to be abstracts of decisions on the sub- stantive law of mines and mining generally, but are limited strictly to the interpretation placed on a given section or act definitely re- ferred to by a court or executive officer by the number of the section of the Revised Statutes or the volume and page of the Statutes at Large in which the Congressional enactment is found. It may be observed that the legal propositions stated are not always pertinent to the particular section or act under which they are classed and of which they purport to give a construction. The arrangement, however, is not an arbitrary one, but is so made for the reason that the courts or officers in the construction of a particular section or act definitely referred to by number or volume and page incorporated in the decision matter not strictly pertinent to the par- ticular section or act so designated. This statement applies especially to the interpretations placed on the sections of the Revised Statutes. "INTRODUCTION A previous paper by H. H. Storch 4 described. three processes for the production of potassium sulphate from polyhalite (K2S01.MgSO1.2CaS04.2H2o), Since these processes depended upon calcination of polyhalite followed by leaching with water at 100°C., the fundamental reactions occurring in these steps were discussed in detail. This paper, which describes processes producing syngenite (K2S04.CaSO4.H2O) and potassium sulphate and gives data concerning the production of by-product magnesia, presents the results of work performed at the Non metallic Minerals Experiment Station of the U. S. Bureau of Mines, maintained at New Brunswick, N. J., in cooperation with Rutgers University.A study of the solubility relationships of the system 5 Ca++ -Mg++ -K+-SO4 = H20 at 25ºC. shows that syngenite is stable in the presence of a concentrated MgSO4 solution, the K2SO : equilibrium concentration being comparatively low (2.6 per cent), The processes described below, which involve the conversion of calcined polyhalite to syngenite, are based on the 25°C. equilibria. It has further been found that syngenite can be decomposed by water at 100ºC, yielding a 9 to 10 per cent K250 solution, the solid phase being potassium calcium pentasulphate (K2SO, 3CaSO.H2O, hereafter referred to as ""pentasulphate""). This latter compound is unstable in the presence of water at 25°C., its decomposition resulting in a solution containing about 3 per cent of K2SO4 and a solid phase consisting of gypsum. This behaviour of syngenite with water at 100°C. and of pentasulphate with water at 25ºC. constitutes the basis of processes for the production of K2SO4 by way of the conversion of calcined polyhalite to syngenite,Syngenite is a product which may be used as a fertilizer per se. As produced in the process to be described, it contains about 50 per cent of K2SO1, and will readily give up its potash content on treatment with water, although the limiting concentration at ordinary temperatures is approximately 3 per cent. This definite but limited solubility should make this product more desirable as a fertilizer then the more concentrated forms of potash salts which have higher solubilities and hence involve the danger or plant injury due to a high local concentration of potash."

The Bureau of Mines investigated the application of a diffusion model to sintering rate data developed for lithium titanium ferrite. The data were obtained by sintering pressed pellets under identical conditions for various times up to 11 hours. Stereological measurements were made on polished sections, and sintering rates were calculated. A model for intermediate stage sintering was fitted to the stereological data. This procedure produced a method by which these type data could be used to study the relative importance of volume and grain-boundary diffusion under a variety of sintering conditions.

During the past decade (1937 to 1947), including the war years of heavy demand for metals, the United States realized about one-eighth of its antimony requirements from domestic production, chiefly in Alaska. In World War II, our foreign supply sources became endangered; and uncertainty in our Far Eastern supply made this nation focus on Alaska’s mineral resources with a Production Gear that centered in the Bureau of Mines experimental station at College (Alaska). The development work known as District or central deposits. The strategic mining districts included that of central Alaska was reorganized at Ketchikan Mining Districts. Mines were located here had produced considerable quantities since 1901; but methods for exploration had come from 1936 to spring 1942, some $4 million produced in gold alone. Statistics relating to available ores are those selected by type and exploitation periods with wide variety applied. During the summer of 1941, as part of an extensive Geological Survey program continuing through funds provided by U.S., geological surveys spent six weeks mapping an area approximately two square miles surrounding mines. The mines working both surface & underground work employed these men in mapping exercises.

This report describes in detail three waterflooding projects and a pressure-maintenance project in Butler and Cowley Counties, Kans., that will be visited on the 1963 annual spring tour of the Kansas-Oklahoma Waterflood Association. Among the unique features of the projects are the flooding of five oil-producing horizons separately with injection water furnished by two water-treating plants. Discussion of the individual projects includes information on their early history, the source and treatment of the injection fluids, oil production decline curves, and the results of water injection on oil production.

Explosionproof electrical enclosures for coal mine face equipment have been of the same basic design for many years without significant change. Characteristics for potential improvement were investigated through interviews, visits to mines and studies. Improved safety, health and productivity were the goals. Areas identified for improvement included rapid venting of pressure build-up due to an internal explosion, quick and easy entry or removal of cable entrances, and a quick and easy cover removal for rapid component access. Concepts were identified and evaluated, and the more promising devices were fabricated and tested. Encouraging results from initial tests led to further design refinement and establishment of design guidelines. These design guidelines for a pressure vent and for an elastomeric grommet type cable entry are described along with the testing used. An application for an experimental permit was requested from MSHA. After test and evaluation experimental permit #396 for evaluation in an underground coal mine was granted.

"PURPOSE OF REPORTThe purpose of this report, which is the third of a. series on the coal mines of the Western States, is to give the findings of a study of the causes and methods of prevention of accidents from falls of root and coal in the mines of Lincoln County, Wyo. The three mines covered in this report, referred to as A. B. and C, account- for 9 per cent of the coal production in the county and nearly 9 per cent of the State's total production. For comparative purposes some statistical data are presented bearing upon the relation of injuries to their causes, to tonnage produced, to men employed, to days worked, and to days lost as the result of injuries.FATALITIES IN WYOMINGTo show the necessity for this study, Table 1 given the fatalities that occurred during 1928 in the bituminous—coal mines of the United States, of the State of Wyoming of Lincoln County, and in Mines A, B, and C, followed by a brief description of the Kemmerer coal dis-trict, its coal beds and immediate roof, thickness of cover, dip of coal beds, methods of mining timbering for roof support, roof testing, and supervision. The rapid determination of uranium in ores by radiometric means was investigated by the Bureau of Mines. Among the various procedures and schemes tested, two showed most promise. They were the ratio scheme developed in the Bureau's Tucson, Ariz., laboratory and the equilibrium method developed by the Canadian Department of Mines and Technical Surveys. The ratio method is a simple, empirical procedure for classifying the state of equilibrium in ores by measuring their radioactivity by means of a Geiger-Muller counter under three different conditions, using filters. The principal merit of the method is in providing a clue as to the reliability of equivalent uranium determinations.

Vehicle vibration exposure has been linked to chronic back pain and low back symptoms among agricultural tractor drivers. The objectives of this study by the National Institute for Occupational Safety and Health (NIOSH) were to assess driver whole body vibration (WBV) exposures and recommend interventions to reduce the risk of back related injuries, particularly relative to vehicle jarring/jolting (the transient mechanical shock components of WBV). The methodology included collecting, from two independent samples, ?eld data and health and work history data of farm equipment operators. Data were collected during mowing, raking, baling, chiseling, tilling, and road travel for different model tractors. Spraying using a sprayer and shrub removal with a skid steer loader were also included. Based on ISO 2631 (1985), the American Conference of Governmental Industrial Hygienists, threshold limit values, presents 0.5 m/s2 as the action level recommended by the Commission of European Communities for overall weighted total RMS acceleration (vector sum for axes x, y, and z) [ACGIH, 2006. Threshold limit values and biological exposure indices. Cincinnati, OH]. WBV measured at the operator/seat interface exceeded this action level. The roughest rides and highest vector sum accelerations occurred with small utility tractor mowers (3.3 and 2.8 m/s2) and a skid steer loader (1.7 m/s2). Major ?ndings from health and work history data showed 96% of participants reported having to bend or twist their necks, although 24% reported neck symptoms. Sixty four percent of participating operators reported experiencing back symptoms (e.g., pain, aching, stiffness, etc.). Recommendations included: specifying a seat that ??better?? isolates operators from jars/jolts with new tractor purchases; maintaining the seat/seat suspension and replacing worn or damaged cushions with NIOSH tested viscoelastic foam padding; using larger diameter tires with radial ply instead of bias ply construction, particularly on small utility tractor mowers, to aid in attenuating ride ??roughness??; using a swivel seat to reduce the stress on the neck from bending or twisting; and improving efforts to educate owner/operators of the adverse effects of WBV exposures. Since the data presented in this paper were collected from two independent samples, the authors were unable to draw any correlations or etiological inferences from the study. However, results were compared and contrasted with other studies which included similar vibration measurements in agriculture.

The deep ocean mining industry is in a pre-commercialization stage of development. In the context of a proper legal/regulatory regime, deep ocean mining system design, site survey, and operation technologies are capable of rapid evolution. The report recommends that the regulatory framework develop in parallel with the industry and presents a rationale for implementing this approach. The Government has several interests in deep ocean mining technology: (1) as a potential regulator, sound regulations should be based on an understanding of the technology; (2) as a potential monitor, survey technologies are relevant; and (3) as an estimator of strategic minerals supplies, it is important to understand the technology which allows economic access to deep ocean minerals. Thus, the major portion of the report presents an in-depth review of systems design, operations, and survey equipment and techniques.

The applications of optical spectrochemical methods of analysis for determining trace impurities in metals are described, and the need for developing analytical procedures capable of accurately determining fractional parts per million of impurity elements in metals is stressed. Factors which determine sensitivity of detection and means to extend sensitivity levels in spectrochemical methods are discussed. Examples from the current literature illustrate the diversity of spectrochemical techniques that have been applied to the analyses of varied sample types, Many of the methods use preconcentration procedures to increase sensitivity limits. A bibliography containing abstracts of recent methods in included. Optical spectrochemical analysis is based upon the measurement of radiant energy emitted by atoms of the elements to be determined when a sample is subjected to a suitable source of excitation. The behavior of the valence electrons during excitation, usually by an arc, spark, or flame, produces radiant energy of specific wavelengths. This is recorded as spectral line images on a photographic film or plate by the spectrograph; for direct-reading instruments, the spectral lines are detected with photomultiplier tubes. The spectral lines result from the excitation of atoms in the sample. Each variety of atom produces its own characteristic set of lines, thus serving to identify the elements in the sample. Increased concentrations of elements in the excited sample results in increased blackening of the spectral line images.

Unlike other types of mining accidents, where an incident generally involves only a few workers, the danger of a mine fire extends to every person working in the underground environment. Mine fires can trap or kill those working underground by blocking avenues of escape and rapidly creating heat, asphyxiating gases and toxic fire products that can quickly spread throughout the mine. The National Institute for Occupational Safety and Health (NIOSH), in partnership with the Mine Safety and Health Administration (MSHA), is conducting research to test, evaluate and improve or modify coal mine fire-fighting strategies and methodologies through large-scale tests. Because wood is the second most abundant fuel available during a coal mine fire, it was decided that a series of large-scale wood crib fire tests was needed to measure the products of combustion and to observe the capability of commonly available direct application fire suppression equipment, namely, fire extinguishers, water and gas-enhanced foam. This paper discusses the wood crib fire tests, provides insight into the products of combustion and describes observations made during the application of the fire suppression agents.1
